The Plan’s broad emphasis on learning and research is exemplified in the accomplishments chronicled in the City University of Hong Kong Achievements Journal 2007–2009. Contained within these pages are reports of our international and local awards for scholarships and creativity; invitations to join prestigious international academies and fellowships; funding for visionary research projects; success at overseas festivals and conferences; and many more. In addition, these achievements have helped the University gain in status on the international stage. We climbed 23 places to 124th in the world university rankings, according to a survey in the Times Higher Education Supplement published in 2009. We are also placed 15th in the 2010 Asian University Rankings, published by QS (Quacquarelli Symonds), an international information specialist in the higher education sector.

Animated commercial wins awards in Japan

Student and Alumni Achievements

College of Science and Engineering alumnus of City University of Hong Kong (CityU) and information technology (IT) entrepreneur, Mr Jonathan Chan Pok-chi, has been selected as one of the 2009 Ten Outstanding Young Persons in recognition of his distinguished professional achievements and involvement in community services. Adhering to the motto “It is more blessed to give than to receive,” Jonathan is keenly involved in community services. He has organised and participated in various services for the Social Welfare Department. He served as a member of the Social Welfare Policy Committee of Wong Tai Sin and Sai Kung Districts for the Department, which won him the titles of “the Son of the Social Welfare Department” and “The Light of Sai Kung”. In recognition of his enthusiasm and commitment to public

service, he was bestowed the title of Outstanding Young Person. In addition to community services, he wishes to help his alma mater accomplish the university mission of providing quality professional education. As this year marks the silver jubilee of CityU, he hopes his award will serve as a birthday present to be shared with the alma mater. Looking ahead, he will continue to make a concerted effort with all alumni to help CityU become one of the top 100 universities in the world. When Jonathan was studying his final year at CityU, he was offered the internship at Motorola. Working as an intern, he was responsible for coordinating the installation of computer servers. He also introduced cost-saving measures for the company. His outstanding performance was highly commended by his supervisor, who encouraged him to start his own business.

Distinguished alumnus named among “Ten Outstanding Young Persons 2009” When he graduated from CityU in 2003 with his bachelor degree in computer science he founded Accolade Consultants (International) Company. With its core business in application development and computer system security, the company now has clients all over the Greater China Region. His business success won him the Enterprise Award from the International Managers Association and Outstanding Chinese Entrepreneur Award from the mainland media. He also earned CityU’s first College of Science and Engineering Alumni Achievement Award in 2008. What Jonathan appreciates most about CityU is its dual emphasis on theory

and practice. The internship training, in particular, allows students to apply their knowledge, gain work experience and understand the actual operations of an industry. Jonathan is grateful to CityU for offering him so many opportunities. He is also impressed by the close relationship between teachers and students, and between students and the University. “CityU fully supports its students and gives them a free hand,” he said, “so CityU students are confident to explore different options and solve problems. They should further utilise this strength to find their own path to success.”

Electronic Engineering students shine on international stage (Published on 24 July 2009)

Two final year students from the Department of Electronic Engineering of City University of Hong Kong (CityU) have won international kudos by winning an international scholarship and clutching the bronze prize in a keenly fought regional IT competition. Liu Xiangke was awarded the IEEE MTT-S Undergraduate/Pre-graduate Scholarship for Fall 2009 by the IEEE Microwave Theory and Techniques Society, US, for his “Design of Small Antenna for Mobile Communication” in support of his MS/ PhD programme in Electrical Engineering at Stanford University. He is among six students worldwide to receive this scholarship. This is the fourth consecutive year CityU students have received this award. The antenna developed by Xiangke is more powerful than most base station antennas in use nowadays. The small antenna integrates such features as a compact body, high receptivity and transmission power and wide-band properties that existing base station antennas do not simultaneously accommodate. It is suitable for most frequency bands that are widely used in wireless communications systems. These include TV signal transmission and wireless mobile communications such as CDMA, GSM, PCS, UMTS, BLUETOOTH and wireless LAN. Xiangke’s product provides users with a more economical choice as it averts the need to instal various base station antennas for different purposes. Tung Hin-chuen was winner of the Bronze Prize in the Grand Final and also Runner-Up for the Hong Kong Region in the 2009 Amway Pan-Pearl River Delta

Region Universities IT Project Competition, for his project “Wireless Multimedia Station (WMS)”. More than 500 teams from universities in 12 locations in the Pan-PRD region competed in the event co-organised by the Internet Professional Association and Yunnan Federation of Computers. The WMS combines the functions of a portable media player and digital photo frame into one handheld device integrated with Zigbee wireless technology, so media files can be transferred to other systems over a longer distance without a cable connection. Zigbee also enables data transfer simultaneously from the source device to multiple target devices, thus saving time and cost. Professor Luk Kwai-man, Head of the Department of Electronic Engineering, said the students’ achievements once again exemplified CityU’s teaching and research excellence. “The students’ talents and innovation potential have been developed to a very great extent,” he said. Professor Luk and Dr Ricky Lau Winghong, Associate Professor of CityU, are Xiangke and Hin-chuen’s supervisors on their winning projects. “I have taught Hin-chuen for three years since he joined

the department. His profound interest in embedded systems has impressed me greatly and laid a solid foundation for his research capabilities. His success is due to his effort and enthusiasm,” said Dr Lau. Dr Alan Lam Hiu-fung, Chief Technical Officer of Sengital Ltd, where Hin-chuen developed his project in a real industry setting while working for a placement, praised him for his technical knowledge and industrious attitude. Both students were grateful for their supervisors’ invaluable support. Xiangke commended CityU for the uniqueness of its electronic engineering programme, while Hin-chuen attributed his success to the University’s state-of-the-art facilities.

