Who else thinks that the year is now freewheeling to its end? I don’t know if it’s due to the nature of my work (I’m always planning at least 2-3 months ahead) but it feels that once bonfire night is over, Christmas will be upon us. I blame the shops for starting to display their Halloween and Christmas products back in the summer. It was quite discreet at first wasn’t it, tucked away in the least visited corners... and now it’s BAM! Christmas sweets and treats everywhere!

I love it though. I love the onset of the new seasons and the opportunities to celebrate that each of them brings. With winter heading our way and Christmas just round the corner, we’ll start to pack away our gardens and prepare our homes. Stock up on food and drink and look forward to nights snuggled with our loved ones... Stop. Who am I trying to kid! The reality for most of us is quite different isn’t it? Rush, rush, rushing as apposed to chill, chill, chilling! Fortunately, there are lots of trades, local services and events in this month’s edition that may just help make November a little easier... Good News for Harlow Town Centre At Conservative Party Conference I welcomed the announcement by George Osborne that councils in England will be able to keep the proceeds from business rates raised in their area. This change will mean that local councils in England will be able to set or lower their own business rates to attract new businesses and keep the revenue to regenerate local areas. This is fantastic news for the regeneration of the Town Centre. Under the plans, Harlow Council will be able to set its own rate, attract new investments and more business, and use this revenue to regenerate the local area. This change is due to be in place by 2020 and it would mean that local councils (including Harlow) will retain 100% of local taxes.

Buy once and give twice at harlow cards for good causes charity christmas shop A little bit of Christmas is coming to Harlow with the opening of the card for Good Causes seasonal shop at Harlow Library. The UK’s largest multi-charity Christmas card organisation is once again decking the halls in its Harlow shop for the 5th time, offering an array of festive cards and Christmas gift ideas. Staffed by volunteers, the outlet sells cards for more than 25 national and local charities, including: St Clare Hospice. Our Local MP Mr Robert Halfon will be officially opening the stall at 10.30am on Saturday 21st November.

Gibberd gallery New Exhibition :Xenotopia
:Xenotopia is a group exhibition that explores ‘out-of-place places’, particularly strange, fictitious architecture, and ‘xenospaces’, imagined, meta-geographic locations that exist only theoretically, ethereally or subconsciously. ‘Xenotopia’ is a term coined by British travel writer Robert McFarlane to describe an uncanny landscape. Xeno is the Greek word for ‘other’, or that which is ‘different in origin’, while topia is the suffix deployed by Thomas Moore in the title of his celebrated 1516 book, Utopia – a work of political philosophy manifested through the depiction of a fictionalized island society. Through the expanded medium of print, each of the 14 internationally prominent artists showing in :Xenotopia offer their own unique explorations and visualisations of similarly fictional but redolent places of psycho-geographic ambiguity or putative architectural paradise. The works, which display a range of, often, tangential, anachronistic or merely tenuous connections and approaches to the printmaking medium, marry unfamiliar and idealised elements in a kind of flux where the alien meets the quotidian and the recognizable becomes unknown.
Curated by artist Louise Clarke, :Xenotopia is partly inspired by post-war British architectural modernism and utopian social planning as embodied in ‘new towns’ such as Harlow, where the Gibberd Gallery is located. Housed within the town’s Civic Centre, the gallery, which opened in 1984, is the work of visionary Harlow architect Sir Frederick Gibberd and is run by the Harlow Art Trust, who are also responsible for installing and maintaining the town’s abundance of sculpture and other public art. Artists: Emily Allchurch, Amba SayalBennett, Berenika Boberska, Pablo Bronstein, Rachel Clewlow, Noémie Goudal, Sarah Anne Johnson, Katherine Jones, Catriona Leahy, Theo Miller, Paul Noble, Grayson Perry, David Price and Jenny Wiener.

