The Highlands Park Aquatic Center (HPAC) is opening at the end of May, and even with COVID-safe restrictions, it’s a sign of our community getting back to the things we love. And, since we missed it last year, we’re celebrating the 10th anniversary of HPAC on this, its 11th year. See page 25 for details on special summer celebrations recognizing a decade (plus) of HPAC.

Experience new and expanded Westerville Community Center

It’s the best time of the year to visit the expanded Westerville Community Center (350 N. Cleveland Ave.), featuring brand new spaces and more amenities than ever before. Westerville Parks and Recreation is excited to welcome visitors, remaining committed to safety and public health protocols as increased availability of COVID-19 vaccines invite more activities and programming. Parks & Recreation Director Randy Auler says the team is eager for the return of more activities after a long season of necessary cancellations and closures. Completing the expansion project in that time means more people will get a personal introduction to what’s new, he says. “From participating in planning meetings to the continued support through the global pandemic, the success of this project belongs to the Westerville community,” said Auler. “Late spring and early summer is a great time to visit and take a tour of all that is new.” Those wishing to tour the facility should check in first at the desk at the west entrance. Virtual tours are available 24/7 at www.westerville.org/parks.

Auler especially encourages residents to visit and experience all that the now 145,000 square foot facility has to offer. The new-and-improved fitness area, track, indoor pool, warm water pool and gymnasiums are open and awaiting the return of active patrons. “It’s going to feel like home; the Center you know and love, but with some pretty exciting changes,” said Auler. “We think you’re going to be pretty proud of what we have accomplished.”

WHAT’S NEW?

Through the new north entrance you will find a brand new, two-story fitness area complete with strength training and cardiovascular equipment, performance fitness area, full agility/stretching area, expanded track, three cycling and group fitness spaces, two full basketball courts and lockers. New aquatic facilities await visitors as well, including a water play structure, interactive water slides and a multi-lane warmwater pool with a warm-water walking area. OPENING SOON: Adventure Gym! Through the new south entrance, find a wing tailored to the needs of the older adult community, replacing the facility on West Main Street. This new space is equipped with amenities like a billiards room, classrooms, cafeteria/lunch room, a large sitting area with a fireplace and access to the rest of the facility. A dedicated group fitness space is also available through the south hall.

The rotating door in the main entry is no more. A new sliding entry vestibule allows for safe, touchless entry into the facility. Two sets of doors provide access to the renovated rotunda, home to the indoor playground, party room, game room and a new sitting area. All areas of the Center are accessible from this entrance.

WESTERVILLE AND THE COVID-19 VACCINE

Just as quickly as vaccines entered the state of Ohio in the last few months, health professionals endeavored to administer them. Westerville Division of Fire (WFD) Chief Brian Miller said the process has been fast-paced and largely unpredictable, but moved as efficiently as can be expected. “Anything we were involved with has developed really quickly in the first days of vaccine deployment,” said Chief Miller. “It was all driven by supply provided to the state, but we were able to move quickly when asked.” In February, WFD quickly assembled a vaccine strike team during “Phase 1B” of deployment for older adults. Firefighter/ medics, including Chief Miller and Deputy Chief Mindy Gabriel, vaccinated more than 100 seniors at two Westerville senior/ assisted living apartment complexes. The clinics, coordinated through Franklin County Public Health, offered relief for members of these vulnerable communities. “At the time, we were coming on up the full year mark since the pandemic really hit home in the U.S., so the sense of gratitude and relief filled the room,” said Chief Miller. “To be on the EMS side of pandemic management at the beginning and vaccine deployment near the end has been something we will never forget.”

