A MESSAGE FROM MAYOR TRACEY ROBERTS In addition to these projects, we are working to improve transport links in other parts of the City to improve commuting times and community safety. This includes advocating for new bus routes and shared cycle paths through Landsdale and along Ocean Reef Road, as well as the dualling of Wanneroo Road between Joondalup and Flynn drives.
Welcome to the summer issue of What’s Happening magazine. One of the things I love most about my role as Mayor is meeting and talking with many of you in the community. Over the past months a very clear message is being repeated and the two words on everyone’s lips are Connect Wanneroo.
All of these projects are expected to have a positive impact on local job creation, community safety and commuting times in the City. Without these vital pieces of infrastructure, our residents will continue to suffer, wasting hours on end stuck in congestion rather than spending precious time with their families.
The City listened and we are now supporting a community campaign to Connect Wanneroo. We are actively campaigning for the State Government to commit to funding rail to Yanchep, and to immediately extend the Mitchell Freeway to Romeo Road in Alkimos and through to Yanchep. These projects are crucial for local job creation, not only in the north but also to the east in the industrial area of Neerabup.
The Mayor’s Christmas Appeal was launched in October and provides a valuable opportunity to help people in our community who are in need of some support. Please see page 10 for more details. The City is once again sponsoring the Wanneroo Christmas Lunch for those who may find themselves on their own on Christmas Day. Held at 12pm in the Margaret Cockman Pavilion at the Wanneroo Showgrounds, the event is supported by the City of Wanneroo and local churches. Christmas is celebrated with a three course sit down meal, festive carols, gifts and a Christmas message.

SHARK SAFETY BARRIER PLANNED FOR QUINNS ROCKS
Beach lovers in the City will soon benefit from a shark barrier at Quinns Beach. Council recently considered tenders for the barrier, with City administration basing its recommendation on an assessment of the strength of the barriers and their suitability for conditions at Quinns Beach.

Global Marine Enclosures was awarded the $420,000 contract. Mayor Tracey Roberts said the barrier spelt good news for beach lovers in the City as well as marine life. “Beach goers will feel safer knowing that the barrier is there to protect them from sharks,” Mayor Roberts said.
“Small marine life will also be safe from harm because, unlike traditional shark nets, the shark barrier allows small animals to pass freely through the barrier holes. This is good news for snorkelling enthusiasts as well.” The barrier is expected to be installed in early 2017.

It’s a quintessentially Australian summer scene…parents gathered around the barbecue while the kids are splashing in the sparkling pool. But did you know that the majority of young children who drown in Australia each year, do so after falling into a backyard pool? Fence your pool Pool owners are responsible for ensuring their pool fences and gates comply with Australian standards and that they function correctly at all times. Maintain your pool fence The City of Wanneroo inspects pool fences and gates every four years but owners must ensure that fences and gate are maintained and working correctly. A young City of Wanneroo volunteer firefighter has been recognised at the 2016 Firefighter Awards for his outstanding contribution to protecting the community. Struan Graham, 21, a Wanneroo Central Bushfire volunteer, was announced as the winner of the 2016 Youth Achievement Award.

He has organised a number of community events, including school visits and fire awareness presentations, all while juggling work and study. “We are so proud of Struan and Richard and it is wonderful to see their outstanding efforts publicly recognised,” Mayor Roberts said. “All of the City of Wanneroo’s volunteer firefighters do an incredible job to protect the community, investing a great deal of time and energy into their work. “I congratulate both Struan and Richard for their contributions to the City of Wanneroo and the wider community. Their dedication and hard work is greatly appreciated.”
Struan and fellow volunteer Richard Moon, 17, a member of the Quinns Rocks brigade, were two of only three finalists in the Youth Achievement Award at this year’s Firefighter Awards. Struan joined the Wanneroo Central Brigade at age 16 and since that time has taken on several roles within the brigade.

CONNECT WANNEROO - GET ON BOARD!
The City of Wanneroo is a wonderful place to live, and Council wants to ensure it remains a place in which we will all love to live, work and play for generations to come. Our community needs local employment opportunities and this needs to be supported by improved transport links. That is why the City has been lobbying the state and federal governments for financial commitments to fund vital infrastructure like roads and rail. Without these, our residents will continue to be forced to travel outside of the City for work, wasting valuable time stuck in horrendous traffic congestion instead of spending time with family and friends.

