Trails/Recreation Based Legislation Issues There has been a lot of Federal legislation that has been introduced in either the House or Senate addressing recreational usage of public lands and the troubling situation that has arisen regarding the challenges facing the trail network on federal public lands. There are a lot of facets to this discussion and an in depth discussion would be entirely too large for an article. This article is an attempt to hit the 30,000 foot issues.

First issue is all user groups should be treated the same under any legislation. Too often a preference is given to a single group under various proposals. The Permit process is highly inconsistent and burdensome and issues encountered by outfitter /guides are seen by many user groups. All these groups should be addressed evenly. Timelines for permits are major prohibitions and many groups on the low end of the permit requirements are simply not able to determine need 180 days in advance . Many non-commercial activities are lumped into commercial activities. Events that occur primarily on existing resources on public lands should not need a permit or move forward on a cat ex. There should also only be a single permit must be issued for a project or event and right now often there are no lead agencies which results in additional permits being required of users at the last second. This is not good. The second issue involves volunteer group liability. Volunteer groups must be protected from liability as well as individuals. This issue has become a major hurdle especially with grant related projects. Liability places a lot of burden on volunteer groups who are partnering with agencies on grants. This liability forces required to obtain insurance coverage and possible rider on that policy for projects. Obtaining a policy rider is

difficult as often cert of completion are impossible to obtain relative to a project. The third issue involves economics of recreation, which must be accurately addressed accurately in the planning process. The Secretary of Commerce should be included in the development of any report regarding recreational economics as this is the Department of Commerce area of expertise. While the Department of Interior and Department of Agriculture should be included, this is not these agencies areas of expertise. Too often planning undervalues recreational activity badly and it is difficult to balance multiple uses when primary leverage is exceptionally limited. The fourth issue would be that Congressional powers over public lands should not be altered. Administrative creation of National Recreation Areas or similar type designation is not acceptable as creation of NRA type areas could trigger heightened permit requirements, this should be avoided as there are concerns with the efficiency of the permit process. The relationship of existing NRA created by Congress to new administratively created NRA is unclear and the relationship between any new designations and existing SRMA and ERMA designations is unclear as well. The fifth issue involves the placement of a minimal administrative burden on agencies with any new trail or recreational legislation that

must be passed. Any new process for trails maintenance or prioritization must pass a cost/benefit analysis as the USFS budget continues to decline. Last year that budget declines another $188 million dollars this year. Requiring more planning documents do not resolve issues on the ground and do not improve partnerships on the ground. There has been discussion of establishing priorities for trail maintenance, which would immediately cause concern under a cost/benefit type of analysis as the basic maintenance of all trails is a major hurdle for land managers and maintenance can severely fluctuate by region or state depending on the existence of outside funding. A review of priority trail maintenance must include: 1) a review of the level of public usage of trail as low level usage trails should not be priority maintenance projects; 2) the ability to leverage outside funds for the project - many states are providing more trail funding that is available at the regional USFS level; and 3) is project ripe in terms of NEPA which would seek high value low hanging fruit in districts. These factors should be easily integrated into any legislative efforts that are moving forward. Inclusion of these factors will result in a more effective and more cost efficient partnership of all users that will insure that high quality recreational opportunities will continue to be provided on public lands.

Pedersen Receives CSA Scholarship Jack Welch On January 23, at the Colorado Snowmobile Association (CSA) Convention, Evan Pedersen accepted the $1,000 Scholarship Award for his daughter Katie. The Pedersen family are members of S&W Adventure Riders Snowmobile Club of Denver. The entire Pedersen family, mother Dawn, daughters Kerry, Kinsey, and Katie, and father Evan, are avid snowmobilers. She is studying specialty nursing, and hopes to become a medical professional in neo-natal and pediatric care. Katie is a graduate with honors from Discovery Canyon High School in Colorado Springs. Her honors at Discovery Canyon included graduating summa cum laude and being named to the National Honor Society. She also was editor of the school yearbook and received a letter in tennis, along with being an accomplished pianist! Katie is also applying for the Western Chapter of the International Snowmobile Council (ISC) and the International Snowmobile Media Council (ISMC) Scholarships. She can apply for these scholarships because she has received the CSA Scholarship from her state association.

