Letter from Robert Halfon MP Working Hard For Harlow Dear Reader, JOBS AND APPRENTICESHIPS Since being elected as Harlow’s MP in 2010, I have made bringing more jobs to our town my top priority. I am delighted to say that unemployment has halved since then, and Harlow’s unemployment rate is now below the national average, despite it being significantly higher in 2010. This means that hundreds of extra people in Harlow are taking a home a regular wage packet, and supporting their families.
Much of this improvement is down to Harlow College and other training providers, who are helping our young people get the skills they need to get on in life. This is borne out through the statistics: youth unemployment is now lower than it was when this Government came to power, and there has been a 61% decrease in our young people claiming JSA. As many regular readers will know, I campaigned hard for the new pre-apprentice school (Sir Charles Kao UTC) which opened its doors last September. The UTC offers free, first-class education to 1419 year olds in Harlow, specialising in science, computing and medicine, as well as traditional academic subjects. I visit the UTC regularly, and have seen the amazing work that they do. FUEL PRICES Another key area that I have campaigned on strongly since being elected is cheaper fuel. This is important, as high petrol prices don’t just push up the cost of motoring, but also food and public transport.
Luckily, this Government is on the side of the motorist and announced a freeze in fuel duty until 2015. This means that, in tax terms, petrol is 20p cheaper per litre cheaper. Although I have criticised oil companies for not cutting prices as quickly as they should (due to a fall in the global price of oil), I welcome the supermarkets who have lead the way by cutting the cost of petrol. These cuts mean that the cost of fuel has fallen by 16% over the past year. But I will continue to campaign for lower prices on fuel. I recently met with Treasury Minister Nicky Morgan to make the case for a further cut in fuel duty, and to ask for independent petrol retailers to
get the same perks that big oil companies get, as it is important that we support our local petrol retailers HOUSING Whenever I am out and about knocking on doors, housing is often a key concern. We must make sure that Harlow housing is there for Harlow people, and that it is affordable so residents on low earnings have a better chance to buy their own home.
House building is now at its highest level since 2007 and the Conservative-led Coalition is investing heavily in affordable housing for families. Already, 84,000 homes have been built, with another 150,000 by 2015. The Government has also set aside £23.3 billion to build enough houses to cover an area the size of South End, meaning we have the fastest rate of affordable house building for two decades. On social housing, rules are being tightened to ensure those from overseas will have to have lived in the country for two years before they can claim council housing, and Harlow Council has already introduced a requirement that applicants must have at least 5 years of association with Harlow, to be eligible for a council house. ILLEGAL ENCAMPMENTS I continue to have regular meetings with the police and council regarding the illegal encampments in Harlow, and met with the Chief Constable of Essex Police, and the Police and Crime Commissioner last week. The Police have agreed to look at the consistency of when they issue S. 61 Notices, and if they aren’t being issued, to explain why not. We are also working with the Council to see what extra powers would be available to Essex Police if a transit site was available. Six theatre designers will be showcased each is a member of The Society of British Theatre Designers. The display in the Gibberd Gallery has been adapted from their recent show ‘Make:Believe’ at Nottingham Trent University. This includes working theatre set models, costume, photographs and films of live theatre performances. Free Cakes for kids Creative Cake contributions! Free Cakes for Kids is a community service to families who find it difficult to provide a birthday cake for their child. The cakes are baked by volunteers from our community with your kid’s favourite theme or style. Free, friendly and confidential.
We thought it would be interesting to show you some of the cakes that are being baked each month by local people for local children... here’s some from February. This is our 50th birthday cake baked by Crumbs & Candles, it went to a child living in a domestic violence refuge locally. Thanks to Sam for this cute cake.

The families and staff at Safer Places are grateful for people and charities like Free cakes for kids, many of the families have come in with no material belongings and little money, while we can support them in gaining the basics like safety, food and clothing it is luxuries like days out, presents for birthdays, Christmas and experiences that they lack. The children have said receiving the cakes makes them happy, this may seem small I itself but it helps to create happy memories of their time in refuge and for the future. kisses4kids step back in time charity fundraising ball Local children’s charity Kisses4Kids is asking the generous residents of Hertfordshire and Essex to help make its 1920s-themed ball a roaring success. The charity will hold its first ever ball on 14th March 2015, supported by housing and care provider Places for People, to raise much-needed funds to help make wishes come true for children with long term and life limiting illnesses, and their families, across Essex, Hertfordshire and London. Tickets are available for the event, which will take place at Hunters Meet in Hatfield Heath, with organisers promising a night of old-fashioned twenties-style glitz, glamour and fun with cocktails, four-course meal, live entertainment, casino games, raffle and an auction. Kisses4Kids was established by Stacey Johnson, who having spent long periods of time as a teenager in hospital battling an inoperable brain tumour, wanted to do something to ease the boredom and brighten the lives of children and young people who had experienced illness and their families. Since becoming a registered charity in 2008, Kisses4Kids has helped hundreds of children with days out, family trips away and even a sensory room and outside play area at the Princess Alexandra Hospital. Ball organiser and Kisses4Kids trustee, Sara Evans, first got involved with the charity when her daughter Evie, now 4, was in and out of hospital with a variety of lung and heart conditions relating to her prematurity.