People of all ages are welcome to attend this free fun day and there will be wheelchair accessible areas and accessible toilet facilities. Wanneroo Mayor Tracey Roberts said the City was proud to support the Jindalee group.

The Jindalee Foreshore is the place to be this Australia Day, with live entertainment and activities.
Led by Rebecca Hutton, the working group has run an Australia Day event since 2014.

The Australia Day Family Fun Day is run by the Jindalee Oz Day Working Group a small informal group of local community members and business people.
However, this is the first year the group has received funding through the City’s March community funding round, thanks to a new partnership with the Heart and Lung Transplant Foundation of WA.

Yanchep ovals taking shape Two full-sized sporting ovals are taking shape as part of the $7 million Yanchep Active Open Space project. The massive social infrastructure investment by the City will see the multi-use ovals catering for AFL, little athletics, rugby, soccer and cricket, as well as hardcourts for netball and basketball. There will also be passive recreation areas, pathways, park furniture, car park and drop-off facilities. Throughout the development of the project the City has engaged with key stakeholders including Yanchep Little Athletics Club, Yanchep Junior Football Club and the Yanchep Redhawks Football and Cricket Clubs. Little Athletics president Monica McCarthy said the club was eagerly awaiting the new facilities. “We’ve worked closely with the City to provide the best opportunity for young athletes. This year we have more than 80 registered members - a record for the club - so it will be great to have dedicated facilities for athletics,” she said. The sports pavilion includes changerooms, toilets, a multi-purpose room, umpire facilities and storage areas. Construction of the pavilion will begin early in 2017 with completion scheduled for the second half of the year.
Connolly Drive work nears completion The City will complete one of its biggest ever road projects construction of the Connolly Drive dual carriageway between Clarkson and Butler (4.9km) - in early December. Together with the associated dual carriageway works on Neerabup Road, due to be finished before Christmas, the projects have a combined value of more than $8.5 million. During the Connolly Drive construction over the past two financial years, more than 20,000 cubic metres of earth was

moved to accommodate the new road alignment. More than 59,000 square metres of asphalt, alone worth more than $765,000, was laid to bring the road up to standard. This equates to covering around six soccer pitches or 140 basketball courts. At the peak of construction there was more than $2 million of plant and equipment engaged on site. The works were designed to improve the local traffic network and to complement the Main Roads projects on Wanneroo Road and extending the Mitchell Freeway.

Unique facility in Carramar BMX enthusiasts have enjoyed the completion of the upgraded BMX track at Houghton Park, which has been available for use since September. Improvements to the old BMX dirt jumps included construction of a pump track for younger riders and beginners, as well as an intermediate and advanced track. The project was undertaken as a result of requests from community members, and extensive consultation was carried out including surveys, workshops and a focus group to assist with the design and concept development. To date, more than 950 people have shown their support of the facility providing the City with positive feedback. Tapping resident and BMX rider Paul DePiazz said there was no similar facility and felt lucky to have it in his local area.

Library moves from concept to design The new southern suburbs library has moved into the detailed design phase, following the City of Wanneroo’s acceptance of an architectural concept for the two-storey building. To be located on vacant land at the Kingsway Shopping Centre in Madeley, the building will offer traditional library products, in addition to innovative services such as a technology space, art hub and, most likely, a café. The City invited four design consultancies to participate in a competition to prepare a preliminary concept before deciding on the Bollig Design Group to progress to the next stage.
Bollig will produce enough detail, based on its submitted concept, to prepare a development application for the proposal, with construction to begin in the 2017/18 financial year. Along with the design work, the City will continue negotiations with the owners of the Kingsway Shopping Centre to secure freehold ownership of the library site, in accordance with a previous agreement that land be made available for ‘community purposes’.

NEW KOONDOOLA COMMUNITY CENTRE OPENS ITS DOORS
The Koondoola Community Centre was officially opened in October with the Koondoola Family Fun Day. This $3.4 million project delivered a first-class community centre, catering for the needs of local residents in Koondoola as well as Alexander Heights, Girrawheen and Marangaroo. Hundreds of community members turned out for the fun day, which had plenty of family-friendly free activities. The fun day also offered a showcase of local services and clubs in the Girrawheen/Koondoola area. The centre features function space, an activity room, meeting rooms, an office, kitchen with servery, canteen, storage facilities and changerooms to support the playing fields. Wanneroo Mayor Tracey Roberts said a number of community groups regularly used the centre, for everything from calisthenics to the Vietnamese Seniors Club. “The new Koondoola Community Centre is another fantastic facility that the City of Wanneroo is proud to deliver for our residents,” Mayor Roberts said. “We were also very thankful to receive a $700,000 Lotterywest grant towards the building of the centre.”

