HUMBER HAPPENINGS

Welcome

Breath of Fresh Air The new season brings the promise of possiblity and change. by MELISSA HAYES

O

ut of all the seasons, springtime is most synonymous with renewal, growth and transformation. Following the mark of each new calendar year, we’re provided with a fresh beginning, and the chance to start over with a clean, blank slate. As the winter months draw to a close, and the frozen ground makes way for the very first bloom, we too can strive towards a similar shift, whether individually, or as a whole. Mark Grimes — your longtime city councillor and subject of this issue’s cover story — has pledged to continue striving towards just that. Taking last fall’s election and reclaiming his role as Ward 6 Councillor, the community-rooted Grimes has been vocal in his aim to work hard at helping the greater Etobicoke-Lakeshore area reach its full potential. Actions speak the loudest, and the

blossoming neighbourhood of Humber Bay Shores has seen a number of changes and improvements over the last decade while under the care and direction of your elected representative. But these achievements aren’t solely the work of one individual. After all, a community leader is nothing without the support and combined efforts of the community itself. The whole is greater than the sum of its parts — this is a sentiment well recognized and reflected in HBS. Take community initiatives like the upcoming Clean-Up Day, for example. It requires a high level of determination, passion and commitment to drive the residents who gather annually, bright and early, to put in the time and grunt work required to maintain the area’s beautiful waterfront. This speaks to a community that understands that true strength lies in numbers and the way to work towards a better tomorrow is by doing so together.  HH

PRESIDENT’S message

Upward Swing HBSCA continues community-building efforts as Humber Bay Shores swings into the spring season with exciting events and changes ahead. by Jim Reekie

A

s a new season begins, my time as HBSCA President is coming to an end. I will remain on the Board, just in a different capacity. It has been both an honour and privilege to act in this role and to share the responsibility with other Board members.

6 HumberBayShores.org

I have enjoyed keeping you informed of the goings-on of a great community that has grown so much, and will continue to grow. During the past year, we have gone through both a provincial and city election. Our ward incumbent returned to office, and we will continue to work with

our elected officials. A federal election is in the midst, so make sure to get out and vote — it could affect our community. This year brings seven new building openings, with numerous residents coming to the area. We will work hard to show them what a great place HBS is to live.

presidents message

To accomplish the same for our fourlegged friends, we are currently at work with our councillor in the hopes of introducing two new off-leash areas. In the meantime, keep in mind that the parks in HBS are not off-leash. Upcoming dates to mark on your calendar include the 2015 Clean-Up, scheduled for Saturday, May 23. Try to make it out to help us build on last year’s success. Our 4th annual Waterfront Festival will be held on Saturday, August 8. This year’s event will be bigger and better, and will return to Marine Parade Drive and Waterfront Drive. T he ever popular HBS Far mers’ Market will kick off in May, with the addition of six to eight new vendors. Keep checking HumberBayShores.org for details. Thank you to all who have helped make these events happen, and thank you Darren Clark and RBC Wealth Management Dominion Securities for your generous

$1,000 donation to The Gatehouse at the 2014 HBSCA Golf Tournament.

I have enjoyed keeping you informed of the goings-on of a great community. Moving forward, the city continues to improve our community, hiring landscape architects and consultants to prepare a vision for the park and trails improvements. We work alongside these teams to make sure HBS receives the appropriate atten-

tion, and that our beautiful parks, trails and views are kept that way. Traffic remains a community issue due to all the construction scheduled for 2015, in addition to the next two years of work on the Gardiner Expressway. Be patient when driving and remember that public transit is an option. Our community walks are ongoing with city staff from all departments, as are our walk arounds with construction site managers to convey concerns surrounding the appearance of the properties under construction. We work closely with the developers and our councillor to ensure work sites and adjacent streets are kept clean. If you spot an area that needs addressing, please reach out to hbsca@rogers.com, or call 416-792-4964 or 311.  HH Jim is presently the HBSCA president and has served on the board since 2004. He is retired from a career working in the Toronto District School Board.

