A Letter from Robert Halfon MP Working Hard For Harlow Dear Residents, 2017 has got off to a great start! I have been working hard on my priorities for Harlow and the Villages. Building an Even Better Harlow The Government has committed to support ‘Harlow North’ with £500,000 to support its delivery. There will be 8,500 new homes for local residents as well as a £500 million investment from the developers into our town’s infrastructure, including the regeneration of our town centre. As well as approving the bid for J7a, something which I have worked hard for since before I was even MP, the Communities and Local Government Secretary has also pledged an extra £5 million of investment in Harlow’s infrastructure to improve our existing roads. On top of helping the traffic problems we have, this investment will boost our town’s economy, unlock thousands more jobs and homes, and bring more businesses back to Harlow. Championing Apprenticeships and Education I am continuing to champion apprenticeships and skills in Harlow and I’m very excited to open the new Harlow College Advanced Manufacturing and Engineering Centre later this month. It has been built with £2.8million of Government investment and with its state-of-the-art equipment, will revolutionise engineering training at Harlow College. On top of this, Harlow College have been given an additional £3.5 million to build and run a Technical and Professional Skills Centre at Stansted Airport. It will bridge the skills gap in aircraft engineering and technical skills and provide all the necessary training needed for the airport’s future employees. I work hard to keep investment coming into Harlow. Cutting the Cost of Living It is great news is the Government is continuing

to keep fuel duty frozen, something I have always campaigned hard on. Next month, the National Living Wage will be increasing AGAIN to £7.50/ hour, which will continue every year until it reaches £9/hour in 2020. Workers should receive a fair days pay for a fair days work. The personal tax free allowance will also be increasing by £500 to £11,500, making everyone better off and taking those on lower incomes out of income tax altogether. Hard working Harlow workers will get to keep more of their own money for themselves and their families. Protecting our NHS I have been working hard with the hospital to help solve the problems they face. We have had meetings with the Health Secretary and the Hospitals Minister who recently visited PAH to see the incredible work the staff are doing to ensure that the hospital provides safe and quality patient care. The Government is investing in our hospital. The hospital’s budget has increased again to £200 million and there is an additional £8 million for capital investment. On top of this, there has been an upgraded eye clinic, a new kidney dialysis unit, a children’s A&E centre and an upgraded maternity unit. I am campaigning hard for more money in the short term, and a new hospital in the long term, which will provide for Harlow’s future development.

This month, Eugenie answers some of the questions that have been put to her on the doorsteps. When did you join the Labour Party and why? I joined just after the last general election. I’ve always been a Labour voter but after the last election, I decided the time had come to stand up and fight for what I believe in – a world where being born into privilege isn’t the only way to a happy, healthy, fulfilled long life. Why should I vote for you to be my County Councillor on May 4? Well firstly, because I’ll work hard for you. I’ll fight for more investment in health and social care, transport and roads. I’ll hold the Tories to account: ask them the hard questions and tell you if they fall short of what they promise. I’ll use whatever authority I have to take up individual cases where I can make a difference. What makes you angry? Putting profit ahead of people. I’m not antibusiness or anti-people making money, but I find it despicable – for example – when a bus company cancels a service because it isn’t making a lot of money because it’s mainly used by elderly people. If you could wave a magic wand over Harlow, what would change? I’d increase the social care in Harlow so that

anyone suffering from the effects of illness, disability, old age or poverty received the help they need. There are too many people isolated and suffering and it needn’t be this way. We could choose to look after them. If I had a second wave, I’d fix the potholes, starting with the ones at Mark Hall. Where did you get that funny accent from? Sydney! My Dad’s from Wood Green. He went to Australia with Dave Allen and Will Rushton in the 60s as their band leader. He met my Mum and stayed. I came over to meet my English family when I was 30 and next thing, I’m married with a couple of kids and living in Harlow. I’ve been here for 18 years now (you do the maths!).

In November 2016 Harlow along with all other local authorities took part in a ‘head count’ of rough sleepers the data was collated and used by the government to gain an insight into the issue of homelessness. It’s the highest number recorded since 1998 (the first national rough sleeper head count). I was asked to take part in a radio interview as government figures released identified Southend and Harlow as having the highest increase in homelessness over the past year in Essex. Harlow’s homeless figure has been increasing since 2010 and has risen by 133% over the past 5 years alone. There are many reasons for the increase; welfare reforms, lack of affordable accommodation and a reduction in supporting people government funding which has reduced the number of supported housing projects and tenancy support services which increases the likelihood of those who are vulnerable to become homeless. Other factors in Harlow include the number of services locally and the lack in surrounding areas therefore, people who are in difficulties will go where they can to seek help and assistance.

