Cedar Falls Parks Welcome Upgrades

Cedar Falls is home to a wide variety of outdoor recreational opportunities for all ages and the City invites you to see what’s new this summer!

Bess Streeter Park, located at 2900 Hiawatha Road, welcomed updated playground equipment this past May. The park now features multiple slides with a small rock-climbing wall, zip line, an inclusive swing, and a generation swing which allows an adult to sit facing an infant for better security. The new zip line is made of durable materials with a weight limit of 286 pounds. The focus during the planning of this park was to include unique features such as the zip line and more inclusive equipment that have a positive impact for all members of the community.

“As we update our parks, one of the goals is to find ways to not only make them exciting, but also to improve safety and promote more accessibility by including items such as inclusive and companion swings,” said Public Works and Parks Supervisor, Kevin Cross. “Parks are here to bring people together and we look forward to how these improvements at Bess Streeter will do that both for this summer and for many more to come!”

The community will also be able to enjoy new outdoor opportunities at Island Park with improvements scheduled to take place later this summer (weather permitting). Located at 218 Center Street, the park upgrades will include a new nine basket disc golf course, traditional horseshoe pits, and pétanque courts. In addition to the new features at Bess Streeter Park and Island Park, Overman Park and Olsen’s Riverside Park also received updated signs this past spring. The outdoors is waiting for you so make sure to stop by and visit one of our many area parks this summer to enjoy everything Cedar Falls has to offer!

The Cedar Valley Sports Commission works with local, regional, and national sports organizations to host youth and amateur sporting events in local venues. These events generate economic impact, promote tourism, and enhance the overall quality of life for local residents.

UNI Athletics provides opportunities for student-athletes through quality learning experiences and competition. We take pride in our role as a unifying force for our campus and community.

Hansen’s Dairy Cedar Falls

Continued Investor Award

Hansen’s Dairy opened its Cedar Falls location in 2007, one of three storefronts in the building at 123 E. 18th Street.  The Hansen family purchased the building in 2015 and became the building’s sole occupant soon after, operating the dairy store and the adjacent gas station. Building renovations to consolidate the space began in fall 2019 and were completed in about 18 months. New store features include a food service kitchen and ice cream parlor, indoor/ outdoor seating, expanded refrigerated/frozen space, a new building facade and upgraded gas pumps. The store sells Hansen’s Dairy products, local groceries, fuel, convenience items, hot food and ice cream treats.

Seerley Park Neighborhood Walking Tour

On May 25, the Cedar Falls Historic Preservation Commission (HPC) hosted a guided walking tour of the Seerley Park Neighborhood to increase awareness about the rich history of Cedar Falls. Nearly 100 people attended the tour, which featured Seerley Park and eight historic houses located around the park. HPC commissioners and City staff provided information about the neighborhood, interesting details about past owners of the homes, and highlighted unique architectural features. One of the homeowners generously allowed attendees to walk through the main floor of their home and view one-of-a-kind features carefully preserved. Other homeowners shared the history and significance of their home from the front yard. Attendees particularly enjoyed the interactive opportunities with the owners. In a post-tour survey, attendees provided positive feedback and suggestions for future neighborhood tours. The HPC partnered with the College Hill Partnership,

UNI, Hearst Center for the Arts, Cedar Falls Visitors and Tourism Bureau, and Cedar Falls Historical Society.

The HPC would like to thank all event attendees and partners for making this event successful. Those who missed the event can access the tour brochure on the HPC page of the City’s website at www.cedarfalls.com/historicpreservation, and can view a digital map version of the walking tour map through the QR code on the brochure.

The HPC conducts at least one educational event in the community every year. Information about upcoming events can be found on the City’s website. The Commission invites ideas from the community about ways to preserve the history of Cedar Falls, and to educate the community about historic preservation. The HPC meets at 5:30 p.m. on the second Tuesday of every month at Cedar Falls City Hall.

FEMA Flood Maps Update

The City of Cedar Falls participates in the National Flood Insurance Program (NFIP). As part of the program the City adopted a floodplain ordinance that includes Flood Insurance Rate Maps (FIRMs) developed by the Federal Emergency Management Agency (FEMA).

As many will recall, in May 2019 the Iowa Department of Natural Resources (IDNR) and FEMA held public open house events to present a new set of preliminary FIRMs for Cedar Falls and Black Hawk County. In May 2022, IDNR explained due to some errors and omitted data, another public review period was required for all the Black Hawk County FIRMs, including Cedar Falls. There were minor errors and data omissions on three Cedar Falls maps. Those three maps have been revised and have been available since August 3, 2022, for public review. The updated Map Panel numbers for Cedar Falls are: 19012 C0162G, 19012 C0164G, and 19012 C0277G.

