s chairman of Hong Kong Hotels Association, it is my great pleasure to welcome you to Hong Kong and to CityLife, the monthly magazine for visitors to Asia’s World City. Regrettably, the Covid Omicron variant outbreaks are continuing unabated in the city, and restrictive measures remain in force, including no dining-in after 6pm, very limited social gathering, banned flights from high-risk countries, and other measures. Meanwhile, targeted but still extensive testing is being carried out across neighbourhoods based on contact tracing results. Given that the government is committed to a dynamic zero Covid policy, battling this highly transmissive virus, we hope to avoid more intensive measures such as partial or total lockdowns that could hamper economic activities further. For now, the public transport system is operating normally, most shopping venues remain open, and all outdoor areas are free to visit. We count on the resilient Hong Kong people to make the most of a difficult situation. And the arrival of spring in March means the ideal weather to explore Hong Kong’s amazing outdoors, one that the city’s residents have flocked to in the last two years as substitutes for international travel. Plus, out and about enjoying the city’s great outdoors is a healthy and safe alternative to staying inside with Covid about. This month, CityLife introduces its spring outdoor guide, featuring myriad outdoor activities, ranging from day trips to outlying islands, the best hiking trails for the spring, cycling excursions, and urban parks to visit. Please go to page 4 for more details. Starting this month, we are featuring a series of articles reviewing the resources of Hong Kong, or more precisely, the lack of them. Following the First Opium War in 1841, when told of the deal made for China to cede Hong Kong to Britain, that country’s Lord Palmerston purportedly exclaimed that the place was nothing but a barren rock! While that may have been a slight exaggeration, the city is notoriously deficient in natural resources, starting with energy, water and food. In this issue, we offer an overview of Hong Kong’s energy supply situation. You may be interested to learn that, despite all the headlines on energy shortages and queues for petrol in various countries, Hong Kong is surprisingly immune to such perturbations, thankfully to our well-functioning and efficient energy supply infrastructure, which ensures we have stable and reliable energy supplies. Please go to page 12 for more details. Dine-in restrictions notwithstanding, we continue to introduce new and interesting dining spots. This month, we feature a fun Taiwanese hot pot restaurant in Tuen Mun, a spring promotion by a venerable Japanese restaurant in Sha Tin, a chef-driven, trendy Korean noodle bar in Sai Ying Pun – all testament to the city’s vibrant culinary scene, at least for now. s the Covid pandemic descends on the city in earnest, it is good to be outdoors where transmission risk is minimal, and nowhere better than Hong Kong’s abundant wide open spaces. The early spring weather in Hong Kong – mostly mild temperatures and frequent sunny skies – is ideal for exploring and enjoying the myriad outdoor activities available. So, whether it’s a day trip to a quiet outlying island, a lovely spring hike with stunning views, a relaxed family walk through shaded foliage beside an enchanting reservoir, exploring fantastic geological formations, or strolling through tranquil urban parks, you are spoilt for choice. Our selection this month includes both old favourites and destinations further off the beaten path, for those that enjoy solitude. 4

This pristine island lying just off the Clearwater Bay Peninsula is a real hidden gem. Reachable only on weekends and public holidays, Tung Lung Island is famous for rock climbing along its northeast coastline. There is an old, abandoned fort with a camp site nearby. A scenic footpath offers unimpeded views of the sea and the peninsula across. It won’t take long before you are disconnected from the hustle and bustle of the city just minutes away. Catch the ferry at Sai Wan Ho at the pier inside the Aldrich Bay Typhoon Shelter near Grand Promenade or at Sam Ka Tsuen Ferry Pier in Lei Yue Mun. 這個位於清水灣半島附近的原始島嶼是真正的隱秘寶藏。東龍島只有在周末和公共假期才能到達，東北部海岸線以攀岩聞名，附近有廢棄的古堡和營地。一條風景優美的小徑可以一覽無餘地欣賞大海和半島對面的景色。幾分鐘的路程就可以讓您遠離城市的喧囂。在西灣河附近的愛秩序灣避風塘碼頭或鯉魚門三家村碼頭搭乘渡輪。

