Just after World War I, a young soldier named Dwight Eisenhower never forgot his long, dusty and monotonous experience of crossing the country by vehicle convoy on the rough roads of those days. The trip took weeks. When he became president, he pressed hard for a national interstate system. In its infancy back in the 1950s, much of the emphasis for the interstate system was on the increased speed it would provide. Over the years travelers could add simplicity of travel to the list of the benefits of this tremendous transport system and aside from speed and convenience, safety as well. But one stretch of Interstate 85 through North Carolina as it reaches and crosses the Yadkin River for years found itself with a much higher crash rate than the statewide average crash rate for comparable facilities. Sixty thousand to 70,000 vehicles per day pass through this busy corridor. see BRIDGES page 58

The construction industry is reaping rewards from oil and gas drilling as one of the keys to recovery. The oil and gas industry is closely tied to the U.S. economy — and construction. It supports an estimated 9.2-million jobs and contributes 7.5 percent of total gross domestic product (GDP). The United States is the third largest producer of crude oil, about 5,380,000 barrels per day (b/d). (Russia is first; Saudi Arabia is second.) It’s also the
top consumer of oil (followed by China, Japan, India and Russia). More drilling for oil and gas in this vital area of the economy stimulates recovery of the U.S. economy, including many areas of construction — pipelines, industrial facilities, wastewater plants, consumer spending, housing and other sectors.
Impacts Economy Increased supplies of crude would lower the price of gasoline, giving consumers more money to spend and therefore lifting the economy. Crude oil
accounts for about 68 percent of each dollar spent at the pump. More production also increases demand for equipment. “Drilling, particularly onshore, often requires at least rough roadbuilding and site preparation equipment,” said Ken Simonson, chief economist of the Associated General Contractors of America (AGC). “You have to create a pad, support buildings, storage tanks and so forth. You need excavating equipment to level the

To help owner/operator Sid Varner better serve customers and support his other five central Florida locations, he is reopening the Chiefland site as a parts depot. The former dealership was closed in 2007 due to economic hard times, the property rented out. Coffman views the reopening as a sign of recovery and says the branch will continue to gradually expand to eventually include sales and service. “Support is highly important,” Coffman said. “People like to buy in their own community.” He believes Highland offers a non-corporate advantage because it takes an active role in the community and is responsive to customers without having to wait to go through “layers of decision.” “Sid is the only day-to-day owner/operator in the business,” he continued. “That makes a difference. Customers can call and talk directly to the owner.” Coffman reiterated the company motto: small enough to know you, large enough to serve you. Although Varner had taken early retirement, he returned during the recession to guide the company. “Having the owner on site is important for the customers and it influences the rest of the staff. He understands the fundamentals that built the business,” Coffman stated. One of those fundamentals is seamless integration of customer needs, which the reopening of the Chiefland branch will allow them to do. “Rentals are back strong,” Coffman pointed out. And with the interim Tier IV engine initiating a major reissue, Highland Tractor is striving to stay ahead of the curve by offering some new models and changing engines to retrofit older models. Linder Trains on Allied Product Line Trekker Tractor Hosts Case Triple Threat Rodeos As part of the Case Triple Threat Rodeo Competition for 2011, Trekker Tractor is hosting rodeos at four of its branches. The competitions are scheduled at Tampa on July 15, West Palm Beach on Aug. 19, Miami on Sept. 16, and Orlando on Oct. 14. Heavy equipment operators are competing at Case dealerships throughout the United States this year to vie for a chance to win a new Case compact track loader and a Ram truck during the North American Triple Threat Rodeo Championship Event at the 2012 World of Concrete tradeshow. The winner of each local rodeo will be awarded a trip for two to the championship in Las Vegas, January 2012, plus $500 cash and a commemorative Triple Threat Rodeo belt buckle.

