COUNCIL Business begins on a Monday Morning at 8am when the Mayor and his major deputies discuss the past 7 days, major crime and whether the attitude of one Council is likely to differ from that of another. Councillors may choose any matter of concern but will be wise to gather support of the point of view being put to the vote. Wording can make a huge difference. “We Councillors are concerned by the number of undesirables, gathered in the location of schools of a certain age will be very popular. The only argument will be who is going to claim it was their idea.” “A proposal that fewer overhead telephone wires are allowed, allowing birds to perch and poo, spoiling uniforms bought for a new term may be even more important. Collection and disposal of solid waste, also contributes to the protection of the environment and the fight against climate change. Because in addition to recovering the garments, it is avoiding its deposit in landfill contributing to the reduction of the emission of greenhouse gases (GoG). With each kilogram of clothing that is reused and not incinerated, 3.169 kg of Co2 emissions are avoided, according to the European Commission, so that the 112 tonnes collected last year in Javea represent a saving of 356 tonnes of Co2 in the atmosphere. JESUS NAZARENO - TREASURED IMAGE CARRIED DOWN The treasured image of Jesús Nazareno was carried down from its home in the blue-domed Calvario chapel to the heart of the historic centre in the traditional "bajada" - the "descent" - took place on Sunday 19th March, the Third Sunday of Lent. This year is the 250th anniversary of the arrival of the treasured image of Jesús Nazareno in Xàbia, a gift from the Duchess of Medinaceli in gratitude for the town's tribute on the birth of her son in 1767. Both the Ladies Guild and the Brotherhood have prepared a special commemorative programme for the fiestas which honour the image in late April and early May.

PORT AUTHORITY AGREES TO MAKE EMERGENCY REPAIRS IN PORT The Director-General of Ports Authority at the Comunidad Valenciana Carlos Domingo visited Xàbia to see personally the state of the outer breakwater of the northern harbour wall which was damaged considerably by the severe storms of the 19th and 20th January. In particular he inspected some 80 metres of the defensive wall close to the Tangó cove where the constant barrage from the stormy seas have moved blocks of stone on which the breakwater is set, leaving gaps and stretches of the concrete platform suspended in midair and leaving the harbour wall unprotected against future storms.

Councillor Pepa Gisbert (Security) explained that these days citizens demand a closer police force which can be regarded as an accessible service. Consequently her department has taken advice from a specialised company to make an assessment of the situation and what actions needed to be taken to become a different police force.

Ramblers Garden Refuse The Department of the Environment and Services at the Ayuntamiento de Xàbia has extended the opening hours of the garden refuse collection side at Ramblars, remaining open without interruption from the morning until closing in the evening.

During the winter months (November to March inclusive), the site will be open Monday to Friday from 8am until 6pm. During spring (April to May inclusive) and autumn (September and October), it will be open from 8.00 until 7.00. During the summer (July and August) it will be open from 7.30 until 4.30pm. On Saturdays, it will open only in the morning from 8.00 until 1.00 and will be closed during the summer months of July and August. The department, headed by councillor Kika Mata, explained it is a municipal garden refuse collection site with is open to all residents of Xàbia and free to use for personal deposits. Professional users must be registered with the Department of Services and the Environment at Ayuntamiento de Xàbia and have sufficient funds to cover the cost of the service. Once registered, professional users can consult their data and vehicle information, previous

visits and balance online at ramblars.ajxabia.com. Rates for professional users can also be consulted online here.

The site will accept garden waste and similar types of refuse for transfer and proper disposal outside of the municipality. Such waste cannot be mixed with other types such as earth, debris, plastics, metallic elements, etc. Users are responsible to depositing the waste under the direction of authorised personnel. During the winter months (November to March inclusive), the site will be open Monday to Friday from 8.00am until 6.00pm. During spring (April to May inclusive) and autumn (September and October), it will be

open from 8.00am until 7.00pm. During the summer (July and August) it will be open from 7.30am until 4.30pm.

