A FEW NOTES ABOUT PROJECT LISTS 1. Each project has a project number, a project description, a cost estimate and a priority rating: • The project number is used to cross reference projects with other lists and maps. Each project number is color coded to correspond to the accompanying maps. • The project description provides a brief explanation of the proposed project. • Cost estimates are high level and utilized for planning purposes only. Cost estimates will be refined on an individual project basis as scope and design considerations are further developed. • The priority rating is an indication of the timeframe that the project is proposed for completion. A priority 1 rating is proposed for completion in the 1-10 year time frame, a priority 2 rating for the 1120 year time frame, and a priority 3 rating for the 21-30 year time frame. Actual project completion will be based on available funding. Projects with multiple ratings (i.e. 1/2/3), would be completed in a series of phases due to high dollar costs or projects that are more practically implemented over a number of years. 2. Projects have been prioritized based on triple bottom line considerations of social equity, environmental health and economic prosperity and criteria that supports the four principles which resulted from community input and have guided decision-making throughout this process: • Care for and make the most of what we have • Serve the entire community • Create more connections • Build better partnerships APPENDIX A - 6

3. Projects that are related to the acquisition of new neighborhood parks, or the development of those parks once acquired, have a code associated with the project description. This code identifies the general geographic area that is identified for this new neighborhood park (see the Park and Playground Service Area Map in Appendix B). The Park and Playground Service Area Map was developed to show areas in the City that are not currently within ½ mile safe walking distance to a park or school that has a children’s playground. It should be noted that not all unserved areas are proposed for new park acquisition. Some areas can be served through access improvements such as crosswalks. Other areas may be outside of the ½ mile walking distance, but are considered lower priority due to small numbers of residents living within the area and close proximity to other types of parkland such as natural areas.

4. Under Oregon state law, in order for projects to be eligible for the use of System Development Charge (SDC) improvement fees, the projects must be identified in a plan adopted by the City pursuant to ORS 197.309. Picture. Plan. Play. A Vision and Implementation Plan for Eugene’s Parks and Recreation System and Appendices are not adopted pursuant to ORS 197.309 Plan. The list of Eugene parks and recreation capital improvements that the City intends to fund with revenues from an SDC improvement fee, and the estimated costs, timing and percentage of costs eligible to be funded with revenues from improvement fees for those capital improvements, as provided in ORS 223.309, is adopted independently of this Plan.

Planning District Summary

Bethel PARKS AND RECREATION

Existing Resources and Facilities The Bethel parks planning district currently has 1,722 acres of parks, recreation and open space (including partner-owned lands), with 859 of those acres owned by the City of Eugene. Approximately 62% of these acres are natural areas and the remaining 38% are developed or land awaiting development.

The Bethel district has the following distinct features: RECREATION SERVICES • Petersen Barn Community Center provides recreational services and programming. • Echo Hollow Pool is a year round indoor/outdoor pool facility with a small fitness center and special events room. • The Bethel Branch of the Eugene Public Library offers an array of programming and special events each year.

PARKS • Nine neighborhood parks and three community parks serve the area. o Bethel Community Park and Petersen Park function as community parks for the sub-area and have many amenities including play areas, sports fields and other specialty facilities. o Golden Gardens Park is a large. future community park site that includes natural areas, trails and opportunity for developed amenities. o These neighborhood parks are in the Bethel area: Candlelight Park, Gilbert Park, Irwin Park, Lark Park, Mangan Park, State Street Park and Trainsong Park o Future neighborhood park sites in the Bethel area: Grasshopper Meadow Park and Andrea Ortiz Park. • Specialty facilities: o Candlelight dog park. o Skate parks at Bethel Community Park and Trainsong Park.

o Small community garden on Bethel School District property. An 18-hole Disc Golf Course on the Bureau of Land Management’s Stewart Pond site. • In addition to playgrounds at parks, school playgrounds are accessible at Clear Lake Elementary, Danebo Elementary, Fairfield Elementary, Malabon Elementary, Meadowview School and Prairie Mountain Schools.

