WELCOME HELLO AND WELCOME TO The April edition of the cm17 connection It has been a busy month! Actually, it’s not cool to be “busy” any more is it. I’ll rephrase. This month I have been very focused. (Yep, that’s better.) Thanks to some birthday gifts I have been able to tick a couple of things off my “bucket list” - I went to see War of the Worlds and also saw Adele play her first ever concert at the O2. It was good to be focused on making some memories. The work/life balance is so important isn’t it. A Letter from Robert Halfon MP Working Hard For Harlow
Dear Resident, Budget 2016: What’s in it for Harlow? This week the Chancellor of the Exchequer, George Osborne, delivered a great budget for Harlow. It is a budget for Harlow workers, a budget for Harlow families and the next generation and a budget for the vulnerable. It is good news that there will be another freeze in fuel duty, tax cuts for lower earners, significant tax cuts for Harlow’s big and small businesses, and a boost for local housing. Harlow families will benefit from more spending on education, more funding for sports in primary schools and more funding for savers and pensions. The vulnerable will be protected with a new £115 million fund for the homeless, an increase in the budget for the disabled of over £1 billion. It is a budget for Harlow’s workers. Fuel duty will be frozen for the 6th year in a row which will put £75 of savings back in the pockets of the average driver every year. Beer, cider, whisky and spirit duty will also be frozen, supporting local pubs and UK producers. From April next year, the tax free personal allowance will rise to £11,500, giving a tax cut to 31 million people that means a typical taxpayer will be able to keep £1,000 more of their own hard-earned money. It is a budget for Harlow’s families. Harlow families will benefit from increased spending on schools. Extra money will be provided for every school in England to become an academy. Additionally, money raised by a new sugar levy on the soft drinks industry will be used to double sports funding in primary schools and fund longer school days in secondary schools that offer their pupils a wider range of extracurricular activities.
It is a budget for Harlow’s next generation. A £1.2bn fund will be used to release brownfield sites across the country for the building of 30,000 new starter homes. This will help young people and future generations to be able to own affordable and good quality accommodation. The Government is also introducing a new Lifetime ISA for under 40s. For every £4 saved, the government will give you £1, a bonus of up to £1,000 every year until you are 50. This means young people won’t have to choose between saving for their first home and saving for retirement - the new ISA will allow both. It is a budget for Harlow’s vulnerable. People struggling to save on low incomes will benefit from the new Help to Save scheme. The scheme will provide anyone in work and in receipt of Universal Credit or Working Tax Credits with the opportunity to save up to £50 a month and receive a 50% bonus after two years, worth up to £600. Account holders can continue to save under the scheme for a further two years creating a saving pot worth up to £3,600. Furthermore, over £115 million will be spent to tackle rough sleeping. The Government will provide a better safety net for vulnerable people at risk of becoming homeless and fund 2000 accommodation places for current rough sleepers. In difficult economic times, although the Government will be saving the equivalent of 50p in every £100 of Government spending to make sure that we live within our means, it is good that the priority for this budget is to help Harlow workers, Harlow families and those in need of support during difficult times.

Spring Flowers & Sculptures The charming village of Perry Green is home to dozens of extraordinary bronze sculptures. This walk gives you a chance to explore the landscape near the Henry Moore Foundation and enjoy some monumental masterpieces as well as buttercup-strewn meadows and woods full of bluebells. Cross the road and follow the public path to the right of Hoglands house, running along the edge of a small wood. Through the trees to your right, you can see the first sculptures. The “Large Figure in a Shelter” gleams coppery-gold from the next clearing. At the end of the trees, head right through a gate. Turn right along the next footpath, following the Hertfordshire Way, then left towards woods and left down the hill with woods to the right and left again along the valley path, with bluebells beside you. Just as you reach a road, turn sharply left back up through a band of trees and over some hilly fields, heading for the “Large Reclining Figure” silhouetted on the horizon. Shortly before you reach this bronze sculpture, rising nine meters off its manmade hill, turn right at a signpost and left between fenced clumps of trees. Go through the gate, across a track and head right towards the “Large Upright Form”, standing by a pond. Keeping the pond on your right, walk through a gate and over a bridge onto a little lane. Turn immediately left along the edge of a stream and follow this path back to the Hoops Inn. LOCATION:

Harlow 2317 Squadron AIR CADETS celebrating 75th Anniversary This year marks The Royal Air Forces Air Cadets 75th Anniversary, a very important and busy year for us. We have a full year planned of activities at the Cadet Centre. We have already enjoyed our Patron of the RAF Air Cadets, The Duchess of Cambridge, marking the start of our 75th year, while our local squadrons attended their ATC Sunday Parade this February at Stansted Mountfitchet. Other activities planned to mark the anniversary include: • A torch relay from John O‘Groats to Lands End, with as many Squadrons taking part as possible, passing the torch using as many different methods of transport as possible. • Cross channel relay swim. • A devoted day at RIAT (Royal International Air Tattoo) to ‘youth’ and the 75th Anniversary and RAF Museum displays, to name but a few. If you would like to find out more about your local Air Cadet Squadron and what we get up to we are holding an open evening on Friday 29th April from 7.30pm–9.00pm. Please feel free to drop in and watch our demonstrations on Radio Communication, First Aid, Drill and listen to our Squadron Band, you can also try your hand at Archery or even our flight simulator.

EUGENIE HARVEY: STANDING UP FOR OLD HARLOW
It’s been a busy month in Old Harlow with tempers rightly fraying over Arriva’s decision to terminate the number 7 bus servicing Churchgate Street. It looks like Epping Community Transport will step in and provide a limited service, but what about the next time a route is “no longer profitable”? Surely in this day and age, in a country this prosperous, we can provide a bus service for our elderly so that they can participate in daily life? Surely we’re not going to allow businesses which describe themselves as “responsible” on the one hand (visit Arriva’s website and see the word written large) to so blatantly put profit over people, on the other? But if we have to fight this kind of injustice – here or in any other part of Harlow – then you can be assured that I, along with every Labour Councillor, will do so. Also this month, I’ve been out “on the door step”. It’s been a much more enjoyable experience than I expected (which tells you how I react when people knock on my door!) and I’m grateful to everyone who’s taken time to share their concerns. On the campaign trail with the Nyamambis thanks to all my pals who are helping me
smaller issues have come to light – such as flooding on London Road that affects Seeleys – and I shall be doing what I can to advocate for action on all of those. We’re busy with plans for a street party for the Queen’s 90th on Sunday June 12 in Churchgate Street. The traders are also organising a celebration on Saturday June 11 in the Old Town. It will be a great weekend in Old Harlow. Meeting for Newhall Residents - all welcome!

Harlow Chorus A special 40th Anniversary celebration concert Words by Mick Rumens
The second half of our Anniversary concert will feature the world premiere of the Harlow Chorus commission composed by Cecelia McDowell entitled A Time for all Seasons. This brilliant new choral work will involve our delightful soprano soloist, Emily Yarrow. The Harlow Chorus Training Choir and the Henry Moore Children’s Choir will also be joining the Chorus. Cecelia McDowell, born in London in 1951, has been described by the International Record Review as having ‘a communicative gift that is very rare in modern music’. Often inspired by extra-musical influences, her writing combines a rhythmic vitality with expressive lyricism ‘which is, at times intensely moving. In 2014 she won the British Composer Award for choral music, and amongst recent commissions is the Musician’ Benevolent Fund St Cecilia Anthem for the service of St Cecilia at St Paul’s Cathedral, sung by the joint choirs of Westminster Abbey, Westminster Cathedral and St Paul’s Cathedral. Portsmouth Festival Choir, The Shipping Forecast, gained national attention in June 2011. The work reflects the mystery and force of the sea, drawing together the poetry of Sean Street, the psalm ‘They that go down to the sea in ships’, and the words of the shipping forecast itself. There will be winning pieces from the Essex Young Composers Competition 2016 and the evening will end with the Harlow Chorus Commission of Paul Ayres arrangement of Bless this House, first performed at our November concert in Epping. A thoroughly absorbing, diverse and entertaining programme. A glorious celebration of Harlow Chorus’ 40 years of local, national an international performances of classical and more popular choral works including a couple of visits to the United States of America. harlow running Running into spring: beginners course and a whole lot more at HRC... Harlow Running Club has been a focal point for runners in Harlow for over 27 years. The sport has grown more popular than could ever have been imagined by the founder members,though the original club ethos of participation and enjoyment of running still hold true.
before setting off to run several miles around Harlow and the surrounding countryside.
Members of HRC come from all walks of life and represent all standards of running from highly competitive, elite standard runners to those happy to just run for fitness and fun.
Each Spring the club run a beginners course which encourages new runners or those coming back to running after a lay off to follow a gradual programme of running and fitness based activity. Over a 10 week period core fitness and confidence is increased resulting in the new members eventually participating fully in club activities, should they wish.
The club meet every Tuesday evening at 7:30 and Thursday evenings at 7pm at Mark Hall Sports Centre and utilise the excellent facilities for Track training and speed work or as a meeting point
HRC actively encourage participation in organised running events and members can be found most weekends at a parkrun, 10k or half marathon somewhere in the country.