If there are no additional errors discovered or appeals to these maps, a Letter of Final Determination will be issued in June 2023, with the new maps becoming effective December 1, 2023. The preliminary maps for all of Black Hawk County can be found at https://msc.fema.gov/ portal. Click “Search All Products.” On the next page type “CEDAR FALLS, CITY OF” for Jurisdiction Name or FEMA ID.

Parking

Home to local dining, entertainment, and shopping opportunities, the Cedar Falls Downtown District has a wide variety of parking options to fit your needs including FREE 15-minute, 2-hour, 3-hour, 4-hour, and 24-hour parking. To help serve visitors and residents in the area, parking enforcement hours are 9 a.m.–8 p.m., Monday–Saturday. A reminder that the dedicated 15-minute parking drop off pick up zones are always designated for this purpose only.

Have you seen the new quick read (QR) codes in the Downtown District? The codes can be found on selected ‘Per Vehicle Per Day’ signs located in the municipal lots. Simply scan the code with your smartphone to bring up the downtown public parking map and the downtown restrooms map.

Human Rights Commission Plans More Community Events

The Cedar Falls Human Rights Commission (HRC) hosted a meet and greet at the Ragged Edge Art Bar and Gallery in Cedar Falls on May 3. With over 30 people in attendance, the event connected residents with commissioners and Chelsie Luhring, the City’s Diversity, Equity and Inclusion (DEI) Specialist and liaison to the HRC. Attendees also shared their human rights needs, concerns, and visions for the community.

The HRC exists to protect human rights and promote the diversity and equity of all residents through advocacy, outreach, and education. The group recently held a Pride Month Recognition at the Hearst Center and participated in the Sturgis Falls Parade. You can find them next at their resource booth during Cedar Valley Pridefest on August 26. More community events, including a fall summit, are also in the works, so check out their Facebook page for all the latest happenings. FY24 BUDGET

The City Council held the formal public hearing on the FY24 budget on April 17. The fiscal year 2024 lasts from July 1, 2023 to June 30, 2024. At the hearing, the City Council approved a tax rate of $11.40—a decrease from the $11.51 tax rate in FY23. However, the residential rollback (the amount of property taxed) increased from 54.13% to 54.65% for FY24. Therefore, considering the combination of these factors, residential properties will see a 0% increase for FY24.

The rollback on commercial and industrial properties remained the same at 90%, and because the tax rate decreased these classes of property will see a 1% decrease. The rollback on multi-residential properties decreased from 63.75% in FY23 to 54.65% in FY24, so the effect will be a 15% decrease.

Effects on all classes of properties vary based on assessments by Black Hawk County and rollback percentages set each year by the State of Iowa.

Stormwater Rate Increases

Housing Needs Assessment Adopted

The City recently adopted a Housing Needs Assessment (HNA) for the Cedar Falls community. The HNA process started in the summer of 2022. The Cedar Falls Economic Development Corporation led the process, hiring Iowa Northland Regional Council of Governments (INRCOG) and the University of Northern Iowa’s Institute for Decision Making (IDM). INRCOG collected data on population projections, existing housing inventory, commute times, building permit activity, real estate data, income data, to analyze the housing needs for the future. IDM provided outreach to the community with a survey and focus groups with employers, senior housing stakeholders, residential builders/developers, real estate professionals/lenders, and human service providers. Representatives from the Housing Commission and the Human Rights Commission were part of the task force involved in the process as well. The HNA includes a set of strategies the city can choose to aid in preserving housing of varying sizes and price levels, as well as supporting new housing in the community.

The Housing Commission and the Human Rights Commission reviewed the draft and made a recommendation to City Council to adopt the HNA. On May 15, 2023, City Council approved and adopted the HNA. The stormwater fee was first implemented in FY07. The increase on a residential home will only be 27 cents per month (or $3.24 annually) in this second year. The increase in rates are necessary to fund various projects related to improving our watershed and protecting the water quality as listed on the City’s Capital Improvements Program. These projects may include drainage improvements, watershed assessments, bioretention cells, and permeable alleys.

