A Message From The City Manager Dear Friends, It’s my pleasure to present this Fall issue of the “Campbell Profile.” The purpose of the newsletter is to provide residents with an update of City projects and programs. The Profile is published three times per year. I would like to take this opportunity to share with you important information about an upcoming change to the way Campbell voters elect City Councilmembers. Since January 2019, the City has been holding public hearings to discuss with the City Council and members of the public a transition from an at-large City Council election system to a district-based election system. An at-large election system allows voters of the entire city to elect the five councilmembers of the City Council; a district-based system has voters voting solely for the councilmember who resides in and will represent their particular district of the City. The impetus for transitioning to a district-based election system stemmed from a demand letter from the law firm Shenkman & Hughes that alleged the current system of at-large elections discriminates against minority voters and candidates. The City did have the option of challenging the legal threat in court which would likely have led to a costly and unsuccessful litigation process. Therefore, in an effort to protect and maintain tax payer dollars for valuable resident needs, the City Council began the voluntary process of transitioning to a district-based election system. As part of the transition process, community engagement was sought in order to create the new district boundary maps. A mapping tool was available on the City’s website and two community workshops were held to train participants on how to use those tools. Participants were encouraged to consider features such as school attendance areas, natural dividing lines such as major roads, hills, or highways; as well as ensure that each district contains nearly equal populations and does not use race as the predominate factor. The City also retained the assistance of a demographer to create a district map to submit to the City Council. The City received 25 maps for consideration by the City Council, and at its June 18, 2019 meeting a map was selected as the City’s electoral district map. The map is included in this edition of the Profile for your information, however, all voters will be directly notified via mail by the Santa Clara County Registrar of Voters regarding their assigned district. I hope you find the articles in this newsletter helpful. • Amended the Classification and Salary Plan to revise the class specifications for Community Services Officer, Public Safety Dispatcher, Accounting Technician, and Finance Director. • Approved modifications to the existing Arcade Permit at LVL UP to allow for extended hours and additional arcade machines. • Approved a Live Entertainment Permit for Campbell Brewing Company. • Received a status update on the General Plan (Envision Campbell) Update Process. • Received an informational report regarding the anticipated Measure O work plan and timeline. • Declared the intent to transition from an at-large to a districtbased election method for City Council elections. • Appointed Sharon Teeter and Liraz Abraham to the Parks and Recreation Commission, each to four-year terms expiring December 2022; and appointed Frank Beitz to the Parks and Recreation Commission for a short term expiring December 2021.

• Declared March 13, 2019 Arbor Day in the City of Campbell. • Accepted donations from Luna Mexican Kitchen and Classic Car Wash for Campbell recreation programs. • Adopted a resolution congratulating Carol Hoffman on her selection as Campbell “Citizen of the Year.” • Approved the Civic Improvement Commission’s updated list of recommended public street names and directed the Commission to develop criteria for future naming of streets. • Various actions related to the approval of plans, specifications, and authorization to solicit bids for the Winchester Boulevard Resurfacing Project. • Approved mid-year operating budget adjustments increasing the fund balance of the General Fund revenue by $612,140 and decreasing the General Fund expenditures by $609,921. • Declared the month of March as “Youth Art Month” and “American Red Cross Month” in the City of Campbell. • Held a public hearing to receive input from the community regarding the creation of a District-Based Election System. • Accepted the Housing Element Annual Progress Report.

• Held a Joint Study Session with the General Plan Advisory Committee (GPAC)

• Authorized the issuance of a Request for Proposals (RFP) for the John D. Morgan Park (Budd Avenue) Improvement Project and authorizing the Public Works director to enter into an agreement. • Various actions related to the Eden Avenue Sidewalk Improvement Project including advertisement for bids, plans and specifications. • Determination that the Condition of Approval of the Pruneyard Master Use Permit pertaining to the construction of a public pathway within the State of California Highway 17 right-of-way by the developer has not yet been satisfied. • Reaffirmed the City of Campbell Statement of Values without any desired adjustments. • Held the annual City Council Strategic Priority Setting Session.

• Recognized former District 4 Santa Clara County Supervisor Ken Yeager for his many years of public service. • Amended the Classification and Salary Plan to change the Project Manager title to Senior Project Manager. • Held a second public hearing to receive input from the community regarding the creation of a District-Based Election System. • Directed staff to amend city ordinances to comply with new state housing laws. • Accepted a $1,000 donation in memory of Walter Martinez Jr. to fund scholarships for swimming lessons at the Campbell Community Center. • Accepted a $5,000 donation from Kaiser Permanente for the 2019 Summer Concert Series. • Held a study session to review FY 2019-20 departmental work plans and revenue projections.

