HEADS UP: Important Upcoming Items Mail Ballot Election Scheduled for Nov. 2 November 2 is the City of Golden General Municipal Election. This will be a mail ballot election, and Jefferson County will mail out the ballots between October 11 - 15. The deadline to register to vote through the mail, a voter registration agency, local driver’s license examination facility or online is Monday, Oct. 25. You can register at the Jefferson County Election Department or the Golden City Clerk’s office. You may register anytime by appearing in person at the Jefferson County Clerk and Recorder’s office at any time during which registration is permitted at the office, including on Election Day. Jefferson County’s website: http://jeffco.us/elections has registration forms and more information. You may also register online through Monday, Oct. 25 at the State of Colorado Online registration site at www.govotecolorado.com. It’s Okay to Disagree

M

ost of you know that City Council meetings happen on Tuesdays. In addition to those televised evenings, our unseen work gets done through thousands of emails and hundreds of calls, texts, social media messages, and coffee meetings. We run into neighbors on the trails and in stores. We interact with even more folks at Golden events and through our City Council board and subcommittee liaisons, including state legislative and committee hearings. Connection to all of these people - each with their own set of experiences, values, and communication styles - is the most demanding yet fulfilling experience of my life. Never have I had such unfettered access to the continuum of personal beliefs.

And while I appreciate supportive comments, the interactions I cherish the most are with those in opposition. I think it is because: • My conservative, ex-military parents raised me and my seven siblings who line up all along the political spectrum. As unaffiliated, I fall in the middle. • Training in science means I take to heart the core values of research: openness, fairness, honesty, objectiveness, accountability, and stewardship. • Through my Jesuit education and as a member of Alpha Sigma Nu, I embrace Ignatian values that emphasize a deep respect for diversity and difference. One positive example of seeking dissent started when Golden Transcript published my letter to the editor in May. My goal was to persuade our state legislatures to adopt a sustainable transportation funding system. In it, I wrote, “Our future depends on people and goods being able to move safely, efficiently, and without contributing to our already heavily polluted air and already severe climate change challenges.” After reading it, a resident reached out, providing charts and graphs to make his point that he respectfully disagreed. I asked to meet and over coffee we decided not to debate the data. Rather I learned about him, his current career in the oil and gas industry, and his previous role with EPA. We discussed my goals for a healthier Golden free of pollution where fire smoke no longer kept us inside. He told me our pollution has been getting better over the years and predicted the 2021 fire season would be less severe. In the end, we agreed even if there was improvement, it was OK for me to keep pursuing policy changes that made Golden residents even healthier. That is my message for you today - it is OK to disagree. What’s more important is that we provide each other with a space for understanding. If you have thoughts differently than mine, call. September 11th 20th Anniversary Remembrance in Golden

t has been twenty years since that infamous, fateful day in September when the world collectively paused in absolute disbelief. In many ways, it seems a lifetime ago as so much has transpired in our world since then. In other ways, it seems like yesterday, the events of the day permanently etched into our memories. So much of who we are is shaped by our experiences. On Sept. 11, 2001, I was a newly married resident of Arlington, Virginia, living about one mile southwest of the Pentagon. In addition to being home to the Defense Department, it was also home to my neighborhood’s nearest Metro transit stop, which I often frequented on the short commute to my office in Alexandria City Hall. The unpredictable and chaotic events that Tuesday had my wife and I out of touch for most of the day, anxiously awaiting our reunion later that evening. The eventual return to our apartment was accompanied by pungent, smokefilled air and the constant blaring of emergency sirens. Eventually, unable to sleep and no appetite to eat, we concluded our day with thousands of others on the front steps of the U.S. Capitol for a very somber candlelight vigil. Despite the profound fear, pain, and anguish that overshadowed most of the day, I was also awestruck by the courage and resilience of first responders and local government officials, whose mission-critical focus and determination to meet the moment defeated the unprecedented nature of the day’s events. The critical importance of the work of local government was made apparent. And, although I didn’t know

We were all impacted in some fashion by the tragic events twenty years ago. For me, the sights, sounds and smells, are all still very vivid in my mind. Even today, the simple act of looking at the date on the calendar can still bring a tear to my eye. And, although there will always be sadness associated with 9/11, there was also tremendous inspiration. We all witnessed inspiring acts of courage, sacrifice, determination, and service from those that are willing to give all in the service of others.