Located Just south of the Stanley Peninsula, Po Toi offers primitive but navigable hiking trails leading to panoramic views of the sea and neighbouring islands, cliffs and rocks and spectacular rock formations along the rocky shore. There are ferries available from Aberdeen and Stanley, mostly on weekends and public holidays. A seafood restaurant awaits the hungry after a day’s adventure. This unspoilt island and fishing village off Sai Kung Peninsula is out of the way but well worth a visit. As you step off the boat, you can almost feel time slowing down as Tap Mun’s traditional fishing village still ticks to the old rhythms of life. It’s an easy one-hour walk around the island. You’ll see cows still roaming the fields and little fishing boats bobbing nearby. There are a few stores and restaurants: be sure to try the fried rice with local sea urchin roe. HONG KONG UNESCO GLOBAL GEOPARK 香港联合国教科文组织世界地质公园 Without doubt Hong Kong’s geological crown jewel, the Hong Kong Geopark, in the territory’s northeast, showcases spectacular coastal rock formations and other unique geological features. Grouped in eight areas, the geopark covers Hong Kong’s two major rock types: volcanic and sedimentary. The best example of sedimentary shale formation is probably on Tung Ping Chau, in the most north-easterly reaches of Hong Kong, and a favourite weekend spot for locals. For viewing truly spectacular volcanic hexagonal columns and basalt columns, exposed by millions of years of relentless erosion from pounding waves, go visit the Geopark’s islands in eastern Sai Kung such as Sharp Island, the Ninepin Islands as well as the East Dam area of High Island Reservoir. 徒步旅行 Ma On Shan Country Park to Sai Kung via Ngong Ping and Pyramid Hill 马鞍山郊野公园经昂坪和大金钟到西贡 Ma On Shan Country Park comprises a series of scenic mountain ranges that offers a wide range of hiking experiences, from the arduous ascent of Ma On Shan peak to more moderate trails traversing the park. One popular hike that delivers gorgeous views of the town and Sai Kung to the east runs from the entrance to the Country Park in to Sai Kung, passing through Ngong Ping and Pyramid Hill before descending to Sai Kung town. Start at the Country Park BBQ area then follow the Ma On Shan Country Trail towards Ngong Ping, a narrow and flat grassy plateau that offers excellent views of both Ma On Shan and Sai Kung. Proceed to the summit of Pyramid Hill before descending towards Sai Kung, exiting the trail at Chuk Yeung Road the Sa Sha Road back to Sai Kung. On a clear day, you can seemingly see forever. Take village bus NR84 from On Luk Street, near Ma On Shan MTR station, and alight at the BBQ area – or catch a taxi as the bus is infrequent. 馬鞍山郊野公園由風景優美的山脈組成，提供各種遠足體驗，從困難的馬鞍山山頂攀登到穿過公園的平坦小徑。推荐一條頗受歡迎的徒步旅行路線，從郊野公園的入口到西貢，穿過昂坪和大金鐘，然後下來到達西貢市，可以欣賞到城鎮和西貢的壯麗景色。從郊野公園的燒烤區開始，沿着馬鞍山鄉村小徑向昂坪前進，是狹窄而平坦的草場，可以看到馬鞍山和西貢的美景。沿着大金鐘山頂，然後向西貢方向走，從竹洋路的小徑離開到西貢。晴朗天氣下的這裡，讓人流連忘返。從馬鞍山地鐵站附近的鞍祿街乘坐NR84號鄉村巴士，在燒烤區下車，或者乘坐出租車，因為巴士班次不多。

Sunset Peak, Lantau Island (Lantau Trail Section 1 to 3) 大屿山大东山（大屿山径1至3段） Part of the vaunted Lantau Trail, the hike from Mui Wo to Sunset Peak is challenging and best for the physically fit, featuring steep ascents but offering panoramic views of seas and mountains. Start at Mui Wo and follow the Lantau Trial Section 1 until you reach Nam Shan and a large BBQ site. Past Nam Shan marks the beginning of Section 2, a strenuous trek that takes you up Sunset Peak (869 metres) and its mesmerising views of Lantau Island and the South China Sea. Descend to Pak Kung Au where you can take a bus back to Tung Chung or Mui Wo or continue hiking to Ngong Ping, via another steep ascent of Lantau Peak, the island’s tallest mountain at 934 metres, before dropping down to Ngong Ping for a well-deserved rest in the village. Pok Fu Lam Reservoir to Hong Kong University 薄扶林水塘至香港大学 A nice, relaxing scenic walk just minutes from the city. Start at Pok Fu Lam Reservoir and hike up the Peak Trail towards the Peak. Enter Lugard Road at the Peak and enjoy the splendid views of the city and the Harbour. Walk along Harlech Road past the picnic area and walk down on Hatton Road where the relics of Old Pinewood Battery remain before walking down to Hong Kong University with plenty of heritage landmarks such as boundary stones and heritage buildings along the way. You may wish to detour and hike up High West and be rewarded with spectacular views of the South China Sea before descending back to HKU. Take New World First Bus / Citybus Route No. 4, 4X, 7, 30X, 37A, 40M, 90B, 91, 94. Take Bus No. 13 back to Central. 距市區僅數分鐘路程，風景優美。從薄扶林水塘開始，沿着山頂徑往山頂走。進入山頂道，盡覽市區及海港美景。沿着夏力道步行經過野餐區，然後沿着克頓道步行，那裡還保留着舊松林炮台的遺跡，隨後可到香港大學，沿途有許多歷史地標，如界石和文物建築。不妨繞道爬上西高山，在下山前欣賞一下南中國海的壯觀景色。可乘坐新世界第一巴士/城巴4、4X、7、30X、37A、40M、90B、91、 94號到達。乘坐13號巴士返回中環。

An enjoyable way to explore this important wetland reserves – with its unspoiled rustic scenery of mudflats, farms and fishponds, languished rivers, tall reeds and mangroves, and tree-lined paths – is on a bike. The 20-kilometre ride starts from MTR Yuen Long Station where you can rent bicycles and make the short journey to nearby to Nam Shan Wai. Once there you pass through the mangroves and marshes of Nam Shan Wai – easily one of the most idyllic and picturesque rides in Hong Kong. 探索這個重要的濕地保護區的一種愉快方式是騎自行車，該保護區擁有供未受破壞的泥灘、農場和魚塘、近乎乾涸的河流、高大的蘆葦和紅樹林以及綠樹成蔭的小徑。全程20公里路程可騎行，由港鐵元朗站出發，那裡能租用單車，短途前往附近的南生圍。到達那里後，您將穿過南生圍的紅樹林和沼澤——這是香港最田園詩般、風景如畫的路線之一。

