HEADS UP: Important Upcoming Items National Night Out Aug. 6 The Golden Police Department invite you to our 19th annual National Night Out event from 5 to 8 p.m. on Tuesday, Aug. 6 in Parfet Park on the corner of 10th Street and Washington Avenue. Join us for live music, performances, raffle prizes, free food and drink, and much more! National Night Out is an annual community event that promotes police-community partnerships in a fun and relaxing environment.

Golden Utilities and Rates Open House Wednesday, Aug. 14 • Golden Community Center • 6 to 8 p.m. Stop by the Golden Utilities open house on Aug. 14 to learn more about your water, wastewater and stormwater utilities and potential changes ahead for how we charge for these services. The open house will include stations that provide information about the water, wastewater and stormwater systems, water resources, rate study, water quality, and conservation. This is your chance to provide feedback on how Golden charges for utility services. Your input is part of the rate study currently underway to look at how customers are charged for water, sewer, and stormwater drainage services. A committee made up of experts and local residents worked for the past six months to evaluate the current system and ensure any changes are fair, equitable and tied to the demands that different types of customers place on the system. The open house format is intended to be flexible so please stop in at your convenience during the event!

G You have until Aug. 18 to sign up for the 2019 Police Citizens’ Academy! The Academy begins on Aug. 28 and runs through Nov. 23. The Academy combines classroom Academy presentations with hands-on activities to provide P OLICE the participants with a comprehensive experience. Participants meet from 6 to 9 p.m. on Wednesdays, and two Saturdays for firing range and driving track training (yes, you get to drive a police car!) To attend, you must be at least 18 years old, have a valid driver’s license, and be able to pass a background check. Public Works Citizens' Academy

Ever wondered what happens right below your feet? The water, pipes, asphalt and cement? This academy will give you an inside look at the City's Public Works operations. This free 20-hour program, which is geared toward adults, starts on Aug. 28 and ends Sept. 25. You will meet on five Wednesdays and two Saturdays. It will include interactive hands-on training activities, tours of City facilities, and presentations by Public Works Staff. Participants will receive all necessary safety equipment and will have the opportunity to experience simulated Public Works working conditions. To conclude the program, graduates of the Academy will be awarded Certificates of Completion at an October City Council meeting. Survey Says…

olden residents expect their elected officials to make decisions that reflect their values; City representatives agree that their job is to implement policies that embody, express, and elevate the community’s vision. In theory, the relationship between Golden elected officials and residents exemplifies representative democracy in action. But in practice, barriers often impede effective communication. Golden residents care deeply about their hometown and want their voices to be heard. Not all speak up, though. National research indicates that participation in local government is quite low. Only around 20 percent of Americans contact their city government or attend city meetings. The most vocal individuals are homeowners (not renters) who have lived in a community more than 10 years, with a higher-than-average income. Those under the age of 35 are actively involved far less than their older neighbors. For many others life gets in the way, and it appears that residents don’t often weigh in unless they feel directly or negatively affected by an issue. So, from the perspective of elected officials, it is difficult to gauge the general community temperature. For this reason, the City engaged the National Research Center to conduct a statistically valid, random-sample survey of Golden residents. Later this month, the results should provide a trustworthy overview of residents’ opinions. Of course, Golden is a small town so we have opportunities to talk to each other often. Based on my interactions, Goldenites consider our town to be one of the most livable places in the state and nation. As the National Research Center puts it, “livable” means a place that is “not simply habitable, but that is desirable: not only where people do live, but where they want to live.” In fact, it is the attractiveness of our town and metropolitan region that brings challenges. Change matters to people. It unsettles and concerns them; and different circumstances mean differing views on what is essential to our town’s identity. But without question, there is agreement to protect what is precious – be it our historic downtown, the foothills, the Clear Creek corridor, open-space vistas, or family-friendly ambience. We boast of cultural attractions like the Golden History Museum, Foothills Art Center, Miners Alley Playhouse, the Rocky Mountain Quilt Museum, the Jefferson Symphony, and so many more. We are a short car or transit ride away from metro area cities with additional cultural offerings. Education is a top priority. Our children attend good schools, from pre-kindergarten through high school. Thanks to the Colorado School of Mines, our fine library system and self-organized groups, we learn from thoughtful leaders and engage in intellectual discussions. Our access to recreational and fitness options is unparalleled. The Golden Community Center, hiking trails, biking lanes or paths, Clear Creek, and public parks are convenient and inviting. We enjoy high-quality city services and facilities. Whether relating to public works or public safety, our talented and dedicated employees (and volunteer firefighters) are there for residents. Golden should continue to invest in itself, our staff, and infrastructure. Any Golden resident, employee, or business owner with an inclination to get involved in civic life can make a big difference here. Our boards, commissions, clubs, and organizations thrive on activism. Finally, Golden is home. For some, it's the only place they've ever lived. For others, it's an adopted home. For all, it’s where we will continue to build a strong, resilient, and vibrant community.

