A year later
Adapting & innovating for the new year When you read this, spring will just be getting underway in our little pocket of the Willamette Valley. The spring equinox – the official start of the season – is March 20 and it comes almost exactly a year since the Stay Home, Save Lives executive order in response to the worsening COVID-19 pandemic. A year later, it’s hard not to reflect on what has changed. Beyond the hundreds of thousands of lives lost we all have seen the effects. But even through the almost complete halt to our way of doing things, we all tried to make the best of it. Technology provided the means for many of us to still see our loved ones, even if we couldn’t hug them. We discovered new passions in quarantine or became reacquainted with old ones. We talked on the phone more. At Eugene Rec, the connection with our patrons has always been at the core of our service to the community. We are passionate about helping people live healthy, vibrant lives. This past year forced us to refocus on how we could do that when the number of people who could physically be in our centers dropped precipitously. We offered online versions of

some of our programs and created new ones. We picked up the phone and called our patrons and just listened. We still found ways to connect, whether it was drive-thru lunches or physically distanced play dates in our parks. We provided emergency childcare to frontline workers and continued to offer a reprieve for parents suddenly thrust into working from home. We all found ways to just keep going. This spring we are seeing the seed of hope sprout. As more people get vaccinated, we know we are one step closer to being able to see you in person again. But just like when you plant your garden, it takes time. We must remain patient. Until that day comes when we can welcome you all back, we’ll continue to work at connecting with our community, any way we can.

COVID-19 risk levels will affect class offerings At the beginning of December 2020, the Governor ordered a new county-by-county restrictions framework to contain the spread of COVID-19. As of March 12 Lane County is at the “Moderate Risk” level. The Oregon Health Authority reviews and adjusts the risk levels every two weeks. We have evaluated all of our offerings to determine what we can safely offer and what will need to be changed to a virtual setting or postponed if we enter a higher risk level. In this issue of the Rec Guide you will find orange markers ( ) next to programs that could be canceled if Lane County enters the “Extreme Risk” level. As always, please visit our website for the most current information about what programs are available.
Here are some other important things to know: ■ Regardless of Lane risk level we continue to offer childcare. See pages 18-19. ■ Pool access will be limited but Aquatics staff is still registering for activities. Registration will begin at noon on March 23. See pages 20-21. ■ Our facilities remain closed to the general public; anyone signed up for a program or childcare will have access to our facilities during those program times. ■ For virtual classes, registrants will be sent a link in advance. Internet access is needed for these classes. We will continue to work hard to communicate about changes to our programs and facility closures.

We are now requiring all participants to get a free participant card before registering for an activity. The card will allow you to quickly and easily check in when you arrive at Rec programs and activities – similar to the pool pass we have offered for years. It takes just a minute to sign up, is free and does not require any additional personal information.
• Online: If you have registered with us before, make sure you have your login information. Not sure if you have an account? Visit our online registration and click “Log In/Create Account,” then select “Log In with Email” and select “Forgot Password.” If you have an account your login information will be emailed to you. Need to create an account? Visit our online registration and click “Login In/Create Account” then select “Create Your Eug Rec Account.” • By Phone: Call the recreation facility providing the activity or call 541-682-5333. Have your Visa or MasterCard number handy. • In Person: In-person registration is closed. If you need to pay by cash or check call to arrange a drop-off registration. Registration is ongoing and open to residents and nonresidents on a �irst-come basis. Register early; many classes �ill quickly. Classes may be canceled if there are not enough registrations.