MUI WO AND SOUTH LANTAU

Lantau Island offers plenty of cycling options. The bike ride around Mui Wo is always popular, ideal for the whole family. You can rent bikes at Mui Mo near the ferry terminal. The ride around Mui Wo, taking in Silvermine Beach, Mui Wo Village and the Silvermine Waterfall, is easy and unhurried. Mui Wo is also a good departure point for rides along Lantau Road to Pui O, Sheung Sha Wan Beaches, Shek Pik Reservoir and Tai O. The 23-kilometre ride to Tai O plus the return trip fits comfortably into less than a day. Or for a real challenge, drop to bottom gear, stand up in the pedals and ride over ‘The Beast’ – the 341-metre pass across the island to Tung Chung. 大嶼山提供多種騎行選擇。繞梅窩騎自行車可以說是大嶼山最受歡迎的，適合一家人一起。您可以在輪渡碼頭附近的梅窩租用自行車。繞梅窩騎行，帶您前往銀礦灘、梅窩村和銀礦瀑布，輕鬆自在。梅窩也是沿大嶼山騎行前往貝澳、上長沙泳灘、石壁水塘及大澳的理想出發點。前往大澳的行程全長 23 公里，加上回程只需不到一天的時間。如果想體驗真正的挑戰，可以降到最低檔，站在踏板上，騎過 "野獸"--橫跨全島到東涌的341 米高的通道。

Located on the valley slopes of Kowloon Peak (Fei Ngo Shan), this 6.3-hectare urban park in Ngo Tau Kok features a full range of outdoor and indoor facilities, including two large grassy lawns, several themed gardens, a greenhouse, children’s play area and elderly fitness corner, and an international-standard radio-controlled model car circuit, all perfect for taking a morning stroll or just enjoying the expansive scenery. 這座佔地 6.3 公頃的城市公園位於九龍山頂的山谷斜坡上，擁有全方位的室外和室內設施，包括兩個大型草坪、多個主題花園、一個綠色房子，兒童遊樂區和老人健身角，以及國際標準的無線電遙控模型車場地等 ——非常適合早上散步或是欣賞廣闊的風景。

Hong Kong Park is a rolling urban park, nestled among skyscrapers between Central and Admiralty. Nicely landscaped, it features a large children’s playground. There is an airy aviary with a collection of exotic birds and a large greenhouse. Check out its historic buildings including the Flagstaff House Tea Ware Museum. Address: 19 Cotton Tree Drive, Central, Hong Kong. 香港公園是一個龐大的城市公園，坐落在中環和金鐘之間的摩天大樓之間。風景優美，設有大型兒童遊樂場。有一個通風的鳥舍，裡面有許多珍奇鳥類，還有一個大型溫室。在這裡可以看到歷史建築以及相鄰的茶具博物館。

Kowloon Group of Reservoirs, Kam Shan Country Park 九龙水塘群和金山郊野公园 The four reservoirs – Kowloon Reservoir, Shek Lei Pui Reservoir, Kowloon Reception Reservoir and Kowloon Byewash Reservoir, are located in Kam Shan Country Park, with the Kowloon Reservoir the largest. Popular with locals and visitors alike, the park is a sanctuary for macaque monkeys, with hundreds roaming around. Besides watching monkeys, the park is rich in flora and offers relics along the way. Both the Kam Shan Tree Walk and Kam Shan Family Walk are gentle trails suitable for the children and the elderly. Take Kowloon Motor Bus 81 from Jordan and get off at the Kowloon Reservoir bus stop on Tai Po Road.

ith energy shortages recently reported around the world, should Hong Kong – which has historically enjoyed stable supplies – be concerned? CityLife reviews the city’s energy supply and consumption status and considers its prospects. (This is the first of a series of articles reviewing Hong Kong’s resource economics, such as for energy, water and food.

he iconoclastic American satirist P.J. O’Rourke, who sadly passed away last month, described Hong Kong as a shining example of ‘how to make everything out of nothing’. His book Eat the Rich was a paean to Hong Kong’s ingenuity and entrepreneurial spirit in the teeth of the city’s lack of resources of any kind. That is never truer than for the city’s energy supplies, of which Hong Kong has practically none. Yet this most vital ingredient of any economy is abundantly available in Hong Kong, with minimal supply interruptions experienced by its residents, not withstanding that Hong Kong produces not a teaspoonful of oil, coal or natural gas, and harvests miniscule alternative energy from solar or wind. So, what gives – and is Hong Kong’s energy stability assured? Hongkongers could be forgiven for taking for granted the inner workings of such an essential and ubiquitous resource, since every aspect of energy here seems to work smoothly. Unlike many other countries where electricity shortages or skyrocketing electricity prices or long gas lines are headline news – just ask China (electricity), Texas (electricity due to freezing temperatures), Germany (lack of wind) or UK (queues for petrol due to insufficient lorry drivers), to name but a few. It’s also a testament to the excellent job the city has done to ensure stable and sufficient energy supplies. While nothing is perfect, we should be thankful that Hong Kong so rarely experiences blackouts of any kind or has wait for hours to get our cars filled up.

Overview of Hong Kong’s energy economy 香港能源经济概览

Given Hong Kong’s advanced economy and its myriad activities, the city consumes its fair share of energy, ranging from electricity for our homes, offices and shopping malls; gasoline (petrol), LPG (liquified petroleum gas) and diesel for our cars, buses and trucks; jet fuel for one of the world’s busiest airports; and bunker fuel for the many container ships that stop at the port. Several characteristics distinguish Hong Kong’s energy consumption: 香港經濟發達，活動豐富，能源消耗相當大，包括住宅、辦公室和商場的用電量；汽車、巴士及卡車用汽油、石油氣及柴油；世界上最繁忙的機場之一的航空燃油；以及為許多經過香港的集裝箱船提供燃料。不過大多數經濟體都是如此。香港的能源消耗有以下幾個特點:

The city’s predominant by service economy and minimal manufacturing mean very little industrial energy consumption. Most of Hong Kong's domestic energy demand is driven by the residential and commercial sectors – flats, offices, and shopping centres. Hong Kong enjoys one of the world’s most extensive and busiest public transportation systems (the MTR with over 100 stations throughout the city, thousands of buses, plus taxis pretty much everywhere). Conversely, Hong Kong has one of the lowest car ownership rates for an advanced economy (just 620,000 private cars, or one for every 12 residents) due to expensive gasoline prices, expensive parking, and lack of parking spaces. As such, the per capita energy demand for the transportation sector is much lower than in other advanced economies.

