There are many ways to participate, including online.

Bike Library The Golden Bike Library is scheduled to open for its fifth season at 10 a.m. on Thursday, May 7.

This unique bike share program allows visitors, residents, locals and students to check out a bike for free for TWO HOURS or for the entire day for just $10. There are over 60 bicycles available in three sizes, including children’s sizes and a bike trailer. The Bike Library is open Thursdays through Sundays, from May through October, from 10 a.m. to 4 p.m. Bike locks and helmets come with each rental. Time to Prep for Pride Days Time to start your spring cleaning, and then plan to join the city for Community Pride Days on Saturday and Sunday, May 16 & 17 from 8 a.m. to 3:30 p.m. at the City Shops, 1300 Catamount Dr. This event is to help you get rid of some of the things you can’t throw in your regular 5 weekly trash. Things like electronics, mattresses, metals, tires, large tree brush and debris, and lumber materials. NOTE: there will not be paper shredding provided this year.

Separated but Still Together Dear Golden, I wrote a first version of this message at the beginning of March and two weeks later everything is different. I can’t predict the future but expect that additional changes will happen by the time you read this. Whatever the changes, I know the City of Golden is strong and the people of Golden come together to support and uplift each other during times of crisis.

The City has taken the outbreak seriously and worked with state and local health agencies, and in coordination with the county and surrounding cities, on appropriate and necessary measures. City operations are delivering essential services and the City is considering all scenarios with regards to expected budget impacts. We continue to work on programs and efforts locally and with regional partners to support those affected. The GuidingGolden.com COVID19 webpage provides reliable information and resources.

The coronavirus pandemic has touched all of us. People are ill and healthcare workers work tirelessly to test and treat individuals.

Schools closed, employees lost jobs, and vulnerable individuals isolated themselves. The public health guidance to reduce the spread of the disease has altered our everyday lives and livelihoods. Changes have been challenging and will have long term effects. In the midst of this frustration and uncertainty, I see and hear tremendous acts of kindness and community.

Many of us are concerned about the lasting economic impacts to our small businesses and employees in the community.

The closures have directly hit my family as our business had to close. The uncertainties about how long things will last and what might come next are frustrating and causing anxiety. Please remember that you are not alone. Your city, state, and country are working on ways to help financially, and your community of Golden is here to support you personally.

I am grateful that we have a community where individuals donate their time and money to help others. Where we already have a strong network of nonprofits set up to address needs during these difficult times. Check the www.GuidingGolden.com/COVID-19 page for opportunities on how you can contribute.

Something that everyone can do is to take a moment to check in with those neighbors who aren’t leaving their homes.

Social distancing helps slow the spread of the disease, but also means isolation for individuals. A quick phone call and a kind word can really brighten someone’s day.

I am so thankful to live in Golden and proud to be your mayor. Our community spirit is strong and we look out for one another.

You show appreciation for our first responders and healthcare workers. You step up to support local businesses and you look out for the most vulnerable. Thank you and remember that we are Golden and we will get through this together.

Stay active, stay connected with friends and family, and stay safe. I hope to see you all in person soon.

Message from your City Manager

s one of the oldest organized city governments in the State of Colorado, our City has a long history of providing quality, essential services to our community, even in times of distress. The recent COVID-19 virus represents another one of those times. I have no doubt, though, that our employees will rise to this challenge as well, ensuring that city services our residents rely upon in their daily lives will be delivered despite the COVID-19 challenges.

Without doubt, we’re in the midst of a difficult and uncertain time. It is frustrating, it is emotional, it is uncertain, and it is exhausting. I feel all of those same emotions as you do— sometimes all on the same day. I know the uncertainty of these chaotic times leads to many questions. Complicating matters further is constantly and rapidly changing information. There are modified rules and regulations that impact what we do.

There are executive orders from other levels of government that influence our approach. Despite these challenges, please know that our staff is working every day to maintain our operations, answer questions and concerns, and plan courses of action.

As a city government, we are working hard to help our residents and businesses in every way we can. During this uncertain time, the City will not enforce any utility shut offs, so you will not lose any utilities supplied by the City. If anyone has a hardship that impacts their ability to pay their utility bill, please email the Finance Department at Utilitybilling@ cityofgolden.net. We will work with people on a case-by-case basis. Additionally, we’ve offered alternatives for businesses to file sales tax payments to assist businesses struggling with cash flow. Businesses should contact our Sales Tax Department at 303-384-8024 or salestax@cityofgolden.net to make arrangements.

We wish you continued health and safety as we navigate this pandemic together.

