A Message From The City Manager Dear Friends, It is my pleasure to present the 2017 summer issue of the Campbell Profile. The purpose of this newsletter is to provide residents and businesses with an update of City projects and programs. The Profile is published three times per year with the Recreation Activity Guide. When I arrived in Campbell, I knew I was fortunate to join a vibrant and well-run City. Over the past four months, I have enjoyed meeting our community leaders, business owners, city staff, and residents, as I learn about the many things that make them proud to call Campbell home. Given the many great things already going on, my goal is to leverage that energy and continue to maintain and improve upon the high quality of life we all enjoy in Campbell. To this end, here are some highlights of current City activities: General Plan Update – The General Plan Advisory Committee (GPAC) has met and will continue to meet in the first half of the year to review the Noise, Safety, Conservation and Open Space Elements of the General Plan. In regard to the Noise Element, the Committee discussion focused on sources of stationary (e.g. A/C units and pool equipment motors) and nonstationary points of noise (e.g. traffic, airplanes, and light rail), as well as late night uses and special events. The Safety Element discussion focused on natural (e.g., floods and earthquakes) and man-made hazards facing the community (e.g., substandard housing, unpermitted accessory dwelling units, and potential for fires stemming from the introduction of grow houses in residential neighborhoods). Discussion of economic development, fiscal sustainability, community services, and facilities will follow. Budget Receives National and State Awards – The City’s fiscal year 2016-17 operating and capital budget was awarded the “Distinguished Budget Presentation Award” by the Government Finance Officers Association of the U.S. & Canada (GFOA). This is the 24th consecutive year receiving this award, and it represents a significant achievement by the City. In order to receive the budget award, the City had to satisfy nationally recognized guidelines for effective budget presentation. The GFOA is a non-profit professional association serving over 18,300 government finance professionals throughout North America. The City’s budget also received an “Excellence in Budgeting Award from the California Society of Municipal Finance Officers (CSMFO). The award is based on similar criteria to the GFOA award. This is the 19th year the City has received this award. Silicon Valley Clean Energy – Starting in April, the Silicon Valley Clean Energy program will offer residents and businesses 100 percent carbon-free electricity at an approximate cost of 1 percent less than PG&E’s rates. The option to purchase 100 percent renewable power at a slightly higher rate will also be available. This is a significant step to improving the carbon footprint of our City as PG&E does not currently offer a carbon free option for its utility users. Special Election Held - On April 25, a Special Election was held for Campbell voters to consider three ballot measures related to medical marijuana dispensaries and revenue. Phase III Art Box – Due to popular demand, Phase III of the City’s “Art Outside The Box” has been launched for this year. As one might have seen around town, this beautification program of the Civic Improvement Commission applies decorative artwork over the City’s traffic control boxes at various Campbell locations. Now in its third year, local artists have an opportunity to showcase their talents by painting up to eight utility boxes. Painting will take place between May and July 2017 after completion of a competitive art selection process. Volunteers are welcome to help prepare boxes for painting. Green Bike Lanes

When do I need a Business License?

To heighten awareness to locations where vehicles and bicycles may cross paths along bike lanes, several Bay Area cities have been installing green bike lanes.

The green coloring is highly visible and alerts motorists to the potential presence of bicyclists. Green bike lanes are made of any number of available materials (e.g. preformed thermoplastic, crushed green glass). Green bike lanes can be expensive to install, so rather than install continuous green bike lanes, most cities are choosing to limit green bike lane installations to high-conflict areas. To view an example of a green bike lane, see the newly installed green bike lane on eastbound Campbell Avenue approaching Union Avenue.

When you start a new business, you will need a business license. If you are a contractor doing any work in Campbell, you will need a business license, which can be secured during the building permit process. If you do any sort of home-based business including consulting, you need a business license and a Home Occupation Permit. Home occupations are limited to those activities that do not require employees or customers to come to your home. It must be contained within the home and not in a garage or accessory structure. There should be no on-site storage and no signs are permitted. Every type of business needs to receive zoning clearance prior to issuance of a business license for that location. Business owners are encouraged to verify that their proposed location is compatible to their proposed use, especially prior to signing any long-term lease for commercial space. Each zoning district allows some businesses simply with issuance of a business license while other businesses may require a special use permit prior to licensing. Getting the Fit Just Right

Bicycling is a fun and healthy way to get around. Before you roll, safety should be your goal! Wearing a helmet reduces head injuries when riding a bicycle, scooter, skateboard or skates. California law requires anyone under the age of 18 to wear a properly fitted and fastened helmet when doing the above activities. Everyone, including parents, should wear a helmet for every ride. MAKE IT A HABIT! A helmet needs to fit properly to be effective at reducing head injuries in a crash. Follow the four easy steps for the right fit: SNUG. EYES. EARS. MOUTH.

