CAMPBELL PROFILE

A Message From The City Manager Dear Friends, It’s my pleasure to present this Summer issue of the “Campbell Profile.” The purpose of the newsletter is to provide residents with an update of City projects and programs. The Profile is published three times per year. This past November, over 69% of Campbell voters approved Measure O – a general obligation bond to improve the Campbell Library and Police Department facilities. The City Council placed this bond measure on the ballot to provide funding for these improvements. The age and condition of the current buildings make them no longer seismically-safe, energy-efficient or consistent with updated guidelines of the Americans with Disabilities Act (ADA). The bond proceeds will allow the City to provide and enhance its critical public safety and library services. Design and preliminary engineering work will begin this spring. As the design and construction timeline is defined, this information will be shared with you. On behalf of the City Council and City staff, thank you for your support to help fund these much needed facility improvements. Another priority for the City is the completion of the General Plan Update. The State requires every city and county in California to adopt a General Plan, which is our City’s long-term blueprint for the physical development of the city and any land outside its boundaries that bears relation to its planning. The General Plan contains the goals and policies upon which the City Council and Planning Commission will base their land use decisions. The City adopted its current General Plan in 2001. Since that time, Campbell has grown and changed. Additionally, new laws have been passed which require the City to plan for specific growth such as new housing and transportation options. In 2016, the update process began and a citizen committee called the General Plan Advisory Committee (GPAC) was formed to review and provide feedback about changes to the new blueprint. Over the next year, there will be many opportunities for community input on the update process. The reason we tell you this is because we want your participation so that the new plan truly reflects the community’s vision for Campbell. Visit our project website at https://campbell.generalplan.org for status and calendar information. In this issue, you will find news and updates to get your summer started. This is the season for spending time on our favorite outdoor activities. You will read about our many recreational programs and trips available to youth of all ages. Our annual Summer Concert Series is also upon us. Join us at the Orchard City Green on select Thursdays to listen to live music and enjoy the festive ambiance. I encourage you to review and consider one of our programs this upcoming summer season. In addition, residents and visitors to Campbell can look forward to renovations to all City Parks. You may have already enjoyed the improvements at the following parks: Jack Fisher, John D. Morgan, Virginia, and a brand new play structure at the Community Center. In the next few years, you will see enhancements at Campbell Park and the addition of an all-inclusive playground at John D. Morgan Park. I hope you find the articles in this newsletter helpful. If you have any comments or suggestions, please let me know or call the appropriate City Department listed in the Directory contained in this Profile. Sincerely,

Brian Loventhal City Manager

In January 2019, the City launched a new program in partnership with Silicon Valley Animal Control Authority (SVACA) titled “City Hall Pet of the Month.” The goal of the program is to raise awareness of SVACA’s adoptable pets program and increase their adoption numbers. Each month, SVACA will choose one shelter animal to feature and bring the pet over for a brief visit to City Hall. Members of the public, employees, and Councilmembers are all welcome to participate and get to know the pet. Our first featured pet was a ten week old terrier mix named Luna. She was rescued at only four weeks old from a homeless encampment. Her hearing was impaired and she is believed to even have slight vision impairment. Even though puppies usually get adopted quickly, Luna was having a little trouble finding a forever home. Just a little over a week after her visit to City Hall, she was finally adopted. The City of Campbell is the first city to launch this program with SVACA and we hope it will encourage other agencies to do the same. Look at our various social media platforms for more information on upcoming Pet of the Month events.

Your Campbell Tax Dollars at Work! As part of the City’s Capital Improvement Program, the Department of Public Works will be implementing the following projects. To learn more about these and other projects, please visit the City’s website at www.cityofcampbell.com.

John D. Morgan Park - All-Inclusive Playground The play area on the Budd Avenue side of John D. Morgan Park was installed in the early 2000’s. The play equipment is in need of improvement due to its age. In 2017, the City assessed existing parks for the possibility of improvements to include all-inclusive amenities that address the needs of all, regardless of age or disability. The conclusion of the effort identified the Budd Avenue side of John D. Morgan Park as the preferred site for an all-inclusive playground in Campbell. The City looked for grant opportunities to leverage City dollars and applied for the Santa Clara County All-Inclusive Playground Grant Program (AIPG) and was successfully awarded $1million. Along with a local match of $1million from the City’s Park Fee Dedication Fund, the total project budget is $2 million to build the first all-inclusive playground in the City of Campbell. The project is in preliminary design phase and construction is anticipated to begin in the summer of 2020.