club (HRC) Harlow Running Club takes part in local leagues against other clubs all year round. From May till late July there’s the Midweek League, a summer road race series where we compete against other local clubs such as Bishops Stortford & Orion Harriers (Chingford). It’s a great chance to enjoy the light evenings and be a part of the infectious HRC team spirit. Then in the autumn we don our Cross Country shoes and hit the local countryside for the Sunday cross country league. Both series are for runners of all abilities, fast or slow. HRC pride ourselves in working as team, encouraging the growth and development of all. Our stand out annual event is the “Harlow 10” a 10 mile road race that has been taking place over the past 25 years in and around the Harlow area. This year it falls on Sunday 4th September 2016 and proceeds raised will being shared between two local charities: The Princess Alexandra Hospital Charity and West Essex Mind. LOOK WHAT’S COOKING PORK JAMBALAYA 1 tbsp groundnut oil 100g chorizo sausage, sliced 350g pork loin steaks, cut into chunks 1 onion, peeled and chopped 3 celery stalks, trimmed and chopped 1 garlic clove, peeled and crushed 2 tsp smoked paprika, plus extra for sprinkling 2 tsp Cajun seasoning 225g easy-cook long grain rice 700ml vegetable stock

MIXED GREEN SALAD, IF LIKED.
SERVE WITH GARLIC BREAD OR A
1. Heat 1 tsp of the oil in a large deep frying pan and fry the chorizo over a high heat until golden and the fat starts to run. Remove from the pan with a slotted spoon and drain on kitchen paper. 2. Add the diced pork to the pan and fry for 2-3 minutes, stirring all the time until browned. Remove and set aside with the chorizo. Add the rest of the oil to the pan and fry the onion, celery and garlic for 5 minutes until beginning to soften. 3. Stir in the spices and rice and cook, stirring, over a medium heat for 2 minutes then pour in the stock and bring to the boil. Season with salt and freshly ground black pepper. Return the pork to the pan and cover and simmer gently for 15-20 minutes, stirring occasionally. 4. Stir in the chorizo, green beans and yellow pepper into the pan and cook, uncovered, for a further 6-7 minutes until the rice and vegetables are tender, adding a little more stock if necessary. Serve sprinkled with a little more smoked paprika and freshly ground black pepper.
TIP: You can replace the pork in this recipe with diced chicken breast fillet or boneless thigh fillets. Alternatively use large raw king prawns and add them to the pan in step 4 and cook until pink.

The Henry Moore Primary School Year 4 enjoy a fun filled Tudor workshop at St John’s Arc On Thursday 11th February; the children of Year 4 were invited to attend a very special Tudor workshop at St. John’s Arts and Recreational Centre in Old Harlow. The children took a trip back in time when they enjoyed a morning of music, dancing and history. The workshop, which was funded by the Centre’s Tobin Fund, was designed to encourage the performance and appreciation of music by young people. The event was led by two extremely talented musicians Sara Stowe and Matthew Spring, who engaged the children by performing songs using a range of Tudor instruments. The children were then able to play the instruments themselves. Whilst there, the children learnt several Tudor songs and even some Tudor dances, which were great fun! The highlight of the morning was when the children learnt and performed a Tudor Bear Dance with Mr Balboni kindly agreeing to dress up and take on the role of the dancing bear! At school, we wrote letters to Sarah and Matthew thanking them for our exciting morning. Here is some of the writing that the children produced:
“We had so much fun! Thank you for teaching us lots about Tudor instruments. It was an amazing day! I personally liked all the singing and dancing. The event is for the annual ‘Big Collection’, which goes to fund Hostels for the Homeless, Rehabilitation Centres, Anti-trafficking, etc in the UK. The Salvation Army receives no funding from the Government and yet provide an essential and important need in this day and age, as they did in the past. On the night we will also have a collection in aid of all the charity work the Salvation Army does within the UK. This covers Human Trafficking and safe houses for those escaping from human slavery, Lifehouses for the Homeless, re-uniting families through the family tracing service, children’s homes. Our concert at the Salvation Army, Tendring Road, is on Saturday, 14 May 2016 commencing at 7pm. The cost of the tickets is £5, Concessions £4, children under 12 go free.