Recent Community Center Improvements The Campbell Community Center is a crown jewel amongst our civic facilities. As such, the City Council has funded many improvements over the past three years to maintain this valuable physical asset. These enhancements have not only increased the overall aesthetics and access to the Community Center, but they have also created better spaces for fitness classes, community meetings and recreation programs. The City Council supported these improvements by adopting a budget that is centered on improving the quality of life for Campbell residents. While the projects all vary in scope and financial value, they all serve to provide the high quality facilities to our residents and visitors. Funds were allocated both through the City’s Operating Budget and through the Capital Improvement Program budget, which is dedicated to maintaining or improving all City assets. Below is a summary of these new improvements, as well as a preview of upcoming projects. Dance Studio – The dance studio hosts a variety of classes such as line dancing, hula, ballet and tap. Our preschool program also uses this space for movement and play. The Dance Studio improvements include new flooring, paint, ceiling tiles and the addition of natural light coming from the installation of new windows.

Weight Room – New fitness equipment was purchased, including exercise bikes, cross-trainers, rowing machines, treadmills, free weights, and a multi-station training frame that features several tools such as a TRX, a cable station, and other equipment to promote resistance and strength work outs. The square footage in the room was also increased by removing a partial wall and reconfiguring the storage area. Main Gym – This is one of the biggest transformations at the Community Center! The gym received a complete makeover. The floor was refinished, restriped, and a new logo was painted in the center court. The bleachers were removed and new, motorized bleachers were installed. The heating equipment was removed from the ceiling, and new backboards and a scoreboard were added. The entire interior of the gym was repainted and the lighter color makes the space feel much larger. The restrooms were also renovated.

Building Q – The rooms in this building were upgraded with stylish new flooring, dimmer switch lighting, new ceiling tiles, and neutral paint. In room Q-80, the ceiling height was adjusted to allow for natural light from windows that had previously been painted over. The restrooms in Building Q were also remodeled as part of this process.

Room M-50 – This room is used in the mornings and early afternoons for our Senior Nutrition Program. Over 70 seniors enjoy a healthy, hot meal and catching up with friends each Monday through Friday. M-50 is also the location for our karate and cheerleading classes. The space was transformed with larger windows, installation of automatic shades and door, new flooring and paint. Recreation Center and Adult Center Offices – These office spaces were refreshed by installing new front counters, flooring, and paint, in order to provide a welcoming environment for community members who visit to register for classes. The following two new projects are currently in progress: Aquatic Pool Facility Audit – A consulting team is studying the existing Community Center Pool, mechanical systems and locker room facilities and a report on the condition of the pool and support spaces will be presented to the City Council this summer. Community Center Playground – Preliminary work has started to design a playground at the Community Center for children ages 5 – 12. The playground will be located near the large athletic field and will be enjoyed by our visitors, as well as by the students at the many schools housed at the Community Center.

New Shared Lane Bike Markings (“Sharrows”)

Your Car’s Tailpipe Isn’t the Only Source of Auto Pollution With spring rains, any vehicle fluids that end up on our streets and driveways can get washed into the stormdrain, and flow directly to our creeks. What can you do to help keep these toxic fluids out of our creeks? 1. Fix fluid leaks immediately. If you see a buildup of fluids on your parking spot, place a drip pan underneath your car until you repair the leak. Dispose of the fluid and drip pan at your local Household Hazardous Waste collection center. 2. Change your oil on time. The longer engine oil is used, the thinner it gets. Leaks are more likely and exhaust emissions are increased.

This spring, the Citywide Shared Lane Markings Project will be installing shared lane bike markings, also called “sharrows,” on various streets throughout Campbell. Sharrows are used to assist bicyclists with lateral positioning in a shared lane with on-street parallel parking in order to reduce the chance of a bicyclist hitting the open door of a parked vehicle. Sharrows also assist bicyclists in lanes that are too narrow for cars and bikes to travel side by side in the same lane. Sharrows alert motor vehicle operators of the lateral location of bicyclists. Portions of the following streets will be receiving sharrows: •

The sharrow locations were selected with the help of the Campbell Bicycle and Pedestrian Advisory Committee (BPAC) with an emphasis on routes used to travel to schools. The project is funded with Transportation Development Act (TDA) Article 3 grant funds.