Presently the average single room cost is £90.00 per week and housing benefit is £68.08 per week. That’s an increase in average rent of 63% and a decrease in housing benefit of nearly 10% per week. The higher rental rate impacts greatly on the deposit required to secure the accommodation in the first place – and we wonder why homelessness is increasing? Rough Sleeping Statistics Autumn 2016, England

This information provides on the single night snapshot of rough sleeping that is taken annually in England using street counts and intelligence driven estimates. • The autumn 2016 total number of rough sleepers counted and estimated is 4,134. • This is up 565 (16%) from the autumn 2015 total of 3,569. • The number of rough sleepers has increased by 3% in London and 21% in the rest of England since autumn 2015. • London had 964 rough sleepers in autumn 2016, which is 23% of the England total. This is down from 26% of the England total in autumn 2015

Many properties in the private rented sector are more affordable in Harlow than nearby London boroughs and more expensive, affluent surrounding areas. Many landlords will not rent to those who are not in paid employment (often due to constraints imposed by mortgage lenders). The average rental charge for a single room in 2010 was £55.00 per week and housing benefit was £75.00 per week irrelevant of the cost of the room.

art À peel Art group at the arc Words by Jim Peel & John Barnes

How did the group begin? It began life in 1994 when Jim Peel, our teacher, retired from full time work and wanted something to do. Jim had an interest in art from an early age and studied the subject under Anthony Devas ARA, during his evacuation to Sawbridgeworth during WW2. (You can read more about Jim’s time as an evacuee from the book he wrote on the subject, extracts from which were published in CM17 Connection 10th anniversary edition 2005 – 2015.) So Jim started the art group about 22 years ago and some of the original participants are still active in the group today. What do you do? We are essentially a Watercolour Class that learns about the basics of painting. Jim has a particular speciality in teaching about the rules of perspective, not only in the drawing but also in how colour affects the final result, for example warm colours for close subject matter, cooler colours for objects or scenery farther away. We learn how to apply washes, wet on wet and wet on dry paper, depicting clouds and cloud formations, composition and the rule of thirds. Also, we learn about the mixing of colours, the colour wheel, colours that are permanent and those that can be removed or reduced in effectiveness or removed altogether. How does the group operate? Each of us does our own thing in relation to what we paint with Jim offering advice on anything that we are having difficulty with. Occasionally we will have a particular subject or a human model for us all to paint. Many of us

art Group use photographs or magazine pictures as our subject matter. Do you exhibit your work? In times past we have exhibited our work at Artists in the Square which, at one time gathered in the Harlow Town centre. Now we have our own exhibitions, twice annually, in the ARC lasting 2 -3 weeks which, is open to the general public. Often visitors will be invited to vote for the paintings they like best and from those votes we can see the sort of subject that appeals and a “Best in Show” winner. Most years we produce a calendar that includes 40 to 50 paintings completed by the group. From the sales of these calendars we are able to make a donation to the St Clare Hospice, for which they are very grateful.

Gibberd Gallery Exhibition

Paperwork by Jane Stobart Jane Stobart won the Best in Show at the Harlow Open 2016 for the piece ‘Selecting the Bell Case’, aquatint, 2015, and has had a long connection with Harlow. Originally from South Shields Jane has lived in Harlow for 20 years and creates her prints from a studio at her home. In 2012 Jane had a commission for a permanent work for the atrium of the University Centre Harlow, entitled ‘Building Blocks’ made from wooden panels. Jane also formally taught at Harlow College for the Art Foundation course as well as colleges and universities in London.

18th March 12pm - Artist Talk Jane will be talking about her motivations to explore industrial environments and why the print media has been her artistic fascination. Free event please email gallery@harlowarttrust.org.uk to book a seat.

Prints and drawings of Jane’s are held in the permanent collections of several museums nationally and internationally, including The British Museum (2014 &15), Smithsonian Institute in Washington DC, Fitzwilliam Museum, Cambridge, the Ashmolean Museum and the Museum of London. Jane is also a fellow of the Royal Society of Painters -Printmakers and has exhibited nationally and internationally including exhibitions in Kenya, Russia, Australia, Tawain and the USA. Another aspect of Jane’s vocation is writing and she regularly contributes to the journal ‘Printmaking Today’. She has three published books each relating to different aspects of her practice as an artist.