Plans to avoid it happening again Xàbia has begun to work on a new municipal forest fire prevention plan, to face up to the potential risk of the losses that the actual urban lay-out of the municipality poses, particularly where it affects areas with a high housing density. The Town Hall has engaged Medi XXI Gabinet de Solucions Integrals, a specialist and recognised Valencian company to assist in the process. Ferran Dalmau, the engineer responsible, explained that as Xàbia has 2,500 hectares of forest, it is necessary to focus on the areas of urban/forest interface (areas of contact between forest zones and urbanisations) and assume that for varying reasons (intentional, weather conditions, negligence, etc.) that there will be fires and that it is everyone's responsibility to be prepared to deal with them. Dalmau spoke about the four key areas that need to be assessed: planning, forestry management- both from the public administration side and also from the citizens themselves applying new concepts such as pyrogardening – a good supply of hydrants and the creation of firewalls and training citizens so that in the event of a fire that they are helpful and do not hinder the work of the professionals.

ministry led by Isabel García Tejerina says free plastic bags will be banned from January next year in an attempt to cut their use, in line with the European Directive of 2015 which all member States are obliged to apply progressively. A recent survey has shown that 87.5% of Spanish shoppers bring their own bags with them to the supermarket.

Local Initiative to support entrepreneurs An initiative called Marina Alta Emprèn is underway. It was promoted by the Escola de Negocis Innovadors i Digitals (ENID) to promote the creation of new businesses in the region, with financing from the municipalities of Denia, Jávea, Pego, Pedreguer, Orba and Xaló, as well as "Denia & Marina Alta Tasting Life". The objective is to provide support to entrepreneurs to develop their business ideas and create their own companies, so that they are successful and sustainable over time. The programme lasts eight months, during which selected teams will get a space to work in coworking Knowhere (Dénia), La Nau LAB (Pedreguer) and Jávea. They will be able to promote their capacities in a creative and enterprising environment in addition to the possibility of relating and sharing space with other entrepreneurs and projects. Phase 1 will be carried out during March and April. Participants will have totally free personalised consultancies, courses and conferences to develop their idea. Once this phase is finished, the selection team will choose the best projects for the next phase. This Phase 2 or accelerator will run from May to November (August will be off), and will go deeper into creating a viable business. There will be personalised consultations regarding company formation and the corresponding courses and conferences. At the end, there will be a final presentation of projects to potential investors and potential customers. Experts warn of the impact of mass tourism on the landscape of the Marina Alta Agenda 21 is a worldwide group of people interested in conserving the econy, tourism and construction.

These municipal allotments offer residents the opportunity to grow their own vegetables whilst at the same time converting empty land in non-polluting spaces, conducive to biodiversity and improve the environmental quality. Eleven allotments have been allocated, eight of which have been awarded to individuals who applied for them and fulfilled the requirements to be successful, such as being registered as a resident in Xàbia, unemployed or retired, etc. Of the remaining plots, two have been given to the neighbouring school whilst the third has been allocated to users of the TAPIS occupational workshop, an organisation which promotes the socio-labour integration of certain groups with problem with social marginalisation through therapeutic support and preemployment training. Councillor Doris Courcelles (Environment) explained that 24 plots remain vacant and that the application period will be opened for all

interested parties to register their applications. These plots will be directly awarded or there will be a draw if there is more demand. During this new stage of management individual water meters have been installed on each allotment and users will pay for actual consumption rather than paying a flat fee.

Ports Authority to repair harbour wall The Ports Authority will spend €250,000 on emergency repairs to some 80 metres of the harbour wall near the Tango cove which was severely damaged during the winter storms. It is in the process of obtaining the necessary money from the contingency fund at the Generalitat Valenciana. Xàbia warns the Culture Department about heavy machinery on Roman archaeological site Xàbia has given notice to the Department of Culture of the presence of heavy machinery on one of the most valuable archaeological sites of the municipality, the first century Roman site located in the San Rafael finca, Punta de l'Arenal, property of the family of a former Francoist minister, Mariano Navarro Rubio. The heavy vehicles belong to the company managing the new marina in the Canal de la Fontana which will have a capacity for 300 moorings. After the last storms, "Marina Nou Fontana" has been obliged to dredge the channel and place the sand and sediment on the Punta de l'Arenal so that the waves can return it to the sea. The problem is that in order to carry out this operation, the trucks have been crossing the finca, whose ground has been compressed in an area of great historical value. The company does not have a permit from the Director General of heritage. from La Marina Plaza (Ed's note: A later report said that an inspector from the Department of Culture had found no significant damage to the site).