• Do-It-Yourselfers, do it right: If you change your own oil or other vehicle fluids, drain fluid into a drain pan. Use a funnel to pour from pan into a plastic container. Recycle the motor oil with your curbside recycling pickup; other vehicle fluids (and oil) can be recycled through the Household Hazardous Waste collection center hhw.org. • To recycle used motor oil and motor oil filters curbside, you must use a FREE West Valley Collection & Recycling issued oil jug and oil filter bag as they are designed to prevent leaks. • Please place filled oil jugs and filter bags on the curb near your trash/recycling bins for collection. Oil mixed with other automotive fluid will not be collected. To request a FREE oil jug or filter bag, call Customer Service at (408) 283-9250. 3. Clean engines properly. Engine cleaners contain highly toxic solvents that are dangerous to work with and harmful to our watershed. Read labels carefully before you buy. Avoid products containing naphtha, nonylphenol ethozylate, trichloroethane or trichloroethylene. Instead, try limonene, a citrusbased solvent. Use rags instead of water to clean your engine. Don’t allow wash water to go onto pavement, or into the storm drain or street. A clean car helps preserve a clean creek in your neighborhood!

CAMPBELL HISTORICAL MUSEUM 51 N. Central Avenue

In 1964, the first Campbell Historical Museum exhibit opened in the Country Women’s Club headquarters on Campbell Avenue. In 1984, the museum opened its doors in the Old Fire House. Campbell Historical Museum shares the rich history of Campbell and the Santa Clara Valley with residents, visitors, and students. Open Thursday – Sunday, noon – 4:00 pm (excluding public holidays) GENERAL ADMISSION: $2 FREE for museum members and children under age 6 Combination tickets including a visit to the Ainsley House are available. Tickets do not have to be used on the same day.

EDUCATION AND COMMUNITY OUTREACH “The more you know about the past, the better prepared you are for the future.” Theodore Roosevelt. The Campbell Museums offer two on-site education field trips for students to learn about local history: Handson History at the Campbell Historical Museum and History Detectives at the Ainsley House. Both three-hour field trips are offered Monday through Friday in the morning. Museums offer students the opportunity to learn historical content through interactive hands on exploration. Students will have a chance to look, listen, touch, taste and play with history. The museums’ education programs are designed to teach critical thinking skills across disciplines as well as develop cultural sensitivity and historical empathy. In addition, the Campbell Museums offers four rentable history trunks: Ohlone, Pioneer, Orchards & Canneries, and Immigration. The trunks are filled with touchable artifacts, an instructor’s guide, and rent for $60 per month. COLLECTIONS AND ARCHIVES The museum archives and collections are a gold mine of local history. HISTORICAL MUSEUM EXHIBITS The Historical Museum offers a one room exhibit inside the historical Firehouse #1. The exhibit gallery features four main exhibits: Community, Home Life, Recreation, and Work. Each exhibit explores artifacts that relate to the theme and has touchable artifacts for visitors to explore. In the center of the exhibit gallery is a rare 1921 Rauch & Lang Electric Motor Coach. Visitors to the Historical Museum will gain a better understanding of Campbell and greater Santa Clara Valley’s past.

AINSLEY HOUSE & MORGAN GALLERY 300 Grant Street

Built in 1925 and listed on the National Register of Historic Places, the Ainsely House opened to the public in 1994. Docent-led tours of the beautifully restored, Tudor style home of Campbell canning pioneer J.C. Ainsley, and his wife Alcinda, will transport you to the bygone era of the 1920s. ENTREPRENEURIAL SPIRIT OF AMERICAN IMMIGRANTS OPEN THROUGH OCTOBER 2017 Don’t miss this unique photography exhibit highlighting the experience of American Immigrant business owners. The exhibit is the work of six photographers from the F1.1 photography group, which is comprised of immigrant artists. The photographs capture the essence of a moment, an experience, a feeling, or the struggle of Immigrant business owners in the Santa Clara Valley. Admission to the exhibit is free with admission into the Ainsley House. THE ART OF TEA OPEN THROUGH OCTOBER 2017 The Art of Tea explores the art, fashion, ceremony, and global regional experiences surrounding the world’s most popular beverage outside of water. The exhibit will highlight teapots from various countries, such as Japan, China, and Russia, as well as explore the teapot as art, with several artistic teapots on display. Mannequins will exhibit the fashions that are worn during tea ceremonies and visitors will have a chance to explore the scents and flavors of different tea blends. Choosing the appropriate level... Children should be registered for a level based on their age and ability. Please read the descriptions of skills in each level. Typically, children repeat a level two or three times before mastering skills and moving on to the next. Register for lessons by the week or Saturday sessions. Class ratio 1:8 Class familiarizes infant/young child with the water in a safe and secure environment. Parent/Adult (18+) works one on one in pool with child. Water orientation is focus of the class, not ‘swim’ lesson. Adult and child count as one student.

