Australian Government Comes to the US to Learn About Trails
Every year the National Off-Highway Vehicle Conservation Council hosts their educational workshop and conference, which consistently draws a great cross section of national leaders from the user community, consultants and state and federal land managers from the United States and Canada to discuss trails related issues, success stories and best management practices. This year the Australian Government sent a representative, Roger Pitt, to the conference to explore how the United States deals with OHV issues, as the Australian Government was facing challenges with this usage. These challenges were especially seen outside major population areas and Government representatives were hoping to avoid the stumbling blocks the United States and Canada had encountered at the start of their management efforts. Once everyone started talking it was amazing the amount of issues that we had in common despite the ocean between us. Roger’s enthusiasm for the project was simply infectious. Needless to say the riding opportunities in Australia were very different from those in North America, which was highlighted by the fact that all riding on public lands in Australia is done with street legal vehicles. The only street legal OHV there is a motorcycle. While ATVs and SxS are certainly in Australia, they can only be used on private lands. Additionally, this project was being explored by the Risk Management portion of the Department of Environment rather than being a recreation based project. We were thrilled to receive a request that Mr. Pitt wanted to look at high use areas in the US, where prior to planning, the usage of the area was creating trouble and where impacts had been reduced and riding opportunities had been improved with planning and management. He had already arranged a trip to Idaho to look at several locations where OHV managers had improved riding opportunities and minimized impacts through planning. Several other locations to visit were proposed. An area in Colorado that was effectively managed was on Roger’s list as he wanted to visit the Moab Utah area as well. Of course we jumped that opportunity and were able to connect Mr. Pitt, our state parks OHV manager Tom Metsa, Scott Dollus who is the US Forest Service Recreation manager for the Rampart Range riding area in a site visit outside Denver CO members of the OHV maintenance crew funded by the State and myself as a user group partner. The Rampart Range area had certainly faced its number of challenges over the life of the riding area. It also was a great resource for this discussion, as Scott Dollus and Tom Metsa had been working on that district for more than 20 years, and this is unusual to say the least with the USFS and being able to combine the long term experiences of multiple partner agencies would be difficult to do anywhere in the country . We had a great meeting that ranged from a discussion of the lengthy planning process to what were the most effective pieces of equipment for maintenance of the area. We also discussed how the partnership between all groups had been critical to the long term success of the area and that maintenance and funding for the area was an important component of the success. Also a big THANK YOU to Arctic Cat who provided the sleds at cost to CSA and the dealers of Arctic Cat who donated toward the sleds to help bring our cost even further. All of the participating dealers were provided tickets and a poster to help promote floor traffic. The proceeds of their sales were awarded to the clubs of their choice. The drawing was held December 10 at 3 p.m. at Boyz Toyz & Sonz in Eagle. The winner of the M8000 was Todd Mazrin from Grand Junction. He purchased his winning ticket from the Western Slope/Snowskippers. The winner of the ZR120 has not claimed the prize yet, but the ticket was purchased from Uncompahgre Valley Trail Riders. Preliminary figures show total number of tickets sold came to 6,333. We don’t have a total of the expenses yet so are not able to determine the amount each club will be awarded for the tickets their club sold. Check next month’s Snow Scoop article next month for more details. The money for each club will be available for pick up at the annual convention in February. Be sure to attend the banquet at which time we will give out the checks. Bill and I were disappointed there were several clubs who did not participate in the selling of raffle tickets this year. Therefore, our tickets sales were significantly down which will impact the funds we have available to assist in helping the grooming clubs pay for insurance, as well as the amount each participating club will receive for their ticket sales.