Chief Miller says WFD works closely with the public health agencies as a standby agency for ongoing vaccine distribution. There are plans ranging from small to mass participation capabilities. The state of Ohio opened vaccination requirements to all adults in March. WFD stands ready to be activated and was integral to organizing a vaccination clinic for essential frontline workers the same month. “We’re encouraged by the demand for the vaccine,” he said. “On the public health side of the issue, this is the best tool we have to get back to a pre-COVID way of life.” For the most up-to-date information regarding vaccine resources, please visit www.westerville.org/covid19. The Westerville Division of Fire worked together with Mifflin Township, Truro Township, Upper Arlington, Grandview, Jackson Township, Madison Township and Jefferson Township fire divisions in collaboration with partners at Franklin County Public Health at a vaccination clinic for essential frontline workers at John Glenn International Airport. Together they vaccinated 415 people.


UPTOWN DORA

Moving Forward for June

The Designated Outdoor Refreshment Area (DORA) proposed for Uptown Westerville was given a greenlight to proceed from Westerville City Council. Council studied the topic at a work session in March with staff and representatives with Uptown Westerville, Inc., the City’s partner on the DORA proposal. Here’s what you need to know about the Uptown DORA, including how to participate:

IS THERE A SAFETY AND SANITATION PLAN?

WHAT IS A DORA? A DORA is a program that allows licensed liquor establishments inside an approved area to sell alcohol to adults age 21 or older at special times that can be carried out in marked cups. The City is partnering with Uptown Westerville, Inc. (UWI), the non-profit membership organization built to protect, support and grow Uptown Westerville, to explore the concept for local restaurants and how it would operate in conjunction with other merchants and special events, like 4th Friday. The state of Ohio approved DORAs in 2015, and several cities in Central Ohio have an active district, including Grove City, Hilliard, Worthington and Delaware.

WHAT ARE THE PROPOSED TIMES FOR AN UPTOWN DORA? Thursdays and Fridays from 5-10 p.m.; Saturdays from 12-10 p.m.

CAN THE PROPOSED DORA BE EXPANDED OR RESTRICTED IN THE FUTURE? Yes. Westerville City Council can choose to change the regulations of the DORA, including hours of operation, the service plan, or the safety plan. An expansion of the map boundaries would require a new application to the State.

HOW MANY CITIES HAVE DORAS? As of January 2021, 56 cities in the state of Ohio have established DORAs; seven of which are in the Central Ohio area.

CAN AN ADULT BRING THEIR OWN ALCOHOL INTO THE DORA? No. Beverages purchased outside DORA boundaries or from a non-participating liquor establishment are not permitted.

CAN AN ADULT TAKE A DRINK FROM ONE ALCOHOL ESTABLISHMENT INTO ANOTHER? No. An adult cannot take a drink from one DORA establishment into another that serves alcohol. A DORA drink may be taken into a non-alcohol-serving establishment in the DORA if the business allows it. For example, drinks purchased from a DORA-participating establishment may be taken inside a store or boutique if that merchant permits it.

Yes. State law requires a plan for both that must be included in the application. If the need arises to amend those plans to increase safety or to amend the sanitation plan, Westerville City Council may do so.

WHY WOULD WESTERVILLE ESTABLISH A DORA? - DORAs have been shown to have positive impacts in other cities that include increased foot traffic, increased spending and increased outdoor gathering in a more COVID-safe environment. - Uptown merchants that serve alcohol will be able to serve more customers within safety guidelines for social distancing. The experiences and responses from the Westerville community have been positive - The experiences and responses from our fellow Ohio cities have been overwhelmingly positive.

WILL WESTERVILLE CITY COUNCIL REVIEW THE DORA TO SEE IF CHANGES NEED TO BE MADE? Yes, staff has recommended an annual evaluation be conducted by Westerville City Council.

WHEN MIGHT THE DORA BE APPROVED? The current proposal is for June 2021. See www.westerville. org/DORA for full details.

WHAT COVID-19 PRECAUTIONS WILL BE IN PLACE? The City continues to encourage social distancing, hand sanitizing and wearing masks when not consuming food or beverages consistent with Ohio Department of Health regulations.

DO UPTOWN MERCHANTS HAVE TO PARTICIPATE IN THE DORA? No. Participation in the DORA is optional. It is up to the merchants to decide if they will allow alcohol on their premises.