Laser Scanning Used to Determine Structure’s Soundness By Billy Alan Chaves SPECIAL TO CEG
Defects in a white concrete surface can’t hide from millions of points collected with a high-definition laser scanner. Things didn’t appear so cut and dried in September 2010, though, when the New Orleans District Corps of Engineers tried to determine if a stage control structure built near Zachary, La., in East Baton Rouge Parish was constructed according to design tolerances. The construction contractor’s surveyor had collected 12,000 shots on the structure surface with a total station without being able to determine if it was within the strict tolerances required. Something more powerful was needed — and laser scanning turned out to be the answer. The Amite River and its tributary, the Comite River, are the major causes of catastrophic flooding in the Baton Rouge metro area. In 2001, the U.S. Army Corps of Engineers, the state, the Amite River & Tributaries Study Authority and East Baton Rouge Parish signed an agreement to develop a regional solution called the Comite River Diversion Canal Project. Its purpose is to divert about 50 percent of the flood waters from the Upper Comite River to the Mississippi River. The project will involve construction of a 12-mi.-long diversion channel from the Comite River to the Mississippi River, a diversion structure at the Comite River, guide levees, the Lilly Bayou stage control structure and several drop structures where the diversion channel intersects with roads, railroad bridges and bayous. The project has become even more important since the area has seen explosive growth due to population displacement from the New Orleans area following Hurricane Katrina. As of 2008, the total estimated cost of the project, which is due for completion in 2016, was $187 million. The Lilly Bayou Control Structure will dissipate the energy of water flowing between the Comite and the Mississippi from a higher to lower elevation, according to Rick Tillman, structural engineer with the Corps. The energy will dissipate as water flows over a spillway featuring an elevated weir. The $27.6 million second phase of the project consists of excavation and the construction of the concrete control structure, a stilling basin and an outflow channel. The main surface slab was designed to have a 1 to 5 (1v: 5h) slope, a several-feet-thick substructure of mass concrete and large baffle blocks filling the stilling basin at the bottom constructed of 3,000-psi concrete. the compressive force and abrasion generated by rushing flood waters. At no more than 1/8 in. (.3 cm) of deviation for every 10 ft. (3 m) of surface, the elevation tolerance on the structure is uncommonly tight, according to Tillman. “That’s out of the ordinary for the [Corps’] New Orleans District to design; however, it’s not unusual for the purpose of the structure,” he said. “We have flow velocities that exceed 40 feet per second. At those velocities, you can get cavitation and if you have unevenness on the surface, it can tear a hole and tear the structure apart. That’s why you have to have these tight tolerances.” Tillman said that after the structure was built, though, deviations from the elevation tolerance on the sloped face were plainly visible using a straight edge. Determining the extent to which the structure was out of tolerance promised to be quite a task in itself. The Difference: Quantity of Points The Corps’ lead engineering technician, Dwayne Blanchard, having experienced previously successful scanning projects that Dale Stockstill & Associates (DS&A), Carriere, Miss., had completed for the division, recommended that Tillman ask them about scanning the structure. crew checked them with its GPT-3105W reflectorless total station from Topcon Positioning Systems and then started the scan using a Topcon GLS-1000 laser scanner. The elevation did not adhere to tolerance throughout the structure surface, but the X and Y axes were fairly close to tolerance. So the crew performed the scans from the existing control point, which was in place at the top and bottom of the large structure, knowing that the two scans could be corrected during the cloud registration process. Tillman noted that scanning provided much richer surface detail than shooting in less time than a total station does. “You can obtain those results on conventional total stations, but this is much quicker,” he said. “They scanned the entire surface of this flume surface — I think it took them two to four hours — and they had something
like seven and a half million points. It took about three days to collect about 12,000 points with the conventional total station.” After the initial scan was completed at the top of the structure, the data file was downloaded for the engineers to view in the construction trailer while the second scan was being taken. It didn’t take long for Tillman’s question to be answered — the millions of points collected on the surface clearly displayed undulations, ridges, dips and humps in the structure. DS&A technicians used a PolyWorks routine to “color map” the deviations as related to the design plane. DS&A technicians provided traditional cross sections at specified intervals, but because the surface was so large and the tolerances were so tight, many hundreds of sections would have been required just to view a small portion of the see BAYOU page 29

Historic Plane Makes Its Way to Aviation Museum in N.C. Brenda Ruggiero CEG CORRESPONDENT
A piece of history recently made its way down the east coast from Harrison, N.J., to its final resting place at the Carolinas Aviation Museum in Charlotte, N.C. The cargo was Flight 1549, the A-320 Airbus that was safely landed by Captain “Sully” Sullenberger in the Hudson River on Jan. 15, 2009. The transport was handled by J. Supor & Son Trucking & Rigging Co. Inc. of Kearny, N.J., which is the same company that originally pulled the plane from the Hudson.