Sewer Rate Increases

The City Council passed Ordinance No. 3001 in December 2021, to increase monthly sewer charges by 7% each year, for the next five years. We are now in our second year of those new rates. FY24 rates will be reflected on your August 2023 bill. The rate schedule adopted by Council is as follows:

For the average household (based on 700 cu. ft. of water used), this means on your August bill there will be an increase of $3.06 per month.

These increases were necessary to fund upgrades to our treatment facility which will aid in the City’s efforts to adhere to EPA and DNR standards. The Council approved using the City’s ARPA funding to help lower the increases needed for the upgrades. Residential Electronics & Hazardous Materials Drop-off Event

Twice per year, the Black Hawk County Solid Waste Management Commission co-sponsors drop-off events for household toxic materials and electronics. BOTH events are open to ALL Black Hawk County residents to get rid of approved items from their homes and garages (some fees may apply). Business waste is NOT accepted at this event.

The Fall drop-off event is on Saturday, September 16, from 9 a.m.–1 p.m. at the Cedar Falls Public Works Complex (2200 Technology Parkway). Registration is required to reduce wait time and vehicle idling. Registration is anticipated to open August 21, and close at 3 p.m. on Friday, September 15. Acceptable Items Include:

• Household cleaners, mercury thermometers, LED/fluorescent bulbs (limit of 10 tubes per household), etc.

• Liquid lawn and garden products including fertilizers, herbicides, and pesticides

• Automotive batteries and chemicals such as engine cleaners, brake fluid, waxes, etc.

• Hobby products including stains, varnishes, paint removers, adhesives, etc.

• Propane tanks and other flammables

• Electric items like vacuums, holiday lights, power tools, humidifiers, lamps, etc.

• Flat panel TVs/computer monitors and other audio-visual equipment including stereos, VCR’s, DVD players, game systems and speakers

• Computer equipment including towers, laptops, tablets and other handheld devices. All hard drives will be shredded after the event.

• Each vehicle may bring two Cathode Ray Tube (CRT) containing devices for free; additional CRTs are $5 each (with no limit). Please bring exact cash only. Bills larger than $20 will not be accepted. CRTs are TVs/computer monitors with a big bump in the back.

Not Accepted:

• No more than ten 4 foot or longer florescent light tubes

• Paint

• Laundry detergents, soaps, cosmetics, and medications

• Automotive oils, oil filters, and antifreeze

• Grills, lawn mowers, tires, or non-hazardous waste

• Fire extinguishers, smoke detectors, radioactive materials, asbestos, or ammunition

• Any container larger than 5-gallons (no drums)

• Appliances (including microwaves, dehumidifiers, air conditioners, water heaters, refrigerators, light ballasts, etc.)

• Items from schools, businesses, farms, non-profits, or governmental entities

The previous events served 400 residents resulting in the collection of over 27,000 pounds of electronics for recycling. Collection dates have not been set for 2024.

Volunteers needed to make collection event a success! Approximately 50 volunteers (age 16+) are needed from 8 a.m.–1 p.m. to make these community events possible! Volunteers assist with unloading items, directing traffic, surveying participants, and making this event run as efficiently as possible. Community groups or businesses whom provide five volunteers can be recognized on promotional materials for the event and on the post-event handouts. Did you know that you do not have to wait to dispose of your electronic items? No need for appointments or waiting for a collection date. The Cedar Falls Transfer Station accepts stereos, VCR and DVD players, vacuums, fax machines, home phones, video game systems, handheld electronics, record players, hair dryers, curling iron, countertop devices, lamps, treadmills, space heaters, holiday lights, cable/satellite equipment, fans, cables and many other items with a cord to recycle at no cost. Even computers and console televisions are accepted for $7.50 each. Call 319-273-8629 with questions.

Riverfront Improvements Coming Soon!

Improvements to the Cedar River near downtown Cedar Falls will start taking shape soon! The Cedar River Recreation Project is the first step in the realization of the 2017 Riverfront Master Plan. This project focuses on the river and riverfront area between the Main and 1st Street bridges, while the Master Plan encompassed the Center Street to 1st Street bridges. Construction on the project is expected to begin in August or September 2023, weather and river conditions permitting, and should be completed by September 2024.

The project includes features reconnecting the community to the river by providing trails closer to the river near Peter Melendy Park and in Gateway Park and providing a new venue which connects to Downtown. In addition, the park will be an attraction that will draw visitors from other parts of the region and the state.