The Blizzards have been busy the past month, and we have been riding everywhere! As always, we enjoyed our annual Presidents Day Ride a few weekends ago. We had a blast, and really appreciated the efforts of everyone involved. Also

A couple of weeks ago, nine members of the Craig snowmobile club rode the Meeker Flat Tops. We had a great ride. Sun was shining, snow was crusted in some lower areas, but up higher there were a couple of inches of newer snow. The picture was taken on top of Blair Mtn., 11,300 ft. Note how we are all smiling! As with most of Colo., Craig is in spring riding mode. The trailheads are dry, but there is still snow on the trails and more snow off the trails. We are still grooming. Two new club

members have joined the ranks of our groomers and are catching on real quickly. Yeah!! This spring and summer we’ll do normal groomer maintenance and make picnic days out of replacing reflector wraps on all our trail marking poles. As we had banner participation and support of both the Arctic Cat snowmobiles raffle and our annual Poker Run, we voted to award four $1,000 college scholarships to local Moffat County High School graduating seniors. Hope all clubs have a successful ending to the riding season. Have a great summer!!

Steamboat Lake Snow Club

Hidy-Ho from North Routt. The doom and gloom snow conditions which plagued our area well into January, has taken an about-face ever since the 16th and 17th of January, when our area was pounded with 2 to 4 feet of champagne powder, depending on elevation and location. We have been blessed with some significant coatings ever since, keeping our snow pack up and in good shape, in spite of spring like temps mixed in since the third week in February. Three SnoTel sites within our grooming area recorded prime conditions the first of February with 50 inches at Elk River, 59 inches at Lost Dog, and 73 inches at Whiskey Park. As of this writing, there is still 41 inches at Elk River, 48 inches at Lost Dog, and 56 at Whiskey Park. Keep in mind that these sites are at mid to lower elevations in our trail system, so we should be good to go for a while yet, with access to higher ground. The Steamboat Lake Snow Club (SLSC) has a couple of new faces in the officer regiment. Jim Stouffer is the new club president, with Darren Zamzow backing him up as vice-president. Margie Bachman continues to be the “glue” of this club with her quite extensive secretarial position. New

have a handful of group leaders, each in charge of about 4 people that can be mobilized in the event of a search. We are very proud to step up, and help out if at all possible this season. Although we are now prepared, we hope the rest of the season will be safe, and filled with snow.

at our February meeting we were happy to have two members of Wyoming’s Albany County Search and Rescue team. They gave us the rundown on how things happen in the event of a search, and helped us determine what our club could do to better support their team. We now

blood usually brings change and yes, they have re-developed a grooming program that has not been used in years, hoping to make it work this time…it’s all about working the budget right. Previous club functions this season included the North Routt County Charter School (NRCCS) and SLSC fund raiser events which went off without a hitch and were moderately successful. Still pending as of this writing is the 7th annual “Wounded Warrior” ride slated for Saturday, March 26. The ride is scheduled for 10 a.m. to 4 p.m. with the starting point located at the Rocky Mountain Rentals camp in the Steamboat Lake Marina parking lot, then a community pot luck dinner from 6:00 to 7:30 PM, hosted at the NRCC School. This event is organized by Stan and Jodie Wagoner of Rocky Mountain Rentals and is an inspiring and feel good function to participate in. Tom Mason The Forest Service needs your help to provide comments on 500 miles of trails in the area of Pike and San Isabel National Forest to include Rampart Range, Rainbow Falls, Divide, Tarryall, Four Mile and Taylor Park. This area is impacted by nearly 8 Ranger Districts and comprised of many, many trails Which most of you readers have undoubtedly ridden on or want to someday. In short the Forest Service printed a map of the Pike and San Isabel HOV trails after four plus years of performing background investigations. This map was cleverly challenged by the environmentalists groups for proof of following Forest Service mapping guidelines and rules. End result in court the Forest Service lost this suit was fined and ordered to redo the mapping in about a one year time frame. I thing my facts are pretty accurate as a result of listening to a presentation given by John Bongiovanni on March 2. Comments are needed prior to April 1 on each and every trail; four questions need to be answered for each trail. By the time you read this the deadline most likely will have passed and the process will go to phase II. For those really care about our “Right To Ride” rights you are going to have to email me for what is the course of action in phase II or log into the CSA web site for additional details. The cause and effect of this Pike and San Isabel map getting challenged in court is as follows. If the Forest Service does not get adequate detailed documentation from recreation users like yourself in a very short time these trails could be in danger of being closed or at the very least some of them. Stay tuned on this topic more to come for sure.

