Great Barrier Reef off danger list for now by Sherry Barnes UNESCO’s Word Heritage Committee deferred for a year, a decision whether to inscribe the Reef on the List of World Heritage in Danger. Concerns were related to planned coastal development, including ports and natural gas facilities. It has asked for an updated report on the site’s conservation by February 1, 2015. WHC Director, Kishore Rao said the Committee welcomed the progress made by Australia in managing the reef. “UNESCO is confident the overall direction towards next year’s decision is a positive one.” Queensland Resource Council’s Michael Roche said the decision is global acknowledgement that we are on track to deliver a long-term plan for conservation of the Reef’s outstanding universal value. Storm damage, Crown-of-Thorns starfish and coral bleaching were identified by the Australian Institute of Marine Science in 2012 as the major threats to reef health. “Port-related activities along the 2,300 km Great Barrier Reef occupy less than one per cent of the coastline and areas set aside for sediment relocation represent less than 0.02% of the World Heritage property area,” said Mr Roche. Third and final warning? Greens’ Senator Larissa Waters said this is

the third and possibly final warning for the Reef’s future. “UNESCO’s message to the Abbott Government is clear – pick up your act and save the Reef from ending up on the “In Danger” list next year.” She said the decision also calls for a hold on plans to hand environmental approval powers over to State Governments, leaving the Reef in the hands of Campbell “we’re in the coal business” Newman. “It’s time Abbott and Newman listened to international condemnation and stopped letting their big mining buddies run rampant in the Reef,” said Senator Waters.

The early holidaymaker doesn’t get the key One of the few joys of winter are the summer fantasies they fuel for if the cold winds blow, then warm days and holidays must surely follow. I am a font of advice when it comes to holidaying. If, for example, you want next summer’s joyous beach escape to get off to a particularly shaky start, turn up at the accommodation you have booked a day early. The early bird may get the worm but the early holidaymaker doesn’t get the key, mainly because someone else is still sleeping in his holiday-bed-to-be. You are then faced with the option of going back home and coming back the next day which is not really an option at all, or finding somewhere ruinously expensive at peak holiday time where you can spend the night. You may be able to convince your partner that you’re not really an idiot and that the letting agents made the mistake. Good luck with that. It didn’t work for me. If you really want to ingratiate yourself with your loved ones, you could convince them that a summer cruise would be the best option, stilling their concerns of seasickness by assuring them that at the time of the year you are planning their holiday, the weather is always perfect. These assurances return to haunt you as you spend four days rolling between the bed and the toilet bowl as the ship corkscrews through a gale. The captain said it was unseasonal and my then wife, who not surprisingly is now my ex-wife, said I was a moron. They were both right, as it happened. You need a relationship forged and blessed in Heaven. Any holiday which requires you to drive for more than 200km should be avoided unless you and your partner have a relationship which has been forged and blessed in Heaven.

I once organized just such a road trip and by the time we had covered 100km, the whining had begun. ``There’s no shops’’, wailed my ex-wife. ``That’s because we’re enjoying the rugged coastal scenery and breathtaking wonders of nature,’’ I said. ``I want to go home,’’ she moaned. No stranger to defeat, I abandoned our itinerary and set course for the nearest large population centre and its attendant shopping malls where we stayed until we could catch a flight home.

Undeterred, I organised a holiday into the tropical splendour of Australia’s north, as part of which we were to experience the primeval wonders of rainforest and river. One such outing took place at dusk. The mosquitoes were the size of sparrows and the boat smaller than I had been led to believe while the large, bearded gentleman conducting the tour could have easily been described as colorful. He was dressed in shorts and a singlet, was covered in hair and did not appear to have bathed for several months. Either that or there was something dead in the boat. When the tour ended and we returned to our departure point, the jetty was nowhere to be seen. ``It’s over there’’ he said pointing to a distant light. ``The tide’s out.’’

``How do we get there?’’ I asked. ``You walk. I’ll carry ya missus’’ he said slinging her over his shoulder. Having spent the last two hours observing the luminous eyes of crocodiles lurking in the river, a stroll through the mangroves held little appeal. It’s not easy to sprint through a knee deep swamp but it’s amazing how the prospect of being bitten in half by a crocodile improves your athletic ability. We were both covered in the mud when we finally made the shore, my ex-wife also being liberally sprinkled with tufts of what may well have been human hair. ``You’ll laugh about this one day” I said back in our hotel room as she bundled up the clothes she’d been wearing and threw them in the bin. I don’t think she ever did. Enjoy those summer holiday fantasies. I’m in the process of planning a road trip in France with my wife and her mother. Nothing could possibly go wrong there, surely?