Included in the project is a River Art Plaza on the upper bank of Gateway Park providing recreational and educational opportunities for visitors. Closer to the river there will be terraced areas to provide places to relax and observe activities in the river. Safety for water enthusiasts will be improved with the removal of debris, particularly the remnants of a former low-head dam. New “put-in” and “take-out” locations will be added for canoes, kayaks, and other small craft. There are a series of jetties designed to create waves and pools for water recreation enthusiasts and for improved fish habitat, and for easier access to the river for anglers. The project is funded through a variety of sources. The City has secured $3.2 million from several grants, including $1.5 million from the U.S. Economic Development Administration (EDA), $1.5 million from the Black Hawk County Gaming Commission, $150,000 from IDNR Resource Enhancement and Protection Fund, and $75,000 from the Iowa Arts Council Iowa Great Places Grant.

Bulk Item Collection

The charge for bulk item collection service is $10 for up to ten items, or $20 if the number of items exceeds ten.

Large item pickup is available for residents with an active Cedar Falls refuse account. Pick up is scheduled on your regular refuse collection day. To schedule a pickup, call the Public Works Department at 319-273-8629 between 7 am and 4 pm, Monday–Friday. Large items should not be placed at the curb any sooner than the evening before the scheduled collection. This service is limited to large items only and not intended to be a service for extra garbage, moving boxes, etc. More information related to bulk item charges can be found under “Public Works” at www.cedarfalls.com. Select “Garbage and Yard Waste” and then “Bulk Items.”

Report Illicit Discharges

Did you know anything that makes it to the street or a storm inlet will likely get into our ponds, streams, and rivers? Since there is no treatment for our storm water, it is important that only rain water makes it to the street. Common pollutants in our rivers are trash, sediment, nutrients (Phosphorous and Nitrogen in particular), oils, fats, and bacteria.

An illicit discharge is when anyone intentionally, or by accident, discharges anything that is not rain water or ground water in the street, storm sewer inlet, or in a water body. This includes pool water, soil (sediment), trash, soapy water, grass clippings, oils, etc. If you smell something unusual or see any color, oil, or large amounts of foam in a ditch, creek, or being discharged into the street or storm sewer inlet, make sure to report this immediately. If you see a disturbed property without controls to keep the soil from getting to the sidewalk or street, you should report this as well. If you work at a restaurant/kitchen where the grease trap is outside, make sure it is maintained to avoid any fats, oil, or grease to overfill and reach the storm sewer.

If you see someone discharging anything to the streets or sewers, or if you observe water that has a different color in a stream, pond or river, please call 319-268-5161, or after hours at 319-273-8668. Please help our water bodies by picking up or mulching grass clippings and leaves, and by cleaning the inlet or catch basin downhill from your property. Be a responsible pet owner and pick up waste and dispose of it in the garbage. Please wash your car in a commercial car wash to avoid water pollution as the carwash water goes to the water reclamation plant. We can all help!

Summer Yard Waste Collection

The City of Cedar Falls offers automated yard waste collection yearround. Residents are charged $10 each time the cart is emptied. During April, October, and November, the carts are collected for a reduced fee of $5 per dump. Carts should be placed to the curb for service by 7 a.m. on the day of collection, and removed no later than 8 p.m.

July through September 2023, yard waste is collected every other week as follows:

The Cedar Falls Transfer Station accepts yard waste exclusively on Mondays. They also accept yard waste in smaller quantities throughout the rest of the week. There is a charge of $29.50/ton or $0.75/bag. A $7 minimum fee applies for quantities under 400 lbs.

Odorous Waste Cart?

A common resident request, especially during the summer months, is for a cart exchange because of the foul smell. Homeowners are responsible to keep carts clean. City issued carts are exchanged only when damaged and will not be exchanged due to foul odor. Some helpful tips for odor control are:

• Periodically cleaning carts with detergent.

• Bag all garbage to help prevent residue sticking to the inside.

• Place a scented dryer sheet inside. Dryer sheets absorb odors and leave behind a pleasant scent.

Have Extra Trash?

Refuse carts should be placed with the lid close at the curb in an orderly fashion. If there is a need to dispose of extra bagged trash, a bag tag can be purchased and used during curbside collection. One extra garbage bag is allowed per household. The bag must have an approved Cedar Falls bag tag attached (30 gallon bag max.). Place the garbage bag— with the bag tag attached so it is visible to the operator—on top of the garbage cart.

A Reimagined Hearst Center for the Arts

Master Plan to be Released in 2023

Beginning as James & Meryl Hearst’s vision, the Hearst Center for the Arts was established in 1989, when their College Hill home and surrounding property were gifted to the City of Cedar Falls to be used as a community art center.