property column estate agents contracts made simple What should I look for in an estate agency contract? With so many estate agents in Bishop’s Stortford, it can be hard to know what to look for in an agent let alone in their contract. Although contracts sound scary and full of pitfalls, if you know what to look out for you can make sure that you ‘re happy signing a contract and that you instruct the best Bishop’s Stortford based agent for you!
2. Sole Agency - This is usually the best option for you and your agent, it’s exactly the same as a sole selling rights contract except you don’t have to pay the agent if you find your own buyer from another source.
So what do you need to be wary of?
3. Multi-agency - Again, much the same as the above but you can use as many agents as you like and only pay the one that manages to sell your property for you. Be cautious though as some agents charge higher fees to be in a multi-agency contract and being seen several times listed with different agents on Rightmove can be a disadvantage.
Percentage rates and VAT - On lots of estate agent contracts, particularly in Bishops Stortford, you may just see the percentage fee you will be required to pay, now while this may well be correct not all agents include VAT within the percentage that they quote you. Tie-ins and notice periods - Most agents will have a tie-in period of between 6 to 8 weeks to give them a chance to sell your property before you consider changing agents, however some agencies have been known to have tie-in periods for between 12 and 20 weeks so make sure you read the fine print. Also remember to check the notice period your agency has stipulated because if you are unhappy and wish to change agents you may have to give them a certain period of notice, for example, 2 to 4 weeks.
4. Ready, willing and able purchaser - Avoid this one at all costs! This sort of contract means that you have to pay the agent for finding you a buyer even if you decide not to sell or take your property off of the market for a while!
Types of contract - Make sure you really know what you’re signing up for when it comes to your agency contract. There are 4 different kinds:
Future Liability - Be careful to read the contract carefully for this. Future liability means that if you stop listing with an agent but then sell your property through someone else a few months later, the original agent can get in touch and demand pay if they “introduced” you to the buyer first. This can happen at any time, even years after you terminated your original contract.
1. Sole Selling Rights - This means that the agents in question are the only ones allowed to sell your home for you within the given tie-in period AND you have to pay them even if you find your own buyer. Not ideal.
There certainly can be pitfalls with some estate agency contracts, but if you pick the right agent, know what you need to be wary of and you read the documents carefully you should be well on your way to a successful sale. Harlow Lions, they will be quick to tell you, are not a rugby club! They are, in fact, an organisation whose prime purpose in life is to help those less fortunate than themselves. I went to meet Ronni Ayres, the first woman to become a full member of the Harlow Lions, and her husband, Dennis, a past club president.
Ronni, how long have you been involved with the Lions? For twenty-two years, ever since Dennis became a member. Of course, he’s the President now. But I’ve only been an elected member for less than a month. And the first woman in the Harlow club. Congratulations on that. Are you both local people? Well yes, for almost thirty years now. Dennis and I were both social workers and we came up here from Surrey when I became deputy-head of Pishiobury School and Dennis took a job in Brentwood. When the school closed in 1984 we moved to this house. So that was twenty-four years ago. Tell me about the Lions. Lions is an international service club - service as in service to the community. Lions started in 1917 in America. A Chicago insurance man called Melvin Jones convinced his business luncheon club that it should ally itself to other clubs and form a national organisation dedicated not only to networking for business and social purposes but to the improvement of the community as a whole. In fact the Queen Mother was involved in bringing Lions to England between 1948 and 1950 and at the moment Her Royal Highness the Countess of Wessex is Patron of Lions Clubs in the British Isles. The name Lions has nothing to do with the animals – it comes from ‘Liberty, Intelligence, Our Nation’s Safety’ and our motto is ‘We Serve’. Each new club is chartered from the Lions’ headquarters in Oakbrook, Illinois in America and we

were chartered in 1980. We had our twenty-eighth charter anniversary dinner last night at the Hunter’s Meet in Hatfield Heath. Have the organisation’s aims and intentions changed very much since its beginnings? No, its intention always been to help those less fortunate than ourselves. That’s always been the byword. One of our previous senior people in East Anglia used the phrase, ‘Put the fun into fund raising,’ which I quite like. So we go out as a group and do whatever we have to do to raise money. We are twinned with Ottersberg Lions Club near Bremen in north Germany. We go over there every September which we’ve been doing for the past twenty years. Dennis and I have been every time. Our club serves cream teas at Ottersberg’s local fete and this year we received a certificate from the Bergermaster of Ottesberg thanking us for our services to the local people at their fete. Every penny we raise goes to charity. We don’t take a single penny; wherever we go we pay all our own expenses. We never, ever use the charity money. Although we do have something called a twinning fund to help us to pay for things when our German friends come over to England. Any money in this twinning fund is raised only from members of the club. We never use any money donated to charity by the public for that purpose. What are the range of activities you get involved with to raise money? Dennis: We used to run the Victorian Fayre in Old

