The City of Wanneroo constantly strives to create wonderful free events for our residents to enjoy. This season I am proud to unveil the City’s events season which will give residents the opportunity to create many happy memories as a family and a community. The annual Dog’s Breakfast has evolved to become Living and Leisure Expo a home, pet and lifestyle extravaganza at the Kingsway Sporting Complex on Sunday 25 October.

The City of Wanneroo Presents the WA Youth Jazz Orchestra performing music from the movies on Saturday 7 November at the Wanneroo Showgrounds. This family friendly event also offers food vendors, free activities and children can meet their favourite Disney characters all in a relaxed outdoor setting. I recently travelled to Canberra with the CEOs and Mayors of Joondalup and Stirling for the Tri Cities Alliance presentation on our vision for the future.
It is a strategic accord with our neighbouring local authorities designed to influence State and Federal governments on regional issues. (See page 3) I will keep you updated on further developments as a result of the visit and hope to see you out in the community. Mayor Tracey Roberts JP

WARD CHANGES FOR MORE EFFICIENT GOVERNING
THE CITY RECENTLY CONDUCTED A WARD BOUNDARY REVIEW. The City of Wanneroo will now have three wards instead of four with each ward more evenly represented than the previous model. At the March Council meeting, Elected Members resolved to merge the North and Coastal Wards to create the new North Coast Ward. Carabooda, Nowergup, Neerabup, Carramar, Banksia Grove and Pinjar will merge into the Central Ward while Wangara and Gnangara will merge from Central Ward to South Ward, both will retain their names.
In accordance with the Local Government Act, local governments are required to review ward boundaries and elected member representation within wards at least every eight years. Considering the City’s significant growth, projected future elector numbers and results of public consultation, five Councillors in North Coast Ward and South Ward along with four Councillors in the Central Ward was the most appropriate allocation for the City. The City is currently transitioning to the new structure. Elected members will still represent their wards until the 17 October 2015 election.

City staff have been preparing the draft Wanneroo Town Centre Action Plan to guide the continued development of the town centre over the next three years.

THE STATE GOVERNMENT ACCEPTED AN INVITATION BY THE CITY OF WANNEROO TO HOST MEETINGS OF BOTH GOVERNMENT AND OPPOSITION MINISTERS IN SEPTEMBER. Community and shadow ‘cabinets’ are a mechanism to encourage greater community engagement in the processes of policy making. The visit provided an excellent opportunity to advocate on local issues and promote the timely progression of important projects in front of a captive audience of Western Australia’s decision makers including the Premier, ministers and local members for parliament.
fields, car park, amenities building, basketball/netball courts, play area, internal path network and floodlighting at a total cost of more than $10million. The City also committed new funds in the 2015-16 budget to the Butler North District Open Space Master Plan ($220,000) which includes district level active playing fields, hard courts, sports amenities building and supporting infrastructure. The Yanchep and Butler projects make up part of the $9million of new funds allocated to sport facilities in the 2015/16 Budget. Government partnerships are required to support such projects.
City of Wanneroo Mayor Tracey Roberts welcomed the opportunity to advance State Government partnerships to further support funding for the freeway extension to Romeo Road and for the northern suburbs railway line to Yanchep to extend the current line beyond Butler.
Road and transport infrastructure and active regional open space developments are essential to achieve the major delivery of regional economic growth and sustainability in the City.
“The exponential rate at which the City of Wanneroo is growing brings with it many challenges,” she said.
With 32km of coastline, Mayor Tracey Roberts spoke about long term management solutions to ongoing coastal erosion problems.
“The need for major regional transport infrastructure is an immediate priority and the City believes the extension of the northern suburbs railway to Yanchep is the best way to address traffic congestion issues in the northern corridor.” OVAL CONSTRUCTION UNDERWAY In June the City announced works on the Yanchep Active Open Space/ovals ground works had commenced. The active open space masterplan includes two senior size sporting