Guiding Development: The Master Plan

O

ver the past few months, there has been an ongoing conversation within the community about changes to some of our residential zoning districts. These proposed changes were prompted by a variety of community members who felt that our current zoning regulations were allowing for new structures that were not always congruent with Golden Vision 2030 and in keeping with neighborhood character. After an extensive public input process, research from City staff and review by the Planning Commission, City Council passed the first phase of changes, which primarily pertain to new bulk plane standards to reduce the impact of new structures on neighboring homes, but also added a limitation on lot coverage and the requirement for a front porch. Planning Commission and staff then turned to Phase 2 of these changes, and Council held a public hearing on these code changes on July 25. Phase 2 of the R-2/R-3 zoning changes includes new minor subdivision restrictions, limitations on rooftop decks, new requirements for residential Special Use Permits (SUPs), and allowances for minor encroachments into the new bulk plane standards that were adopted in Phase 1. If passed, those changes would go into effect at the beginning of August and put an end to a temporary building moratorium. (As of this writing, the July meeting hasn’t yet happened.) Planning Commission is also working on recommendations for a Phase 3 which will contain further standards related to these zone districts pertaining to allowances for the limited use of the rooftop dormers and creating incentives to preserve existing homes. Public hearings for Phase 3 have yet to be scheduled. You can find the results of the July 25 meeting and details on all three phases at www.GuidingGolden.com/GuidingDevelopment.

While working through this public engagement process to amend the code, it became clear to all involved, that there is a larger issue. Although our guiding policy documents have been carefully crafted to reflect the values and goals of the community, the zoning code has not received the same attention, and needs an overhaul. That’s why funding for a zoning code audit and re-write project has been approved and the search for a consultant company is on. The consultant will be selected this month and the project is slated to begin in early fall of 2019. The process is expected to take about 14 months, and there will be many opportunities for you to voice your opinions. This is a longer-term solution to ultimately ensure our zoning codes reflect the needs and values of the community now and into the future. We are excited to work with the Golden community on this project.

TRANSPORTATION MASTER PLAN The initial public engagement period for the Transportation Master Plan is now closed. The primary stakeholder group will review the extensive public input received during this process, as well as the proposed framework for the plan. A meeting will take place at 6:30 p.m. on Wednesday, Aug. 7 in Council Chambers, 911 10th St. This is a public study session, but there will not be a public comment period. Once a draft plan is ready to be presented, you can expect more public comment opportunities later this fall before the draft plan is officially adopted.

Improvements to Short-Term Rental Application Process

W

e heard you! After much feedback from the community, the City of Golden Planning Division has a new and improved licensing process for short-term rentals. Originally, there was an online portal for applying, as well as a non-compliant property search tool. Now, the Planning Division accepts and processes paper applications in our office at 1445 10th St. The online portal, called STR Helper, will continue to assist in the search for non-compliant properties and code enforcement efforts. Please note: If you received your short-term rental certification through the STR Helper website, it is still valid.