Charities Harlow, we ran it for about eighteen years and all of the money raised went to charity. We used to get twenty thousand people there. And all for charity. We’ve started it back up again now. Ronni: We organised the whole thing and other local charities could have stalls all along the High Street. We had a lot of support for that. And we used to steward and staff the gates at the Fighter Meet at North Weald airfield – we would take all the money and help park the cars. Our German friends from Ottersberg used to come over for those weekends. The organisers of the event gave us an amount of cash for doing the stewarding, the amount they would have had to pay if they had brought staff in, and that money went straight into the charity account. Dennis: But we now do the Bus Rally at North Weald. Ronni: The same thing – taking money on the gate and parking the cars, and again they give us an amount of cash. We’ve also done the stewarding at the town’s firework display, the Christmas collections outside the supermarkets and at Easter we put big Easter Eggs into pubs and raffle them. We get the money from that. And of course the tea tent in Germany. Dennis: We sold more than two thousand scones over that weekend raised about seven thousand Euros from our cream teas. All of that money was donated to one of the Ottersberg Club’s local charities. Likewise, when they come to England and help in our fund raising, all the money raised then is donated to our local charities. Can you give me a couple of examples of people who have benefited from your work? Ronni: Places like St Claire’s Hospice; Mencap; the Essex Air Ambulance; New Century Lions Romania Appeal. Dennis: And I’ve got my Year Book here and all the letters of thanks – from places like Keat’s House; from
Operation Romania; and one letter from the Eureka Swimming club – we brought them some equipment. And we’ve just heard that thirty-seven million people have had their sight saved or restored as a result of money raised by the Lions. Ronni: Either through the removal of cataracts but mainly through the provision of drugs to prevent River Blindness disease. Do people tell you about other individuals who need your help? Ronni: Yes, we do get referrals from local sources for people who need help, both individuals and groups. We also donate to local charitable groups, but that normally only happens when they apply to us for assistance. What are the backgrounds of the people in the club? Ronni: As I say, we were social workers; but we have a variety of professions, careers and trades. A really wide range of people. Dennis: And during the year we run a lot of social events – going out for meals, visiting places like Kentwell and Hatfield House, barn dances, darts, bowling. Lots of things. And now you are looking for new members? Dennis: Yes, that’s right. Both men and women. Ronni: Couples would be nice, where husbands and wives can both be involved because there is a role for men and women. Our youngest member at the moment is in his early fifties – and about to become a grandparent. And we know that new members are the lifeblood of any club. Because they bring in new talent, new ideas and new enthusiasm. So what we are looking for are enthusiastic people who want to make a difference in the community. Dennis: We meet on the first Thursday of each month at the Oddfellows Hall, Old Harlow, CM17 0AG. Everyone would be welcome. Ronni: The thing is we would be so delighted to hear from anyone who is interested in joining us.

SCAMS Bogus callers are creative and their reasons for needing entry into your home can seem plausible, but be cautious. The person whose car has broken down and needs to use your phone to call the recovery service may not be who they seem. More complex scams involve people pretending to be from utility companies and needing access to your home. These people often work in pairs. While one person distracts the homeowner, the other gains entry to your home to steal. Typical scenarios include stories of an emergency gas or water leak. Over the telephone callers may pretend to be police officers or bank officials, who tell victims that thieves have had access to their bank accounts. They may try to reassure victims that they are genuine by telling them to hang up and dial 999. When they hang up the thief stays on the line, before ‘answering’ the 999 call. They then ask victims to withdraw large amounts of cash and send it to them in a taxi so that they can check the notes for fingerprints. Identification Always be sure the caller is who they say they are before letting them in. All genuine callers will have identification and won’t mind you asking to see it. “Don’t let anybody in your home that you don’t want there. It’s about common sense. If you don’t like the look of them, don’t let them in.“ Heather Gurden, Senior Architectural Representatives from water, gas and electric companies are unlikely to call at your home without an appointment and police are likely to be present if there is a real emergency. If you don’t want
callers in your home, tell them. If they fail to listen you should contact us. Police or bank officials would never call you by telephone and ask for your full bank details or ask you to withdraw large sums of cash. Advice Most people who call at your home will have a genuine reason for doing so but by taking a few simple precautions you can protect yourself and your home. Follow our advice to stay safe: • If you receive a phone call asking for your bank details or for large sums of cash call police from a different phone, for example a neighbours, or wait 5 minutes and be sure you hear a dial tone before dialing. • Don’t be frightened to ask for identification and always check it carefully. If you’re not sure, ask them to come back another day. • Think about installing a door chain and use it. Keep the door on the chain until you’ve seen identification. • If you need your glasses to read the identification, close the door before going to find them. Don’t leave the door open and unattended. • Remember to lock the back door before opening the front. • Don’t be pressured into letting someone into your home if you have suspicions. • Don’t keep large amounts of cash in the house. • Don’t believe scare stories. Our first annual Sawbridgeworth Model Railway Exhibition in 2014, was a great success, with over 600 visitors and raising over £1000 for the Sawbridgeworth Memorial Hall. Following on from last years success, the 2nd Annual Sawbridgeworth Model Railway Exhibition will be held again at (and to raise funds for) the Sawbridgeworth Memorial Hall, and will take place on Saturday 14th March, 2015, from 10:30 until 16:30.