Harriet Avenue Traffic Calming Project The Harriet Avenue Traffic Calming Project will provide improvements to slow down traffic and enhance bicycle and pedestrian safety on Harriet Avenue between the City limit near Keith Drive and Westmont Avenue. Funded partially by a federal grant, construction is anticipated to start in summer 2019. The project consists of adding buffered and green bike lanes, installing speed bumps, and widening the sidewalk over San Tomas Aquino Creek, and replacing the existing flashing beacon at Harriet Avenue/McCoy Avenue with a pedestrian hybrid beacon a.k.a. High-Intensity Activated Crosswalk Beacon (HAWK) with curb bulb-outs. This project will mark the first installation of a pedestrian hybrid beacon or HAWK in the City of Campbell. The HAWK signal is a traffic control device to help pedestrians in crossing a street or highway at a marked but unsignalized crosswalk. Unlike traditional traffic signal lights, the beacon head consists of two red lenses above a single yellow lens. The lenses remain "dark" until a pedestrian desiring to cross the street pushes the call button to activate the beacon. The signal then initiates a yellow to red lighting sequence consisting of steady and flashing lights that directs motorists to slow and come to a stop. The pedestrian signal then flashes a WALK display to the pedestrian. Once the pedestrian has safely crossed, the hybrid beacon again goes dark and is completely off until it is activated by a pedestrian. This allows traffic to flow along the street when no pedestrians are present.

Winchester Boulevard Resurfacing Project Later this year, the Winchester Boulevard Street Resurfacing Project will begin to resurface approximately 2.5 miles of Winchester Boulevard from the northern city limits near Rosemary Lane to the southern city limits at the intersections with Division Street and Knowles Drive. The entire width of Winchester Boulevard within the project limits will be resurfaced with rubberized asphalt concrete. The project will include the upgrading of curb ramps to current American with Disabilities Act (ADA) standards. The project will also resurface W. Campbell Avenue between Jeffers Way and Winchester Boulevard. Construction is anticipated to begin in the summer of 2019 and complete in the fall of 2020. During construction, drivers will experience some lane closures. However, the City will coordinate with the contractor to minimize traffic impacts.

Expedited Administrative Site &

Architectural Permit Review Process The City of Campbell offers a new expedited permit review process for additions to existing one-story single family homes, reducing the length of time needed for administrative site and architecture review by planners from 90 days to 30 days. Additions to existing one-story single family homes need to meet certain requirements to be eligible for the expedited process. Eligible projects are those that do not include tree removal permits or fence permits. Additions must be less than 50% of the existing floor area and result in a total square footage of less than 3,600 square feet. For more information and to obtain an application, visit http://bit.ly/ExpeditedPermits or contact the Planning Division at 408-866-2140.

Vacant Storefront Window Treatment Program

The City of Campbell wants to help beautify vacant storefront windows. In collaboration with property owners and community partners, this program aims to promote available or under-utilized commercial tenant spaces. Through this voluntary, no-cost program, artwork can be temporarily displayed in storefront windows to help revitalize empty tenant spaces. The program’s goal is to help owners draw more interest to their tenant spaces, deter vandalism and engage local artists to showcase their art. This program applies to commercial tenant spaces with storefront windows located on the ground level that are visible and accessible from the public right-of-way. Local artists and middle and high school students wishing to participate can provide 2-D and 3-D artwork including photography for consideration that is of high quality, appropriate for all ages and conforms to community standards and norms. Student artwork must both be school district and city-approved. No physical attachment of artwork will be made to any wall or portion of the tenant space. Artwork appropriately sized for the window space can be displayed on support materials such as easels, stands, pedestals or other appropriate manners of display. Artwork display materials will be provided by the City. For more information, visit http://bit.ly/VacantWindows or contact Economic Development Specialist Michael Thomas at 408-866-2192.

Crime Prevention Tips Temperatures are increasing and summer break is drawing near. Summer means students are out of school and a chance to take a vacation. Unfortunately, summer also provides opportunities for criminal activity in your neighborhoods. The Campbell Police Department would like to remind you to take the follow precautions as you enjoy the warmer weather: •

Always keep your doors and windows locked when you go to bed or leave your house, even if you are leaving for a short period.

Secure all lawn and gardening equipment in your garage or a storage shed, and keep your garage doors closed at all times (even when you're doing work around the house).

Put all ladders and other tools back into a secure storage area after you use them.

Be aware of home improvements scams. If you did not solicit the contractor or salesman who shows up at your door unannounced, do not do business with that person.

Always remember to close your car windows, take any valuables out of your car, and lock your doors every time you exit your vehicle, even if your vehicle is parked in your driveway.

Be aware of your surroundings and those around you when you walk, jog or bike.

Get to know your neighbors! Let a trusted neighbor know if you are planning to travel this spring. Neighbors who know each other look out for each other.

For more tips, alerts, and updates, follow us on social media! We’d love to hear from you and learn ways to better serve our community.

And since our Babies Class uses the same song collections as our other classes, you will experience a seamless transition as your baby grows into our mixed-age classes and beyond. Since babies are musical beings even before birth, it’s never too early to get started: even newborns are amazingly oriented to become music-makers. Because they begin to hear and respond to sound in the womb, most babies’ sense of hearing is well developed at birth, they are already alert to musical sounds – especially the voice of a parent singing! Just as your baby is prepared to learn language, they are equally prepared to learn music. A $50 lab fee is due on the first day of class. For more information, visit www.musicalme.com. Location: L-58.
