A Letter from Robert Halfon MP Working Hard For Harlow Dear Resident, Housing Summit with Brandon Lewis MP, Minister of State for Housing and Planning Brandon Lewis MP, the Minister of State for Housing and Planning, came to Harlow this week for an important Housing Summit. Attending were myself, the Chief Executive of Harlow Council, the Leaders of the Council and Opposition and other council officers. There was encouraging cross-party consensus on the need for more housing in Harlow and an agreement on the opportunities this would unlock for Harlow and the surrounding villages. More housing would bring more investment, jobs and much needed regeneration of the town. We discussed the necessity for improved infrastructure to go hand in hand with any proposed developments to ensure that the town could facilitate more homes. We must also ensure that any new developments are well designed and work within the existing environment. Harlow Housing for Harlow People I was really pleased to introduce community campaigner and Harlow resident, Hannah Ellis to Brandon Lewis MP whilst we took him on a site visit. Hannah Ellis is standing as the Conservative candidate for the Harlow Common and Potter Street ward in the upcoming local elections in May. She discussed with the Minister the need to improve the supply of good quality and affordable housing, to make sure that young people and future generations from Harlow can afford to get on the housing ladder. Broadband Speeds I know that Internet speeds can be an issue for residents, particularly in more rural areas. For this reason, I am meeting this month with BT to discuss their plans for future improvements to

Internet coverage. I am keen to also raise residents’ concerns. The day was a great success, as usual, and it was brilliant to see so many local traders selling local and homemade or home grown goods! THRIPLOW DAFFODILS Every spring the little village of Thriplow, seven miles south of Cambridge, has a Daffodil Weekend to raise money for charity. In 2016, the festival will be in April (thriplowdaffodils.org.uk), but you can walk this circuit any time, admire the budding flowers along the route and support Thriplow’s friendly, community-run pub. Turn right out of the Green Man along Lower Street. After about 150m, turn left just before Yew Tree Cottage along a footpath leading to Middle Street, turn right along this road and left again along another footpath, leading past fields to Church Street. Turn right along the road and then left onto a track at the corner, just beyond Paddock House, following signs towards Heathfield. Follow this track left again, just before buildings, and then take footpath right and left around a wood and finally left again through trees. Turn right past a pond with the water on your right and then left along an ancient track known as “The Drift” that leads to Church Street. A Fairer Budget for Harlow Conservative’s ‘Budget for Workers’ Harlow’s Labour-controlled council is increasing your Council Tax for the FOURTH successive year. For the fourth successive year we proposed a freeze, whilst maintaining front line services. We also want to return the portion of last year’s Council Tax rise not spent on street lights. The lights were only switched back on half way through the year - but Labour won’t return your money. EUGENIE HARVEY: STANDING UP FOR OLD HARLOW JAKE SHEPHERD: A FRESH VOICE FOR CHURCH LANGLEY This month, I want to introduce Jake Shepherd the impressive young man standing for Labour in Church Langley. Many of you will have met Jake – he’s been out and about he was selected, getting to know people and finding out how he can best serve the community if you elect him as one of your representatives on Council. Which is pretty remarkable when you consider Jake, who is just 18, is still in his final year of school (Boy’s High in Stortford), spends weekends and holidays teaching Geography to GCSE students (at Burnt Mill Academy where he was deputy head boy) and has set out to engage more young people in politics. It all began at Tany’s Dell Primary School when a 7 year old Jake discovered the youth organisation, Woodcraft Folk. This led to an interest in social issues and by the time he was a young teenager, he was volunteering at events around the country. Politics was a natural next step. I asked Jake why politics is relevant to young people. He said, “because it’s inescapable… even if you don’t engage with politics directly, you’re inevitably going to be affected by the consequences of decisions made through the political process. So why not have a seat at the table when decisions are made? Jake’s been talking to Harlow College about hosting hustings for the elections and Pizza & Politics evenings for students. Watch this space!

