I want people to share with me their concerns about Golden, and changes they seek. They may not agree with me, or my approach, but I do hope they will have empathy for me, as I will offer empathy for them. My worldview is mine, yours is yours. We can offer grace to our neighbors and, at the same time, give up nothing. Allowing each other to have their own worldviews is a step toward civility. It costs nothing and saves a lot of debate that makes no progress. When we try to convince people of something that butts up against their strongly held views, we need to do so with an understanding that to them, their beliefs are no less valid than our own.” So, please, be engaged in civil discourse. Enjoy Zero Fare for Better Air on RTD in August
he City of Golden and the Regional Transportation District (RTD) are excited to partner on Zero Fare for Better Air, a collaborative, statewide initiative designed to reduce ground-level ozone by increasing use of public transit. During the month of August, customers can ride RTD for FREE with zero fare. This program is made possible by Colorado Senate Bill 22-180 and in partnership with the Colorado Energy Office. Riding transit promotes cleaner air. Approximately 84% of the greenhouse gas emissions that come from transportation are due to day-to-day commutes. By leaving the car at home, a person can save up to 20 pounds of carbon dioxide emissions every day. Some of the additional benefits of using transit include cost savings, gas savings, traffic reduction, time savings, and stress reduction making a daily commute better for all. There are many ways to take advantage of Zero Fares for Better Air in August. Transit can, of course, be used for daily work commute, but RTD also offers services that make connections to entertainment and sports venues, schools, and popular shopping and restaurants districts. All RTD services – including special services like Access-aRide – will be available at zero fare all month long. Current and new RTD customers will not have to use or purchase fare products all month long. Addressing Property Crimes in Golden

ince 2020, property crimes have skyrocketed throughout the nation, and our community of Golden is no exception. The Golden Police Department has been working diligently on reducing property crime
related to criminal trespasses of motor vehicles, motor vehicle thefts, and burglaries. We have made a commitment to our citizens by setting an ambitious goal to reduce these crimes by 5 percent this year. The Golden Police Department has implemented new technology in the form of License Plate Reader Cameras (LPRC) within the city. As a result, in the first quarter of 2022, the department has recovered 52 stolen motor vehicles, which is a 240 percent increase over the same period in 2021. In the process, officers have arrested and filed charges on 21 individuals associated with these stolen vehicles and other related crimes. In all, the LPRC technology have identified 592 vehicles driving through the city with stolen license plates and 163 vehicles as being stolen. The technology is proving to be a valuable tool in
helping the police department reduce or mitigate crime. In March, detectives from the Criminal Investigations Section executed a search warrant on a residence in Golden following a sixmonth investigation into a suspect involved with multiple vehicle thefts, vehicle trespasses, identity thefts, fraudulent use of credit cards, and theft of property throughout Golden and surrounding areas. Golden victims alone sustained over $15,000 in monetary loss. The 27-year-old male suspect was arrested and charged with 22 counts relating to theft, vehicle trespasses and identity theft charges for crimes occurring in Golden. A search of the residence unveiled evidence linking the male to multiple additional crimes in Golden and cities throughout the metro area, including the possession of a stolen firearm.

Social, Economic & Environmental Issues City’s Latest Greenhouse Gas Emissions Inventory Highlights Progress on Sustainability Goals and Need for Action
T
he City of Golden’s most recent greenhouse gas emissions (GHG) inventory highlights areas of improvement compared to the last 2007 inventory and the need for action to meet the community’s sustainability goals. Overall, the city’s greenhouse gas emissions decreased by 4 percent since 2007 (from 396,000 to 382,000 metric tons of carbon dioxide equivalent) and per capita emissions decreased by 16 percent from 22.3 to 18.7 metric tons of carbon dioxide equivalent per person. A greenhouse gas emissions inventory estimates the quantity of emissions associated with community sources and activities. Greenhouse gas emissions inventories are useful because they use published emissions factors to aggregate these sources (such as electricity, gas, and waste) into one unit (metric tons of carbon dioxide equivalent). Periodic updates to the community GHG inventory identify where to focus sustainability efforts based on greenhouse gas emission trends, track progress towards sustainability goals, and support targeted action planning. Table 1 shows a breakdown of 2019 community-wide GHG emissions by sector of activity and Figure 1 demonstrates the trend of per capita emissions from 2007 to 2019. This 2019 version of Golden’s greenhouse gas inventory focuses on Scope 1 & 2 emissions as those emissions are most likely to be under the control or influence of the city. Solid waste and water/wastewater are both emissions that occur outside the boundary of the City but are included as these emissions are the result of activity taking place within Golden. The majority of Golden’s GHG emissions come from non-residential building energy (49%) and residential building energy (13%) associated with the use of natural gas and electricity. The second-largest contributor is the fuel used for transportation and mobile equipment (34%). Beyond the City’s greenhouse gas reduction goals, the State of Colorado adopted science-based climate targets and a Greenhouse Gas Roadmap to meet reductions of 26 percent by 2025, 50 percent by 2030 and 90 percent by 2050 from 2005 as part of House Bill 19-1261, the Climate Action Plan to Reduce Pollution. In order to meet these goals our City needs to focus on sectors and strategies that drive the largest impact for our community. What can you do? Increasingly, the easier actions toward the goals are complete. The Community Sustainability Advisory Board needs your voice and support on these key upcoming efforts: • Building a large-scale community solar garden • Electrifying transportation of the municipal fleet • Reducing the fossil energy use in new and existing buildings

