Conquering Mt. Mazama and more Linn Cooper didn’t know if she could make it all the way around Crater Lake when she signed up for the bike tour. Who could blame her? She is 68 years old – but she was looking for an adventure. “I love how welcoming and challenging the Recreation trips are,” she says. “The price is reasonable … and the trip leaders are very knowledgeable.” Lynn signs up for many Recreation classes – including Zumba, Boot Camp, Total Body Fitness, and a variety of the presentations – but a 24-mile hilly bike ride at a high elevation (on a 3-speed bicycle!) was a different proposition.

For the past 25 years, Eugene Skin Divers Supply has rented the diving well at Sheldon to teach SCUBA diving. Many students want to learn to SCUBA in anticipation of a vacation near the ocean.

Determination and serendipity lead to first senior center

Eugene physician Dr. Eva Johnson started the ball rolling with the will of her sister, Celeste Campbell, who had died in 1957. She had been an avid outdoors person so it was not surprising that she bequested $50,000 in her will for parkland, specifying a preference for the Skinner Butte area.

Creation of the Celeste Campbell Senior Center was “a convergence of generosity, community effort and serendipitous timing,” says Bruce Steinmetz, the author of a history of Eugene Recreation.

The owner knocked $20,000 off the price and with the help of four community-minded citizens, the purchase was made.

In 1958, the Emerald Empire Council for the Aging opened an activity center Parks & Rec for seniors in a former Looking Back church building, but had to – move to an old play shed at the former Lincoln Elementary School in 1961. The City identified a good site for a new Senior Center: the old Northwest Central Heating office building on land near the Willamette River. The property was expensive, however, at $120,000.

Campbell Center was the second senior center established on the West Coast, joining one in San Francisco, and it quickly became known as a national innovator. Campbell Center recently celebrated its 50th year providing a welcoming place for adults. Rec sets trends, heads outdoors Innovations made at Campbell Senior Center in the 1960s set trends nationwide. More than a nutrition site, it became a place of activity, with events and social interactions every Parks & Rec day. It was the first senior Looking Back center to offer an extensive – outdoor program and bus excursions. Early director Cuma Smith helped develop the standards set by the National Institute of Senior Centers. In 1966, Eugene Recreation added an Outdoor/ Environmental program to be led by Mel Jackson, a renowned guide, educator and protector of Oregon’s rivers and natural environment. He founded the Eugene Mountain Rescue, and he took Governor Bob Straub and state legislators on Willamette River canoe trips to promote formation of the Willamette Greenway – an event documented in National Geographic.

Some say the 1960s through the 1970s were the “Golden Age” for Eugene Recreation. In 1969 the Sports Foundation, Inc. named Eugene Parks and Recreation winner of the Gold Medal Award for Excellence in the Field of Parks and Recreation Management for a city of its size (50,000-100,000 residents). The 1966 bond measure for Parks and Recreation asked voters to approve construction of community centers at Westmoreland Park, Sheldon Meadows Park and Amazon Park; plus indoor pools at the Sheldon site and in the Bethel neighborhood. Former Recreation Superintendent Dave Pompel said, “Good recreation programs were a real priority. Some people took it as a right of living in Eugene, almost like public education.” The measure passed. Eugene Recreation’s Outdoor Program today offers an array of activities from skateboarding to hiking, and surfing to whitewater rafting. Many are for families. Courses are structured for different levels of ability to focus on training opportunities and/or for socialization. All Adapted Recreation courses require registration. You can browse program listings by activity and/or location, then register and pay online. To register online you will need a VISA or MasterCard, and an account with a PIN number and

client barcode number. For information on how to set up an account online, go to www.eugeneor.gov/recenroll and click “request account.” Or, click “Start” for step-by-step instructions, Alternatively, you may call any Eugene Recreation facility during business hours and they will set up an account with you. • Phone-in: Call the recreation facility providing the activity. Have your VISA or MasterCard number handy. • Walk-in: Visit any recreation facility and drop off the form & payment, or talk to a staff person. • Mail-in: Complete a form (on next page) and mail to the facility sponsoring the activity. Include a check payable to City of Eugene Recreation Division. Mail-in forms do not guarantee a space in class. Registration is ongoing and open to residents and non-residents on a first come basis. Register early; many classes fill quickly. Classes may be cancelled if there are too few registrations.

The City of Eugene Recreation Services Division strives to make recreational opportunities available to everyone. The City is committed to supporting the Americans with Disabilities Act. The following services are available with advance notice. Some requests may take up to two weeks to secure. Inclusion Services help identify accommodations that can be made to ensure Recreation programs are accessible to, and usable by all people, including those with disabilities. For more information see page 70. Large Print and Digital Recordings can be provided with advance notice. Five or fewer large print copies can be provided upon request. Accessible Van with Wheelchair Lift is available for activities that provide van transportation. Please make your request at the time of regis-

tration since demand for use is high. The van is booked on a first come, first serve basis. Braille sections of large publications (such as this Recreation Guide) can be made available with advance notice. Readers are available by phone or in person. A staff person will read the requested sections of publications for you. Sign Language interpretation is available for classes or presentations with advance notice. Hearing Assistance Equipment is available for classes, special events, and cultural performances with advance notice. Adaptive Technology at the Library: 27” monitors, large keyboard letters, adjustable tables and screens, magnifying software, JAWS (computerized reader), and a Braille embosser. Policies Minimum Class Requirements In order to recover program costs, a minimum number of participants are required. Please register early. Classes and activities will be cancelled between two and five days prior to the activity start date if the minimum number of participants have not registered. If you register for an activity that cancels due to the lack of enrollment, staff will notify you and issue a refund to you. For more about the refund and credit policy, see right.

Withdrawal/Refund Policy Withdrawals from recreation activities are subject to a withdrawal fee. A withdrawal fee of $10 will be charged for each registration under $100. A withdrawal fee of $25 will be charged for each registration $100 and higher. A refund will be issued minus the withdrawal fee when requested at least seven (7) or more calendar days prior to the first activity meeting. When a refund is requested six (6) or fewer calendar days prior to the first activity meeting or once a class or activity has started, a refund shall be issued only if: • You move out of town. • You are medically unable to participate. • Department action requires cancellation of the activity (no withdrawal fee will be charged). Refunds will be prorated for classes already attended. No refund will be issued if you fail to show up for a registered activity, class, or trip. No refund will be given for athletic league fees and trips that require prepayment of advanced reservation tickets or admission fees. Some activities require a non-refundable registration fee.

Release from Liability Agreement With the exception of specific trips, City of Eugene Recreation Services does not provide medical insurance coverage for its participants. In consideration of the right to participate, each participant

must acknowledge there are risks inherent in any kind of activity, and must agree to assume those risks on his/her own behalf, releasing and holding harmless the City, its officers or agents from all claims for injury or losses suffered from participation. An additional Release from Liability Agreement, signed by the participant or guardian, may be required for participation in some activities. Photographs, videos and audios of participants in Recreation Services programs may be used by the City of Eugene in any medium (e.g., print publications, Internet, etc.) for publicity purposes, without compensation or permission. Registration and/or payment of any registration fee shall be deemed an admission of agreement to the terms stated above.

Non-city residents are assessed a 20% surcharge for registered activities & rentals.

Scholarship Program The City of Eugene Recreation Services Division offers a limited number of individual scholarships to City of Eugene residents. Applications are available in June each year for the upcoming fiscal year (July 1-June 30), and may be submitted through Dec. 31.