Using the participant card will help to free up staff time and resources for more programming, as logging attendance was previously a manual, time-intensive process for staff. The participant card is unrelated to COVID-19, but it does allow us to inform you if we learn that you have been in a program or activity with someone who has fallen ill. If a program participant or Lane County Public Health lets us know that someone is exhibiting signs of COVID-19, we will be able to quickly and easily view the attendance list of others in the program and let them know they may have been exposed. We will not release any information to others about your attendance, we will only use this information to contact you directly. You can sign up for your card online, and �inish the process when you next visit a program or center. We will just need to take your photo and print your card.
COVID Protocols Eugene Rec’s �irst priority is the safety of our patrons while taking a class or spending time at any of our facilities. Staff have worked in conjunction with the broader City of Eugene reopening effort to develop the necessary protocols to safely host community members. Our programs follow City, county and state guidelines and best practices from the CDC, the Oregon Health Authority and Lane County Public Health. Below you’ll �ind information on what to expect when attending a Eugene Rec program, but it isn’t an exhaustive list. For more detail on what the City is doing, visit our website. We acknowledge that Oregon Guidelines are subject to change, and this document is a point in time and may be revised as new guidelines are provided.
Sanitation All staff have been trained in proper sanitation techniques. Before reopening, all facilities were thoroughly cleaned and strict sanitation protocols were put into place. Hard to clean furniture and surfaces were removed and replaced with easier to clean items. Unnecessary equipment and furniture were moved to storage to allow for physical distancing and to cut down on cleaning time.
Face Coverings
Each facility has a sanitation checklist of the areas and surfaces that must be cleaned and the frequency with which these cleanings occur. High-traf�ic areas and high-touch surfaces are cleaned frequently throughout the work day.
Based on the Governor’s orders, Eugene Rec programs follow the following requirements:
Health Checks
• Face coverings are required for all individuals ages 5 and up in indoor public spaces. Face coverings are required in outdoor spaces when 6 feet of distance can’t be maintained. Adjustments to face covering policies may be made to follow different Oregon Health Authority sector speci�ic guidelines outlined for programs such as aquatics, childcare and camps. • Individuals who have a medical condition that makes it hard to breathe or a disability that prevents the individual from wearing a mask, face shield or face covering can request an accommodation to enable full and equal access to services, transportation, and facilities open to the public. • All staff are required to wear facial coverings in publicly accessible or shared indoor spaces and outdoor spaces where physical distancing can’t be maintained.
Patrons are greeted at or near the front reception desk of each Rec facility and asked to sign in for contact tracing. They are asked whether they or anyone they’ve been in contact with have had any symptoms of COVID-19 in the past 72 hours; if they answer yes they will be asked to not enter the facility. Patrons and staff are not permitted to attend programs if they have had known exposure to COVID-19 or anyone in their household has recently had an illness with fever or a new cough. They should remain home for at least 10 days after illness onset and until 72 hours after fever is gone, without use of fever reducing medicine, and COVID-19 symptoms (fever, cough, shortness of breath, and diarrhea) are improving. Staff or participants who have a cough that is not a new onset cough (e.g. asthma, allergies, etc.), are not excluded from programs.
Facility Rentals
Physical Distancing Each Eugene Rec facility went through an audit to determine its maximum capacity under the new state guidelines. Markings, signage and physical barriers have been set up around each facility to direct traf�ic �low and to ensure proper physical distancing. We ask all patrons who enter our facilities to respect others and maintain the proper 6 feet of distance.

State guidelines allow up to 100 people in an event venue as long as safe operating procedures are followed. Some Eugene Rec facilities may have additional limits for the number of people. Patrons who rent Eugene Rec facilities are required to limit the number of people in attendance, maintain physical distancing, adhere to face covering requirements, and ensure that attendees have not recently experienced symptoms or been exposed to COVID-19. Adaptive Get Involved! Adaptive Rec programs are designed for people with disabilities, and are for ages 18+, unless otherwise noted. Classes and activities are structured for different levels of ability. All Adaptive Rec programs require registration. Participants must complete a Participant Information Form before attending. Fees do not include the cost of meals and admission, unless otherwise noted. For more information call 541-683-5311. Have Questions? New participants are welcome to call before registering for programs. Staff are available to discuss recreation resources and opportunities. Certi�ied Therapeutic Recreation Specialists are available to answer questions regarding the activities that are most appropriate for you, a family member or an individual in your care. Participation Every effort will be made to reasonably accommodate each individual. However, if a person’s conduct poses physical harm or risk to self or others, as indicated in the Patron Code of Conduct, they may be removed from programs. Personal Support Workers are welcome to attend programs to support individuals with behavioral and/or personal care needs. PSWs are required to register for programs. Inclusion Services Eugene Rec staff is committed to making all reasonable efforts to ensure that its facilities, programs and services are accessible to and usable by all people. Individuals with disabilities are welcome to participate in any City of Eugene Recreation program within the eligibility requirements (age, prerequisites, etc.). When additional support is required for successful participation in Eugene Recreation programs, staff utilize the Inclusion Services process to determine programmatic modi�ications and/or individual support plans that best �it the participant. Letterboxing is a form of “treasure-hunting” in parks and forests that the whole family can enjoy. Participants seek out hidden letterboxes by following clues to their prize: a rubber stamp to stamp into one’s personal logbook. Stand-Up Paddleboarding (SUP) can be a fun way to play on the water, connect with our local ecosystems, and build skills and relationships. We want to provide opportunities that support and center Black, Indigenous, and People of Color (BIPOC) and land. This class intends to hold awareness and respect for the many ways, including complex historical ways, BIPOC relate to outdoor recreation and to water. Deep Water Instructed Fitness Ages 13+ Flotation support is provided to facilitate these great nonimpact deep-water workouts. Total body immersion equals total body workout. All major muscles are strengthened with the added challenge of a cardiovascular �itness workout. Intensity levels are varied to accommodate your exercise needs. Further strength gains are offered by using hand-held buoyant-resistant equipment.