It’s been a good season here in Grand Lake. We had a good turnout for our Steak Ride, enjoying a mid-day trailside steak dinner. It was a warm, sunny day, so nobody had to scrape snow off their steak. We had a great mix of long-time and new members attending. Our biggest event of the year was the co-sponsored Poker Run benefitting Flight for Life on February 20. Mile Hi Snowmobile Club of Denver and Trail Blazers Snowmobile Club of Grand Lake team up to pull off this event. The weather and trail condi-

hoped for but 176 riders came out to support Flight for Life in this fun event. We also had a Silent Auction benefitting Flight for Life and the CSA Right to Ride Fund. Altogether, the event raised over $10,000 for these charities. Event Chair, Toni Boettcher is already working on setting the date for next year’s Poker Run. Our last local ride of the season was our Moonlight Ride. We’ll wind up our season with the Overnight Ride (this year we explore the Steamboat Lake area) in early March and the annual Potluck and elections April 2. Then we start planning for next season. Even though riding out of town isn’t great right now, you can still access our trail system at the North Supply Trailhead (not much parking) and at Idleglen at the south

end. It’s spring riding, but there’s still plenty once you get up away from the trailheads. And, if enough people do their snow dances, we might get enough again to be able to ride from town. As long as we can get to the snow, we’ll be riding it. NOTE: at the time of this writing the trail out of town, through Rocky Mountain National Park is still open, with the bare sections being outside the park (town side and North Supply side). Be sure to check on local conditions just before you come – they can change rapidly sometimes.

Jack Welch This year’s S&W Adventure Riders annual trip just finished. Here is a quick summary of our event which started on February 20 and ended February 28. This year’s Ride took us to Southern Colorado with great riding areas. We rode South Fork, Creede and Lake City areas. The normal starting time for the club ride this year was a week earlier to provide better riding conditions. We started the evening of Saturday, February 20 in South Fork at the Allington Inn and Suites. We rode to Summitville, Elwood Pass and areas near Wolf Creek Pass. We enjoyed several days with new fresh snow! After three days of riding in the South Fork area we moved to the Blue Creek Lodge near Creede and headquartered out of the Lodge for the remainder of the trip. While staying at the Blue Creek Lodge, riders had the opportunity to ride outstanding trails and experience some of the great off trail riding that Creede and Lake City areas are famous for! These areas included Bristol Head, Snow Mesa and Spring Creek Pass. In the Lake City area Cannonball Plateau, Slumgullion Pass, Saw Mill Park had great snow and play areas. Special thanks to the following snowmobile clubs that helped us during our ride: Creede Club, the Snow Country Explorers of the Upper Rio Grande Snowmobile Club from Lake City the Lake City Continental Divide Snowmobile Club and the Pagosa Springs Club, Wolf Creek Trailblazers. In addition the following Clubs supplied maps from South Fork, South Fork Powder Busters Snowmobile Club and the South Fork Silverthread Outdoor Recreation Club.

So what happened to some late winter and early spring riding? Can’t believe it is regularly 50 to 70 degrees on the Front Range as I write this for the Snow Scoop. I’m sure there will be some more snow and riding but it doesn’t seem like it right now. We’ve had our regular meeting for Jan and Feb and have two more this year and then will wrap things up for the year. We continue to have a good turnout for the monthly meeting. Three visitors were in attendance in February. Club rides were discussed and good commentary on local riding conditions. District 5 Representative Ray Doble brought us up to date on the CSA Convention at Mt Princeton. Topics he discussed are problems with people riding in the wilderness areas. He said that over 50 tickets have been issued this year with fines ranging from $500 to $1000. Please be aware of where you are in the back country. CSA raffle ticket sales were brought up

Creek. He had recently made and put up signs at intersections on the trails. Some people had ridden there recently and commented that they were well placed and informative. PPHR voted to help with their financing . PPHR club ride to Chama, NM was well attended. We rode for three days and between 13 and 16 people rode over the weekend. Snow was good but temps were warm. We still found areas where there was still powder. Almost everywhere we went we were the only people riding so had untouched meadows all day long. This is the last Snow Scoop for this season so until next season have fun but be safe.