A SURPRISE EASTER CAKE You’ll need a 2lb loaf tin. A Victoria sponge recipe ie; 6oz butter, sugar, eggs (3) & Self Raising flour. Whisk the butter and sugar together until fluffy, beat in the eggs one at a time then fold in the flour. If you want a chocolate cake either add 2 tbs cocoa or 4-6 oz melted chocolate with a tsp baking powder. Here is the surprise. Cadbury’s creme eggs. It’s up to you how many you put in the tin. Just one row is 4, down the middle, side by side is 8, random is about 5 or 6. NOTE: They must go in the freezer first for 24 hours at least.

1. First it is important to pre-heat the oven 180c /375f/5gas. 2. Make up the recipe, use a liner if you have it or butter the tin generously. Put some cake mixture in the bottom of the tin and then lay the eggs in, the mixture helps to position the eggs, although the eggs will always end up on the bottom. Fill the tin with the rest of the mix. 3. Put in the oven immediately so that the eggs stay frozen for as long as possible. A good idea is to unwrap the eggs when you put them in the freezer so that they are ready to pop straight in the tin. Bake for approx. 45 mins. The eggs remain whole, they don’t melt into the cake. You can use any cake recipe you like, even a cake mix, but it doesn’t need to be rich as it turns out to be too sweet. The good old Victoria sponge is perfect.
TIP: If you want a larger 8” square cake make the ingredients 8oz of everything, 8 chocolate eggs would also be sufficient.

Harlow Chorus Love, Loss & Liberation Sunday 29th March 2015 Words by Mick Rumens
In addition to the Brahms Requiem, the above concert will include, Vaughan Williams Five Mystical Songs and Fantasia on Greensleeves plus a composition by Cecilia McDowell, On Angel’s Wings. The Five Mystical Songs is a musical composition by English composer Ralph Vaughan Williams (1872-1958). The work sets four poems by seventeenth-century Welsh-born English poet and Anglican priest George Herbert (1593-1633), from his collection The Temple: Sacred Poems. While Herbert was a priest, Vaughan Williams himself was an atheist at the time (he later settled into a “cheerful agnosticism), though this did not prevent his setting of verse of an overtly religious inspiration. On Angel’s Wings was commissioned by Janet Lince and the Royal Leamington Spa Bach Choir and is dedicated to the memory of the young composer, Tim Stevenson. Alison Mary Sutton, Quentin Hayes and the Royal Leamington Spa Bach Choir, conducted by Janet Lince, gave the first performance on Sunday 28th June 1998. Born in London 1951, Cecilia McDowell has won many awards and has been short listed seven times
for the British Composer Awards. In 2014 she won the British Composer Award for choral music. Her music has been commissioned and performed by leading choirs and major music festivals both in Britain and abroad, and has been broadcast on BBC Radio and worldwide. Much of her music is on disc, including Three Latin Motets sung by the renowned American choir, Phoenix Chorale, on the Chandos label. This CD won a Grammy award in February, 2009, and was nominated for Best Classical Album. She is currently “composer-inresidence” at Dulwich College, London. In 2013 she received an Honorary Doctorate in Music from the University of Portsmouth. Cecilia has accepted a commission from Harlow Chorus to compose a new choral work in celebration of the choir’s 40th Anniversary. Arrangements are being made for a major concert for the world premiere of this work early next year. It can now be confirmed that our soloists for this concert will be Claire Pendelton Wholey, soprano, and Miles Horner, baritone.

The Henry Moore Primary School Year 3 Study the Artist Vincent van Gogh Our topic this half term is light, so who better to study than the master of light himself, Vincent van Gogh? We began by looking at the painting Starry Night painted in 1889, and focusing on van Gogh’s use of light.
