WELCOME HELLO AND WELCOME TO The February edition of the cm17 connection magazine... Happy New Year! (I think I can justify saying that on two counts. Firstly, this is the first edition since 2014 - I hope you had a great Christmas by the way! And secondly, in the middle of the month we have the opportunity to celebrate the Chinese New Year... Oh yes!) We’re into February already. My, oh my - do you remember when you were a child and the weeks felt like months and the months like years? Could do with experiencing that universe again - we’d all achieve so much, wouldn’t we! Until such time I’ll just hang on to the coat tails of time as it rushes by! Despite the time flying, I really enjoyed bringing this edition together for you, more so than normal. Why? Well we have lots and lots of local stuff. Stuff that is important enough to you that you either started it, created it or joined it... and then wanted to tell me about it. So I have had the great pleasure in working with representatives from Free Cakes for Harlow Kids, Baughan’s Against Encephalitis, Harlow Decorative & Fine Arts Society and Harlow Air Cadets and together, I hope we have created some enjoyable and informative articles for you. Letter from Robert Halfon MP Working Hard For Harlow

Dear residents, FUEL One of the top issues that Harlow residents used to raise with me was the price of petrol. In the last few years its price had rocketed, peaking at over £1.40 per litre for unleaded petrol in 2012. Fortunately, the Conservative-led Coalition has done everything possible to make life easier for motorists. Not only has the Chancellor guaranteed a fuel duty freeze, but he also cut petrol and diesel taxes by 1p in 2011. This is saving the average motorist £11 every time they fill up their tank, and means that petrol is 20p per litre cheaper in tax terms than it would have been under Labour. Yet, despite the government taking action, oil companies have been slow to pass on falls in the international price of oil to the motorist. Since July, the price of oil per barrel has fallen 37%, compared to the price of petrol which has fallen by just 9.5%. The government has made it clear that prices at the pump should be reflective, and I will continue to make the case for this. JOBS Britain is now the fastest growing economy in the world - and I am proud that Harlow is contributing. The BBC has said that Harlow has the highest business growth in the UK, and since 2010, the number of people claiming unemployment benefit has gone down in Harlow by 43%. This gives hundreds of families in Harlow the security of a regular wage packet. But we are still in difficult economic times, and many families struggle to make ends meet. This is why I was so pleased to hear David Cameron commit to increasing the rate that people start paying tax to £12,500 if the Conservatives win the next election. This will leave the average Harlow worker £500 a year better off. He also pledged that the Minimum Wage would be at least £8 an hour by 2020. This is great news for Harlow residents, and comes

on top of the work that the Conservative-led Government has already done to ease high costs of living. This includes raising the minimum wage by more than inflation to £6.50 an hour, freezing fuel duty (and cutting it by 1p) so that petrol is 20p a litre cheaper than it would have been under Labour’s plans, increasing the state pension by £800 since 2010, and freezing council tax. NHS Winter is always a difficult time for our NHS, and as many of you will know, the Princess Alexandra has been under a lot of strain over Christmas and the New Year. The PAH has seen an unprecedented number extra patients - there have been an extra 4 admissions per day than there were last year, and 1 in 5 patients are from out of the area. As a child, I frequently found myself as a patient in Great Ormond Street. Without the doctors I may not have even been able to walk. I am proud of the NHS, and its staff (and those working at the PAH are undoubtedly some of the best in the country), and I will do everything I can to support it. I am having regular meetings with the managers of the PAH, and have asked questions about the problems we have experienced in Parliament. The Government has given an extra £4 million to the PAH, on top the of the £5 million they received last year, to help the hospital cope with the extra strain. I have been told by hospital bosses that this money will be used to open an extra 20 beds in the next two months. Furthermore, I got agreement from Jeremy Hunt, the Secretary of State for Health, to come and visit. I will continue to fight for our hospital in Parliament. Very best wishes, Robert

Free Cake

Local Charitable Baking Group Celebrates Anniversary Written by group coordinator Emily Cross