Gunnison County Sno Trackers

Phil Chamberland Well here it is, the beginning of March already, time waits on no one. The Gunnison Sno Trackers has had a great year thanks to the enthusiasm of our members. We have had as much as 30 members showing up for our meetings on the second Wednesday’s of the month at the Almont Resort, (Starts at 6:30), which has made for some fun and productive meetings. Our membership drive at the Powerstop in Gunnison was a huge success and we are looking forward to doing it again on an annual basis. We will also be doing an event in Crested Butte as well so keep an eye out for that. You can follow us on facebook at Gunnison County SNO Trackers. We post lots of good stuff on our page and this is the most up to date info on grooming. There are lots of fun pictures and videos as well. Our groomer has been doing well this season. We spent quite a bit of money this past fall doing

and the winners were announced. 12,000 tickets were printed and 7,980 were sold. President Tim Schultz thanked everyone again for helping out and selling 700 tickets for the club. We doubled our ticket sales this year. Ray also mentioned that at the recent Colorado State Trail meeting they are making efforts to standardize all the Colorado trail maps and include GPS reading. This should help with the wilderness riding problems. We also discussed avalanche awareness. One club member, James Finsterwald was at South Fork near Tucker Ponds when a group of riders from South Dakota were caught in an avalanche. They all had beacons but left them in the trailer as they were not going to do any technical riding. One member of the group was buried and unfortunately passed away. Almost all of the PPHR members have beacons and some won’t ride with someone who doesn’t have one. Always be safe and never ride alone. Plans were made to sponsor an avalanche class in the future. Currently only one of our members has a fuel transfer tank in his truck so he is the only one who is able to fuel the cat. Adding a fuel trailer at the trailhead will help maintain consistent and timely grooming throughout the season and will be a huge plus. What a great snow year this has been in our area of Colorado! Despite the fact that our new grooming machine didn’t arrive until the end of February, the club has been out riding every week. We have had at least eight rides since the beginning of January. All but one ride has been on either Lake City Continental Divide Club trails, South Fork Powder Buster trails, or South Fork Silverthreader trails. We appreciate the fine grooming our neighbors have done. Ten club members attended the CSA Convention at Mount Princeton Hot Springs in January. They reported having a terrific time riding some new territory, enjoying the hot springs, and feasting on good food. Some are planning to return this summer with ATVs to ride the same territory. The club also held monthly meetings in January, February, and March. Kip’s Grille hosted the January meeting upstairs with Jimmy and Kathy Cruse hosted the February meeting. everyone enjoying a fine meal before business. February’s meeting was hosted by Jimmy and Kathy Cruse at their beautiful home on the Bachelor Loop. Kathy prepared some yummy fajita fixings and club members brought sides for all to share. March was BBQ night upstairs at Tommyknocker Tavern. People filled up on brisket, ribs, potato salad, and baked beans before settling down to business. Our last meeting of the season will be DeAunn Lowe and Jimmy Jeter upstairs our annual pizza party on April 7 at Kip’s Grille. at JC and Renee Banks’ home off Deep Creek Road. We always look forward to this meeting to end the season in style. The Snow Country Explorers welcome all people interested in snowmobiling and winter recreation to join our club activities. Hello Fellow Snowmobilers, well this winter started off with a bang, some of the best ridding our area has seen in years, the powder and base were just awesome. We were all so excited to have so much snow and knew we would just have an incredible season of fun filled events. So with that being said this is how the Westend Sledders shared some fun together, we did a club ride up on the Uncompahgre Plateau on the 10th of January we had a beautiful sunny day and we were all eager to get on the trail, however a small glitch in being able to turn around and park presented a small problem for a couple of folks and shoveling, pushing and pulling on pickup trucks and trailers seemed to take up the morning by a few hours. We were then able to hit the trail and have a wonderful ride, it was however starting to snow by then and becoming a bit chilly, but no worries being the tuff bunch that we are we headed back for the now unstuck trucks and journeyed on to President Jacque McClellan’s nice warm house for stew and conversation. Sooo!! To continue our story, the Westend Sledders hosted a wonderful poker run on February 27, a beautiful sunny day once again but the deep wonderful snow that we had, started disappearing a couple of weeks before due to warm weather, so getting all the sleds to the snow was a bit of a challenge but we managed to get it done and fun was had by all. We were so fortunate to have folks come from Durango, Cortez, Paonia, Delta, Grand Junction, Montrose and other areas and what a great bunch they all are to spend a weekend of fun with. We would like to thank our sponsors and all of the wonderful and generous business’s that donated door prizes. See you all next season from the Westend Sledders.

