he Cairns Chamber has prioritised Cairns region business issues on behalf of members since 1909, and will continue to be the only Cairns based business representative body that is exclusively Cairns-region focussed. We drive business success for our members via the development of a strong and resilient regional economy, the development of a constructive business environment, and by being the voice of business.
As the new CEO of the Cairns Chamber, I feel privileged to be given the opportunity to work alongside the Cairns Chamber of Commerce Management Committee and local businesses in supporting the growth and prosperity of the Cairns Business Community. I strive to continue the excellence that has come to be expected from our members and the Cairns Business Community as a whole. 2018 is the year of re-investing in our members and ensuring they receive the increased value in their membership. Members of the Cairns Chamber of Commerce will has developed with its state-level counterpart, the Chamber of Commerce & Industry Queensland (CCIQ). CCIQ is the state-wide Chamber of Commerce body that advocates for business at a state-wide level when it comes

We had the pleasure of appointing Debbie-Anne Bender as the new CEO of the Cairns Chamber who continues to deliver advocacy and service excellence to our members. Representing its members, the Cairns Chamber of Commerce is the peak body for business representation in the Cairns region and one of the largest and strongest regional chambers in Australia. We are a key contributor to the prosperity in the Cairns region and act as an advocate for the business community, a conduit for information and a promoter of Cairns’ position in the regional landscape.

GROWING THE VISITOR ECONOMY

isitors bring a wealth of opportunities for Tropical North Queensland. In any given week our city’s population of 163,000 grows by another 50,000 as people from around the world and Australia arrive to experience our dual World
Heritage areas and tropical lifestyle.
Thanks to these visitors we can enjoy a swim at the Esplanade lagoon, dine at restaurants mountain bike on world-class rainforest trails. Many of our region’s man-made assets would not exist if our population did not swell with people willing to pay for the privilege of visiting our natural assets. Tropical North Queensland’s $3.1 billion a year export industry employs 24,000 people and contributes 16.7 per cent to our gross regional product. Tourism is an ideal economic driver in a region with two World Heritage areas. It does not just employ people in hotels, reef boats and on buses – it provides work for the baker, the mechanic, the doctor and the lawyer whose businesses 2.5 people directly employed by the tourism industry, another person gains a job indirectly.

numbers to our destination in one decade may be overtaken by another in the next decade. It is the same with marketing methods in an increasingly competitive industry where natural beauty can be overlooked for the loudest voice. Tropical North Queensland has every reason to grow. We are the only place in the world with most diverse reef experiences, the outback is just half a day’s drive from the airport and we are on Asia’s doorstep. However, we need to shout as loud as we can to make sure we are heard above the noise of thousands of other destinations vying for the same visitor dollar. Tourism Tropical North Queensland is a membership-based organisation supported by funding from Cairns Airport Limited, Cairns Regional Council and the Queensland Government. We need more of marketing of the destination. We are working hard with our partners to grow China Southern Airlines and Hainan Airlines delivered 4 per cent growth in international passenger numbers at Cairns Airport in January

Cairns has returned to its familiar position as Australia’s best performing hotel market for the fourth consecutive 2017 with annual increases in the revenue per available room of 9.5 per cent to $128 and occupancy growing to 84.8 per cent.

Hotels have been refurbished and additional boats and a pontoon have been added to the Reef Fleet. Port Douglas is also surging forward with the marina to expand, a new hotel and a dive centre adding to its tourism inventory. Tourism is integral to the Cairns regional economy, but it is much more than an industry for our region. It is the marketing department for our entire region’s community and business sectors. A strong and resilient tourism industry will help Tropical North Queensland grow a sustainable economy within two World Heritage areas. We need the butcher, the baker, the doctor and the lawyer – we need everyone to acknowledge that their business and their job is secure thanks to tourism.

