CAMPBELL City News For Residents

PROFILE

Vol. 114, Fall 2017

A Message From The City Manager Dear Friends, It is my pleasure to present the Fall issue of the Campbell Profile. The purpose of this newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is published three times per year with the Recreation Activity Guide. This past spring and summer, City staff completed a wide array of projects to enhance the quality of life and public services for residents. Here are some highlights: Clean Energy Now Available in Campbell – In April 2017, Silicon Valley Clean Energy (SVCE) became operational and supplied electricity to its first phase of customers throughout Santa Clara County. All remaining customers, including Campbell residents and businesses, were automatically enrolled in “GreenStart” as of July. SVCE supplies 100% carbon-free electricity from sources such as wind, solar and hydropower. Under the new program, PG&E continues to deliver electricity over existing power lines, maintains the lines, sends bills and provides customer service. GreenStart provides customers with a great combination of the same electric service and reliability they’re used to, but with cleaner energy and slightly lower rates. At any time, customers may choose to upgrade to “GreenPrime,” which is generated from 100% renewable, carbon-free sources, primarily from solar and wind farms in California and on the western grid. Buying GreenPrime further expands generation from these new and competitive renewable energy sources. The City of Campbell has opted up for GreenPrime for all of its electrical accounts that service its municipal building facilities, street and traffic lights. Special Election Results – On April 25, 2017 the City held a Special Municipal Election for voters in the City to vote on three measures affecting marijuana policy in the City. Based on the results, Measure A, which would establish a tax on marijuana businesses received 85% “Yes” votes. The Citizens’ Initiative, Measure B, which would allow up to three medical marijuana dispensaries in Campbell, received 64% “No” votes. Measure C, the City-sponsored measure which would impose a two-year moratorium on marijuana dispensaries, received 63% “Yes” votes. In order to pass, each measure required a simple majority of “Yes” votes, or 50% plus one. Going forward, the City may study the potential effects of medical marijuana dispensaries in Campbell and develop any land use, public safety and fiscal policies that are needed to maintain a quality of life for all in Campbell. These policies will include minimum operating distances from residences, day-care centers, pre-school facilities, schools and parks. County and State Funds Help City’s Annual Street Maintenance – Thanks to the passage of Valley Transportation Authority’s (VTA) Measure B in the November 2016 general election coupled with the passage of California Senate Bill 1 (SB 1) in April 2017, the City now has additional monies to fund street pavement work. The City’s fiscal year 2017-18 budget, includes a total of $13.7 million to fund the maintenance of the City’s streets and roads over the next 5 years. SB 1 funds will contribute $3.2 million dollars, whereas Measure B funds will contribute $4 million dollars during that five year period. Resident satisfaction surveys have consistently shown that residents rank street maintenance as a top priority. Continued on page 2

Pilot Beautification Grant Program – This summer, the City’s Civic Improvement Commission accepted applications for its new beautification grants to improve neighborhoods and businesses. The goal of the pilot program is to encourage and incentivize beautification efforts in the community. The program has two grant levels with one level requiring a matching grant component. Level 1 grant awards are between $500 and $1,500 while Level 2 grants are between $1,501 and $5,000, and require a one-to-one match. As you will read in the articles featured in this newsletter, there are many exciting projects underway in the City. If you have any comments or suggestions, please call the appropriate City Department listed in the City Directory contained in this Activity Guide. On behalf of the Campbell City Council and staff, I hope you and your family have an enjoyable autumn and holiday season.