It has been a bit of a crazy year since I started Free Cakes for Kids Harlow, part of a network of groups in the UK that bake birthday cakes for disadvantaged children who otherwise wouldn’t get one. All of our cakes are baked by hobby home bakers who mostly cover the costs of making and delivering themselves and so far we have baked 50 cakes for children living locally. One of the questions I get asked most is how we become aware of families that would qualify for a free cake and how do we make sure our service isn’t abused. A lot of the work in the early days of starting up was networking with existing family support services, and it is them that our referrals come from. The majority of our cakes are requested for children living in domestic violence refuges in Harlow. Our second biggest cake requester is Harlow Foodbank for families that have had to have an emergency food parcel around the time of a child’s birthday. Our hopes for the coming year is to expand the groups that we bake for, ideally we are looking to bake for young carers, and young people in sheltered housing who without family support. Here is a selection of some of our cakes from the past year.

LOCAL fundraising Have you heard of encephalitis? Neither had Sophie Baughan, until one fateful day in 2013 her world changed forever. Here’s her story... Viral Encephalitis is an extremely rare brain infection with only 7 cases annually for every 100,000 people. I went to bed on a normal night in November feeling like I was coming down with a cold and instead started to have seizures and spent a month in various hospitals and intensive care. Encephalitis strikes quickly, often without an obvious cause and has a high fatality rate; 1030%. Those who do survive may look recovered on the surface but are left with various forms of brain damage for the rest of their lives. This has changed every aspect of my life and those close to me. I now have symptomatic epilepsy which basically means epilepsy which has been caused by another disease. Epilepsy is not how we all think it is; flashing lights and dropping to the floor convulsing. Despite being on extensive medication I have 3 types of seizures, none of which are caused by flashing lights. I do have the convulsing kind of seizure that you’d imagine, but also absence seizures which mean that I stop and stare into space for minutes as well as partial seizures. Partial seizures happen several times a day but are difficult to explain; I remain conscious but feel faint, hot, removed from the situation, get déjà vu and everything starts spinning. I also have severe memory loss; I completely “lost” the 6 months or so leading up to that November. I have word-finding difficulties and

short term memory loss even to the point of getting lost on the way home from work and forgetting some conversations almost as soon as they happen. My entire life is now managed by to do lists and prompts. Finally, I have fatigue so despite managing to return to work, I have had to change my hours to part time. Despite all of these awful symptoms, I am alive and grateful to my family, close friends and work colleagues who have shown me unconditional love and support throughout what must have been for them, an incredibly stressful time (I was sweetly unaware of what was happening at the time). As I learn to live with the side effects of the encephalitis and fully understand how fortunate I am to have survived it became important to me and my family try and raise awareness of the condition and also raise funds for the Encephalitis Society. So in October 2014 we started a Facebook page called Baughans-AgainstEncephalitis and set to work on our first event. You may have seen it advertised in CM17 - it was a Dodge Ball Tournament held at Mark Hall Sports Centre, which was a brilliant success and raised £695. Our first planned event for 2015 is a Cage Fight in March but before that on 22nd February it is World Encephalitis Day. First impressions DO count. With interviews being the most common way to assess potential employees and employers we thought it would be useful to share our top tips for interviewing;

Prepare meaningful questions that are relevant for the recruitment process, obscure questions might be fun to ask but we have found they don’t add value to the process for either party. Have a consistent way of comparing candidates for the same role, it doesn’t have to be a formal grading system but just something that qualifies why you picked one candidate over another. Don’t spend the whole interview talking, it should be a 50/50 split conversation and make sure you are taking the lead not the potential employee. Give meaningful timely interview feedback, businesses work so hard to build a great brand in the market but if potential employees don’t hear back it is one of the easiest ways to damage your reputation. Enjoy interviewing, it’s not a case of ‘grilling’ people. If you want to get the best out of them ask challenging questions that provoke thought but you don’t have to play the bad cop, as remember employees have the choice if they want to work for you.

