CAMPBELL PROFILE City News For Residents
PROFILE
Vol. 117, Fall 2018
A Message From The City Manager Dear Friends, It’s my pleasure to present the Fall issue of the “Campbell Profile.” The purpose of this newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is published three times per year in the Recreation Guide. The City has been contemplating a revenue measure to address facility needs related to the Civic Center campus, defined as the city blocks bounded by North First Street, Civic Center Drive, Harrison Street and Grant Street. Based on community input, the City Council has expressed interest in placing a $50 million general obligation bond on the November 2018 ballot to support infrastructure improvements for the police department and library facilities. At the time of this newsletter’s printing deadline, the Council had not yet taken final action to place this measure on the ballot. Assuming that the Council directs staff to proceed, more information about the ballot measure will be made available on the City’s website in the months preceding the November election. Meanwhile, we continue to track State legislation affecting housing in Campbell. Last year, multiple bills were enacted to streamline local government approvals for housing projects in an effort to address the State’s housing shortage. In response, the City is reviewing and developing permitting and process improvements related to housing that comply with new State laws. The City Council has also expressed interest in revising the City’s Accessory Dwelling Unit regulations by reducing or eliminating the minimum lot size requirements for a unit. In other State legislation news, Campbell continues to benefit from SB 1 (Beall), “The Road Repair and Accountability Act of 2017.” SB 1 doubles the amount of revenues each city receives from the State for local street maintenance and rehabilitation needs. Annually, $500 to $650 million will go to cities statewide, allocated on a per capita basis. Campbell receives $700,000 per year in SB 1 revenues to support Annual Street Maintenance. At their June 19 meeting, the City Council adopted new Operating and Capital Budgets for Fiscal Year 2018-19. The adopted budgets are approximately $64.9 million, and $4.9 million, respectively. The General Fund has estimated revenues of $52.9 million and proposed expenditures of $52.8 million, including the use of $1.5 million in reserves. The City continues to take efforts to proactively manage expenses and enhance revenues where possible. The City is also taking steps to leverage new technologies and systems that will allow for the City to continue providing first class services in an efficient manner. Improving the quality of our streets and making more homes available in Campbell benefits all members of our community. If you have any comments or suggestions, please contact the City Manager’s Office at cmoffice@cityofcampbell.com. On behalf of the Campbell City Council and staff, I wish you and your families a wonderful autumn and holiday season. Sincerely,
Brian Loventhal City Manager

Using Technology to Connect Everything is connected by a network. There are social, entertainment, telephony, and computer networks. The City of Campbell also relies on networks to run our 9-1-1 call center, finance system, infrastructure and asset management, recreation registration, and many more ways we help residents utilize City services. Network companies like Cisco Systems, Brocade, and Hewlett Packard (HP Aruba) are large local companies that provide needed network equipment and help connect the world. The City Council recognized the potential of network technology to do a better job of serving the needs of Campbell residents. They also recognized that our existing network was obsolete, thus increasing concerns about internet security and system stability. In 2017, the City reviewed proposals from several network vendors and selected Hewlett Packard (HP Aruba) offered by Dasher Networks, a Campbell-based business. The HP Aruba platform aligned with the City’s desire to secure its core network and extend the city network capabilities beyond the walls of City Hall. The new platform facilitates the ability to provide public and private Wi-Fi using the same network access points thus eliminating the monthly expenses associated with multiple internet access accounts and saving the City money. The Aruba platform also allows the City to keep up with current networking security standards and changing Cloud and IoT standards. The City could potentially use this capability to extend public Wi-Fi to the downtown, develop public intercom systems, and connect our public safety systems. We are excited about moving on to the next level of networking and the potential for expanding our reach to Campbell residents and businesses.
New Public Safety Technology Computer Aided Dispatch equipment and software (CAD) is the heart of any modern emergency system. It is the tool Campbell Police Public Safety Dispatchers use to help manage personnel, connections, data and events. The goal is to get the police, fire and medical assistance to the public in a timely manner. CAD assists Campbell dispatchers by managing multiple resources and data feeds in real time. A call to 9-1-1 can allow for the caller’s phone number, name and address to be pulled from the telephone company before a word is spoken. On April 24, 2018, the City launched the use of a new CAD system, which was a significant, multi-year technical undertaking that involved all members of the Police Department and many hours of training. Decision makers, technical staff and field and dispatch users were involved to ensure a successful transition. The Campbell Police Department relies on multiple technologies to keep the dispatch of emergency personnel quick, simple and error-free. This new system interconnects to local, state and federal resources so we can quickly identify potential criminal individuals, stolen cars or to ask for additional assistance from neighboring emergency service providers. The system wirelessly connects to mobile police and fire vehicles so they are always connected and are hyper-aware of what is happening. It assists the dispatcher as they direct the most appropriate resources by utilizing sophisticated mapping technology, similar to the maps on a smart phone, but more robust and accurate. This system will show dispatchers in the Center the closest unit that can respond to a call based on maps showing vehicle locations in real time.