Exciting Improvements to City Parks! Campbell parks will be getting some improvements in the next few years. The City’s parks were first constructed in the mid to late 1990’s and now the play equipment at many parks has become worn and outdated, and in need of replacement. The Parks Maintenance Program Asset Management Plan, adopted by Council in November 2015, identified priorities for equipment replacement and park renovations. This year, the focus is on replacing the play equipment at Jack Fischer Park, developing a new play area at the Campbell Community Center, replacing the outdoor adult exercise equipment at the Campbell Community Center, and conducting community outreach and completing a conceptual design of playground and restroom facilities at Campbell Park. Below is an update on each of the various improvements to City parks. JACK FISCHER PARK Opened in 1996, Jack Fischer Park is a neighborhood park bordered by Pollard Road, Abbott Avenue, Miller Avenue, and Peachtree Court. Although the park receives routine maintenance, the play structures and surfacing areas are all originals from the initial park opening. Over the years, with wear and tear, the equipment has declined to a level of disrepair. Construction to remove the boarded off play structures and aged surfacing began in March of this year. Construction was wrapped up in early summer. Visitors can now enjoy the two brand new play structures (one for ages 2-5 and another for ages 5-12) along with other renovations in the play area which include new rubberized surfacing and new fencing. The water spray feature and entrance gateway to the ages 2-5 play area also received a brand new coat of paint. COMMUNITY CENTER PLAY AREA The Campbell Community Center is the home of a few elementary schools and its athletic fields are used by many youth sports/recreational groups. However, the area lacks a playground for children ages 5-12. As such, the City Council approved the creation of a new play area by the existing sports fields across Building M. After gathering input from residents, Community Center user groups, and the Parks and Recreation Commission, the Community Center Playground is now in the final design phase. The project will consist of a new playground area for ages 5-12, a seat wall adjacent to the field, fencing and rearrangement of the existing picnic tables. Construction is anticipated to begin in January 2018. COMMUNITY CENTER OUTDOOR EXERCISE EQUIPMENT The Community Center Outdoor Exercise area adjacent to the bleachers off the track is getting new exercise stations to replace the existing aging equipment and the decayed rubber tile surfacing. The new stations will offer a variety of exercises including a couple of ADA accessible stations. Staff will coordinate the removal of the old equipment, site preparation, installation of the new equipment, and new resilient surfacing. This work is anticipated to finish by early 2018. CAMPBELL PARK Initial study to renovate the play area at Campbell Park has begun. The project will improve the park through renovating and enlarging the restrooms, playgrounds, and picnic areas. An initial outreach program was conducted in early March 2017. Information gathered during the outreach is being used as guidance to develop a conceptual design of the park improvements. For more information regarding any of the above projects, please contact the Department of Public Works at (408) 866-2150.

Street Name Sign Replacement The Public Works Department is currently replacing all street name signs and regulatory signs within the City to meet current Federal and State size and reflectivity standards. Retroreflection is a type of reflection that redirects incident light from the sign face back to the source - e.g. a vehicle headlights. The City has contracted with Safety Network Traffic Signs, Inc. to perform a Sign Inventory and Retroreflectivity Assessment for all regulatory and street name signs. Work on this project began in late May and is estimated to be completed at the end of September. All street signs will be inventoried and each regulatory sign will be tested for minimum reflectivity. Public Works will review all information from the Safety Network Traffic Signs survey and will implement a Sign Replacement Maintenance Program as required. Regulatory signs not meeting the minimum reflective levels will be replaced as soon as City resources allow. All existing street name signs will eventually be replaced with new ones which now require a 9” reflective background with 6” lettering – which is larger than the signs currently in place. The new signs are fabricated in the Sign Shop at the Public Works Service Center. As existing signs are damaged or otherwise require replacement, the new signs will meet the current standards.

Best in the West City Offices Closed City offices will be closed for the following holidays: Labor Day September 4, 2017

On May 11 and 12, 2017, the Campbell Police Department SWAT team participated in the annual “Best in the West” competition hosted by the Santa Clara County Sheriff’s Department. The competition featured 24 teams from police agencies throughout California and Nevada. This is the largest invitational SWAT competition in the western United States and tests the teams as they compete in seven events over a two-day period. Officers, dressed in head-to-toe tactical gear, scale nine-foot walls, run through ravines, and shoot targets at long distances after carrying fellow teammates. The course tests tactical skills, quick decision-making and team communication. Our Campbell team finished in an incredible second place overall (top team in Northern California), and took first place awards in the Jungle Trail and Top Gun events. We are very proud of our Campbell SWAT team and congratulate them on their awards!