Tiny Tots (3-5 yrs)

Class ratio 1:4 Emphasis on submerging face, bobbing, bubble blowing, basic floating skills with support, water entry and exit, kicking with support and personal safety skills. Children will progress to holding breath and to fully submerge their head for three seconds, retrieve items from bottom of platform, float and glide unsupported for five seconds. Arm strokes and safety skills will also be taught.

Beginner (6-14 yrs)

Class ratio 1:6 Students will be introduced to floating, basic swim strokes and how to properly enter the pool safely. Stroke development will also be emphasized. Students will learn to kick the width of the pool with a kickboard, float and recover front to back, begin freestyle stroke with side breathing, tread water for two minutes, and practice kneeling/ standing dives.

Advanced Beginner (7-14 yrs)

Class ratio 1:8 This class emphasizes stroke refinement. Successful completion of Beginner level (or equivalent) is required to enroll in this class. Using a variety of drills, students will learn to freestyle stroke the width of the pool, full stroke and side breathing, backstroke with straight arm recovery, tread water using various kicks for two minutes, standing and surface in-water dives, under-water swimming and breast stroke kick with kickboard.

Swimmer (8-14 yrs)

Class ratio 1:10 Emphasizes stroke efficiency and endurance. Successful completion of Advanced Beginner level (or equivalent) is required to enroll in this class. Instruction and drills will teach proper side-breathing and progression of freestyle stroke, full breast stroke and back stroke for 20 yards, open handed turns, standing dives, as well as tread water for five minutes. The class will also progress to a focus on speed and efficiency in the water. Students will learn competitive skills, including starts and turns, endurance swimming, timed continuous swims in all four competitive strokes, survival float for two minutes and retrieval of a diving brick from the deep end of the pool.

Adult Lessons (15+ yrs)

Class ratio 1:6 Saturday Sessions Only. Class teaches non-swimmers flotation, basic arm strokes and kicks, crawl, backstroke, and personal safety skills. Class will also progress to stroke refinement and introduction of the breaststroke.

Junior Lifeguard (12-14 yrs)

The Junior Lifeguard Program provides youth with lifesaving training, leadership skills, experience using lifeguard equipment, and first aid and CPR knowledge. Trainees will also experience improved fitness and endurance, challenging both the mind and body. The program begins with a three-week Junior Lifeguard Training and continues through the summer as trainees work alongside Aquatic Staff to assist during lifeguard, and swim lesson programming. The Junior Lifeguard program is held at the Campbell Community Center Pool. Candidates will be chosen based on an application screening and interview process. Once admitted, the program is free. While the program is a great work experience opportunity, it does not guarantee future employment. The Campbell Wave competitive USA Swimming team is open to ages 5-18 years. Enrollment is ongoing, and practices are held year-round, Monday through Friday, and are divided by age and ability level. Swimmers should attend at least three (3) practices per week to see improvement in both endurance and stroke technique. Swimmers in more competitive groups will be required to attend more practice sessions. PRE-COMPETITIVE SWIMMING The pre-competitive swimming group is a training ground for year-round, competitive swimming. Eligible swimmers must have completed an “Advanced Beginner” or higher swim lesson, and pass a swim test given by coaching staff. Swimmers will later have the option of moving on to a competitive group. REGISTRATION INFORMATION: A try-out and skills test is required to determine the appropriate group placement. Group fees vary depending on skill level and age. Please contact Wave Coaching Staff at (408) 866-2160 to arrange a try-out and obtain the appropriate fee schedule. COST PER SWIMMER: There is a one-time registration fee of $40 required for all swim team participants. Monthly membership fees range from $53 to $115 per swimmer, depending on skill level and group placement. A late fee will be charged if monthly fees are not received by the 5th of each month.