HAVE OTHER COMMUNITIES EXPERIENCED AN INCREASE IN CRIME ASSOCIATED WITH DORAS? No. Both UWI and City staff have reached out to other cities with DORAs and none reported an increase in crime related to the DORA. According to the safety plan, the Westerville Division of Police will continue to monitor the Uptown area during DORA hours.

“The Justice Center”

The “Westerville Police/Court Facility” is one word and one slash too many. Residents, join us in now officially calling the new headquarters of the Westerville Division of Police and Mayor’s Court “The Justice Center.”

“Justice Center” is a common name for a combined police and court facility, with cities in Kettering and Delaware, Ohio and counties like Hamilton and Cuyahoga using the phrase. It’s akin to calling the Westerville Municipal Building in Uptown “City Hall” says WPD Chief Charles Chandler. “We wanted to be really clear when we first started talking about the new building in terms of what it was and how it would be used,” said Chief Chandler. “Now that the community is familiar with what’s coming, there doesn’t seem a need to use the generic word ‘facility’ anymore.”

Great News! Lower Millage

Westerville voters approved the bond request for the $15 million project in 2019. At the time, the City and County worked on estimates that determined the millage at less than one mill (0.96) as necessary to provide debt service. The average cost to the residents was estimated to be about $2.80 monthly for every $100,000 of home valuation. Last September, the Westerville Finance Department, led by Director Lee Ann Shortland, learned the City would retain its category-best Aaa rating for the interest rate on the bonds. Instead of an anticipated total interest over 20 years at a worst-case 5.0% interest rate totaling $8.9 million, the City’s financial management excellence earned a total interest cost over 20 years at $4.2 million, saving more than $4.6 million in interest alone. Shortland says the City will utilize the bond premium for the interest costs in 2021 and 2022, thereby reducing the amount to be paid by the taxpayers in those years. Staff anticipates the millage in 2021 will be approximately 0.33, rather than 0.96.

“When we pursue a major capital development like this, we take advantage of this year-over-year rating, so we’re really keeping our promises to residents who said ‘yes’ to this project,” said Shortland. “There are few cities in Ohio capable of meeting the standards we meet, and that speaks to the commitment to excellence in our financial management strategy.”

Construction Making Progress

Construction started the first week of the year and remains on schedule. Major foundational work was performed in March and April after demolition (see next section). In May and June, the contractor will continue excavation and grading, while also completing utility connections and an access driveway behind the Center. Construction will continue through the remainder of the year and is expected to be finished next summer. A community open house will be announced next year.

Reusing Existing Materials

One of the highlights about renovating and adding to an existing building was the ability to use existing foundation, frame and materials for parts of the project. As new construction on the south side of the project begins this summer, materials taken from the existing north-facing side of the building are added back in. These include subsurface concrete, structural steel and the roof deck. Stairwells will also be reused, and much of the brick removed from the existing facility will be re-purposed into final construction. Construction plans called for some of the existing first-floor drywall to remain in place. However, the contractor made the business decision that the value of performing all of the demolition up front was more advantageous than performing piecemeal demolition. Since the drywall could not be exposed to the elements for several months, they decided to replace some of the first floor drywall at their cost. “COPLOGIC” to Streamline DIVISION OF POLICE

The Westerville Division of Police (WPD) is partnering with LexisNexis® and their “Coplogic” Desk Officer Reporting System to offer on-demand reports and convenient mobile and web-based reporting tools.

country have used it for people to report non-emergency harassment, custody order notations and identity theft,” said Lt. Spoon. “In these cases, the report gets submitted and reviewed and an officer is assigned the follow-up.”

The system allows users to report non-emergency issues, like minor crash and incident reports, crime tips, lost or stolen property, vandalism and other common complaints. It does not take the place of emergency calls like injury accidents, burglaries/robberies, suspicious activity, etc.

Westerville’s most common crime is theft from vehicles. In cases where cars are only rifled through, or only small change is taken, the online reporting tool may be preferred by the user. However, the information is important so that investigators can establish theft patterns and affected neighborhoods.