It’s not surprising that Jake is committed to the development of the South East Harlow Sports & Youth Association which was formed from the original Church Langley Residents and Potter Street Football & Cricket Clubs and which hopes to soon have a purpose built home for its many activities. In my view, Jake Shepherd is a rising star of British politics with the rare attribute of genuine humility. Imagine Britain’s Got Political Talent… Jake would win for Harlow I’m sure. I hope he’ll get your vote! In terms of my own campaign in Old Harlow, I’ve really enjoyed getting out and introducing myself to people on the door steps. I’ve heard some wonderful first-hand accounts of life in Harlow since its earliest days as a New Town. The consultation process around the proposed Junction 7a off the M11 continues to be a huge concern to many of us. It’s essential that Old Harlow’s views are heard and taken into account. St Clare spring raffle Pay a pound and keep St clare around! The annual St Clare Spring Raffle is back for 2016, with every ticket sold helping St Clare to continue providing compassionate care and support to local people and their loved ones. Tickets for the charity’s annual prize draw are on sale for just £1, so if you want to help local families in need whilst also being in with a chance of winning the amazing £3,000 first place prize, then don’t delay in buying yours! The lucky winner will be picked during a draw taking place at the hospice in Hastingwood on Thursday, March 31. Other fabulous prizes are also on offer with second place snagging an incredible 50inch television and third place going home with a brand new 15inch laptop. This year St Clare is hoping to raise £35,000 in vital funding from its Spring Raffle, enough to cover the cost of providing its Hospice at Home service for four weeks. With a limited amount of NHS funding, St Clare is reliant on the generosity of its supporters to help raise the voluntary income they need each and every
year to help pay for the care which is so desperately needed in the community. St Clare lottery manager Caz Lakey said: “Your support will help St Clare to be there for local families facing one of the hardest journeys of their life, providing care to people with a life-limiting illness, both here at the hospice and in their own home.” “Every ticket sold really will make a difference to local people and their loved ones who need our support, so please buy yours today.” Spring Raffle tickets cost £1 each and are available until Tuesday, March 22 from all of the hospice shops, as well as the St Clare reception and other outlets. Simon Carter, Light on the Sea
Artists: Norman Ackroyd RA CBE was born in Leeds and tudied at The Royal College of Art, London in the early 1960s, he was elected into the Royal Academy of Art in 1988 and appointed Professor of etching, University of the Arts in 1994 and became a senior fellow at the Royal Academy of Art in 2000. He has been awarded a CBE for his services to engraving and printmaking in 2007. Simon Carter was born in Essex and still lives and creates from a studio in North- East Essex coast. Simon is constantly sketching and denoting the landscape experiencing the environment. Maggi Hambling CBE was born in Sudbury, Suffolk and studied at Ipswich School of Art and The Slade School of Art, London in the 1960’s. One of the UK’s most distinguished contemporary artists, Hambling exhibits throughout the UK and abroad. Len Tabner works and lives in North Yorkshire. He was born in 1956 near Middlesbrough, studied at Middlesbrough College of Art, Bath Academy of Art and the University of Reading. He has exhibited at many galleries and his works have been purchased by Northern Arts, the Washington Development.