Daily Fee: $2 per visit per person or $40 for a 25-visit pass (on sale June 1, 2017)

Save $10 by purchasing a 25-visit swim pass for $40. Passes are good for the current swim season only and may be shared between family and friends. Passes can be purchased at the Recreation Office, Room C-31, Monday through Friday. Everyone (age 2 years and older) entering the pool gate must pay the admission fee. Please remember safety first! All swimmers regardless of age, must pass daily swim test in order to enter the deep end of the pool. Children under 4 ½ feet tall or younger than 6 years of age, must be accompanied by an adult (18 years or older) both on the deck and in the water. Flotation devices, water wings, body tubes, and inflatable suits are prohibited during recreation swim. THANK YOU FOR HELPING TO MAKE OUR POOL SAFE FOR EVERYONE!

About Our Pool The Campbell Community Center features one 25-yard outdoor pool. The depth of the pool ranges from 3½ feet at the shallow end to 9½ feet in the deep end. Heated by both solar and gas, the pool is maintained at a comfortable 80 degrees year-round. Please remember to bring your own towel. If using a locker, please bring a lock to secure your belongings.

Campbell Recreation offers quality programs for children and teens ages 3 to 15 providing a fun, safe place to play during the summer. These experiences nurture creativity, build self-esteem, improve social interaction, and increase physical stamina. Day campers will enjoy arts and crafts, games, camp singing, and other exciting activities, while exploring their outdoor environment, expanding their imagination, and learning team building skills. Campers are registered by the week, and may attend one week or all eight weeks. Because of the high demand and the number of campers, we are unable to provide drop-in or pro-rated fees. Camps run the weeks of June 19 through August 11. • Please provide an email address to receive important camp announcements and forms. • Parents who are late picking up their children will be charged a late fee. • If your child has a disability, or needs special assistance, inform the Recreation Department when registering.

Teeter Totters day camp is designed to give children an introduction to the day camp experience in a safe, well-supervised setting. REFUND/CANCELLATION AND TRANSFER POLICY

All refund/cancellation or transfer requests must be submitted in writing with at least five (5) business days notice prior to start date of camp or activity. Please use the online request forms located on the right side of the page at www.cityofcampbell.com/recreation. A $10 cancellation fee per activity per person will be deducted from the refund. There is no fee if we are able to provide a transfer for the participant. Cancellations or transfers with less than five (5) business days notice will NOT receive a refund or transfer.

Leaders-In-Training (14-16 yrs)

Teens gain leadership skills and work experience as Leaders-In-Training (L.I.T.) in the Camper Cubs, Bull Frogs, Grasshoppers, Sea Turtles, Sunshine Kids, and Adventure Camp day camps. Each two-week session includes training in game leadership, program planning, leading camp songs, participant safety procedures, field trip supervision, interview techniques, and program evaluations. L.I.T. teens will experience first hand camp leadership as they work alongside a Day Camp Leader, go on one field trip, and assist in the organization of the Friday all-camp sing-along. Participants must apply and take part in a “Screening Day� on 4/22. The most qualified candidates will be accepted into the program. Participation in this program does not guarantee a job in future summers, but participants will benefit from the training and experience. Looking for fun, excitement, and a challenge this summer? If so, we have the camp for you! Each day will begin with a different skill, followed by instruction, and concluding with time to practice new skills with instructor feedback. The camp is geared towards beginner and intermediate level skaters who feel comfortable pushing and riding a skateboard. A half-hour break will be taken in the shade or indoors each day. This is a fun, one-week camp in physical fitness through non-competitive gymnastics. Boys and girls are taught basic tumbling skills using mats, inclines, octagons, balance beams, and climbing structures for progressive skills. This program covers proper agility, coordination, strength, and flexibility development. Careful attention to proper technique, stretching, warm-up, and above all, safety is stressed in every class. All gymnastic classes are progressive. Gymnastic skills are taught according to age appropriateness, and skill level of each child. Music Together: Masters (3-6 yrs)

Clay Time (5-9 yrs)

Youth Sports All tennis classes and tennis camps will be held at the Campbell Community Center Tennis Courts. Chuck Sanfilippo, a certified U.S.P.T.A. instructor, will teach all classes. Lessons are designed to develop skills, sportsmanship, and a healthy competitive attitude that will last a lifetime. Beginning through Intermediate level, instruction is offered in small group lessons (maximum of 4 students per class). Students need to bring their own tennis racket and bottled water.

