A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

Thank you to those who attended today’s Lake Dalwigk Park ribbon cutting celebration. It is great to see the public using the improved facilities, such as the updated playground and picnic areas and renewed basketball area. This is all thanks to a $4.8 million grant from Caltrans and State Clean California funding. I hope you’re able to take some time with your families over the holiday break to visit this or another park.

At last Tuesday’s meeting, the City Council unanimously approved the 2024-2030 City of

Vallejo Economic Development Strategic Plan. We will be sharing more information with the public about this Plan in the coming months. We heard public input on the topic during the meeting and we look forward to getting “boots on the ground” for these improvements to Vallejo’s economy and livelihood.

Last Tuesday, the Vallejo Police Department also provided an update on its current staffing and future trends. We currently have 71 sworn staff working full duty compared to 60 at this time last year. These staffing increases have allowed the department to devote a full time person

to addressing abandoned vehicles and assign another officer full time to traffic enforcement, which are welcome changes.

Please note that during the holidays, City Hall will be closed 12/24/24-1/1/25 with some services available to the public during that time by appointment. Please see the flyers in this Vallejo Weekly and call to make appointments ahead of time with certain departments if needed.

Vallejo Youth Delegation Attend the National League of Cities City Summit Conference in Tampa, Florida

On Tuesday night, members of the Vallejo Youth Delegation provided City Council with an update about their recent trip to the National League of Cities City Summit Conference in Tampa, Florida. The Youth Delegation consisted of 8 students: 6 selected from the Vallejo City Unified School District’s (VCUSD) public high schools and a standing position for the 2 VCUSD Student Board Representatives. Members included Jazz Bernstine (11th grade) and Jamaya Oates (12th grade) from Vallejo High School, Jeremiah Peace (12th grade) and Giovanni Turner (12th grade) from John Finney High School, Annelisa Martinez(12th grade) and Nia Flood (12th grade) from Jesse Bethel High School, and the two VCUSD Student Board Trustees Ricardo Morales (12th grade) and Alaysia Simmons (10th grade). Accompanying the group were chaperones Victoria Grace-Barksdale, Youth Coordinator for the City of Vallejo, and Cherita Dilley, Community Services Manager for VCUSD.

This marks the fourth Vallejo Youth Delegation trip co-sponsored by the City of Vallejo and the Vallejo City Unified School District as a collaborative project through the 2x2 Committee. Students applied for the delegation through an application process that is scored by a panel consisting of VCUSD staff, City of Vallejo Staff, as well as the 2x2 Committee Council

Members and School Board members. Selected students must attend the conference and report back their outcomes to both the Vallejo City Council and the VCUSD School Board.

The National League of Cities (NLC) is an organization comprised of city, town and village leaders that are focused on improving the quality of life for their current and future constituents. NLC offers many different resources including a Congressional City Conference in the Spring and a City Summit Conference in the Fall. As one of the most comprehensive municipal conferences of the year, NLC brings together a consortium of local elected officials, municipal leaders, experts and industry leaders to share expertise and exchange knowledge that will benefit them and their cities. Each year, NLC welcomes young leaders from across the country during their City Summit Youth Program to participate in a program designed for youth mentoring and education. This year’s conference celebrated NLC’s 100th year of serving communities around the US.

Youth delegates attended a number of educational youth program sessions and workshops on topics such as “Determination by Debate: Immersing youth

into Discourse”, “Fostering the Power of Dialogue”, “Cities Tackling Disasters” and “Youth Engagement”. During the sessions, Vallejo youth partnered with youth from cities from across the US and completed challenges and presentations. Alaysia Simmons, who debated with other students on the issue of gun control, stated “Debating people that have been on debate teams for so long; as I’ve never been on a debate team, was very nerve wrecking, but I was glad that I was able to get out there and my dad was also glad.” In another activity, students presented group projects outlining their solutions to address community challenges such as transportation, rent, and food insecurity. Many of our Vallejo students took advantage of opportunities to step up to the microphone and let other youth in the conference know about their thoughts and shared resources we have in Vallejo.