stamp duty reform December 2014 Back in December, George Osbourne surprised us all by creating a huge shake-up to the way Stamp Duty works in the UK. As an estate agent I have been lobbying for a change in the stamp duty rules for some time so we’re thrilled about the changes. However, this pesky property tax can be a confusing subject (even for us estate agents), so here is our guide to understanding the changes. For the vast majority of home buyers in Bishops Stortford (around 98% of us) the changes are great news because if you’re buying a property under £937,500 you will be paying considerably less tax than you would have done under the old rules. So What are the New Rules? The stamp duty land tax you pay is now set in chunks rather than on the whole value of the property. Here is the table released by HMRC that details how much tax you pay in each chunk.

Stamp duty now works in much the same way as income tax.

• You will no longer pay a flat % based on the final selling price.

• Buyers purchasing properties under £125,000 still won’t have to pay stamp duty at all.

• The percentage of tax you pay will change as you go up the scale.

• You won’t pay any stamp duty on the first £125,000 of the value of your property, just like your income tax allowance.

• Properties over £1million will see an increase in stamp duty.

Here’s an Example for you: If you purchase a property at £185,000 under the old rules you would have to pay 1% tax on the whole price, that’s £1,850. Under the new rules, you don’t have to pay a penny for the first £125,000 of the property value and you pay 2% on the remaining £60,000, which is £1,200. Much cheaper! For more information and help working out what stamp duty you owe on a new property, check out HMRC’s calculator. http://www.hmrc.gov.uk/tools/sdlt/land-andproperty.htm The Advantages The great thing is that properties between about £250k and £925k can save thousands of pounds using the new system, so if you’ve been thinking about moving home but have been put off by high moving costs then there’s no better time than to reconsider now. This is particularly good news in Bishop’s Stortford as the average asking price has now reached a whopping £425,000. Apart from the obvious cost saving when moving home there are some other advantages too. No longer will properties struggle to sell when priced just above a stamp duty band change. For example a property valued at £260,000 would achieve far less interest than one priced at £250,000 simply because there was a huge jump in stamp duty. This ‘slab’ style tax was ineffective and often meant properties were sold for under their value due to the old stamp duty structure. Hobbies get ready for the cycling revolution

Graham Flavell from Dorset fondly remembers the bike he owned as teenager:

“I sold it when I learned to drive a car, but I really regretted that later.” As a child growing up in the Midlands he not only used it to cycle to school, but would spend hours roaming the neighbourhood with friends, all of whom owned bikes:

“I remember that in the ‘50s and ‘60s everyone who worked at the factories commuted by bicycle, so for my generation cycling was a way of life.” After university Graham moved to Dorset to take up a new job and decided to return to cycling as a way of exploring the countryside. For many years he continued to enjoy low-key, leisurely bike journeys: discovering more about the local area and enjoying the occasional family holiday on two wheels. In recent months, however, Graham’s commitment to cycling has undergone something of a revolution. He is now one of the many thousands of people in the UK for whom cycling has become a serious hobby, and he currently cycles up to 140 miles each week with a group of like-minded friends. Graham says: “We meet twice a week and I enjoy the camaraderie of cycling with other people. It was hard when I started, but I’ve been amazed how my fitness has improved over the last six months.” The popularity of cycling has been enhanced by trailblazing athletes such as Sir Bradley Wiggins, who has achieved elite status as a professional cyclist on both track and road, but this new trend is also driven by health concerns: Graham admits that health is “a big topic” amongst his fellow cyclists. Sport England claims that over 2.1 million

