e welcome you to Hong Kong and to CityLife, the monthly magazine for visitors to Asia’s World City. As you know, the outbreak of the COVID-19 coronavirus worldwide has impacted Hong Kong, resulting in substantially fewer overseas visitors. As such, we appreciate your coming to our city under these trying circumstances. Understandably, many events and activities have been postponed and major attractions such as theme parks may still be closed during your stay. While you are here, we advise that you take reasonable precautions, the most important of which is observing personal hygiene with frequent handwashing using soap and water or other effective handwash liquids, especially after you’ve been out and about. And, as advised by the WHO, please wear a face mask if you are coughing or sneezing. Nevertheless, the city remains open, including all the hotels, the city’s transport systems, shopping malls, shops and restaurants. The city remains safe and clean and there is still plenty to do here. When you are making plans, we suggest that you contact your concierge for the latest update on what’s on and any local news that may affect your itinerary. While you are here, you may want to take advantage of the pleasant weather this month and explore the city either on foot or embark on some of the many outdoor activities available here. One favourite activity is to visit some of Hong Kong’s historical colonial buildings, erected from the 1800s to the mid-1900s. Luckily, many have been preserved, including British colonial buildings as well as tong laus – tenement buildings with gallery balconies that combine Chinese and Western architectural elements. Please check out our cover story on page 4 on historical buildings for more details. Spring is also a great time to enjoy the Hong Kong countryside – which is closer than you may realise. Thanks to the city’s diverse geography, visiting a beach, going on a scenic hike, exploring Hong Kong’s many country parks, spending a day on an outlying island or embarking on a heritage trail, are all within easy reach. Please see our feature story on page 12 for the best outdoor activities that you may want to enjoy. Also, as one of Asia’s premier culinary destinations, we urge you to take in the rich and diverse variety of cuisines on offer. hat makes Hong Kong’s architecture and cityscape so fascinating is its incongruous juxtaposition: modern, gleaming, glass-clad skyscrapers interspersed with old buildings and infrastructure, including many of historical significance. There are colonial edifices of varying classical designs, and the tong laus – a vanishing breed of four- and five-storey tenement buildings with gallery balconies combining Western and Chinese architectural elements. These two types of buildings also represented the social strata of Hong Kong during British colonial rule – contrasting the formal buildings that were home to institutions and authorities and the tong laus where the common Chinese lived and worked. Thankfully, even as Hong Kong transformed itself into a modern metropolis, the Government managed to preserve or revitalise many of these buildings and protect them under various heritage statuses. We have picked out some of the best and most iconic buildings for you to explore and get a glimpse of the past. Enjoy!

Check out J Sense, the commercial complex of which The Pawn is part, featuring a string of trendy restaurants and bars. Scenic beaches - Repulse Bay/Deep Water Bay and the promenade 风景秀丽的海滩——浅水湾/深水湾和海滨长廊
Located on the south side of Hong Kong Island, Repulse Bay is Hong Kong’s most famous seaside spot, featuring an expansive beach, a large Kwun Yam Temple with multiple statues, and excellent F&B outlets. The adjacent Deep Water Bay is equally enchanting, where the calm waters welcome swimmers and yachts alike. You may also take a gentle and soothing walk along the promenade connecting the two and enjoy the beautiful scenery along the way.

Lamma Island, which comprises several quaint villages, low hills and beaches, and a large power plant tucked away, is a favourite weekend destination for local and visitors alike. Kam Shan Country Park

Another one close to the city, this park offers something different: monkeys! Dubbed Monkey Hill, it is in Western Sha Tin District north of urban Kowloon, and is set around four reservoirs, with Kowloon Reservoir the largest. Popular with locals and visitors alike, the park is a sanctuary for macaque monkeys, with hundreds roaming around. Besides watching monkeys, the park is rich in flora. Several moderately easy trails provide vistas of the reservoirs, with some passing through major wartime ruins.