Greetings from snowy Steamboat Springs! The snow has finally arrived! If you ride on Rabbit Ears Pass, we hope you are enjoying the new parking lots. The Routt Powder Riders President, Ed Calhoun, was instrumental in getting this work done in cooperation with the Forest Service and C-DOT. We are so glad to have the Dumont lot moved off US Highway 40 and back into the meadow. The Muddy Creek lot has been expanded to include a new day-use area and the original lot remains open for overnight camping. Our club has resumed grooming on Rabbit Ears and Buff Pass. As much as we would like to, we simply cannot groom as often as the snow conditions dictate and we realize that Rabbit Ears and Buff Passes may not be groomed to your satisfaction. We are trying to spread out our grooming funds to last throughout the entire season. In order to do that, we are accepting your donations to help extend the season. The first grooming of our trail system is completed. Right now, the snow is pretty fluffy on part of the system. Still the groomers have set the initial trails and will continue to build the great trail system for which Craig is known. We recently held our annual club potluck Christmas dinner held at one of club member’s lodge (Wild Skies Adventure Lodge – Craig). The dinner was YUMMY! It was fun to find what was going on and of course, only the first Lire got away with his tales told. Our Calendar of events is starting to fill up: Craig Annual Poker Run – January 21 - Freeman Trailhead. Proceeds go to deserving Moffat County High School graduating seniors. As in recent years, we hope to award four $1,000 scholarships. We presently have 104 club memberships condsisting of Individual, Family, Business and Business-Family memberships. We are hoping that the memberships are renued and new members join. All snowmobile clubs rely on their memberships to keep their clubs active and viable. White River Snowmobile Club
We are gearing up for the second annual White River Rumble, which will be held February 4 just east of Meeker. With multiple classes offered, along with awesome cash and prizes to be won, this Cross Country race will appeal to an array of riders. The OPEN CLASS will cover 70 miles, while the two VINTAGE CLASSES, COED TEAM event and brand new SNOWBIKE division will make a 33 mile loop through every changing conditions and challenging terrain. The weekend will kick off Friday afternoon with an optional inspection of the course, followed by registration, dinner and drinks in downtown Meeker that evening with fellow racers and volunteers. We will have breakfast and lunch venders at the race site on Saturday for your convenience as well as a fun sledding hill and space for the kiddos to cruise around on their sleds. The first and last couple miles of the race will be easily seen from the start/finish. It will be exciting to see those last minute passes and maybe some crashes! Watch for the ladies of the White River Snowmobile Club, we have a ton of free giveaways for the fans too! After the races, we will return to Meeker for a fundraising dinner prepared by the White River Snowmobile Club, followed by awards and Casino Night. On Sunday, we warmly invite all the racers, their families and locals to join us for a Club Ride. We will offer guided on trail and off trail rides starting at the Lost Creek parking lot on County Road 8, all meeting at the Ripple Creek Lodge for lunch. While writing this article it is Christmas break in Denver, Colorado and returning to work is right around the corner. But first I must charge my oil in the Nytro, put in a new battery, change the chain case oil, clean clutches, check bearings and replace the starter relay. These are things that most of you have already done or are in the process of getting done just like myself. We had all summer to do these but somehow some of our actions items just do not get done. Our first ride is coming up New Years and pretty sure it is going to be the Snowy Range, we have heard that since the election it is a lot less windy now and in the future, Wyoming will be much more fun. Snowy Range and Rabbit Ears have both received about 36” of snow in the last few weeks. I vote for powder, fun with friends and miles on the sleds. Last month I invited our CSA president to the Mile Hi chapter meeting for a discussion on how “Right To Ride” funds are used. This is a topic Scott needed no time to prep for and happily accepted. Scott spoke for about 30 minutes and answered questions from club members. The club ordered-in Brothers BBQ for the evening , this was a fantastic event and wonderful meal. Special thanks to Marty and Rhonda for everything they have done for the club over the past years. This husband and wife team have done so much to make the club better every month. Mile Hi is lucky to have folks like this on the board. In fact the entire board is a wonderful