A research paper outlining the internet blogging behavioural patterns of university students has earned Rachael Ip Kwai-fun (right), PhD student and instructor at City University of Hong Kong (CityU), an Emerald Management Reviews Citation of Excellence Award from among 15,000 articles published in world-renowned management journals.

The Emerald Management Reviews Accreditation Board, comprising management experts from industry and academia, selected its 50 best papers from 15,000 articles published annually in 400 top management journals, including Harvard Business Review and Oxford Reviews of Economic Policy. The award-winning paper “Weblogging: a study of social computing and its impact on organisations” was co-authored by Rachael and her supervisor Professor Christian Wagner (left), both from CityU’s Department of Information Systems (IS). “I was beyond my expectations to earn such a high accolade from so many articles published in top international journals. As a teacher, I need to look for new information technologies and social software for my class. Interacting with CityU students has inspired me to study the effects of web blogging. The paper benefited from my teaching experience and research studies,” Rachael said.

CityU PhD student’s blogging paper stands out among 15,000 Rachael, who joined CityU as an instructor since 2001, has completed her Bachelor of Arts with Honours (IS) and Master of Philosophy at CityU and holds a Master of Education. “Special thanks must be given to Chair Professor Wei Kwok-kee, Dean of the College of Business, and Professor Wagner, as they encouraged me to participate in international conferences where I gained valuable experience and feedback,” she added. Professor Wagner said researchers at CityU were ahead of the industry trends. “Researchers study the phenomenon of new information technologies before they become popular. Like surfing, websurfers must be early enough to catch the waves. Rachael is a good surfer and this award recognises her foresight,” said Professor Wagner.

The paper included 33 Hong Kong university student interviews and examined their blogging behaviour. They were categorised into four types of bloggers based on their usage intensity rated from heavy to low (namely, habitual, active, personal and blogging lurkers). “Habitual users are addicted to blogs and seemingly unable to live without them. At the other extreme, blogging lurkers keep blogs but never update but are eager to learn about their friends and maintain a blog so they can subscribe to friends’ web blogs,” Rachel explained. “Bloggers keep posting, commenting or reading blogs to satisfy their individual and social needs. The major social need of the bloggers is to create their own social circles, to be socially accepted and to maintain social exchange with peers,” she said.

Though social computing software such as MSN and Facebook are not usually formal communication tools within organisations, Rachael’s paper suggested organisations take advantage of using them. “Organisations that allow employees to use software they are familiar with, instead of other communications software, can save training costs and avoid resistance. Such organisations will be regarded as ‘openminded’ by students too,” she said. Where organisations are using email as a medium to attract customer attention, Rachael suggested marketing departments should adopt social software to interact with customers. “Bloggers ignore advertising emails. They are interested in a more personal and ‘natural’ communication style in web blogs. Organisations that reach customers in this way should be able to reap extraordinary benefits,” she said.

Two graduates of the Department of Applied Social Studies at City University of Hong Kong (CityU), Ms Fermi Wong Wai-fun and Ms Debby Wong Pui-ling, received the Outstanding Social Worker Award and Junior Social Worker Award respectively at the 18th Outstanding Social Worker Award organised by the Hong Kong Social Worker Association.

Student and Alumni Achievements

Fermi Wong, recipient of the Outstanding Social Worker Award and a graduate of CityU with a diploma and bachelor’s degree in Social Work, has served in the social work sector for 13 years. In 2001, together with her friends, she founded Hong Kong Unison, where she is currently the Campaign Director, to provide services and advocate policy reform for ethnic minority residents in Hong Kong. During the first three years of Hong Kong Unison, she served as a full-time voluntary social worker. To urge the government to amend those parts of its policies containing elements of racial discrimination, she twice made presentations with representatives of human rights organisations to the United Nations in Geneva. Subsequently, amendments to the relevant parts of the law were endorsed by the Legislative Council in July last year. Her understanding of ethnic minorities and contribution to the cause earned her appointment in 2002 as a member of the Committee on the Promotion of Racial Harmony to offer advice to the government on ethnic issues. She was also conferred a Chief Executive’s Commendation for Community Service in 2005.

“I have learned from my CityU teachers professional community work skills and a steadfast pursuance of social justice. CityU’s education has had a great impact on me, encouraging me to uphold the core values of social work despite the difficulties that may be encountered during the implementation process,” said Fermi. Debby Wong, recipient of the Junior Social Worker Award, started her work at Caritas Hong Kong Youth and Community Service upon graduation in 2003. Her clients are those ignored by society, such as young people with drug abuse problems. In order to serve those most at risk, Debby would visit night clubs and discos twice a week to provide outreach services. Although she was rejected in the beginning, her perseverance, firm beliefs and sincerity

finally won her recognition. Now those youngsters are motivated to seek health checks and have joined her rehabilitation group. Debby said CityU’s courses made her even more determined for a career in social work. “Our teachers arranged class activities such as role-play to make us apply what we had learnt,” she said. “Besides internships, they would also encourage us to organise voluntary social services. It helped me understand that a social worker not only helps others but can also draw inspiration from those being helped.” Both Fermi and Debby used to be students of Dr Kam Ping-kwong, Associate Professor at the Department of Applied Social Studies. Dr Kam was glad to see them score

great achievements in the social work sector and make contributions to society. “As I see it, outstanding social workers don’t have to accomplish grand projects, but they must have the courage to take up challenges as well as commitment to helping the underprivileged. Fermi and Debby have both done well,” said Dr Kam. The Outstanding Social Worker Award was set up by the Hong Kong Social Worker Association in 1991 to recognise excellent performance by hardworking professionals and to encourage young social workers. By gauging the performance, achievements, work attitude and experience of the candidates, the panel each time selects two outstanding social workers and two junior social workers with less than five years of service.