This is a fantastic walk, day or night, that serves up mesmerising views of iconic Victoria Harbour and its skyline from different vantage points. Start from Sun Yat-sen Memorial Park, a pleasant urban park on the waterfront that offers a splendid view of the harbour to the west. Then walk to the Central Harbourfront, along the way passing ferry piers to Kowloon and the outlying islands. The views of the surrounding skyscrapers and Kowloon the peninsula are breathtaking. Then walk via a newly opened section of the promenade that connects to the Convention Centre, passing through Tamar Park along the way. There are photo spots galore. And at night, all the lights of the city come to life.

Arthur Hacker reviews Sir George Bonham’s successful stint as governor 亞瑟．克赫回顧港督文咸爵士（Sir George Bonham）無需大花金錢的成功管治之法。
T
he early governors of the new British colony of Hong Kong were unpopular with the people that they governed, in particular the former traders from Canton (Guangzhou) known as the "Interlopers" by the Honourable East India Company, which had held the monopoly of trade between Britain and China since 1600. The Interlopers had discovered a loophole in the company's monopoly that they successfully exploited. The first two governors of the young colony were former East India Company men who regarded the Interlopers as scum, while the Interlopers considered the second governor, Sir John Davis, useless, incompetent and an intellectual snob. There was a bewildering and wilful lack of communication between the top man and the people that he was responsible for. The colony’s third governor was a different kettle of fish. Sir George Bonham had spent ten years as the highly successful governor of the Straits Settlements: Singapore, Malacca, and Penang. He had an amiable personality and was soon on speaking terms with the aggressive traders. He actually consulted them and appointed "two gentlemen of the commercial

body" to serve on his Legislative Council as unofficial members, thus sowing the seeds of democracy in the colony. When the British arrived in Hong Kong in 1841, the area was infested with pirates. Sir George Bonham was the first governor to do anything sensible about the problem. He was a veteran pirate fighter who had rid the waters of Singapore and Malaya of this menace by disguising his warships as Arab traders. When the pirates attacked, Bonham's "Q-boats" blew them out of the water. The problem in Hong Kong was that the Royal Navy had difficulty telling the difference between an innocent fishing junk and a dastardly pirate junk. Bonham was a pragmatist with an abundance of common sense. Imperial China had no effective naval force, so Bonham persuaded the Chinese to lend him some military mandarins to help fight their common enemy – the pirates. With Chinese mandarins aboard, in a couple of years the Royal Navy gunboats had cleared the China coast of pirate junks from Hong Kong waters to as far as the distant Cochin China (Vietnam).

In 1850, the gunboat HMS Medea sank 13 pirate junks at Mirs Bay, close to the colony. The Chinese Imperial Commissioner Seu Kwangtsin, who was notoriously antiforeign, was so delighted that he surprisingly offered to pay for the gunboat's coal. When Bonham declined the offer, Seu presented the ship's crew with eight oxen, eight sheep, eight boxes of tea, eight barrels of sugar candy, eight barrels of dried lung ngan (dragon's eye fruit), eight barrels of dried lychees and eight barrels of dried oranges. They also received around eight thousand pounds in prize money from the British Admiralty.

The crew of HMS Medea were happy to agree with the Chinese tradition that eight is a lucky number. Bonham's successful anti-piracy campaign kept the Chinese Imperial Commissioner off his back. The Times newspaper's foreign correspondent, George Wingrove Cooke, described Hong Kong as a "noisy, bustling, quarrelsome, discontented little Island." How did Bonham handle this problem? The answer is that he set about creating a community out of the mess he had inherited.

The appointment of non-officials to his government kept the traders, whom Governor Davis had antagonised, reasonably happy. He also discussed his plans with other members of the public before he implemented them. His common sense was a great asset, and being an experienced administrator meant that he had the skills to reorganise the civil service.