policing our Harlow East PCSO Phyllis Chipchase The final curtain has finally been drawn on my career as your local PCSO. Last week all western PCSO’s were given the news regarding their status as to whether they were to be retained or to be displaced. This now means that those who are to be displaced, which I am one of, have to look for what are very limited vacancies within Essex Police or face redundancy. Due to a change in criteria I am now deemed not suitable to do the role I have done to the best of my ability since 2008. In October it was announced that Harlow would retain 4 PCSO’s from its current 14 this has now been raised to 6 following the announcement recently by Chancellor George Osborne of no cuts to Police budgets. Four of the PCSO’s who are to be retained currently work out of Harlow the other 2 are from other stations. I know both of these officers as colleagues but also as friends and they will both be an amazing addition to
Neighbourhood Policing in Harlow. Over the last 8 years I have prided myself in providing a first class service to you all, I have loved my role and have met some amazing people along the way, I have dealt with serious incidents cried, laughed and gone through a whole range of emotions, it has been at times a hard journey but I would not change a day of it. I thank you all for making me so very welcome often sharing a cup of tea with many of you whilst we tried to put the world to rights. I can’t quite believe that this day has actually arrived when I have to tell you that as from May 9th I will no longer be a PCSO with Essex Police. As I said last month only 90 PCSOs have retained their jobs in the restructuring consultation which means that 160 have been given notice to end their current contracts of employment on the grounds of redundancy. The selection process was done by desktop and points were given against how much sickness was taken between October 2014 and October 2015 so due to my having a bad kidney infection in June 2015 I have lost the job which I have thoroughly enjoyed for the past 11 years. During this time I have had 3 beat areas starting with Potters Street, Church Langley and Old Harlow. I subsequently took on The Stow and retained Old Harlow and finally all my time was concentrated just on Old Harlow. Over this time I have got to know so many of you whilst on my foot patrols or visiting community events, schools and church events and I shall miss you all immensely. There were 9 current PCSOs that were not successful in keeping their jobs and just 4 from Harlow that will be retained with new contracts and 2 PCSOs who are coming from Loughton as they had higher scores in the selection process. The role and job description has been changed PCSOs will be tasked from the Local Policing and Partnership Hub and will not be based at outlying stations within the district. As a result there will be a requirement for PCSOs to drive police vehicles in order to ensure they can be deployed in the areas
of greatest need depending on the priorities of the district. The PCSOs will be district based working in a Hub at Harlow and will be expected to cover all areas within the district as directed which could mean covering Brentwood and Grays. In my opinion the role I played in Old Harlow will no longer have been viable - PCSOs time will be tied up with working on the computer and paperwork rather than providing the high viz reassurance patrol, school visits and generally being a part of the local community on their beat areas. I have personally stuck to the original role of foot patrol and the community side of the job whenever possible, which I believe is the very reason the PCSO role was created - getting to know the community and patrolling on foot to prevent crimes from happening in the first place! As I am sure you can tell I have loved my time as a PCSO in Harlow and would have continued for as long as my legs would allow me but this was not to be. I have grown very attached to the Old Town and the many people I have got to know and will miss you all enormously. I will keep you updated in the April CM17 on my job search as I am really hoping I may be able to find a community focused role in the area which is something I enjoy.

Harlow Chorus A special 40th Anniversary celebration concert Words by Mick Rumens
Our anniversary concert in April will be a very special one with David Fanshawe’s inspirational African Sanctus contrasting with the world premiere performance of the Harlow Chorus Commission, A Time for all Seasons a new choral work by the English composer, Cecilia McDowell. In addition the chorus will also perform the choral arrangement, by Paul Ayres, of Bless this House, another Harlow Chorus commission first performed at our opening concert of the season last November. During the evening we shall also hear the winning pieces from the Essex Young Composers Competition 2016. David Fanshawe was born in Devon in 1942 and his father’s stories of military service in India inspired his first ambition to become an explorer. However, when he attended St George’s School, Windsor Castle and Stowe School he discovered a love of music, even though his severe dyslexia prevented him from reading a musical score and becoming a chorister. At Stowe he spent much of his spare time learning to play the piano, and after he left school he started his adult career as a musician and film editor for a small production company in Wimbledon, which made documentary films. In 1965 Fanshawe won a scholarship to the Royal Academy of Music, where he studied composition under venue:

John Lambert. During his holidays he travelled widely and in a summer spent hitchhiking in Afghanistan he heard Islamic music for the first time and was immediately attracted to its beauty. In African Sanctus, which he composed in 1972, the Latin Mass is intermingled with live recordings of traditional African music, which the composer had recorded himself between 1969 and 1972 during a journey up the Nile, from the Mediterranean Sea to Lake Victoria. The recordings reflect the composer’s crossshaped pilgrimage and a key moment in it’s conception came at the beginning, in Cairo, when he was sitting in a Christian church and heard the muezzin of a nearby mosque calling the faithful to prayer. The work is composed in 13 movements, and many African chants, songs and dances are embraced in the choral performances. Intricate, joyous, gripping and explosive in places, this is an outstandingly memorable choral work. Harlow Chorus Training Choir, and Harlow Children’s Choir, will join us, as will Emily Yarrow, soprano, Susan Graham Smith piano, also Graham Instrall and Tim Gunnell on percussion. Our eloquent Musical Director, Alexander Chaplin, will be our conductor and overall ‘master of ceremonies’.