We compare Hong Kong’s energy economy with advanced economies rather than poorer countries with their lower levels of economic activity and hence depressed energy demand. The city stands out because it is the most energy-efficient economy in the world, and by a long chalk, in terms of energy used per $GDP generated, that is, the amount of energy used to generate economic value, due to all the structural factors discussed above. China, for example, is five times less efficient measured on the same basis.

Energy supplies – electricity 能源供应——电力

Electricity is by far the largest part of the energy sector, accounting for over 70% of the city’s domestic energy demand. Two regulated utilities, China Light and Power (CLP) and Hong Kong Electric, meet the city’s electricity needs, with CLP, operating everywhere except Hong Kong Island, Lamma Island and Ap Lei Chau, providing 75% of the city’s electricity demand. Combined, the two utilities maintain a balanced portfolio of generation capacity, comprised of coal, natural gas and nuclear, with the nuclear contribution coming from the Daya Bay Nuclear plant across the border in Guangdong, partly owned by CLP. Both utilities are regulated under a Scheme of Control that sets tariffs by allowing a fixed return to the utilities on their investment made. A benefit of this control scheme is that it incentivises the utilities to invest in generation capacity. As a result, both firms maintain healthy reserves of generating capacity so that blackouts or brownouts are extremely rare. Oil products 石油产品

The pattern of Hong Kong’s oil product usage is a little unusual. Gasoline (petrol) accounts for just 2.5% of the city’s total oil product consumption of around 430,000 b/d). The biggest use of oil products is jet fuel (around 140,000 b/d in 2018) to refuel the thousands of flights in and out of Hong Kong International Airport (pre-pandemic, of course). HKIA’s open access policy for its pipeline and storage systems keeps jet fuel suppliers nimble and jet fuel prices highly competitive to make Hong Kong a favourite refuelling hub. Hong Kong is also a big refuelling hub for bunker fuel (135,000 b/d), a heavy oil used by large vessels such as container ships, bulk cargo carriers and even large barges. The largest domestic use of oil is diesel fuel (130,000 b/d), which is used widely by buses, trucks, vans, ferries and boats. A small amount of LPG, mostly propane and butane, is used as cooking or water heating fuel in some residential buildings and for the city’s taxi and minibus fleets. Car drivers in Hong Kong pay one of the highest prices in the world for gasoline (petrol): about $17 per litre or over $65 a gallon, even though imported gasoline prices are set by the global spot market and unexceptional. Reasons for such high prices include: a high fuel tax ($6.06 per litre), extremely high retail gross margin due to sub-scale petrol stations, full-serve rather than self-serve, which increases labour costs, expensive land prices for retail assets, and higher distribution costs. The government waived a fuel tax for LPG for taxi and minibus drivers and for Euro fuel diesel for large buses to help lower costs to consumers. It is notable that netting out jet fuel and bunker fuel use, Hong Kong domestic demand for oil is actually quite low. The city enjoys diversified oil product supplies from various refineries in Asia. Except for jet fuel, much of which is supplied by China, oil products come mostly from Singapore, Korea and Japan.

Natural gas 天然气

One of the cleanest fossil fuels around, natural gas has played an increasingly important role in Hong Kong’s energy mix. As early as 1996, CLP was receiving gas supplies from Yacheng gas field, an offshore natural gas field in the South China Sea near Hainan Island, through a 480-mile subsea natural gas pipeline. Production of the Yacheng field, which was discovered by now defunct Atlantic Richfield Company in 1983, began to deplete and CLP was able to find other sources of supplies including gas from nearby Wencheng field to make up for the loss from Yacheng.

Coal is an important part of the electricity generation mix in Hong Kong. About 11 million tons of steaming coal, the vast majority highquality steam coal or thermal coal from Indonesia, is used by two coalfired power stations, Lamma Power Station and Castle Peak Power Station, for power production. Both stations meet very high standards of treatment of air pollutants such as ash, soot and sulphur dioxide. 煤是香港發電的重要組成部分。南丫發電廠和青山發電兩家燃煤電廠使用約 1100萬噸的蒸汽煤進行發電，其中絕大多數是來自印尼的優質動力煤或動力煤。這兩個監測站都達到了非常高的空氣污染物處理標準，如灰、煙塵和二氧化硫。