I have an enduring admiration and profound respect for the firefighters, police officers, and other first responders that serve our communities. This year, on the 20th Anniversary of the unfortunate events of 9/11, I invite you to join the brave members of the Golden Fire Department and the Golden Police Department to pause and remember those lost on 9/11/2001, especially those public servants that gave the ultimate sacrifice that day in the service of others.

THE CITY IS BEGINNING THE RACIAL EQUITY PLAN The City received 12 proposals from firms interested in working with Golden on creating a racial equity plan. After narrowing the field and interviewing the six finalists, the JEDI (Justice Equity Diversity and Inclusion) Subcommittee presented their final recommendation to Council during their June 8 meeting that the City hire MIG to consult on Golden's racial equity plan. The JEDI Subcommittee preferred MIG for its community-focused approach and wide scope. Their work is broken into Phase 1: Listening and Learning: Key Issues, Opportunities, and Priorities, which is taking place now and should last through November. Phase 2: Taking Action: Developing the Racial Equity Plan will take place early 2022. Look for opportunities to participate.

CITY OF GOLDEN ZONING CODE UPDATE The second draft of the updated zoning code is now available for review! This draft incorporates several additions, corrections, and adjustments based on feedback from City Council and Planning Commission. The zoning code rewrite is intended to address the scale of development and better ensure that structures are appropriate for the neighborhood context. In September, there will be neighborhood open house meetings to assist in finalizing the zoning code map.

INTERACTIVE FINANCIAL DATA The City of Golden is committed to transparency and providing accessible financial information. The City has partnered with OpenGov to offer an interactive online platform to provide easy access to the City’s financial data. These Interactive Financial Reports provide sortable data and easy to understand graphs and charts, with data updated monthly.

AUTONOMOUS ELECTRIC TRANSIT VEHICLES PILOT The City of Golden has been selected for the opportunity for a one year pilot project to operate driverless transit vehicles within pre-defined routes on Golden city streets. This pilot project will be a partnership between the City of Golden, the Colorado School of Mines, the Colorado Smart Cities Alliance, and EasyMile. The pilot project will run from August 2021 until July 2022, and is a part of the greater AvCo project to deploy the nation’s first highly automated, connected, electric and shared public transit service in three different locations in Colorado. Taking Care of Your Lawn this Fall

ith the cooler temperatures and shorter days of fall right around the corner, now is a good time to make a plan and prepare your grass for the winter. Fertilizing in the early fall promotes healthy root systems and more resilient landscapes. Fall is an important time to put a little energy and care into your lawn's health - and next summer, you should see the benefits. The two most important things to do to your lawn in the Fall while it's still green are to aerate and to provide it with some nutrients.

AERATION: Aeration improves your yard's ability to absorb water and nutrients. Before starting, make sure to mark your sprinkler heads so you avoid running over them and causing damage. Often, you can rent core aerators at home improvement stores to get the job done.

ADDING NUTRIENTS TO YOUR LAWN: Adding nutrients to your lawn is another simple task. While it’s advised to test your soil first, plant experts from CSU Extension Services generally recommend a fall application of fertilizer high in Nitrogen (e.g., 25-5-5) for cool-season grasses. Apply this type of fertilizer a few weeks before temperatures are supposed to reach freezing. The main caution is to not add too much, which can result in damaging your grass and polluting local watersheds. Follow

directions on the package, and your yard should benefit. Nitrogen application can often be reduced by 1/4 to 1/3 when grass clippings are returned to the lawn during mowing. Nitrogen and other nutrients contained in the clippings are recycled into the lawn as they decompose. Grass clippings do not contribute to thatch accumulation in lawns. If you're wondering whether it might be simpler to just leave the fallen leaves on your yard, be warned that too thick of a layer of leaves can suffocate your grass. That said, a thin layer of leaves, particularly if they've been chopped up by a mower, can add nutrients back into your landscape and can be used to mulch around flower beds, shrubs, and trees. Why Do I Need a Building Permit?

M

any homeowners and/or building owners may have this question and wonder why we enforce this process. The City of Golden and the Building Safety and Inspection Services Division wants you to apply for a permit to ensure that you meet certain criteria and safety concerns in relation to: • Zoning requirements • Environmental (waste, water systems, and run off) • Building codes • Electrical codes • Plumbing codes • Mechanical codes • Having a record of your renovation/addition/building project to show the bank, insurance company and future homeowners that there was a permit pulled and the work was deemed safe for the dwelling and done according to current codes.