CAMPBELL HISTORICAL MUSEUM 51 N. Central Avenue

In 1964, the first Campbell Historical Museum exhibit opened in the Country Women’s Club headquarters on Campbell Avenue. In 1984, the museum opened its doors in the Old Fire House. The Museum offers all year round hands-on history experiences in its one room exhibit hall filled with four exhibit stations, a 1925 electric car, a visitor orientation area and an outdoor public native plant garden.

FREE for museum members and children under age 6 Combination tickets including a visit to the Ainsley House are available. Tickets do not have to be used on the same day.

The history of the United States Postal Service (USPS) is rooted in a single, great principle: that every person in the United States – no matter who, no matter where – has the right to equal access to secure, efficient, and affordable mail service. It is the USPS who pushed for major advances in technologies and transportation that helped to develop the Nation and bind it together from coast to coast. At this new exhibit visitors will have a chance to explore the history of US mail, follow a letter through history, and make their own stamps, and other hands on activities.

On Friday, October 25, The Campbell Historical Museum invites families to the 17th annual Spooky Night for some not-too-spooky fun from 2-6pm. Come in costume and come prepared for a ghoulishly good time. The Museum will have Halloween crafts and activities geared for children ages 2 to 11, but open to kids of all ages. Admission is FREE for everyone.

History Happy Hour lecture series at the Ainsley House is a great place to: learn about interesting topics, meet new people and tour the Ainsley House from 5:30-7:30pm! $15 per person admission, price will include: appetizers and drinks plus entry into Ainsley House. Both three-hour field trips are offered Monday through Friday in the morning. Museums offer students the opportunity to learn historical content through interactive hands-on exploration. Students will have a chance to look, listen, touch, taste and play with history. The museums’ education programs are designed to teach critical thinking skills across disciplines as well as develop cultural sensitivity and historical empathy. In addition, the Campbell Museums offers four rentable history trunks: Ohlone, Pioneer, Orchards & Canneries, and Immigration. The trunks are filled with touchable artifacts, an instructor’s guide, and rent for $60 per month. AINSLEY HOUSE & MORGAN GALLERY

300 Grant Street In December 1925, Mr. & Mrs. John Colpitts Ainsley moved into the Ainsley House, just in time to celebrate Christmas. Mr. Ainsley was the first industrialist fruit canner in Campbell. The House is a Tudor Revival style home with original furnishings purchased by the family in 1925. In 2005 the House became listed on the National Register of Historic Places, the Ainsley House opened to the public for tours in 1994.

Fun for Little Ones (9 mo-3.5 yrs) This will be a fun-filled class in which parents participate with their child and introduce them to group play as well as connect with other parents. Participants and parents will join the instructor Miss Michele, in a morning filled with singing, dancing, playing, learning, and lots of giggling. Participants will sing songs and explore movement activities using props like parachutes, tunnels, slides, musical instruments and much more. Youth Dance Hip-Hop/Break-Dance with Mz. K (4-13 yrs) Hip-Hop dance refers to street dance styles primarily performed to HipHop music or that have evolved as part of Hip-Hop culture. Junior Piano (4-6 yrs)

This fun and educational class is for the absolute beginner guitarist. Students will be introduced to the basics of guitar playing and music fundamentals by learning fun, contemporary songs. Topics include tuning, chord strumming, “power” chording, blues, and the fundamentals of note and rhythm reading. CONTINUING: This is a follow-up class to the above. Students will work on music rudiments and songs both as a group as well as receive some limited individual instruction. Topics include playing chords to popular and classic songs, tablature melody playing and beginning fingerpicking. Class curriculum rotates each session so the student can repeat this class up to four times. This class is designed to keep a student active in their musical development in an affordable, low-pressure and fun environment. This class explores basic singing skills through creative and fun games. Students learn the basic elements of breath control, voice placement, tone, phrasing, and pitch in a fun-oriented format. The Jr. robotics course (Grades 1-2) takes students on an introductory journey into the world of robotic machines. Students will be introduced to basic engineering challenges and programming concepts, as well as hardware and networking / troubleshooting. We use the following platforms for Jr. students in class: Lego Wedo Education, Cubelets by Modular Robotics, Dash with Blockly, and Cue. Students learn through playing, creating, programming, and building various machines in addition to creating programs, and utilizing motors, light sensors, distance sensors, power, inverse blocks, loops, conditions, and more! Youth Gymnastics, Cheer & Yoga All Youth Gymnastics, Cheerleading and Yoga classes are taught by GymKids USA Owner, Ms. Melinda. Please visit gymkidsusa.com for more information. Observation Policy: To ensure a better learning and teaching environment parents are welcome to observe the entire last day of class only, our special award day! Waiver Requirement: Parents are required to sign a waiver on the first day of lessons before any student may participate in any GymKids USA classes. Gymnastics