The Planning Division is now your go-to for any questions or future applications. The regulation of short-term rentals came to the City’s attention in early 2017. After several public hearings and a public engagement forum on GuidingGolden.com, City Council adopted an Ordinance in May of 2018. WOMEN’S PRO RACE COMING TO GOLDEN SATURDAY, AUG. 24

O

n Saturday, Aug. 24, Golden will be in the international spotlight as we host the third stage of the Colorado Classic® presented by VF Corporation. For the first time ever, the race will feature all-female professional cyclists who will compete for purses equal to those given to male pro cyclists. This is a giant step for professional cycling as well as a growing trend, and Golden is proud to be a part of this groundbreaking event. Nearly 100 of the best women cyclists in the world — including Olympians, World Champs and collegiate All-Stars — will compete in this thrilling UCI 2.1 road race. Don’t miss it!

THE RACE ESSENTIALS

SATURDAY, AUG. 24 The race starts at 11:30 a.m. on Saturday, Aug. 24 and will 7 a.m. - Washington Avenue closure extends to include 10th to 14th streets finish at approximately 2 p.m. The Start and Finish of the - Jackson Street from 10th to Water race is near the Golden Arch. The route is a nine-mile circuit (east side of Parfet Park) that comes through downtown Golden SEVEN times as the 11:15 a.m. – 2:30 p.m. *ENTIRE ROUTE CLOSED* racers loop around for a total of 63 miles of fast action– All streets, driveways and access along the indicated route packed racing. will be closed to all vehicular traffic for the entire race.

THE ROUTE Stage 3 in Golden offers many opportunities for up-close viewing of the action. There are three sprints and seven swift laps over a nine-mile circuit that starts and finishes near the iconic Golden Arch downtown. There are many great places to watch the racers throughout the loop. You can also watch it on the big screen in Parfet Park at the Cycling, Health & Fitness Expo.

ROAD CLOSURES To ensure a safe route for the cyclists, ALL ROADS ALONG THE ROUTE WILL BE CLOSED TO ALL VEHICULAR TRAFFIC from approx. 11:15 a.m. to 2:30 p.m. Closures on Washington Avenue will be more extensive to allow for the building of the stage at the start/finish line. Please note that the closure times may change depending on what happens during the race, and are at the discretion of CDOT, Colorado State Patrol and other emergency responders.

We’ll have a free bike corral, race merchandise, food trucks, non-alcoholic beverages and water bottle fill stations. Plus, live entertainment on the VF Corporation stage and a big-screen TV so you won’t miss any of the race action.

BIKE CORRAL & PARKING

As you can imagine, parking downtown will be limited and hard to access. Best options include parking along

the outskirts outside of downtown and walking, riding or scootering to your favorite viewing spot. Better yet, cycle all the way! A free bike corral will be available at the Golden Mill building at Ford and Water Streets. Also, permit parking in the 9th Street neighborhood will be suspended, which will provide more parking options.

Hop on a bike and join us for a community ride to welcome the Colorado Classic to Golden! Gather at 5:30 p.m. under the arch on Washington Avenue and we’ll take a short cruise to the Lions Park Ballfields where Movies and Music in the Park will take place. It’s a family-friendly and free kick-off to a great weekend of cycling and spectating!

The Golden Farmer’s Market will be open for business on race day in its usual spot at 10th and Illinois Street. Stop by and grab some coffee, breakfast and fresh produce from local farmers before wandering over to the Expo at Parfet Park. Remember, many routes in and out of the area might be closed, so look closely at the closure map to find the best route for you.

Movies and Music in the Park Friday, Aug. 23 Lions Park Ballfields, 10th & Illinois This event begins at 7 p.m. with a short celebration in advance of the Colorado Classic. You will be treated to music from the Sweet Lillies, followed by a showing of Mary Poppins Returns at dusk under the stars around 8:30 p.m. (more details on p. 18-19) Also, expect some updates on the race — in person!