group of hard working folks who take their positions very seriously. Update from my last article, my sled will now have to pull me around with 15 to 20 pounds less weight. What a fantastic life style change. Reminder I took the challenge of not drinking alcohol, no sugar, no dairy and no wheat for 30 days! This is called the Whole 30 Day plan, not a diet but a method to make life style changes to your body. Enough about this other than I am a new man. The hunt for a “HDT” Heavy Duty Truck continues. This looks like a semi 2007 which is a sleeper 72”, Cummings engine, auto and capable of putting my slide-in camper on the deck. Of course we plan to travel and put some miles on some type of a HDT. Well hello everyone! We hope this finds everyone in the Holiday Spirit and that you have all been good this past year and asked Santa for a bunch of SNOW!! It has been a crazy start to this winter but winter is here nevertheless. Our Groomer, Mr. Burns of Avalanche Excavation, has made a few passes and made it out to the South End of Baylor Park. He advises that it is still early snow conditions and that everyone use extreme caution. We all want to get out there and play but the objects in mirror are not what they appear!! – In the early part of December when my family was getting our annual Christmas tree I found myself up to my waist sunk in the snow in a few spots… now with that being said I’m only 5’1” so it’s really not that deep... and definitely no base. So again use caution. We are really hoping to get a few group rides out ending the day with a BBQ in the lot this year or even at the Lodge at Sunlight. We would like to encourage people to post on our Facebook page if they are going out to ride or looking for folks to ride with etc. – This is an effort to get to know other members and non members alike. Finally...We like to cordially invite you to our Annual Fundraiser/Get together This year will be the Rec. Riders Hampton Inn-Race to the pool - Page 1 - Composite

Well it’s been a crazy few months with no snow in the central mountains, marginal snow down south and just this week finally getting some snow north. Pike Peak Highriders have met twice this year at our new location, Old Chicago, 4110 North Academy Blvd, Colorado Springs, CO. They have a private room in the back that seems to be a good central location of the meetings. Several people have been out riding but not too much in the way of off trial riding. The only club scheduled event was the Matt Entz Mountain Skills Avalanche training on Dec. 2 and 3. Thirteen members were able to attend Matt’s two day avalanche training course. We met Friday night in Del Norte for three hours of class room training. On Saturday we met on the top of Wolf Creek pass. After about an hour of refresher training and checking the web site for avalanche danger Alan Weiss for the day we rode out demonstrates use of an avalanche to several meadows pack. and practiced search and rescue techniques. If you’ve ever just turned on you beacon to Demonstration of shoveling techniques. search for your riding buddy who’s standing a few feet away to see if your beacon works you are sadly not trained to really find someone in an emergency. There are proper search and probe techniques as well as how to shovel. Yes even how to shovel is important. We also spent time measuring slopes angles, recognizing avalanche areas, and riding safely if you have to cross a suspect area. Many thanks to Matt and his assistants for the training. We all felt it was worthwhile but hope to never actually use the skills. Several other members will be attending the training in the future. We already ask that everyone we ride with has beacons so having everyone trained will ensure we ride safe. Matt Entz discussing search and probe techniques.

Winter is off to a great start in Eagle County! Our annual SledFest event was well attended and officially kicked off the snowmobile season for Powder Hounds club members. In addition to great food, reconnecting with friends and previewing the latest sleds and gear, a silent auction provided great deals while supporting club efforts. Colorado-based Boondocker and riding coach, Matt Entz made the trek to SledFest this year. Matt brought his super sweet Polaris AXYS RMK with Boondocker turbo and provided information on rider safety and mountain riding techniques. Thankfully, it was only a short wait between SledFest and the first measurable snowfall of the year. As of late December, most of the riding areas in Eagle County are blanketed in deep white and many of us have already notched several memorable powder days! Club-sponsored grooming operations in the Red & White area of the White River National Forest have begun and help provide safe access to all users of our world-class backyard. We look forward to the New Year and an exciting twist on the classic club ride. Stay tuned!