Youth Commission Pilot Program Extended In 2015, the City Council approved a two year pilot program to re-launch the City’s Youth Commission. Since then, the City has received over 40 applications from teens in Campbell, and selected 20 of those to serve on the Commission. The Youth Commission provides a formal method for teens to get involved and learn about local government and advocate issues pertaining to teens. Campbell Youth Commissioners have demonstrated a great deal of initiative by selecting substantive work plans and demonstrating their commitment by holding meetings twice a month during their respective ten month terms. Commissioners followed through on each of their goals set at the beginning of their term. The City also recognizes the individual accomplishments made by Commissioners who have learned through this process how to affect change in their community and their commitment to speaking out on issues that matter to teens. Several Commissioners have taken issues to their school boards and even provided testimony at a State legislative hearing in Sacramento. In June 2017, the City Council extended the Campbell Youth Commission for another two years. Recruitment for the 2017-18 term has already begun with the submission of over 30 applications! The City looks forward to selecting the next group of Commissioners and assisting them as they set and tackle their work plan. Music Together: Mixed Age (birth-6 yrs)

Child development researchers found that grouping children of a variety of ages fosters natural, family-style learning. In our Mixed Age class, your child interacts with peers of different ages and participates at their own level in singing, moving, listening, observing, or exploring musical instruments. Younger children enjoy watching and imitating older ones; older children learn by leading younger ones; and adults are happy because their children can go to class together. Children can come to class with or without their siblings, and with any or all of their caregivers—parents, grandparents, nannies—for a community-music experience all around. A $50 lab fee is due on the first day of class. For more information, visit www.musicalme.com. Class is held in L-58. Activity #

High Intensity Interval Training (H.I.I.T.) alternates between intense bursts of activity, and short periods of recovery. Students should bring a mat, towel, and water. Instructed by Jamison Jossis and meets in the Weight Room.

Our Boot Camp instructors are trained to deliver the physically challenging workout you are looking for. Gain strength, get lean, and reach your goals by incorporating your own body weight in exercises such as push-ups, planks, box jumps, and squats. Some equipment used will be suspension straps, agility ladders, medicine balls, and free weights. Exercises will be modified as needed. Is it going to take hard work? Yes. Register today! All levels welcome. Students should bring a mat, towel, and water. ‘M/W’ class meets in Weight Room; ‘T/Th’ class meets in N-76.

Fall 2017 Activity Guide

Information: (408) 866-2104

The goal of the Parks Make Life Better!® campaign is to raise awareness of the benefits of parks and recreation throughout California and to raise the status of parks and recreation as an essential community service. www.cprs.org See how the Campbell Recreation & Community Services Department is dedicated to providing quality programs and services for youth through older adults.

Registration Fees

“R/NR FEE” throughout the Activity Guide refers to Resident of Campbell / Non-Resident Fee. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.

Resident Status

A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school district boundaries are not considered residences. Those living within Campbell’s incorporated city limits, but have a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, pre-printed personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

Facebook.com/CampbellRecreation

Refund and Transfer Policy

All cancellation or transfer written requests must be made to the Recreation Office with at least a five (5) business days’ notice prior to start date of the activity. A $10 cancellation fee per activity per person will be deducted from the refund. Cancellations or transfers with less than five (5) business days’ notice will NOT receive a refund or transfer. Online request forms available at www.cityofcampbell. com/recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required, and must be provided within six (6) weeks of the activity start date. Separate policies apply to fitness passes, sport leagues, trips, facility reservations, Campbell Recreation Pre-school, Wave Swim Team, and Heritage Theatre events. Please inquire before registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is cancelled by the Recreation Department. Refunds of $10 or less will be credited to the payer’s ActiveNet account for future use in activity enrollment or reservations.

Waiting Lists

Waiting lists are established once a class is filled. If a vacancy occurs more than two (2) working days prior to the start of the class, waiting list names will be called and/or emailed, and given a limited time to register for the vacancy. Less than two business days before class starts, openings may be filled on a first come, first serve basis.