news & events

Community clean-up draws neighbours together with common goal Humber Bay Shores residents will be gathering across Humber Bay Park in May to pitch in and tidy up their community at the 19th annual Clean-Up Day. “Events like Clean-Up Day are great opportunities for the community to come together, participate, share ideas and make new friends,” says newly appointed lead organizer Josephine Petrolo, who herself has lent a hand as a past participant. Last year more than 200 bags of garbage were collected, a mark Petrolo hopes to surpass in 2015. Cigarette butts will again be gathered, with the butts sent to local recycling company Terra Cycle, who will separate the raw materials and repurpose them into new products. Petrolo says seeing the community team up for a common cause shows how much residents are invested in the neighbourhood. “It builds a sense of community, and shows we care about maintenance issues,” she says. Past lead Clean-Up Day organizer Sharon Jazzar says the effort that goes into setting up the event is well worth it. “We wish to be a good example to all those who use the park and we hope that everyone appreciates how unique an area it is,” Jazzar says. “If you use the park, then take care of it, because it’s absolutely beautiful and peaceful in Humber Bay Shores.”

Ownership of Rocco’s Restaurant and Bar recently changed hands. The neighbourhood fixture, which has operated at 2083 Lake Shore Blvd. W since 2009, is now under the management of coowners Marc Williams and Todd Pressey. Officially taking over January 14, Williams says customers can expect a fresh new look when they enter the store’s interior with a set of planned renovations in the works. “We’re updating the furniture, the lighting, the chairs, everything on the inside,” he says, adding that a revamped menu with a focus on daily specials is another change guests can look forward to. Despite the transformation, Williams, Pressey, along with head chef Eric Griffiths, plan to maintain the restaurant’s established casual Italian dining experience. Since re-opening their doors, Williams, who is new to the area, says they’ve received a warm welcome from local residents. “Everyone seems really friendly and that’s what we want the restaurant to reflect,” he says. “We want it to be somewhere where everyone can come in and feel comfortable. We want to be a part of this community, where it seems like everyone knows everyone. “We’re just so happy to be in the area, and we’re looking forward to meeting all the residents in Humber Bay Shores.”

Neighbours? ©iStockphoto.com/Spanishalex

Expert advice on how to work towards a resolution. By Melissa Hayes

T

he search is finally over. You found it: the perfect condo. It’s spacious, bright and the view is unparalleled. You take care of the paperwork, unpack your boxes and happily settle into your new home. Then it happens—the 3 a.m. wakeup call you never ordered. Your upstairs neighbour is hosting the first of many wall-thumping, floor-stomping house parties. Your ears are ringing, your sleep disrupted, and the bombardment of heavy bass doesn’t stop. Just when you think it’s over, a louder track starts up. This kind of noise pollution can be maddening if you don’t know how to properly deal with it. That’s where Marilyn Lincoln steps in. We spoke with the condo owner, director and author of The Condominium Self Management Guide, 2nd ed. to shed some light on the subject. “Depending on the type of neighbour you have, you could try approaching them regarding a noise issue. Be polite and explain that the noise you are hearing is very disruptive to your daily living,” says Lincoln, herself once victim to one of the more common noise problems, and subject of the above example—loud music. Lincoln says when addressing the problem, whether the disruption is due to music, pets, children, renovations, heavy 10 HumberBayShores.org

walking or otherwise, this conservative approach could be the first step in tackling the issue. However, Lincoln advises holding off while a party is in progress, otherwise you run the risk of an alcoholdriven altercation.

“Be polite and explain that the noise you are hearing is very disruptive to your daily living.” - Marilyn Lincoln

“Explain that you would rather resolve the noise problem between neighbours rather then file a complaint with the condo management,” she says. “This sometimes works best, especially if the other owner was not aware of his or her noise transmitting into the other unit.” If a more direct route is not an option, or doesn’t seem to do the trick, Lincoln suggests going through the proper channels, and bringing your problem to the attention of your condo board.