By harnessing the power of the LexisNexis® databases and connecting to mobile devices, incident reports can be easily retrieved while WPD officers have access to new and expanded resources to investigate crimes.

“To be clear, this is not an ‘instead of a WPD officer’ tool,” said Lt. Spoon. “Think of it as ‘in addition to a WPD officer tool.’ The use of technology is important to this agency, and we can learn just as much from more incident reporting if an easy, convenient access and process is an incentive for someone to use it.”

Lt. Brian Spoon has been leading the evaluation of the tool for several months. “As a long-time patrol officer and supervisor, there are many encounters we’re having in a given shift that is just directing the flow of information,” said Lt. Spoon. “This service allows someone who just wants a report, or someone who just needs to submit a fender-bender report, a way to do that from their phone.” The technology solution does not mean WPD officers will discontinue routine responses for non-emergency issues. It simply provides members of the community another way or alternative to get or submit information quickly and efficiently. One example, says Lt. Spoon, is the mobile quick-connect text service, which allows callers to input their 10-digit mobile number and receive a text message with a link to directly file their report on a mobile-friendly form. It could streamline a number of calls, allowing for more time to patrol neighborhoods or send more personnel to emergency calls.

Chief Charles Chandler says this is another way WPD uses technology to maximize its resources in serving the Westerville community. “The expectations for service have evolved over time,” said Chief Chandler. “That includes how we use and offer technology to make dealing with minor reports more convenient. There’s a trend of people needing options that work with their technology rather than having a police officer to come to their home to take a minor report.” Users can upload images, PDFs or video (up to 75mb) and can include links in the report to larger files, like doorbell videos or other evidence. The overall process is designed to make reporting easy to manage, monitor, follow-up and even merge reports. The tool will be available at wwww.westerville.org/police.

How

BROAD Internet?

BROADBAND

One of the lessons learned from 2020 is the need, not want, for broadband. That’s high-speed, reliable access to the Internet to feed the video conferences, cloud-based homework portals and streaming services the world relied on while managing at-home work and school. “It wasn’t just access for work and school,” said Todd Jackson, Westerville’s Chief Information Officer. “Broadband became necessary to participate in society. People needed access to health care and to shop for goods and services as essential as groceries.” Jackson says Westerville is in a geographically desirable location for broadband. According to the web-based dashboard BroadbandNow. com, access is widely available in the state of Ohio, with more than 89% of the population having access to some type of high-speed internet. In Westerville, there are currently three residential service providers that offer nearly 100% broadband coverage. This means no matter where you work or live in Westerville you should have access to broadband internet. But that doesn’t mean everyone has equal access, with affordability and equipment issues that most often create barriers to access. And, some residents report speed and reliability as challenges. In 2020, the City promoted several WeConnect public WiFi hotspots for users who needed access for work, school or other “essential” tasks. To provide WiFi as a public service, the City launched free access in City Buildings (Westerville City Hall, Westerville Community Center, etc.) in 2003. WeConnect outdoor public WiFi was introduced in 2011 at Highlands Park Aquatic Center and Uptown Westerville in the spring of 2014 and drive-up WiFi locations behind the Library and 64 E. Walnut St. in 2020. The service is free to connect to any mobile device, and proved to be a valuable resource during the pandemic, serving more than 16,000 unique users (connections). “WeConnect builds on the branding of the City-owned data center and fiber network, so it makes sense for residents, businesses and visitors to know and trust the Westerville brand,” said Jackson. Other public entities had problems to solve related to access and equipment in 2020. For the Westerville City School District, technology and access solutions had to be paired to serve students and families. Creating their Virtual Academy was the first step to address the instructional needs of 3,400+ students and their families (those who were not comfortable with their children participating in any form of in-person instruction). This meant distributing more than 7,000 Chromebooks and 400 mobile Internet hotspots to keep everyone connected. The City will continue to investigate the feasibility of a future fiberto-the-home model treated like a utility service (see Jan/Feb issue at www.westerville.org/recreationguide) to expand options in the community. Westerville City Council passed legislation in 2019 that protects your right to housing regardless of your race, color, religion, sex, national origin, age, familial status, disability, pregnancy, sexual orientation, gender identity or gender expression. In 2020, this legislation was updated to include protections based on how you pay your rent. This update offers protections in the case of a landlord declining to consider a tenant’s income f rom lawful sources other than job wages – income from sources such as investment earnings, child/spousal support and federal, state or local assistance payments, benefits or subsidy programs. Despite more than a year in a pandemic, Uptown continues to evolve and thrive. While the variety of restaurants and retail operations may seem to come together organically, much effort is made to ensure newcomers are a good fit for the area and can adhere architecturally to maintain that Uptown charm. Developments in Uptown must be reviewed and approved by the Uptown Review Board. If significant property changes are required, the Westerville Planning Commission may be asked to review. Up next in complementary developments causing a buzz in Uptown is a new independent book store and a proposed multi-use development. The owner of Birdie Books & Cafe at 86 N. State St. has big ideas for the Victorian-era Queen Ann houseturned-independent bookstore and cafe located next to Joe’s Automobile Repair Shop. Design renderings show plans for a patio, replacement of the existing front porch, a garden and other exterior design elements that were determined by the Uptown Review Board to be appropriate for Uptown. A proposed multi-use development at 32 W. College Ave. would create retail and residential opportunities in a relatively landlocked area. The City purchased this property in 2014 with the goal of redeveloping the site.