THERE’S NO SHAME IN FAILING - THE IMPORTANCE IS IN ATTEMPTING THE UNLIKELY

Clive and Ann Read relocated to Jávea in 1985, Their son, Peter and his two children arrived 24 hours later. Clive is a newspaper man, as was Reg Shay, the man from whom they bought their first house in Cansalades. He was - and I believe is the only surviving founder of the Jávea Civic Society, and edited 140 of their monthly magazines. They relocated to the house in Seniola, subsequently occupied by Lady Elizabeth Primary School. After living near Oliva beach, the family returned to Jávea when Alcalde Juan Moragues Pons asked Clive to join the ‘slate’ of 21 Councillors at position 8. Clive has always been looking for new ways of using his time to help the community. The family had founded the Mosborough Leader on the border between Sheffield and Derbyshire. If it needed doing, Clive would do it, but was frustrated when he failed to receive the support on which he had relied. At 75 years of age Clive was hospitalised with Pneumonia, Sepsis, Fluid on the Kidney and discharged “to die” in the comfort of his own bed, rather than in a hospital bed. Ann and a team of doctors (all working to support Dra Mulet) gave him a fresh future, but he tires quickly and and has mountains of self

disappointment. Clive and Ann have been ‘Born Again Christians’ since 1953 and founded Jávea Evangelical Church. Clive rented 900m2 in the Town to create a School for those no longer at school, to teach them publishing, business and adult skills. Seguridad Social put a halt to that scheme, when they insisted we employ a Manager and pay SS Contributions for everyone. With equipment and space, Clive decided to publish a local monthly newspaper - and THIS IS OUR FINAL edition. We have made many friends and relied on Iceland and their staff, retailers who distributed copies, our regular writers like Bob Yareham, Ian Amer, Linda Jennings and Richard Pollock. It was an experiment that was not as successful as it needed to be. Clive admits that he was trying to retain the past, when everyone else seemed to prefer ‘Social Media’ through the internet. To ALL of those involved we owe a huge THANK YOU and Clive apologises if he failed to include a name of someone who was pivotal to Jávea Jeard (like Chris at Agenda 21). and Mike and Fay Smith of Jáveamigos. We’ll all still be about - Peter will still be operating and expanding his hog roast and catering business. I’ll still fit in the occasional wedding, renewal of vows or funeral. I don’t feel like doing nothing so let’s see where we meet again. So for now: THANKS a BUNDLE and we wish you future good health.

University of Valencia to study Moraira marsh The Senillar, a small marsh of 0.76 hectares next to the tourist beach of l'Ampolla de Moraira, is one of the most valuable coastal ecosystems of the Marina Alta. Researchers from the Cavanilles Institute of Biodiversity and Evolutionary Biology, University of Valencia will analyse the lake-like characteristics of the marsh. They will focus on water quality and its evolution throughout a hydrological cycle (from autumn 2016 to next summer) and the communities of flora and fauna, among which is the "fartet", a small endemic endangered fish. The study will complement the one carried out 20052006. This wetland has been protected since 2004, when the Environment Department declared it a Wildlife Reserve.

By the time this magazine is read, Easter will be over for another year and it is the time when many people will be looking forward to summer holidays or going back to the UK for the cooler weather during the hot sunny months of Spain, Last year it was hotter than usual and two of my friends have returned to the UK to live because they find it too much to bear any more.

I have many memories of childhood holidays but the one that is particularly memorable is when I used to go with the Campaigners to camp. We never slept under canvas but in church halls, no beds - sacks filled with straw on the floor. Campaigners is an evangelical uniformed movement (similar to Scouts and Guides). The week before we left for our holiday we were taught how to correctly fold blankets and as the great day became close, we sorted out a knife,

fork, and spoon, marked with coloured thread so we could recognise our own when they were all washed up together. The week before going, we were given a list from our leader of all the things we had to take. Pillow, pillowcase, sheets, etc.