Electronic Engineering student earns prestigious engineering scholarship (Published on 13 February 2008)

An electronic engineering student from City University of Hong Kong (CityU) has been awarded a prestigious scholarship by the IEEE Microwave Theory and Techniques Society (MTT-S) in the United States. He is among just 10 students worldwide, and the only one from Hong Kong, to receive the honour this year. Joe Wu Weijiu, a Year 3 student, won the Undergraduate/Pre-Graduate scholarship for his project entitled “2.45GHz Power Amplifier using Doherty Architecture for High Efficiency and Linearity”. Joe said his research would have implications for Bluetooth front end technology and the broader wireless communications sector. By improving the signalling efficiency of hand-held devices such as mobile phones, Joe’s awardwinning design could markedly improve the duration a rechargeable battery remains operational. Joe paid homage to his mentors at CityU, including Professor Chan Chi-hou, Chair Professor of Electronic Engineering (EE) and Dean of CityU’s Faculty of Science and Engineering. “Professor Chan’s technical and theoretical prowess amazes me. He is such a well rounded supervisor, who is always available whenever necessary. Without his guidance, this project would not have been possible,” said Joe. “I would also like to thank the University for three years rigorous training that has taken me from technical naivety to this level of proficiency. I feel indebted to the University for giving me this opportunity,” said Joe.

The former Shanghai undergraduate student was granted a scholarship to study in Hong Kong for three years. “I selected CityU because its EE department is particularly famous in the Asia Pacific Region,” explained Joe. Irrespective of the support he has benefited from the University, Joe’s efforts in achieving this recognition are based on hard work and a refusal to bow to obstacles in his path. “Nobody in the research group had prior research experience in Doherty Architecture, so I had to fumble my way through with perseverance and hard work,” said Joe.

The Doherty amplifier architecture has, in less than five years, become the amplifier of choice for new wireless transmitters, after essentially laying dormant since first being described by W. H. Doherty in 1936. “Joe is a diligent student who can conduct independent research and this is a well-deserved award for him. This is the third time our students have received a scholarship award from the IEEE MTT Society, and we are very proud of their achievements,” said Professor Chan. The IEEE MTT-S is a transnational society that promotes the advancement of microwave theory and its application.

Digital rights management project wins World Summit Award (Published on 24 December 2007)

David Chung Wai-keung, an engineering doctoral student at City University of Hong Kong (CityU), led the “DigitalCopyright. hk, One-Stop Digital Content Marketplace” project to win the World Summit Award (WSA) 2007 in the e-business category. It is the only winning project by a Hong Kong representative in the past three WSAs. Held every two years since 2003 under the auspices of the United Nations World Summit on Information Society, WSA is the world’s premier contest for excellence in e-content and creativity. This year, the jury evaluated more than 650 entries from 168 countries. The five most outstanding products were selected as winners in each of the eight WSA Categories, namely e-Government, e-Learning, e-Health, e-Inclusive, e-Business, e-Culture, e-Entertainment and e-Science. David Chung, the “DigitalCopyright. hk” project initiator and coordinator, currently works for Hong Kong Cyberport

Management Company Limited as Senior Manager of Information and Technology Operations. Under the supervision of Dr Richard Fung Ying-kit, Associate Professor in the Department of Manufacturing Engineering and Engineering Management, David Chung carried out his thesis project — “An Interoperable Digital Rights Management (DRM) platform based on ISO MPEG-21 Framework for the Hong Kong creative industries”. It was a vital component of the winning project. “While demand for online digital content is increasing, this winning project is a great contribution to the further development of those content providers as it protects their intellectual property and encourages legal downloading,” said David Chung. “I am honoured to take the lead and win the international award thanks largely to the invaluable academic assistance of CityU.” “DigitalCopyright.hk” is a unified Digital Rights Management (DRM) platform for intellectual property protection assisting content owners in publishing quality

audio and/or visual materials through the internet by means of providing content identification and robust protection with DRM technologies. David Chung started the DRM research at CityU in 2004. He was thankful for the expertise of the University’s academic staff which was also a key to the success of the project. Cyberport obtained the Innovation and Technology Fund in 2004 from the HKSAR Government to develop the platform primarily for the Hong Kong creative industries. Meanwhile, a vast array of content is available on the platform for the content lovers to download legally and safely.

Duan Renjun, a mathematics PhD student at City University of Hong Kong (CityU), was awarded the Zhong Jiaqing Mathematics Award for his outstanding research into the mathematical theory of the Boltzmann Equation. Eight winners were selected this year and Duan was the only one from Hong Kong.

The Zhong Jiaqing Mathematics Award is granted to outstanding students who have just completed their Masters or PhD in mathematics. The award is recognised as one of the three major mathematics awards on the mainland and is respected as a prestigious award for young mathematicians. Duan has always been interested in mathematics, with a particular focus on kinetic theory, which has important

applications in physics. He has dedicated a great deal of time and effort to research on mathematical theory of the Boltzmann Equation and has published papers in major academic publications, one of which earned him an award. The Boltzmann Equation is one of the most important equations of non-equilibrium statistical mechanics and represents a major challenge to mathematicians. Duan said he was honoured to receive the award. “I’d like thank Professor Yang Tong, Chair Professor of Mathematics and Associate Dean of Faculty of Science and Engineering, as well as the supervisor of my master thesis for their encouragement and support,” said Duan. He also thanked CityU for providing an environment conducive to research. “The