SPORTS FACILITIES • Shasta Ballfields is a four field softball complex owned by Bethel School District, and co-managed with the City of Eugene Athletics Program. • The Ted Norman Memorial Baseball Complex is a four field baseball complex built on City property and managed by the local Willamette Valley Babe Ruth Association. • Artificial turf fields (2) are located at Meadowview Middle School and Willamette High School. • All-weather surface tracks are available at Willamette High School. • Tennis courts (4) are available at Willamette High School/Echo Hollow. • Indoor gyms for basketball and volleyball are available at Cascade and Shasta Middle School and Willamette High School (these are not programmed by City of Eugene). NATURAL AREAS and TRAILS • Bethel has a large amount of natural area acreage in the West Eugene Wetlands and associated with Amazon Creek. Some of these areas are not currently accessible to the public because trails and trailheads have not been constructed yet, or access is limited due to sensitive habitats. • Amazon Creek and the West Eugene Wetlands provide habitat connectivity and the Fern Ridge bike path provides opportunities for bike and pedestrian transportation and recreation.

Issues and Needs •

Petersen Barn and Echo Hollow pool are both outdated and undersized. This severely limits the capacity and programming available to residents. Echo Hollow Pool, in particular, is at risk of a building system failure within the next five to ten years that could indefinitely close the facility. • Limited availability of neighborhood parks in some areas: o Two neighborhood park sites have not yet been developed. o Four parks are in need of major renovation. o Two to three additional neighborhood park sites need to be acquired. o Access improvements for walking and biking to some parks are needed. • Bethel does not have some types of specialty facilities found in other areas of Eugene, including a large community garden and spray play. • As a result of illicit camping, behaviors and activities, there are safety related concerns in park and open space land along Amazon Creek and the Fern Ridge bike path.

City Central PARKS AND RECREATION

Existing Resources and Facilities The City Central parks planning district has 204 acres of parks, recreation and open space (including partner-owned lands) with 195 of those acres owned by the City of Eugene. The acres are almost evenly divided between developed parks and natural areas.

City Central district has the following features: RECREATION SERVICES • Campbell Community Center provides recreational services and programming. • The River House Outdoor Center provides city-wide outdoor recreation and environmental education programming. • Lamb Cottage is a City facility that provides additional programming space and is available to the public for rent. • Trude Kaufman Center is a City facility that is leased to the OSU Extension Services and supports all the programs they offer. • Shelton McMurphy-Johnson Historic House is a City facility supported by the Historical Society that provides educational tours and social events at the facility. • McNail Riley House is a City facility that can be rented for community meetings. • The University of Oregon Student Recreation Center provides excellent facilities including pools and tennis courts for student and faculty use (and the public for a fee). Memberships to the UO Outdoor Program are available to the public for rental equipment and sponsored trips. The campus itself provides significant open space and is accessible by the public. • The Lane County Events Center provides facilities for recreation ranging from an ice rink to space for youth volleyball and basketball, to large events and gatherings such as the Lane County Fair. • The downtown Eugene Public Library offers an array of programming and special events each year.

PARKS • Three metropolitan parks, an urban plaza and seven neighborhood parks serve the area. o The three existing Metropolitan Parks that serve as community destinations: Maurie Jacobs Park, Skinner Butte Park and Washington Jefferson Park. o The seven existing neighborhood parks: Charnel Mulligan Park, Fairmount Park, Lincoln School Park, Monroe Park, Scobert Gardens, Sladden Park and West University Park. o The downtown Park Blocks are an urban plaza that is a downtown destination, particularly for visitors to the Saturday and Farmer’s Markets. o Downtown Riverfront Park is a proposed future park that connects downtown Eugene to the River. It is planned for construction in 2020. Specialty facilities: o Three Community Gardens, River House, Skinner City Farm and Whiteaker. o Owen Rose Garden. o Washington/Jefferson skate park and urban plaza. o Washington/Jefferson tournament-level horseshoe pits.

o Riverplay Adventure Playground and spray play at Skinner Butte Park. o Skinner Butte Climbing Columns. o Facilities for large picnics and gatherings at Skinner Butte and Maurie Jacobs Parks. o Spray play at Fairmount Park. • In addition to playgrounds at parks, school playgrounds are accessible at Cesar Chavez Elementary and the former Condon School on the University of Oregon campus.