“This has truly been a miracle from start to finish,” said Joseph Supor III, president of J. Supor & Son. “I am ecstatic that my company was afforded the privilege to transport ‘The Miracle on the Hudson’ to the Carolinas Aviation Museum.” Supor offered thanks to all the state’s DOT’s and engineers, each police department, state trooper, county official, and all the town mayors who helped in navigating the truck through the permitted route. “If not for the combined effort of all, this move could not have been accomplished,” Supor said. “The outpouring of support throughout the country has been over-
whelming and I’m reminded again why I’m so proud to be an American.” Doug Filos, operations and logistics coordinator of J. Supor & Son, reported that the transport was done with a Kenworth T800 four-axle truck and a 65-ton (59 t) perimeter six-axle steerable trailer, resulting in a total of 10 axles. The plane was loaded onto the trailer by two hydraulic cranes owned by J. Supor with the assistance of Kevlar straps in the storage facility in Harrison. The wings, which are still in storage, will be transported with stretch flatbed trailers at a later date. According to Filos, the most challenging
part of the move was “finding the most advantageous route that would keep the amount of turns down to a minimum due to the length and height of the load.” The journey, which took a total of seven days, involved one tractor, one steerman, a high pole and a project supervisor. Despite the challenges, the outcome was a success. “Actually, it was seamless and safe,” Filos said. Fourteen student teams from the United States and Canada have won the 2011 edition of the annual AEM Construction Challenge presented by Volvo Construction Equipment. The annual challenge is held at the Global Finals of Destination ImagiNation (DI). The 2011 event took place May 25 to 28 at the University of Tennessee in Knoxville. AEM along with DI developed the Construction Challenge to engage students through a hands-on, educational experience that introduces them to construction careers such as engineers, equipment technicians and manufacturing professionals. In addition to the annual challenge, AEM also conducts a challenge program at the triennial ConExpo-Con/AGG and IFPE international trade exhibitions. This year’s AEM Construction Challenge at DI Global Finals in Knoxville was titled “Unidentified Moving Object” and teams had to design and build equipment that moved various materials to and from
towering heights; start and end their presentations with the equipment contained in a storage box; create and present a sales promotion highlighting features of the equipment — and complete all of these tasks with no AC electrical power. “What an amazing experience; it was like a call went out for hardworking, innovative problemsolvers who could work well together and then they made an 8,000-person all-star team. We’re very proud to be a part of this; it was a glimpse of what the future of our industry can be and what we hope it will be,” said Paul Parker, senior marketing specialist with Volvo Construction Equipment. Topcon’s Technology Reveals Deviations From Criteria

slope. DS&A’s technicians went to work programming. They modified some existing routines in their PolyWorks software to generate an ASCII-type EM file —a format favored by the New Orleans District — that converts the point cloud data to a grid every foot laterally and half a foot longitudinally going down the slope. This programming had to be refined several times to deal with file size and computer processing speed. After the program was refined, it extracted traditional points (point number, Northing, Easting, elevation and code) from the cloud at the specified intervals and wrote them out to an ASCII file. This file was then converted to the New Orleans District’s EM file format, enabling the data to be loaded into the district’s programs for analysis by its engineers and technicians. In addition to the EM file, the District Engineers requested a contour map —but not just any contour map. The Corps engineers requested a CAD drawing that depicted the 1v: 5h slope as horizontal and contours that were related to the design plane. DS&A’s technicians created a process that flattened the data onto the slope while maintaining the original project stationing. This required application of a precise scale factor to the data on the slope, i.e., essentially squeezing the hypotenuse down to the base of the triangle. The contour interval was small — five hundredths of an inch — and directly in proportion to the original design.