Adani to move coal by 2017

An economic impact study on what has been a biennial fixture on the Mackay calendar for 21 years - the Queensland Mining & Engineering Exhibition - highlights its importance to the region. This year’s will be held on July 22 to 24.

“Australia is the front end of the supply chain and confidence levels in the coal market had not impacted on the project as India still needs power to millions of homes – Adani will deliver this, owning the entire process,” he said.

It was found that QME 2012 generated more than $220 million in direct sales for exhibitors and $584.7 million in total sales within Queensland. Reed Mining Events Director, Paul Baker said the results are highly encouraging and vindicate the rationale of holding a regional mining exhibition of this size in the heart of Queensland’s mining sector.

Located on the edge of the Galilee Basin approximately 160km north-west of Clermont, Carmichael Coal Mine plans a 500-man camp and airstrip for a FIFO workforce.

“Until now there has been no concrete, external or expert evidence of the economic benefits to the region or state,” he said. “The study confirms long-held opinions that QME is more than just a regional based mining exhibition – it’s an economic shot in the arm for Mackay and Queensland.”

Mr Sedgman said employment opportunities would spread from local works to the corners of Queensland, but this was at the discretion of the successful contractors, rather than Adani Mining. by Sherry Barnes Three Federal Coalition MPs have called for urgent action from mining giant BMA to combat escalating concerns over the impact of 100% fly-in fly-out workforces in Central Queensland. Michelle Landry (Member for Capricornia) pictured right, George Christensen (Dawson) and Ken O’Dowd (Flynn) addressed Parliament on the issue. Ms Landry introduced a private members motion to recognise that 100% FIFO agreements in the coal mining belt are causing concern among residents and small business owners in small mining towns.

“Local people are locked out from applying even though the mine is less than 30 minutes from where they live,” she said. “It’s time companies like BMA listened to regional people and amended the term 100% FIFO in their approval agreements.”

Families torn apart Ms Landry said while visiting Moranbah, she was told there are 200 empty houses, motel business has slumped to as low as 2-% and families have to uproot themselves and move elsewhere for work. Mr Christensen said BMA doesn’t have to keep with this policy – they can drop it and do the right thing by the communities. “I believe 100% FIFO is a cancer with BMA riding roughshod over the community that supported them,” he said.

“About 30 years ago I toured the country regions with Normie Rowe and we had a blast. Country people are often too busy to drop everything and rush off to the city to hear some joker rabbiting on for two hours, so I thought I’d come to them,” said Paul. by Sherry Barnes Set to help power 300 million homes in India, a crowd of almost 400 gathered to hear the first major project update from Adani Mining on the Carmichael Coal Mine and Rail Project. The presentation was delivered recently by General Manager Project Infrastructure, Ian Sedgman at the Bowen Basin Mining Club. He said the Project was 80% through the approval phase and Adani would soon award major contracts to high competency companies. Mr Sedgman told the BBMC members it was a good time for mining subcontractors to secure their business with major contracting companies. Carmichael Mine deposit is thought to be the largest known in the world with the seam extremely favourable for both open cut and underground mining with no blasting needed.

Variety Bashers revving Tough Mudder takes up to roll out for 2014 on Caloundra Known as “Probably the Toughest Event on the Planet” it returns to the Sunshine Coast on August 16 and 17, serving up a blank geographical canvas of nearly 10,000 acres for mad-minded Course Designers to build the world’s toughest obstacles. They’re taking things to the next level this year, so be prepared! New challenges test the all-round strength, stamina, grit and teamwork of Mudders, to unlock a sense of achievement like nothing else. At Caloundra South Tough Mudders will tackle a 20km military-style course designed by British Special Forces with new obstacles including – Leap Of Faith (a flying leap over a pit of water to a hanging cargo net) Pole Dancer (cross a pit of water on two rails, using only upper body

strength) Hangin’ Tough – a series of roman rings above a pit of water.