people currently cycle on a weekly basis in the UK, and in the autumn of last year the government published a draft version of its Cycling Delivery Plan for consultation, giving details of a 10-year strategy that includes the ambition to double the amount of cycling activity on Britain’s roads by the year 2025. In the Netherlands cycling has enjoyed popularity for over 100 years and even now nearly 30% of all Dutch journeys are made by bike. The recent government consultation is one of a number of promising signs indicating that the UK is trying to catch up with its Dutch neighbours. So where do you start if you have decided to take up cycling for the first time? It really depends on what kind of cycling appeals to you. Where are you from originally? I am born and bred in Harlow, and attended William Martin Junior and Brays Grove Comprehensive schools. Have you experience in the sports & leisure industries? Since leaving college in 2000, I have spent my entire career in the industry. After working for Harlow Council at Norman Booth & Sumners Leisure Centres I did a small stint at a local ice rink before moving to Harlow Sports Centre as a Duty Manager. Progression took me to the small sided football industry, where I spent 7 years working at various sites in and around Essex and London. What made you decide to work back in Harlow? I am lucky to have 2 year old twin boys, so the amount of travelling I was doing was really hard on us all and I felt that I was

missing out on so much of their growing and development. At the same time the opportunity to work at Mark Hall came up. Where the workplace ethos was all about engaging the local community, encouraging use of the centre and making it an integral part of community life. Who would not want to be involved with something like that! So you’re all about supporting local community? Absolutely, whenever I can. I am very proud of the town that I grew up in - it has so much to offer, and being part of that was something that really appealed to me. I really enjoy being part of the local community, and mixing with so many different people in and around the area. How old is the Sports Centre and why a relaunch?

mark hall Sports centre The centre has been operating for over 8 years, but was relaunched in September 2014 after being taken over by ATT (Academy Transformation Trust) who also sponsor Mark Hall Academy. What has been the most valuable lesson learnt so far? Definitely “never give up”. You get out what you put in, so I’ve learnt that no matter how many hurdles are put in your way, the reward at the end is always worth it. What has been the most challenging aspect? Getting the right balance of activities. It’s such a widely used facility I am constantly monitoring usage to ensure we provide activities for all ages and abilities. What’s the most rewarding aspect of your job? It has to be working with so many great clubs and organisations. We are lucky to be the home of Harlow Athletic Club, Harlow Running Club, and 2 of the biggest Netball Clubs in the area (Tegate & Cross Keys) along with Langley Colts FC to name but a few. They all have a large number of members. Some of them performing at the highest level, even representing their country in their selected sports. It is great to see such a wide range of people walking through the door to take part in sport week in week out. You obviously don’t run the centre on your own? No! The running of this facility would not be possible without the great team I have working for me. From Duty Managers to cleaners, from coaches to receptionists and gym instructors. They all play an important part in keeping this centre such a great place to visit. How should potential customers contact you?

As well as working closely with local clubs to provide a wide range of sports we offer very competitive gym memberships for our fully equipped techno gym, and centre membership if you fancy a bit of tennis, badminton or table tennis. Don’t know your Moores from your Monets? Can’t distinguish between a pre-Raphaelite and a postimpressionist? Or maybe you just want to know more about architecture, ceramics or furniture? Then perhaps you should consider joining the Harlow Decorative and Fine Arts Society. This one hundred and fifty strong group is a member of the National Association of Decorative and Fine Arts Societies (NADFAS), a registered educational charity which was established with the prime objective of promoting and advancing the cultivation, appreciation and study of the decorative and fine arts - in all their various forms. The Harlow group is one of twelve such societies within Essex. Our local group maintains a busy programme of activities throughout the year. It organises ten lectures every year given by speakers who are all experts in their chosen fields - and who all have proven academic knowledge and experience of their subjects. In addition to these presentations the group arranges outings to museums, stately homes, gardens and historic houses. You could also get involved in Church Recording where you can participate in the fascinating activity of recording the details of the internal fabric and furnishings of churches of all denominations. Or maybe play a part in preserving our national heritage by becoming a Heritage Volunteer. As a volunteer you would help in the task of archiving and conserving books and textiles in museums and galleries, as well as in National Trust properties, historic houses and libraries.

