I. INDIRECT RESEARCH The labor market in Romania is quiet until the end of the year, says a study of the Manpower company. This way, three quarters from the companies say they will maintain the number of employees in the past three months, and 12% plan to hire, similar rate to those who require downsizing. The most recent Manpower study regarding “The perspectives of hiring the workforce” shows that the net employment outlook is stationary, of 0%. The authors of the research say that this is the lowest rate since 2010. The percentage of the employers who don’t expect any change in their workforcesize is the largest in the history of Manpower surveys. Although the national net employment outlook is stationary, in six out of ten analyzed industry sectors and in five out of eight regions the employers expect increases in the total volume of the employment. The steadiest intentions of employment are reported to the manufacturing industry, whose net employment outlook is +12%. At the opposite end there is the building industry where the net employment outlook is -15%. Optimism in the west, fears in the south of Romania. In terms of regional, the most optimistic are the employers from the west of the country, who report a net foresight of employment of +8%, and the most pessimistic employers are in the south, where the net foresight of employment is -7%. In this region is recorded the most dramatic decrease of the foresight comparing to the previous year. The results of the study show that, at a global level, the hiring rhythm will be slow, but constant. So, in 29 out of 42 countries included in the survey, the employers anticipate a growth of the volume of employing, but the hiring activity didn’t seem to have been boosted significantly. The Manpower survey regarding the Prospects of Hiring Workforce is performed quarterly to measure the intentions of the employers and to find out if they want to increase or decrease the total employments during the next quarter.

The most wanted jobs on the labor market. 1. Software systems and applications developer - 70.872 jobs have been recently created starting with 2010, that means a growth of 7%. 2. Accountants and examinatorsi - 37.123 newly created jobs since 2010, meaning a growth of 3%. 3. Market research analys and marketing specialist- 31.335 newly created jobs since 2010, with a growth of 10%. 4. IT system analyst - 26.937 newly created jobs since 2010, with a growth of 5%. 5. Human resources specialist - 22.773 newly created jobs since 2010, with a growth of 5%. 6. Network and computer sytstem administrator- 18.626 newly created jobs since 2010, with a growth of 5%. 7. Salesman - 17.405 newly created jobs since 2010, with a growth of 4%. 8. Security analysts, Web developers and computer networks designers - 15.715 newly created jobs since 2010, with a growth of 5%. 9. Mechanic engineers - 13.847 newly created jobs since 2010, with a growth of 6%. 10.Industry engineers - 12.269 newly created jobs since 2010, with a growth of 6%.

Measures to stimulate the occupancy and the growth of the human capital

To fulfill the objectives related to the occupancy and the growth of the human captial, on a national level there have been identified a series of measures that can be implemented in the next period of time. In the occupancy field, realising the objective foreseen is fundamental in Strategy Europe 2020 for Romania, a certain rate of 70% for the age group of 20-64, at the end of the year 2020 (comparing to the target of the EU level of 75%). For this, a series of measures for the growth of the degree of ocuppancy of the populationare imposed, from which we mention: The reform of the legal framework regarding the stimulating employment and training opportunities; Investment in continuing training, including among other, operationalising sectoral committees, training of employees, with particular emphasis on the situation with people on vulnerable groups (rural areas and 4

inactive people), in studies regarding the correlation of the demand with the supply in the labor market and the skills need estimation Measures of sustaining the transition from unemployment or inactivity to the employment status; Improving the legal framework and the stimulation of the extention of working life. Building the social dialogue; Measures in the field of the migration of the workforce; Increasing the efficiency and the effectiveness at corelating the social welfare system with the employment; The modernization of the agricultural field and developing the economic activities in te rural area.

I. THEME OF THE RESEARCH: REQUIRED ABILITIES ON THE LABOR MARKET “Continuing education” is a more and more used phrase in the past years. In a work environment eternally fluctuating, the necessary skills for being competitive are also always changing. Institute for the Future, a non-profit group of strategic research within the Research Insitute of the University of Pheonix, identified six actual trends from the work field, trends which, the scientists say, are predicting the evolution of work in the next 10 years. Within the report of Future Work Skills 2020 made by the insitute, scientists revealed 10 necessary skills for being competitive on the labor market in the future years. 1. Sensitive rationalization: the ability to find the hidden meaning of things. While everything is becoming extremely computerized, we will need people with skills that can not be codified, like those which can offer a unique and vital vision for making a decision. 2. Social intelligent: the ability to get into contact with other people in a profound and direct way, to feel and to stimulate desirable reactions and interactions. The employees who prove social intelligence can evaluate the emotions of those around and can adapt their work and behaviours depending on that. This skill was always necesary to those who had to collaborate with others and to build relationship based on trust. In the future, this interaction will be realized with bigger and bigger groups, that you get in contact in different environments. 3. Non-standard and adaptable thinking: the capacity to find solutions and to give answers out of the ordinary. According to prof. David Autor from Massachusetts Institute of Technology, the polarization of the work places in the last 30 years was made on two big levels. The works opportunities decreased among manual labor and standard office work, as a result of automation of routine activities, writes New York Times. Instead, there are increasingly more opportunitiesi in the top field – technological and managerial occupations – and in the service one. These two areas are characterized by a common aspect, despite the big 5