Old favourites are Everest, a greased quarter-pipe and Electroshock Therapy, a gauntlet of 10,000 volt charged dangling wires that Mudders must barrel through to the finish line.

The goal is not to win a medal, but simply to finish – only 78% do. Childers Festival halts the Bruce Highway Beautiful bashers getting ready to roll. This year’s XXXX Gold Cane Toads to Cockroaches 25th Anniversary Variety Bash is coming closer with over 400 people and 150 cars expected to depart Suncorp Stadium on Friday August 8 for the 10 day, over 3000 km road trip around rural and regional Queensland and New South Wales. Bashers from all over – Cairns, Townsville, Rockhampton, Emerald, Mackay, Moranbah, Wide Bay-Burnett and the Darling Downs as well as Victoria, New South Wales and Western Australia – are busy preparing cars and costumes to deliver miles of smiles for sick, disadvantaged and

A Mayor’s Message At various times in the Coalfields Express we present a special message from the mayors of each council in the areas we cover. This edition’s message is from Cr Peter Maguire, Mayor of Central Highlands Regional Council.

Discovering the Central Highlands The Central Highlands, the place I call home, is a great place to live, work and play. I love living here and have a strong connection to the Region. It’s the place I was born and grew up, my children grew up here and its where I continue to make great memories. The people are fantastic. I was elected as Mayor of Emerald Shire in 2000, and have been Mayor of the Central Highlands Regional Council since 2008. I am supported by a team of Councillors and staff who share my passion for the region. The area has a diverse economy based on agricultural, horticultural, and mining industries. We have excellent educational facilities, including the new dual sector university, and we are becoming an increasingly popular destination for international and local tourists. The Council and our residents are very proactive and progressive, which generates the region’s positive outlook. We are firmly focused on the future, and have invested in capital works projects that will meet the needs of a

growing population. We have delivered a balanced budget this year, which invests in the long term liveability sustainability of our region, including a $91 million capital works program. Projects include building a new water treatment plant in Emerald, and planning for a new aquatic centre in Blackwater.

Winter is a great time to explore our back yard. We are looking forward to Gemfest next month, an annual event that celebrates the origin, appeal and sheer beauty of precious and semiprecious stones at the home of the largest sapphire fields in the Southern Hemisphere. But they are not the only gems we have here in Queensland’s Central Highlands. The region is full of interesting things to see and do. Visit the friendly crew at our Visitor Information Centre in Emerald, who will point you in the right direction to all of our unique attractions.

First stop might be the Blackwater International Coal Centre to visit the Australian Coal Mining Museum. While you’re there, you can book a tour of a working coal mine, one of the natural resources that drive our economy. Our natural landscapes are spectacular. From the Blackdown Tablelands, Carnarvon Gorge, Lake Maraboon or the remarkable Peak Range National Park, we have breathtaking scenes in all directions.

These events rely heavily on the efforts of small but skilled and dedicated volunteers to make them happen – and reflect the willingness of our residents right across the region to work together for their communities - yet another reason that I am proud to call the Central Highlands home!

CHINCHILLA & DALBY Chinchilla Museum worth a visit When next in the Western Downs region, make sure you drop into the Chinchilla Historical Museum with its insight into the unusual – a fascinating glimpse into a resource rich district – cattle, grain, sheep, grapes, stone fruits, vegetables and of course, its famous melons. Chinchilla Museum has a fine collection, containing a non working replica of a 1910 steam sawmill, steam engines, ancient vehicles, period costumes and relics. Buildings from early times have been re-erected on the grounds and add to the historical atmosphere. The original Chinchilla School with school rolls and memorabilia have also been added to the collection.

When’s the next Melon Festival? You have to be in it, to really understand it. Just come suitably dressed – old clothes will do- as you’ll be slipping and sliding in the slush of squashed melons, rind, flesh, seeds and all. It’s on every second year, so mark your calendars for next February 19 to 22. Have a go at melon skiing – squeeze your feet into watermelons and ski down a messy course of melon debris – Chinchilla next February – you have to try it!