Unlike Governor Davis, he introduced no new taxes. He was able to achieve this by not drawing his salary for a year in order to balance the budget. The community that he had created deservedly called him "the model governor."■

Louise is the brainchild of Yenn Wong, the founder and CEO of Jia Group and a successful restaurateur from Singapore, operating over a dozen cutting-edge dining outlets across the city. For Louise, she has teamed up with top Singapore-based French chef Julien Royer to help deliver an eclectic dining concept that has already won rave reviews. The spacious outlet occupies two floors of PMQ, each with its own expansive terrace. The restaurant was designed by André Fu, one of Asia’s best-known designers. The décor evokes a chic colonial feel across three distinct spaces: the parlour is a relaxed space on the ground floor that serves all-day casual dining and drinks; the main dining room serves down-home French cooking; and a private dining room seats up to 26 people. Louise’s motto is “Traditional French cooking, reimagined”. Specifically, Chef Royer offers recipes of genuine, down-home French dishes with cooking techniques that combine the best of fine-dining and everyday fare, aiming to deliver a happy and appetising dining experience. For our lunch, we ordered several signature dishes from the à la carte menu that were recommended by Franckelie Laloum , Louise’s Executive Chef. The restaurant does serve a set menu for lunch only ($398

/ two courses and $498 / three courses). Louise also stocks a fine collection of classic and boutique wines of over 300 labels from France. After a refreshing welcome J-M Seleque Brut champagne, we were served Sautéed Hong Kong Frog Legs, Parsley, Garlic Crisps ($268). The frog leg meat is delicious, its taste accented nicely by the French seasoning. Next was Angel Hair Pasta, Kristal Caviar, Black Truffle, Kombu ($458 for 10g and $798 for 20g), a real treat. The caviar’s flavour is rich and savoury and goes well with the pasta and truffle. For entrees, we shared two dishes. First was Braised Line-caught Cod, Potato Gnocchi, “Cevennes” Onions, Black Truffle Sauce ($478), which is excellent – the cod is tender and flavourful. The other dish is surely Louise’ coup de grace – Roasted Hong Kong Yellow Chicken, Niigate Rice ‘En Cocotte, Salad ($898) – a first for us. The local chicken is selected for its gamey flavour and the texture of its crispy skin and meat when roasted. The sweet, sticky Japanese rice soaked in the chicken juice and cooked in a separate pot is delicious – a veritable French version of Hainanese chicken rice. The whole dish is yummy, yummy. Our sumptuous lunch ended with a nice, light dessert – A Corsican Clementine Like a ‘Mont Blanc’, Chestnut, Hazelnut Meringue ($128) plus petit fours, both of which we gleefully shared. Whether it’s lunch or dinner, dining at Louise at the PMQ is a joyful experience of fine food, relaxed ambience and attentive service. Please do give it a visit!■

adame Fù, an elegant and grandiose contemporary Chinese restaurant located in the heart of Tai Kwun – the city’s art and heritage hub redeveloped from the former Central Police Station and Victoria Prison, was our culinary destination for this month, and a memorable outing it proved to be. The restaurant occupies the entire third floor of the Barrack Block of the old police headquarters, the floor itself was used as a relaxation area for the officers. In keeping with its historical identity, the restaurant was designed to maintain the integrity of the original rooms and much of its structural décor elements. Accordingly, the restaurant is divided into seven spaces, each harkening back to a bygone colonial era. They spaces include the Pink Room, the Pink & Blue Verandahs, the Library, the Whisky Room, the Fu Bar, the Artist, and the Grand Café, an elegant space with elongated windows and tall timber ceilings and teak floors that serves as the fine-dining room.

