Increased Efficiency and Lower Costs The Westerville Electric Division offers incentives to help local commercial and industrial businesses implement green solutions that reduce energy consumption within their facilities. Since 2012, BusinessWISE (Westerville Incentive Savings for Efficiency) has offered large and small commercial and industrial electric customers incentives to help make these initiatives easier to implement. Incentives include: HVAC Projects Lighting Upgrades Equipment Controls
Custom Efficiency Projects New Construction
Any permanent electric efficiency improvement can apply for up to 50% of a project’s cost. As of the end of 2022, Westerville had awarded 111 projects with energy savings of more than 20.8 million kWh/ year and a demand reduction of 2,800 kW/month. The program provided an additional 31 applicants with recommendations for future energy efficiency upgrades. Additional sustainable upgrades could be available. Honoring Courage, Sacrifice and Service 25 Years of the Westerville Veterans Breakfast Tuesday, Nov. 7, 8:30 a.m. Amidst the chatter of an ordinary lunch at the Westerville Senior Center in 1998, a group of veterans gathered to share their stories with each other, thumb through photo albums and show off wartime memorabilia. These stories, each woven with courage, camaraderie and the enduring spirit of service to our country, was the beginning of a 25-year-old community tradition. Margi Rundio, retired Westerville Senior Center supervisor and now part-time recreation specialist, remembers talking with other staff members in neighboring cities about events to honor veterans. At that time, there were not many, with the exception of simple programs at local nursing homes. After those conversations, she decided to start a Veterans Day program hosted by Westerville Parks & Recreation. "Seeing those veterans sharing their stories and bringing in old photos and uniforms was incredible,” said Rundio. “I thought to myself: I can make this something.” That first year of storytelling among veterans was so popular that the event was formalized into a lunch program at the Senior Center for the next 15 years. In 2013, a few retired Westerville firefighters began to help by flipping pancakes and cooking breakfast, leading to the popular breakfast-themed format. As attendance grew, the event moved from the then Senior Center to the Westerville Community Center in 2014. This year the event moves to Tuesday, Nov. 7 at the Renaissance Westerville-Polaris Hotel (409 Altair Pkwy.). The change in venue will provide space for future growth and for the City to extend the best possible “thank you” to our local veterans. The breakfast has attendance of more than 200 veterans and their families, annually. The event holds a special place in Rundio’s heart. Her family has a long history of military service and her grandson is an active-duty Marine.
“This program honors the veterans and the sacrifices they make. Whether in combat or not, veterans give years of their life to service. A lot of veterans have been through more than we could ever know,” said Rundio. “Older veterans don’t share their stories so this is a way to recognize them.” Westerville City Manager Monica Irelan said she was impressed the first time she attended the annual Nov. 11 breakfast. “Margi’s work beginning this tradition really speaks to how deeply she cares for the men and women in service now and in the past,” said Irelan. “I greatly appreciate this opportunity to express our gratitude to veterans. It’s a day that speaks to my heart as well, based on my own family’s service in the military. Keeping up with the growth of the event and even elevating the experience is just one way we can say ‘thank you’ on this special day.” Rundio is still an integral part of planning the breakfast as a part-time staff member at the Westerville Senior Center. “We couldn’t provide this level of service without people like Margi, so join me in looking for her at the event and saying thank you for starting this very special recognition 25 years ago,” said Irelan. Economic Development Plan Set to “Advance Westerville”
If a “roadmap” is meant to provide a course or route for strategic development, the newly adopted Westerville economic development plan can be summarized with four key actions: Retain, Develop, Support and Market. The new roadmap, titled “Advance Westerville,” is the first comprehensive refresh of the economic development plan in nine years. It was presented to Westerville City Council during a work session on September 13; aligning with one of Council’s top priorities of maintaining a “Thriving Business Climate.” “The purpose of an economic development plan is to focus on creating jobs,” said Rachel Ray, economic development director. “Income tax from job creation funds the services we provide and inspires public and private investment in our community. But we also want to be resilient. There have been a lot of changes in the economy—nationally, at the state and locally—so we want to make sure we have the right foundation in place to weather whatever is on the horizon, be it weathering storms or harnessing opportunities.”