The Campbell Skatepark is located at the Campbell Community Center, just off Campbell Ave., west of Winchester Blvd. The Skatepark is a supervised facility and only open during specified hours. Skaters need a paid membership (or $1 daily entry fee), a signed liability release form on file, and required safety gear to participate.

Drivers Education is a life skill class that meets the State of California requirement to obtain a driver’s instruction permit. The class is 30 hours long, and does not include behind-the-wheel instruction. Safe Sitter: Babysitting Course (13-17 yrs)

Safe Sitter is a training program for students who want to be childcare providers. This course provides hands-on training in preventing and responding to emergencies, with an emphasis on first aid skills. This course covers infant care, planning age appropriate activities as well as how to manage discipline issues. Students are also taught how to recognize child abuse, and handle inappropriate adult behavior. This program is designed for mature-minded students who are serious about developing his or her child care skills and abilities. Students must be 13-17 years old to take this course and they will receive a certification card upon completion of this course. Students need to bring a sack lunch to class. High Intensity Interval Training (H.I.I.T.) alternates between intense bursts of activity, and short periods of recovery. About Our Pool

A 25-yard, eight-lane outdoor facility, the depth of the Campbell Community Center Pool ranges from 3.5 feet at the shallow end to 9.5 feet. Heated by both solar and gas, the pool is maintained at a comfortable 80 degrees year-round. Kickboards are available, and lap swimmers may bring other equipment such as pull buoys, masks, and fins. Please remember to bring your own towel, and lock to secure your valuables while you swim. Campbell Run Club (18+ yrs)

The Campbell Run Club is for runners with a wide range of abilities. Receive professional training to run faster and more efficiently. Adult Sports All tennis classes are held at the Campbell Community Center Tennis Courts. Chuck Sanfilippo, a certified U.S.P.T.A. instructor, teaches all classes. Lessons are designed to develop skills, sportsmanship, and a healthy competitive attitude that will last a lifetime. Beginning through Intermediate level instruction is offered in small group lessons (maximum of four students per class). Students need to bring their own tennis racket and bottled water. All classes are co-ed unless noted otherwise.

Tennis: Beginner (18+ yrs)

Beginner classes are for those who have little or no tennis experience. These classes offer an introduction to the game of tennis, covering the basic strokes such as the forehand, backhand, and the serve. The focus of these lessons will be on developing consistency. Students can re-take lessons at the beginner level until comfortable to advance. Brand new tennis students are advised to repeat the beginning level at least twice. Activity #

Heartsaver CPR/AED (13+ yrs)

In this Heartsaver CPR/AED skills-based class, you will be trained in the new “Science of CPR” and “Relief of Foreign Body Airway Obstruction”. Students will demonstrate the proper technique and sequence of CPR. Instruction and hands on training, using an AED, will be included for adults and children over 1 year of age, after which you will receive a two-year certification card. The Community Emergency Response Team program educates people about disaster preparedness for hazards that may impact their immediate area and trains them in basic disaster response skills such as: fire safety, light search and rescue, team organization and disaster medical operations. Using classroom and simulation based education; CERT members can assist others in the neighborhood or workplace immediately following an event when emergency responders may not be immediately available to help. Taking CERT training is easy, fun and a great way for your business or neighborhood to strengthen working and personal relationships that will be vital in responding to an emergency. CERT training is only $35.00 and is accomplished in about 21-hours culminating with a final disaster simulation exercise applying the skills participants have learned. The Campbell Community Center has 782 parking stalls. Additional free parking is available in the Downtown area: The Second Street Parking Garage - located between Second & Third Streets at the corner of Civic Center Drive. This garage is accessible from both Second and Third Streets and has 300 parking stalls. It is a short three-block walk to the Community Center from this garage. The First Street Parking Garage - located off First Street south of Orchard City Drive near the Water Tower. This garage has 200 parking stalls and is a five-block walk to the Community Center. It is convenient to restaurants Downtown, as well as to the Downtown Campbell Light Rail Station.