In addition, I have broadened my perspective by participating in local and international conferences and seminars,” Duan added. Duan received a master’s degree in Base Mathematics from Huazhong Normal University in 2005. He won the Hubei Provincial Outstanding Master’s Thesis Award for his masters thesis entitled “Global Existence to Boltzmann Equation with External Force in Infinite Vacuum” in 2006. Due to the close relationship between CityU and mainland universities, and the fact Duan had learnt about the excellent standard of CityU’s Department of Mathematics, he decided to pursue his PhD study at CityU. Duan said there were still a

lot of unresolved mathematical problems in Kinetic Theory which were very challenging and he wished to continue his research after graduation. Praising Duan’s performance, Professor Yang said: “I met Duan when I visited Huazhong Normal University. He is a very bright and hard-working student who has immense potential in mathematics.” The award was established in 1987 by mainland and American Chinese mathematicians to recognise the contributions of Zhong Jiaqing to his field. The award is granted to outstanding students taking Master’s or PhD degrees in mathematics, and encourages young researchers to devote themselves to mathematics research.

Computer Science student receives international paper award on computer security (Published on 22 November 2007)

Huang Qiong, a Computer Science PhD student at City University of Hong Kong (CityU), was awarded the Best Student Paper Award in the 2007 International Workshop on Security (IWSEC), held in Nara, Japan in October. Among the 30 contributions selected by the conference, his paper entitled “Generic Certificateless Encryption in the Standard Model” was the only entry from Hong Kong. He is the first Hong Kong student to win the award. His research will enhance the security of electronic communications. Huang completed the paper in two months under the supervision and guidance of Dr Duncan Wong Shek, Assistant Professor from the Department of Computer Science of CityU. The award is international recognition of one of the achievements of CityU students and academics. “A number of students from our department have previously received acclaim at international conferences. But it is the first time one of our students has won an award in a very prestigious international conference on cryptography,” said Dr Wong. “Huang has built the first secure structure for the standard model and it is a great contribution to the development of cryptography.”

Prior to joining Dr Wong to research digital signatures, Huang received a master’s degree in Computer Science from the Graduate School of Shanghai Fudan University. In order to join the IWSEC, he began his computer security studies at the beginning of the year. “My scope of research has been broadened through discussions with international scholars as well as students at CityU,” said Huang. “At this University I am offered many opportunities to attend international conferences. I am delighted to be the recipient of a paper award at an international conference.” Huang said CityU had a vibrant learning atmosphere and students were very dedicated to their studies. “The academia and facilities here are of as high a standard as those in Europe and America. The award is proof that our research is being internationally recognised,” Huang said. IWSEC is a prestigious international conference on computer security organised by the Information Security group of The Institute of Electronics, Information and Communication Engineers and the Computer Security Group of Information Processing Society of Japan. The 2nd IWSEC received around 120 submissions from around the world, of which only 30 were accepted.

Psychology student wins American psychology award (Published on 14 September 2007)

A graduate from City University of Hong Kong (CityU) has won major international award through the American Psychological Association (APA). Jeff Yim Ying-kit won the Student Award for Completed Research (Undergraduate) from the Division 20 (Adult Development and Aging) for his research on “Age and Forgiveness”. Jeff, a 2007 graduate of the BSocSc (Hons) Psychology degree programme, is the first Hong Kong student to receive such honour. His award testifies again the level of international recognition for the achievements by CityU students. Jeff’s winning research is about the implication of age on forgiving others. Using a questionnaire, he interviewed 89 young people aged between 18 and 23, and 91 elderly people between the ages of 61 and 92. He conducted the interviews in universities and elderly homes, respectively. The interviewees were randomly divided into three groups and they were asked how they felt when they were hurt by others.

To answer the survey questions, the first group of interviewees had to assume they would live 20 years longer than their natural life span; the second group that they would migrate alone to another country within a few weeks and would have only a very short time to see relatives and friends; and the third group that everything stayed the same. The survey results showed that elderly people were more forgiving than young people. In addition, compared with the group with a longer life and the group with the status quo, the group who had a shorter time to see relatives and friends was more inclined to forgive others. This was the first time the APA accepted entries from students from countries outside the US, making it a truly international contest. “I hope that by winning this award I can show more people the strengths of Hong Kong students,” Jeff said. Jeff, now receiving training at the Police College, said his psychology knowledge

helped him to understand more easily human behaviour and motivation, a great help for his future career. He said he hoped to join the police psychology service unit. “I am very grateful to Dr Cheng Sheung-tak for his encouragement and supervision,” Jeff said. “I was inspired to do my research after reading his reports on age and the psychology of elderly people.” APA, a US-based scientific and professional organization with 150,000 members, is the largest association of psychologists worldwide.

Students on the Reel Ideas Studio programme, which is sponsored by Adobe, Intel and Vancouver Film School, gain experience about the film industry during the festival at Cannes. The programme was launched in 2006. Neway’s film, Moths to the Fame, was one of three productions to win a Distinguished Documentary Award. There were ten entries in total. The movie tells the story of a hardworking lighting control supervisor whom Neway and her crew met on a set during the festival. A hard-working man, he was promoted to his current position after 25 years working at Cannes.

Law student selected as Young Global Leader 2007

Faculty Honours

Mathematics master elected foreign member of the Chinese Academy of Sciences Chair Professor Philippe G Ciarlet from the Department of Mathematics at City University of Hong Kong (CityU) was honoured at a reception with the theme of “East meets West in mathematics” on 19 April 2010 for his election as a foreign member of the prestigious Chinese Academy of Sciences (CAS). Mr Marc Fonbaustier, Consul General of France in Hong Kong, described Professor Ciarlet as a “bridge” between France and other communities of the world in his readout speech. Mr Fonbaustier said Professor Ciarlet has exemplified his role of a “bridge” in the aspects of his education, personal life, and his research. Moreover, Professor Ciarlet has written several scientific books which have been translated into many different languages. Finally, Mr Fonbaustier thanked Professor Ciarlet for having been a “bridge” between France and the academic world in general, and the world of mathematics in particular.