Cheerleading: Cheerkids (5-10 yrs)

GYM KIDS 1 and 2 classes are taught at the beginning and intermediate level based on age-appropriateness and skill-level of each student. Recreational gymnastics and basic tumbling skills are taught using mats, inclines, octagons, balance beams and climbing structures for progressive skills. This program covers proper agility, coordination, strength, and flexibility development. Careful attention to proper technique, stretching, warm-up, and above all safety is stressed in every class. Rhythmic gymnastics and dance are also incorporated into gymnastics using ribbons, scarves, balls, hoops, bean bags and parachute. Location: M-50

CHEER KIDS is a fun class in cheerleading, dance, and tumbling. Noncompetitive cheerleading lessons focus on proper technique, cheer positions, cheer jumps, chants, and cheers. Cheerleaders will also learn fun pompom and drill team style dance routines. Beginning tumbling gymnastics and an introduction to stunting will be taught based on age appropriateness and skill level of each student. Safety guidelines of the USAG are strictly followed. Cheerleaders will use custom gold metallic pompoms for class. A one-time $28 pompom fee is due to GymKids USA at the first class; returning students, please bring your pompoms to class. Yoga Gym Kids (5-10 yrs) Girls and boys will exercise and focus their energy constructively through beginning yoga poses and gymnastic movement. CAMPBELL RECREATION CORE VALUES: This is a recreational program where fun and fundamentals are stressed and followed. All skill levels are welcomed! Each player will learn techniques of dribbling, shooting, passing, defense, good sportsmanship and other fundamentals of the game. All players will play a minimum of two full quarters each game. All players receive their own NBA replica team jersey and shorts. GRADE LEVELS/DIVISIONS: The Campbell Recreation Youth Basketball League is offered during the winter season to youth grade divisions 1st - 5th. All games and practice sessions are held on Saturdays in the Campbell Community Center gymnasiums. The league time frame is approximate and will vary by team; there will be a one-hour practice followed by a one-hour game each Saturday. A team schedule will be given once teams are formed in mid-December, and before the league begins. PLAYING WITH FRIENDS AND/OR COACHING REQUESTS: Each league is organized by grade and skill level. Boys and girls play together on the same teams. Players will be placed on teams based on team balance, grade, and requested friends on the same team. There is no guarantee each participant will be placed on the team of their choice. Every accommodation will be made to achieve balanced teams and leagues. SIGNING UP TO BE A COACH: Teams are coached by volunteer parents and adults. It is required that each team has at least one parent volunteer coach. If you are interested in coaching or being an assistant coach in our Youth Basketball Program, please check the boxes for Head Coaching or Assistant Coaching during the registration process. Coaches are needed to oversee each team, provide supervision, guidance, and fun. Interest in working with youth and a positive approach are required. Knowledge of basic basketball skills desired. All coaches need to be fingerprinted by the first practice. PRE-SEASON PARENTS AND COACHES MEETING: A parent and coaches meeting will be held January 2, 2020. Youth Sports All tennis classes will be held at the Campbell Community Center Tennis Courts. Chuck Sanfilippo, a certified U.S.P.T.A. instructor, will teach all classes. Lessons are designed to develop skills, sportsmanship, and a healthy competitive attitude that will last a lifetime. Beginning through Intermediate level, instruction is offered in small group lessons (maximum of four students per class). Students need to bring their own tennis racket and bottled water.

Tennis: Advanced Beginner (7-17 yrs) Classes are for players who have a general knowledge of the game and have the ability to maintain a rally for five strokes. Advanced Beginner lessons will focus on the serve and volley, speciality shots, strategy, and fine-tuning strokes. Youth Sports The Campbell Skatepark is located at the Campbell Community Center, just off Campbell Ave., west of Winchester Blvd. The Skatepark is a supervised facility and only open during specified hours. Skaters need a paid membership (or $1 daily entry fee), a signed liability release form on file, and required safety gear to participate.