Snow Country Explorers of the Upper Rio Grande

The upper Rio Grande valley had two big snow storms over the Christmas holiday giving the Creede area a lot of snow to groom. Bob, our groomer, has been busy getting the
trail system ready. Trails that will be groomed and marked in our area are Love Lake, Lime Creek, Bristol Head, Snow Mesa and possibly a new trail on Black Mountain. We are excited about grooming a new area to ride so stay tuned for further information on Black Mountain trail. The club held a meeting in October focusing on safety equipment and avalanche awareness. Don Dustin, vice president, discussed all the various safety equipment that snowmobilers should carry with them while riding. We also discussed avalanche beacon usage and watched a video on locating an avalanche victim using beacons. The club is planning
Arrowhead Snowmobile Club

The Arrowhead Snowmobile Club has had a good start to the season. We had over six feet of snow in December and our trails are groomed and ready. We had our first ride on Saturday, December 31 followed by a fantastic New Year’s Eve celebrations at the Arrowhead Mountain Lodge. We have a Poker Run scheduled for February 11 with large cash prizes over $500. Please go to www.arrowheadsnowmobile. org for registration information. Our Club rides will be the Poker Run on February 11, March 11 and April 8. Meet at the Arrowhead Mountain Lodge at 10:30 a.m. and plan to join us for breakfast at the Lodge beforehand. We’ll have our monthly meetings after the rides at 4:30 p.m. We are also having Friday night Moonlight Rides (weather permitting) on March 10 and April 7 (snow permitting). Meet at the Arrowhead Mountain Lodge for dinner before our 8 p.m. departure. an avalanche awareness class for the end of January so we can get some hands-on training. The club’s January meeting will be a dinner meeting at Kip’s Grill in Creede on the 12th. Our first club ride was scheduled for December 29 to Love Lake and Copper Ridge. The Snow Country Explorers try to have a club ride at least once a week, and everyone is welcome to attend any club ride or event. Greetings from Lake City! Visit our new Facebook page at “Lake City Winter Trails”. We will be sharing photos, stories, event information, and trail conditions. Give us a “Like” to stay connected. We have a good winter storm predicted this weekend. By the time this article prints, we expect to be groomed, marked, and tearing up the powder! Check our FB page above or SNOTEL site for Slumgullion Pass for snow conditions. We have one small trail closure to report due to logging activity in the area. About half of Trail 2 will be closed from the intersection with Trail 5 on Deer Lakes Road east to the intersection of Trail 2 and 3. The parking lot at Deer Lakes Road will be open. Volunteers have been busy this summer clearing trees from the trails and widening for improved groomer access. Don’t forget to carry a small saw in your pack along with your other emergency gear just in case you encounter a fallen tree. At our November Club meeting, progress is reported for the Second Annual Lake City Snowshoe Race. Mark Feb. 12 on your calendar and come out for some snowshoe fun in between riding the trails. 5k and 10k events are planned for serious competitors and those just out for some fun exercise. Make it a weekend in Lake City by also attending the Milski Ski Race and Lake City Ice Climbs events that weekend. Visit our Facebook page to stay informed on plans. Yellowstone Winter Use Adaptive Management Plan Released
Future of Commercially Guided and Non-Commercially Guide Snowmobile Access May Be Affected - The Devil in the Details Jack Welch, Special Projects Consultant, BlueRibbon Coalition
On December 20, 2016 I received notice of the availability of the Final Yellowstone Winter Use Adaptive Management Plan (AMP). This AMP is the final step required by the Supplemental Environmental Impact Statement (SEIS) for Yellowstone Winter Use which was published August 22, 2013 and the final Rule for Winter Use developed to implement that SEIS Selected Alternative. To develop the AMP, the National Park Service (NPS) began a process to collaborate with individual stakeholders to develop this adaptive management and monitoring plan for Yellowstone winter use in November of 2013. It was from the work of these stakeholder working groups, including BlueRibbon members, that a draft AMP was released in May of 2015. After a 60 day comment period on the draft a Final AMP was developed and just released. There are three central objectives for the final AMP: 1. To evaluate the impacts of OSV use and help managers implement actions that keep impacts
within the range predicted under the Selected Alternative. 2. To gather additional data regarding the comparability of impacts from a group of snowmobiles versus a snowcoach. 3. To reduce impacts on park resources after implementation of the Selected Alternative, by gathering additional data regarding the overall social and ecological impacts of winter use and using those data to guide future management decisions. The working groups that provide input into the development of the final AMP include Wildlife, Soundscapes & Acoustic Resources, Air Quality, Human Dimensions, Operation and Technolgy and Non-Commercially Guided Snowmobile Access Program. For the AMP process Working Groups were formed around each impact topic listed above, which were comprised of stakeholders and interested members of the public. With a Park Service staff member as a working group leader. The purpose of these Working Groups was not to reach a consensus or to agree on a course of action, but for individual members of each Working Group to provide suggestions, knowledge, technical expertise, and general comments about monitoring objectives and potential mitigation measures. One statement from the final AMP in the noncommercially guided chapter 7 is that “if non-com-