Officially Scanning After the Corps received the data in a manner that was easily understandable to all Corps personnel involved — without the need to learn new software or go to a seminar to learn how to interpret a color map — the Corps made the project official. It issued a task order to survey and scan the structure. Corps policies required that the data be recollected because the previous data provided by the contractor were accepted before the scan was performed. DS&A’s crew returned to the project site and started from scratch, checking the project Permanent Bench Mark (PBM) with their Topcon GPS units, running precise three-wire level loops from the

PBM to the PK nails on the top and bottom of the structure with its Topcon AT-G1 AutoLevel. The crew used its Topcon GPT-3105W Reflectorless Total Station in conjunction with its Topcon DL-500 digital level to obtain data under water and mud covering the stilling basin that could not be pumped out. The total station shot the digital level rod for the horizontal position while the DL-500 obtained a precise elevation for each shot. These additional data obtained under the water were checked, compared and incorporated into the point cloud data. Again the data reflected the deviations from the design criteria and the deliverables
were remade using these new data. As of early spring 2011, a process for correcting the structure’s elevations was being worked out. Ten Times Project’s Scanning Efficiency Available As productive as it was, the laser scanner used to scan the Lilly Bayou Control Structure does not represent the fastest available technology. In March 2010, Topcon Positioning Systems unveiled the GLS-1500, which speeds up point cloud collection at a rate of 30,000 points per second and a range of 492 ft. (150 m). According to the manufacturer, the unit also has an “all-in-one” design that reduces the amount of equipment needed in the field. The unit has a built-in 2.0 megapixel digital camera, so when it is connected to a PC and used with Topcon’s ScanMaster software, a live video feed of the job site can be streamed to aid in scan setup and data acquisition. Also, it has an onboard data collector with a keypad and LCD display that allows use as a stand-alone laser scanner. Data collected can be stored onboard on an SD memory card or logged into a PC. A built-in wireless LAN connection allows control of the scanner on a PC from the inside of a vehicle. Topcon Precise Scan Technology is designed to allow high-accuracy measurements over a wide range of distances. Lens array optics technology maintains distance accuracy from 3.3 to 492 ft. (1 to 150 m) and additional ranging past 1,082 ft. (330 m) is available. The unit’s Class 1 laser classification allows scanning near airports, busy traffic areas and populated areas, as well as low power consumption and fewer battery changes.