Finally the day arrived and we were all down at the church waiting for the coach that would take us to Southsea or somewhere similar. There would be quite a crowd of us and what with all our equipment and suitcases, there was a lot to store away. When we arrived, the boys were taken to one room and the girls to another. I never knew what happened to our chiefs or where they slept.. One of the first things our chief did was to take our spending money from us and allocate it on a daily basis so we didn't spend it all on day one. My friend Eileen and I had been school friends since the first day at school. We

both went to Monson Primary school and on the day we started the infants section, all the mums were sitting on chairs outside the Head's office to be admitted. Eileen's mum and my mum were sitting next to each other so began to talk and Eileen and I who were standing next to them found ourselves talking and from that day we remained best friends.

Eileen and I had our straw mattresses next to each other and decided this was going to be a fun holiday. But we had our share of orderly duty some days. Two of the girls would be on duty in the morning for breakfast, buttering bread and setting the tables. Then again in the afternoon, we were expected to butter bread again for tea and get the tables set. They were fun days. After lunch we went down to the beach to play on the sand or go in the sea and each evening after tea, we were taken down to the beach again to listen to an evangelistic speaker who held meetings for children each evening. Each day we had our allowance of pocket money and most of it was spent on rubbish. Finally the day arrived for us to pack our things ready to go home but there was always the usual argument about, "That's my blanket or pillow." But finally the Continued on page 19

Friday, April 7, 2017. The Local Police in Xàbia have received two new vehicles that become part of the municipal fleet, which has a total of 9 cars and two motorcycles. It is a van equipped with all the material and computer connections necessary to become a kind of mobile office and that can be used from to complete attestations to carry out informative campaigns in urbanisations. The van has been labelled as a mobile police care unit and as explained by the Councillor for Public Safety, Pepa Gisbert, is a tool for further improvement within the vocation of local police that has this local body. Both the van and the other new car, which has a safety screen between the rear seats and the driver (to provide security measures for the transfer of detainees or violent persons), a system has been acquired via renting. It gives the option to replace every vehicle every three years and so the police always have the vehicles in optimal condition. 55 students of Creama language courses receive their diplomas in Jávea

A total of 55 people have received diplomas after having passed the language course taught by Creama Jávea thanks to the collaboration of residents willing to teach their native languages. Councilor for Economic Development, Cesc Camprubí, thanked the 36 teachers for their altruistic work that helps improve the training of unemployed in the municipality. This year courses have been given at various levels in English, French and German. Also the Councillor responsible for Attention to the Resident, Doris Courcelles, has participated in the event and encouraged those who want to learn languages to join the Let's Talk Plus programme, which puts groups of people in two languages in contact so that they talk and make a Exchange of knowledge. arguing stopped and we were all ready to go home. Yes, I have many memories of childhood holidays, but those camping trips were ones to be remembered But the years have passed and I have become a Senior. But I can still enjoy life, especially living it here in Jávea.

Here are a few suggestions to help keep us young and healthy: Live and enjoy each day. There is always something positive or something to look forward to each day. Enjoy the sun shining, without sitting out in direct sunshine for long periods of time. Best to cover up or sit in the shade. Look forward to reading a good book or meeting with friends for lunch. If you feel lonely, go for a coffee in a local bar. They are great places to meet and talk to people who have similar interests. Mix and talk with people, even if you might never see them again. Attend a Church, they are a great place to make new friends. Don't waste your time thinking that you're too old to do this or that. As long as you have your health, you can do just about anything you find an interest in doing IT. If you have never used a computer, buy one! Learn how to use it. You will find you have brought the whole world into your room. Learn new things that you haven't learned before. I use my computer every day to ask "Google" different questions that I come across.

Take care of your body. Take vitamins and eat healthy. We are fortunate here on the Costa Blanca to have such a wonderful choice of healthy fruit and vegetables at reasonable prices. Exercise at either a gym or at home. Here in Jávea and surrounding areas, many of us are fortunate to have the use of a swimming pool. Go to the doctor if you are worried about any aspect of your health and visit your dentist at least once a year.

