CAMPBELL City News For Residents

PROFILE

Vol. 116, Summer 2018

A Message From The City Manager Dear Friends, It is my pleasure to present the Summer 2018 issue of the Campbell Profile. The purpose of the newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is published three times per year and is included with the Recreation Activity Guide. Summer is typically the time of year where our parks and recreation programs are bustling with activity. You are sure to find helpful information in this guide to make the best of your summer time. At its February 2018 Priority Setting Session, the City Council identified the Civic Center Master Plan as one of its top priorities this year. The Council has directed staff to explore funding options to address facility needs. The City of Campbell is proud of the outstanding work that is done each day to provide residents with a high quality of life. Despite aging civic facilities, our Community Center, Library and Police Department interact with and provide direct services to our community. Currently, the City is exploring options to update the library with enhanced educational services and an earthquake-safe police station that can respond quickly to emergencies. As part of this process, we want to hear your thoughts on what projects the City should prioritize and the best ways to upgrade the facilities. Over the coming months, we will be reaching out to you directly to discuss potential revenue options that will allow us to implement these vital improvements. For example, the Campbell Library, operated by the Santa Clara County Library District, was built over 40 years ago. The building space has been limited for books, programs, and people. The constraints limit our children’s ability to participate in literacy enrichment and after school programming. An updated library could greatly improve our local community by potentially offering: •

Improved access for senior and disabled residents; and

New technology center, free high-speed internet, and public computers.

Our Police Department is currently working out of a facility that does not meet seismic and operational standards. We would like to explore ways to upgrade the facility to ensure the Police Department is able to respond quickly and efficiently in the event of a major earthquake or disaster. Our police officers have been working out of a portable temporary building that is overcrowded and does not provide modern policy technology. That is why we are looking into ways to upgrade the facility and expand the Police Department’s crime prevention programs and emergency preparedness. The facility could include a police emergency operations and 911 dispatch center that would remain fully operational during a disaster. Continued on page 2

We want to hear from you! Send us your thoughts on what improvements you’d like to see to our library and public safety programs. Email your thoughts to us directly at cmoffice@cityofcampbell.com. As we move forward with this process, there will be many opportunities for you to share your thoughts and weigh in on ways to upgrade city services. We look forward to hearing from you soon. Sincerely,

Brian Loventhal City Manager

Campbell Community Garage Sale The City of Campbell will host its 17th Annual Citywide Garage Sale “Campbell On Sale” on Saturday, August 11, from 8:00 a.m. to 4:00 p.m. Last year, approximately 150 residents registered to participate in the event. Many of them were events involving several families combining their items to have a larger event. This year, the City moved its event to coincide with “National Garage Sale Day.” City staff organize this annual event to encourage the sale of reusable items rather than discarding them into the landfill. The community garage sale also promotes public awareness of impact of solid waste on landfills and the importance of recycling. Registered sellers will receive a link via e-mail or a printed copy of a “Reuse and Resale Resource” guide which identifies either recycling businesses and/or charitable organizations accepting donations for items that are not sold. The map listing the location of the registered sale events will be published in the Campbell Express the week prior to the citywide garage sale. Staff will also distribute a few copies in various public locations such as grocery stores and government buildings. Please visit the Public Works Department page on the City’s website at www.cityofcampbell. com for more information and maps as the event approaches. We look forward to another successful “Campbell On Sale” event!

Water Efficient Landscaping - Beautify your Property and Conserve Water Despite a wet 2017 winter that ended California’s five-year drought (2011-2016), the next drought could be just around the corner. While regulations and mandatory conservation rules continue to change, Governor Jerry Brown, the Santa Clara Valley Water District, and San Jose Water Company are calling on residents, businesses, and municipalities to continue to be water wise in their consumption and conserve water as a way of life. One effective way to reduce water use is by replacing lawn areas and overhead spray irrigation with drought-tolerant plants and a drip irrigation system, adding color and interest and attracting birds, butterflies, and other pollinators as well. In addition to saving money from reduced water use, replacing a lawn can often lower maintenance costs. For ideas and information on water efficient landscaping, including a rebate program, visit: www.valleywater.org/ saving-water/landscaping and www.sanjose.watersavingplants.com. For single-family homes, the Campbell Municipal Code includes requirements related to landscaping: • Front yards must be landscaped, except for driveway and walkway areas. • Required landscaping shall consist of turf, ground cover, shrubs, trees, and boulders in a variety of species and sizes. • Paving shall not exceed 50% of the front yard setback area (20 or 25 feet from the front property line). While structures like arbors and trellises require a building permit, improvement projects at single-family properties for work that is only landscaping related, generally, do not require a permit. The exception is for front yard landscaping required for a new single-family home. Front yards at new homes must comply with the State of California’s Model Water Efficient Landscape Ordinance. Most front yard projects will qualify for the Prescriptive Compliance Option, which includes simple requirements like low-water plants, mulch, and water efficient irrigation equipment. For all other properties such as townhomes and commercial properties, the required landscape areas and MWELO requirements vary. We encourage you to contact the Planning Division for assistance at (408) 866-2140 or via e-mail at planning@cityofcampbell.com.

National Night Out The 35th Annual National Night Out, sponsored by the National Association of Town Watch, will be held on Tuesday, August 7, 2018 from 6:00 - 9:00 pm. We welcome you to join Campbell Police staff along with community organizations, neighborhood groups, and City leaders, in celebrating this amazing community-building event. National Night Out provides the opportunity for neighbors to get to know each other and sends a strong message to criminals that our community members will look out for each other by reporting suspicious activity in their neighborhood. Throughout the night, city staff will make visits to registered parties where they will share information, network and answer questions that community members may have. If you plan on having a neighborhood event, we encourage you to let us know so we can plan on visiting your event! Please contact Angela Locke-Paddon by Wednesday, July 27 via phone at (408) 866-2171 or via e-mail at alpaddon@cityofcampbell.com. We look forward to seeing everyone on August 7!