North Fork Snowmobile Club

We wanted to get out of the deep freeze we were in for December and January but we didn’t want the spring like weather we have been experiencing for most of February plus no snow. Hopefully, it will cool down again and we will start getting a few more snow storms. We really need to get more moisture before we get into full blown springtime. I am afraid the fruit growers might lose some crops as it is. The North Fork Snowmobile Club held its’ 35th annual poker run on February 13 on Black Mesa this year with contestants leaving from the Crystal Creek Trail Head. We were welcomed to the parking area by unseasonably warm temperatures and beautiful blue skies. Around 100 participants took to the near perfect groomed trails (thanks to Ray Penland) to pass through the four (4) stations set up along the route to the fifth (5) and final station at the Black Mesa Lodge. Hands were dealt at the lodge and participants had the option of partaking of a delicious pulled pork sandwich made possible by the good folks at the lodge. The 173rd and final hand was dealt around 1:45 pm revealing the hand winners. Participants were unable to resist the wonderful weather and great snow conditions which resulted in everyone coming in around the same time and later than normal resulting in a longer than usual line at the dealing table. However, everyone was in a jovial mood and having a great time. High hand winner was Butch Lange with a flush of spades earning him $260. Low hand was taken by Stacey Hodapp with a 7 low, bringing in $217. Second, third, and fourth were won by Lisa Lamp with a 5-9 straight for $173, Bonnie Petersen had three (3) of a kind Ace’s for $130 and Carrie Dixon had three of a kind Kings for $87 for a total payout of $867. The new owner of Weekender Sports, Dennis Durmas, gave a $250 gift certificate for a grand door prize which was sported out by Orville Petersen

in a game of “heads or tails” which was won by Tom McLeod. Numerous other prizes were given out by drawing names. Thanks so much to the following businesses for offering the door prizes: Weekender Sports, The Taco Hut, and Tri-R-Liquors all of Hotchkiss and Grand Mesa Motorsports in Delta. Thank you to all of the volunteers who helped. From advertising, to parking lot helpers, those who worked the sign -up tables, station supervisors, card shufflers, dealers/recorders and all other necessary duties to make this event possible every year. Many of you took part in more than one of those categories, and it was much appreciated. In hopes that we didn’t leave anyone out, we wanted to recognize Bruce Bufkin, Tyler Kuntz, Jason Kuntz, Tristen Todd, Devan Rupe, Tanner Simpson, Keegan Simpson, Butch Lange, Jake Lange, Enos Ruble, Con Hirschfeld, Pat Gallob, Ray Penland, Dennis Durmas, Larry and Janet Allen, Orville Petersen and family, Barb Palmer, Gene Kennedy, Wes Spore, Kathleen Starr, Sherry Robley, Joe Webb, Ralph and Linda Wilson and Marty and Lynette Satterstrum. With your efforts this year’s event was a great success. As of the end of February 2016, we have had five (5) club rides. The lowest attendance was five riders and the highest number was fourteen riders not counting the poker run. Rides have covered the Stevens Gulch, Cunningham, Leroux Creek, Vega Resevoir, uncompahgre Plateau and Black Mesa areas. There will be one more scheduled club ride for the season. On Sunday, March 13 the club will leave from the Stevens Gulch trail head and will travel up Stevens Gulch road past Electric Mountain Lodge over to CR265 and head west from there. Snow conditions will dictate if the ride will take place and also the riding area. There are two club meetings remaining for this season. Monday, March 21 the nominating committee will be appointed and Monday, April 18 will be the election of club officers for the