Don't look back. Don't worry about what happened in the past. Live just for today. The one thing that no one can change is the past. What has been is over and done with. The future has not yet come, so all we have is today. So enjoy today, let the past go, and plan for the future. Worrying about the past or holding onto old hurts makes us bitter and unforgiving and affects us both mentally and physically.

Keep your mind alert. Do crossword puzzles, learn Spanish, or take up a hobby you were always too busy for. I am not very good at cross word puzzles but love Sudoku.

Find ways to interact. Even with no close friends or family around, there are many opportunities to talk to new people. Strike up a conversation with people you meet in the supermarket. Greet people you pass on the street, and ask them how they're doing. You'll be surprised at how refreshing it feels to give a kind word to a stranger. And a smile works wonders, I have found that when I smile at the people I meet in the street, how many will smile back, and a smile helps to keep us young!

Follow your dream. Look at something you always wanted to do and do it, no matter how old you are. I have a friend who had been terrified of water and could hardly swim, who joined a group who taught her to scuba dive when she was in her mid 50s. Many great painters didn't start till their sixties, seventies or eighties.

I would like to thank the many friends and customers who have been into the Oasis during the past couple of months while I have been unwell, to enquire how I am doing. I have lost a lot of weight and now have the long job of gaining the weight again, slowly. Don't forget the Oasis Centre is open each morning where you can choose a greeting card from our hundreds on display, all priced at 1 euro. The management by the socialist government of Xàbia is generating increasing delays in the municipality: for example; the decision to abandon the restoration of the central cinema; the inability to manage the department of town planning; the delay in licensing both works and activities; the number of accounts with objections and exceeding original budgets; the loss of investments in the future of the town; and finally a governance that is sustained through social networks and a slick approach to marketing. All this forces us to take the initiative, as public representatives, to collaborate with a structure that can deliver more progress and will have the means to realise all the initiatives that Xabia Democratica has promoted since its inception. We will not abandon the Central cinema project, the carrying out of the I montañar project, the investment plan in local sports (Xàbia is one of the municipalities with the lowest ratio of sports facilities per citizen in the whole Communidad Valenciana), or the enhancement of the Town Hall administration and the proper management of municipal resources. For all of these reasons, we have opted for integration within the Partido Popular in order to join a project that can meet the expectations that have always driven our political actions.

The City of Xàbia has opened a free competition for the provision of ownership of a place of archivist belonging to group A2. Applicants must be graduated in Information and Documentation, or in History in any of their specialties. Schoolchildren learn cooking and art in Culinart workshops

Schoolchildren from Xàbia recently participated in the week of Culinart teaching days, organised by the Department of Education that combine workshops of healthy cooking and art. This is the third edition of these workshops, which have Beatriz Rico as coordinator and have the collaboration of different chefs, such as Josep Codina and Quique García. This year the motto is Play fish and the fish star product. Thus, the students participate in a masterclass in which they learn to prepare a fish and fruit ceviche and in workshops of artistic modalities like the gyotaku (stamping of fish with ink). The cultural aspect is developed in the Museum Sorel Blasco where the municipal archaeologist, Ximo Bolufer, brings them the history of the Cova of the barranc of Migdia. Recently the Councillor for Education, Montse Villaverde and the mayor, José Chulvi, have witnessed one of the classes of Culinart in which the students of the Port participated. Jávea Police force has been augmented by a remote controlled gyro which sits on a shelf in the police station and then flies in the sky to follow the activities of people suspected of committing a crime. The Council has contracted the services of an unmanned aerial vehicle to carry out surveillance flights along the 25 kilometres of coastline, allowing close observation in real-time of the most inaccessible corners of the coast. Scheduled flights will be augmented by random ones to ensure the surprise effect with the images broadcast in real-time via tablet to agents working in the 'Unidad de Cometidos Especiales (UCE)' - ['the Special Commitments Unit'] - so that their response to signs of illegal fishing will be much faster. These images can also be used as evidence in prosecution cases.