P O L ITI C S R E P O RT Report from Federal Member for Leichhardt Warren Entsch MP Is it just me or is anyone else amazed we are already well into 2018? With a new year comes also comes with it a range of new issues concerning communities across Far North Queensland. Insurance continues to be a hot topic. I have met several times over the past few months with proponents who are in the process of establishing an insurance mutual for Northern Australian. I am confident this will make a huge difference in premium pricing for our region. These meetings were extremely positive. They are awaiting APARA approval and I believe things will move very quickly over the next few months. . . . watch this space. I mentioned in last year’s edition at how good is it to see all the cranes in the Cairns skyline. Well there now are a few more and this is a massive vote of confidence in our city – decision makers across the nation are now certainly sitting up and taking notice. You don’t need me to tell you that increased investment means more local jobs.
This means that businesses across Cairns and Far North Queensland with turnovers up to $10 million can benefit from writing-off assets costing less than $20,000. I know that many businesses across our region have already taken advantage of this great initiative, and I urge those that haven’t to get on-board. We also announced tax relief measures that will directly benefit 75,862 people across Cairns and Far North Queensland. Our tax relief plan is responsible, costed and means hardworking Far North Queenslanders will receive up to $530 a year to reduce pressures on household budgets. Essentially, we want Far North Queenslanders to keep more of their hard-earnt wage. More importantly, this budget is the first one since the GFC where we haven’t had to borrow money to meet our commitments. We also announced the largest single investment towards the protection of the Great Barrier Reef to ensure our iconic natural wonder can be appreciated for generations to come.
For the first time in more than a decade our unemployment rate is sitting at six per cent.
The $500 million investment will protect thousands of jobs, improve water quality, tackle coral-eating crown-ofthorns starfish and implement scientific reef restoration.
This proves beyond doubt the Federal Government’s suite of job-creating initiatives are working, in fact, we have created more than 9300 jobs in Cairns and Far North Queensland since winning office.
This announcement is a game-changer in Great Barrier Reef conservation and reinforces the environmental, economic, social and cultural importance of the Great Barrier Reef.
The federal government is 100 per cent committed to delivering its plan for a stronger economy to create jobs and guarantee essential services that we all rely on.
As current custodians, the onus is on us to do everything we can to protect, and maintain, our natural environments.
Federal Treasurer Scott Morrison recently handed down this year’s budget and I believe it was extremely positive for workers and small businesses. More than 19,600 Cairns and Far North Queensland businesses will directly benefit from business tax cuts announced in the budget. I know this will be music to the ears for many of you reading this. We have also extended the government’s popular instant write-off for small businesses for a further 12 months.

This is not just about money. This is about achieving quality and positive outcomes. We want to ensure the Reef ’s future for the benefit of all Far North Queenslanders, particularly those whose livelihood depends on the Reef. I would like to personally thank all the small businesses, their owners and those in our community that go above and beyond to champion for our city. Without you, the success we are currently experiencing across the region would not be possible.

Although subject to short term that the trend is continuing upwards. Tourism Back to Growth Over the six years 2010 to 2016, domestic visitor numbers grew by 28% at a rate of 5% per annum. International visitor numbers 12 to 2016-17 by 46% (see Charts 3 and 4).

Growth has been recorded across all major international markets with the Chinese market leading with 132% and India, Singapore and Malaysia recording 399%. Air Services and Infrastructure Responding With direct international air services growing including a break through with direct services to Chinese mainland cities, there is every indication that strong growth will continue in international traffic. Tourism infrastructure is responding with the GA Group having under construction 600 new hotel rooms in Cairns CBD and 100 units. Construction of a further 187 units is going ahead in Nova City’s first of seven towers to be developed. Further development of the Port Douglas Marina involving 125 hotel rooms is proposed and plans are underway for additional rooms in the Cassowary Coast area. A $600 million plus day tripper and rural resort is proposed near Kuranda. The State Government’s four hectares Global Tourism Hub proposal adjacent to the Cruise Liner Terminal in Cairns has the potential to involve up to 1,000 hotel rooms. The $175 million