Beginner, intermediate and advanced water safety classes are available. Children registered for beginner or intermediate classes must be accompanied in the water by an adult ages 18 or older (one adult per child). Montar Bici de Manera Segura Grados 4-6 Ven después de la escuela para aprender a andar en bicicleta de manera segura. Podemos prestarte la bicicleta y el cascos o puedes traer los suyos. Este programa le enseña al estudiante de cuarto, quinto y sexto grado los conceptos básicos para andar en bicicleta de una manera segura y consiente, y también se aprenderá sobre como ajustarse el casco adecuadamente y la importancia de seguir las leyes de tránsito. Los estudiantes practicarán lo aprendido a través de simulacros en estacionamiento y paseos en las calles del vecindario. Los estudiantes deben saber montar en bicicleta. Policies Minimum Class Requirements In order to recover program costs, a minimum number of participants are required. Please register early. Classes and activities will be canceled between two and �ive days before the activity start date if the minimum number of participants have not registered. If you register for an activity that is canceled because of low enrollment, staff will notify you and issue a refund. For more about the withdrawal/refund policy, see below.
Withdrawal/Refund Policy Withdrawal and refund requests must be made to the facility sponsoring the activity.
No refund will be issued if you fail to show up for a registered activity, class or trip. No refund will be given for athletic league fees and trips that require prepayment of advanced reservation tickets or admission fees. Some activities require a non-refundable registration fee.
Release from Liability Agreement With the exception of speci�ic trips, City of Eugene Recreation does not provide medical insurance coverage for its participants. In consideration of the right to participate, each participant must acknowledge there are risks inherent in any kind of activity and must agree to assume those risks on his/her own behalf, releasing and holding harmless the City, its of�icers or agents from all claims for injury or losses suffered from participation.
Withdrawals from recreation activities are subject to a withdrawal fee. A withdrawal fee of $10 will be charged for each registration under $100. A withdrawal fee of $25 will be charged for each registration $100 and higher.
An additional Release from Liability Agreement, signed by the participant or guardian, may be required for participation in some activities.
A refund will be issued minus the withdrawal fee when requested at least seven (7) or more calendar days before the �irst activity meeting.
Photographs, videos and audio of participants in Recreation Services programs may be used by the City of Eugene in any medium (e.g., print publications, social media, etc.) for publicity purposes, without compensation or permission.
When a refund is requested six (6) or fewer calendar days before the �irst activity meeting or once a class or activity has started, a refund shall be issued only if:
Registration and/or payment of any registration fee shall be deemed an admission of agreement to the terms stated above.
• You move out of town. • You are medically unable to participate. • Department action requires cancellation of the activity (no withdrawal fee will be charged).
Scholarship Program
Refunds will be pro-rated for classes already attended.
Eugene Rec offers a limited number of individual scholarships to City of Eugene residents. Applications are available in November each year for the upcoming year (January 1-December 31). Applications are available online or at any Eugene Rec facility. If you would like more information about Eugene Rec scholarships, call 541-682-5654.
Surcharge for Non-City Residents Non-city residents are assessed a 20 percent surcharge for registered activities and rentals.
Outdoor Program Special Use Permit City of Eugene operates under a Special Use Permit issued by the U.S. Forest Service for the Deschutes, Siuslaw, Umpqua and Willamette National Forests; and under Special Recreation Permits granted by the Bureau of Land Management in the Northwest Oregon and Prineville districts.