Vallejo youth also participated in a productive activity during a City of Vallejo Scavenger Hunt in the Expo Hall. This activity allowed our students to engage with adult exhibitors who were sharing what their companies and organizations did to assist communities. Students had to identify, research, and discuss relevant resources that could assist Vallejo in addressing community challenges such as public safety, homelessness, youth and more. “What we found interesting about this activity is that there were many convention stands that could help in various ways such as climate change, water supplies, and road maintenance.” stated Ricardo Morales.

Besides the conference workshops, students also were treated to several youth events to be able to meet and network with other youth from across the US. The first night, delegates were hosted at the Florida Aquarium for a night of music and food. They learned all about the diverse aquatic life in Florida while having fun as a group. The last youth event

allowed the students to mingle with new friends they met at the conference while dancing and enjoying a delicious meal. Both opportunities allowed our students to network with others and explore what Tampa has to offer.

Lastly, students were able to attend a college tour of the University of Southern Florida’s Tampa campus. They learned all about college admissions requirements, student activities, supportive services, on-campus housing, and transportation options. “One of my biggest takeaways of this trip was definitely the college tour because it does show a lot of new opportunities and things to host in your future”, stated Jeremiah Peace. Students toured different facilities and enjoyed lunch amongst other college students attending USF.

During the presentations to both Council and the School Board, students noted their favorite parts of the trip and key takeaways that they learned. Many citied the experiences of meeting new people from other states, such as Nia Flood who said, “I had one guy sitting next to me from Cambridge, Massachusetts, and they’re right near Harvard and MIT, so I was like how do you guys' admissions process go? And he was like you know we they get like 12 students from our school that gets admitted every year just because we’re right there near the school, so I thought that was so cool.” Others valued the experiences of traveling on an airplane for the first time and going to the aquarium. Several mentioned the college tour to be a great learning experience. Overall, the students expressed gratitude for the opportunity to learn, network and to represent the City of Vallejo.

Vallejo Housing Authority Spreads Holiday Cheer at Annual Adopt-A-Family Event

On December 12, 2024, several City Departments brought joy to local families through the annual Adopt-A-Family event. This heartwarming tradition aims to brighten the holiday season for participants of the Vallejo Housing Authority’s Housing Choice Voucher (HCV) Program through the generosity of City staff.

Families in the HCV Program were selected through a lottery system and "adopted" by participating Departments. Each member of the selected households provided a wish list, ensuring that their holiday wishes were met.

This year, the City Clerk’s Office, City Manager’s Office, Housing Department, Human Resources Department, and Water Department adopted five families. The selected families were invited to receive their gifts and meet the departmental sponsors. The celebration was filled with fun activities, including games and refreshments, fostering a sense of community and festive spirit.

The Vallejo Housing Authority extends warm wishes of joy and positivity to the entire community this holiday season and celebrates the spirit of giving and unity that makes Vallejo special!

NOTIFICATION OF CONSTRUCTION CITY OF REDWOOD STREET PAVING PROJECT

Dear Resident/Business,

Consolidated Engineering, Inc. will be performing construction on Redwood Street shown below in Vallejo from December 9th, 2024 through January 10th, 2025. Grinding and Paving is scheduled for December 16th through December 20th. Redwood Street, from Tuolumne Street to Fairgrounds Drive and the surrounding area will be impacted. Weather delays may extend the grinding and paving dates above. If a weather event occurs such as rain or freezing temperatures, work will suspend then continue the next working day weather permitting.

Please look for street closure signage, lane shifts, follow detours, obey all traffic flagging, operate your vehicle slowly and safely in the construction zones. Please “Slow for the Cone Zone.”

Traffic heading north will be detoured around the closures using Valle Vista, Broadway, Sereno, and Fairground Drive. From the north side of Redwood Street, traffic headed south can use the same detour or also use Sereno to Fairground Drive.

The center lanes will be closed at Redwood Street. No left turns will be allowed onto Redwood Street intersecting streets. There will also be no left turns off of Redwood Street from Tuolumne Street to Fairgrounds Drive.