expansion of the Cains Convention Centre can be expected to generate an increase of over 200,000 room nights. The $120 million channel dredging is projected to increase visitor numbers into the CBD by an estimated 40,000 by 2021 and 70,000 by 2026. Mining Investment The $1 billion plus Rio Tinto expansion at Weipa is well progressed and along with new bauxite developments in that area will see export volumes lift and revenue rise.
The $100 million investment by Auctus at Mungana will see revenue from base metals also expand. Service Sector Earnings Cairns leads the North in maritime and aviation servicing and both sectors seem likely to continue expanding including a $20 million upgrade to business. Expanding pilot training activity is taking place in the region (see chart of rise in aircraft movements at Mareeba airport).

International education growth is back in the spotlight, with previously weak developments at university University has been expanding its presence and Charles Darwin University from Darwin has set up a centre for international English language and business studies.
Building Approvals Lifting Building approvals have been lifting and over the six months to December 2017, the Cairns region has moved back into its historic position of leading dwelling construction in northern Australia with 656 dwelling approvals. Cairns Regional Council single dwelling approvals over the eight months to February 2018 were 20% up on the same period in the previous year.
At the time of the 2016 Census, the Peninsula Australia geographical region (Tropical North Queensland) serviced by the city of Cairns, that stretches out to the Gulf and the Northern Territory border, north to the Papua New Guinea border and south to Cardwell, had an “on-the-ground� population including visitors recorded at 317,000, with estimated residential population at 287,000.

The future is, by definition, unknowable. But that isn’t to say that we have no idea about what lies ahead or no inkling of the challenges and opportunities that lie in store. Given the pace of change that can be worrying, but it also means that we have the opportunity to play a role in creating the sort of enterprises, the sort of communities, we would like to see develop in our city and in our region. We need some new thinking here. Work itself is changing and jobs are changing: it is this transformation that will have a great and growing impact on our lives, on our families and our communities.

Cairns is perfectly positioned to become a model community, demonstrating how a region can both embrace and thrive in a changing world.
For much of the past century, career aspirations for those entering the workforce were little different from the aspirations of their parents’ generation and sometimes even their grandparents’ generation.
In this world, and in the world to come, jobs, trades and the professions of today are being utterly transformed. They are being melded, redefined or simply left behind.
The game-changing difference of the economy to come will be the capacity of people and our increasing reliance on human capital and on our individual and collective knowledge, expertise and ideas. Essential to our development is our own ingenuity, connectedness, our ability not only to solve problems, but to surface new problems and oppor-

JCU’s size and scale in the broader North and the fact that this is where most of our students and staff are located means we have significant impact and a particular responsibility, one that we happily discharge in the service of our communities.
We have an extraordinary business community, consisting of resilient and self-reliant professionals who have an entrepreneurial spirit. We also have a deep well of knowledge and experience, as well as great stores of enthusiasm and initiative. At a time when work can be conducted from anywhere in the world, we have on offer a place of extraordinary beauty that itself can serve to attract the new workers and professionals to our place. Education more broadly, and James Cook University as the North’s own University, has a substantial role to play in fostering and maintaining our community’s capacity to thrive in times of rapid change.

The inherent beauty of our region and city, coupled with the business ingenuity that is already here and that will grow over time, means that we have the opportunity to become a demonstration city, perhaps the go-to city and region for how innovation and transformation through building human capacity can proceed and give birth to a new and innovative regional economy. We have an edge too in that we work in a tropical environment. We have the capacity to model best practice across the full range of endeavours for communities and peoples worldwide who do, can and will look to our example. This is our era and our change. Harnessing our unique attributes and our strengths, and building on these with great determination and focus, promises to set us up not only to weather the change, but to thrive and create for ourselves a brighter future and a stronger and even more resilient economy and community.