The project is in the conceptual review phase, but it is a significant redevelopment that meets the goal of the City’s Uptown Plan. Originally the property included a home built in the early 1900s that was converted into a commercial use building. Given its current state, the building needs to be demolished for the redevelopment that will include a multi-story building designed to fit the style and look of Uptown. The building will feature four residential units above 2,800 sq. ft. of retail space with accompanying parking. Decisions to redevelop in Uptown in this manner are not made haphazardly by applicants or the City boards and commissions charged with reviewing plans. Kontogiannis & Associates presented their concept for 32 W. College Ave. for an informal design review to the Uptown Review Board and the Planning Commission this spring. From there, the applicant will determine how to use the informal feedback and decide if they will proceed with a formal review process. Once final approval is received through the Planning Commission, developers can proceed to apply for permits and then begin construction. VISION COMES TO LIFE IN NEW RENDERINGS New images are revealing a clearer picture of the $6 million mixed-use building on the southeast corner of Polaris Parkway and Meridian Way. Ground broke on the Meridian Place development earlier this year. Totaling around 40,000 sq. ft., the three-story building will bolster the area’s already impressive menu of high-end amenities. The building is developed by Trivium Development LLC, responsible for bringing Starbucks, Bru Burger and Local Cantina restaurants to Westar Place. “We’re thrilled to see this development come to fruition,” said Jason Bechtold, who served as the City’s Economic Development Director before recently becoming Assistant City Manager. “Westar Place is truly realizing its transformation into a thriving, amenity-filled destination.” New renderings for the building show a rooftop bar, attractive landscaping and outdoor seating. The building also boasts ample parking. Situated within walking distance of corporate headquarters like Central Ohio Primary Care (COPC), Lancaster Colony and DHL Supply Chain, and the Renaissance Hotel, the development is expected to increase foot traffic in the bustling corridor. CITY RECEIVES GRANT TO