Campbell Community Center

Centrally located in the Silicon Valley, the Campbell Community Center has a variety of facilities available for private parties and receptions, meetings, seminars, athletic activities, fundraisers, and other special events. Orchard City Banquet Hall

The Orchard City Banquet Hall has a lobby, permanent stage, wet bar, audio and visual system, and is Wi-Fi ready. The hall accommodates up to 300 people for banquet-style seating and 400 people for theatre-style seating, making it a perfect venue for wedding receptions, quinceaĂąeras, parties, seminars, and other special events. The hall can be divided into two smaller rooms for weekday rentals.

Roosevelt Redwood Room (Q-80)

The Roosevelt Redwood Room can accommodate 125 people banquet-style or 200 people theater-style, without tables. Use of tables, chairs and small kitchen are included.

Multi-Purpose Room (M-50)

The Multi-Purpose Room is air-conditioned, with tile flooring and can accommodate 100 people banquet style or 125 people theater style. A kitchen facility is attached with refrigerators, sink, and counter space. The room has mirrors on two walls. Restrooms are located within the building.

Board Room (E-42)

Activity Room (E-46)

This room accommodates up to 49 people, and has a tile floor with counters, two sinks, and cooking facilities within the room.

Mary Campbell Room (Q-84)

The Mary Campbell Room offers tiered seating ideal for conferences, trainings, and lectures. The room seats 50 people with seminar tables or 75 without tables. Hourly rentals include the set-up and take-down of provided chairs and tables. To view photos, rental fees, and complete building use policy, please visit www.cityofcampbell.com/CommunityCenter.

The Board Room is carpeted and air-conditioned and can accommodate 30 people, 20 people with tables. This room has a white board and sink and is suited for meetings or classroom use.

The Main Gymnasium offers spectator seating in bleachers, six basketball standards, volleyball courts, badminton courts, portable basketball score clock (for an additional charge), and lobby with restrooms.

Auxiliary Gym

The Auxiliary Gym offers six basketball standards, one volleyball court, three badminton courts, a hardwood floor, and portable score clock (for an additional charge).

Groups or individuals wanting to reserve field time for their group, party, or private use must obtain a Facility Use Permit through the Recreation & Community Services Department. Applicable fees will be assessed, and are due at the time the reservation is made. A Certificate of Insurance will be required for all athletic uses. Campbell Park facilities include two outdoor lighted basketball courts with tiered lawn seating for spectators, one small and one large fencedin children’s play area, water play feature, swings, non-reservable picnic tables, BBQs, central lawn vista area, horseshoe pits, restrooms, and access to the Los Gatos Creek Trail and Par Course.

Edith Morley Park was designed to be environmental in nature. Amenities include a community garden, restrooms, 8 picnic tables, an open turf area, wildflowers, and a marsh and wetland area. For information on the community garden, contact the Public Works Maintenance Department at (408) 866-2145. Group reservations for the picnic area at Edith Morley Park are available. Call (408) 866-2104 for information or to check availability. No BBQs available at this site.

The facility contains: tennis courts, handball courts, athletic fields, an all weather track, outdoor fitness zone at the track (for ages 14+), restrooms, and a skate park. Night lighting keeps the tennis courts, handball courts and track open for use until 10 pm each night. All courts are available on a “first come first serve” basis except during Campbell Recreation tennis lessons. Athletic fields are available for reservation. Group picnics are not allowed at the Community Center. No BBQs are allowed.

Jack Fischer Park

Jack Fischer Park features include: age-specific play equipment for both toddlers and school-age children, a water play feature, a stream that is activated on demand for sand building and a large lawn area. Restrooms and picnic tables are located on site. Jack Fischer Park is NOT reservable for groups. NOTE: Outside portable equipment (tables, BBQs, canopies, tents, etc.) is NOT allowed in Jack Fischer Park.

General Information

Frequently Asked Questions Do I have to make a reservation to use the picnic areas at the park? No, there are first-come, first-serve areas at just about every park. Reservations are only required when alcohol (beer and wine only) are going to be served, and/or you would like to have a bounce house. Reservations are available for John D. Morgan Park and Edith Morley Park. For more information, please visit www.cityofcampbell.com/parks. Can tables and chairs be brought into the park to accommodate more people for my party? Folding chairs and one or two small tables, if needed, to put the food on are okay. However, tables and chairs to accommodate more people in the park are not allowed. Each park was thoughtfully designed with picnic tables and benches to accommodate a reasonable amount of people for the designated area. The park, picnic areas, parking, restroom facilities, and garbage receptacles would be impacted. Can portable BBQs be brought into the park? No, please use only the stationary BBQs that are built into the picnic areas at John D. Morgan and Campbell Park. Are bounce houses allowed in parks in Campbell? Yes, with a picnic reservation/permit at John D. Morgan or Edith Morley parks only. Only companies with liability insurance on file with the City of Campbell may be contracted to provide the bounce house. Please note that there are no electrical outlets at the parks, and a generator will be needed. Are dogs allowed in parks in Campbell? Yes, at Campbell Park and Edith Morley Park only. Dogs must be on a leash at all times. When does the water feature get turned on at John D. Morgan Park and Campbell Park? During the months of April through September (seasonal), though the schedule may vary due to drought.