The original Prairie Style bungalow was expanded and renovated into a 12,000 square foot facility offering world-class exhibitions, diverse art classes, public programs, concerts, lectures, and outreach activities

Cedar Falls Economic Development Corporation Updates

Through collaboration with many city stakeholders, the Cedar Falls Economic Development Corporation (CFEDC) has been working for the betterment of economic development in our city. We work with local, state, federal officials, area developers and businesses on improving our partnerships in Cedar Falls. Here are areas we have been working:

• Housing Needs Assessment (HNA): The CFEDC recently presented a HNA study to the City Council, with Council members approving a resolution of support for the HNA. This resolution is a requirement when applying for state and federal dollars towards any housing incentives within Cedar Falls. It also provides evidence of city support to potential developers, while highlighting housing needs of the community. Read more about the HNA in the article on page 5.

• College Hill Zoning: The CFEDC supports College Hill zoning ordinance changes to streamline development processes and support continued review and modernization of the zoning ordinance citywide. Policy changes are key tool in economic development. College Hill zoning changes would follow the adopted vision plan that was developed by the city through a community engagement process with stakeholders. A vibrant and inclusive center for over 30 years, the Hearst has outgrown its current facility and now requires critical infrastructure improvements. To this end, an expansion of the Hearst Center has been identified as a future need in the City’s Capital Improvement Program for several years. In summer of 2022, the Art and Culture Board recommended, and City Council unanimously approved, the initiation of a Master Plan for a Hearst Center project.

The professional Master Plan, prepared by a qualified architectural firm, includes developing a new facility layout to right size the Hearst for the next 30 years, concept renderings of the new interior and exterior of the building, and total costs for the design and construction of the project. In the fall of 2022, the City of Cedar Falls released a Request for Qualifications (RFQ) for architecture firms to submit a proposal for the Hearst Center Master Plan. Candidates were evaluated on their submission of previous similar projects, and their creative and detailed approach to Hearst’s unique needs and challenges. After interviewing the top three candidates, OPN Architects was selected as the firm to develop the Hearst Master Plan. They are currently working with City staff and stakeholders on research and development of layouts on the current site. A final Master Plan is expected by the end of 2023, to be utilized in the next steps of fundraising and future construction.

Live the Valley Influencer Campaign

As part of our placemaking endeavors to promote the benefits of living in the Cedar Valley, Grow Cedar Valley is launching the Live the Valley Influencer Campaign. Our primary goal is to raise awareness about the advantages of residing in this region. To ensure a diverse range of perspectives, we have carefully selected eight individuals who can effectively represent what it’s like to work, live, and play in the Cedar Valley. Influencer marketing involves a collaborative approach where individuals with substantial social media followings join forces with businesses to increase awareness of the unique experiences offered by the Cedar Valley.

This campaign is a crucial component of our ongoing Live the Valley initiatives, which aims to showcase the exceptional quality of life in our region and attract and retain a dynamic workforce.

College Hill Partnership

Join the College Hill Partnership on Sunday, August 27, for Jazz in Seerley Park. Last year over 200 community members gathered in Seerley Park to enjoy a variety of jazz music, food, and beautiful summer weather. This year we are excited to expand the event with more music, more food, and a small selection of local vendors who create and sell handmade goods.

If you are looking for a fun way to spend Saturday morning, join us in Seerley Park for Sidecar Coffee and homemade baked goods, every second Saturday of the month. Saturdays in Seerley has given neighbors and community members the opportunity to have great conversations, connect with elected officials, and has brought awareness to the needed improvements in the Seerley Park.

The CHP continues work with several partners to revitalize Seerley Park. The much needed updates will include accessible play equipment, a fence around the play area, and a beautiful new shelter. If you would like to make a donation to this project you can visit the Cedar Falls Community Foundation website and select College Hill Partnership under the Donate tab. More information about fundraising opportunities will be available later this summer.

As you may have noticed, work on Pettersen Plaza and the Olive St. box culvert is underway. This renovation includes all new brick work, added landscaping, and eventually the addition of a beautiful piece of public art. We are looking forward to using this new space not only for events, but as another place to gather and enjoy all College Hill has to offer.

