The year is really starting to gather momentum now, winter will no doubt give us one last taste of its bitter clutches before we can enjoy the signs of spring! Local events are beginning to be planned and some are just waiting for you to attend, like The annual Sawbridgeworth Model Railway Exhibition or the Charity Floral Art demonstration, which is raising funds jointly for Cancer Research UK and for Great St Mary’s Church (Fabric Fund). And we mustn’t forget Sawbo’s Got Talent 2017! All details and more can be found on pages 22-24. Mayor David Royle just has two more fundraising events to reach his goal of raising £5000 for St Elizabeth’s - an evening of Cabaret and the Mayor’s Civic dinner. Tickets can be bought from the Town Council offices or The Tudor House Gallery. Wouldn’t it be lovely if we could all help David reach the target! Don’t forget Mothering Sunday at the end of the month. There’s an added twist this year in that Sunday 26th March also happens to be the day the clocks go forward... important information if planning special breakfasts or outings, that said I’m sure some of the Town’s fabulous local, independent cafes will be very happy to help out if you’re running late! 60 local oenophiles crammed into the Council Chamber on 2nd February to sample eight different wines and answer a quiz to raise money for the Mayor’s charity, St Elizabeth’s. Majestic Wine’s Stuart Williams provided the expert input and Town Council officers brilliantly managed the considerable logistical exercise of washing up, exchanging glasses, and supplying

The increase in homelessness locally Words by Kerrie Eastman, CEO Streets2Homes

In November 2016 Harlow along with all other local authorities took part in a ‘head count’ of rough sleepers the data was collated and used by the government to gain an insight into the issue of homelessness. It’s the highest number recorded since 1998 (the first national rough sleeper head count). I was asked to take part in a radio interview as government figures released identified Southend and Harlow as having the highest increase in homelessness over the past year in Essex. Harlow’s homeless figure has been increasing since 2010 and has risen by 133% over the past 5 years alone. There are many reasons for the increase; welfare reforms, lack of affordable accommodation and a reduction in supporting people government funding which has reduced the number of supported housing projects and tenancy support services which increases the likelihood of those who are vulnerable to become homeless. Other factors in Harlow include the number of services locally and the lack in surrounding areas therefore, people who are in difficulties will go where they can to seek help and assistance.

Presently the average single room cost is £90.00 per week and housing benefit is £68.08 per week. That’s an increase in average rent of 63% and a decrease in housing benefit of nearly 10% per week. The higher rental rate impacts greatly on the deposit required to secure the accommodation in the first place – and we wonder why homelessness is increasing? Rough Sleeping Statistics Autumn 2016, England

This information provides on the single night snapshot of rough sleeping that is taken annually in England using street counts and intelligence driven estimates. • The autumn 2016 total number of rough sleepers counted and estimated is 4,134. • This is up 565 (16%) from the autumn 2015 total of 3,569. • The number of rough sleepers has increased by 3% in London and 21% in the rest of England since autumn 2015. • London had 964 rough sleepers in autumn 2016, which is 23% of the England total. This is down from 26% of the England total in autumn 2015

Many properties in the private rented sector are more affordable in Harlow than nearby London boroughs and more expensive, affluent surrounding areas. Many landlords will not rent to those who are not in paid employment (often due to constraints imposed by mortgage lenders). The average rental charge for a single room in 2010 was £55.00 per week and housing benefit was £75.00 per week irrelevant of the cost of the room.

RECIPE OF THE MONTH

LOOK WHAT’S COOKING THAI GREEN CURRY

200g Thai jasmine rice 1 tbsp sunflower oil 1 onion, peeled and thinly sliced 2 tbsp Thai green curry paste 1 large red pepper, deseeded and thinly sliced 1 large courgette, sliced 450g chicken breast fillets, cut into chunks 400ml can coconut milk 1 tbsp soy sauce 1 tbsp fish sauce Squeeze of lime juice 2 tsp nigella seeds

CLASSIC CURRY IS GREAT FOR A MID-WEEK FAMILY SUPPER – IT’S QUICK TO MAKE AND TASTES DELICIOUS!

1. Cook the rice in a large pan of boiling, lightly salted water for about 15 minutes until tender, or follow the packet instructions. 2. Meanwhile, heat the oil in a large frying pan over a medium heat and fry the onion for 5 minutes. Stir in the curry paste and cook for 1 minute until fragrant. Stir in the pepper and courgette and fry for a further minute. 3. Add the chicken and cook for 3-4 minutes until no longer pink, stirring all the time. Pour in the coconut milk and simmer gently for 10 minutes until the chicken is cooked. Stir in the soy and fish sauces and lime juice. 4. Drain the rice and use a small heatproof cup or bowl to make four mounds of rice on warmed serving plates. Sprinkle the nigella seeds on top and spoon the curry on the side. TIP: Add a handful of freshly chopped coriander leaves to the curry at the end of cooking time, if liked. Or for a spicier flavour, garnish with shredded red chilli pepper.