Outlook of Hong Kong’s energy supplies 香港能源供应展望

The energy economy of Hong Kong will most likely maintain the status quo, with changes in both its demand and supplies occurring only at the margins. And, given the uncertainties in the current energy environment, that is no bad thing. On energy consumption, electricity use will continue to dominate domestic demand. Some marginal efficiency gains are expected with respect to the use of electricity for air-conditioning, especially for commercial buildings. The despite Hong Kong’s broadly efficient energy use, there is still much wastage, and more conservation measures and improved building standards in both residential and commercial sectors can be encouraged. Progress will likely be gradual and will be reflected in Hong Kong’s energy consumption trends. In its use of oil products, the low levels of gasoline use mean that even the rising popularity of electric cars will hardly impact overall oil demand, serving merely as environmental virtue signalling by wealthier buyers. All-electric buses and trucks are still infeasible and will take years if not forever to arrive. Ditto for jet fuel and bunker fuel use since there are no substitutes for these fuels in the foreseeable future. Of more concern is the future mix for power generation for both utilities. Coal will remain a key component of the city’s generation mix. However, coal prices have surged recently as worldwide electricity demand picked up, but coal supplies remained flat. One of the emerging structural problems facing coal production is that banks and other sources of financing have been discouraged from investing or lending to coal producers due to pressure from activists advocating ESG (environmental, social and governance) investing, which can potentially reduce coal production worldwide. In any case, if coal prices remain high, we should expect Hong Kong’s electricity prices to rise as the utilities turn over their current contracts. As mentioned above, the major concern with natural gas is the need to replace the existing Ya Cheng production with other sources, preferably from nearby fields that allow use of the same pipeline. Otherwise, in the long term we will need to develop LNG-receiving terminals which would sharply push up natural gas prices and thus electricity tariffs, given the prominence of natural gas in electricity generation. Also as mentioned above Hong Kong receives a share of electricity from its affiliated Guangdong Daya Bay nuclear power station. However, this proportion is unlikely to rise due to competing demand from Guangdong province. The same goes for windmills which are even more land invasive, and offshore windmills are prohibitively expensive. One benefit of this is that Hong Kong consumers won’t be paying ever increasing electricity prices for the huge subsidies to support these uneconomic energy sources. To summarise, Hong Kong’s future energy economy should look pretty much like that of today – dependable and reliable supplies at reasonable prices for its electricity, a fully functioning oil market, and very little change on the demand side, which is likely to grow only slowly. New Town Plaza, one of the city’s busiest malls, remains the town’s hub, the mall itself having gone through phases of expansion and repositioning, including attracting an impressive portfolio of restaurant outlets. Among the fine dining options is most surely Sakurada Japanese Restaurant, located at Royal Park Hotel and thus connected to the shopping mall. The venerable restaurant, which counts a large and loyal following, is known for serving a wide selection of sushi and washoku items and for its live teppanyaki demonstrations. From April to June, Sakurada is featuring several special lunch and afternoon tea sets that we were pleased to preview. The elegant and spacious restaurant is easily accessible from both the hotel and the mall. The restaurant’s décor is contemporary Japanese, a large open kitchen including a teppanyaki cooking area highlight the dining space. Several private rooms are available for intimate dining and private gatherings.

We began with the tea set, which arrived on an impeccably sculpted, curved wooden platter. The centre

piece is the Baby Lobster Sashimi, which, along with its lobster shell, is perched on a bowl of water poured with dry ice for effect – definitely keeping the camera busy. The platter showcases a slew of colourful sushi items that include Shrimp & Sweet Potatoes Salad, Deep-fried Sakura Shrimp Ball, Sweet Shrimp with Sea Urchin Sushi, Botan Shrimp with Cod Fish Roe Sushi, Shrimp with Sesame Roll, and a trio of sweets – Sakura Raindrop Cake, Sakura & Strawberry Mousse and Sakura Macaron. That just whetted our appetite for the meaty part of the meal which was the wagyu beef set. For the A5 Wagyu beef and lobster set, the menu includes the flavourful Vegetable Salad, Australian Live Abalone, Teppanyaki Flounder and Teppanyaki Miyazaki A5 Wagyu Beef Slices or Cubes (140g), which is juicy, tender, and practically melts in the mouth. We finished the meal with Teppanyaki Mixed Vegetables, another simple but delicious dish, Miso Soup, Teppanyaki Sakura Shrimp Fried Rice with Truffle Paste, also superbly flavourful, plus Ice Cream – all yummy, all good! The A5 Wagyu beef slices set serves similar items but with Teppanyaki Boston Lobster and Teppanyaki Scallop in lieu of abalone and flounder. They are just as excellent and tasty as expected. Our preview of Sakurada’s new promotion proved a delightful dining occasion. Even you don’t live or stay in Sha Tin, it is worth making the trip with your family or loved ones for this special meal in a comfortable and relaxed setting at the Sakurada. here is much to enthuse about at Sankinn Taiwanese Hot Pot, which opened recently to great fanfare. Located in tmtplaza, the large regional mall in Tuen Mun, Sankinn is operated by Taste Gourmet Group, a fastgrowing local restaurant operator that has added several restaurants across the city in the past two years, featuring new and enticing dining concepts. That is certainly the case at Sankinn, our culinary destination this month. The décor of the spacious restaurant is strikingly Taiwanese. The entrance is lined with old Taiwanese photos, landscape scenes and nostalgic memorabilia from train stations, old shops, a historic post box, and so on – all Instagram-ready. Inside, wavy curves dominate its design and fitout – partitions, ceiling and wall decorations, tables and seating accommodation. The restaurant offers an airy view of the mountains looming in the distance. Food stations are lined up offering buffet items that include snacks, Taiwanese canned drinks, salads and selected hot pot items. Sankinn offers a selection of all-you-can-eat menus and nine soup bases to choose from. The soup base options include the much-touted Beauty Soup, Herbal Drunken Chicken Soup, Sour Cabbage Pork Belly, Green Peppercorn Mala, which we chose along with the velvety Beauty Soup. Both soup bases are good. The mala base is spicy and flavourful but much less oily than the Chongqing mala hot pot. For lunch, customers can choose from several 90-minute all-you-can-eat menu sets, depending on the cuts of meats and seafood selected. We chose the Premium Wagyu Beef Set ($298/adult, $228/children/elderly – promotional price only). The selection of meat includes