The same is true for the Commercially Guided snowmobile program. Monitoring of Wildlife, Soundscapes & Acoustic Resources and Air Quality along with the Human Dimensions will play an important role in the future of snowmobile access to Yellowstone. It is important to note the AMP as outlined in this plan, is intended to be flexible in that as new information is collected and evaluated, the NPS and the public will continually re-examine the goals of the program, monitoring strategies, and management actions. The NPS will keep the public updated on new information and any changes to monitoring strategies or winter use management through the YNP website, monitoring reports, and public meetings as needed. Please note it will take time for a complete review of all the details of the AMP and how the future of snowmobile access to Yellowstone will be effected. Here it is a brand new year and a lot to look forward to. Looking back to last year our Club had a very active year. We did maintenance on 85 miles of ATV Trails (being we are an ATV and Snowmobile Club) We removed downed trees, brush and took care of water damage. We sponsored 22 club summer rides, had a big club picnic with demo ATVs and side-by-sides. Worker with Montrose County on the Rim Rocker Trail and the BLM to name about 30 of their trails in our area. (These trails had only numbers until now). Now we are getting in to the snowmobile mode. We sold all of the 600 raffle tickets given to us for the for the CSA Snowmobile Raffle. We got a new groomer (to us) to groom the Uncompahgre Plateau thanks to State Parks. There was a lot of GOOD snow at the end of December. Which gave us a opportunity to use both of our groomers. We groom 95 miles of snowmobile trails on the Uncompahgre Plateau, Owl Creek Pass and the CHristmas party Little Cimarron. All of our trails are in good condition and have a lot of SNOW. We had an excellent Christmas party this year. The club furnished the ham and turkey which was cooked to perfection by Susie McGee and the members took care of the side dishes and desserts. Also all the members brought some nonperishable food to donate to Shearing Ministry Food Bank. We donated all most a 100 pounds of food to them. At the end of the party we had a white elephant gift exchange that proved to be First time out with the new groomer. a lot of FUN.

North Fork Snowmobile Club
It has been an unusual winter so far. It has been cold here in the valley but not extremely so, and more rain than snow. I can live with that as long as we are getting good snow storms up higher. From all reports it is doing just that. Both Black Mesa and Leroux Creek are reporting 48” of snow with 4’ at the Baldy Mountain marker on Black Mesa. It has also been reported that we have “deep snow” up Stevens Gulch and on Grand Mesa. Our last club meeting was held on December 19. Possible club rides being considered for this season are Black Mesa, Leroux Creek and the Cunningham/Electric Mountain Loop which is a newly established trail as of last year. Also, trips to the Vega Reservoir for lunch, Stevens Gulch to the Glenwood Springs ski area, the west end of Grand Mesa, Ohio Creek Pass and High Mesa located in the Ridgway/Montrose area and led by members of the Montrose club. There is some interest in doing a Gunnison –Taylor Park ride but this would require some extra planning as it is a long drive to get there. Possibly an overnight excursion?? The last two years we have generally scheduled most of the rides on a Saturday or Wednesday with two rides a month. If anyone has areas they would like to have club rides and/or would like to volunteer to lead a ride can contact Wes Spore at 970-872-2167. Once dates, times and ride information has been established Wes will email/mail the members. The North Fork Snowmobile Clubs’ annual poker run will be held on Black Mesa again this year on SUNDAY, February 12th. Participants can purchase their poker hands at the Crystal Creek Trail Head between 9am and 12 pm. Hands are $10/ea and multiple hands may be purchased. Hands will be
drawn at the Black Mesa Lodge and all hands should be drawn no later than 1 pm. Participants do not need to be present to win. The club will do a 50% payout as follows: HH-30%, LH-25%, 2nd HH-20%, 3rd HH-15%, 4th HH-10%. Plan on a full day of fun, so bring water, lunch and snacks or plan on purchasing lunch at the lodge. As we get closer to the event, you can check the CSA club calendar of events for any changes/updates to this information. WITH US! AND BRING A FRIEND!! The club Christmas party was held at the Hotchkiss Elks Lodge on the evening of December 10th. We had a nice turnout with approximately forty people in attendance. We had tri-tips, ham and turkey and lots of wonderful side dishes to choose from. Thanks to everyone who participated. The dirty Santa gift exchange was great with Yeti can holders being a popular item. I don’t have an official dollar amount on the auction but heard that it was substantial. Thanks to everyone that donated items as well as those that participated. For those that couldn’t make it, you were missed.