Annual Street Maintenance Program
With approximately 95 miles of roadway maintained by the City, we recognize that preventive maintenance is the most cost-effective way to maintain the streets. The purpose of preventive maintenance is to extend the service life of a street by preventing water from entering into the pavement, which can cause softening of the underlying structural section of the street; and thus, causing premature failure of the roadway surface. When preventive maintenance work is done correctly and in a timely manner, the service life of a street can be greatly extended. Preventive maintenance work is far more cost effective than repairing roadway failures – such as pothole repair. Each year, the City’s Annual Street Maintenance Program awards one contract for preventive pavement repair work. This year the project was the Residential Rubber Cape Seal and Slurry Seal Project which sealed over 9 miles of residential streets across the city. In 2018, a second project was made possible by additional funding from California Senate Bill 1 (SB1) also known as Road Repair and Accountability Act of 2017 to repair the pavement on Audrey and Hack Avenues. These streets in the San Tomas Area Neighborhood Plan (STANP) were developed under Santa Clara County jurisdiction prior to the annexation to the City of Campbell. Cores of the existing street section revealed only about a half-inch to one-inch of chip/slurry material on top of existing dirt. The heavy rain from the past winter caused further damage to these streets to the extent that frequent pothole repairs were necessary and the repairs would only provide a short-term fix. With partial funding from SB1 dollars, the City was able to address the pavement conditions on Audrey and Hack Avenues much sooner than would have otherwise been possible. SB1 funding allows the acceleration of the delivery of projects that have not been addressed due to lack of funding. In general, SB1 enables cities and counties to fund significant maintenance, rehabilitation, and safety needs on the local street system. In Campbell, we expect to receive $700,000 per year from SB1. To learn more about SB1, please visit http://www.rebuildingca.ca.gov/
Campbell Police Department Pink Patch Project For the second year, the Campbell Police Department will be participating in the Pink Patch Project (#PinkPatchProject). The Pink Patch Project is an innovative public awareness campaign designed to bring attention to the fight against breast cancer and to support breast cancer research organizations in combating this devastating disease. We designed a pink Campbell Police patch that will be worn on our police uniforms during the month of October during “Breast Cancer Awareness Month” to show support for cancer awareness. Along with other participating agencies throughout the US, the Campbell Police Department has the added goal of raising funds from the sale of our pink patches where 100% of the proceeds go directly towards research, treatment, and education needed to help find a cure. The pink patches are intended to stimulate conversation with the community and to encourage public awareness about the importance of early detection and the on-going fight against this disease. If you are interested in purchasing a pink patch, the cost is $10 and they are available at the Police Department.

Back to School Traffic Safety
As the school year begins again this fall, please remember to keep an eye out for young students who are walking or bicycling to school. Children are small in stature and may not be easily seen. They also do not have the visual acuity, attention, or decision-making capability to comprehend the complexities of traffic. If you are picking up or dropping off kids at school, please be a good neighbor and do the following: •
Obey the traffic laws and speed limits
•
Obey the school crossing guards
•
Be alert for school pedestrians and bicyclists
•
Be courteous to other drivers
•
Do not use handheld cellphones while driving
•
Do not text while driving
•
Drive on the correct side of the road
•
Do not cut in line
•
Follow the instructions of adult volunteers on school campuses
•
Don’t drive over people’s lawns
•
When parking your vehicle, don’t block people’s driveways
•
After you have dropped off or picked up your children, please do not speed off
If you would like to help improve traffic safety, consider serving as a volunteer at your child’s school. Help make our schools safe places to walk and bike.

Music Together: Mixed Age (birth-6 yrs) Child development researchers found that grouping children of a variety of ages fosters natural, family-style learning. In our Mixed Age class, your child interacts with peers of different ages and participates at their own level in singing, moving, listening, observing, or exploring musical instruments. Younger children enjoy watching and imitating older ones; older children learn by leading younger ones; and adults are happy because their children can go to class together. Children can come to class with or without their siblings, and with any or all of their caregivers—parents, grandparents, nannies—for a community-music experience all around. A $50 lab fee is due on the first day of class. For more information, visit www.musicalme.com. Class is held in L-58.
Little Art Exploration (3-5 yrs) Children will try out different art mediums as they get an opportunity to explore clay, acrylics, color pencils, stamps-inks, crayons, pastels, and more. Our age appropriate mixed media projects allow each child to be creative while developing a rich imagination. The last fifteen minutes of each class will be free choice of musical/parachute play, dress up, and drawing in our fun playroom. Children must be accompanied by a parent/caregiver. A $45 material fee is due at the class. Class held at the Art Beat, 68 E. Campbell Ave., 95008. Activity #

Reservations are only required when alcohol (beer and wine only) are going to be served, and/or you would like to have a small bounce house. Reservations are available for John D. Information: (408) 866-2104
The goal of the Parks Make Life Better!® campaign is to raise awareness of the benefits of parks and recreation throughout California and to raise the status of parks and recreation as an essential community service. www.cprs.org See how the Campbell Recreation & Community Services Department is dedicated to providing quality programs and services for youth through older adults.
Registration Fees “R/NR FEE” throughout the Activity Guide refers to Resident of Campbell / Non-Resident Fee. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.
Resident Status A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school district boundaries are not considered residences. Those living within Campbell’s incorporated city limits, but have a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, pre-printed personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

Refund and Transfer Policy All cancellation or transfer written requests must be made to the Recreation Office with at least a five (5) business days’ notice prior to start date of the activity. A $10 cancellation fee per activity per person will be deducted from the refund. Cancellations or transfers with less than five (5) business days’ notice will NOT receive a refund or transfer. Online request forms available at www.cityofcampbell.com/ recreation. Please inquire before registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is cancelled by the Recreation Department. Refunds of $10 or less will be credited to the payer’s ActiveNet account for future use in activity enrollment or reservations.
Waiting Lists Waiting lists are established once a class is filled. If a vacancy occurs more than two (2) working days prior to the start of the class, waiting list names will be called and/or emailed, and given a limited time to register for the vacancy. Less than two business days before class starts, openings may be filled on a first come, first serve basis.