various Wagyu beef cuts such as beef blade steak, chuck flap, beef rib, beef plate, beef brisket; lamb meat roll; US grain-fed Iberico pork; Matsusaka pork; bone marrow; seafood items such as fish maw, sliced grass carp fish, squid, whelk, cuttlefish and many others. This is a sumptuous feast – and plenty of it! Included in the menu is a wide selection of Taiwanese snacks and street food for which the island is famous. They include lo shui (marinated) favourites such as Lo Shui Egg, Tofu, Pork Intestine, Beef Tendon, and Pig Ear, Taiwan Scallion Pancakes, Scallion Meat-Bun, which is juicy and filling, Oyster Omelette, Taiwanese Salty Chicken, along with deep-fried delicacies like Chicken Cutlet, Pork Cutlet and Crispy Fish Skin. The desserts are unmistakably Taiwanese – Milk Brick, Jiufen and Shifen Sweet Taro Ball Desserts, and Sweet Soup and Sweet Potato Balls are all featured. The same goes for drinks, which includes popular canned drinks and bubble tea. Sankinn is currently offering free bubble tea for each guest who orders a hot pot menu set priced at $248 and above. As a parting gift, you can pick-up a picturesque poster and send it to your friends. The poster can be dropped off at the restaurant’s own mail-box and Sankinn will send it out for you for free. Taiwan is a popular travel food destination for Hong Kong residents. While travelling there may not be possible because of Covid restrictions, a visit to Sankinn is the next best thing to being there, and a pleasant remedy for those that crave all things Taiwanese. Give it a try; we highly recommend it.■

A cosy, modern Korean noodle bar that touts itself as chef-driven, creating culinary synergy from two accomplished chefs of radically different backgrounds and pedigrees – that certainly seemed intriguing enough to warrant a prompt visit. Joining a long list of delectable eateries in the city’s latest food haven in Sai Yong Pun, DAM:A – Korean for ‘to put in a bowl’, is the product of its two head chefs Waheeb Abrahams and Kevin ‘Ching’ Lam, who bring to bear their respective experience blending Cape Malay, Mediterranean, Chinese, Korean and other culinary skills, showcasing each chef’s talents to experiment with innovative and edgy dishes – another example of the latest fusion trend playing out in Hong Kong. The friendly and cosy outlet offers a select menu of noodles, snacks and daily specials. A long bar counter runs beside the open kitchen; while a long row of countertop chairs lined against the wall take up the remaining dining space. The noodles are made locally from a recipe from Chef Lam, who likes the noodles firm when bitten. Other items such as furiyaki and duck egg are housemade, as is the specially made chicken broth for the noodles.

For noodles and rice dishes, we ordered the signature Sam Gae ($128) a delicious bowl of noodles made with ginseng chicken broth, chicken char-siu, leek, fried garlic, soy egg. The other must-try is the savoury Jeonbok “Juk” ($198), abalone risotto, smoked abalone and ricotta croquette. For an extra kick, we had Spicy Chicken ($118) a noodle dish with spicy chicken sauce, furikake, duck egg, which just hits the spot. We also sampled a few shared plates – Dubu Kimchi ($88), which is crispy tofu and kimchi coleslaw; Fried Chicken ($168), spring chicken, butter milk, pickles, kimchi coleslaw and furikake; Short Rib ($188), with soyonion-marinated smoked short rib, roasted vanilla sunchoke; and Beef Tartare ($138), South African Wagyu lightly flamed and seasoned with spicy soy sauce and cured duck yolk – a real treat. DAM:A serves a select collection of sake/soju, highballs and beer including the Moonzen Jade Emperor IPA ($80), a local craft beer. DAM:A is living proof of what makes Hong Kong such a vibrant dining hub – its passionate and talented chefs. We highly recommend giving it a try.

DOUGLAS LAPRAIK, A MAN OF HIS TIME 鐘錶、航運及其他事業

Arthur Hacker pays tribute to a colourful Scottish entrepreneur from Hong Kong's pioneering days. 亞瑟．克赫為大家介紹一位曾參與鍾樓建築和非法船隻交易的蘇格蘭企業家的事蹟。

n the stroke of midnight, 31 December 1862, the chimes of Hong Kong's new town clock boomed out for the first time, heralding the arrival of the New Year. The new clock tower stood 23 metres tall and was located at the top of Pedder Street. It was designed by one Mr Rawlings. A committee had been set up to collect subscriptions to pay for the clock's maintenance but unfortunately the public’s support for the venture was lower than expected. Historian EJ Eitel, in The History of Hong Kong, complained that: “All the decorative features of the original pretty design had been abandoned, the result was an ugly tower obstructing the principal thoroughfare”. Looking at John Thomson's famous photograph of the clock tower, it is difficult to imagine how the "original pretty design" could have been more ornate than this new version. At one time, the whole project seemed doomed for lack of funds, until Douglas Lapraik, the Scottish shipping magnate and founder of Hong Kong and Whampoa Docks Company, offered to pay for the clock. Lapraik had arrived

in Hong Kong in 1843 and began his career as a clockmaker's apprentice in D'Aguilar Street. He later established his own watchmaking business. As a public relations exercise, donating the clock tower was a disaster. Thomson remarked that it was "liable to fits of indisposition, resting from its duties at the most inconvenient seasons, as if unable to contend against the heat." But if it didn't work properly, it did have certain other uses: "the lighted dial of the clock forms a good landmark to guide benighted steersman to the landing steps at Pedder's Wharf." HJD Stephens, a cantankerous member of the Hong Kong Club, complained he could not see the clock because of new buildings and in 1884 he began lobbying for its removal. He pointed out that it obstructed the traffic in Queen's Road Central. Stephens kept up his campaign for another 10 years but it was not until 1913 that the tower's time finally ran out and it was demolished. Lapraik didn't suffer the same fate as his clock and became very successful and extremely wealthy. His interests were spread over a number of companies and he was a member of the original founding board of the Hongkong and

