VALLEJO WEEKLY

ANDREW'S ANNOUNCEMENTS

A MESSAGE FROM THE CITY MANAGER

Happy Thanksgiving, Vallejo!

I hope that you are enjoying the holiday with your loved ones.

On this day, I am thankful for our elected leaders, community organizations, many individuals, and City staff that work hard to make Vallejo as safe, healthy, and prosperous as possible. Although there is much more work to do, we are headed in a positive direction.

Starting this week, you’ll find some changes at City Hall. The traditional main entrance on Santa Clara Street has been reopened. The customer service area for the Planning and Development Services Department has also been returned to its traditional location and a new customer queuing system is being installed. These are steps in our continuous effort to improve customer service and access to City Hall. Thank you for your patience during this transition.

Inside this edition of the Weekly, you’ll find information on the City’s draft Economic Development Strategic Plan, on which community members provided input at a meeting last week. You’ll also find information on the upcoming Districts 1 and 2 Community Meeting, which will take place next week on December 5th from 6-8 pm at the North Vallejo Community Center.

I am thankful to be able to serve this diverse, creative, and industrious community.

With appreciation,

One of our engagement strategies to help us center youth voices and hear directly from youth is a City of Vallejo Youth Survey! This anonymous survey is available to youth ages 12-25 and will gather input on critical needs of youth, ideas about future investments, and current resources.

Survey respondents can enter in a raffle for a $50 gift card! The deadline to submit responses is November 30, 2024.

Are you warming up to the idea of solar power for your home?

Symbium and Vallejo are proud to announce the launch of instant permits for residential solar and battery storage systems. This groundbreaking platform by Symbium verifies code compliance in real time and automates the issuance of solar and energy storage permits, lowering the costs for permit applicants and homeowners and increasing the speed of installing residential solar energy systems in Vallejo.

Benefits of instant solar permits:

The automatic analysis of code compliance requirements and instant permit issuance not only ensures that every application meets the necessary safety and regulatory standards, decreases costs for homeowners and permit applicants, and increases the speed of solar installations. It also helps the City reduce its greenhouse gas emissions by furthering its goal of supporting the installation of small-scale renewable energy systems by identifying and eliminating procedural barriers and by training staff to facilitate the permitting process in as smooth a manner as possible.

Kristin Pollot, Vallejo's Planning & Development Services Director, expressed enthusiasm for the launch, stating, "With this new online platform, Vallejo will not only be able to continue to ensure compliance with California’s SB379 solar permitting mandate, but it will also reinforce the City's position as a committed long-term partner in fostering and promoting renewable energy adoption, while prioritizing efficiency, safety, and sustainability."

DTSC WORK NOTICE

Department of Toxic Substances Control – Our Mission is to protect California’s people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products.

PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.