2 0 17- 2018 P RO P E RT Y R E P O RT Report from Heron Todd White - Rick Carr 2017 was a stodgy year for the Cairns property market. Despite improving regional economic conditions, residential property demand has remained low and the market has remained steadfastly in a ‘steady state’ position. Price levels for houses during 2017 showed little change. House prices ended the year at a median level of $408,500 in December 2017, a minimal difference from the $409,000 that prevailed in December 2016. Unit prices ended the year with a median price level of $220,500 in December 2017. Although technically this is 5.3% above the level prevailing in December 2016, our in-market view is that unit prices have been generally static. Unit prices also remain typically shy of their 2009 peak-ofthe-market levels due to the ongoing effects of buyer aversion, stemming from increased body corporate fees from heightened strata building insurance costs, as well as tighter lending practices affecting finance to investors. Demand for vacant land remained slow during 2017 and any semblance of price pressure has evaporated. The median vacant land price came in at $211,000 in December 2017, hardly changed from the $210,500 that prevailed in December 2016. Pressures in the rental market maintained during 2017 as a result of continually low rental vacancy rates. The trend rental vacancy rates for December 2017 stood at 1.7% for houses and 1.5% for units, and 1.6% overall. Low rental vacancy rates are resulting in mildly increasing rents, with house

and unit rents typically increasing by $5 to $10 per week during 2017. The upshot is that even though solid fundamentals are in place with low rental vacancy rates, no obvious oversupply in any market sector and continued economic improvement, the Cairns property market is still being hampered by a continued lack of confidence and a constrained finance environment. However the good news is that 2018 should be finally the year that the Cairns property market starts to sparkle. Cairns for some time has been in desperate need to some form of major development to reignite market confidence. Construction now occurring of three new hotels in the Cairns CBD, together with the impending commencement of the Nova City development supporting on-going jobs growth, must surely be the catalysts the Cairns property market needs to begin reinvigorating. Projects such as these are marking a new cycle of investment and development injecting much needed economic and property market confidence into the city. As a result, we can expect to see demand for most residential property types revitalise during 2018. Sales volumes will come back to a slow but steady increase, and flow through to modestly rising prices. Demand for vacant land in particular will rise as population growth restarts and new housing construction recovers from the doldrums. Because if it doesn’t happen in 2018, it never will.

The economic health of Cairns and the Tropical North Queensland region is truly bucking the regional Queensland trend. We’ve gone, in a few short years, from the worst unemployment level in the state to now recording the sharpest decline in unemployment of any region – sitting at 5.9% at the beginning of this year. Council is very optimistic about the future for our “village” and most indicators give us reason to feel make strides in the right direction in 2018. In fact, when Cairns was benchmarked against 21 other Australian cities late last year, the data revealed that our city has experienced the third highest annual employment growth in the country (7.1%); the highest population growth of all regional Queensland; and an incredible turnaround in just one year, going from 27.1% to 13.8%. With three new tower hotel developments now well underway by the GA Group, the Cairns Convention Centre expansion and the start of the Nova City project, foreseeable future, deepening the recovery which is now well and truly underway. Our challenge – and it’s a nice one to have – will be to attract the hundreds of tradespeople needed to make these projects a reality. Their arrival will not only boost our population growth, it will likely stimulate the residential construction sector as demand increases for housing stock. As our biggest economic driver, the tourism industry can look forward
A further welcome development was the news that the Department of Defence has committed an extra $200 million to ensure that we have the necessary facilities to patrol vessels at HMAS Cairns. This commitment brings the total funds committed to overhauling the Cairns wharf area to $322 million, with a further $313 million earmarked for the redevelopment of HMAS Cairns after 2025-26. establishing a strong economic base upon which to build our future, and to that end, our new Economic Development Strategy is designed to focus upon the areas that will generate the best outcomes for Cairns. We know that Council plays a big role in the health of our city’s economy and that supporting local businesses is critical. Late last year, the annual State of Procurement Report presented to Council showed that Council injected $311 million directly into the Cairns economy in 2016-17 through materials, services and employment. Council spent 88 per cent of its total $353 million expenditure on