Recreation Youth Scholarship

The City of Campbell Recreation Youth Scholarship program is open to children under the age of 17 who are Campbell residents. The scholarship fund is a privately-funded program that grants a limited scholarship to a Campbell child, with the intent of providing a positive recreation experience. TO APPLY FOR A SCHOLARSHIP: The applicant must provide proof of financial need and live within the city limits of Campbell. All requests and approvals for program assistance will be kept confidential. Please apply well in advance of the activity’s start date in order to increase your child’s likelihood of being able to participate in the desired activity. I hereby voluntarily waive any and all claims resulting from ordinary negligence, present and future, that may be made by me, my family, estate, heirs, or assigns. Further, I am aware that this activity may involve certain risks or possible dangers, including death, & that equipment provided for my protection may be inadequate to prevent serious injury. I am voluntarily participating in this activity with knowledge of the danger involved and hereby agree to accept any and all inherent risks of property damage, personal injury, or death. I further agree to indemnify and hold harmless the City of Campbell & others listed above for any & all claims arising as a result of my engaging in this activity. I understand that this waiver will continue in full legal force and effect. I further agree the venue for any legal proceedings shall be in California. I affirm I am of legal age and am freely signing this document. I have read this form and fully understand that by signing this form, I am giving up legal rights and/or remedies which shall be available to me against the City of Campbell or any of the parties listed above. The City is not responsible for lost or stolen articles. Refunds, less a $10.00 admin. fee, will be given to registered participants who cancel up to 5 business days in advance of a class start date. A resident is anyone living within the Campbell city limits (zip code 95008). P.O. boxes and school district boundaries are not considered residences. Those living within Campbell’s incorporated city limits, but have a zip code other than 95008, should contact the Recreation Office to verify resident status. Proof of residency may be provided by a current California Driver’s License, pre-printed personal check, or recent residential utility bill with the customer’s name and address printed on it. If registering online, the billing address for your credit card must match your Campbell home address on file.

Refund and Transfer Policy

All cancellation or transfer written requests must be made to the Recreation Office with at least a five (5) business days’ notice prior to start date of the activity. A $10 cancellation fee per activity per person will be deducted from the refund. Cancellations or transfers with less than five (5) business days’ notice will NOT receive a refund or transfer. Online request forms available at www.cityofcampbell. com/recreation. Medical emergencies are exempt from this policy; however, a signed and dated statement from your doctor is required, and must be provided within six (6) weeks of the activity start date. Separate policies apply to fitness passes, sport leagues, trips, facility reservations, Campbell Recreation Pre-school, Wave Swim Team, and Heritage Theatre events. Please inquire before registering or purchasing tickets for these activities and events. A minimum number of participants is required to hold a class. When enrollment is low, the Recreation Department reserves the right to cancel a program. Full refunds are given when a class or program is cancelled by the Recreation Department. Waiting lists are established once a class is filled. If a vacancy occurs more than two (2) working days prior to the start of the class, waiting list names will be called and/or emailed, and given a limited time to register for the vacancy. Less than two business days before class starts, openings may be filled on a first come, first serve basis.

“R/NR FEE” throughout the Activity Guide refers to Resident of Campbell / Non-Resident Fee. To receive the resident fee, residency must be proven as stated under “Resident Status”. All fees are due at the time of registration. Fees will not be prorated for missed class(es) and make-ups are not available.

The staff and the instructors of the Recreation and Community Services Department are confident that they can provide the best quality recreation experience available. If a customer is not satisfied and notifies the Recreation Office by the second class date, a refund can be issued or a transfer made to allow the customer to try something different. Customers must submit a Satisfaction Guarantee form available at www.cityofcampbell.com/recreation. Fitness passes, adult sports leagues, trips, and Heritage Theatre tickets/shows are not included. Other restrictions may apply.