LOOK WHAT’S COOKING CHICKEN IN RED WINE 2 tbsp olive oil 600g skinless chicken breast fillets, cut into chunks 225g button mushrooms 200g shallots, peeled 1 garlic clove, peeled and crushed 300ml red wine 200ml chicken or vegetable stock 2 tbsp sun-dried tomato puree 1 bay leaf

FLAVOUR, ALTHOUGH THERE IS NO NEED TO BUY
1. Heat the oil in a large frying pan over a medium heat. Add the chicken chunks and fry for 4-5 minutes, turning frequently until golden brown all over. Transfer to a plate with a slotted spoon. 2. Add the button mushrooms and shallots to the pan and fry for 5 minutes until just beginning to brown. Add the garlic and fry for a further minute then return the chicken to the pan and stir in the red wine, stock, tomato puree and bay leaf. 3. Bring to the boil then reduce the heat, cover and simmer gently for 25-30 minutes or until the chicken and onions are tender. 4. Blend the cornflour and 2 tbsp water to a smooth paste then stir the paste into the pan. Simmer gently for further 2-3 minutes, stirring all the time, until the liquid has thickened. Serve with sautéed potatoes and steamed green beans and garnish with parsley sprigs. TIP: This dish freezes well, so it’s worth doubling up the quantities to freeze away half for another day. Allow to cool completely then spoon into a shallow freezer-proof container and freeze for up to 2 months. Defrost thoroughly then reheat in a flameproof casserole until piping hot.

The Henry Moore Primary School Man on The Moon In Reception, the children having been learning about Space. We have been on special missions in our class rockets, found out about planets, moons, stars and suns and have been reading lots of stories about people (and bears) taking trips into space. The latest story we have been focusing on is ‘Man on the Moon – A day in the life of Bob’ by Simon Bartram. It just so happens, that a famous department store premiered their Christmas commercial recently and it featured a man on the moon. After reading the story, we watched the advert in our classes. We decided the man on the moon must be Bob from our story. We spent time discussing why Bob was still on the moon. The children suggested that his rocket may have broken down or even that the aliens may have taken it! We talked about how Bob could be feeling. The children could see he looked sad because he was crying but we also discussed what it meant to be lonely. “It is when you’re on your own but you don’t want to be.” – Quote from a wise 4 year old! We wanted Bob to be happy again so every child wrote him a letter. Some asked questions about what it was like on the moon, others told him ‘not to be sad’ and others gave advice like ‘Why don’t you leave the moon and visit Mars?’ The next dilemma was how were we going to get the letters to Bob? We asked if the post office would be able to deliver them, but sadly they just do not have the vehicles to get them there. The children then remembered that the girl in the advert had made paper aeroplanes and thought this would be
how we could get their letters to the moon. The children practised making aeroplanes and then tested how far they flew. Unfortunately, they did not fly far enough! Finally, we had it. BALLOONS! We read another story called ‘The Blue Balloon’ by Mick Inkpen and suddenly it made sense. We needed to use balloons to take our letters to Bob. On Friday 20th November 2015, each child attached their carefully written letters to the ribbon of a balloon. At 3.00pm we took them outside. It was a beautiful, sunny day but it was also very windy. Mrs Spencer kindly brought her sound system along to play the music from the advert, just to add to the experience. The children were excited. They compared balloon colours and talked about where they thought their balloon would go. After a count down the children released their balloons and we watched them float high into the air, above the trees and houses and beyond the clouds. The most magical moment was when the moon suddenly appeared! It was very exciting. However, something even more exciting happened the following week. On the back of our letters, we had printed a message about why we had sent the letters and asked for a reply if anyone found one. On Tuesday 24th November, the school received an email saying they had found one of our balloons in their garden. The email came from a lady in BELGIUM! We had fun looking at maps that afternoon. On Friday 26th November the school received a letter and again it had been sent from Belgium. We could never have imagined they would travel as far as they did and we still hope at least one reached the moon. Mrs Jennifer Ferguson