The four key elements of the plan provide a series of tactics meant to build upon that foundation and its existing success in areas like Westar Place that is home to corporate headquarters, new amenities and the City’s first full-service hotel and conference center. In three to five years, the economic development team plans to use those elements to reach specific target industries, including businesses in life sciences, financial technology and health care research and development. Based on its ideal geography, Westerville will continue to develop commercial projects for corporate and regional headquarters and semiconductor suppliers. Boyette Strategic Advisors, an Arkansas-based firm that specializes in economic development planning, assisted in the development of the strategy. Also involved in the development of the 2014 plan, the company’s president says Westerville is positioned for strong investment comparable to what successful suburban communities across the nation are experiencing. “For 10 years we’ve known Westerville as a place that successfully pursues the right growth and development for the City and its residents,” said Del Boyette. “An even more dynamic future focusing on unique opportunities with unprecedented success is on the horizon.” For more information on the Advance Westerville plan, please visit business.westerville.org.

Offering Equitable Access and Championing Financial Stability In today’s ever-changing economic landscape, individuals and families can find themselves facing unexpected financial challenges. In such trying circumstances, assistance programs offer a lifeline to those facing financial hardships. The Westerville Helps program, launched in 2020, is one of those programs. It aligns with the City’s equity initiative to serve and empower our community and ensure that municipal services remain accessible, responsive and inclusive. Westerville Helps plays a vital role in helping residents weather the storm during their most difficult and vulnerable moments. Westerville Helps houses three financial assistance programs: access to parks and recreation, utility bill assistance and the home improvement program. PARKS AND RECREATION Funded by the Westerville Parks Foundation, Parks and Recreation has provided financial assistance for access to recreation since 1980. This includes reduced or waived fees for programs and classes, registration fees, daily admission and facility passes. UTILITY BILLILNG Housed in the Utility Billing division, the utility bill

assistance program was created to help residents with delinquent utility charges. This program is largely funded by contributions from residents through their utility bills. HOME IMPROVEMENT The home improvement program is administered through the Planning and Development Department and assists eligible property owners through reimbursement for projects like window and door replacement, siding repairs, landscaping, lighting, handicap ramps and exterior painting. Since 2020, these programs have provided $140,000 to more than 125 residents in need. Donations to the Westerville Helps program can be made at any time throughout the year. Contributions can provide much-needed support, alleviating potential financial burdens or providing assistance directly into the hands of neighbors. “Flock Safety” Proves Early Success
Newly-Adopted Technology Helps WPD Identify Crime-Involved Vehicles
Last year, the Westerville Division of Police (WPD) installed 21 Flock Safety Falcon cameras, a public safety product designed for law enforcement. The system of cameras, are installed on public infrastructure (like electric poles) and use License Plate Reader technology to identify stolen or other crime-involved vehicles. The system has been an early success in Westerville, says WPD Investigations Lieutenant Justin Alloway, noting at least 12 cases in five months where investigators have linked vehicles to the crimes, identifying and arresting those drivers. Among the most notable cases was a late-June road-rage incident that resulted in gunfire in a Westerville neighborhood. On June 26, two drivers became involved in an altercation while traveling on Polaris Parkway. Continuing on Worthington Road, one vehicle headed into the Lori Lane neighborhood in the City’s far northwestern region. As the two vehicles turned onto Leighway Drive, two motorists in one vehicle pulled ahead, firing seven shots at the other car. The victim from that vehicle was shot in the leg.
Alloway says investigators were able to identify the shooters and their vehicle from the Flock Safety cameras within an hour. “Not only did we have a very good description and images of the vehicle from Flock and neighborhood doorbell cameras, but we were able to save time with specific search parameters on the make and model and find a distinctive bumper sticker,” he said. “This led us to the owner’s information through the BMV and we were able to make that arrest quickly.” Alloway says law enforcement agencies can also use this technology to partner and collaborate. For example, if a crime is committed in Westerville and the vehicle heads into other jurisdictions, WPD can quickly connect with those agencies’ cameras and follow the path of travel. “In law enforcement, the Flock Safety system is referred to as a force multiplier,” said Alloway. “It’s an aggregate of massive amounts of data accessible for public safety that has allowed WPD to make arrests on violent crimes, find stolen vehicles and stop reckless drivers. Westerville streets are safer because of this program.”