A percentage of the project budget was set aside for public art. Western Australian artist Si Hummerston was commissioned to create artworks representative of the local area. As Koondoola is the Noongar word meaning ‘Place of Emus’, Si created two works, Bushwalk and Bifold Emu Feather, as a visual depiction of this meaning. The Australian themed Bushwalk is located in the forecourt leading into the centre and is a series of three figures representing the community coming together at this meeting place. The second work titled Bifold Emu Feather is a brushed aluminium bifold emu feather located in the foyer. The aim of the artworks is to personalise the centre and create a sense of place. It is hoped the works will create conversations

about the local community and express its identity. Vietnamese Full Gospel Church Pastor Phong Truong, who has been using the new facility with his congregation, said they really liked the new centre because it had plenty of rooms for their church and made running services easier. “The new facility has plenty of rooms for our church and it is much better if we have more rooms to run separate activities at the same time - like our program for toddlers. Our favourite part is the main hall and the playground,” Pastor Phong said. “We really like the facility and we would like to thank the City of Wanneroo for providing it to the community.” The centre is available for casual bookings, contact 9405 5000.

AUSTRALIA DAY CITIZENSHIP CEREMONY LARGEST IN WA
Once again the City of Wanneroo is set to host the biggest citizenship ceremony in WA on Australia Day. More than 600 people are set to make the pledge to become Australian citizens at the Wanneroo Showgrounds on 26 January. It will be a very special day for the new citizens, as they are entertained with music and enjoy a traditional Aussie barbecue breakfast cooked by the Wanneroo Scout Group.

CITY A FINALIST IN WA SENIORS AWARDS
The City of Wanneroo has been named a finalist in the WA Seniors Awards in the Local Government category, which recognises councils’ innovative programs and services for older people. One such program is a collaborative effort with North Metro TAFE which has seen students enjoy practical experience with seniors groups to support their learning, communication skills and preparedness for the workplace. Senior clients have access to beauty students, personal fitness students and enrolled nursing students and have been able to enjoy hand and feet beauty treatments, head/ shoulder massages, group exercise, personal training and more.
Mindarie resident Margaret Reed, 82, has been making the most of the personal fitness and beauty sessions on offer through the TAFE. “All of the activities have been wonderful, especially the personal training,” Margaret said. “I hadn’t exercised in many years but I gave it a try and thoroughly enjoyed the weight lifting and balance exercises. “At my age I need lessons in balance! But it was very reassuring to know that there was a hand to catch me if I felt unsteady. “All of the students were wonderful and are becoming experts in their field. I would love to join the program again if it’s offered in future.”

BUTLER BONANZA BURSTING WITH ENTERTAINMENT
Music, skate comps, arts, dance, sports workshops and inflatables. All this and more will be on offer at the Butler Bonanza, a free community event to showcase the music and dance talents of local young people. There will be a range of activities to suit every age group and all kinds of interests, including workshops with premier sporting agencies. The West Australian Youth Jazz Orchestra will also perform with students from Butler College from 7pm-8pm, giving families a chance to come down with a picnic blanket and enjoy the show.

Entries open in early February for the popular City of Wanneroo Community Art Awards and Exhibition, a major feature of the City’s cultural calendar. Held annually since 2001, the exhibition provides a low cost opportunity for a mix of artists from first time exhibiters, to hobbyists, semi-professionals and professionals to exhibit, potentially sell their artwork and be eligible to win from the prize pool of $16,800. City of Wanneroo Community Art Awards and Exhibition 2016 overall winner Andy Quilty with his Works on Paper piece Papa #3.

VIEW THE CITY’S ART COLLECTION ONLINE The City of Wanneroo has 250 artworks in its art collection which is now available to view online. The collection includes paintings, works on paper, photographs and small sculptures. The online gallery gives Wanneroo residents and the general public an easy way to view artworks that are
on display across the City, as well as to see what artists are represented in the collection. NORTHERN PERSPECTIVES 2017 HIGHLIGHTS STUDENT ARTISTS Northern Perspectives 2017 will showcase the artwork of Year 11 and 12 students from schools within the cities of Wanneroo, Joondalup and Stirling. The exhibition will provide students with the opportunity to display their work in a world class gallery environment and we encourage entries from a variety of mediums.