2016-2017 seasons. Friday, April 22 was selected as the date for the Elks appreciation dinner. The meal is donated, prepared and served by club members with proceeds going to the Elks Lodge in return for the use of space at the lodge to hold our monthly meetings. Barb Palmer is organizing this years’ dinner. If you are interested in volunteering your time to help with the various jobs required (preparing, serving, clean-up, etc.) and/or donating food items call Barb at 970234-4025. We will be serving smothered steak with all the trimmings. Items needed are: bell peppers, onions, potatoes, salad fixings (lettuce, tomatoes, cucumbers, etc.), bottled salad dressings, canned corn and possibly dessert items. Also, you can donate money for the purchase of the meat. In the past, we have served upwards of 75-80 people. If everyone donates a little bit, it won’t be a hardship for anyone. Please plan on donating something. If you plan on donating food, call Barb and find out what she would like you to bring or if you know what you want to donate, find out how much she still needs. It would be good if you could bring food items to the last club meeting on April 18 so we can put everything in the lodges’ cooler. We will have highway clean-up sometime in the spring. If a date is decided before the last meeting, Wes will let you know the date in a newsletter. He will also send emails and/or text message reminders out. I hope everyone can get in some more fun riding while the snow lasts. Reports are that the snow is melting fast so it might be a short season if we don’t cool down and get more snow. Happy St. Patty’s Day, Easter and all the rest. Please keep our military men and women and families in your thoughts and prayers. Uncompahgre Valley Trail Riders Rich Jakino Hi Everyone, March is here and things have warmed up a lot in our area. We have had a lot of high 50 and low 60 degree temps in the last part of February and the first part of March. This kind of weather isn’t good for snowmobiling or good for your snowmobile. Sleds can overheat and even burn up the engine, if you’re not careful. Needless to say a lot of our planned rides were canceled. There is still hope for a lot of spring snow and colder weather for March and April. We did have a very good December, January and first part of February snowmobile season. There was more snow than we have had for several years. We had days that we hit Black Mesa, Grand Mesa and High Mesa when there was thousands of acres of snow without a single track in it. That is a snowmobiler’s dream. Our grooming program this year has been very interesting. The PB 300 that we use on the Uncompahgre Plateau went down in mid-December with the main drive system going bad. It could not be repaired on site and the cost of repairs is going to exceed the value of the 1998 groomer. We have been grooming all of our trails with the little PB 100 that used to be kept on the Owl Creek Trail. We have spent all most as much time transporting the PB 100 to our

three areas as we have grooming. The PB 100 is too small to do a good job on the Uncompahgre Plateau with the big amount of snow we had early this season. Our thanks go to the West End Sledders for running their groomer on a few of our trails on the north end of the Plateau. At this time we are working on a Grant from CSA to replace the PB 300. (Hope it works out!) Looking back at the last year our club had a fairly good year. We sold 500 Raffle tickets in the CSA Snowmobile Raffle, with $800 of our share from the raffle proceeds being donated to Shearing Ministry to build a new warehouse for their Food Bank. We had the best Christmas party ever, where we collected 147 lbs. of food to donate to the Food Bank and a large box of toys that were donated to the Montrose Elks #1053 for their Christmas Basket program. Our club also has adopted a street in Montrose that we pick up trash twice a year. This year we hosted rides for both the North Fork Snowmobile Club and the Gunnison County Snowtrackers on the Uncompahgre Plateau and were the guests of the North Fork Snowmobile Club for a ride on Leroux Creek. Also we Club rides on Black Mesa, Grand Mesa, High Mesa and Owl Creek. This kind of wraps up our year. It was a good year and we had a lot of fun. STILL HOPING FOR MORE GOOD LATE SNOW!!

Greetings from deep in the high country: Since last we visited, we had another huge winter event. The local meteorologist called it getting SCHWACKED. Merely another San Juaner with drifts over seven feet deep. It would have been a great ski day but I couldn’t get out of my door and by the time I had shoveled out, the passes were closed. Avalanche danger was extreme so it was a good time to enjoy the winter wonderland we call Silverton. We’ve had some really warm temperatures lately, but the sledding has been great before 1 p.m. It’s a slight bit slushy after that, but still fun, fun, fun. We had our local Fun Days yesterday which included inner tubes being pushed through an obstacle course with our snowmobiles, drag races with dresses on, and a poker run. The turnout for this event was the largest in club history and the pot luck was an absolutely huge gastronomic success. Upcoming events still on our schedule are our Club Dinner and Moonlight Ride with bonfire March 19 and Ride for the Disabled March 26. Any and all of these events are fun filled and exciting for the whole family, so come on up to Silverton and enjoy the high country with some friends. Until next year, Dean