For our lunch, we had both set lunch menus – Gourmet Menu ($268/person) and Menu Degustation ($400/person).The gourmet menu includes a Dim Sum Selection Basket of Crystal Shrimp Dumpling, Assorted Mushroom and Black Truffle Dumpling, Madame Fù’s Char Siu Bao, Seafood and Honey Pea Dumpling. That is followed by one of the restaurant’s most popular dishes and a local favourite – Madame Fù’s Golden Pork Belly with Mustard, in which the golden crispy skin of the pork and its tender meat make for an unbeatable combination. The other dishes on the gourmet menu include Wok-fried Seasonal Vegetables with Garlic, Wok-fried Noodles with
Bean Sprouts and Premium Soy Sauce and Eggfried Wild Rice and Seasonal Vegetables plus Ice Cream and Fruit Salad. The Menu Degustation starts with Madame Fù’s signature Crystal Shrimp Dumpling, followed by a couple of mild-spicy starters – Sichuan Chili Chicken (cold), Cucumber, Chili and Coriander Salad with Vintage Vinegar Dressing before another signature dish, Madame Fù’s Iberico Char Siu is served. We really enjoyed the tender, succulent chau siu, something we could never tire of. Three more dishes follow: Kung Pao Prawns – the prawn is excellent, Eggplant Topped with Minced Pork, and Stir-fried Garlic Broccoli. A nice dessert, Coconut Tapioca Pudding with Mango and Lychee, rounds out the menu. We also had to try one of Madame Fù’s soups – the tasty Conch Shell, Japanese Scallop and Dendrobium Flower Soup ($158) – a staple of a proper Cantonese meal. Madame Fù serves up a wide selection of cocktails and mocktails. We chose Blue Jade – a refreshing vodka drink, Orange is the New Black, a gin, and #pinkroomhk, made from prosecco (each at $130). They go surprisingly well with the Chinese dishes. For weekends, it also serves a sumptuous Madame Fù brunch ($550), or $750 and up with various Champagne choices. Madame Fù offers excellent Chinese food in a splendid and historical setting. It’s a memorable dining experience you’ll not want to miss. Give it a try.■

Kikanbo 鬼金棒
Local ramen lovers are going to love Kikanbo, a recently opened establishment destined to make a spicy splash on the crowded ramen scene in Hong Kong. Kikanbo, a popular ramen restaurant in Tokyo, is known for serving Karashibi Miso Ramen – full-throttled spicy noodles that energise all your senses and taste buds. The rich miso soup base is seasoned with a variety of Japanese sansho pepper, creating a tonguetingling numbness. Kikanbo offers five spiciness levels, ranging from ‘completely not numb’ to Oni Level (devilish extra) which uses the Carolina Reaper Pepper from America, named the World’s Hottest Chilli by Guinness World Records. Kikanbo is also famous for its signature ‘Big Pork’, a large piece of slow-cooked braised pork belly that tastes delicious and succulent. We went to Kikanbo determined to try out the spiciest ramen. We ordered Premium Karashibi Miso Ramen ($120), Karashibi Miso Ramen with Seasoned Egg ($100), Karashibi Maze Soba ($100) – all mild, and one spicy – the Ramen with 2 Big Pork ($135) plus Oni Level Chili Pepper or Sansho Pepper ($15 extra). The milder flavoured ramens are all delicious – savoury soup and tender pork, as promised. While the Oni-level spicy ramen was also flavourful, our taste buds were soon overwhelmed with the sheer spicy and numbing effects of the pepper, with sweat pouring down our foreheads and our tongues begging for relief. It took quite a few bottles of Suntory beer ($25 each) and apple cider ($35 each) to douse the sensation. Proudly, we managed to finish a good portion of the noodles and lived to tell the tale. Kikanbo also offers Big Pork on Rice ($55) and Loosen Pork Rice ($35), onto which you can pour the miso soup from the ramen to enhance the flavour. You can also order side portions of Bean Sprouts ($15), Baby Corn ($15) or Coriander ($20) for additional garnish.
Whether you are crazy about spicy ramen or not, Kikanbo is a fun place to visit for a yummy bowl of Japan’s favourite noodle. Scarlett Café & Wine Bar
Tucked away in a side street in popular Tsim Sha Tsui is Scarlett Café & Wine Bar, a pleasant dining and drinking outlet and popular watering hole for discerning expats and locals. Scarlett serves a potpourri of homely French cuisine, including a daily blackboard menu. It also offers a relaxed place for after-work drinks or dinner. The restaurant occupies two floors: the lower floor is dominated by an open, friendly bar with bar stool seating while the upper floor houses the kitchen and a cosy dining area. The expansive glass doors allow customers to spill out on to the street during happy hour, which runs from 3 to 6 pm, adding colour to the restaurant’s friendly and welcoming setting. For our dinner, we sampled many items on the menu meant to share, which was perfect for us. For starters, we had Beef Tartare “A la Montmartre” ($188) – hand-cut beef tenderloin, egg yolk, French fries; Duck Foie Gras Terrine ($198) with kumquat chutney, grape chutney and toast; and Snails from Burgundy ($188 / 12 pieces) seasoned with parsley butter. All three starters were good; we especially liked the tender tartare and its flavourful seasoning. For main courses, we also shared three dishes: pan-fried Cod Fish ($288), mixed vegetables, lobster bisque; Le Confit de Canard ($158), duck leg confit, roasted potatoes, mushroom & bacon and duck sauce; and a succulent Beef Short Ribs ($238) with teriyaki sauce, mushrooms, mashed potatoes, green peas – the teriyaki sauce giving a nice, sweet flavour to the ribs.
The dessert are good also – light and refreshingly sweet; we tried Le Fondant ($98) – 75% Ecuadorean chocolate, salted caramel butter, vanilla ice cream and Le Citron ($98) – Italian meringue, lemon sorbet. We chose a nice bottle of 2016 Saint Guihem Le Desert Pinot Noir from southern France to go with our food, which turned out well. Scarlett offers a relaxing dining experience; the food is excellent, and the prices are eminently reasonable. You should give it a try if you can.