“Coastal management responsibilities and funding should be a cooperative effort between both local and State Government agencies for the protection of areas at risk,” she said. The City has contributed almost $3.5million to coastal erosion protection measures, including major works at Quinns Beach, in the last two years and has an ongoing commitment to the protection of our coastline while the State Government has contributed $360,000. The draft plan, to be presented to Council in September, will result in physical, social and economic improvements for the town centre while complementing previous revitalisation projects such as the construction of the Library and Cultural Centre and Aquamotion redevelopment. The plan includes asking the Public Transport Authority for improved pedestrian and cycling connections around the town centre, in addition to the successful initiatives recently implemented by the Your Move program (see page 11), and continuing to improve seating, shade and signage. SURF LIFE SAVING BOOST The City has also had recent success in its application for a Lotterywest Grant of $500,000 towards the Yanchep Surf Life Saving Club redevelopment. The grant is among other recent successful applications for Lotterywest funding including $100,000 for the Koondoola Community Centre and $200,000 for the Wanneroo Skate Park. The City’s advocacy campaign also continues at the federal level. In August the Tri Cities Alliance, including Mayor Roberts and the Mayors of Joondalup and Stirling visited Canberra to lobby the Federal Government for change in our region. This was the second delegation to the Australian capital. There is strength in numbers and the City of Wanneroo has partnered with our neighbouring local authorities to lobby State and Federal Governments on a united front. Already this alliance has been successful in requesting both governments to support the early construction of the Mitchell Freeway extension and will continue to work together for the benefit of our cities.
NORTH WARD YANCHEP SURF LIFE SAVING CLUB The City of Wanneroo has been actively engaging with the Yanchep Surf Life Saving Club to decide on the best location for a viewing platform as part of the new Yanchep Surf Life Saving Club development. The club suggested a viewing platform on the beach similar to a design currently in use by Surf Life Saving WA and the City is now looking at options regarding the provision of this new amenity.

YANCHEP ACTIVE OPEN SPACE The Yanchep Beach Joint Venture has commenced construction of the oval groundwork’s ($8.4m) for the Yanchep Active Open Space.

CARRAMAR GOLF COURSE Construction of a new 10th tee at Carramar Golf Course has begun. The $185,000 project includes the installation of a retaining wall, new turf and reticulation.

FIRE DETECTION SYSTEM AND CCTV UPGRADES The City has begun installing and updating fire detection systems and CCTV at 16 community centres across the City. This will be completed by December.

KOONDOOLA COMMUNITY CENTRE The Koondoola Community Centre is well and truly underway with 50 per cent of the construction complete. The new $3.5M centre and carpark will include a main hall, secondary kitchen facilities, office, meeting room, court yard, toilets and landscaping. Completion is expected in November 2015.

THE CITY OF WANNEROO WAS BUILT BY HARDWORKING, PASSIONATE PEOPLE WHO DEDICATED THEMSELVES TO THEIR FAMILIES AND THE COMMUNITY.
Rose Lizatovich was born September 1939 in Osborne Park. Rose met Joe Marinovich in Osborne Park and they married in 1958. There they started a market garden before moving the business to Wanneroo.
The Cockmans, Villanovas, Sinagras, Roccas, Crisafullis, Pearsalls and Ariti families helped make the City what it is today. This year, the exclusive group welcomed 12 new Pioneers.

From their profiles you will realise the importance of their contributions from feeding most of Perth through their prolific market gardens and poultry farms to creating a sense of community at the Wanneroo Show. The following are excerpts only, to read the pioneers profiles in full, please visit the City’s website wanneroo.wa.gov.au
the diverse memories of Pioneer Dorothy Franulovich. Dorothy lived in Wanneroo from shortly after her birth in 1937. Her parents were woodcutters and vegetable growers who lived in the area and moved from one campsite to another. Dorothy adores her grandchildren and spends as much time as possible with them. She recalls not having much time for her own children, because of the many long hours working the land.
To keep them close, her children were put in lettuce crates which were pulled like a cart around the market garden as she worked. She fondly remembers the long days working because the family was together.
Dorothy was an original resident of Wanneroo, a descendent of the Parin family - living in the City from the time of her birth in 1937 to the early 1940s.
No sooner were the crops in when they were trampled by wild brumbies and large kangaroos. Ivan also recalls Dorothy’s grandfather Petar Parin retelling the old stories about his time growing up as one of the first residents of Wanneroo and what it was like as one of the area’s earlier settlers. Ivan has seen the region grow and flourish, and has made his own contributions as one of the City’s market growers.
Ivan and Dorothy bought land in Lancaster Road in Wangara with the dream of becoming market gardeners. Ivan has fond memories of his early years in Wanneroo, specifically having to clear their land in Wangara to plant their many vegetable crops. Rose said she ‘fell in love immediately’ with Wanneroo - a ‘one horse town’. She and her husband were embraced by the community and Rose often talks about turning the clock back to those times. She said raising children in Wanneroo was ‘no hassle’ and the families around them were more like friends than neighbours. Rose became a member of the Wanneroo Agricultural Society in 1969 and joined the committee in 1975, serving 25 years. She was heavily involved in the Miss Wanneroo Showgirl Quest, the animal [ 06 ]