REDWOOD STREET CLOSURES

NOTICE OF PUBLIC HEARING HOUSING AND COMMUNITY DEVELOPMENT NEEDS IN THE CITY OF VALLEJO FOR THE HUD-REQUIRED CONSOLIDATED PLAN

As a condition of receiving certain federal housing and community development funding, the City of Vallejo is required to adopt a “Consolidated Plan”. The City’s next Consolidated Plan will include the period beginning July 1, 2025 and ending June 30, 2030. The Consolidated Plan includes an analysis and identification of: (1) priority affordable housing needs, (2) priority needs of the homeless, (3) priority needs of populations with special needs, and (4) community development (non-housing) needs, which may include the need for neighborhood and public improvements, public facilities, social services, and economic development.

The Consolidated Plan also includes a one-year “Action Plan” for the first year of the Consolidated Plan, and which contains the City’s proposed allocation of federal Community Development Block Grant (CDBG) Program funds for the period beginning July 1, 2025, and ending June 30, 2026 (Fiscal Year (FY) 2025-26).

According to the City’s Citizen Participation Plan, before a draft of the Consolidated Plan is prepared, the City will hold at least one public hearing to gather information and receive comments on housing and community development needs in Vallejo. On Tuesday, January 7, 2025, after 6:00 p.m., the Housing and Community Development (HCD) Commission of the City of Vallejo will hold a public hearing, during its special meeting, on housing and community development needs in the community. It is important to note that the HCD Commission will not be recommending the allocation of funding to projects and activities at this hearing/meeting.

This hearing will also provide an opportunity for residents and other interested parties to comment on how the City’s CDBG Program and HOME Program funds may be used in FY 2025-26. TAKEZO TAKEDA

Yoshinobu Takeda, known as Takezo, was born in Kagawa, Japan, and raised in Kyoto. He began singing in bands and composing music at age 12, influenced by American movie soundtracks, The Beatles, and Otis Redding. In 1985, he moved to San Francisco to pursue a music career and has since performed as a rhythm and blues singer/guitarist with artists like Elvin Bishop and Joe Louis Walker. Producer Tom Mazzolini praised him, stating, “Takezo sings the blues as naturally as someone born in Oakland, raised in a church, and studied with Junior Parker. Former Vallejo Manufactured Gas Plant

Environmental Project Update

September 2024

Project Overview

In December 2023, Pacific Gas and Electric Company (PG&E) completed its multi-year remediation (cleanup) project to address environmental impacts at the former Vallejo Manufactured Gas Plant (MGP), a 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard where a gas plant operated from 1872 to 1930. Cleanup work included safely excavating and hauling approximately 170,000 cubic yards of contaminated soil, treating deeper contaminated soil in-place by mixing it with a cement-like mixture that prevents impacts from migrating, and backfilling excavated and treated areas with clean imported soil to restore the site to its original grade. This work was conducted under the oversight of the California Department of Toxic Substances Control (DTSC).

This fall, PG&E will return to the site to restore the boat launch parking lot and conduct post-remediation sampling. Boat launch Parking Lot restoration work will be conducted in accordance with permits from the San Francisco Bay Conservation and Development Commission (BCDC) and the City of Vallejo. Postremediation sampling will be conducted under DTSC oversight. This work supports preparing the site for future redevelopment by the City of Vallejo.

Restoration of the boat launch area will begin the week of September 16, or as soon as all permits are issued, and last roughly ten to twelve months. Work will occur Monday through Friday from 7:00 a.m. to 5:00 p.m. When necessary, work may extend to 7:00 p.m. or occur on Saturdays. Work includes:

• Backfilling, grading, and paving a new parking lot

• Installing new lighting and a new restroom

• Installing electrical vehicle charging stations

• Installing new fencing and landscaping

All work will occur in the boat launch parking lot area (see Figure 1) with some staging of equipment and supplies inside the larger enclosed City-owned property at the end of Mono Street. Community members

THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

There are currently openings on the following boards, commissions, and committees: (click links to access applications)

• Code Enforcement Appeals Board (2) terms to expire 12/31/25

• Commission on Culture + Arts (2) terms to expire 12/31/28

• Economic Development Commission (1) term to expire 6/30/26

• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26

• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28

• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.

In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.

The application period will remain open until a sufficient number have been received in the City Clerk’s Office

Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:

• Fluent in English

• All participants will recieve $100 after completing a 60-90 minute interview
