MeasurePFundedStreetProjectsandNewPolice DepartmentBuilding

TheCityiscurrentlyconstructinganumberoflarge capitalprojects,aswellasplanninganumberof additionallargeprojects.TheCityisnearingthe completionoftwosubstantialprojects,theNavigation CenterhomelessshelterandtheBroadwayProject affordablehousingfacility.Thestatusofthosetwo projectswillbefurtherdescribedinanotherbrief.

Regardingplanninglargecapitalprojects,theCityis completingthedesignofanewPoliceDepartment headquartersbuildingaswellasbeginningthedesign ofaseriesoflargestreetimprovementprojects.

ThecurrentPoliceDepartmentheadquartersbuilding, locatedat111AmadorStreet,hasreachedtheendof itsusefullifeandneedstobereplaced.InApril2019, theCityengagedanarchitecturalfirmtoanalyze multiplepotentiallocationsforanewheadquarters building.InMarch2024,theCityCouncildirectedCity stafftoworkwiththearchitecturalfirmtocomplete designdocumentsforanewheadquartersbuildingat theAmadorsite.Thisworkisonschedule,andthe architecturalfirmisexpectingtosubmit90%design documentsforthenewheadquartersbuildingtothe CityforplanreviewinNovember2024.

TheCityhasnotyetidentifiedaspecificfundingsource andfinancingmechanismfortheconstructionofthe newheadquartersbuilding.

TheCityhasbeenworkingwithamunicipaladvisory firmtoidentifyfundingoptions.Citystaffbelievethatit wouldbebeneficialtobeginworkingwithanew advisoryfirmthatwouldbringadifferentskillsetand experiencetoadvisingtheCityonfinancingoptions. TheCitywillissuearequestforproposals(RFP)in November2024toselectanewmunicipaladvisoryfirm, andexpecttohaveanewfirmonboardbyFebruary 2025.

InNovember2022,VallejoresidentsapprovedMeasure P,a0.875%generalpurposetransactionsandusetax (alsoreferredtoasa“localsalestax”).Atthetime MeasurePwasplacedontheballot,theCityCouncil identifiedthefollowingCityservicesasprioritiesfor MeasureP:streetprojects;fireprotectionand emergencymedicalresponseservices;keepingtheCity clean;andaddressinghomelessness.MeasureP currentlygeneratesapproximately$18Mperyear.

Becausestreetprojectsareoneoftheprioritiesfor MeasureP,Citystaffhasbeenplanningtodesignand implementaverylargestreetimprovementproject usingMeasurePrevenues.Staffanticipatedpresenting aproposalforalargestreetimprovementproject, alongwithsomefinancingoptions,including “bonding”againstfutureMeasurePrevenues,tothe CityCouncilataspecialCityCouncilmeetingon October29,2024

However,CitystaffwasunabletoworkwiththeCity’s currentmunicipaladvisoryfirmtodevelopsufficient analysisandrecommendationstopresentataspecial CouncilmeetingonOctober29,2024,sothatmeeting wascanceledandthatagendaitemdeferred There areseveralissuesthatcomplicatethefinancingofa largefuturestreetimprovementproject,includingthat manyCityassetsarealreadycollateralized.Thisisone reasonCitystaffintendstoengageadifferent municipaladvisoryfirm.

Itwilltakesometimetoretainanewmunicipal advisoryfirmanddeveloprecommendationsforhow tofinanceanewPoliceDepartmentheadquartersand averylargestreetimprovementproject.TheCity Councildidbudget$5MfromMeasurePinearly2024 forstreetprojects Thatisbeingusedfora$2Mslurry sealprojectthatisunderwayrightnow(fall2024)and RFPforthedevelopmentoflongtermPavement ManagementProgram,variouspavementrepairs, pavementstriping,potholerepairs,anddesignofa citywidecurbrampprojecttosupportnextannual project WhiletheCityisawaitingtheanalysisand

IamFilipino-American,mymotherwasborninImus, Cavite,andmyfatherinFloridablanca,Pampanga Growingup,Iwassurroundedbyextendedfamilyanda greatdealofFilipinofood,cultureandtraditions.I appreciatethatIwasraisedwithbothaFilipinoandan Americanbackground,andItrytoinstillthesamewith myownfamily.IunderstoodTagaloggrowingup,butI didn’tstartspeakingfluentlyuntilmy30s.

WhatdoyoulovemostaboutyourworkatVallejo? WhatIlovemostisthatIgrewupinVallejo,Iwenttothe publicschoolsandraisedmyfamilyinVallejo.