COVID-19 COMMUNITY RESOURCES On March 13, the City launched an online project page to host all of the information we have available for the community at www.guidinggolden.com/covid-19. As information and resources change daily, we want you to have this one single place where you can go for reliable information and to have conversations with us.

We are updating the page daily with information and resources and will continue to build it out as more guidance becomes available. We also realize not everyone has access to our online resources, so we will continue to use this newsletter to get information out to the public.

We also have a hotline you can call to hear a recorded message of the latest information, and you can leave a message if you need someone to call you back to answer

specific questions related to COVID-19 and Golden.

Distance Makes the Heart Grow Fonder

I

t’s a time like no other in history. Although there have been pandemics in the past, we are using methods not available before to help protect ourselves and our community against the spread of Coronavirus (COVID-19). The internet allows for information to get out quickly worldwide. Admittedly, this can be a good and a bad thing. The spread of misinformation goes out just as quickly, which can cause unnecessary fear, bias, and even be harmful to our health.

The City of Golden worked quickly to establish one trusted location for the very latest information and updates. At the time of this writing, it is uncertain how things will look in April or May. However, you can always find up-to-date information at www.GuidingGolden.com/COVID-19. There, you will find information about city cancellations and closures, important phone numbers, helpful resources, how the City is working to mitigate the spread of the virus, local and state updates, how people can volunteer, and how you can get help.

Although we are forced to keep our distance from each other, the Golden community isn’t hesitating to join our hearts together and come up with ways to help each other out.

We want to highlight a few things Golden is doing to protect not only our health, but our collective well-being.

As schools and restaurants were forced to shut down, grocery stores were ransacked for supplies, and isolation measures were imposed, the most immediate need was food availability. There was an influx of makeshift foodbanks to help children, families, and vulnerable populations weather the storm. No longer able to serve customers in their restaurants, many food establishments quickly set up carry-out and delivery services. It was not uncommon to see people standing outside a restaurant and placing an order on the phone, then picking up orders at walk-up windows.

Anyone with the means to help out, whether it's volunteering, donating, shopping from our local businesses online, or ordering take-out from our local restaurants, it's more important than ever to think and shop locally.

Exciting Plans for West Downtown he City of Golden is excited to share with you highlights from the final draft of the West Downtown Neighborhood Plan. The Plan identifies projects that will enhance the safety for residents in the neighborhood, increase pedestrian connectivity, and improve the overall attractiveness of the area.

The specific recommendations for the West Downtown neighborhood are categorized into the following three sections: • Urban Land Use and Form – This section promotes urban design considerations and strategies that align with neighborhood goals and values as well as historic preservation.

• Urban Place Making – This section outlines strategies that will create more community gathering areas and enhance pedestrian vibrancy. Specific strategies in the plan call for opening up the surface parking lots and Miners Alley to potential flex space for events when parking is not in high demand.

• Transportation and Connectivity – Golden Vision 2030 outlines several goals for increasing the public health in the community through transportation and pedestrian infrastructure. The West Downtown Neighborhood Plan builds on these goals with strategies that promote better sidewalk design and enhanced pedestrian crossings in the neighborhood.

This is just an overview of the types of goals established in the West Downtown Neighborhood Plan. You can view the entire plan at www.guidinggolden.com/ west-downtown-neighborhood.

The plan must be officially approved

by City Council. Council will review the plan draft at an upcoming study session.

Time to Refine Our Vision

rom the first public meeting, we knew the Heart of Golden 2020 was going to be a popular project with the Golden community. With a purchase of land east of Ford Street, there are now about 50 acres of public land along the Clear Creek Corridor… and amazing opportunities to create a legacy footprint that will impact generations to come.

With no preconceived options in place, we asked our Golden community to dream big, and share their values and ideas for the corridor. And you did!

We received more than 500 ideas and comments in person. Thoughtful ideas and concerns piled up on sticky notes at the well-attended workshops. For those who couldn’t make it in person, they were given a similar online experience

through Guiding Golden. Nearly 3,000 people used our engagement platform, www.GuidingGolden.com, to share their thoughts on an interactive map and as comments.

We sent out a survey which garnered more than 300 responses; we had 3,200 views of our videos, and connected to thousands through Facebook, Nextdoor, Twitter and Instagram as well.

We collected all of that information into spreadsheets, so that we could see the emerging trends and most popular ideas and requests. Many hours were spent combing over the data so that designers could work on the next step - taking those dreams and putting them into a series of visual, conceptual plans. Now we gear up for the second

stage in the Heart of Golden 2020 – the Refining Stage.

Golden, your part in this process is far from over. Check out the options visualized in maps on the next few pages.