Chinchilla’s new washdown station QGC invested in the establishment of a weed washdown station in Chinchilla that increases the capacity of community facilities in the Surat Basin. It replaces a small facility with two heavy vehicle wash bays and 4WD bay providing access underneath for cleaning and inspection. Vice President of Sustainability, Brett Smith said QGC is committed to improving the facility network for the whole community. “QGC like all others who travel through this region, shares the responsibility to prevent the spread of invasive weed species. We work hard every day to minimise our impacts by identifying risks and adjusting work practices.” QGC’s investment is part of its $150 million Social Impact Management Plan to mitigate impacts and maximise benefits during construction of the Queensland Curtis LNG Project. QGC is also providing $700,000 to North Burnett Regional Council for a washdown station at Eidsvold.

Western Downs is set to become a digital creative hub with the opening of two new, well-equipped creative studios in the new Dalby Library branch. Cr Carolyn Tillman said the modern studios are designed to facilitate the creation and generation of unique content by the community. “It’s exciting to see our regional libraries expand and adapt with the rise in new digital technologies. Dalby Library is the first in the region to have two Creative Studios and a mobile kit that the community can use for free,” she said. “The studios have the latest in content creation tools, professional equipment and software, music production and recording, and digital production and editing to help you create and share your projects.” The first program in the Creative Studios began with workshops during the July school holidays. “The kids are able to test out the new voice recording equipment, become a rock star for a day in the Garage Band and virtual instruments workshops, and step into the future with Sphero 2.0, the library’s newest resident robot,” said Cr Tillman.

On July 17 and 18, the Women’s Legal Service are bringing a workshop on domestic violence and family law, with backing from Arrow Energy. “WLS put forward a compelling case for bringing this program into regional Queensland and Arrow is pleased to lend its assistance,” said Arrow’s Community Relations Manager, Glenda Viner. “Dalby will be its second stop.” WLS Legal Education lawyer, Angela Lynch said the vital help that’s given to regional women comes from services like community centres, domestic violence services and church based groups. “Although they may deal with life and death situations, they can receive little support or professional development due to their geographic location.” “Literature on domestic violence consistently recommends the need for localised education and capacity building, which is what we’ll be providing.” In Dalby, WLS will provide • training for frontline workers, covering legal protections and practical information on how to help victims. All participants will receive a training manual to share with co-workers. • one-on-one clinics for vulnerable women who will be provided with free legal support. Looking forward... looking back by Sherry Barnes Talented songwriter, performer and six times recipient of Tamworth Country Music Festival’s Golden Guitar award, Joy McKean recently released her third book, Riding This Road – taking us through decades of touring around Australia, and her marriage of more than 50 years to Slim Dusty. Her former bestsellers were I’ve been there…and Back Again and Slim’s biography, Another Day, Another Town. “Slim and I had a rather unique partnership – in love, married, fought like the dickens but both agreed “the glue holding us together was always there,” she said. “Between the two of us, we built the entity that was “Slim Dusty” and he always acknowledged my part in that creation - although back in the 50s and 60s culture, women usually had to take a back seat to the men.” Although Joy alone was responsible for writing many of Slim’s hits including Indian Pacific, Biggest Disappointment, Lights On The Hill (which won the first Golden Guitar ever awarded at Tamworth) both their names were listed as the creators. “It was thought a “truckie’s song” wouldn’t appeal to a bloke if he knew a woman had written it, so the credits for my songs always said “by Slim Dusty and Joy McKean”, she said. “In latter years I decided to stand up for myself with Slim agreeing entirely and very happy for the credits to read “by Joy McKean”.

New take on prestige property inspections

REIQ has welcomed landmark property and real estate reforms passed by the Queensland Parliament. The split of the Property Agents and Motor Dealers Act has resulted in the creation of industry specific legislation, including the Property Occupations Act. REIQ Chairman Rob Honeycombe said it would cut red tape and make it easier to buy and sell real estate throughout Queensland. “We’ve been fighting for industry-specific legislation for many years on behalf of members and for the betterment of the entire profession,” he said. “The new laws will empower consumers like never before making it easier to navigate the entire spectrum of real estate transactions.” Reforms include: • removing requirement for agents to disclose to a buyer the commission to be received from the seller • extending the statutory limit of lengths of appointments for a sole agency from 60 to 90 days • deregulating the maximum commission rates to allow contractual freedom • abolishment of a separate Warning Statement. Instead this will be included in the relevant contract • stricter disclosure of third party benefits to buyers.