Dorothy loved the wide open spaces and the friendly people of Wanneroo. These days she remains active and still cycles to Kingsway and swims at Aquamotion three times a week. She loves fishing and spending time enjoying the beauty of Lake Goollelal.

During her life in Wanneroo she also gave about seven years of voluntary service to the Wanneroo St John Ambulance Division. She said Wanneroo was an ideal place and she and Joe had grown with the City and would stay ‘as long as life let them’.

Teresa’s family had half an acre of land at 265 Wanneroo Road where they worked the land growing vegetables. The family often exhibited at the Wanneroo Show. When she first moved to Wanneroo in 1965, Teresa recalls thinking that it was “so far away” from anything else.

Following her marriage to Bert Sinagra, Janice moved in with her in-laws on Pinjar Road, Wanneroo in 1965.
Joe gave many years to the Wanneroo Agricultural Society serving on the committee from 1969 to 2004 and
2006 to 2014. The Wanneroo Show became Joe’s baby and he oversaw the addition of the Friday night show and said from then on it had continued to get ‘bigger and brighter every year’.
He was a market gardener for decades, spending long days working the land growing lettuce and tomatoes. Nino has supported the Wanneroo Show on many occasions as an exhibitor. His family home was once the only house in the area. Luisini’s vineyard

Although having jobs in and out of the area over his life, Joe said he was proud to be a part of Wanneroo’s history and said he would hate to move away.

From birth, Mary Schivardi stood out. She’s one of 10 children and she and her sisters Ida and Tina were Western Australia’s first triplets. They were born in 1926 in Subiaco and caused quite a stir.
Her parents were market gardeners and toiled on the land to provide for their family. The times before electricity came to homes in 1954, were especially tough. The family had to rely on diesel and petrol generators and worked very long days.
The grounding of the Alkimos is a stand out memory in the mind of Chris Trajanovich. Chris said not much happened in those days, so the ship’s trouble was significant in the district.
These days, at just shy of 90 years old, Mary’s parish priest visits her at home, because she finds it hard to get out and about in the Wanneroo community she loves.
Gail was the Post Mistress at Wanneroo from 1966 to 1979.
Gail and Andrija settled in their marital home in Carabooda Road before then moving to the corner of Dundebar and Wanneroo Roads. Gail now lives in Manbari Crescent.
She has also been actively involved in the local community and has fond memories of training debutantes for St Anthony’s and being integral in the commencement of the Joondalup Kindergarten.
Gail and Andrija had two children, Narelle and Robert. Narelle is still a Wanneroo resident. Gail’s parents were also residents of the City from 1968 to 1986.
Chris’ market gardener parents lived in Wanneroo from1937 and grew vegetables on their farm. In high school he did his homework under the glow of a kerosene lamp, but when electricity arrived things changed for the better. Les said Wanneroo was a “strange place” where you could see your neighbours, quite different from the Wheatbelt where he and Eileen had lived previously.
Les met Eileen Cockman, daughter of Wanneroo pioneers Cecil and Dolly Cockman, and they married in 1952. Together they moved to Mullaloo Beach Road (now Ocean Reef Road) to start a poultry farm.
Mary, a mother of two, has fond memories of the City including the sights and sounds of taking her children to Wanneroo Show, the annual St Anthony’s Feast Day celebrations and relaxing picnics at Yanchep National Park with family and friends.
Andrija was born in 1939 and was a lifetime resident of the City.
Chris recalls a four kilometre adventure with his brothers and friends, driving tractors through the bush to reach the spot where the Alkimos got into strife. By the time they saw the ship it was starting to break up in the pounding waves.