West End Sledders
From: The Fun Group on the West End Well, we finally have gotten some snow to speak about in our end of the State, Our SNOTEL on The Lone Cone says a whopping 36” now and we are excited to have it. The Groomer is on the mountain and trails are being opened for all to enjoy. The Groomer was moved to the West End area on the Plateau on Sunday December 18, so that operations there can start as well. Our grooming chair says that we have been allotted $29,048 for grooming operations this season yahoo!! Let it snow. A special thanks to our groomers on the Lone Cone, Tom Oliver and Kerry Alexander, they are training two new people this year as well. Special thanks also to our groomers on the Plateau, Kent Tomlinson, Tom Loczy, and Bill McClellan, all of these folks are volunteer and do an awesome job for our club and all of the others that use our trails. We would also like to give special thanks to Mountain View Enterprises of Norwood and NNTC Wireless of Nucla, for donating time and equipment to haul the groomers to the mountain. The West End Sledders held a monthly meeting on December 17, along with a wonderful dinner and gift exchange, some discussion on our trails and who uses them, we would like to see the fat tire bike riders, the ATV folks, the jeep lovers and everyone else who enjoys these forest service roads year around, join their local snowmobile clubs to support all of these activities, and to help keep these accesses to remain open for years to come. In closing our annual poker run is scheduled for February 25, so come and join us on this wonderful and fun day. Remember Ride SAFE, help others in need and always go home SAFE!
It is finally here and really looking good up there in the high country I went out the week before Christmas and there was more than three feet of snow then, I have been out of town since before it started snowing again I can’t wait to get back on the snow again. We Silverton Club got the new Groomer started and Jim Lokey has been out grooming Molas pass and by next week the town of Silverton should have most if not all of the town trails groomed. We will be planting poles soon now that there is enough snow and the trails are groomed. I hope you have got your Reservations made, and turned in your Registration form for The Convention, it is being held in Silverton, February 9, through the 12th. There will be guides for each of the rides this year. The first ride will be Friday if you can make it We are meeting at Kendall Mountain Recreation Center at 10 a.m. (Breakfast is at 8 a.m.) we will ride till about 3:30 p.m. giving you enough time to enjoy the meet and greet and get ready for Saturday’s Fun. If you can we are having a snowmobile parade and Bonfire on the 28th of January, that is when the town gets together and dispose of the used trees from Christmas along with a dozen pallets or so. Silverton is holding their annual Dog sled races on the 14th and 15th of January. The Durango San Juan Sledders is holding a midweek ride pretty much every week through winter if you are interested call me and I will get you hooked up with the right people.

Yee Haw, The Colorado Snowmobile Convention is coming to Silverton this year. We are already meeting and planning to make sure that everyone has a GREAT time. Fun rides, great food, cool door prizes. Did we mention the amazing snow we have? By the time y’all get here, Katy bar the door, a good time will be had by ALL. The beauty of living in a small mountain town – EVERYONE wants you to have fun at this great event.