Free Cakes for kids Creative Cake contributions! Free Cakes for Kids is a community service to families who find it difficult to provide a birthday cake for their child. The cakes are baked by volunteers from our community with your kid’s favourite theme or style. Free, friendly and confidential.
Yet another busy month for us resulting with four cakes being baked for local children who would not have otherwise received one. We also met with local charity Mike’s Den who are based in Potter Street, and hope to be working with them providing cakes to the members that they refer. The superb ‘Frozen’ cake was baked by Karen and went to a family referred to us by Harlow Foodbank to a child who was celebrating their birthday in refuge. This was our 90th birthday cake! A very special digger and dumper truck cake for a little boy turning 2 was baked by Reanna. Another referral by Harlow Foodbank. Thanks to baker Tina for the delightful creation which was given to a child celebrating their birthday in refuge. Finally, this amazing birthday cake was baked by Louisa at Crumbs & Candles and flew off to a child celebrating their birthday in refuge.

Sawbridgeworth Town Projects World War I exhibition & replica trench
Sawbridgeworth Town Council in collaboration with Herts At War (www.hertsatwar.co.uk) are proud to announce that an exhibition of World War 1 is now available to view at the Town Council offices in Sayesbury Manor, Bell Street. Please see the dates below for days on which the exhibition is open to the public on Fridays and Saturdays between the hours of 10am and 4pm.
Garden City where over 10,000 people visited the exhibition as well as the project conducting outreach for thousands of schoolchildren throughout the county. The exhibition features a range of collections including many that have been newly discovered and which are of national significance that have been featured in the written press and on television in the last year.
We are actively encouraging groups to visit and we can arrange a talk from our Herts At War historian Mr Dan Hill, if you wish to arrange a group visit then please email jo.sargant@ sawbridgeworth-tc.gov.uk for more information, appointments for schools and groups are being arranged for Thursdays, but there could be scope for alternative days on request. The exhibition will form a showcase of artefacts, photographs, a full scale trench and information detailing the story of both the county of Hertfordshire and the town of Sawbridgeworth during the Great War. Community Project Herts at War was granted £99,000 in 2014 to lead a commemorative project in various locations throughout the county, with the ultimate aim being to educate the residents of Hertfordshire about the county’s diverse wartime history. The Herts at War exhibition was launched in August 2014 and spent one year in Letchworth

Gems Widow & Celebrates their 8th birthday! By Carole Titterton, Founder
I’ve been running GEMs Widow and Widowers group in Church Langley for 8 years this month. We have members aged in their 50’s to one lady who is aged 90. It has been wonderful to see the change in our members from their first meeting after having lost a loved one where they were sad, lost and unsure of the future to months later when they are able to smile, laugh a little and start to enjoy life again.
GEMS I would like to thank all the Gems members that have arranged or hosted our trips and to everyone for coming to the meetings. I would also like to thank Lorraine from The CM17 Connection magazine for all of her support when I first mooted the idea of the club to her all those years ago. Thanks also to the Potters Arms where we hold our meetings.
The feedback from members has been amazing, they are so glad that they joined as are their families - our members often have a more active social life than their children! This year some of the members have experienced very exciting activities in addition to our twice-monthly meetings, which have included: theatre trips, lunches, day trips to France, walking, Zumba and Ceroc. Very special events were a walk over The O2, a high-speed rib boat trip down the Thames complete with music from James Bond and lastly one of our ladies, Rita jumped out of an aeroplane and raised £1200 for St Clare Hospice! We really are living life to the full and making each day count!

You... as a Community... have an opportunity to help shape the future of how the Parish grows. Your Parish Council is ready to help you create your Plan. But we can’t do it without your help. WHAT IS A NEIGHBOURHOOD PLAN? what does it do?