The Citizen Auxiliary Resource Team:
Creating a Safer Community Through Volunteering Volunteers are the unsung heroes who dedicate their time, skills and energy to address a wide range of challenges. Whether it’s lending a hand in support of local charities, mentoring youth or conserving the environment, volunteers play a pivotal role in shaping a caring community. The Citizen Auxiliary Resource Team (C.A.R.T) is one of the volunteer teams in Westerville that work diligently to support the Westerville Division of Fire (WFD), its members and programs. Central to their mission is to minimize life loss, suffering and property damage resulting from fire, medical and environmental emergencies within the community through public education, code management and incident response. Volunteers in the program work together to support the WFD in its mission to provide professional response teams that are well trained, properly equipped and hold public safety to the highest standard. Areas where members are utilized include general administrative support, support at training and public education activities and other support duties assigned by Division of Fire Chief Brian Miller. “C.A.R.T. has been an amazing asset to the WFD. I cannot express how proud I am to have them as part of our team,” said Chief Miller. “They have supported our operations by helping with fire prevention activities, helping us search for lost children and adults and adding more boots-onthe-ground and eyes on the streets.” C.A.R.T. is a program open to all graduates of the WFD Citizens Fire Academy and individuals that possess special talents of interest that may be utilized by the WFD.

“At a moment’s notice C.A.R.T. members drop everything to help the citizens of Westerville in searches and with first aid,” said Rick Hilyard, Westerville resident and C.A.R.T. member since 2015. “Every month we meet and train to help Fire and Police search for missing citizens of Westerville.” Hilyard was inspired to join C.A.R.T after participating in the Citizen’s Academy, Citizen’s Police Academy, and the Fire Academy. For Hilyard, the hands-on nature of the program was the most exciting aspect. “I remember one specific moment I am incredibly proud of,” said Hilyard. “About three years ago an older adult had gone missing and the C.A.R.T. team was able to have eyes on the entirety of the City in about three hours. That was really impressive.” “C.A.R.T. embodies our mission of helping people and has helped us make a valuable contribution to the communities we serve,” said Chief Miller.
WFD Engine Nears Completion

The Westerville Division of Fire is getting ready to welcome a brand new engine to its fleet. Fire Chief Brian Miller and Deputy Chief George Sorge answer questions on its process and use in the future. What was the age of the original Engine 113? The truck was a 27-year-old Pierce-manufactured pumper fire truck that had been in service in a front-line capacity until it was placed in reserve for five years awaiting refurbishment. Once complete, it was back in a front-line role. Why is it being replaced instead of refurbished? The vehicle was refurbished in 2014 (motor, chassis, electrical and electrical work/upgrades) in hopes of extending its life, but the time has come to replace it. The rebuild was budgeted for in the capital budget. What is the maintenance schedule on the new Engine and how long is it expected to last? It is expected to be a front-line vehicle for 12 years, then it will be placed in reserve status and will fill in when another front-line vehicle is out of service for maintenance.
What is the maintenance schedule on the new Engine and how long is it expected to last? Engine 113 will be located at Fire Station 113 on North Spring Road. It will be dispatched primarily in the Station 113 district (northeast part of the City of Westerville and parts of Blendon Township) but also throughout the City and Township when needed. What will it be used for? The new engine, which will consist of a permanently mounted fire pump, water tank and hose body, will combat structural and associated fires (fire alarms, vehicle fires) and respond to emergency medical calls. When is it expected to be completed and when will it be ready for use? Construction is scheduled to be completed this fall. Once complete, there will be a final inspection before it is ready for use. We are hoping to have Engine 113 servicing our residents at the beginning of the year. 11
Lehman Daman Celebrates Five Years in Westerville This December, Lehman Daman Construction Services will celebrate two milestone anniversaries: 10 years as part of the Rudolph Libbe Group, and five years in Westerville. Lehman Daman, located at 975 Eastwind Drive, provides unique construction solutions that empower businesses to continue expansion and developmental growth. Customers include many Westerville companies and institutions such as Westerville City Schools; Ohio ENT, Westerville; Westerville South Peace Garden and more. The business has deep roots, extending throughout Central Ohio. Lehman Daman was founded by John C. Lehman in 1946, and was formerly known as Lehman Construction. Jim Daman joined the team in 1995. Shortly after the business shifted from residential construction to business construction. After Daman gained full ownership of Lehman Daman, the company was later acquired by the Rudolph Libbe Group in 2013. The company then opened the Westerville office in 2018 under the new leadership of Jimmy Hoben. “At Lehman Daman, we’re focused on positively changing the narrative for the companies we work with. It’s been an incredible experience being housed in Westerville,” said Lehman Daman Marketing Coordinator Sonja Govedarica. “Our relationship with the City has impacted our company greatly. They have made our presence in the City a possibility, due to their Economic Development team and the ways in which they are equally invested in our success.” Govedarica says Lehman Daman is looking forward to the next 10 years in Westerville; to continue growing the company and contributing to the community. “This celebration is much deserved for all our employees and their families. It will be a time of reflection on all we’ve accomplished in Westerville and on our upcoming expansion in the City,” she said. The group will be celebrating their 10-year anniversary on Saturday, Dec. 2 at the Columbus Zoo and Aquarium.
EPA Recognizes Westerville
for Outstanding Environmental Excellence The Ohio Environmental Protection Agency (EPA) presented the City of Westerville with the Encouraging Environmental Excellence in Communities silver award this September. The awards are recognizes businesses for going above and beyond to protect the environment.