“Once you inform the board, it’s up to them to investigate the claim,” she says, noting their responsibility to take all necessary steps to ensure owners and residents comply with set rules, bylaws, as well as the guidelines contained in the Ontario Condominium Act, and ultimately come to a resolution. Some residents may feel it necessary to take it a step further and get the law involved, but Lincoln cautions that it takes time and patience from all parties when following proper steps to resolve grievances. If all else fails and the noise persists despite attempts to mediate owners’ concerns, the issue must then go to arbitration. In the interest of ensuring that a building is the right fit for you and avoiding the issue altogether, Lincoln suggests doing your homework. “It’s best to scope out the building you’re interested in, not just during the day, but also during the evening, to see what the noise level is. Walk around on a Saturday night for instance,” she says. “Check the floor of the unit you’re considering—are you near the elevator, garbage chute or any exit doors? Some people forget to realize if there’s a pool or gym on the premises nearby. “Location is very important when you are choosing which unit would be best for you,” she adds. “Do your research prior to taking occupancy and you will be happy you did.”  HH

Business

T

he age-old custom of giving and receiving flowers can help mark moments in life and wordlessly express an emotion—whether it be one of joy, love, gratitude, pride or sympathy. Thoughtfully arranged, a collection of colours and sweet scents can say it all. It’s this personal, tailor-made touch that Oleander Floral Design owner Jennifer Brennan has built her business on. Taking over the shop—formerly the Flower Depot—a decade ago, Brennan brings almost 20 years of industry knowhow to the position, including time spent working under the former owner. Her background has helped drive the hands-on aspect of the 2902 Bloor St. W location’s services. “I think it comes down to what the customer needs, and not all customers need the same thing,” she says. “People can go to our Facebook, Instagram, Twitter or website to see our work and get a sense of what we do, but we try to really finetune and make things specifically for the customer.” You won’t find a stack of brochures or strictly ready-made packages at the south Etobicoke shop, instead you’ll find a team of friendly faces ready to work with you on your request, whatever the occasion. The cozy interior also offers a range of greeting cards, candles and other small gifts as well as a walk-in cooler room where customers can help themselves to an array of arrangements, create their own or take advantage of staff expertise. 12 HumberBayShores.org

“We try to be a one-stop shop for people,” says Brennan, adding that as the sole florist on their corner of the Shop owner Jennifer Brennan Kingsway strip, and manager they’ve mainDebi Kieback tained a large loare integral cal customer base, members of the Oleander Floral but their reach Design team. isn’t limited by the confines of the neighbourhood. “We have online ordering on our site and you can also call us, we love chatting with our customers. We have clients all over Canada, all across the world really,” she says. “We also offer full service delivery across the GTA, directly from our store.” With a rotating selection of flowers, there’s always something new and fresh to choose from at Oleander Floral Design—and if it can be helped, locally sourced too. “We do import some of our product from other countries, which you have to do if you’re in this business, but we want to support local growers when we can, just like I want to support other shops down the street and have support from the community,” she says. And with a nomination and subsequent win at last year’s Gems of EtobicokeLakeshore gala, this local love appears to be mutual. “It was amazing. We were totally stunned,” Brennan says of receiving the

gleaming Gem on display behind the shop’s front counter. “It’s a really great feeling, knowing that the people here appreciate what we offer.” It’s this kind of recognition that helps reaffirm that the shop, now entering its 10th year, is here to stay. Looking forward, Brennan says she wants to continue doing what they’re doing, which is simply helping people and making meaningful connections. “I think that’s the most important part of what we do, we offer assistance. And people who come here, generally speaking, need assistance. They don’t know what they want, especially men, who come in here panicked with a sweaty brow,” she says. “And through helping customers, you get to know them, you get to know what’s going on in their lives. So when we make an arrangement for something that’s happening—whether happy or sad—we may not be able to be there, but our flowers are.”  HH

Chilled Cucumber Avocado Soup This crisp, nourishing dish serves up the fresh taste of spring in a snap.

Our guest contributor Joy McCarthy drew the inspiration behind this refreshingly delicious and simple recipe while abroad in sunny Mexico. The recreation of a soup prepared by an elderly lady in a small, rustic roadside restaurant, Joy’s take is easy to make, vegetarian, gluten-free and creamy and sweet to the last spoonful.