Venture Into Volunteering Volunteers Needed! Harlow Citizens Advice Bureau (CAB). Volunteers who give advice to clients are at the heart of the service provided by Harlow CAB. Volunteer advisers receive full training in the skills needed to help people deal with their problems and learn how to find the information the client needs from their extensive database. Volunteers are supported and supervised as they begin to give advice and will get feedback and development opportunities throughout their time with Citizens Advice. BASICS Essex Accident Rescue Service (BEARS) is an emergency medical charity that provides, equips and supports Medics, enabling them to respond to critically ill or injured patients in the pre-hospital environment and provided support, additional assessment and treatment, beyond that of the Ambulance Service throughout Essex. BEARS members are all volunteers and supporters for their fundraising events are always welcome. Currently they are looking for enthusiastic volunteers to support their team of runners at this year’s London Marathon on Sunday 23rd April. They would like to recruit a photographer, people to staff the ‘Cheer Point’ and to run a station near the finish line. All volunteers will be reimbursed for their travel expenses and will be invited to a buffet after the race. The Harlow Active Minds activity group is all about keeping minds as active as possible throughout activities and discussions around themes such as family history, reminiscence and what’s going on in the news. Volunteers help to provide a welcoming, relaxed and safe group setting for people who are living with dementia. They encourage people to join in with the activities and to socialise and help with refreshments and the preparation and tidying up of the room. They have a lot of fun too.

History Happy new march! Words by Catherine Rose

The month of March sweeps in on the coat tails of winter and it is not unknown for it to snow at this time of year. I recall my mother telling me how she had to push my pram through drifts of it during the harsh winter of ‘63. Despite this, 1st March is meteorologically the first day of spring (or autumn if you happen to live in the Southern Hemisphere). The old saying that ‘March comes in like a lion and goes out like a lamb’ is perhaps appropriate. Dubbed ‘Hlyd’ by the AngloSaxons for ‘loud’ or ‘rugged’ (thought to refer to March winds), it is the month of the vernal equinox when the hours of day and night are split equally. By the end of March, spring is truly in the air and whatever its placement in our planet’s orbit around the sun, it remains the herald of longer, warmer days with its bright yellow daffodils and narcissi so beloved by Wordsworth. March is also a first for another reason. Its name comes from the Latin Martius, the Roman God of War, and it was actually the first month in the Roman calendar. This was traditionally a time for the preparation of war campaigns and invasions. It was also a time for festivities, with a feast known as Tibilustrium to celebrate the end of winter when farming could begin again. Some believe this Roman military precedent has endured into our modern times. US NATO military planners and the Pentagon chose March to go to war in several campaigns including Vietnam, Libya, Syria and Iraq. March can be an ominous month in other ways. The well-known Shakespearean quote from his play Julius Caesar “Beware the Ides of March” refers to the mid-point (or 15th) of March, when

the first full moon of the Roman year appeared. It was famously the date on which Caesar was assassinated at a meeting of the Senate. There is also an old superstition that if Easter falls on 25th March or Lady Day (the Feast of the Annunciation in the Christian Church calendar), then disaster for England will follow:

‘When my Lord falls in my Lady’s lap England beware of some mishap.’ Interestingly, Good Friday was on 25th March last year and many consider 2016 to have been an unhappy one for England, and indeed the UK, not only politically with Brexit and the US election results but also with the untimely deaths of a larger than usual number of British icons. Following in Roman footsteps, Britain continued to use 25th March as the first day of the year until the introduction of the Gregorian calendar in 1752. But even today, March remains the first month in other cultural and religious calendars. It is the lively March mating rituals of the hare, which include boxing and leaping, that apparently led to the phrase ‘mad as a March hare’ mentioned in literature as early as 1500. The Victorian author Lewis Carroll subsequently used the March Hare for a character in his book Alice’s Adventures in Wonderland - a cohort of the Mad Hatter at a never-ending tea party.

March The concept of the March Hare has become so popular that it lends its name to contemporary events too. In Swindon, the Mad March Hare is a charity run for varying abilities to raise money for breast cancer; and in Canada, the March Hare is a poetry festival, said to be an auditory pun on the word ‘hear’. Most people born in the month of March will fall under the zodiac sign Pisces: the final sign that is said to be the most intuitive of all, capturing the traits of all the eleven that precede it. Pisceans are known for being creative, imaginative, sensitive and compassionate, so it is rather a revelation to learn that more British Prime Ministers were born in March than in any other month, including John Major, James Callaghan, Harold Wilson and Neville Chamberlain amongst others. Recognised across the globe, and not only

by those born in the Emerald Isle, March also brings the Feast of St Patrick on 17th - a lively celebration of Irish culture. A missionary and bishop during the 5th century, St Patrick is the Patron Saint of Ireland and his designated day is a national holiday there, as well as a good excuse for drinking, partying and “the wearing of the green”. The Irish shamrock emblem with its three leaves is said to have been adopted as an explanation of the Holy Trinity when missionaries were converting the pagan Irish to Christianity. With St Patrick’s Day growing in popularity year by year, 2017 will see a parade, festival and other events in London to mark the event. In celebrating the advent of March, perhaps we should take a shamrock leaf out of Ireland’s book rather than following the Roman example. But whatever you do this month, try not to be a mad March hare!