Across the whole town there has been an increase in thefts from motor vehicles; particularly vans with workmen’s tools, where the tools are either removed or the vehicle is stolen with tools inside. Please be on the look out for suspicious behaviour around vehicles. If you see a vehicle parked up with persons inside watching the area and have the time, without them noticing you, please take down the registration number, make and colour of the vehicle and of course any descriptions of the occupants and call Police. FOOD IDEAS TO EASE THE WINTER BLUES

CHILLI We all have our chilli recipes or they can be found easily in books or online. For a one pot no hassle chilli or Bolognese, in the last five minutes of cooking, stir in a packet (or two) of Uncle Ben’s 2 minute rice until it is hot right through, then sprinkle the top with grated cheese, wait until it melts and without stirring it in, serve. It can be Stilton or Brie if preferred.

NACHOS with a difference Nachos has become a popular sharing dish, with Doritos tortilla chips mashed kidney beans (refried beans) Avocado Guacamole, melted cheese etc. If Nachos is one of your favourites, try this, Heat the oven 185c / 375f / gas 5. Put the tortilla chips on an ovenproof plate, and bake for about 5 minutes, sprinkle with grated cheddar, melt in the oven then top with scrambled eggs, finely chopped smoked salmon and / or a salsa. A spoonful of sour cream would be a grand finale.

AN AVOCADO SALSA RECIPE The amounts of each ingredient is up to you. 1 or 2 large ripe avocados, spring onion or a shallot finely chopped, a crushed clove of garlic, a couple of tomatoes, skinned, seeded and chopped, a fresh red chilli, seeded & finely chopped, the juice of a lemon or lime. 2 tbs coriander chopped if available. Mash half the avocado and chop the rest as you want texture. Fold all together. If not using immediately, cover the surface with cling film, cover again and refrigerate. TIP: A book suggest that to soften a hard avocado, put it in the microwave for a few seconds until it reaches the desired softness... I haven’t tried it yet!

Harlow Chorus Love, Loss & Liberation - Passmores Academy Sunday 29th March 2015 Words by Mick Rumens

Harlow Chorus’ first concert of the New Year will be a performance in Passmores Academy, where the young pupils of Henry Moore Primary School will again be joining us. Our accompanist will be Sarah Graham Smith who will be joined by Daniel Hill in a piano duet during the evening. In the absence of our regular Musical Director, Alexander Chaplin, Mark Spronson will be our conductor. Mark has worked with Harlow Chorus in the past and is an accomplished, and very busy conductor, composer, arranger, singer and music technologist specialising in choral music. As a choral singer, Mark has performed at the highest level in concert halls across the country, on the opera stage, and on numerous commercial recordings, as well as appearing regularly on radio and television. He has held posts with several choral societies and is currently musical director of Enfield Choral Society, as well as directing his own chamber choir HELIOS Voices, and has a reputation for engaging and challenging rehearsals and

vibrant and exciting performances. He is an excellent and well-respected substitute for Alex. Our programme will be Brahms Ein Deutsches Requiem op 45, McDowell On Angel’s Wing and Vaughan Williams Five Mystical Songs. A German Requiem, To Words of the Holy Scriptures, Op. 45 by Johannes Brahms, is a large-scale work for chorus, and a soprano and a baritone soloist, composed between 1865 and 1868. It is sacred but non-liturgical, and unlike a long tradition of the Latin Requiem, A German Requiem, as its title states, is a Requiem in the German language. Brahm’s mother died in February 1865, a loss that caused him much grief and may well have inspired Ein Deutches Requiem, however Brahm’s lingering feeling over Robert Schumann’s death in July 1856 may also have been a motivation. Comprising seven movements, many of the harmonies and themes have an exceptional quality and are both inspiring to perform and to listen to.