Lex Coffee
Kennedy Town is a thriving community on the edge of Hong Kong’s Western District that has undergone substantial gentrification, replete with trendy restaurants, bars and cafés. Perhaps none is more eclectic than Lex Coffee, an airy café that combines a passion for Andy Warhol pop art, an enlightened coffee culture, and delicious food into a unique space for art and coffee lovers alike. Upon entry, the décor of Lex Coffee is dominated by art – Andy Warhol’s famous paintings printed on skateboards, standalone paintings, and art objects and art books on display. Art is fully infused throughout the café, including the coffee it serves. Specifically, through the use of a 3D coffee art printer, you can order a cup of Artsy Print Coffee ($88) with a choice of masterpiece paintings printed on the surface – we opted for Starry Night by Vincent Van Gough – the image quality is high and the image lasts for a good while. The extensive menu is also attractive. Lex Coffee serves a Lunch Special that includes Soup of the Day with Toast or Caesar Salad, an entrée choice of Baby Spinach & Pumpkin Risotto ($138), Smoky Turkey Quesadilla with Mexican Salad (which we chose) and Grilled Salmon with Grapes Salsa ($168), plus a choice of hot Americano Coffee or Honey Lime drink. We also chose two other entrees: Lobster Risotto ($198), which was appetising, and the 10oz Angus Prime Rib Eye ($218), which is good and reasonably priced. Lex Coffee is also offering an Artsy Afternoon Tea ($396 for two, 3 to 6pm Monday to Friday), in which savoury items, scones and sweet treats are served on a skateboard decorated with a colourful flower design.
Lex Coffee is such a neat place to visit, where you can experience art, coffee culture and fine food all in a pleasant setting. It’s perfect for lunch or whiling a leisurely afternoon away. Censers were popular in the Han dynasty. This goose-shaped censer is life-like. The back of the goose body is latticed, allowing smoke to rise from it. The censer is similar in function to the more well-known boshanlu-style censers from the Han period, but its form is very different. Centre for Heritage and Arts The revitalised Central Police Station compound, the largest heritage project in Hong Kong, has opened its doors to the public as Tai Kwun – Centre for Heritage and Arts. The CPS compound comprises 16 historic buildings, including three declared monuments (Central Police Station, Central Magistracy and Victoria Prison), on a 13,600-square-metre site in the heart of Central. An international-grade art gallery and an auditorium have been added to contribute to the adaptive reuse of the site. The heritage site includes new art galleries and the Parade Ground and Prison Yard.