For some time now, North Weald Bassett Parish Council has been discussing whether or not to progress a Neighbourhood Plan. In fact you may recall that in the March 2015 edition of The North Weald Village Life publication, the Parish Council, which includes Hastingwood, placed a notice regarding precepting for the cost to produce one. We thought it may be helpful to detail what’s happening in terms of Planning for the Parish (and also the District), what we can expect in the future, together with updating you on some of the projects that you may have heard about such as:
North Weald Master Plan THREE DIFFERENT LEVELS OF PLANNING 1. The Government The Government has identified that there is a shortage of houses for what is a growing population, and has therefore created a planning policy which supports growth. This is the golden thread running through the entire planning system.
2. Epping Forest District Council Epping Forest District Council (EFDC) is the Local Planning Authority, meaning it is responsible for setting out the plans and policies that will guide development and growth in the whole of Epping Forest district for our future. This is called a LOCAL PLAN. You may recall the following consultation completed by Epping Forest District: Completed July 2012 - 165 pages long - This was the first opportunity for residents to inform EFDC whether or not they had identified all the significant issues for the future planning of the district, and to give them your views on the options they had included. The process to create a LOCAL PLAN is involved and complex, and a wide range of studies, reports, surveys and analysis takes place. Part of the process was for EFDC to consider how it maximises the potential, and makes the best use of, land it owns. This included North Weald Airfield, and following a report completed by consultants, EFDC agreed that the future of the Airfield should be ‘mixed use’, i.e. Housing and Aviation. EFDC then completed a further study entitled the ‘North Weald Bassett Masterplanning Study’:

Completed September 2014 - 158 pages long - purpose was to identify a vision for the settlement and to provide a clear framework for future development and investment. Covered issues such as transport, new homes, economic opportunities, shops, community services and open spaces. In 2016, EFDC is expected to complete a further public consultation. This could be entitled the ‘Preferred Options’ or the ‘Draft Local Plan’. Amongst other issues, this document will include suggested strategic development sites - i.e. Sites where development is deemed to be a viable option. This will be where you have a further opportunity to have a say over the future development in the District, and within the Parish of North Weald, including the Airfield.
3. North Weald Bassett Parish Council The North Weald Bassett Parish Council (NWBPC) isn’t a planning authority, however recent changes in the law has given the Parish Council (and as such local people) the power to create a Neighbourhood Plan. Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. IMPORTANT: This is NOT a tool to stop development, but a tool which allows you to choose where you want new homes, shops and offices to be built, have your say on what those new buildings should look like, what infrastructure should be provided, and grant planning permission for the new buildings you want to see go ahead. It also allows people to have greater input and CONTROL over elements of any new development. A Neighbourhood Plan can include:
■ The development of housing, including affordable housing - i.e. housing that is not normally for sale on the open market, and bringing vacant or derelict housing back into use.
■ Provision for businesses to set up or expand their premises. ■ Transport and access (including issues around roads, cycling, walking and access for disabled people).
■ The development of schools, places of worship, health facilities, leisure and entertainment facilities, community and youth centres and village halls.
■ The restriction of certain types of development and change of use, for example to avoid too much of one type of use.
■ The design of buildings. ■ Protection and creation of open space, nature reserves, allotments, sports pitches, play areas, parks and gardens, and the planting of trees.
■ Protection of important buildings and historic assets such as archaeological remains. ■ Promotion of renewable energy projects, such as solar energy and wind turbines. A Neighbourhood Plan cannot: ■ Conflict with the strategic policies in the Local Plan (as mentioned earlier) ■ Be used to prevent development that is included in the Local Plan ■ Be prepared by a body other than a parish or town council or a neighbourhood forum.

• Keep all children well away from fireworks and fires and under control at all times.
• Don’t throw fireworks at anyone or anything.
• Animals can be extremely frightened of fireworks. Keep pets indoors.
• Follow the instructions carefully and light them a good distance away from people.
• It is illegal for under 18s to buy fireworks - all shops should refuse to sell to people under 18 or ask for proof of age if there is any doubt.
• Don’t light fireworks after 11pm (midnight on 5th November) • Make sure you have plenty of space for fireworks and bonfires, away from trees and buildings.