2317 Squadron Harlow Air Cadets The Air Cadets gives young people the chance to take part in a large range of challenging and exhilarating activities while being supervised by the dedicated members of experienced adult volunteer staff. Who can become an air cadet? Any person in Year 8, to age 17 can become a cadet with the Air Training Corps. A cadet can then stay until they’re 20 following a DBS (formerly CRB) certificate being issued at 18. After 20, you can still be involved with the ATC by becoming a member of staff at a squadron, as a Civilian Instructor, Non-Commissioned Officer, or Commissioned Officer. Why should you join the air cadets? There are many different reasons why you should join air cadets, not only is it really fun and a great place to make new friends but you will learn many helpful skills. You will also gain nationally recognised qualifications while you take part in various amazing opportunities such as flying, the Duke of Edinburgh Awards, target shooting, camps, gliding, radio communications, drill, many sporting activities, competitions and many more. Just this year across the UK 20,000 cadets and staff will take part in adventure training activities, Air Cadets will have spent over 50,000 hours of flying, 12,000 cadets and staff will have been on summer camps in the UK and abroad, 3,000 cadets will have achieved Duke of Edinburgh

Awards and 1,000 cadets will qualify for BTEC certificates. How often can you attend? Harlow squadron meets twice a week on Monday and Friday evenings from 7:15-9:45. During your time as a cadet there will also be other days that are dedicated to other activities such as charity work, annual competitions and many more. What do we do on parade nights? Parade nights are constructed of a First Parade, where cadets are registered and briefed for the evening. During the night, there are two sessions divided by a break. These sessions are normally influenced by events outside the squadron, for example if there is a Duke of Edinburgh expedition approaching, the cadets will be going through sessions such as kit checks, or if there is a radio and communications exercise at the weekend, the relevant cadets will focus on equipment testing and briefing. Otherwise, the sessions are spent on activities around the squadron, such as training, sport, or shooting. At the conclusion of the parade evenings, there is a final parade for all cadets and members of staff for announcements, awards and general information. How much does it cost to join? AIR CADETS contact your local squadron to find out when the next intake evening is to come and have a look around, payment isn’t required until uniform is issued, and cadets know they want to remain in the corps. When uniform is issued, cadets pay ‘subs’ as a subscription fee, which comes back towards paying for events and equipment for the squadron. Do I get uniform? Yes, all squadrons will provide you with RAF ‘Blue’ uniform. This includes shirts, trousers, foul weather jacket, and uniform features (Beret, brassard etc.). Squadrons are normally able to provide CS95 ‘Green’ uniform as well, and some squadrons are now able to provide the new MTP ‘Green’ uniform. Green uniform includes shirt(s) and trousers. Cadets only need to purchase footwear for each uniform, which are the parade shoes and boots for greens.

Do you have to join the RAF? You do not have to join the RAF if you are a cadet. However we are sponsored by the RAF which means that you will have the opportunities to visit RAF bases. Becoming an Air Cadet will not only assist you in a military job but will also give you a head start in any career path that you may choose.

The Henry Moore Primary School Christmas Concert with Harlow Chorus Owing to the absence of the January CM17 issue-we are only sharing one Christmas 2014 performance with readers! On 20th December 2014, some members of the school choir joined Harlow Chorus for their Christmas Concert at Passmores. It was a very exciting day with a rehearsal in the afternoon and concert in the evening. We joined Harlow Chorus for some items, sang carols with the audience and three Christmas songs of our own.

Towards the end of the concert the four soloists helped support the Essex Air Ambulance by holding a bucket and asking people to donate money.

We thoroughly enjoyed the whole experience and it was a privilege to sing with such a talented choir conducted by Alexander Chaplin. On December 20th 2014, 20 children from the Henry Moore Primary School were invited to sing with the Harlow chorus. Every Monday morning we had to rehearse before school and learn at least 10 carols off by heart. It was hard work but we managed to learn them just in time! If we had to choose our personal favourite songs they would have to be Rock around the Shops, one of our solo songs, and Calypso Carol, which we sang with the Harlow Chorus.

We had to wear all black and our smart Henry Moore T-shirts. Before the show started we all had last minute nerves, especially the four Many congratulations to our Partner School-St James’, Harlow who went from Special Measures to ‘Good’ in November 2014!