SPORTS FACILITIES • Multi-use sports fields are available at Cesar Chavez Elementary and Maurie Jacobs Park. • One tennis court is available at Sladden Park. • Outdoor covered basketball courts are available at Washington/ Jefferson Park. These courts are also used for inline “street” hockey and bike polo.

NATURAL AREAS and TRAILS • Natural areas are associated with the riparian areas along the banks of the Willamette River and Amazon Creek. • Maurie Jacobs Park and Skinner Butte Park on the south bank of the Willamette provide good plant and wildlife habitat connectivity, as well as transportation and recreation opportunities along portions of the Ruth Bascom Riverbank Path System.

Issues and Needs • Campbell Senior Center is outdated and undersized, limiting the capacity and programming available to community members. • The River House Outdoor Center is also undersized, with limited classroom space and limited equipment availability due to lack of storage. • A targeted look at downtown open spaces is needed to understand the capacity of current open spaces to meet the needs of residents, visitors and businesses. • Limited availability of parks in some areas: o There are six parks in need of major renovation. o Access improvements for walking and biking are needed for some parks. • City Central does not have some types of specialty facilities found in other areas of Eugene, including a dog park and a running trail. • As a result of illicit camping, behaviors and activities, there are safety related concerns in the downtown Park Blocks, along the riverfront, in Washington Jefferson Park, and in some of the more urban neighborhood parks such as Charnel Mulligan, Monroe and Scobert Gardens.

Planning District Summary

River Road / Santa Clara PARKS AND RECREATION

Existing Resources and Facilities River Road/Santa Clara parks planning district currently has 227 acres of parks, recreation and open space (including partner-owned lands) with 172 of those acres owned by the City of Eugene. Around 58% of these acres are natural areas and the remaining 42% are developed or park land awaiting development.

This parks planning district has the following distinct features: RECREATION SERVICES • River Road Parks and Recreation District (RRPRD) provides recreation services to residents within the River Road service district boundary, including a community/recreation center and pool facilities. • City of Eugene Recreation ”BEST” afterschool program provides services via a grant partnership with School District 4J. The program operates at Howard Elementary School, Irving Elementary School, Kelly Middle School, Madison Middle School and River Road Elementary School.

PARKS • Two community park sites and twelve neighborhood parks serve the area. o River Road Parks and Recreation District manages Emerald Park that serves as the primary community park for River Road. o Land for Santa Clara Community Park has been acquired adjacent to Madison Middle School. Additional land is desired to better accommodate potential community park facilities such as a multi-purpose community center and to connect to the Willamette River. o Developed neighborhood parks: Arrowhead Park, Awbrey Park, Bramblewood Park, Filbert Meadows Park, Rosetta Place Park and Walnut Grove Park. o Undeveloped neighborhood park sites: Bobolink Park, Ferndale Park, Lone Oak Park, Ruby Park, Terra Linda Park and Wendover Park. • Specialty facilities: o Skatepark at Emerald Park (RRPRD). o Developed Boat Landing at Whitely (Lane County) and undeveloped/rustic landings at Hileman (Lane County) and Rogers Bend (OPRD). • In addition to playgrounds at parks, school playgrounds are accessible at Awbrey Park Elementary, Spring Creek Elementary, Irving Elementary, Corridor Elementary, River Road/El Camino del Rio Elementary and Howard Elementary Schools.

• The historic Luper Cemetery, off W Beacon Dr., provides open space and a connection to the history of early pioneer settlers.

SPORTS FACILITIES • Artificial turf fields are available at Kelly and Madison Middle Schools and North Eugene High School. • All-weather surface tracks are available at Madison Middle School and North Eugene High School. • Tennis courts (4) are available at North High School. • Indoor gyms for basketball and volleyball are available at Kelly and Madison Middle Schools and North Eugene High School. NATURAL AREAS and TRAILS • West Bank and Rasor Park along the Willamette River provide the River Road area with riparian and wildlife habitat connectivity. The Ruth Bascomb Riverbank Path travels through the park providing transportation and recreation opportunities. • Additional waterways and ponds such as Dianna’s pond along Flat Creek in Walnut Grove Park, the Santa Clara Waterway and Spring Creek provide habitat and the potential for future transportation and recreation opportunities. • The Willamette River, north of Beltline, has vast possibilities for habitat and recreational opportunities in the future. The first step was taken with the acquisition of a seven-acre riverfront property north of Santa Clara Community Park.