Professor Pan Yonghua, Director-General of Education, Science and Technology Department of Liaison Office of the Central People’s Government in the HKSAR, conveyed his congratulations to Professor Ciarlet on being elected as a foreign member of CAS and also thanked him for his contribution in developing and utilising mathematical tools to solve critical issues in mechanics and modern engineering, and promoting mathematics in China. Professor Pan appreciated CityU’s active role in contributing to achievement of academic cooperation between the mainland and Hong Kong, especially in the construction of state key laboratories and nurturing of students. He expected that more Hong Kong scholars will participate in enhancing science and technology education on the mainland.

Professor Way Kuo, University President, was named by the International Academy for Quality (IAQ) as an Academician Emeritus. Professor Kuo was also invited to attend the 7th China Shanghai International Symposium on Quality and the Forum of International Academy for Quality, held in Shanghai this November. At the panel discussion, under the theme “The future of quality for China”, Professor Kuo called on quality professionals to pay closer attention to a broader range of areas, including animal epidemic prevention.

Dead Slowly, a film directed by Miss Rita Hui Nga-shu, an instructor in the School of Creative Media at City University of Hong Kong, was the first Hong Kong film to be selected for competition in the New Currents Award at the 14th Pusan International Film Festival. The festival was launched in 1996. Dead Slowly revolves around a criminal investigation in which the truth surrounding the case becomes blurred, revealing the complexity of the characters’ relationships.

Structural engineering academic earns prestigious Australian honour (Published on 16 November 2009)

Chair Professor Sritawat Kitipornchai, Head of the Department of Building and Construction at City University of Hong Kong (CityU), has been elected Fellow of the Australian Academy of Technological Sciences and Engineering (ATSE). The accolade goes to Professor Kitipornchai in recognition of his outstanding research and world-renowned publications in structural engineering and solid mechanics. The ATSE, an independent body of 800 eminent Australian technologists, commended Professor Kitipornchai for his pioneering research into structural engineering and mechanics, which has found widespread practical application. An accomplished structural engineer with more than 30 years of experience in teaching, research and consulting, Professor Kitipornchai is a leading global expert in the fields of structural stability, thin-walled structures and transmission towers. In recent years he has gained a substantial reputation for research into the modelling of structures made of smart materials and novel inhomogeneous functionally graded materials. The author or co-author of six books, Professor Kitipornchai has published over 250 journal papers and holds two patents. Since 1993 he has been Asia-Pacific

Regional Editor for Engineering Structures, the most prestigious journal in its field. Professor Kitipornchai said he was honoured to accept the ATSE Fellowship and considered it a highlight of a rewarding career as a structural engineering academic that has spanned almost four decades. “I’m pleased and excited that my work has helped promote the application of scientific and engineering knowledge for practical uses”, he continued. Since his appointment as Head in 2005, Professor Kitipornchai has developed the Department of Building and Construction into a very professionally oriented department. “There is a need to strike a balance between practical expertise and research in our teaching, as both are important for the development of the building industry”, he noted. “I’m proud that we have been able to excel in both”. A significant departmental achievement under Professor Kitipornchai’s leadership is the establishment of one of the most advanced wind tunnel facilities in the region, which has enhanced CityU’s research in the important areas of wind engineering, urban development planning and the environment.

His broader service to the University has included, amongst other roles, as Chairman of the College Research Committee for seven years and the Teaching Excellence Awards Selection Panel for three years. Professor Kitipornchai is also involved in promoting exchanges with academic institutions around the world, particularly with those in Australia, a country with which he has had a long association. After graduating from Monash University in 1968 with first class honours in civil engineering, Professor Kitipornchai completed his PhD on the stability of steel structures at the University of Sydney in 1973. He then worked as Senior Design Engineer at Rankine and Hill, a leading structural consultancy in Sydney, before joining the Department of Civil Engineering at the University of Queensland in 1976. Promotion to professor followed in 1993. Professor Kitipornchai took the Chair Professorship at CityU’s Department of Building and Construction in 2000. Further recognition came in 2004 with an appointment as Professor Emeritus by the University of Queensland. In 2007 he was awarded Monash University’s Civil Engineering Alumnus of the Year. Professor Kitipornchai’s election as ATSE Fellow is fitting recognition of an exceptional career.

Four professors from City University of Hong Kong (CityU) were elected as Cheung Kong Chair Professors to collaborate with four leading mainland universities, including Tsinghua University and Huazhong University of Science and Technology, to nurture professionals and conduct research. Established by the Ministry of Education and the Li Ka Shing Foundation in 1998, the Cheung Kong Scholars Programme invites distinguished academics to help mainland institutions with research and educational projects. A total of 109 outstanding scholars from all over the world were elected this year. Ten were from Hong Kong, with CityU boasting the most from any local institution.

Mathematics professor selected for prestigious fellowship (Published on 16 June 2009)

The respected and well-known Society for Industrial and Applied Mathematics (SIAM) has bestowed a special honour upon a City University of Hong Kong (CityU) mathematics professor. Chair Professor Philippe Ciarlet from the Department of Mathematics was named a SIAM Fellow for his contribution to mathematics. Specifically, the society said he was recognised for his “contributions to numerical analysis and computational mechanics, particularly to the development of the mathematical theory of finite element methods and the modelling of elastic structures.” The fellowship took on extra significance, given the fact very few recipients were outside the US.