Shanghai Bank. He was also a major shareholder in the Hongkong Hotel. He owned the Douglas Steamship Company and is remembered in both Douglas Street in Central and Douglas Castle, his former home, in Pok Fu Lam. This gothic folly is probably the last surviving mansion built by a taipan (wealthy businessman) of his generation. Early Hong Kong merchants competed with each other to construct the grandest and most expensive stately homes for their company directors. Lapraik's exotic Xanadu has probably only survived because it was not in Central. The Scot valued his privacy and lived in this mock medieval folly with his Chinese mistress. The building is now called University Hall and has been partially rebuilt. It is used as living quarters for students of nearby Hong Kong University. Lapraik was also a shareholder in a syndicate of Hong Kong merchants that secretly bought a large Chinese junk in Canton. ln 1846, selling a junk to a foreigner was punishable by death in China. The fine three-masted junk was named Keying, in celebration of the Chinese imperial commissioner, Qiying, who signed the Treaty of Nanking, ceding Hong Kong to the British. It took Captain Charles Kellett 477 dreary days to sail the unwieldy craft east to London. The junk was blown off course in a storm, and the voyage took so long that Kellett had to stop in New York to avoid a mutiny. That visit and the vessel’s arrival in London drew huge crowds and public interest, but Lapraik claimed that he "never made a halfpenny of returns" from his investment.■

歷史上的香港三月 March 1839: Lin Zexu, Governor General of Hunan and Hubei, on a mission to stamp out the rampant opium trade in Southern China, ordered 20,000 chests of opium destroyed and for traders to retreat to the British merchant fleet anchored off Hong Kong. Later, in September 1839, the first Opium War with Britain began.

Censers were popular in the Han dynasty. This goose-shaped censer is life-like. The back of the goose body is latticed, allowing smoke to rise from it. The censer is similar in function to the more well-known boshanlu-style censers from the Han period, but its form is very different. Incense was burned not just for the aroma, but also for practical reasons, such as acting as an insect repellent, and to purify the air. ‘Lui Shou-kwan: Hong Kong Landscapes’ at Alisan Fine Arts ‘The Apple Doesn’t Fall Far From The Tree’ at Over The Influence Until 12 Mar Harris’s practice is an exploration and critique of the environment he spent his formative years in. Growing up in a rural community, the artist was surrounded by hyper masculine behavior, drugs, alcohol, violence, and misogyny from both his peers and family. As time went on, Harris began to understand these values and behaviors were not authentic to himself and was consequently becoming a product of this environment. Until 12 Mar Alisan Fine Arts is proud to present “Hong Kong Landscapes”, its sixth solo exhibition for ink master Lui Shou-kwan. With a focus on Lui’s modern landscape paintings from the 1950’s and 60’s, the works on display literally follow Lui’s footsteps while he visits the various sites around Hong Kong Island. They include iconic landmarks such as Victoria Harbour, Victoria Peak, Lion Rock, Happy Valley, and the beautiful beaches of Repulse Bay and Shek O, as well as the various hills and valleys in the country parks. Flagstaff House Museum of Tea Ware 茶具文物館

Originally the home of the commander-in-chief of the British forces, the museum houses a huge collection of tea ware in Hong Kong's oldest surviving colonial building. It contains the KS Lo Gallery with its permanent exhibition of rare ceramics and seals from the Song and Ming dynasties. Weekdays (closed on Tuesdays except public holidays) 10am-6pm, Free. Centre for Heritage and Arts The revitalised Central Police Station compound, the largest heritage project in Hong Kong, has opened its doors to the public as Tai Kwun – Centre for Heritage and Arts. The CPS compound comprises 16 historic buildings, including three declared monuments (Central Police Station, Central Magistracy and Victoria Prison), on a 13,600-square-metre site in the heart of Central. An international-grade art gallery and an auditorium have been added to contribute to the adaptive reuse of the site. The heritage site includes new art galleries and the Parade Ground and Prison Yard. Does Hong Kong have a population problem? – The Power of Demographics Kong does have a population problem, but it may not be what H ong you think. Parting Thoughts explains.

Is the world overpopulated? When Paul R. Erlich, an American biologist at Stanford University, wrote his bestseller The Population Bomb in 1968, it caught the world by storm and set a new benchmark in Malthusian population alarmism that has persisted to this day. In the book, Erlich predicted that the Earth’s rapidly growing population would soon outstrip the ability to provide for them, that hundreds of millions of people starving to death within a couple of decades was a foregone conclusion, and that the world would quickly run out of resources. The book spawned a whole generation of future population alarmists. Another 1972 Report, commissioned by the Club of Rome, titled The Limits to Growth, offered similar dire warnings that the world was becoming dangerously overpopulated. Well, more than 50 years on, the world’s population has more than doubled, from about 3.6 billion in 1968 to 7.8 billion, and none of these forecast disasters have come to pass, save for a few mostly man-made famines. None of the resources such as oil, coal and metals have come remotely close to running out, and the world’s agricultural production has more than kept up with population increases. Still, none of these remarkable human achievements have deterred the alarmists from proclaiming perennial doomsday forecasts that the world remains overpopulated and that we will be facing an existential crisis just around the corner.

Population collapse instead? While the facts belie these cry-wolf predictions, the world does face two population problems that are real and measurable. The first problem is that, almost without exception, developed, or first-world countries, have stopped having enough babies, with their fertility rates falling below replacement levels. Fertility rate is the measure of the average number of births per woman over her lifetime, with 2.1 births needed to keep the population level over time. A cursory review shows that for some countries, including the US, France, Germany, and in Scandinavia, fertility rates hover between 1.6 and 1.9, while others such as Italy, Spain and across East Asia (Japan, Korea, Taiwan, Singapore) have fertility rates between 1.1 and 1.4, well below replacement levels. Hong Kong, unfortunately, sits right in that group with a fertility rate of 1.2 to 1.3. Even China, which faces structural problems from its one-child policy over two generations, has a higher fertility rate at around 1.6. Between 1960 and 2020, the world’s overall fertility rate declined by more than half, from 5.0 to 2.3. What drives this trend is economic growth. Specifically, as a country’s per capita income increases, its overall birth rate declines, partly as a result of increasing industrialization and urbanization, and partly from the lower need to have children to work the fields. Countries known for rapid population growth, such as India, Indonesia, Bangladesh and Vietnam, are now experiencing much lower birth rates, approaching or at replacement level – having all enjoyed rapid economic growth in the last two or three decades.

