Hello, Vallejo!

As I wind down my time here as City Manager, I want to focus on some critical projects coming up that Council and Staff are committed to working on with the new City Manager.  Last Tuesday at the Council meeting, Staff presented the latest design concept for the new Police Department Building or what may someday be called the New Community Safety Center at 111 Amador.  The architect described how it will include a Community Engagement Room, accessible to the Public for events and activities and a Plaza for pop-up events for residents.  The design will include rounded corners on the building so it will be more approachable and a welcoming hub for all, providing civic identity.  The building will also hold the 911 Dispatch Center and a K-9 canopy building.  The overall construction which would be completed possibly in 2027 or sooner, as requested by a Councilmember, would cost $99.6 Million.  Council approved the notice of intent to amend the 2023-24 Capital Improvement Budget in the amount of $1,998,200- to complete Phase B of the Police Headquarters Design.

On Monday, at the Vallejo Ferry Terminal, we welcomed the newest vessel, the MV Delphinus, to the San Francisco Bay Ferry vessel Fleet. Dignitaries spoke highly of Vallejo and its diverse workforce which may be tapped into someday in providing more good-paying jobs with the construction of new vessels in Vallejo!  Please see the article on the event in this Weekly. WEEKENDS OF APRIL 12, APRIL 19, APRIL 26, & MAY 3, 2024

STARTS FRIDAY, APRIL 12 AT 9:00 PM

SOLANO and SONOMA COUNTIES – Caltrans

is scheduled to alternately close eastbound and westbound State Route 37 (SR-37) on four consecutive weekends starting the weekend of Friday, April 12, 2024. During the 55-hour weekend full highway closures, Caltrans will perform major pavement repair work on eastbound and westbound SR-37 between Solano and Sonoma counties. One traffic direction on SR-37 will be worked on at a time. Detours will be in effect. All work is weather dependent.

WESTBOUND (WB) SR-37 FULL HIGHWAY CLOSURES AT SR-29 (Vallejo) to SR-121 (Sonoma)

the weekend of April 12 & April 19. WB SR-37 will be closed and traffic detoured beginning at the WB SR-37 Connector Off-ramp to SR-29 in Vallejo.

Closures will start Friday April 12 at 9:00 PM. and conclude on the following Monday, April 15 at 4:00 AM.

The following weekend, closures will start Friday, April 19 at 9:00 PM and conclude the following Monday, April 22 at 4:00 AM.

WB SR-37 DETOUR:

Motorists traveling westbound on SR-37 will need to exit right onto northbound SR-29 (Sonoma Blvd) in Vallejo and continue on NB SR-29 (Broadway) in American Canyon to SR29/SR-12; then turn left and continue on SR-12/ SR-121 (Carneros Hwy/Fremont Dr); turn left on SR-121 (Arnold Drive) and make a right back onto WB SR-37.

EASTBOUND SR-37 FULL HIGHWAY CLOSURES AT SR-121 (Sonoma) to SR-29 (Vallejo) WEEKENDS OF April 26 and May 3:

Weekend closures on eastbound (EB) SR-37 is scheduled on the weekend of April 26 & May 3. EB SR-37 will be closed and traffic detoured beginning at the NB SR-121 (Sears Point) in

Sonoma.

Closures will start Friday April 26 at 10:00 PM. and conclude on the following Monday April 29 at 5:00 AM.

The following weekend, closures will start Friday, May 3 at 10:00 PM and conclude on the following Monday, May 6 at 5:00 AM.

EB SR-37 DETOUR:

Motorists traveling eastbound on SR-37 will need to exit left onto northbound SR-121 in Sonoma; Make a right on SR-12/SR-121(Carneros Hwy) and continue; Right on SR-12/SR-29; Enter left for the connector loop Off-ramp back to EB SR-37.

Please note that all work is weather dependent. The weekends of May 3 and May 10, 2024 are scheduled as contingency if any scheduled work is delayed or postponed.

BOYS & GIRLS EMPOWERMENT PRESENTS AN EASTER CELEBRATION

Spring is in full bloom, and families are invited to join in the egg-citing festivities at the Children’s Easter Celebration Event! Hosted by the Boys & Girls Empowerment Program. This joyous event promises a day filled with laughter, games, and egg hunts galore.

Little ones can embark on an egg-citing adventure as they hunt for colorful Easter eggs hidden throughout the venue. With separate egg hunts for different age groups, every child will have the chance to discover sweet surprises.

There will be Food, Games and Music. There’s no shortage of fun-filled activities to keep

children entertained. This is also an opportunity to capture precious memories with family & friends.

The Democracy Matters Program Mock

City Council Day at City Hall

On Friday, March 22, The City of Vallejo partnered with The League of Women Voters Solano County to host several groups from around the community for a Mock Council Meeting Day through the Democracy Matters Program.