We empower young people to become aware of their full potential and strive for excellence through the sport of swimming

Campbell 'Wave' Youth Swim Team The Campbell Wave competitive USA Swimming team is open to ages 5-18 years. Enrollment is ongoing, and practices are held year round. Practices are held Monday through Saturday and are divided by age and ability level. Swimmers should attend at least three (3) practices per week to see improvement in both endurance and stroke technique. Swimmers in more competitive groups will be required to attend more practice sessions.

Pre-Competitive Swimming The pre-competitive swimming group is a training ground for year-round competitive swimming. Eligible swimmers must have completed an “Advanced Beginner� or higher swim lesson and pass a swim test given by coaching staff. Swimmers will later have the option of moving on to a competitive group.

REGISTRATION INFORMATION: A skills test is required to determine the appropriate group placement. Group fees vary depending on skill level and age. Please contact Wave Coaching Staff at (408) 866-2160 to arrange a skills test and obtain the appropriate fee schedule.

COST PER SWIMMER: There is a one-time registration fee of $40 required for all swim team participants. Monthly fees range from $57 to $120 per swimmer depending on skill level.

Creative Dance for Stress and Anxiety (12+ yrs)

This dance class is comprised of beginning and intermediate hula students who desire a non-competitive learning environment. Students will be taught the basics of Hula dance, along with basic information on culture, history, and language. Corporate Memberships Drop-In Fitness Program Community-based businesses are encouraged to register for the Corporate Membership Program. Adult Sports All tennis classes are held at the Campbell Community Center Tennis Courts. Chuck Sanfilippo, a certified U.S.P.T.A. instructor, teaches all classes. Lessons are designed to develop skills, sportsmanship, and a healthy competitive attitude that will last a lifetime. Beginning through Intermediate level instruction is offered in small group lessons (maximum of four students per class). Students need to bring their own tennis racket and bottled water. All classes are co-ed unless noted otherwise.

Private Tennis Lessons Chuck Sanfilippo teaches private tennis lessons for the Campbell Recreation Department as his schedule allows. The fee is $34 per half-hour. Tennis: Beginner (18+ yrs) Beginner classes are for those who have little or no tennis experience. These classes offer an introduction to the game of tennis, covering the basic strokes such as the forehand, backhand, and the serve. The focus of these lessons will be on developing consistency. Emergency Preparedness Heartsaver CPR/AED (13+ yrs)

Community Emergency Response Team (CERT)

In this Heartsaver CPR/AED skills-based class, you will be trained in the new “Science of CPR” and “Relief of Foreign Body Airway Obstruction”. Students will demonstrate the proper technique and sequence of CPR. Instruction and hands on training, using an AED, will be included for adults and children over 1 year of age, after which you will receive a two-year certification card. Fee includes a key chain pocket mask/barrier. This class does not include a BLS Healthcare Provider card. Instructor: Santa Clara County Fire Department Staff and is held at Sunnyoaks Fire Station, McCormack Training Center classroom (rear), 485 W Sunnyoaks Ave, in Campbell.

The Community Emergency Response Team program educates people about disaster preparedness for hazards that may impact their immediate area and trains them in basic disaster response skills such as: fire safety, light search and rescue, team organization and disaster medical operations. Using classroom and simulation based education; CERT members can assist others in the neighborhood or workplace immediately following an event when emergency responders may not be immediately available to help. Taking CERT training is easy, fun and a great way for your business or neighborhood to strengthen working and personal relationships that will be vital in responding to an emergency.

Parks Frequently Asked Questions

Campbell Community Center 1 W. Campbell Avenue The facility contains: tennis courts, handball courts, athletic fields, an allweather track, outdoor fitness zone at the track (for ages 14+), restrooms, and a skate park. Night lighting keeps the tennis courts, handball courts and track open for use until 10 p.m. each night. All courts are available on a “first come first serve” basis except during Campbell Recreation tennis lessons. Athletic fields are available for reservation. Group picnics are not allowed at the Community Center. No BBQs are allowed.

Do I have to make a reservation to use the picnic areas at the park? No, there are first-come, first-serve areas at just about every park. Reservations are only required when alcohol (beer and wine only) are going to be served, and/or if you would like to have a bounce house. Reservations are available for John D. Morgan Park and Edith Morley Park. For more information, please visit www.campbellca.gov/parks. Can tables and chairs be brought into the park to accommodate more people for my party? One or two small tables, if needed, to put the food on are okay. However, tables and chairs to accommodate more people in the park are not allowed. Each park was thoughtfully designed with picnic tables and benches to accommodate a reasonable amount of people for the designated area. The park, picnic areas, parking, restroom facilities, and garbage receptacles would be impacted. Can portable BBQs be brought into the park? No, please use only the stationary BBQs that are built into the picnic areas at John D. Morgan and Campbell Park. Are bounce houses allowed in parks in Campbell? Yes, with a picnic reservation/permit at John D. Morgan or Edith Morley parks only. Only companies with liability insurance on file with the City of Campbell may be contracted to provide the bounce house. Please note that there are no electrical outlets at the parks, and a generator will be needed.

