BLM Planning CSA President 2.0 Rule Update
I just wanted to give everyone a quick update on the BLM’s new planning rule that has been dubbed “BLM Planning 2.0”. Planning 2.0 is the rule that governs how the BLM will conduct development of mainly Field Office level Resource management planning in the future. The big benefit of the process was there was going to be more opportunity for public input, but many were simply unable to find where that public input would be provided. While it cannot change multiple use requirements is will guide how input is provided and when it is provided. There was a large amount of public opposition to the proposal ranging from state and local governments, industry, recreational user groups, permitees to name a few. We submitted extensive comments regarding the lack of NEPA analysis around the process, the lack of public meetings (only two in the country) and the fact that all timeframes for public comment were shortened but more opportunity was provided for Wilderness Inventory and other environmental concerns. The entire planning rule was developed under a Categorical Exclusion in the NEPA process, since BLM took the position that it would not have any on the ground impact. We thought that having minimal public input on a process to improve public input was probably not the most effective way to start that discussion. Just for comparison the USFS used a large Environmental Impact Statement and dozens of national meetings to revise their planning rule several years ago, and it is almost impossible to do anything on public lands without at least an Environmental Assessment. Seems kind of odd that the entire rulemaking process could be revised with less analysis than most simple decisions at the field office level. Everything seemed really out of balance and not leaning towards doing anything other than completely closing areas or reducing public access. The Final BLM Planning 2.0 was released at the tail end of last year and many were disappointed that the rule was functionally identical to the version that was originally provided and opposed. Rather than providing any type of administrative appeal process for the new rule, BLM determined that the next level of appeal was through legal challenge. Again an odd way to increase public input as most of the public simply does not have the resources necessary to challenge a federal regulation in court. But there is some hope on this issue. Since the election Congress now has legislation moving that would set aside the rule, the new Administration has identified the rule as a major concern going forward and the new Secretary of Interior could simply not defend the rule in any judicial challenge. Reopening the rule making as part of a settlement would allow for significantly more public input and hopefully a far more balanced rule in the long run. We will remain involved in the process.

Hello Snowmobile sports fans I am writing this just prior to leaving today for the CSA State Convention in Silverton, CO a short seven hour drive. Soon I will be hauling my camper and sleds with a 2006 Volvo 670, yes I found a good one and yes I am pulling the trigger, next week a road trip to Dallas. My clubs are doing well and my membership with CSA got renewed after a spelling issue after two months, lessons learned. The Lyntons continue to love this sport even after all the maintenance that goes into the sleds. Just this year on the Doo an A-Arm, ski, clutch rebuild and then exhaust pipe sensors; this surpassed the $2,000 dollar mark pretty easily. The Nytro needed an oil change and heated hand grips, under $300. So far this year we have only ridden in Wyoming in the Snowy Range mountains; the conditions have been great and the drive is way better than I-70. With that being said last evening I had to do my Colorado tag renewals on-line almost forgot I had to do this very important item. By the way the funds go to a very good cause! My six-year term as District Rep #3 is coming to a close. I have met some great folks and been introduced to some wonderful riding places. As more free time opens up in my life I am sure I will spend more time with the CSA Executive Board members. Ride safe, stay involved and join your local club.

Well I hope everyone is having as much fun as we are here in our neck of the woods. We just need to keep up the snow dance for a little bit longer! This past weekend our club held a little meet and greet BBQ in the 4 mile parking lot. It was great to see different faces and introduce ourselves. We even picked up a few new members! Speaking of members/memberships- I really want to reiterate the importance of becoming a member of any of the clubs around the state. For us in particularly , it is not only a main foundation base to which we use the funds for maintenance , the monies also help when it comes to any legal matters that may arise be it attorneys fees to help fight against losing public land use or accountant matters etc. When the membership numbers are grater we are greater; a greater force that pulls together to help protect our rights and use of our public lands. It wasn’t that long ago that so many of us joined forces and surprised so many by showing up at an Eagle County Meeting showing those who want to close and restrict our already public land use areas we will not let that happen. We seemed to have backed off since then and numbers seem to have dwindled but don’t think for a minute their numbers have lessened - they can change the name of their organization but the agenda has never changed.
So please I encourage you join our club, join other clubs – our names as a club have more clout than you can possibly imagine and the financial support to the club helps keep stability for such engagements and overall general care to maintain the club. We also want to encourage you to attend a meeting of the club that you belong to and better yet come to ours – even if you are NOT a member. This will give you a chance to see the interworking of our club, give suggestions and answer any questions that you might have. Some people may not mind that others make decisions on your behalf, and that is fine, but why not see for yourself why and what your membership funds are going toward? Why not see that your interests are our interests? Why not make some new friends with like minded values of our lands? Why not?! Look its one night a month for about two hours of your time. One night a month, a few hours to feel assured that your dollars and goals for public land use are being put to good effort and use. Our meetings are the first Wednesday of each month held at the Orchard Church In Carbondale, CO at 6 p.m. usually done by 7:30 p.m. I finally wanted to give a shout out to all those who donated to our club fundraiser by either being an Elite Table Sponsor , a Reserved table sponsor or
donated from your business to help make this event one of our most popular gatherings and success for fundraising for our volunteer based nonprofit club.