differences that exist between them: the necessity of situational adaptability, with other words the ability to come with an unique, unexpected answer. 4. Transcultural skills: the ability to funcion in different cultural contexts. The organisations have already started to see the diversity as an inovation engine. Prof. Scott E. Page, director of the Center for Studies of Complex Systems at the University of Michigan, proved that a group who presented a various perspective and skills palette, exceeds the experts in a certain field. In an interconnected world, an employee can be sent in different destinations and can interact with people from different countries, fields etc. This thing requires language knowledges, knowing the cultural context, the capacity to adapt at the new conditions and to properly answer the challenges and also the ability to transcend the differences.

5. The capacity to calculate: the ability to translate large amounts of data in abstract concepts and to understand the thinking based on data analysis. Once the number of available data will rise, we will have to become better and better and analysing and selefting all available data. This thing will be made with the help of technology: programming language, virtual reality, simulations etc. Besides the capacity to calculate, the employees must understand the limits of it: 1. The models can’t be more trustful than the informations on which they are based; 2. The employees must be able to act even if the datas and the algorithms are missing. 6. A throughout knowledge of the new media: the ability to evaluate and develop content that uses the new media and to use them for a persuasive communication The explosion of the media segment made by the users, video uploads, blogs etc., is already felt in the work field and its going to be stronger in the next years. Employees will have to learn to handle efficiently these types of media like video language, to make and to prezent their own visual informations, to „read” these products in a critic manner, like reading a presentation or a scientific study. 7. Interdisciplinarity: the knowledge and the ability to understand important concepts in various disciplines. The complexity of the world in which we live in makes the problems that we get hit by unsolvabe by a single specialized discipline. These types of problems require interdisciplinary solutions. If the XX-th century was one of specialization, the XXI-st century is expected to be one of interdisciplination. Analyst Howard Rheigold explains: „interdisciplinarity is gowing forward than the simple fact of putting together scientist from different disciplines to work in multidisciplinary teams. That means educating scientists to be able to speak the languages of more disciplines – biologists who understand mathematics, mathematicians who understand biology.” This ability requires a native curiosity and will to learn outside the years of formal education. The profile of the employee is in a „T” shape – he has deep knowledge in at least one field, but has the capacity to conversate in the language of more disciplines. 8. Thinking oriented on design: the ability to reprezent and to develop tasks and work processes though only for certain results The employees will learn to adapt and to recognise the way of thinking necessary for different tasks, to adjust the work conditions and the style of work to solve different tasks. 6

9. The capacity of managing the cognitive load: the ability to filter informations depending their importance and to understand how can the cognitive functions be maximised with the help of different techiques and techonoligies. The large information flow can be used in the advantage of the user when he has the ability to filter them efficiently and to focus only on the important ones. For example, the social filter practice – using taggs, hierarcy, cataloging - it contributed to highlighting the qualitatively relevant informations. 10. Virtual collaboration: the ability to work productively and to prove their presence as a member of a virtual team The technology promotes collaboration even when the physical distance is a problem. The virtual work environment asks for a new set of skills from the members of those teams, as from the leader of the team. The necesity of developing these skills means that, for a person to become or to remain competitive on the labor market, continuous learning is required to follow not only their own sector but a large exposure from other sectors, writes The Guardian. The employees will have to grant more importance to managing their own career, following the way that techonogical developing is affecting the work field and finding out ways to adapt. A special attention will require online reputation, construction not only through ways to protect the image but to create a profesional network in which he can contact different companies and projects.

I. Conclusions. After applying the questionarry to 95 people we have come to the following results: Having an equal rate, the people who responded to the survey are men and women, their answers having a certain harmony, showing the types of people judging by their gender The most common age group is from 15 to 19, having only a percentage over the age group of 19 to 25. So, the questionnary was mostly applied to young people.. Having a close percenta, we can notice the fact that there is a certain equality between the people living in the rural area and the people living in the urban area. One of the smallest percentages in the „Studies” category is at „8 classes” and „others”, so most people who answered the survey have medium or advanced knowledge. The main abilities required for occupying a job are: communication ability in romanian, social abilities and cultural relationship knowldge. The main abilities own by the people who were applied the survey are: communication ability in romanian, social abilities and cultural relationship abilities, being the first three most required on the labor market. The best supplier regarding the abilities required on the labor market is the school.