We don’t want you to choose Option 1, 2 or 3. Instead, look at the options outlined and let us know which pieces and parts appeal most to you. If you have other suggestions, we would love to hear those too! Right now, the only way to give us your feedback is online at www.GuidingGolden.com, and look for the Heart of Golden 2020 project. Once we are able to host in-person public workshops, we will do that as well and adjust the timeline for public input on the project as needed.

• Open space network expanded to promote passive uses and a continuous green corridor along the Clear Creek trail.

• Arts and Education hub with central flexible-use outdoor space for events and exhibitions.

• Civic uses concentrated at Archer Street and 10th Street with naturalized open space buffer along Clear Creek edge.

he Golden Police Department (GPD) celebrated the outstanding actions and work done by members of the Golden Police Department in 2019. A ceremony took place earlier this year.

The GPD also honored members of agencies who assisted on cases, as well as members of the community who went above and beyond to assist in various situations involving law enforcement. We are proud of each member of the Golden Police Department for their contributions to public safety and service which they provide with honor and integrity. J

ames “Doc” Barron is one of the most humble, yet extraordinary people you will ever meet. Lucky for Golden, he graced us with his many talents for fifteen years before recently deciding to retire. We take this opportunity to honor his remarkable story.

After graduating from medical school at CU Boulder, Doc worked as an Ear Nose and Throat (ENT) specialist and then opened his own private practice that he ran for many years. Despite his success, he felt something was missing in his life.

He had a calling to be in law enforcement.

In 2005, he went back to school to get POST-certified to be a police officer.

Shortly after, he joined the Golden Police Department as an unpaid reserve officer.

For nearly a decade, he served the department in this volunteer capacity

working in patrol, special events, bicycle patrol, investigations, and he became a member of the Jefferson County SWAT team as their medic. During this time, he still ran his medical practice.

It wasn’t until 2014 that Doc Barron became a paid employee for the GPD. In his part-time role, he served as an investigator and was in charge of sex offender registrations, liquor and tobacco compliance checks, the liaison for the Lookout Mountain Youth Services center, he specialized in elder care cases, and he was a firearms instructor. All this while still running his medical practice.

Finally, in 2017, he sold his practice and dedicated his time to the GPD. Oh, and did we mention he is also an accomplished pilot and classical pianist? Now Doc is in his 70’s and his wife convinced him it was time to retire. He officially hung up his law enforcement hat in February of this year.

But he says he still might come back to volunteer his time at GPD. Shhhh… don’t tell his wife! Thank you, Doc.

Special Election to Fill Ward 4 Vacancy Tuesday, April 28

I

n the November 2019 election, Golden voters elected then-Ward 4 Councilor Laura Weinberg to serve as the new Mayor. On January 9, Weinberg resigned her Ward 4 seat to be sworn in as Mayor, creating a vacancy and requiring a special election.

The City Clerk has received and validated petitions for William Fisher and Stacy Fowler, declaring them the two official candidates for the vacant seat in Ward 4.

This is a mail-ballot-only election. Ballots will be mailed out to all registered voters in Ward 4 beginning April 6. Ballots must be returned no later than 7 p.m. on Election Day, April 28. Ballot Box locations are Golden City Hall, 911 10th St., and Jefferson County Elections, 3500 Illinois St. in Golden.

Voter registration status may be checked online at govotecolorado.com or by contacting the Jefferson County Elections Office at 303-271-8111.

Each candidate was offered the opportunity to submit a profile and a photo for free publication in the Informer. Candidates were not provided with any set of guidelines (other than an approximate word count) and candidate profiles were not edited by the City for content, grammar, or style. The consultant team at Pel-Ona is about to complete their summary report that will be delivered to City Council for review at an upcoming Council meeting. Dates yet to be determined. It includes a diagnosis of the zoning code’s ability to regulate the goals

of Golden’s long-range plans, a look at the review process for development, and the overall user-friendliness of the code itself. Golden residents, developers, and professionals (e.g. architects, engineers) provided informative comments to assist in the audit process. A summary of these comments will be available in the final report, which will be made available for public review prior to the initialization of the rewrite process.

Having lived and raised our family in Golden for more than 20 years, I am running to provide a strong vision encompassing shared respect for our historic smalltown character and greater balance for those of us who live here in light of the increasing numbers of visitors and those hoping to join our community.

Proven Results.

One thing hasn’t changed since my previous service on City Council: My commitment to achieving results for Ward 4 and Golden residents. With your support, I will get to work on Day One in office.

