ATTACHMENT B 1. The process for service requests, including timeframes. Water service with meters is processed through the permit process. Apply for SFR, multifamily, commercial permit. Permit review. Permit approval. Applicant pays for fees. Issue permit (typically 4–5 weeks). Build appropriate infrastructure: 

Request for meter installation initiates inspection of meter box.

If complete then paperwork sent to PW shop for meter installation.

2. How you determine that your system’s capacity is adequate to provide new water service (including sufficient water rights). The current Sumner sources are unable to maximize their existing water rights, so there is never a question as to whether sufficient rights are available. The City continually maintains and updates a water model in WaterCAD, and references this model to verify sufficient system capacity prior to starting the permitting process. 3. Conditions of a nontechnical nature that may affect your ability to provide new water service (annexation procedures, water rights issues, local ordinances, etc.). Water service is not provided outside the water service area boundary identified in the Water System Plan. 4. Your system’s procedures for granting or requesting extensions of time during a water service related project, and describe your procedure for handling disputes and appeals when water service requests are denied. Time extensions are granted upon request with submittal of justification and payment of additional permit fees. The City is not obligated to service developments outside its water service area boundary. To date, the City has yet to deny a request for water service within its approved water service area.