Prehistoric Club Rides
I joined our club several years ago so that I could enjoy riding my sled with others who enjoyed doing so as much as I did. At the time I didn’t even grasp the importance of fighting land closures and just wanted to ride! Maybe it was because those issues are just getting worse every year for us. My parents and grandparents were part of the snowmobile clubs in Eagle County decades ago, even before the current Holy Cross Powder Hounds club existed. I remember stories of huge powder club rides on their Evinrudes and SnoJets! In a days’ time, they could barely get to the locations we get to in 10 minutes now. Over the years the club rides have dwindled down to where we can hardly field a pack of sleds. It seems that the same core group of people venture out and occasionally we get a beginner or someone new to the club and valley to join us. These days the ideal riding groups seem to be 2-4 people that have similar riding styles. Add in the fact that many people don’t want to ride in packs of 20 with beginners and novice people, and it seems that club rides have died. Personally, I dread even planning the club rides because it means I need to be there for people that may or may not show
Holy Cross Powder Hounds up. Add in extra bonuses such as riders on beat up machines that don’t run well, riders without proper waterproof riding gear, no beacons or avy gear and you have a doozy of a day coming. Don’t get me wrong, I love to meet new people and I’m in favor of preserving the club scene. But we realize that something has to change. This realization led the club to finding new solutions. The Holy Cross Powder Hounds are currently planning a Back Country Rally powered by the guys at Rever (http://rever.co). This is something completely new to snowmobiling that should be attractive to all riders. Experts, beginners and even those guys that don’t want to deal with the club rides. The idea is simple but challenging, fun and laid back all in one. Sledders would download the Rever app for free. This awesome free app can track your riding route and guide you to predetermined locations. There’s even a map that works without the use of cellular communication and in airplane mode so you are not interfering with your avy beacon. On the day of the event, riders would use the app to search out predetermined key locations found on the map. By checking into these locations, they would be eligible for rewards from our sponsors. The best part of this excursion is that there will be way points for beginners all the way up to experts. So it’s not necessarily a com-
Buena Vista Snowdrifters Michelle Gunsher
The Buena Vista Snowdrifters installed a new avalanche beacon check station at the Denny Creek trailhead at Cottonwood Pass. This will allow riders to confirm their beacons are working and on the correct frequency before venturing out into the snow. The season got off to a slow start but with all this great snow we’ve resumed our regular grooming schedule at Cottonwood Pass – we groom the trails on Mondays, Wednesdays and Fridays. St. Elmo is groomed once per week. Grooming has been delayed at St. Elmo due to snow and down trees. We’re actively working to clear the trails and expect to be grooming that area before this article is published. We’ve received several feet of snow over the past few weeks and the riding is excellent so come on out and take advantage of the new check station, fabulous riding and stunning views! The Buena Vista Snowdrifters meet on then second Tuesday of each month at the Branding Iron Bar and Grill on Hwy 24 in Buena Vista. Dinner for those who want to buy their own starts at 6 p.m., meeting starts at 6:30 pm. Everyone is welcome! For more information contact Michelle Gunsher at mcg5659@yahoo.com

petition. Give-a-ways are available at group levels. Those going for the big way points might find them placed anywhere on hill climbs or even in some nasty ravine! Other way points might be found at places of interest like a warming hut, end of a groomed trail or photo location. At the end of the day the club would meet at a local bar/restaurant for results and give-a-ways. We’ve even thought about having a sponsor for significant way points. Some people might be a little intimidated by the technology. So, we are working on ways to get pictures of the way point or check in with another in the group. Some have joked that this is Pokemon for sledding! If Pokemon annoys you then never mind that analogy! We hope to pique the interest of sledders from all over. One requirement will be to join our club. Remember that if you are already a member of another CSA club you can join our club at a reduced rate ($23). We want this to be a club event. And if there are give-a-ways or rewards, only club members should be eligible. We are also working on bringing in a popular sled personality to the event to spruce it up a little! We are still working on the details and hope to have something posted on our website in the near future (www.holycrosspowderhounds.com). Stay tuned for more information!

We are having a great season with plenty of snow and great riding conditions. We have had two Club Rides, a Moonlight Ride and are preparing for our big Poker Run on Saturday, Feb. 11 with a big $500 First Prize. We have had winter logging which has disturbed a small portion of our trail system. It has been safe and successful and will end in a week or two. We are hoping for a long season with our next club ride on March 11. It will include Avalanche training and riding skills training.

Hi from the Gunnison County Sno Trackers! Gunnison County had one of the largest snowfalls in many years, providing excellent terrain for snowmobilers across the Valley. The snow covered trees and mountain views make for beautiful scenery while exploring the backcountry. This winter has been one of the best for snowmobiling in a long time, and with snow continuing to blanket the trails, we’re bound to catch some air off enormous snow drifts. Grooming has been going well, except for the times when we had to shut down due to avalanche danger and control. With feet of snow covering the ground, our crew is working day and night to groom trails for everyone to enjoy. If you haven’t had a chance to get out there, go enjoy the powder, you won’t regret it!