Grants to Be Awarded

The Cedar Falls Community Foundation annually accepts applications from nonprofit organizations April 15–June 30. This year the CFCF accepted applications to three funds—the Rownd Trust, the Diamond Arts & History fund, and the Children and Families Fund. The Rownd Trust supports capital projects in Cedar Falls. The Diamond Arts and History Fund supports multi-sensory and interactive arts and history programs and projects. And the Children and Families Fund supports equipment, furniture, or facilities replacement, repairs or upgrades for local childcare providers. Be on the lookout for our grant awardee announcements in August!

$5,000 Eller Study Abroad Scholarships Awarded

The CFCF has awarded five scholarships to UNI students who will study abroad in the Fall semester of 2023. This semester’s scholarship recipients are Adam Vig, Mitch Bewak, Jordan Kreft, Ethan Walthall, and Erin Spake. Each student will receive a $5,000 scholarship to assist with the cost of studying abroad in diverse places such as Italy, Greece, South Africa, and England.

Jasmine Zeleke was an Eller Scholarship awardee for the spring semester of 2023. Of her experience she says, “My semester in Costa Rice has been challenging, eye opening, unforgettable and absolutely beautiful. I am so grateful I was able to take advantage of the opportunity to study abroad, as it has been a once in a lifetime adventure.”

The scholarships are made possible through the Robert Eller Study Abroad Scholarship Fund, established with the Cedar Falls Community Foundation in 1994. Robert Eller, a UNI professor, wanted to foster the educational, professional and personal growth of undergraduate students at UNI by providing funds for a semester or a year of study outside the United States to students whose previous travel experiences have been limited.

John Lehman is serving as President, Susan Card as Vice President, Maureen Henderson as Secretary, and Tom Paulsen as Treasurer. CONSTRUCTION UPDATES

2023 Street Construction Project

The 2023 construction season is underway. The anticipated reconstruction for W. 18th Street and Madison Street is following suit. The planned reconstructions involve a total removal and replacement of the roadway, with underground utilities replaced if needed. At this point, the main-line paving on W. 18th Street is underway for Stage 1. Reopening of Stage 1 will occur once the entirety of the reconstruction work is completed on these two segments. Meanwhile, closure on Madison Street is well underway with most of the underground utilities replaced at this time. The contractor is preparing the street for the new pavement surface. The work is primarily funded by the Local Option Sales Tax!

W. 27th Street Reconstruction

The City of Cedar Falls, and its contractor, Peterson Contractors Inc. of Reinbeck, will continue with reconstruction of W. 27th Street project this summer. The focus of the remainder of the 2023 construction season is to finish the W. 27th and Greenhill roundabout by midsummer, in order to open to the new Cedar Falls High School site. Meanwhile a second crew works westerly to build and finish two single-lane roundabouts as entrances for the new school by this fall. The overall project includes improvements to the water main, storm sewer, sidewalks, trails, roadway lighting, landscaping, a new signal at Hudson & W. 27th Street, and other roadway items. Also included as part of the project, is the construction of three new roundabouts at the intersections of Greenhill Road and two at the entrances to the new school. The limits of construction for each phase are:

Phase I: W. 27th Street at Panther Parkway (2022)

Phase II: Hudson Road Improvements & Greenhill Road Roundabout (2022–2023)

Phase III: W. 27th Street School Connections with Roundabouts (2023–2024)

During the 2023 construction season, crews will also rebuild the Hudson Road and W. 27th Street intersection with new traffic signals and turn lanes required with the future traffic loading of the new school. New trail and sidewalk connections will be installed along with the signal. By the end of the 2023 construction season, crews will be working to have all of W. 27th Street—including the three new roundabouts—open to traffic. Landscaping, grading, and final seeding operations will likely continue into the spring of 2024.

Ashworth Drive Roadway Extension

This project extends Ashworth Drive, from Kara Drive eastward to Hudson Road. This is the first step to providing a second connection to Aldrich Elementary School and relieving traffic on Erik Road.

Dave Schmitt Construction Company, Inc. is the contractor. The project includes water main, storm sewer, subdrain, and sanitary sewer extensions along the new pavement, as well as converting the Ashworth/Hudson intersection from a 3-way stop controlled intersection to a 4-way traffic signal controlled intersection.