Shorter Permit Process for Solar Permits!

Electronic Bike Lockers Installed at Two Light Rail Stations

The City has shortened its solar photovoltaic (PV) permit process. Each week, the Building division issues about three residential PV permits – and the volume appears to be increasing. As a result of new state laws, the City will not charge more than $450 for a PV permit and the approval process will be expedited. The City encourages those who are interested in solar energy upgrades to contact the Building Division for more information at (408) 866-2130 or building@cityofcampbell.com.

Electronic bike lockers have been installed at the Hamilton Avenue and Downtown Campbell Light Rail Stations, respectively. The purchase of the electronic bike lockers was funded in part with a grant from the Bay Area Air Quality Management District’s Transportation Fund for Clean Air Regional Fund Program. The Hamilton Station has two dual lockers (two spaces each; four total spaces). The Downtown Campbell Station has one quad locker (four total spaces). The electronic bike lockers are solar-powered and provide more security than conventional bike racks. It is hoped that the additional security will encourage bicyclists to ride the light rail. Rental of the lockers is five cents per hour. To be able to use the bike lockers, users can find information at www.bikelink.org.

New Projects Make Campbell a Better Place to Play!

Last year, just in time for the Fourth of July holiday, significant improvements to Jack Fischer Park were completed to the delight of children, parents, grandparents and all users of this neighborhood park. Playground equipment, including many new and additional play features replaced the aged equipment and gave this park a much needed overhaul. City staff continues to plan and begin work on many other park improvement projects this year. Here are some highlights: Community Center Play Area Construction began in the spring to build a new play area at the Community Center. The play area will be located on the southeast corner of the athletic fields across from the parking lot and will feature a playground for school age children (5-12 years old). The existing picnic tables in this area will be re-arranged and joined with new picnic tables to offer seating at both ends of the play structure. The ground cover will consist of engineered wood fiber, decomposed granite and rubber safety surfacing. For sun protection, the play area will also have shade panels. A seat-wall is built between this new park area and the athletic field providing both a separation and additional seating. A perimeter fence is included along the parking lot side of the play area with two access points. All healthy existing trees will be preserved. Community Center Exercise Equipment The exercise station area adjacent to the west side of the running track at the Community Center also had construction start in the spring. The popular station and the equipment were installed over a decade ago and were in dire need of replacement. The deteriorated rubberized tile surfacing is being replaced with a new pour-in-place rubber surfacing. A total of 14 updated exercise stations are being made available to provide a wide range of exercise options including two of which are wheel-chair accessible. Campbell Park The City is continuing with the conceptual design of the Campbell Park play area. The goal is to modernize some of the amenities while increasing play value, improving American with Disabilities Act (ADA) access, and addressing capacity concerns with the size of the existing restroom area. The City will solicit public engagement to help guide the final project scope. John D. Morgan Park – Budd Avenue The Budd Avenue side of JDM Park is also scheduled to receive much needed attention. The improvements will focus on increasing play value for a variety of park users. The City will be soliciting public input as part of the conceptual design, which will begin later this year. For more information about these capital improvements, please visit the Project Updates page at www.cityofcampbell.com.

LOOKING DOWN & LOOKING BACK: AERIAL PHOTOGRAPHY OF CAMPBELL OPEN THROUGH OCTOBER 2018 Don’t miss this unique photography exhibit highlighting the changes in Campbell’s landscape. The exhibit features aerial photographs from the Museum’s permanent collection paired with present day drone photography from photographer: Jason Brickman. Aerial photography demonstrates the changes from the earliest aerial images of the valley beginning in the 1930s through to modern images of Campbell’s role and development within Silicon Valley. It is a visually stunning display of how Campbell has grown and developed over the last century. Admission to the exhibit is free with admission into the Ainsley House. DRESSED IN CONTEXT: WOMEN’S CHANGING FASHIONS 1900-1930’S OPEN THROUGH OCTOBER 2018 Fashion is a reflection of society. To understand the changes in culture, society, and global influences, one needs only to look at what is in style. Fashion changes rapidly when the world is changing. Two important reflections of changing fashions with the changing world is the transition from the early 1900s, Edwardian Period, to the 1930s, the beginning of the modern period. Dressed in Context will explore this change in ladies fashion that occurred between these two periods in time, how the fashion was influenced by the changes in the world, and how society was influenced by fashion. The exhibit will be on display in the Carriage House from March 1 through October 2018. Admission to the exhibit is free.

*The Carriage House will be unavailable during the annual Ainsley House Holiday Tea and Tours during the month of December.

Swim Lessons

Choosing the appropriate level... Children should be registered for a level based on their age and ability. Please read the descriptions of skills in each level. Typically, children repeat a level two or three times before mastering skills and moving on to the next. Register for lessons by the week or Saturday sessions. Make-ups are not available.

Parent & Me (6 mo-3 yrs)

Music Together: Mixed Age (birth-6 yrs)

Child development researchers have found that grouping together children of varying ages fosters natural, family-style learning. The hallmark of the Music Together program, our Mixed-Age Class gives children the environment they need to grow musically, while interacting both socially and musically with peers of different ages. Younger children enjoy watching and imitating older ones; older children learn by leading younger ones; adults are happy because their children can go to class together. Any or all of child’s caregivers – parents, grandparents, nannies – can come share in the experience, both in class and at home. The whole family is welcome for this important family music experience. A $50 lab fee is due on the first day of class. For more information, visit www. musicalme.com. Class is held in L-58.