Serves: 3 or 4 Difficulty: Easy Prep/Cook Time: Under 40 minutes What You’ll Need: 2 ripe avocados, peeled and cut into large chunks 1 small cucumber, cut into large chunks, reserving some thin slices for garnish 1 clove garlic 1 cup (250 mL) plain yogurt (or coconut milk yogurt for a dairy-free option) 1⁄4 cup (60 mL) fresh dill 1⁄4 cup (60 mL) cilantro Juice of 2 limes Directions: Place all ingredients in a food processor and process until smooth and creamy. If you prefer a creamier texture, add more yogurt. Garnish with slices of cucumber and chill for 30 minutes before serving.

The Amazing Avocado By HH Staff

A foodie favourite, this tasty, fleshy green fruit lends its nutty flavour and smooth texture to a number of recipes while delivering a generous boost of nutrients to each mouthful. Great for your taste buds and even better for your health, the avocado is a well-known superfood for good reason. Its oval shape and bumpy dark skin have earned it the nickname of alligator pear, but don’t be fooled by its rough exterior. Inside, the fruit’s rich, creamy goodness is packed with hunger satiating fibre and good-for-you monounsaturated fats, as well as an array of antioxidants to benefit and protect your eyesight, lower cholesterol levels, control blood sugar and reduce the risk of heart attack and heart disease. Free of cholesterol and sodium, and boasting 20 different body-friendly vitamins and minerals — including vitamins K, C, B5, B6 and E, along with high levels of folate and potassium — the avocado is the perfect pick when whipping up smoothies, spreads, dips, soups, and salads.

Toronto-based Joy McCarthy is the vibrant holistic nutritionist behind the Joyous Health brand. Championing Change Councillor Mark Grimes’ connection to the community has fuelled his long-standing leadership. By Melissa Hayes

F

or over a decade Mark Grimes has served the larger Etobicoke-Lakeshore community as Ward 6 councillor. In that time, the majority of voters have put their faith in Grimes’ ability to lead and speak for the neighbourhood’s interests at city hall on issues of development, transit, infrastructure, job creation and community-building. A passionate member of the community, Grimes’ steady hand has helped drive south Etobicoke towards its potential, a commitment that earned him the commanding support of 44 percent of voters in the city’s October 2014 election. Humber Happenings recently sat down with Coun. Grimes to discuss his election win, his accomplishments so far and what lays ahead for Etobicoke-Lakeshore over the next four years.

Councillor Mark Grimes has spent the last 12 years serving the Ward 6 community.

“The Humber Bay Shores community is certainly unique and I will continue doing everything in my power to ensure that this area’s full potential is realized.”

The councillor discusses the BMO Field renovation with MLSE CEO Tim Leiweke in 2014.

HBSCA President Jim Reekie and Councillor Mark Grimes at the annual HBSCA Farmers’ Market.

HH: Congratulations on your election win last October. Given the closeness of the race, what does it feel like to again have the Ward’s support? MG: It’s always interesting when you have so many candidates in a single race, but I am confident in my leadership and was pleased to see it reflected. We’ve accomplished many great things together and it’s imperative we continue to maximize Etobicoke-Lakeshore’s potential.

HH: Looking

ahead, what are your priorities for Humber Bay Shores? MG: Most would agree the number one priority for Humber Bay Shores in the 18 HumberBayShores.org

coming years will be protecting the former Mr. Christie’s site from residential development. Whatever changes come to this site will greatly affect the whole Ward, not just Humber Bay Shores, and I believe development of this site should feature new businesses and quality employment opportunities, and a transit hub.

HH: On

the subject of transit, what are your key priorities over your term? MG: As mentioned, I will fight to get a transit hub at the Christie site that will bring added transit options to commuters, which in turn will alleviate congestion on our streets. I strongly believe the site should include a GO Transit stop for Humber Bay Shores residents. Making transit more accessible and reliable will make leaving the car at home a more desirable option for commuters. More immediately, we need to start making improvements now. I have once again asked TTC staff to consider moving the Humber Loop to Park Lawn for more immediate solutions to our trans-

portation problems. Moving the loop will seamlessly connect TTC routes and make the 501 route more accessible to both Mimico and Humber Bay Shores. I’ll also work to make the pedestrian connection between Mimico Creek Trail and Mimico GO a priority.