Group Picnic Reservations Picnic reservations can be made online or in person at our recreation main office. Rental fees are due at time of reservation. Campbell residents (verification of residency is required) may make reservations a full 180 days in advance (approx. 6 months). Dogs are not allowed in children’s play areas or at the Community Center while athletic fields are in use or during special events. When does the water feature get turned on at John D. Additional free parking is available in the Downtown area: The Second Street Parking Garage - located between Second & Third Streets at the corner of Civic Center Drive. This garage is accessible from both Second and Third Streets and has 300 parking stalls. It is a short three-block walk to the Community Center from this garage. Campbell Community Center

Orchard City Banquet Hall The Orchard City Banquet Hall has a lobby, permanent stage, wet bar, audio and visual system and is wi-fi ready. The hall accommodates up to 300 people for banquet style seating and 400 people for theater style seating, making it a perfect venue for wedding receptions, quinceaĂąeras, parties, seminars and other special events. The hall can be divided into two smaller rooms for weekday rentals.

Multi-Purpose Room (M-50)

The newly updated Activity Room accommodates 49 people banquet style or 25 people classroom style. It features new vinyl floors and a full kitchen equipped with a stove, oven, microwave, sink, refrigerator and freezer.

The Multi-purpose Room can accommodate 100 people banquet style. This room has a kitchen facility equipped with a refrigerator, sink, microwave. It has mirrors on two walls, and restrooms are attached within the building.

The Board Room (E-42)

Mary Campbell Room (Q-84)

The newly updated Board Room can accommodate 30 people theater style (no tables), or 20 people classroom style. It features new vinyl floors, a white board, and counter space with a sink. This is ideal for meetings or trainings.

The Mary Campbell Room can accommodate 50 people classroom style or 75 people theater style (no tables). This room has tiered seating, and is ideal for conferences, trainings and lectures.

The Conference Room (E-44)

Roosevelt Redwood Room (Q-80)

The newly updated Conference Room can accommodate 18 people classroom or conference room style. It features new carpet, a white board, Smart TV capable of screen mirroring and a small counter. This is ideal for small meetings/trainings or board meetings.

The Roosevelt Room can accommodate 125 people banquet style or 200 people theater style (no tables), or 60 people classroom style. This room has a kitchen attached that includes an oven, microwave, refrigerator and freezer, sink and counter space.

The Main Gymnasium offers spectator seating in bleachers, six basketball standards, volleyball courts, badminton courts, portable basketball score clock (for an additional charge), and lobby with restrooms.

Groups or individuals wanting to reserve field time for their group, party, or private use must obtain a Facility Use Permit through the Recreation & Community Services Department. Applicable fees will be assessed, and are due at the time the reservation is made. A Certificate of Insurance will be required for all athletic uses. Fields available for reservation include the fields at John D. Morgan Park, and the Community Center.

Auxiliary Gym The Auxiliary Gym offers six basketball standards, one volleyball court, three badminton courts, a hardwood floor, and portable score clock (for an additional charge).

A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school district boundaries are not considered residences. Those living within Campbell’s incorporated city limits, but have a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, pre-printed personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

All cancellation or transfer written requests must be made to the Recreation Office with at least a five (5) business days’ notice prior to start date of the activity. A $10 cancellation fee per activity per person will be deducted from the refund. Cancellations or transfers with less than five (5) business days’ notice will NOT receive a refund or transfer. Online request forms available at www.campbellca.gov/ recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required, and must be provided within six (6) weeks of the activity start date. Separate policies apply to fitness passes, sport leagues, trips, facility reservations, Campbell Recreation Pre-school, Wave Swim Team, and Heritage Theatre events. Please inquire before registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is cancelled by the Recreation Department. Refunds of $10 or less will be credited to the payer’s ActiveNet account for future use in activity enrollment or reservations.

Waiting Lists Waiting lists are established once a class is filled. If a vacancy occurs more than two (2) working days prior to the start of the class, waiting list names will be called and/or emailed, and given a limited time to register for the vacancy. Less than two business days before class starts, openings may be filled on a first come, first serve basis.