COhatch Opens in Westerville Congratulations to COhatch on their grand opening on Friday, Sept. 22. COhatch collaborated with the City of Westerville to preserve the historic Armory building at 240 S. State St., transforming the historic building into a state-of-the-art collaboration, co-working and gathering space, along with a new shared use path connection and North High Brewing restaurant. COhatch paid tribute to the original form and function of the building through thoughtful architectural restoration and vibrant multimedia art installations. The end product exceeded everyone’s expectations. Thank you, COhatch!

Volunteer and Organization of the Year Nominations open Dec. 1, 2023 - Jan. 12, 2024
The annual Volunteer of the Year and Organization of the Year Awards are designed to recognize those who are making valuable contributions to the community through volunteer service in a wide variety of categories such as health, recreation, arts, environment, education, public safety, civic service or human service. Recipients of this award must either reside in Westerville, or the volunteer service must be performed in Westerville. Volunteer activities can include formal and informal efforts that benefit people, the environment, animals and more. Nominations will be accepted through Friday, Jan. 12, 2024 in two categories: Individual and Organization. The winners will be announced at the State of the City on March 21, 2024.
Each nomination will be evaluated in the following areas: Demonstrating an exceptional commitment to volunteerism by helping with a special project or ongoing activities; demonstrating exemplary leadership, creativity, cooperation and hard work in their service to others; and demonstrating outstanding contribution to the community through their volunteer service. Uptown Mural Brings Westerville History Alive
John A. Brooks is more than an investor and developer whose projects have revitalized buildings and attracted new amenities to Uptown. He’s a Westerville native, having grown up in this community. When he purchased the old Post Office building from the City earlier this year (and partnered with High Bank Distillery for the brand’s first restaurant and Speakeasy concept in Westerville), he imagined an opportunity for public art to pair with the renovation. This summer, Brooks and his wife Elisabeth commissioned artist Nick Still to complete a nearly 60-foot painting, which featured three individuals whose extraordinary lives left an enduring impact in Westerville. Why did you commission the mural? My wife Elisabeth and I enjoy art and have thoroughly enjoyed some of the art installations we have stumbled upon in other Central Ohio areas like Franklinton and the Short North. We have a strong desire to impact our community, specifically Uptown Westerville, and saw a mural as an avenue to do something that could be enjoyed by all. How did you find the artist and what was the planning process like? We took a collaborative approach to the entire process and are grateful we did. We put together a 10-plus person committee of community stakeholders, including the Arts Council of Westerville, community leaders, members of
Uptown Westerville Inc., current and former Council members and Uptown Westerville business owners. The planning process spanned more than six months and began with a call for artists. Thirty-plus artists were narrowed to three, in which we asked for design submittals and compensated those artists for their time. There was complete alignment around the chosen artist and design. The design was then unanimously approved by the Uptown Review Board. We’re really grateful for the collaborative, iterative process and support from those in Uptown and the City of Westerville throughout the journey. How do you feel about the finished product? How do you describe it; did it meet your expectations? We are genuinely grateful and really proud. It was a long road to get here, but so worth it. We feel a sense of pride and excitement when we drive and walk by it. The rendering on a computer screen looked great, to see it at scale, with how realistic and vibrant, makes us say “Wow!” It is something that we hope will be a point of curiosity, excitement and energy for generations to come. Uptown Westerville Earns “Great Places in Ohio” Award
Every city has its own unique energy, which stems from the community’s history, architecture, businesses, and most importantly its people. Westerville’s energy would not be the same without its thriving Uptown, which comprises commercial, residential and mixed use spaces that encompass the heritage and pride of the City. Recognized as one of the most well-preserved town centers in Ohio, Uptown recently received accolades for its welcoming atmosphere and rich history, including being named a “Great Place in Ohio” by the Ohio Chapter of the American Planning Association (APA Ohio). APA Ohio is a statewide, nonprofit organization that aims to improve the quality of life for all Ohioians through the promotion of enhanced planning for governmental entities. The organization presented the prestigious, biennial award to Uptown Westerville at the 2023 APA Ohio Planning Conference on Sept. 29.
Uptown was evaluated for its character, uniqueness, historical significance, current use, planned initiatives and aesthetics. Earning a spot on the National Register of Historic Places in 2019, Uptown provides residents, students and visitors with access to an array of restaurants, shops, galleries and other businesses that create unique experiences for people from all walks of life. In 2014, the City introduced the Uptown Plan, a comprehensive initiative that was implemented to evaluate physical improvements and policy enhancements to maintain the district’s pristine condition, continue to support existing businesses and attract new business owners, visitors and residents to the area. Since then, the City has granted more than $1.7 million in support of more than 60 private investments through the Westerville Industry and Commerce Corporation, the City’s community improvement corporation. The investments have helped restore and reactivate historic properties, leading to a revitalized city center that can support consumer demand and the changing marketplace.