Community Center Temporary Closure Aug. 19 - 25

T

he Golden Community Center (GCC) will be closed for its Annual Maintenance Week, Aug. 19 - 25, which coincidentally includes the day of the Colorado Classic bike race. During this closure the GCC will accomplish many projects that can’t be completed while they’re open, which will include but is not limited to: • Deep cleaning • Refinishing hardwood floors • Painting throughout the building • Equipment repair and/or replacements • C hanging bulbs and light fixtures in hard to reach places that require special equipment The Splash will be open for lap swimming August 19 - 25. The GCC will reopen at its normal time on Monday, Aug. 26. We thank you for your patience as we work hard to make the GCC safe and clean for our guests.

Important Reminder on Flood Protection

loods are dangerous. Even though they appear to move slowly, floodwaters only six inches deep moving at three feet per second can knock a person off their feet. For reference, the 100-year flood on Clear Creek at Ford Street can flow as fast as 11 feet per second. Never drive through flood waters as the depth is often unknown and the water can hide potential dangers. There are numerous major drainage ways that have potential to cause flooding. It is imperative that these drainage ways remain open to allow flowing water to pass; do not dump any trash or debris in any of the storm facilities including channels, ponds, inlets, or pipes. Homeowner’s insurance policies do not cover damage from floods. However, because Golden participates in the National Flood Insurance

Program, you can purchase a separate flood insurance policy at a 15 percent discount. This insurance is backed by the Federal Government and is available to everyone, even for properties that have been flooded, and no matter where they are located. Remember that there is a 30-day waiting period before the flood policy becomes effective. Before you begin any construction (new development, additions, remodels, filling, grading, etc.) on your property,

contact the City of Golden’s Engineering Division at 303-384-8115 for specific floodplain requirements. Flood maps and flood protection references are available at the Golden Library. You can also visit the Engineering or Building Divisions at 1445 10th St. to see if you are in a mapped floodplain. If so, they can give you more information such as flood zone, depth of flooding, etc. The Engineering Division will review flood information on file and produce a FREE written Floodplain Determination for your property upon request. Engineering staff can also make a site visit to your property to recommend potential improvements you can undertake to reduce your flood risk. NOW IS THE TIME FOR CITY COUNCIL CANDIDATES

f you ever thought about running for City Council, this is the month to take action. In this year’s election, Golden voters will elect a Mayor and Councilors for Districts One and Two. The requirements to run for office per the City of Golden Charter, Section 3.4: must be an elector (registered voter) of the City of Golden; citizen of the United States for at least five years; resided in the city for at least one year immediately preceding the election. Candidates must be a resident and elector (registered voter) of their ward when nominated and elected. Nomination petitions may be taken out and circulated beginning Tuesday, Aug. 6. Petitions must be picked up from the City Clerk’s office, located at 911 10th St. Nomination petitions will be due to the City Clerk by 5 p.m. on Monday, Aug. 26. Candidates must obtain 25 signatures from registered electors within their ward. You must also file a Candidate Affidavit within 10 days of announcing your intent to become a candidate, or getting your first signature on your

The City of Golden General Municipal Election will take place on Tuesday, Nov. 5. This will be a mail ballot election. Jefferson County will mail out the ballots in accordance with the schedule set by statute.

Aug. 27 Golden Bicycle Cruise Join the Golden Community Commons group for a night of music, food, beer, and a costume-themed bicycle cruise around Golden. "Run & Fly" to See Golden's Newest Public Art