As a homeowner, if you currently dwell in your residence, you can perform all the work yourself. If you do not perform the work, you may hire a contractor. That contractor will need to be registered with the City of Golden. The general process begins with the application, a plan review if needed, payment of fees, issuing of the permit, the inspection process, and the close of the permit if all code requirements have been inspected and met. The permit stays on record and attached to the property. All in all, it is important to remember this process is to benefit and safe guard the building owner and neighbors. Pay-As-You-Throw Program is Changing

epublic Services, the city's new waste hauler, will begin servicing customers of the City of Golden Waste and Recycling Program starting Aug. 30. Look for a separate postcard from Republic Services announcing your new service day and continue to use your current City of Golden carts when the new service begins.

Upcoming Timeline for New Service: • A ugust 30 - September 4: Organics cart deliveries will take place for all customers of the city program during this week. If you did not make a cart selection then the standard 32-gallon cart will be delivered to you.

HIGHLIGHTS OF THE NEW SOLID WASTE PROGRAM: • A ddition of Organics collection for every household that is participating in the city program. Organics will be collected every other week, alternating weeks with recycle collection.

• August 30: Republic Services will take over the City’s trash service this week. Be sure to put your cart out on your new service day starting this day. The new monthly rates will also go into effect.

• One (1) Free Large Item Trash pick up per household per year. Call 303-277-TRASH to schedule a curbside pickup anytime.

• September 6:

• Improvements to Alley Collection. More convenient alley service with smaller trucks to navigate tight spaces in all weather conditions. With the new service, you can now keep your carts on your property’s side of the alley.

All customers will experience a one-day delay in trash and recycling services due to the Labor Day holiday. Please put your carts out one day after your usual service day.

• D ay of Service Changes. Look for a postcard from Republic Services with your customized service day or visit www.cityofgolden.net/collection-maps.

HOW CAN I PARTICIPATE IN THE ORGANICS PROGRAM? Yard waste can go directly into the container and kitchen waste can also go directly in the cart or can be placed in certified compostable bags or paper bags for a cleaner cart. You may place compostable bags made from plant-based materials in your organics cart. Most of these bags are a shade of green to distinguish them from other plastic bags. Trusted brands include BioBag, Bag-To-Nature, Glad Compostable, BioSak, EcoSafe, EcoGuard and Nature Friendly. All of the following materials are acceptable in the organics cart; choose what is best for your household:

The No-Brainer – Collect all yard and garden waste in your organics cart, including grass, weeds, leaves, branches, and garden trimmings.

T he Sustainability Supporter – Collect all yard waste + your kitchen waste: Add to your organics cart by also collecting kitchen scraps including fruit and vegetable trimmings, coffee grounds and paper filters, eggshells, moldy bread, used napkins, dairy products, greasy pizza boxes, meat, bones, and restaurant leftovers.

T he Super Sustainable Household – All yard waste + kitchen waste + household waste: Fill up your cart by also collecting certified compostable paper plates, cups, and takeout boxes or certified compostable “plastics”. Also collect the following, as long as they are free of harsh cleaning/household chemicals: tissues, cotton balls, paper Q-tips, wooden toothbrushes, wooden chopsticks, paper towels, cut flowers, houseplants, dryer lint (100% wool, silk, or cotton only).

Golden Community Preschool - Learn Through Play The Golden Community Preschool offers a creative place where children learn through play. The goal of this Early Childhood Education program located at the Golden Community Center is to help children reach their greatest potential. Most importantly, we strive for the development of their social emotional skills. Our highly qualified staff works collaboratively to provide a safe, nurturing, and enjoyable learning place for our community and families. The Golden Community Center Preschool is licensed by the State of Colorado Department of Human Services. The Golden Community Preschool is rated as a 4-star program under the Colorado Shines Early Childhood Education rating system. Colorado Shines maintains a quality rating and improvement system for all of Colorado’s licensed early care and learning programs. istory is a spacious realm encompassing the full sweep of human experiences; at the core it’s all about change. The seasons, relationships, people, places and things. Embracing it, resisting it, and understanding it. Change is a constant in our personal lives and in the communities we call home. This is a simple idea and may sound obvious. We all know it, yet many of us resist. We find something we like and then we don’t want it to change. And for good reason – we’re a community with a rich history, beautiful trails, and friendly people. Sept. 19 The 15th Annual Golden Gallop This year the Golden Gallop will offer a HYBRID event, with an in-person race on September 19, or an option to complete a race during a ‘virtual’ race window from Sept. 11 to 19. Choose from multiple race options, including a Kid’s Fun Run, a 5K and a 10K. Whether in-person or virtual, kids, families, and friends from all over are encouraged to participate.