Issues and Needs

• Lack of a city-owned community center or pool in Santa Clara. • Very limited availability of neighborhood parks in some areas: o Six neighborhood park sites have not yet been developed. o There is a need for three to five additional neighborhood park site acquisitions. o Bike and pedestrian access improvements to some parks are needed. • Santa Clara Community Park has not yet been developed, and additional land is needed to provide more acreage, better connectivity and a connection to the Willamette River. • River Road/Santa Clara does not have many specialty facilities, including a dog park, spray play park, community garden or running trail. • As a result of illicit camping, behaviors and activities, there are safety related concerns along West Bank Park on the Willamette River. • A key long-range vision of acquiring additional land along the Willamette River, north of Beltline, is contingent in large part on land acquisition from sand and gravel companies (See the Willamette River Open Space Vision and Action Plan). North-south connectivity along the edge of the urban growth boundary can be explored in the meantime. • River Road/Santa Clara has limited access to large natural areas in comparison to other areas of town.

Planning District Summary

Southeast Eugene PARKS AND RECREATION Existing Resources and Facilities The Southeast parks planning district currently has 2,216 acres of parks, recreation and open space (including partner-owned lands), with 2,192 of those acres owned by the City of Eugene. Around 91% of these acres are natural areas with the remainder being developed acres. There is currently no undeveloped park land designated for future development in the district.

The Southeast district has the following distinct features: RECREATION SERVICES • Amazon Community Center provides recreational services and programming. • Hilyard Community Center provides services and programming that specialize in adaptive recreation. • Amazon Pool is a seasonal outdoor aquatic facility. • Washington Park Community Center contains the Eugene Parks Foundation office. The center offers summer youth camps, and seasonal pre-school. It is also a community gathering place and rental facility. • Wayne Morse Historic House and Farm offers a historical perspective into the family life of Senator Wayne Morse. In the summer time the location is home to youth summer camps. • Dr. Edwin L. Coleman Jr. Community Center is a City facility leased to the Boys and Girls Club of Emerald Valley (BGEV). • Laurelwood Golf Course and Club House is a City facility that is operated by an independent contractor. • The South Eugene YMCA provides facilities for its members, including tennis, pools and a gym and is currently working to expand their facilities. • KIDSPORTS is planning a multi-court fieldhouse on the former Civic Stadium site and currently leases a building in Westmoreland Park. • Tamarack Wellness Center provides a warm-water therapy pool for community use.

The masonic cemetery offers a free summer concert series. Some of these areas are not easily accessible to the public as the trails and trailheads have not yet been constructed. • Amazon Creek and the Ridgeline Park provide habitat connectivity and an extensive trail system providing many bike/pedestrian, hiking and recreation opportunities.

Coleman Jr. Community center is outdated and undersized, limiting capacity for programming by the Boys and Girls Club – Emerald Valley. • Limited availability of neighborhood parks in some areas: o One park is in need of major renovation. o There is a need for two additional neighborhood park site acquisitions. o Access improvements for safe walking

and biking are needed to some parks.

• As a result of illicit camping, and other illicit behaviors and activities, there are safety related concerns along portions of Amazon Creek and Amazon Park. • Some Ridgeline sites lack access via trails and trailheads and will require some restoration and stabilization prior to allowing safe public access. • There are connectivity gaps in the Ridgeline Park system (See Ridgeline Area Open Space Plan): o Between Suzanne Arlie Park, Bloomberg, the Ribbon Trail and Coryell Ridge. o Between Coryell Ridge, Dorris Ranch and Mt. Southwest Eugene PARKS AND RECREATION Existing Resources and Facilities The Southwest parks planning district currently has 1,467 acres of parks, recreation and open space (including partner lands) with 769 of those acres owned by the City of Eugene. About 97% of these acres are natural areas with the remaining 3% either developed or awaiting future park development.