“The prestige of SIAM in the world of applied mathematics will unquestionably mean this fellowship reflects well on CityU’s international standing,” said Professor Ciarlet. Professor Douglas Arnold, President of SIAM, said the programme created last year would continue to grow in stature. “I believe the SIAM Fellowship will eventually come to be regarded as similar in stature to the IEEE Fellowship.” The highly regarded IEEE Fellowship is awarded for outstanding achievements in engineering and technology. SIAM is an international community of close to 12,000 individual members. Almost 500 academic, manufacturing, research and development, service, and government organisations worldwide are institutional members.

SIAM fosters the development of applied mathematical and computational methodologies needed in these various application areas. Through publications and research, SIAM promotes cooperation between mathematics and the worlds of science and technology. Professor Ciarlet’s research interests include numerical analysis, computational mechanics, mathematical modelling, mathematical elasticity, plate theory, shell theory and applied differential geometry. He is a member of seven academies, including the French Academy of Sciences and the Academy of Sciences for the Developing World (TWAS). He has received numerous awards, including an Alexander von Humboldt Research Award, a Grand Prize from the French Academy of Sciences, and the Shanghai Prize for International Cooperation and Technology.

The pioneering contributions of a City University of Hong Kong (CityU) professor have landed him a coveted US award for Outstanding Scholarship in Public Sector Human Resources.

Professor David Rosenbloom, Chair Professor of Public Management in the Department of Public and Social Administration, was recently granted the Award for Outstanding Scholarship in Public Sector Human Resources by the Section on Personnel Administration and Labor Relations of the American Society for Public Administration (ASPA). Professor Rosenbloom, who is among the first US scholars to conduct extensive research on the constitutional rights of public employees and on the politics of public personnel administration, was in Miami to accept his award at the 2009 conference of ASPA. The award reflects a lifetime of achievement in his field. One of Professor Rosenbloom’s early works, Federal Service and the Constitution (1971), was cited by the US Supreme Court as an authoritative history of the free speech rights of public employees.

Lifetime contribution to public management recognised Professor Rosenbloom said the changes that had occurred in his career were dramatic. “Things we first advocated in the early 1970s, such as equal employment opportunities, were views at the time as being quite radical but public policy today is taking this area even further forward,” he said. Professor Rosenbloom’s Federal Equal Employment Opportunity (1977) remains one of the most comprehensive analysis of the development of equal employment opportunity programmes in the US federal government. He was also one of the first scholars to work in the area of representative bureaucracy.

Even as Professor Rosenbloom’s work branched out broadly into other areas of public administration over the years, he continued to be a leading researcher in the fields of public sector human relations law, politics, and labour relations. Professor Rosenbloom was elected to the US National Academy of Public Administration in 1986. Professor Rosenbloom received ASPA’s Dwight Waldo Award for Outstanding Contributions to the Literature and Leadership of Public Administration through an Extended Career in 1999.

Awards for CityU artificial intelligence expert

Dr Andy Chun Hon-wai, Associate Professor in the Department of Computer Science at City University of Hong Kong, received the IT Research Award and IT Professional Competency Award from the Hong Kong Computer Society at the Outstanding IT Achiever Awards 2008 ceremony. A leading expert on artificial intelligence (AI), Dr Chun was the only person to win two awards in 2008. The IT Research Award recognises Dr Chunâ&#x20AC;&#x2122;s contributions to AI research and its application to Hong Kong. The IT Professional Competency Award recognises his achievements in directing AI research for everyday use through his AI system design and engineering development efforts.

Three distinguished CityU academics, namely Professor Gary Feng Gang of the Department of Manufacturing Engineering and Engineering Management, and Professor Man Kim-fung and Professor Keith Zhang Qitu of the Department of Electronic Engineering, were recently named IEEE Fellows in recognition of their contributions to the advancement or application of engineering, science and technology.

The list of 302 IEEE Fellows in the Fellow Class of 2009 includes seven from Hong Kong institutions. The three places granted to CityU professors represents the most for a single institution in the territory and brings the overall tally of IEEE Fellows in the University to 13.

Three professors named as IEEE Fellows The IEEE, or Institute of Electrical and Electronics Engineers, is the world’s leading professional association for the advancement of electronics technology, and comprises elite experts from around the world. Professor Feng was named IEEE Fellow for his contributions to the theory and application of fuzzy control systems. The original fuzzy control systems, though widely employed in practice, suffer from certain limitations. In the past 15 years, Professor Feng has initiated and made significant contributions to the theory and application of model-based fuzzy control systems by exploiting the advantages of both fuzzy logic and conventional control technology. In light of his contributions to evolutionary optimisation in industrial electronics, Professor Man has been elected to the grade of IEEE Fellow. He has developed a computational framework that enables industrial engineers to furnish engineering designs that are governed by multiple

performance requirements. This surpasses the old method as it lightens the weight of numeric calculations that would have proven prohibitive in some mathematically intangible confinements. “In this way, many obstacles for design engineers can now be removed due to easy access to low-cost but fast computers. The method of Evolutionary Optimisation brings design benefits to areas including antenna designs, radio frequency devices, control systems, signal processing, wireless and computer networking, and many others applications as it allows more data to be processed in a more effective manner,” said Professor Man.

Professor Chen Guanrong, Chair Professor of Electronic Engineering at City University of Hong Kong (CityU), was conferred a second-class award under the State Natural Science Award (SNSA) in recognition of his achievements and contributions in the field of chaos theory.