The east side of the Hudson/Ashworth intersection will be closed during construction. Two-way traffic on Hudson road will be maintained on Hudson road throughout construction; traffic will be reduced to one lane in both directions at certain times. Construction is expected to last throughout 2023, with final completion in spring 2024. Updates will be posted on the City website. Olive Street Box Culvert

The City of Cedar Falls and its contractor, Peterson Contractors, Inc. of Reinbeck, Iowa, will continue with the final phase of this project. Crews will switch from box culvert related work to landscaping work in the Pettersen Plaza extension over the new box culvert. During the summer, crews will focus on placement of new landscaping on top of the new culvert including trees, shrubs, and perennials. Other new amenities include new brick pavers throughout the plaza and extension, new pedestrian lighting and new limestone seating along the extension, replacement of the existing seating block in the plaza, and new fencing. North Cedar Heights Area Reconstruction— Phase 1A

This project will reconstruct West Ridgewood Drive from—and including part of—Greenwood Avenue to Cherry Lane.

Dave Schmitt Construction is the contractor. Work includes reconstruction of water main, storm and sanitary sewers, slope repairs, installation of new 8" subdrain, asphalt pavement with concrete curb, and/or edging, and concrete intersections.

This project will be built in two phases and involve complete road closures for each phase during its respective construction period. ARTapalooza on SUNDAY

Community Main Street is excited to host the 17th annual ARTapalooza on SUNDAY, September 10, 2023 from 9am–4pm in the Cedar Falls Downtown District! This annual celebration of art draws many talented artists from throughout the region. In addition, there is something for everyone to enjoy as downtown is filled with artist demonstrations, live entertainment, and free children’s activities.

Nearly 50 regional artists will display and sell their work at booths set up along the meandering Main Street. Artists hoping to showcase their work passed a competitive jurying process to be accepted into the show. A variety of artwork will be featured in this year’s show, including ceramics, paintings, metal sculptures, fiber, jewelry, photography, drawing, printmaking, and mixed media, among others.

DOCUMENTARY SCREENING OF DEEJ: INCLUSION SHOULDN’T BE A LOTTERY

Join us to view this 2017 documentary about David James (DJ) Savarese, a nonspeaking autistic teenager with disabilities who is depicted as communicating through the scientifically discredited facilitated communication technique. This documentary film shines an inspiring light on the full potential of kids with significant disabilities. Join us for an introduction to lino printmaking. Using a reductive process, participants learn to cut away material to bring their drawing to life. POTTERY ON THE PATIO

Every Second Sunday in July & August from 10:00 a.m.–12:00 p.m., or 1:30–3:30 p.m.

Work on the wheel outdoors while enjoying the Hearst Center Patio and Sculpture Garden. Each potter is given up to five pounds of clay and two hours to work with assistance from our staff. Indoor Park is a drop-in program where parents of preschool age children can bring their children to the Rec Center where toys and play equipment will be available to the children providing a safe controlled climate park environment during the winter months

Age: Parents and preschool age children only We do not allow older siblings in the gymnasium during indoor park Children 9 months and older will be required to pay the admission fees

Description: A Six game season This game provides exciting, non-contact play with all players being in skill positions This game emphasizes the basic football skills of passing, catching, defending, and running Players will also learn about formations, pass patterns, and different types of defense Participants should sign up according to their elementary school

All players will receive a football jersey Register early; all programs are limited in size Those players signing up after the registration deadline may not have their jersey in time for their first game Parent volunteer coaches are needed

Description: 10-game Honor League season, Mixed & Men’s Leagues In order to be registered, a team must pay the registration fee in full, declare a team name, and preferred level of play The person whose account the team is registered under will be considered the captain The leagues are limited in size; teams will be accepted on a first come first serve basis All games are call-yourown (Honor League) Standings will be kept, with awards going to top teams

ADULT KICKBALL LEAGUE

Age: 18 years or older

Days: Wednesdays

Dates: Begins August 23

Times: 6–10pm

Location: Birdsall Park

Fee: $75

Deadline: August 13; number of teams is limited

Description: This 6-game season plays on Wednesday evenings at Birdsall Park Teams may consist of any combination of men and women 16 years or older Ten will play on the field at a time; bat (kick) as many players as you want with unlimited substitution Mixed and Open Divisions, call-your-own Standings will be kept, with awards going to top teams

RACQUETBALL LEAGUE

Age: 16 years & older

Dates: Session 1 Play Begins October 17

Location: Cedar Falls Rec Center

Registration Deadline: October 15 or until filled

Fee: $35

Description: Weekly matches are as scheduled between you and your opponent, master schedule provided by Rec Center Coed A, B, and C Leagues This league will provide competitive play with a variety of players to choose from within your registered division or level of play The Recreation Division will schedule your match and provide you with court availability

The Falls Aquatic Center provides a day of fun for you, family, and friends this summer The staff at The Falls requests you take a moment to review a few things prior to your visit