Jávea maintains crime rate below the national average

The municipality works on a new local fire response plan. The various security forces with jurisdiction in the municipality of Jávea, have met formally as those responsible for ananysing crime data and reduction. The local board in which crime data are

periodically analysed, bridges are built to improve communication and coordination and the various problems are put together. Or initiatives in prevention that are developed in the town. The meeting reviewed the statistics of the last two years (2015 and 2016), which reflect that Jávea is still one of the most secure municipalities in the province, highlighted the Mayor, José Chulvi. In this sense, one of the positive aspects placed on the table is that, crime rates have remained stable despite the fact that in recent years the number of visitors in the summer has increased considerably. In absolute figures, in 2016 there were 1,490 crimes, which is a delinquency rate of 37.7 per thousand inhabitants, below the provincial index (50 per thousand inhabitants), autonomous (47 per thousand) and even National average, which is at 43 per thousand inhabitants. Other issues analysed by the board have been the effectiveness of the recently implimented Municipal Emergency Operations Coordination Center (CECOPAL) and the specific programmes implemented in the population to address and prevent gender discrimination and bullying.

For his part, the Mayor has insisted on the firm commitment of Jávea against poaching and in defense of environmental, economic and social sustainability. Jávea City Council organised a minute of silence in sign of mourning and respect for the victims of the attack suffered in London. The Mayor, José Chulvi, read a manifesto supporting the British people and has defended freedom, culture and law as the only ways to fight against terrorism. Attacker Khalid Masood, 52, killed four pedestrians and injured about 50 others as he mowed down members of the public with a car on Westminster Bridge at about 2:40pm on Wednesday. He then crashed his hired Hyundai SUV into the railings in front of Parliament Yard before bursting through the gate to the Palace of Westminster with two large knives where he fatally stabbed unarmed Pc Keith Palmer, 48. He was shot dead moments later by a close protection officer attached to Defence Secretary Sir Michael Fallon.

The teacher whose life finished sooner than anyone expected

Peter Cox and his wife came to live in Jávea when they retired from the UK and thousands of Jávea residents - poor or wealthy, knew his face but few appreciated that his sole aim in life was to help other people. He encouraged the rich to give to the poor and established the Harvest Store. Employed during the day as a Computer Sciences teacher at Xabia International College (XIC), he became an essential link in a three part chain. 1: Those who are ‘better-off’ and live on the Costa Blance for its climate and sporting facilities: 2: Members of Associations. 3: Students at XIC who were taught the principle that those who are able to give will be happier than those who can’t, and 4: The homeless, helpless and hungry in Jávea for which he established the Harvest Store, and thousands of Jávea shoppers and Iceland Overseas customers donated food for distribution to those in need. The Harvest Store will continue with the backing of existing donors and the oversight of Carolyn and Fernando Torres, Pastors of the Spanish Baptist Church, with the support of Jávea International Church. and of all ages and nationalities recognised Peter as the man who helped them and found a source of food for those who were hungry. Peter and Tricia

founded the Mosaic group of churches and were welcome visitors to other churches where they spoke about the needs of the needy. Peter was the ‘anchor’ for three hours as Pastor Pete on FM Radio from Benitachell and was planning to provide 24 hour Christian broadcasting station on Sundays, from premises they had obtained in the C/. Andres Lambert pedestrian area. Peter had hundreds of different interests and ‘The Healing Room’ was one of the less known,

concentrating on encouraging the sick or depressed to look to God for their restoration to normality. He was attending a Healing Room Conference in Scandinavia when he died. Pastor Fernando officiated at the Cremation service with many of those present having a joyful disposition in thanking God for their memories of Peter. Gillian Hodges sang “God will make a way” and the committal was by Major Dieter Zimmerer of the Salvation Army in Denia. As worshippers left there were baskets where people made donations. He was my friend and we always parted as if he’d just thrown a bucket of blessings over me. Peter was a ‘born again’ Christian, who placed his life in the hands of God. In the Bible God promises a home for His children - who have accepted Jesus as the substition for their sin - who will be reunited with others who had made the same life-changing decision, so that when it is time for my departure from this earth, I will be reunited with Peter again in Heaven. (Can you imagine the eagerness with which he watches the ‘new arrivals’ doorway so that we can meet again). He will have a bucket of blessings for those he encouraged on earth, CR.