Professor Chen has been engaged in the research of chaos theory for the past 20 years and is renowned for his discovery of the “Chen System” – a reputed chaos system well known to the international academic community. He is also active

in promoting related research among scientists and researchers both at home and abroad. The SNSA, China’s most prestigious award in the field of natural science, recognises academic excellence in basic and applied research in the nation. More than 160 shortlisted projects competed for the award in 2008 and no first-class award was given this year. Chaos theory seeks to uncover underlying order within apparently disordered

dynamics and data. It is a relatively new discipline, in existence for 40 years or so, but is fast gaining recognition of significance and importance in academic communities. Many scientists rank chaos theory with relativity and quantum mechanics as among the three most important scientific theories of the 20th century. secure communication systems. Under his framework, information is transmitted in a chaotic form, thus ensuring the security of data. What’s more, the technology is easy to apply, faster and cost-effective. The chaotic system founded by Professor Chen in 1999 enjoyed great popularity in the international scholarly world and was named the “Chen System” by fellow researchers. There were several thousand citations on the system, and more than 100 research papers have the name “Chen System” in their article titles. Professor Chen’s main research pursuit is in one of the focusing areas of engineering. While enhancing the quality of basic research, he also applies his research to related areas such as complex networks, information encryption and secure communications, nonlinear vibration analysis and control. He has also introduced this frontier scientific subject to mainland China

and initiated related research conducted by many younger scientists. Professor Chen was pleased to receive the award and regarded this as the nation’s affirmation of his achievements in scientific research, and expressed his gratitude to CityU for its strong support over the years. He was particularly gratified his success spurred an impetus to the development of this discipline in mainland China. “The fact we achieved such great scientific results under not so well-prepared conditions will serve as an impetus to students and young researchers. I hope we’ll be able to make greater contributions to our country in this respect,” Professor Chen said. He added there is great potential in further developing the chaos theory, given that it spans many disciplines, including mathematics, physics, engineering, technology, biology, chemistry and even social sciences. Right now some scientists are doing research on how to use chaos theory to explain the processes behind human thought, memory and other cognitive behaviours.

Professor Lee Shuit-tong, Chair Professor of the Department of Physics and Materials Science at City University of Hong Kong (CityU), has been awarded the Prize for Scientific and Technological Progress of Ho Leung Ho Lee (HLHL) Foundation in recognition of his outstanding achievements in science and technology and his contribution to promoting development in these areas on the mainland.

Professor Lee, who also added that he was grateful to the University for providing an excellent research environment complete with many outstanding researchers. Also, he thanked the support and assistance offered by the management, colleagues and students that made it possible for him to receive the honour. “The award should not belong only to me, but to the University, my department and research centre,” said Professor Lee.

Professor Lee won the Metallurgy and Materials Technology award in the Scientific and Technological Progress Prizes and with it a cash award of HK$200,000. The award was in honour of his research into super-diamond and related materials, nanomaterials, organic light emitting diodes (OLED) and display technology. The award illustrates CityU’s excellent academic and outstanding science and technology achievements.

Since joining CityU 14 years ago, Professor Lee has been dedicated to materials science research and has successfully developed various innovative and energy-saving technologies, such as nanotechnology, nanodiamond and OLED.

“This shows the state’s support and affirmation of science and technology,” said

He is the Director of CityU’s Centre of Super-Diamond and Advanced Films and Founding Director of the Organic Nano Optoelectronics Laboratory of Science and Chemistry Technology Research Centre at the Chinese Academy of Sciences. He is also a visiting professor of many universities in mainland China, including Shanghai Jiao Tong University, Fudan University, Zhejiang University, Dalin Polytechnic University, Central South University, Nanjing University of Posts and Telecommunications and Shandong University. The HLHL Foundation was set up in 1994 by four well-known Hong Kong philanthropists, namely Dr S H Ho, Dr Leung Kau-kui, Dr Ho Tim and Dr Lee Quowei, who donated HK$100 million each. It aims to promote the development of science and technology on the mainland by awarding outstanding scientists. The HLHL Foundation Prizes are currently one of the most significant and influential award in mainland China.

President Professor Way Kuo named Foreign Member of CAE in China (Published on 26 June 2008)

Professor Way Kuo, President of City University of Hong Kong (CityU), was awarded the Certificate of Foreign Member of the Chinese Academy of Engineering (CAE) at the 9th General Assembly of CAE held in Beijing on 23 June. The honour was bestowed in recognition of his contribution to the field of reliability design for microelectronic products and systems. Professor Kuo is one of the few well-recognised academia simultaneously elected as a member of the US National Academy of Engineering, International Academy for Quality, and Academia Sinica in Taiwan.

The General Assembly represents the most important annual event for the science and engineering sectors in mainland China. The Opening Ceremony was held at the Great Hall of the People, with President Hu Jintao and Premier Wen Jiabao in attendance. President Hu also delivered important remarks. Professor Kuo is one of the three foreign members on CAE’s 2007 new members’ list. He received the highest academic title available in engineering science and technology in China from President Xu Kuangdi of CAE. “It is a great honour for me to be elected as a Foreign Member of CAE. I am very grateful CAE has recognised my research in this way. I will lead CityU in promoting

and developing a devotion to science in order to contribute to the mainland and the world,” Professor Kuo said. “CityU always strives for excellence in applied research. We have a strong team of researchers and state-of-the-art facilities. CityU will reinforce its collaborations with mainland and international experts to create synergies that will elevate the University to new heights,” he added. CAE elects new members every two years. Scholars and specialists with foreign citizenship who have made significant contributions to engineering and technology in China and enjoyed high academic standing internationally can be nominated and elected as Foreign Members. Currently, CAE has 721 members, with six from Hong Kong and 34 foreign members world-wide.