HH: In

addition to the Christie site, where do you do see opportunities for employment growth in Humber Bay Shores? MG: A few years ago I secured Ward 6’s participation in a commercial property tax pilot project responsible for bringing new businesses and jobs to our community, employing local residents of all ages. The pilot project was so successful it was introduced city-wide. We also have several new small businesses and countless new restaurants that have opened during my time in office.

HH: What do you pledge to the resi-

dents of Humber Bay Shores? MG: I will continue fulfilling my pledge to manage growth responsibly and at the

COVER STORY maximum benefit for our community. I have always enjoyed a close working relationship with the HBSCA, whom my office speaks to almost daily. The Humber Bay Shores community is certainly unique and I will continue doing everything in my power to ensure that this area’s full potential is realized.

HH:

What do you appreciate most about living in the community? MG: I grew up in New Toronto, started my family in Mimico and now live in Alderwood with my wife and five children, but Humber Bay Shores certainly is an exceptional part of Ward 6. The waterfront parks offer some of the best, if not the best, views of Toronto’s city skyline. I’ve always referred to it as the “billion dollar view.” I truly look forward to this area reaching its maximum potential.

HH:

What among your accomplishments are you most proud of? MG: I think it’s impossible to choose just one, as everything comes together to form one larger picture. I’m very pleased with the creation of Mimico Square and Mimico Linear Park, as well as the transformation of both Marie Curtis Park and Amos Waites Park. I championed the construction of Colonel Samuel Smith Skating Trail, the city’s first outdoor skating trail, and the MasterCard Centre, both of which attract visitors from near and far. One of my goals I hope to accomplish this term is a brand new community centre for the shared enjoyment of the Mimico and Humber Bay Shores communities.

Bottom: Coun. Grimes at the Pan/ Para Pan Am Games Volunteer launch at TO2015 headquarters in 2014.

HH: What can you tell readers about

your new online home and what they can expect from it? MG: My new website will be fully accessible, specifically to the visually impaired who utilize text readers. Residents can also expect an easier-to-navigate interface with direct access to my social media channels, video content, community events listings, and important communications regarding city issues. As always, residents can reach out to me anytime with questions or concerns through my office.  HH Humber Happenings  I  Spring 2015 19

Why don’t you take a minute right now and really consider it?

Pick the top three things you need to change that will: 1. Improve the quality of your life today. 2. Improve your quality of life as you age. Now write down those three things you know you need to change and also write down how long a period of time you have known you need to change them.

New Year’s resolutions. Maybe you were among those who made that very pledge this year. Now that we’re a few months into 2015, how is that resolution going? While losing fat may seem pretty straightforward — we know it takes exercise, a healthy diet and sufficient sleep — one component that’s commonly overlooked is your mindset.

why?

Taking from own my experience, and from working with clients as a personal trainer, I’ve come to recognize that the psychological aspect is a principal factor in determining whether you succeed or fail at meeting your fitness goals. Motivation Matters You say, “I want to lose 10 pounds.” Fair enough, but you need to address the

vitality to the core “why.” Why 10 pounds? Is it so you can fit comfortably into your clothes, have more energy, or be able to keep up with your grandkids? The truth is, it is not 10 pounds you want to lose, it is what 10 pounds represents to you. Once you have determined the real reasons, focus on why you want to achieve that goal. The more whys, and the more meaningful they are, the easier it will be to stay strong in moments of weakness. Really commit to your whys by writing them down. Ask the Right Questions Anthony Robbins says, “Ask dumb questions and you will get dumb answers.” If you ask, “Why am I so fat?” your brain will give you an equally useless answer. Instead, try asking how you can make exercising fun so you can look forward to your workouts. Or figure out which strategies will allow you to make healthier food choices. Smart questions lead to smart answers. Talk Yourself Up “I’ve tried everything, I just can’t lose