Parks and Recreation Staff Receive Recognition Through Partnership with The Alpha Group

Since 1970, The Alpha Group, a non-profit agency, has provided gainful employment, quality rehabilitation and adult day support services to individuals with disabilities in Central Ohio by connecting small groups of individuals with developmental disabilities to volunteer with staff at area facilities. Two staff members, Lisa Hatton and Nyvone Mahaxay, maintenance custodians at the Westerville Community Center, have been working with the group for almost one year. Hatton and Mahaxay take extra care to ensure there are volunteer opportunities for the group when they arrive. “As soon as they arrive they are eager to get to work but first are excited to tell us about their week,” said Hatton. “They then get their supplies together and are ready to get out into the Community Center.” Some tasks assigned to each individual include cleaning restrooms, sweeping, dusting and sometimes picking up trash outside. “It is amazing to see how motivated they are by the desire to help when volunteering and are happy and excited to learn,” said Hatton. Hatton and Mahaxay are so devoted to working with the Alpha Group Team that they were presented with the organization’s Community Partnership Award on Sept. 26. The award is offered annually to employees 18
who have gone above and beyond when it comes to working with and caring for the participants. “They do an excellent job of showing our clients exactly what needs to be done the right way with no shortcuts,” said Alpha Group Adult Day Support Program Assistant Chrys Rice. “They are very friendly and patient.” Rice says both Hatton and Mahaxay are very understanding with the participants and help where needed by working though any issues. “We are truly honored to receive this award,” said Mahaxay. “Working with the group is an amazing opportunity to connect with participants and hopefully enhance their lives, as they are enhancing ours.” Participants of the Integrated Adult program with The Alpha Group enjoy social interaction through activities and are encouraged to give back to the community by volunteering at area facilities. The Group routinely brings five to six individuals to the Westerville Community Center every Wednesday. Other activities in this program include outings such as visits to the library, museums, ball games, shopping, attending a play and going to the zoo. Come out for a night of holiday bliss in Uptown Westerville Friday, Dec. 1 from 6-8:30 p.m. to enjoy the lights, food and more. The Holiday Celebration and Tree Lighting is a longstanding Westerville tradition, but even more fun has been added to this year’s festivities. New this year is a Parade of Lights featuring City vehicles and entertainment decked out in dazzling lights. The parade will step off at 6:30 p.m. from the Home Street parking lot and will travel South to Walnut Street. The big man in red will light the tree with a touch of holiday magic at City Hall (21 S. State St.). After the parade, participants can head to Winter Street to enjoy free entertainment, cookies and hot chocolate, courtesy of the City of Westerville. Attendees can also enjoy special holiday DORA beverages while visiting Uptown merchants. Uptown Westerville Inc (UWI) has also secured an array of holiday pop up vendors on Winter Street to peruse throughout the event. To top off the holiday cheer, UWI and Sambuca's Market and Greenhouse will provide a tree lot on East Main Street for cheerful participants to find the perfect tree for their homes. In the calming effect of water you will practice deep breathing techniques, increase your flexibility and balance and develop a stronger body core through yoga poses. This instructional, non-competitive basketball program is the perfect beginning for those interested in playing basketball in grades two and three. BASKETBALL TOTS Instructional teaching using age-appropriate skills for engaging games will help develop balance, movement and basketball concepts. Younger ages, with parent participation, will use a variety of props, songs and games to engage participants. Older ages will take part in scrimmages each week for a portion of the class.
Students will build verbal confidence, learn prereading and pre-writing language skills. Parks and Recreation services are essential for our residents’ quality of life and transportation, and its associated fees, are sometimes a basic required necessity. The Westerville Senior Association, a nonprofit organization founded to assist the Westerville Senior Center, offers financial assistance to Senior Center Program Pass holders residing within the Westerville City limits who may be experiencing financial hardship.