Coal on cusp of new era Central Highlands Development Corporation’s Business Breakfast Turning A Corner In Coal on July 25 has the aim to challenge any negative perception of the industry’s future and assure local business that there are still many opportunities ahead. “Despite the current slowdown, coal is still showing massive amounts of promise,” said CHDC General Manager, Sandra Hobbs. “The latest Central Highlands Development Register features close to $61.3 billion worth of mining projects in play in the Bowen and Galilee Basins.” Guest speakers will be QRC Chief Executive Michael Roche, Bandanna Energy Managing Director, Michael Gray and Cockatoo Coal Chief Development Officer, Todd Harrington. Mr Gray’s presentation comes just weeks after Bandanna was granted Federal Government approval for its Springsure Creek project. The underground thermal coal mine 47km south east of Emerald, is expected to generate hundreds of jobs, with a number of employees to come from the local area.

Key markets enter recovery phase REIQ March Quarter report reveals strong sales in the southeast corner with regional tourism centres reflecting growth market confidence. CEO Anton Kardash said there had been a tapering off recorded in regional mining centres resulting in a two-tiered effect across the major local government areas. Gold Coast, Sunshine Coast, Fraser Coast and Cairns had posted solid growth in their median house prices with sales activity down in Gladstone and Rockhampton by more than 10%. Rental markets – “Stronger tenant demand and sales of investor stock to owner occupiers were common themes across the State,” said Mr Kardash. “Tourist centres and Toowoomba continue to experience tight market conditions; however with the slowdown in the mining industry, Gladstone, Mackay and Rockhampton continue to experience a glut of vacancies despite some improvement in their vacancy rates.” According to results from the Residential Tenancies Authority, weekly rents remained steady in SEQ and the tourism centres. In the mining regions where market conditions have been weak for a year, rents are easing. Median house prices - The top performer of all major regions outside Brisbane was Cairns with a median house price of $375,000. Gold Coast median house price increased to $500,000 and Sunshine Coast $465,000 and Fraser Coast $300,000. In Rockhampton the price was up 3% to $329,500 and Townsville $364,000. Mackay and Gladstone’s median house prices fell with Bundaberg also dropping 3.8% to $269,500 over the March quarter.

Celeste Mitchell from Tourism Queensland checks out Brisbane’s latest fast eating hotspots. Every Friday come 4pm, a hungry calvacade makes its way north. Escaping the city clutches, office buildings cleared out, the roads fill up as locals in the know make their way to an old abandoned docking site in Hamilton. As you approach, it looks like a carnival – is the circus in town? – but as you spot the shipping container at the entranceway, emblazoned with giant, lit-up lettering, spelling “Eat” – it’s clear what we’re all here for. Eat Street Markets have been the hottest foodie destination in Brisbane since launching last November and with numbers not showing any signs of slowing down, the Friday and Saturday night ritual has now been extended to open Sundays from 11am-7pm. The concept is pretty simple: 80+ shipping containers fitted out into

food stalls serving up everything from pork belly dumplings to paleo chocolates, woodfired pizza from Banneton Bakery to Korean sliders, Lindt chocolate quesadillas (yes, really!) to honey puffs and haloumi, gözleme… well, the list almost never ends! July is one of our cooler months but still provides great fishing action offshore, in our tidal estuaries and on our inland waterways. Offshore Spanish Mackerel are on the menu and should be cruising around in good numbers. Slowly trolling a ribbonfish or large gar on a hanged rig is a good way to hook up to these speedsters. If you are into sportfishing try casting some surface lures around the edges of the reefs off the beaches around the rocky points or the mouths of the rivers as this will usually attract the attention of some queenfish or trevally. The bigger giant and golden trevally are caught more where there is shallow water close to a deep drop off of about 15 metres , when fishing these areas for the larger fish use large poppers that move a lot of water when retrieved. If you are fishing around the rivers and mangroves use smaller poppers or metal slugs with a fast retrieve to target the smaller trevally and queenfish. The estuaries are producing some nice bream whiting flathead and grunter this time of year. If you’re using bait, fresh bait is always the best way to go, so take the time at low tide to dig some yabbies or throw the cast net for some live herring or mullet. Fishing these baits on a rising tide as it covers the sand flats is the perfect way to catch a feed of whiting or flathead. For bream or grunter try the rock walls around the marinas or other rocky points around the area and if there is not a lot of tidal run fish with small sinkers or split shots some your bait drifts around. The first frost in winter has always been the time to get out and chase some Murray cod. Frosty mornings usually come with a high pressure system that gets the fish biting and unlike a lot of other Australian native fish cod don’t slow their feeding down over the colder months. In fact they increase their feeding patterns getting ready for the spawning season. The Condamine River around Miles and Chinchilla has some great spots to fish for Murray Cod. Around Miles try the Gill Weir, Drillham Creek or Dogwood Creek while around Chinchilla Archers Crossing, Gray’s Reverse and the Chinchilla Weir are all worth a fish. Besides cod, yellowbelly and eel tailed catfish or