thoughts, effectively giving yourself permission to throw in the towel. Success leaves cues. Look to the areas of your life in which you’ve succeeded. What did you tell yourself? What did you say when times were tough? Make a mantra — a statement or sentence that you can re-

peat to keep you moving forward. The Takeaway When it comes to fitness, we often overestimate what we can do in one or two months and underestimate what can be accomplished in 12 to 18 months. Determine why you want to make the change and what it means to you. Ask smart questions that will lead you towards your goal and formulate a mantra you can repeat every day. Armed with these tools, you can improve your diet, exercise routine and give your body appropriate rest in order to achieve the physique you want. After all, health and fitness is a journey. FOOD FOR THOUGHT

Connection

Making the

The benefits of tending to your teeth extend far beyond maintaining your oral health. By Dr. Mira Wassef & Dr. Max Wassef

H

ow well you take care of your teeth is not only important to your appearance and sense of well-being, but also to your overall health. It has become increasingly evident that the link between the state of your mouth and body extends beyond the obvious effects on speech, eating and pain caused by infection and trauma. Oral health has been linked to several chronic diseases. Effects of Poor Oral Hygiene Lack of adequate toothbrushing and flossing can cause bacteria to accumulate on tooth surfaces. As bacteria feeds on plaque, acid is released, weakening teeth and eventually causing cavities. If left untreated, decay can progress and reach the tooth’s nerve, resulting in significant pain, infection and possible tooth loss—this has a large effect on daily functioning and quality of life The body’s immune system’s reaction to bacterial build up is inflammation which can eventually lead to the erosion of the gums and bone holding the teeth in place. This is known as gum disease or periodontitis, and, if left untreated, will also lead to pain, infection and tooth loss. Inflammation of the gums has also been linked to diabetes, heart disease, stroke, obesity, respiratory disease and pre-term or low birth weight pregnancies. Gum Disease and Diabetes Inflammation in the mouth—periodontitis—seems to reduce the body’s ability to control blood sugar and worsen diabetes control. Reciprocally, research has shown that people with diabetes are two and half to 26 HumberBayShores.org

four times as likely to develop periodontitis than the rest of the population. This is thought to be as a result of high blood sugar providing favourable conditions for infection to grow in the gums. Take home message: By managing either diabetes or gum disease, the other can be controlled. Gum Disease and Cardiovascular Health Periodontitis also seems to be more prevalent in people with heart disease and stroke.

The health of your mouth and body are interlinked and share common risk factors. There is thought that periodontitis, heart disease and stroke share common risk factors such as smoking, obesity and an unhealthy diet. Another theory is that inflammation in the mouth can cause inflammation in the blood vessels, leading to raised blood pressure and subsequent heart attack or stroke. Take home message: By managing the common risk factors—such as smoking, excess weight and an unhealthy diet—gum disease and heart disease can stay under control.

The Mouth-Body Connection It’s a fact that the health of your mouth and body are interlinked and share common risk factors. For health professionals, and those who know what to watch for, the mouth can serve as a window to the rest of the body—providing signals of general health disorders, and conversely, the body can also affect the health of the mouth. By working to keep on top of brushing, flossing, following a healthy diet and scheduling regular dental checkups, you’ll make sure that both your mouth and body remain in tip top shape. HH Drs. Mira and Max Wassef are the owners and operators of Lakeside Dentists, a family and cosmetic dental practice located in the heart of Mimico by the Lake. Focusing on Our Families’ Future Our government is working to relieve Canadian families with new cuts and increased benefits. By Bernard Trottier

S

ince 2006, our government has provided significant tax relief for families. By cutting taxes over 160 times, and introducing benefit measures nearly a decade ago, a typical two-income family of four would be better off by about $5,475 in 2015.

I’m pleased that so many Canadians have benefitted from these measures. Almost 1.5 million families have taken advantage of the Children’s Fitness Tax Credit, and approximately 1.7 million families with young children receive the Universal Child Care Benefit (UCCB).

Always looking for new ways to help, our government is working to put even more cash back into the pockets of hard-working Canadians. We’re building on our record with new measures that will continue to help offset the costs of raising a family, such as child care and sports activities.