low Down! Back to school means sharing the road. School buses, kids on bicycles, and pedestrian traffic around our Golden schools will increase when the school year starts this month. The Golden Fire Department wants to share the following tips to keep children safe on their way to school: • If you're driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. • It is illegal in all 50 states to pass a school bus that is stopped to load or unload children. The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus. • Please be mindful of children riding bikes near schools or in neighborhoods. • When passing a bicyclist, proceed in the same direction slowly, and leave 3 feet between your car and the cyclist. In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection, and always stop for the crossing guard holding up a stop sign.
• Know the speed limit for the school zones around Golden. Not all school zones have the same speed limit. Look for the posted speed limit and follow them, school zone speeding tickets can cost hundreds of dollars! • Lastly, remember that being on your phone and driving do not mix. Not only can talking on the phone or texting in an active school zone result in a fine, but it can also be deadly.

The Community Wildfire Protection Plan (CWPP) (www.cityofgolden.net/media/CWPP.pdf ) addresses the threat of wildfire to the City of Golden based on lessons learned and technology developed since the original plan was released more than a decade ago. The CWPP identifies fire risks facing the community, and outlines actions to mitigate those risks and prepare for community evacuation in the event of a wildfire. The Golden Fire Department and the City of Golden plan to engage neighbors throughout 2022 and implement the CWPP in an effort to minimize risk, and maximize the safety of people and property throughout the city.

Community Center Temporary Closure Aug. 22-28 he Golden Community Center (GCC) will be closed for its Annual Maintenance Week, Aug. 22-28.
During this closure, the GCC will accomplish many projects that can’t be completed while they’re open, such as: • Deep cleaning and dusting high areas in the building • Repair and refinishing hardwood floors • Painting throughout the building • Painting, carpet cleaning, plumbing repairs • Equipment repair and/or replacements • Changing bulbs and light fixtures repair in hard to reach places The GCC will reopen at 5:30 a.m. on Monday, Aug. 29. We thank you for your patience as we work hard to make the GCC safe and clean for all residents.

Golden History Museum & Park Golden’s Forgotten Newspaper, The Outlook
T
he Golden Outlook, also known simply as The Outlook, was founded in 1946 by brothers George A. Barley and John W. Barley under parent company, Jeffco Publications. The Outlook was published in Golden as a weekly paper on Friday mornings. It was printed on a letterpress in a five-column tabloid format, covering all of Jefferson County, Colorado. The newspaper office, located at 11th and Arapahoe Streets, ceased to operate around 1990. Over the years The Outlook bought and merged the following papers: Wheat Ridge Times-Graphic, Edgewater News, Evergreen Mountaineer, and the Lakewood Leader. The Barley brothers also founded the Jefferson County Shopper in 1960. Georgia (Barley) Keller recently who shared these memories of her family’s newspaper: “My dad, George Barley, was a newspaper man. He hailed from Kansas, from a family of newspaper folks. He came to Colorado in the mid-1940s and established the Golden Outlook newspaper. He published that paper for the next 40 years or so, along with his brother John William Barley in the early days. But always with his mother, my Grandma Margaret C. Barley. He also published the Golden Family Directory for many years. One of my most lasting memories was watching the linotype machine in operation. The linotype is a hot metal typesetting machine that cast individual lines of type on slugs that were then placed in wooden trays on the letterpress printing press. To me, as a grade school child, the linotype was a fascinating and mysterious machine – and BIG! The operator typing away, the smell of the hot metal, and the clatter

of the metal pieces as they travelled along the top rail. The resulting slugs were placed in wooden galley trays and proofs were pulled – long, narrow lengths of printed paper that were then given to the proofreader for corrections. My Grandma Barley was usually the proofreader. I can still see her sitting at a HUGE roll top desk with her red pencils at the ready – she had lots! Her desk was right inside the front door of the office, along with a very large rubber tree plant. I also remember the printing presses. Initially Dad had one that printed on large single sheets that were then transferred to a folding machine. Later he acquired a larger press that used big rolls of paper that printed in continuous length, then cut and folded in the same machine. My Dad always employed a linotype operator to set the type and a few other people to help in the shop area, and some to sell advertising. He often
employed CSM students. But Dad did a great deal of all aspects of the work himself. The Outlook was a small weekly paper but still required constant efforts. Dad was “up at the office” pretty much all the time. He would come home for lunch and dinner, then go back to the office and come home at 10 p.m. to watch the news and read the two Denver daily newspapers. Every Thursday evening he would attend the Golden City Council meeting. Then back to the office to get the paper out for the Friday publishing date, usually all night and into Friday morning. Publishing The Golden Outlook was everything to Dad. He did not make much money out of it, but enough to provide for his family with the necessities – and a few extras sometimes. Dad would be pleased to know – all these years later – that people were interested in the work that he had done.”