CHARGE UP ELECTRIC VEHICLES

The Westerville Electric Division is planning to use $105,000 in grant funding from the Ohio Environmental Protection Agency (EPA) to install eight public electric vehicle (EV) charging stations. Funding for the grant was provided through the Volkswagen Mitigation Trust Fund in support of the installation of Level 2 EV charging stations. In all, the Ohio EPA awarded $3.25 million in grants to support more than 500 public charging stations. The grant award reinforces the Electric Division’s ongoing support of EVs in the community. As part of an ongoing focus on sustainability, the City created the Power Up Electric Vehicle Supply Rebate Program in 2019. The program offers commercial customers up to a $4,000 rebate to install an approved dual-port ChargePoint Level 2 and DC Fast Charging station. By the end of 2021, the Electric Division anticipates 34 charging ports will be available in the City. THE STORY BEHIND: THE FIELD OF HEROES The sight of thousands of waving American flags in a single field is now a Memorial Day weekend tradition in Westerville. But how did it start? The spark for the Westerville “Field of Heroes” ignited out of a chance meeting between Westerville Sunrise Rotary Club’s (then) Vice-President Larry Jenkins and the Colonial Flag Foundation’s founder, Paul Swenson, at the 2007 Rotary International Convention in Utah. The idea of combining the Foundation’s mission to promote patriotism, healing and remembrance and the Rotary Club’s passion for our community and service to others developed over the year following the conference. In 2009, during Jenkins’ term as Club President, the Westerville Sunrise Rotary presented the Field of Heroes to the Westerville community for the first time. Twelve years ago, 1,500 flags waved on the grounds of the Westerville Sports Complex. The name “Field of Heroes” came from the idea that each flag could be dedicated by an individual in honor of a personal hero, and collectively the flags stood to represent the greatness and sacrifice of all America’s heroes. In 2010, the Field expanded to 2,000 flags and included a half-size replica of the Vietnam Memorial in Washington, D.C. The meaningful addition to the Field of Heroes began a tradition of presenting a Tribute Field each year. The Field grew annually by about 500 flags until it reached the current 3,500 flag display, featuring a different tribute each year to honor special populations, like women in the military and first responders. “We set out to create a big community event, but the greatest impact has been the memories, healing and gratitude expressed to and by those who visit the Field,” said Jenkins. “Through all of these years, I’ve learned the Field of Heroes is never the same experience twice. It truly has reshaped the Memorial Day weekend tradition in Central Ohio, and I’m proud to be part of that.” The Field of Heroes continues to be an attraction for tourists over the holiday weekend. The Westerville Sunrise Rotary Club, in conjunction with its many partners, welcomes thousands of visitors annually to reflect, honor and heal. Although the Field stands for just a few days each year, its legacy is in the visitors who walk the grounds, the heroes who are honored and the stories shared and remembered forever. The Highlands Park Aquatic Center (HPAC) will open, and celebrates its 10th anniversary missed last year. HPAC will operate under new guidelines for capacity and safety (see page 37). The indoor pools at the Westerville Community Center remain open.

Memorial Day Weekend will look about the same as last year, particularly with Westerville Sunrise Rotary Field of Heroes. The annual Memorial Day Weekend traditionis promoting socially-distanced visitation for those who wish to walk among the Field. Masks and facial coverings will be required.

Uptown Westerville, Inc. is excited to host 4th Fridays in 2021, and will announce events as soon as they can be state guideline compliant. UWI hopes to offer 4th Friday May-October (with October being Midnight Madness). Watch for announcements at www.uptownwestervilleinc.com.

The 4th of July is TBD and dependent on the status of guidelines from the state of Ohio. If the state’s large gathering prohibition is lifted by July 4, Rotary Noon Club organizers intend to carry on with the parade and other activities. It is likely fireworks will proceed either way, as individuals may watch from their vehicles and socially distanced open spaces.

Westerville Parks and Recreation also hopes to bring the Westerville Jazz Series back, potentially at a reduced schedule later in the summer, with an August or September beginning. The Westerville Area Chamber of Commerce Music & Arts Festival, status will be announced at www.westervillechamber.org.