OtherthanbeingactivefansoftheSanFrancisco49ers, GoldenStateWarriorsandSanFranciscoGiants,Istarted hikingwithmyhusband,andithasbeenanactivitythat haschallengedmephysicallyandmentally.Hikinghas takenmeplacesIwouldhaveneverthoughtI’dbe,andI haveseenthemostbreathtakingviewsandnatural wonders.

WehavehikedinZion,Banff,Jasper,MoabandHawaii tonameafew Ialsoenjoytravelingandtaking picturesofthingsthatinterestmeinotherstatesor countries.Iprobablyhavemorephotosoffire hydrants,utilitycovers,signsandlighthousesthanthe averageperson!

Whatdoyoulovemostaboutyourculture?

Ithoughtalotaboutthisquestion,andIlovesomuch aboutourFilipinoculture.IhavealwaysfoundFilipinos toberesilientintimesofadversity,thatweloveto laugh,thatwearecreativeandthereisarootof caregivinginourblood.Ilovethatwevalueamultigenerationalhousehold,wherewedependonor sometimescareforgrandparentsorgrandchildren. Oneofthemostwonderfulaspectsofmylifeis witnessingtheundeniablebondmydaughtershave withmyparents.

Whatisyourfavoritefood?Whereisyourfavorite restaurantinVallejo?

Myfavoritefoodisfoodthatismadewithlove!Ireally can’tchooseonefavoriterestaurantinVallejo,there aredifferentthingsIenjoy.Oneofourfamilyfavorites isthesaltandpepperfishfilletatComboExpress.Iwill saythatIdoenjoygoingtotheKaiserCafeteria(have youhadtheirtapiocapudding?)andtheFarmers Marketforthevarietyofchoices.

Mymomanddadaremyrolemodels,notjustgrowing upbuttheyarestillmyrolemodelstoday.Myparents grewupinhumblebeginnings.Theywerethefirstin theirfamiliestomigratetoNewYorkCityfromthe Philippinesintheirearly20sinDecember,thecoldest timeoftheyear.Theyknewnoone,andtheyhadno ideaofwhatlifewouldbelikeinAmerica.Theywerea typeofbravethatyoudonotseeoften.Whenthey relocatedtoCalifornia,theycommutedfromVallejoto SanFranciscoandOakland5daysaweek,leaving homeat5:30a.m.andarrivinghomeat5:30p.m.

Mymomwasstillabletogetahome-cookeddinneron thetable Whatstoodoutmostformewastheirwork ethic,theirgritandtheirdrivetoprovideforuskids andbeabletohelptheirfamiliesbackhome.Theyare kindandfairandtheyoftensettheirneedsandwants asidetobeabletogivemybrothersandmewhatwe neededandwanted.IwouldnotbewhereIamtoday withouttheirsupportandguidance

Learningalanguageisnoteasy,practiceisimperative Ihavefoundthatitisthebestwaytolearn.Thebest partofspeakingTagalogandSpanishisbeingableto assistortranslateforpeopleindifferentsettings.This summer,IgaveelevatorinstructionsinSpanishata hotelinParis!

SculptorJeanCheriepresentsWendytheWelder ProjecttotheCommissiononCultureandtheArts.

OnSeptember23,2024,localsculptorJeanCherie presentedtotheCityofVallejoCommissionon CultureandtheArtsanoutlineofhercompellingnew project,WendytheWelder.Mostpeoplearefamiliar withRosietheRiveter,theiconicgraphicimageand messageof“WeCanDoIt,”whichhasbecomea ubiquitousandsignificanthistoricculturalreference tothewomen’slaborforceforWWII.

PerhapslessofusknowthatrighthereinVallejo, workingatMareIslandNavalShipyard,wereover 9,000womenwhoweldedandassembledsteel platesintotroopships,supplyships,and submarines.

TheWendytheWeldersculpturewillbe10’tall,first sculptedinclaywithfulldetailandscale,amoldwill thenbecreatedandfinallycastinbronzeata foundry.Theprojectisinthefundingand developmentphasesandseeksalocationonMare Islandthatwelcomesvisitorstothecitywitha powerfulimageinvokingourproudhistory,which includeswomenlikeWendy.

Ms.Cherieandhersupportersarecommittedto makingthismonumentalbronzesculptureofWendy theWelderareality,bothasatributetowhatthese womendidforourcountryandtohonorthe maritimehistoryofVallejo.