The Falls Aquatic Center has a Code of Conduct Policy to provide a positive environment for all who attend the facility  To that end, we will uphold ourselves and our guests to the following standards of behavior:

• Demonstrate and encourage good courtesy and respect toward others at all times Have self-control, self-discipline, and resolve any conflicts positively

• Maintain a positive attitude while visiting and keep the tone, volume, language, and gestures appropriate and positive

• To accept responsibility for one’s behavior, actions, and words, with the understanding that unacceptable behavior will have consequences that limit or eliminate the ability to participate or attend in the future

There are many different types of unacceptable or inappropriate behavior   Consequences for unacceptable behavior will vary based on the severity of the action(s) and any previous history of poor behavior  Responses by the City of Cedar Falls Recreation Division staff may include but are not limited to: verbal and written warnings, immediate dismissal, potential suspensions or expulsions, and under extreme circumstances criminal charges

Parents, please review this with your children

All parties must abide by the staff’s decision at the time of the incident  Please do your part in keeping The Falls a fun, enjoyable experience for all!

DOGGIE DIP

At The Falls Aquatic Center, tentatively scheduled for August 21 from 6–8 pm Any licensed dog who wants to swim may bring 1–3 owners with them to the pool Admission is $5 per dog (includes one adult owner); additional owners are $4 each Season swim passes will not be honored All those entering the pool area should be prepared to get wet

CONSUMER FIREWORKS WITHIN THE CITY OF CEDAR FALLS

In 2022, The Cedar Falls City Council passed the new ordinance allowing fireworks on July 4th every year, along with specifically selected days by the City Council each year. For 2023, fireworks are legal to use in Cedar Falls on July 3rd from 9 am–10 pm, and July 4th from 9 am–11 pm The sale of consumer fireworks continues to be allowed within the City of Cedar Falls per state law. All retail sales locations require a license from the State Fire Marshal before selling fireworks. Fireworks are not allowed to be used on City property without special permission.

Staying safe and following some simple safety tips can help you and your family enjoy this holiday season in a safe and sane manner. Please be safe and courteous with fireworks:

• Obey the laws and regulations for the use of fireworks.

• Read and understand the safety labels on your fireworks before you light.

• Children should only use fireworks with direct and responsible adult supervision.

Children ages 5–9 have the highest risk for injuries from fireworks.

• Do not drink alcohol and use fireworks!

• Wear safety glasses and ear protection when shooting fireworks.

• Always have a hose and a bucket of water with you.

• Dispose of fireworks in a bucket of water and not in your neighbor’s yard.

• Only use fireworks outside in a clear area, at least 20 feet away from vehicles and buildings.

• If the firework does not fire, do not relight. Wait 20 minutes and then soak it in water.

• Do not experiment with homemade fireworks. Do not alter fireworks.

• Do not carry fireworks in your pockets or clothing, and do not shoot fireworks toward anyone else.

• Do not bring pets to a fireworks display.

• If you have pets, put them inside the house when fireworks are going off.

Pickleball Expansion

Pickleball is quickly becoming the fastest growing sport in the nation. It brings people together from all ages and all abilities. Men and women, young and old, can play this game together. The typical crowd playing pickleball is usually very inviting. It doesn’t matter if you are a beginner or advanced they will quickly take you in, explain the rules, and get you having a good time. Many families enjoy playing pickleball all at the same time, making it a golden opportunity for family fun.

As we bounce back from the Covid years of shelter in place, it’s a great way to get back outside and be active. It’s also a great way to meet new people. The social aspect of pickleball is another reason it is so enticing and great for the community. Pickleballers just don’t compete on the court—they bond. They have social events. They help take care of the maintenance of the park. They strike up conversations with all the new people who are trying the sport and give positive reinforcement. Physical activity leads to better health. Healthier people are happier and have better mental health. These people contribute to the community. The pickleball community exemplifies this.

The City of Cedar Falls is partnering with the Cedar Falls Pickleball Club for a pickleball expansion in Orchard Hill Park. The total cost for the project is estimated at $400,000. The Cedar Falls Pickleball Club is fundraising half of the needed funds. The anticipated project includes:

• Eight new pickleball courts wrapped in a fence with a wind/sound barrier.

• An expanded parking lot allowing for more parking.

• A new larger shelter with plaza area to be available for rentals. The City is already in the process of making some needed updates to the park. The rest of the expansion and addition of the courts will take place when the fundraising goals are met.