CAPTURING THE APPRECIATION of a Grateful Community VETERANS MEMORIAL PLANNED FOR WESTERVILLE SPORTS COMPLEX

Westerville is known for its many parks, trails and green and open spaces. Yet among its inventory of more than 40 parks, one has been missing. A place to speak to Westerville’s sense of patriotism; a place to honor the sons and daughters who have sacrificed in service to protect the freedoms we value. Together with local service and veterans organizations, the City and Westerville Parks Foundation have created a vision for Westerville’s Veteran Memorial, a new signature space where veterans are remembered and honored. The Memorial project has risen to meet the community’s tradition of honoring the lives and legacies of those who have served. This project builds upon a site untouched for decades to fulfill Westerville’s patriotic spirit with a signature space for reflection. Westerville Parks & Recreation Director Randy Auler says this is Westerville’s moment to build the Veterans Memorial the community deserves. “The existing Westerville Sports Complex will undergo a transformation in its center, starting with this project,” says Auler. “Picture Central Park in New York City. It’s a central spot for recreation, tourism and sense of place where you can feel the vibe of the entire community.” The project is part of Westerville’s Parks, Recreation and Open Spaces (PROS) plan, developed more than 20 years ago as a strategic guide to develop, operate and maintain the community parks system. Renewed early in 2014, PROS set forward an ambitious schedule of new facilities, green spaces and parks to add to our already nationally recognized system. Included in the master plan is an idea-

turned-concept to centralize and strengthen the honor we pay our veterans. A renewed Veterans’ Memorial has been years in the making, said Auler. The project expands on a memorial that sits in a largely indistinguishable and inaccessible spot at the former Armory* on South State Street. “There are some passionate volunteers with the local veterans’ organizations and the Westerville Sunrise Rotary who partnered with us to create what a Westerville Veterans’ Memorial would look like,” said Auler. “The elements of the park are designed to elicit the emotions we feel during the Field of Heroes, Veterans Day and other times we stop to remember the service of an entire family in the military.” The City of Westerville appropriated $1 million and the Westerville Parks Foundation has committed to raise $1 million to complete the project. Like all significant Westerville parks projects, the community also has an opportunity to put their individual or family stamp on the project. “There are accessible family or individual options to contribute to the park,” said Auler. “We always have an option for family names to become part of the project.” To explore sponsorship opportunities, visit www. westerville.org/parks. The project schedule uses Veterans Day each November (2021 and 2022) as a groundbreaking and dedication milestone. FIRST-CLASS BMX TRACK COMING TO ALUM CREEK SOUTH

CITY PARTNERS WITH USA BMX, WESTERVILLE BMX While the City of Westerville has had a BMX track as part of Alum Creek South Park (535 Park Meadow Rd.) since 2005, the department is looking forward to an upgraded facility that will add to the quality opportunities available for the community.

Westerville’s Parks and Recreation Department is collaborating with USA BMX and Westerville BMX (formerly Columbus BMX Racing) to enhance the current dirt track facility built more than 15 years ago.

“We are excited about coming to Westerville and having the opportunity to expand our program,” Buehrer said. “The best part about BMX is that it provides an opportunity for people of all ages and skill to enjoy riding and the Olympic sport of BMX Racing. Westerville BMX offers several options including open houses for people or parents who want to learn more, a beginners-only BMX Racing League that eases young riders’ introduction into BMX Racing, balance bike races for those little rippers that aren’t quite ready for pedals, various skills clinics and open racing for those who want to compete against others their own age and skill level.”

“When this was brought to us, we saw a fantastic opportunity to upgrade our BMX track facility,” said Randy Auler, Westerville Parks and Recreation Director. “USA BMX will begin the renovation and reconstruct the current track, which will exceed all national guidelines. Westerville BMX will then assist us with daily track operation. The goal is to have programming to teach people how to ride, provide a quality space for riders to practice and also hold some BMX events.” Much like the hockey and baseball/softball programming already provided by the Parks and Recreation Department, the partnership with Westerville BMX will continue to provide unparalleled opportunities to the community. “The biggest benefit is that the community is receiving a topnotch BMX track at no cost to the City of Westerville,” says Auler. “We’ve established a collaborative effort to provide these events and expand the sport to our citizens through that programming. With the BMX track, skate park, hockey rink and sledding hill at one site, we’ll coordinate scheduling

For Buehrer, Westerville provided the perfect place to introduce BMX to a new group of riders. “We were lucky enough to get started with Westerville BMX, which has been operating in Central Ohio since 1988,” he said. “Everyone there instantly made us feel like family. POOL SAFETY Drowning is the number one cause of accidental death for children under 5 and a leading cause for ages 1-14. With summer coming and people ready to get outside, parents everywhere can keep their children safe by being prepared and being vigilant! Here is what you can do:

Be Prepared

• Learn how to perform CPR. • Backyard pools should have fences, self closing gates and covers to help prevent accidents. • Take a swim lesson! Babies can begin classes (with an adult) at six months. • Floatation devices are fun but are not a substitute for supervision. • ALL open water sources are drowning hazards. This includes all lakes, streams, ponds, pools, puddles, washing machines, bathtubs and toilets.