Chair Professor Paul Chu Kim-ho of the Department of Physics and Materials Science at City University of Hong Kong (CityU) won the 2007 IEEE Nuclear and Plasma Sciences Society (NPSS) Merit Award, a world-class honour, for his outstanding technical contributions to the field of plasma science. Since joining CityU in 1996, Professor Chu has been committed to researching the basic theories of plasma and plasma implantation and the applications to semiconductors and biomedical materials. He has developed a range of advanced technologies, including plasma-based orthopedic NiTi shape memory alloys for correcting spinal deformities. The application is currently undergoing clinical trials in the Faculty of Medicine at the University of Hong Kong.

The award-winning CityU projects are Fish Bioassay for Drug Screening and Environmental Toxicity Testing (Principal Investigator: Dr Cheng Shuk Han, Associate Professor, Department of Biology and Chemistry) and Smart Ambience Therapy (SAT) (Principal Investigator: Chair Professor Horace Ip Ho-shing of the Department of Computer Science). The research group led by Dr Cheng has developed a set of tools for drug screening

and pollutant testing using zebra fish, the outcomes of which are useful for drug research and development, and pollutant testing. Zebra fish is an important model for studying the development of embryos and human diseases. This is because zebra fish embryos exhibit similar responses as mammalian models to pollutants and drugs for cardiovascular diseases, anti-angiogenesis and anti-cancer. The innovative SAT technology developed by Professor Ip combines CityU Body Brush interactive media technology with traditional art therapy to create a new tool in psychotherapy.

Its computer motion analysis system uses infrared illumination and innovative graphic-rendering software that can translate body motion into 3D paintings. The technology offers participants new ways for making and sharing art in a virtual world. On the list of particular subject ranking of the THES survey, CityU has three subjects ranked within the top 200, with the Engineering and IT ranking breaking into the top 100, placed at 92nd, while Social Sciences and Arts and Humanities are ranked 123rd and 138th, respectively. Professor Kuo said it was very encouraging that a number of local universities did so well in the rankings this year. He regarded this as a recognition of Hong Kong’s strength as the regional hub for higher education. CityU will continue to make a tangible contribution to the development of human resources and knowledge creation for the wellbeing of society. CityU placed 18th earlier this year in the Asian University Rankings published by QS (Quacquarelli Symonds), an international information specialist in the higher education sector.

香港城市大學（城大）在英國《泰晤士所頂尖大學排名中躍升23位，居第124 位。自2004年躋身全球最佳大學200強排名榜，城大在全球的排名穩步上升，由第 198位上升至去年的第147位，今年再次躍進至第124位。校長郭位教授認為這是全體教職員、學生、校友、多位前校長及大學支持者不懈努力的成果。他同時向歷任及現任校董會主席和成員表示謝意，感謝他們的大力支持。他說：「城大辦學的首要使命是發展教研並重的專業教育，培育和拓展學生才能，創造實用知識，推動社會和經濟進步。城大排名近年來穩步上升，顯示我們更要致力全面發揮潛能，全方位提升課程、教學和研究質素，實現大學教育的理想。」在個別學科領域的排名方面，城大有三個學科進入200強，其中工程及資訊科技領域居第92位，社會科學及藝術、人文學科領域則分別位列第123及138位。郭教授認為，本地多家大學表現優異令人鼓舞，再次肯定香港作為區內教育樞紐的實力；城大謹願為開發人力資源和知識創新作出貢獻，回饋社會。在國際高等教育資訊機構Quacquarelli Symonds較早前公佈的亞洲大學排名中，城大名列第18位。

CityU ranks number one for engineering research papers in Hong Kong (Published on 31 July 2009)

City University of Hong Kong (CityU) has again ranked number one in Hong Kong for engineering research papers according to a survey released on 30 July by the Higher Education Evaluation and Accreditation Council of Taiwan. The ranking is based on an evaluation of the quality of scientific research papers published by universities around the world. CityU’s second successive top ranking is testament to an outstanding academic and research performance and the University’s preeminent status in engineering.

Jointly established by Taiwan’s Ministry of Education and several Taiwan universities, the council is responsible for evaluating the performance of universities worldwide. The achievements of a university in terms of its academic quality and quantity of research papers are gauged by three criteria: research productivity, impact and excellence. Each of the three criteria comprises various indicators. The first measures the number of research papers, the second considers the number of citations and the last reviews the standing of journals in which the papers are cited. As well as engineering, the survey also examines agricultural science, clinical medicine, life science, natural science and social sciences. CityU ranked fourth among all universities in Hong Kong in terms of overall quality of scientific papers. In the survey published earlier by The Times Higher Education Supplement, CityU held 18th spot among all Asian universities. This demonstrates the University’s status as a world-class institution in many aspects, including the internationalisation of teachers and students, international research strength, teaching quality and overseas exchange.

The Centre for Marine Environmental Research and Innovative Technology (MERIT), led by City University of Hong Kong, has been designated as the first Regional Centre of Excellence in Marine Pollution. The award was given by the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), under the United Nations Development Programme, and officially endorsed by its 11 national partners and 16 non-national partners. As the Regional Centre of Excellence, MERIT will play a leading role in the protection, sustainable utilisation and management of marine resources and environment in the East Asian Seas region. CityU scores huge government environment consultancy project (Published on 28 October 2009)

The outstanding efforts and achievements of City University of Hong Kong (CityU) in marine environmental research have been recognised and rewarded with an $8.7 million government consultancy project that will direct the development of a new set of water quality standards, enabling Hong Kong to more effectively protect our marine environment and its resources.

The results of this study will provide a scientific and legal framework for managing the marine environment and protecting marine resources in the many years to come. The present engagement by the Government demonstrates that CityUâ&#x20AC;&#x2122;s research excellence is built not only upon strong scientific foundations but also has high application values.

The consultancy project, awarded to CityU at a contract signing ceremony on 28 October 2008, was commissioned by the Environmental Protection Department and will form part of the blueprint on the future management and control of water quality in Hong Kong.