Harlow Chorus St John’s, Epping Saturday 25th March Words by Mick Rumens

Our concert is now but a couple of weeks away and we have all been very well rehearsed by Sarah who will undoubtedly have us at our peak on the day. Paul Ayres will ably support us on the organ and we shall also have four excellent soloists, two sopranos, a tenor and a baritone. Myramie Meneses and Veroty Bramson are our sopranos, John Findon is our tenor, and Anastasios Michalis the baritone. Verity Bramson is a young British soprano who studied at Trinity Laban Conservatoire of Music and Dance under the tutelage of Patricia Rozario OBE, Dr Linda Hirst and Helen Yorke. She was born in Malvern, Worcestershire and graduated with an honours degree in Music from Cambridge University where she was also a choral scholar and regular soloist with the choir of Sidney Sussex College. Myramae Meneses was a very young student of the violin at the age of five, and together with another young friend, Renee Michaela Fajardo, progressed as violinists under the Philippine Researcg Development for Instrumental Soloists. Early in her sophomore year at the Philippine High School for the Arts where she was a violin

major, Myramae became enamoured with singing whenever she saw the voice majors rehearsing. She continued with her violin studies on the advice of her tutor, Jeffrey Solares, but eventually began to take voice lessons from Camille Lopez-Molina, a leading Philippine soprano, and her husband Pablo, a tenor. They became so impressed with her singing that Pablo called Sr. Mary Placid Abejo of St Scholastica’s College who describe his protégé’s promising talent. The nun right away gave the girl a scholarship without even hearing her first, trusting Pablo’s recommendation. Myramae won the 2010 grand prize at the National Music Competition for Young Artists and was first runnerup at the Jovita Fuentes vocal competition. These successes led to guest performances with the Philippine Philharmonic Orchestra and the Manila Symphony Orchestra. She has also performed in opera productions in her home country including Puccini’s Madame Butterfly and Bizet’s Carmen. She, and her friend, became the first Philippine students to qualify and be offered places, from 2000 applicants, at the Guildhall School of Music and Drama in London. This promises to be a very special concert – not to be missed!

LOOK WHAT’S COOKING THAI GREEN CURRY

200g Thai jasmine rice 1 tbsp sunflower oil 1 onion, peeled and thinly sliced 2 tbsp Thai green curry paste 1 large red pepper, deseeded and thinly sliced 1 large courgette, sliced 450g chicken breast fillets, cut into chunks 400ml can coconut milk 1 tbsp soy sauce 1 tbsp fish sauce Squeeze of lime juice 2 tsp nigella seeds

CLASSIC CURRY IS GREAT FOR A MID-WEEK FAMILY SUPPER – IT’S QUICK TO MAKE AND TASTES DELICIOUS!

1. Cook the rice in a large pan of boiling, lightly salted water for about 15 minutes until tender, or follow the packet instructions. 2. Meanwhile, heat the oil in a large frying pan over a medium heat and fry the onion for 5 minutes. Stir in the curry paste and cook for 1 minute until fragrant. Stir in the pepper and courgette and fry for a further minute. 3. Add the chicken and cook for 3-4 minutes until no longer pink, stirring all the time. Pour in the coconut milk and simmer gently for 10 minutes until the chicken is cooked. Stir in the soy and fish sauces and lime juice. 4. Drain the rice and use a small heatproof cup or bowl to make four mounds of rice on warmed serving plates. Sprinkle the nigella seeds on top and spoon the curry on the side. TIP: Add a handful of freshly chopped coriander leaves to the curry at the end of cooking time, if liked. Or for a spicier flavour, garnish with shredded red chilli pepper.

The house was built in 1867 for Loftus Arkwright; he was the great grandson of Sir Richard Arkwright of Derbyshire, who was a cotton industry entrepreneur involved at the very beginning of the Industrial Revolution. Loftus’s wife Elizabeth (né e Reynolds) was a gifted horsewoman and artists and on moving to into her new home, set about decorating

the house with murals of a most extraordinary kind. The artwork was rediscovered after the Second World War.