• Swim with your child. • Put your phone down. It is in no danger of drowning. • Don’t leave children alone in any swim area. Drowning can take place in as little as 30 seconds. • Know the signs that a person might be drowning. Victims cannot call for help as they are struggling to breathe. • Silence • Mouth bobbing below and above the water level but unable to get a breath • Body is upright in water with no evidence of kicking • Involuntary arm movements • Assign an adult, in addition to the lifeguard, to watch the children.

SAFE CROSSING: USING WESTERVILLE’S PEDESTRIAN HYBRID BEACON Warmer weather is here and many residents and visitors will travel along the City’s miles of sidewalks and recreation trails. Those needing to cross County Line Road from Towers Trail will encounter the Pedestrian Hybrid Beacon (PHB), completed in summer 2020. Sometimes called a High-Intensity Activated crossWALK (HAWK) beacon, these signals create safer, more efficient crossings on busy streets. The new north fitness wing has two levels and four training areas that include a variety of strength training equipment. The first floor includes squat racks, Smith machines, Olympic benches, plate-loaded equipment and dumbbells. The second floor houses over 70 pieces of cardiovascular equipment that includes treadmills, bikes, ellipticals, seated steppers, upper body ergometers, step mills, rowers and a Jacob’s ladder in addition to the Nautilus Inspiration selectorized line. The Agility/Stretching area is located within the track and has a multifunctional trainer, tank and tire flip along with AirDyne Bikes and rowers.

GYMNASIUM

The Gymnasium can consist of two regulation-size or four smaller basketball courts or four regulation-size volleyball courts. Basketballs and volleyballs are available for your convenience. The all-new Multi-Activity Court (MAC) Gym includes an Adventure course, one regulation-size basketball court or two quarter basketball courts, three Pickleball courts, two volleyball courts, one Futsol court, bleachers and easy access to free lockers. The MAC Gym can be accessed through the North (Fitness Wing) entrance or directly through the existing gymnasium.

The MAC gymnasium is now open for overflow use and programming through winter 2021. As social distancing regulations are lifted, areas and use of the MAC gym will expand. AT THE COMMUNITY CENTER Choose from a variety of all-inclusive options for your child’s unforgettable day. Party pricing is based on 10 children or less with a maximum of 25 people including adults. A $4 charge will be added for each additional child. A minimum of three adults must be in attendance.

SOCIAL DISTANCING Lines will be placed on the pool deck to allow for social distancing between families. CLOSURE POLICY With the summer 2021 time periods and COVID/social distancing safety protocols, if there is inclement weather that forces the closure of the pools, all guests will be asked to leave the facility for the remainder of the time left in that time period. Once you enter the facility, if you have purchased a daily pass, there will be no refunds or transfers. FAMILY GUEST PASS As an additional benefit to pool pass holders, each household has the option of adding up to two additional guests to their season pass. Guest passes are unnamed passes attached to the primary household for which the season pass was purchased. The pass may only be used once per day, and the primary household is responsible for the conduct of their guests while in the facility. Athletes registered in this four-week program will learn to rollerblade along with the fundamentals of roller hockey. The first two weeks of the program is designed for players to gain confidence in their skates before introducing hockey specific skills. Weeks three and four will focus on developing skills such as stick control, passing, shooting and overall coordination while on skates. The final two weeks will focus on gameplay which will prepare our players for our Roller Hockey Leagues. All equipment will be provided for the class, including Bauer roller hockey skates, however, participants may use their own equipment if desired.