Harlow Chorus 40th Anniversary season - Nov & Dec 2015 concerts Words by Mick Rumens
Our Remembrance weekend concert on the 7th November at St John’s, Epping has been described as a vision of peace and love, not least in Bob Chilcott’s Requiem. A reviewer, describing the enchanting Pie Jesu for solo soprano, felt moved to say, “Chilcott writes a tune of such beauty, one is totally beguiled”. Our soloists for this concert are Helen Ludford-Thomas, soprano, and Andrew Mackenzie-Wicks, tenor. We will also be pleased to welcome Paul Ayres on the organ, who’s special choral arrangement of Bless this house, in this concert, will be a world premiere. On 16th November we shall have an ‘open’ rehearsal of Handel’s Messiah, the subject of our second concert of this anniversary season, to be staged at Chelmsford Cathedral on Saturday 12th December commencing 7pm. Any singers interested in attending this rehearsal and joining us for some of this memorable work will be most welcome. If you require the loan of a score for this occasion, there will be a £1 fee plus a £5 returnable deposit. The venue for this rehearsal is, as always, St John’s ARC in Old Harlow, assembling at 7pm, and will be a great opportunity for any prospective members to sample what Harlow Chorus has to offer.
Harlow Chorus last performed Handel’s Messiah in Kings College, Cambridge, and we are all looking forward to presenting it in this venue, where we shall be holding our official 40th Anniversary concert in April next year. This work is undoubtedly among the most favourite oratorios for choral performance around the world, and ours will be one of a number by choirs in East Anglia as we approach Christmas. However the Reverend Dr. Mark D. Roberts opines that Handel did not write the Messiah as a piece of Christmas music. He states that in the libretto (the text of the music) written by Charles Jennens, only the first part of the composition has to do with the birth of Jesus. The second and third parts focus on his death, resurrection, the sending of the Spirit at Pentecost, and the final resurrection of all believers. And, of course, the first performance occurred, not at Christmas, but at Eastertide in Dublin on April 13, 1742, just 19 days after Easter, where a reviewer wrote, “The sublime, the grand, and the tender, adapted to the most elevated, majestic and moving words, conspired to transport the ravished heart and ear.”

Venture Into Volunteering CanalAbility would like to hear from volunteers interested in helping maintain their boats. Crew members are needed also, full training will be provided. A local homelessness charity would like to hear from a volunteer who is able to help cook midday meals. The volunteer is needed on weekdays. No special skills needed, and a food hygiene course is provided. Cards for Good Causes sell Christmas cards to benefit various national charities from temporary sales outlets during November/December each year. Can you help staff the pop up shop in Harlow which will be in Harlow Central Library? A half day or two a week would be the commitment for this role. The Henry Moore Primary School Commemorates Queen Elizabeth’s Record Reign A Day of Celebration Following the upsetting death of her father, King George VI, Elizabeth II became Queen on the 2nd June 1953. On the 9th September 2015, she became the longest reigning monarch, after her great-great-grandmother Queen Victoria. To celebrate this special moment in time, The Henry Moore Primary School dressed down, in red, white and blue, and had a street party in her honour. During the street party, we were served traditional English food such as jelly, sausage rolls, lemonade, cake and much more. Also, some of us made special bunting with the Union Jack on it to go in the playground. Each year group did different things, for example, Year 6 drew portraits of the Queen at different stages in her life, and had a fun maths lesson on how many days the Queen had reigned. Harlow chorus Open Rehearsal Handel’s Messiah As a part of our 40th anniversary season, Harlow Chorus will be performing Handel’s Messiah in Chelmsford Cathedral on Saturday 12th December. Rehearsals will start in earnest on Monday 16th November and singers are invited to an open rehearsal during which Alex Chaplin, our Musical Director, will take us through a few of the choral items. We will be using the Watkins-Shaw edition, so if you have a copy, please bring it along. There will be a few copies to borrow for the evening (£1 to hire and £5 deposit). Harlow Chorus rehearses in St John’s Arts and Recreation Centre in Old Harlow between 7.30pm and 10pm every Monday with