Hill Happenings Based on our success with income splitting for seniors, we are now offering a similar initiative for families. The new Family Tax Cut will allow the higher-earning parent to, in effect, transfer taxable income to the other parent who is in a lower tax bracket, up to a maximum benefit of $2,000. This will enhance fairness by treating families with the same overall incomes in a comparable way. We are also introducing an increase and expansion of the UCCB, which has been a source of pride and the delivered choice for parents when it comes to child care since 2006. The benefit will be increased to $1,920 per year per child under the age of six, and a new benefit of $720 per year per child aged six through 17 will be delivered. Approximately four million families are expected to benefit from the enhancements to the UCCB. In addition, we are increasing each of the Child Care Expense Deduction dol-

lar limits by $1,000. The initiative allows child care expenses to be deducted from taxable income if the child care is due to the parent working, going to

(and infirm dependent children over 16), and $11,000 from $10,000 for children who are eligible for the Disability Tax Credit. Lastly, our government announced changes to the Children’s Fitness Tax Credit. We are doubling the amount parents can claim for enrolling their children in sports activities to $1,000. As of the 2015 tax year, the credit will be refundable, increasing the benefit for low-income families who claim it that year and subsequent years. As we shift forward, our government will continue building on our strong record of significant tax relief for families. We believe that parents and families know best how to spend their hardearned dollars, and our government is committed in continuing to stand up for them.  HH Bernard Trottier has served Etobicoke-Lakeshore since 2011 as its MP and serves on a number of federal committees.

LAKESHORE VIEW

Empowering Communities

Bill 39 has passed second reading while cities are moving one step closer to safer roadways. by peter milczyn

T

his year has been shaping up to be a very interesting and exciting one. In January, I travelled across the province with the Finance and Economic Affairs Committee, attending town hall meetings to hear Ontarians’ priorities and their thoughts on the upcoming budget. In response to requests from municipalities to allow them to set default speed limits, I am happy to say the Ministry of Transportation will begin consultations to consider changes to the Highway Traffic Act to address these requests. The safety of our roads is always our government’s main consideration, and municipalities have the best information regarding their own roads. Therefore, we want to conduct comprehensive cross-province consultations with all municipalities, who will be invited to participate in questionnaires, webinars and in-person workshops in spring 2015. On another front, I am excited to advise that on November 20, 2014, my Private Member’s bill, Bill 39, — the Planning Statute Law Amendment Act — passed second reading in the Ontario legislature by a 34-7 vote. This spring it will go before the legislature’s standing committee on general government. Bill 39 would ensure local munici30 HumberBayShores.org

The safety of our roads is always our government’s main consideration. the planning system, restore accountability to elected officials and potentially save municipalities significant resources that are expended on the appeal process. The bill’s amendments to existing legislation would address three broad themes: It aims to restore local decisionmaking on planning matters to municipal governments while balancing the need to maintain mechanisms to appeal poor decisions to the OMB, it aims to modernize certain aspects of the Planning Act, and finally would give munic-

ipalities the tools to better manage the impacts of growth and development. Under the bill, locally initiated Official Plan Amendments (OPA), the zoning bylaws that implement them and approved site-specific zoning bylaws, once passed, would no longer be subject to appeal to the OMB for a period of five years. Bill 39 would also give municipalities the right to expect “excellence in design” in development, encourage a sense of place and provide for public spaces that are “high quality, safe, accessible, attractive and vibrant.” It would also empower municipalities to address a chronic shortage of affordable housing by requiring developments with 20 or more new housing units to provide a portion that is affordable housing. Additionally, it would extend the time to file appeals to the OMB. OPA and concurrent zoning bylaw amendments to an OPA would go from 180 to 240 days, while zoning bylaws would extend to 180 days from 120 to allow cities more time to review proposals and prepare for potential appeals. This year holds great promise and I look forward to working with you!  HH Please feel free to contact me at my Constituency Office at 700 Kipling Ave. in Etobicoke. or by phone at 416-259-2249 or fax: 416-259-3704 with any of your questions, comments, or concerns.