For many countries, the impact of below-replacement birth rates, which would see eventual population declines, has been masked by the fact that people are living longer. But decline they must, especially after the baby boomer generation, those born between 1946 to 1964, have worked its way through the demographics. Demographers now project that before the end of the century, the world’s population will peak at around 9 to 10 billion and begin declining inexorably and perhaps precipitously unless birth rates pick up again soon. Increasingly, there is the recognition that Population Collapse may be the real population crisis. Despite encouragements and incentives offered by governments in countries such as Singapore, Japan, or even China with its new two-child policy, birth rates have stubbornly stayed low, driven by a set of complex factors that deserve an article of their own. Such a population collapse to an inverted demographic pyramid has great ramifications, beginning with a dearth of working-age adults to support the large elderly population – an unsustainable proposition, for sure. Just as important, the world’s economic system and its attendant wealth-creation capability are tethered to continuous economic growth. A reverse would hugely impact the world in areas such as valuation of the stock markets (primarily growth-driven), to valuation and occupancy of housing stocks. Adjusting to a world of declining population will be painful and traumatic and could lead to political unrest or even coercive birth policies.

Uncontrolled population growth in the poorest countries The wild card, and an equally worrying problem, is the continuing rapid population growth and high birth rates in the world’s poorest countries, mostly in Africa and some in Asia. Notable in this group are Nigeria (fertility rate 5.4), Ethiopia (4.6), DR Congo (6.0) and Pakistan (3.3). Interestingly, war-torn countries tend to have very high birth rates, as was the case in Afghanistan, Iraq and Sudan. The growing chasm between a wealthy yet smaller population in the developed world and a relentlessly growing poor population in Africa is bound to exacerbate tensions, especially in the area of immigration and border control, an issue that hit Europe squarely in the face with its immigration crisis in 2015. The only sustainable solution is to help the poorer countries grow faster economically, which should help reduce their birth rates to more sustainable levels. Despite trillions spent in aid, the track record in this has been spotty at best, and numerous seemingly intractable obstacles stand in the way. A key factor is Africa’s need for affordable energy to grow its economies while fossil fuel use is discouraged under internationally promoted climate change policies.

Hong Kong’s demographics – aging and Immigration Hong Kong is at the forefront of this aging phenomenon. The city has the second oldest population in Asia, with a median age of 45, just behind Japan’s 48. Over 1.2 million people, around 16%, are aged 65 or over, with about half of those 75 years old or over. Over the next 15 years, another 25% of the population, more than 1.8 million people, will join the ranks of ‘the elderly’. Meanwhile, the population of young people, up to 20, is markedly smaller, creating an acute inverted demographic pyramid that presages troubling times ahead. One odd characteristic of Hong Kong’s demographics is that, between the ages of 25 to 55, women outnumber men by more than 35%, or over 500,000 – a skew created largely by the presence of almost 400,000 female foreign domestic helpers in the city. Hong Kong’s demographics would be even more alarming were it not for the impact of immigration, mostly from Mainland China. Since the Handover 25 years ago, about 1.2 million immigrants have arrived in Hong Kong, more than the indigenous births during the same period. This immigration approximates to the overall population increase, from 6.3 million to around 7.45 million.

What are the implications? Three consequential ones come to mind. The first is the increased requirement for health care, nursing home care and social welfare. Here is hoping the Mandatory Provident Fund, implemented in 2000, can offer a base of support for most of the future retirees. Nevertheless, public health care is destined to consume an ever-larger portion of the government budget, and it will be an ongoing challenge to deliver quality and timely healthcare to the elderly within the SAR’s financial means. The implications for housing are equally consequential. Any net future population increase will be driven overwhelmingly by immigration. And given the thorny issues related to obtaining sufficient land for new housing stock, there clearly needs a careful calculation as to the cost of adding new housing if it is mostly for the benefit of those new arrivals, in effect. Also, more of the elderly will be living alone or with their spouses, from 48% now, instead with their children. Both trends suggest that the formulation of detailed housing policy needs to be more nuanced and forward-thinking, including inn how we design and build or revamp our housing stock. As a small economy, Hong Kong is fortunate in that immigration can alleviate its population decline – much harder for a larger country such as China. It underlines the importance of having a clear-eyed and explicit immigration policy that addresses such issues as the desirable level of immigration, any specific criteria for selecting who may come here, and where from. How immigration evolves in the coming decades will greatly impact who we are as a city. Let us hope that Hong Kong as a society does soon address these important issues related to our population. It is said that demographics is destiny, and so it is with our beloved city. In the meantime, we should not be shy about having more babies.■

The Belcher’s Bay Park in Kennedy Town is a lovely park, perfect for the family. The park has a children’s playground, a nice and large lawn, tree-shaded spaces and even sunflowers – the perfect place to relax and soak in the harbour view. You can walk along the waterfront to the Central Harbourfront, and even on to the Wan Chai Promenade while enjoying spectacular harbour views.

Dragon’s Back hike. Hong Kong’s most famous hiking trail deserves its reputation. The hike is moderate but provides good exercise. Also, you may enjoy taking the sampan ferry ride across the harbour between Aberdeen Promenade and Ap Lei Chau - it's only $2.5! Yuen Kee, in Sai Ying Pun, has been around for over 100 years! Its egg spoon cake is a favourite and cheap.