We weathered the Financial Crisis of 2008 while supporting local businesses and improving parks, trail connectors and Safe Routes to School (my candidacy is endorsed by Support Jeffco Kids). I helped defeat the Beltway Toll Road while providing noise mitigation walls and berms to protect neighborhoods. We fought to secure a Community Garden and Bike Park, and as a Registered Nurse I focused on improving public health by mitigating Radon gas risks in homes and licensing Tobacco retailers to limit youth access.

And yet, there is more to be done…

• O ur North Neighborhoods and Mitchell Elementary need further safety, pollution and noise mitigation along Highway 93.

Let’s push for better transit options, and no repeat of the 8th street pedestrian school route and 58 bridge closure!

• M inimize Impacts of Development: Historic Neighborhoods deserve protection from continued Mines expansion – Complete the IGA! Council Leadership is needed as citizens face new developments and scraping homes to build pop-up mansions that are often out of place. Protect the Astor House – let’s get it done.

• W e all deserve to enjoy Golden’s trails and Clear Creek while protecting our natural environment and without feeling pushed out by daytrippers – let’s develop a balance that supports residents, a healthy business community, and maintains our precious –and aging– Parks & Recreation infrastructure.

Stacy Fowler In 1996, my husband Joe and I decided to pack it up and head to Colorado. We were looking for a city where we could raise our young daughter Presley – a city that was quaint, not too big. We wanted a city that was dedicated to a high quality of living, forward thinking, yet rooted in history and tradition; a city that we could embrace and call “home.” Then one day we happened to wander into Golden – and while driving down Washington Street, we saw that iconic sign: “Howdy Folks! Welcome to Golden”…. we knew we had found our home.

Twenty-four years later, we’re still here, running our family business, The Golden Hayride, and actively involved in Golden community events as well as the Golden Chamber of Commerce. I serve on the board of Golden Women in Business and the Executive Committee for Jeffco International Women’s Day. I am also active in the Golden Landmarks Association and have a vested interest in preserving Golden’s rich cultural and architectural tradition.

I’m running For the Love of Golden – to be a voice for Golden residents living in Ward 4. I have a deep understanding and love for the City of Golden. I know its storied history and embrace our residents’ vision for its future. Ours is a thriving and active community that in recent years has evolved from “good” to “great,” but also faces numerous critical challenges: • Parking problems that are straining the city’s resources, negatively impacting local, historic neighborhoods and businesses • Developments with density that are not in keeping with the historic neighborhoods • Tubers on Clear Creek, and the associated traffic, camping, littering and stress on the environment • Increased parking congestion from Accessory Dwelling Units • Highway 93 traffic congestion and unhealthy air quality • Event-related road closures affecting local businesses and residents Here is my promise to you: I will work closely with local residents and business owners in developing solid, sustainable solutions to our community’s challenges. Hidden Gems of the Legacy Collection

O

ver a year ago, the curatorial department quietly started a part-time pilot project to inventory the Legacy Collection at the Museum. The Legacy Collection is defined as everything that existed in the collection when the City commenced museum management in July 2010. Long overdue, we deferred this inventory to address other priorities like an exhibits program and multiple building improvements. Finally, the time has come to get the entire collection in order, and so far, this detailed work is paying off.

For over 15 years, much of the Legacy Collection has been stored in almost 3,000 square feet of donated space on the fourth floor of a privately owned office building at Denver West in Lakewood. While going through the collection, we’ve literally placed our hands on thousands of artifacts, a process that’s turning up a number of forgotten gems not documented in the database. It’s no surprise, but we’re also finding thousands of artifacts that fall well outside of our mission that will be removed through a formal deaccession procedure.

Territory. The Seventh Session met briefly in Golden in December 1867, the last year Golden served as the Capital city.

• A collection of early 20th century eyeglasses, eyeglass cases, and a display cabinet that belonged to Golden optometrist E. A. Bader, who practiced from about 1949-1970.

• Stone tools and other archeological remains excavated from the small Hall Woodland Cave site west of Golden. Discovered in 1964 this Paleoindian rock shelter was intermittently occupied from 500-900 C.E. • A sword that belonged to Golden Civil War veteran, Lt. John T. Larkin of the 57th Illinois Volunteers.

We also identified property that is not even ours! A 17-yearold loan of a dozen artifacts from the Estes Park Museum were returned earlier this year. And we’re not done yet. This is a multiyear project, so stay tuned for more updates. Once inventoried, artifact records are added to the online collection at goldenhistory.pastperfectonline.com. The free series runs the first four Friday nights in August at Parfet Park and features music and a familyfriendly movie. Bands begin performing at 7 p.m. and the featured movie of the night begins at dusk, usually around 8:30 p.m. The movies are shown on a giant inflatable screen under the stars.