The Southwest district has the following distinct features: RECREATION SERVICES o Churchill Park is one of the Summer Fun For All Program Sites where the Recreation Department provides free recreation opportunities for youth.

PARKS • One community park and eight neighborhood parks serve the area. o The Churchill Youth Sports Park, located on the campus of Churchill High School, has many park amenities and functions as the community park for Southwest. o Developed neighborhood parks include: Acorn Park, Berkeley Park, Martin Luther King Jr. Park, Skyview Park and Videra Park. o Undeveloped neighborhood park sites are: Hawkins Heights Park, Mattie Reynolds Park and Warbling Creek Park. • In addition to playgrounds at parks, school playgrounds are accessible at McCornack Elementary. • Specialty facilities: o Community gardens at Garfield Park (Matthews Garden) and the Huerto de la Familia garden at Churchill High School. o Churchill Skate Park at Churchill Youth Sports Park.

• Many private paths or access ways exist throughout the neighborhood within common areas owned and managed by homeowner associations. • The historic Mulkey Cemetery located north of Hawkins Heights Park on Broadview St. provides neighborhood open space and a connection to the history of early pioneer settlers.

SPORTS FACILITIES • An artificial turf field is available at Churchill High School. • An all-weather surface track is available at Churchill High School. • Tennis courts (4) are available at Churchill High School. • Indoor gyms for basketball and volleyball are available at Churchill High School and Kennedy Middle Schools.

NATURAL AREAS • Southwest has a large amount of natural area acreage associated with Amazon Creek, in the Ridgeline Park System and in the West Eugene Wetlands. Some of these areas are not easily accessible to the public because trails and trailheads have not been constructed or access is limited due to sensitive habitats and/or wetland mitigation bank regulations. • Amazon Creek and the West Eugene Wetlands provide extensive habitat connectivity, and the Fern Ridge bike path travels along and through them providing transportation and recreation opportunities.

Issues and Needs

• Southwest lacks a community center and pool located within two miles. The high school swim team travels to Echo Hollow Pool to practice, and residents go to Echo Hollow or Amazon Pool in the summer for swims lessons, fitness, and recreation swims. • Limited availability of neighborhood parks in some areas: o There are three neighborhood park sites that have not been developed yet. o Two parks are in need of major renovation. o There is a need for two or three additional neighborhood park site acquisitions. o Access improvements for walking and biking are needed to some parks. • Southwest lacks some specialty facilities, including a dog park and spray play park. • As a result of illicit camping, and other illicit behaviors and activities, there are safety related concerns along Amazon Creek and the Fern Ridge bike path. • Some Ridgeline sites lack access via trails and trailheads and will require some restoration and stabilization prior to allowing easy and safe public access. • There are connectivity gaps in the Ridgeline Park system (See Ridgeline Area Open Space Plan): o Between Wild Iris Ridge and Blanton Ridge. o Between Wild Iris Ridge and Murray Hill. o Between Murray Hill, Townsend Woods and Meadowlark Prairie.

Willakenzie PARKS AND RECREATION Existing Resources and Facilities The Willakenzie parks planning district currently has 725 acres of parks, recreation and open space (including partner-owned lands), with 623 of those acres owned by the City of Eugene. About 68% of these acres are natural areas and the remaining 32% are developed or park land that will be developed in the future.

The Willakenzie district has the following distinct features: RECREATION SERVICES • Sheldon Community Center provides recreational services and programming. • Sheldon Pool provides a year-round indoor aquatic facility and small fitness center. • The Sheldon Branch of the Eugene Public Library offers an array of programming and special events each year.

• As a result of illicit camping, and other illicit behaviors and activities, there are safety related concerns in Alton Baker Park, Delta Ponds and East Bank Park on the Willamette River. • The Delta Ponds trail is unfinished due to a missing a bridge that would complete the loop, increase legitimate site use, and leverage previous investments in the site. • Acquiring additional land along the Willamette River north of Beltline and along the south bank of the McKenzie River are long-range visions contingent on future land acquisition and could involve building on existing partnerships (See the Willamette River Vision and Action Plan).