freshwater Jew as the locals call it can also be caught in these spots. Your best baits are worms, wood grubs, shrimp or freshwater yabbies these are best fished under a float around the snags. If you aren’t using a float use a very small sinker or none at all and let your bait drift down slowly into the snags. Cod and yellow belly both can be caught on lures either on the troll or by casting. Trolling large bibbed deep diving lures along the river can be a very relaxing and rewarding way to catch cod. Lures like the aptly named Codzilla by Koolabung are great for this style of fishing. If you prefer casting there is a large range of Australian made Spinnerbaits on the market specially designed for Cod and yellowbelly. Spinnerbaits are great to use around fallen trees or around any structure in the water as there designs makes them hard to snag so they can be cast right up into the snags where the fish are holding up. Even through it can be cold in some parts of Queensland this time of year the fishing should be great over the next month so get out there, relax, explore and enjoy the great fishing that Queensland has to offer.

Black Magic brings premium game fishing

Great Whitsunday Fun Race – Airlie Beach - August 16

Far North Sports Fishing has added the final piece of the puzzle to its five star fishing operation with Black Magic – a 40 foot, custom built game boat to complete its five vessel fleet. Owner Tony Fyfe said the heavy tackle skipper is very experienced and passionate, having been involved in a numerous IGFA recognised world records. The vessel provides a great platform for heavy and light tackle, saltwater fly and reef fishing. “It’s the perfect complement to our existing fleet including Blue Martini, the 70 ft mother ship that sleeps up to eight with onboard chef, hostess, fishing guides and three 20 foot centre-consoles.” Their intention is to provide a complete fishing experience with fine food and wines, top end tackle and world class guides. Longreach Recreational Fishing Club’s annual Yellowbelly Classic is held every year on the last weekend in August (29 to 31 this year). SICYC Vice Commodore Rendezvous From August 28 to 31, the Rendezvous is an annual gathering of members in the Gloucester Passage ( Whitsunday Region). SICYC is not for profit and funds raised are donated to the Club Charity, the Prostate Cancer Foundation of Australia (PCFA) Over 200 yachts will attend this event which runs over four days on the last weekend of August each year.

Brisbane to Keppel Yacht Race The Club Marine Brisbane to Keppel Tropical Yacht Race is hosted by Royal Queensland Yacht Squadron and is the club’s signature offshore event. The race was launched in 2007 and the inaugural event finished at Great Keppel Island. However this finish line would be short lived with the island closing for major reconstruction and the difficulty in anchoring boats in the shallows around the island. The 348NM race will start on July 31 east of Green Island on Brisbane’s beautiful Moreton Bay. Beach fishing has unlimited scope

One of Rainbow Beach’s great attractions is beach fishing with unlimited scope of nearly 100km of beach to choose from. Catching fish goes hand in hand with a great holiday and that’s where Rainbow Beach has it made.

Beach fishing yields dart, whiting, flathead, bream and tailor. For the rock fishing enthusiast, there are some big catches to be had off Double Island Point such as mackerel and kingfish.

The variety of fish caught in the Great Sandy Straits and estuaries is extensive due to the mangrove breeding grounds found throughout, some of the more popular varieties are whiting, flathead, bream, cod mangrove jack, mackerel, tailor and some of the tall stories told by the locals would have you believe the occasional barramundi.

If you want fresh bait there’s plenty. The Tin Can Bay foreshore at low tide will produce yabbies and Rainbow Beach can supply fresh sand worms and pippies for the beach angler. Local shops also have bait for fishing and crabbing. Great reef fishing is a few miles offshore and charter trips can be arranged. The reefs have Red Emperor Sweet Lip, Snapper, Pearl Perch, Parrot and Coral Trout.