locally purchased goods and services, including materials and local contractors for capital works projects. to be strong, which has allowed us to keep residential rates below delivering a balanced Budget and a comprehensive capital works program. Later this year, the city will have the pleasure of opening the new Cairns Performing Arts Centre, which will complement the very popular Munro Martin Parklands, a very special community space that has enabled us to entice premium acts such as the Royal Ballet to Tropical North Queensland. When opened, the CPAC will only add to our growing reputation as the Arts and Cultural Capital of Northern Australia. This will be further advanced by the creation of the Arts Gallery Precinct comprising three heritage listed buildings – the occupied by Cairns Art Gallery), the old Mulgrave Shire Council building (occupied by the Visitor Information Centre), and the Courthouse Hotel. Last year, Council delivered a host of projects all designed to improve the liveability of our city in all sectors. Some of the projects we delivered were Stage 2 of the Shields Street redevelopment, the $8.6m School of Arts building refurbishment, a $2m upgrade of the CCTV network, a major upgrade to Babinda Boulders, the new Walker Road sporting precinct, a redevelopment of Petersen Park, an upgrade of the Red Arrow Walking Trail, the 2.4km Yellow Arrow Walking Trail, the Ivan Evans Trail, the creation of Centenary Lakes Nature Play, a major upgrade to the Yorkeys Knob foreshore works and installed 14 new playgrounds (with a further 9

In 2018, the Cairns Young Chamber has a new wind. The 2017 cohort of Emerging Leaders were having lunch together one-day last year when I asked them whether they’d like the opportunity to host a Chamber of Commerce Luncheon over coming months. We chatted about what message we’d use the Luncheon to convey, what topics interested us; the value of the progressing social economy, what it means to us to collaborate, the opportunities that growing connectivity and globalisation is offering to this region, innovation as part of our Millennial culture, and the change we want to see in corporations, business and industry valuing our people before profits; corporate decision making motivated by improving social outcomes. We started talking about using the opportunity as a platform for emerging professionals in this region, an opportunity for their voices to be heard and for us as a collective of young talent, to participate and make a contribution to the regional discussions be held around us and to prove we are far more than the stereotypes sometimes believed. After a while, we fell silent. We were all thinking the same thing. One Chamber Luncheon was never going to be enough for us to achieve what we wanted to achieve. We needed to re-boot and re-launch the Cairns Young Chamber; we needed to give it serious purpose and long-term strategic direction; and we needed to do it a little differently to what’s been done before… What followed has been months of hard work, commitment and determination to re-launch a Cairns Young Chamber that acts as a resource to our next generation, a resource to our community and a connector of the two.

Don’t get me wrong, if you’re simply looking for ways to meet and connect with other young people; then we’ll still have plenty of casual networking events for you to come along to; but we also have a renewed vision of being a valuable platform for our emerging professionals, business owners, influencers, movers, shakers and doers; our next generation of leaders. I could drown you in all the details – but that’s what the Young Chamber tab on the website is for! Instead, I’ll leave you with this… I was recently interviewed by the Cairns Post about Young Chamber. I was asked to define my life’s biggest success. The question flawed me for a moment. I realised I don’t have one ‘big’ single success, instead, I view success as the collective contribution I can make to my future and the future of this region and its people. Similarly, Young Chamber’s success will not be represented by a single ‘event’ or simply by the fact we are active again in the community. Instead, the success of Young Chamber will be a slow burn, it will be when we have earned trust enough that the efforts of Young Chamber are valued as an integral part of the leadership development fabric of this region; it will be the contribution Young Chamber can make as a collective to the future of this region and its people for many years to come. This is exciting territory. Don’t just ‘watch this space’… get involved!