CHRIS TRAJANOVICH
Born Gail Lynette Murray to parents Robert and Daisy Murray in 1942, Lynette first moved to Wanneroo in 1965 following her marriage to Andrija Susac.
They were considered very special guests along with their mother, at the opening of a section of Wanneroo Road a year later, and were invited to the ribbon cutting ceremony, at their tender young age. Wanneroo has been Mary’s home since 1963.
He became an inaugural member of the Wanneroo Country Club (now Wanneroo Sports and Social Club) and the Wanneroo Lions Club, where, as President for one year, helped form several other Lions Clubs from Bullsbrook, Gingin and Two Rocks to Whitfords.

A life member of the Wanneroo Sports and Social Club, Gail also served on judging panels for the Wanneroo Show.
For years, as a youngster, his assigned chore was to turn off the diesel pump used to irrigate his mother and father’s market garden. His father made him go out in the dark, to switch the pump off at seven each night. Chris has lived in Wanneroo his whole life and he has been especially impressed by the incredible growth of suburbs along the beautiful coastline. In his spare time, Chris builds hobby machinery using ‘computer numeric control’ and is working on a remote control helicopter. Les joined the Wanneroo Volunteer St John Ambulance Brigade when Wanneroo got its first Ambulance. At first Les joined St John to get his first aid certificate so he could better care for his children, but soon developed a passion for the service and was known to always be available anytime of the day and night to drive or be an attendant in the ambulance. Les and Eileen joined the Wanneroo and Districts Historical Society in 1994 where they have been active members ever since.

Mr Puglia is the grandson of Wanneroo pioneers Steve and Kata Chokolich, one of the first pioneering families. Steve Chokolich bought the Chevrolet 4 new in 1928 and would often loan it to the old Wanneroo Road Board to carry food and refreshments to various functions at places like Yanchep and Moore River. It has remained in the family since Steve’s death in 1934. Mr Puglia restored the truck to its former glory in 2002.

THE CITY IS CURRENTLY IN POSSESSION OF A PRECIOUS PIECE OF WANNEROO HISTORY A FULLY RESTORED TRUCK USED ON ONE OF THE AREA’S OLD MARKET GARDENS. The vintage truck is on loan to the Wanneroo Regional Museum for 18 months from Sinagra resident Frank Puglia.
The Chevrolet 4 will be on display to the public at the next Buckingham House open day on 11 October 2015 from 1pm to 4pm. (See page 14 for details)
Wanneroo Mayor Tracey Roberts said the City and Wanneroo Regional Museum was very proud to be entrusted with such a significant historical and cultural item. “The City is eager to investigate the possibility of safely housing the truck at Cockman House to give residents the opportunity to view and appreciate this magnificent vehicle,” she said.

FUNDING
APPLICATIONS FOR THE SECOND ROUND OF COMMUNITY FUNDING GRANTS IS NOW OPEN.
The Community Funding Program is divided into two main categories, community development and community events.
The City of Wanneroo distributed more than $24,000 of community funding grants to 11 community groups through the Community Funding Program March round.
Community groups are encouraged to discuss their project and event ideas with a City Community Development Officer before submitting an application.
The program aims to support community organisations for events, activities and projects.

Experience what life was like in the ‘olden days.’ Take part in hands-on heritage activities such as baking damper, washing with scrub-boards and milking a cow (fake). There will also be old fashioned games, storytelling, and craft activities in the old School House. A 1928 vintage truck will also be on display for the day only. The truck is on loan to the City from Sinagra resident Frank Puglia. Mr Puglia’s grandfather Steve Chokolich was one of the first pioneering families recognised in 1979. SUPERHEROES. BATTLE AXES. DEATH STARES. Who said politics was dry and dull? Highly anticipated and scorchingly honest, Behind the Lines 2014 celebrates the best political cartoons of 2014. Cartoonists saw 2014 as a year when conflict abroad tragically affected the lives of many Australians. The passing of Gough Whitlam was another event which resonated nationally, three of 33 cartoonists reflect on Whitlam’s legacy in this year’s exhibition. “Behind the Lines 2014 gives us an evolving vantage point from which to consider recent political history,” director of the Museum of Australian Democracy at Old Parliament House Daryl Karp said.

Ms Karp said that the hundreds of cartoons considered for this year’s exhibition were of an exceptionally high standard. “We are profoundly lucky that in Australia, cartoonists are free to poke fun at our politicians and satirise the most contentious of national issues.