The Democracy Matters-LWVSC Civics Education Program is a series of project-based, hands-on civics learning activities on how to engage and participate in the local government process. Students from Vallejo’s Mare Island Technology Academy Civics-for-credit class and participants of Vallejo’s ARC Solano, a program supporting adults with disabilities, participated in a lesson, Q&A panel and a mock city council meeting, along with Vallejo City Council Members, Dr. Rozzana Verde-Aliga and JR Matulac. This activity, dubbed Observer Corps

Training, teaches participants how to observe and participate in local government and board meetings.

The Department of Education determined that teaching History and Civics calls for less date and name memorization, but should take an inquiry-based, hands-on approach to develop critical thinking and active listening skills. Both of which are important requirements to protect and sustain democracy. The objective of Solano League’s Democracy Matters Civics Education Program is to encourage informed, active participation in local government. While it is the responsibility of schools and educators to make sure students are knowledgeable, it is the responsibility of the City of Vallejo, as stewards of our communities, to support efforts to make sure

that every student and/or citizen enters society knowing how to perform their civic-participation responsibilities.

During the program participants learned practical and civil tools on how and what citizens must do make democracy work. They reviewed the Sunshine Laws, levels of government, local government, and the Brown Act, which gives citizens the right to know what their government is doing. “Democracy dies in darkness,” said Alice Fried, creator of Democracy Matters. “ In a government of, by and for the people, it is important for the people to know the issues and to be privy to the solutions their elected officials consider.”

Participants heard directly from Council members during a Q & A panel where they discussed their early days as youth, inspiration to run for office, as well as issues they are passionate about. In preparation for the Mock Council Meeting, participants were taught how to use the public comment kiosks to sign up for community forum by the City of Vallejo’s Media Specialist, Manny Angel. To practice how to participate, the two council members presided over a meeting in real time using a past agenda, giving the students an opportunity to be both voting council members as well as engaged constituents. Participants spoke during public comment about

what they love or what they would like to see changed in Vallejo. Vallejo’s Youth Coordinator, Victoria Grace-Barksdale presented a staff report for the mock council to consider, ask questions and vote on. “This has been a real experience that will have a lasting impact,” said Jessica Morrison, MIT Civics teacher. “We must do this every year.” That sentiment was echoed by Councilman JR Matulac who said, “I look forward to seeing the chamber filled to capacity with citizens eager to have this experience.” Overall, the message from the organizers was well received by all the participants; that democracy is not something we have, but something we do.

Welcome, MV Delphinus, to Vallejo!

The City of Vallejo was blessed with a beautiful day on Monday as Community members and dignitaries turned out for the christening of the newest vessel, the MV Delphinus, to the SF Bay Ferry vessel fleet. The joyous crowd gathered at the Vallejo Ferry Terminal to hear praise and

positive remarks from dignitaries about Vallejo’s valuable resources and promising future-with the vision of having future ferries built right here in Vallejo to tap into the diverse workforce! A short ceremony to commission the vessel and a community ride onboard the MV Delphinus took place after the speeches to help celebrate this bright occasion.

SOLTRANS CALL FOR ARTISTS: SolTrans Seeks Creative

Minds for Zero-Emission Bus Art Project

Solano County Transit (SolTrans) is initiating a “Call for Artists” for original artwork that celebrates the agency’s shift to a zero-emission bus (ZEB) fleet.

SolTrans is inviting artists residing in Solano County to showcase their talents in support of this important initiative. The artwork will adorn SolTrans' all-electric local bus, serving as a visual representation of their commitment to environmentally-friendly transportation solutions.

“Incorporating good design and art into our transit facilities can significantly improve their appearance and safety. A visually appealing environment uplifts the overall atmosphere and also contributes to a sense of security for our patrons. Wrapping a bus that travels around our local community allows us to share the art with everyone,” said Mandi Renshaw, SolTrans’ Planning and Marketing Manager.

The suggested theme for the artwork revolves around celebrating sustainable green transportation options in Solano County while highlighting connections to the greater Bay Area. Artists are encouraged to reflect on SolTrans’ mission as they create designs that resonate with passengers and passersby alike.

SolTrans is seeking submissions from local artists interested in this public art opportunity. Up to three finalists will be selected to complete preliminary designs. From the finalists, one artist will provide digital artwork to wrap one of SolTrans’ all-electric buses.

“We are thrilled to provide another platform for local artists to showcase their talent while contributing to our community’s efforts towards sustainability,” added Renshaw.

This is SolTrans’ third “Call for Artists” in the last 10 years. Previously, SolTrans worked with the local art communities to wrap SolTrans’ very first all-electric bus in 2015, to decorate the newly renovated Operations & Maintenance Facility on Broadway St. in Vallejo in 2016, and to add six art installments at the Vallejo Transit Center in 2021.

Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and express fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority.

Youth Ride Free Pilot program

Effective Monday, April 1, 2024, Solano County Transit (SolTrans) is excited to announce a groundbreaking initiative aimed at fostering greater accessibility to public transit for the youth in our community. As part of a pilot program, youth ages 6-18 will now have the opportunity to ride all local routes and express lines entirely FREE of charge. This initiative represents a significant step forward in SolTrans’ commitment to providing equitable transportation options for all members of our community.

The pilot program is slated to run from April 2024 through June 2025 during which time SolTrans will closely monitor its impact on ridership and community engagement. In spring 2025, SolTrans staff will present findings and recommendations to their Board of Directors. The Board will, at that time decide whether to fully adopt the Youth Free Fare program.

“We are thrilled to launch this pilot program. It aligns with our mission to enhance mobility and accessibility for all residents of Solano County,” said SolTrans Executive Director, Beth Kranda. “By offering free transit rides to youth, we aim to remove barriers to transportation, promote environmental sustainability, and encourage the next generation to embrace public transit as a viable means of getting around.”

THE GOALS OF THE PILOT PROGRAM ARE THREEFOLD:

Promote access to public transit by eliminating fare barriers for youth. SolTrans hopes to introduce a new generation to the benefits of public transportation, fostering lifelong ridership habits and reducing reliance on personal vehicles.

Increase attendance at local school districts. Access to reliable transportation is crucial for ensuring that students can attend school regularly and participate in extracurricular activities. By offering free transit rides, SolTrans aims to support students in accessing educational opportunities and reduce absenteeism.

Grow ridership. Through this initiative, SolTrans aims to attract new riders and increase overall ridership on local routes and express lines, contributing to a more sustainable and efficient transportation system for the entire community.

SolTrans invites members of the community to participate in the pilot program and provide feedback on their experiences. By engaging with riders and stakeholders, SolTrans can better understand the impact of this initiative and make informed decisions about its future implementation.

GVRD is a separate government agency from the City of Vallejo that provides parks and recreation programs for children, families, and seniors in Vallejo. GVRD operates primarily by means of locally controlled funding and receives revenue from fees for services, park entrances, programs, and facility rentals. Grants and park dedication permit fees assist in the provision for new park development projects and ongoing maintenance.

GET READY FOR SOLANO COUNTY EARTH DAY CLEANUP EVENTS ON APRIL 20

Solano County will host multiple Earth Day Cleanup Events in its annual celebration of Earth Day on April 20th. Eleven cleanup sites are planned across the County, at locations from Blue Rock Springs Park in Vallejo to Suisun City’s waterfront to Lake Solano County Park in the coast range hills. Benicia will hold its Earth Day Cleanup on Saturday, April 27. Each year, Solano County Earth Day Cleanup volunteers spend a morning removing between 5,000 - 10,000 pounds of trash and recyclables from community

parks, trails, roadsides, and waterways. This event is open to all who want to contribute to a positive change in our communities and help make Solano “clean and green”. Organizers welcome individuals, families and organized groups. Students, retirees, service and sport clubs, businesses and churches are all regular participants in this community-wide effort to care for our county. Trash and recyclables that are not properly disposed of can enter waterways or storm drains that flow into creeks and rivers before draining into the ocean, contributing to an evergrowing threat to the ocean and all species that

depend on it for habitat and food, including humans. Solano County residents can help by volunteering at community cleanups, reducing the amount of waste they create, and disposing of their waste properly. Marianne Butler, Education Director with Solano Resource Conservation District, says, “It’s really important that we consider the waste we generate every day and make sure that we dispose of it properly. One way to do that is to make sure CRV (California Redemption Value) beverage containers always get properly recycled and never go into the trash or our local waterways.” Butler explains that a free digital Recycling Guide can be viewed or downloaded at recycle.solanocounty.com for tips on properly recycling things like oil, appliances, furniture, and electronic waste, as well as CRV beverage containers. We ask that Earth Day Cleanup volunteers bring their own buckets and gloves to help make each location as close to zero waste as possible. The number and volume of items collected by volunteers can be tracked on the Ocean Conservancy’s CleanSwell mobile app to help researchers keep tabs on the amount and types of trash being diverted from our oceans. The data recorded on CleanSwell is uploaded to a global database used by researchers and policy makers to inform trash management solutions.

Cleanup partners include Solano County Parks, FairfieldSuisun Sewer District, Vallejo Watershed Alliance, Vallejo Flood and Wastewater District, City of Benicia, City of Dixon, City of Vacaville, Solano Land Trust, and volunteer site leaders. Solano Resource Conservation District coordinates three annual community cleanups on behalf of Solano County: Earth Day, World Environment Day on June 1, and Coastal Cleanup Day on September 21.