I

f you haven’t yet seen Golden’s new art piece, it’s worth a jaunt to check it out. "Run and Fly" was recently installed on the west side of Hwy 93, north of Pine Ridge Road. The set of three eight-foot sculptures, created by Colorado artist Joe Norman, aims to serve as an entryway into the City from the north, providing a sense of arrival to Golden. Be sure to check out the piece while driving both directions on Hwy 93, as the silhouettes appear to change depending on the view. Travelers heading northbound will see three red-tailed hawks, while those going southbound will see a group of children running together. Golden Fire Department’s Safety and Preparedness Day

oin Golden’s first responders for an up close and personal look at their fire equipment and meet the men and women who serve our community! Mark your calendars for Saturday, Sept. 14 from 10 a.m. to 2 p.m. for the annual Safety and Preparedness Day a FREE fun filled safety event for the entire family. The Golden Fire Department hosts this event, along with the University of Colorado Hospital Burn Center, American Medical Response, Bonfils Blood Center, Golden Police, Jeffcom Dispatch, Pleasant View Fire Department, and Colorado State Patrol. This event will be held at the Golden Fire Station, 911 10th St. Come sit in a fire truck, ambulance and police car. Attendees can see live fire demonstrations, game-based fire and burn education for all ages, and free car seat checks. Plus, the opportunity to learn about safety in the home and the community. There will also be drawings for door prizes, and all-you-can-eat popcorn along with an assortment of refreshments. This event is open to EVERYONE so invite as many people as you can and come down to enjoy the fun. Chat with firefighters, paramedics, police officers, dispatchers, nurses, and Bonfils staff to ask questions and talk shop! This will be a fun-filled family and community-oriented event. olden’s Firefighters not only volunteer their time to serve our community, they also work to help others. On Sept. 1 and 2 you will see Golden firefighters on the streets of our town, participating in the Annual Muscular Dystrophy Association Fill the Boot Campaign. For more than 65 years, Fill the Boot has been a strong firefighter tradition – giving families with muscular dystrophy in hometowns across America hope for the future and support for today. Last year, more than 100,000 firefighters participated throughout the country, raising $20 million. August 2019

Hands-On History & Culture

A

successful year for Golden History Park, as kids not only learned about history ­— they experienced it. In May, Golden History Museum & Park hosted their third annual field trip days, called Golden City Trading Post. This experience invites teachers, students, chaperones, and homeschool groups to the Golden History Park to freeflow through various activities facilitated by local cultural organizations. Best described as something like an educational carnival, Golden City Trading Post is designed to engage students in a variety of topics using hands-on methods. A Hotel Famous for Food

T

he Holland House was once located at 1310 Washington Ave. With a hotel, dining rooms, a coffee shop and lounge, the Holland House had it all. It was the fourth hotel to operate on that site since 1925 when the Hotel Berrimoor first opened, followed by the Cody Hotel, the La Ray Hotel and finally the Holland House. Today, you know it as Table Mountain Inn. Marion Luther (Lu) Holland and his wife Ethel arrived in Golden from Billings, Montana in 1945. Lu was already working as the chef and assistant manager at the La Ray Hotel when he

and Ethel purchased the place in May of 1946. Soon, they changed the name to the Holland House. After the Hollands bought the place, they remodeled two rooms and a bath into their residential suite. It became their home for the next 40 years. The newly renamed Holland House became renowned for their homemade pies and biscuits, as well as the wonderful artwork that adorned the walls. In its heyday the Holland House drew patrons from all over the region and was considered one of the finest restaurants in the Denver area.

The family sold the business in 1982 after Lu’s death the year before. It continued to operate under the same name until 1987 before finally closing. After an extensive remodel under new ownership, the old Holland House was reborn as the Table Mountain Inn in 1992. Do you have fond Holland House memories to share, or perhaps photos or memorabilia? he Golden Fine Arts Festival, sponsored by the Golden Chamber of Commerce, is a prestigious juried art show located in the historic heart of downtown Golden. Visitors to the festival will find over 100 artists working in a wide variety of media. The artists are selected through a competitive jury process that ensures the quality and diversity of the work that is on display and for sale. It’s a great opportunity to own unique pieces purchased directly from the artists who make them, and maybe even get your holiday shopping knocked out early. Visitors can enjoy food, adult beverages, musical entertainment and a children’s art activity area.