Through this business, he bought a few loads of motors for export each month, but fast growth allowed him to form Global Recycling Inc. as an electric motor export business in February 1998. Gilbert chose Charlotte as the company’s base because of its proximity to major highway routes and the availability of export containers. At first, he noted that he bought loads of motors and had them dumped at a rented facility, flying to Charlotte from New York to personally load them into containers. Today, the company exports an average of 6,000 tons of scrap a month, utilizing more than 3,000 containers annually. Global Recycling Inc. and its affiliates employ about 60 people, including Steven’s two brothers: Bruce Gilbert, who serves as chief administrative officer, and Richard Gilbert, executive vice president and general

Caterpillar has introduced four E Series Hammer models — H110Es, H115Es, H120Es and H130Es — for use on small and medium excavators and the Cat 450E backhoe loader. E Series hammers are wholly designed, engineered and manufactured by Caterpillar. E Series hammers feature a new symmetrical housing design, which allows rotating the housing 180 degrees to compensate for wear, effectively extending the life of the housing. The lower portion incorporates “rock edges” that add protection to the housing in abusive applications. And an optional wear package is available to further enhance hammer durability in severe applications. The new housing is built for strength and lowers life cycle costs. A sleek, curved front and back profile eliminates stress points and transfers forces to the bottom of the hammer. One-piece side plates eliminate the center joint and weld. The hammers are fully supported by Cat dealers so that customers can work with a single organization for machine and work tool parts and service. E Series hammers build on D Series features, such as automatic shutoff, which instantly stops the hammer when the tool
breaks through material. The system increases hammer reliability and durability by eliminating the high internal stresses created by blank firing. Another feature continued in each E Series hammer is the external pressure control valve, which reduces service time when an adjustment is necessary. Sound suppression is standard for environmental protection and improved operator comfort. Caterpillar hammer settings are preprogrammed in Cat excavator tool control systems for easy set up. The oil flow and pressure are fully adjustable in the tool control program. Also, actual hammer working hours can be recorded for routine maintenance purposes. The new hammers are matched to the Cat 311 through 336 track and wheel excavators and the 450E backhoe loader. Mounting brackets are available for Cat couplers. Atlas Copco welcomed its newest drilling equipment distributor, James River Equipment. ground. You certainly need trenching equipment for pipelines. The oil supply side benefits the whole construction industry and the whole economy. “The best example is the Bakken under North Dakota and Montana, which has led to demand for a range of other structures, including hotels and housing because workers are moving into an area, which historically has had very little accommodations. Oil drilling is now big in certain geographical areas where not much was happening before — like Western North Dakota and parts of Texas, Oklahoma and Louisiana. In natural gas, the Marcellus Shale in western Pennsylvania, and gas drilling in Texas, Louisiana and Arkansas, are also spurring construction.” New oil fields, which also are spurring construction, include the Eagle Ford under South Texas, the Niobrara under Wyoming, Colorado, Nebraska and Kansas; the Leonard in New Mexico and Texas; and the Monterey in California. Production in the Bakken has surpassed pipeline capacity; oil is going to refineries by rail and truck. Drilling companies had had to erect camps to house workers. Bakken and Eagle Ford are each expected to produce 4 billion barrels of oil, making them the fifth and sixth largest oil fields ever discovered in the United States (The top four are Prudhoe Bay in Alaska, Spraberry Trend in West Texas, the East Texas Oilfield and the Kuparuk Field in Alaska.) Within five years, the new fields are expected to produce one million to two million barrels per day, according to some estimates, boosting U.S. production 20 percent to 40 percent. Affects Construction Prices More crude oil would lower the price of petroleum products used in construction. “Our industry is a major user of diesel fuel and, of course, of asphalt,” Simonson said. “The price of this fuel tracks very closely with the price of crude oil, which has recently ranged between $97 and $102 per barrel. We’re very much in favor of drilling, both to increase the supply and hold down the price of crude and products from it.” Offshore Drilling On Oct. 1, 2008, Congress lifted the federal ban on offshore drilling, which had kept 75 percent of U.S. coastal waters in the lower 48 states off limits to development for nearly three decades. Then, the BP-(British Petroleum) owned $560-million Deepwater Horizon Macondo drilling rig shot up in flames on April 20, 2010, spilling 4.9-million barrels of oil into the Gulf of Mexico. This led the Obama Administration to declare a six-month moratorium on offshore drilling in the Gulf. As the recovery struggled slowly forward, the Administration lifted the moratorium this past October and gave oil and gas companies an extra year to develop deep water leases to make up for delays. The Administration also put new safety regulations in place and is
requiring a strong permitting process through the Department of the Interior. Critics charge that unnecessary bureaucracy in the permitting process is delaying new drilling. “Gulf sites are back in play; the moratorium has been lifted, but permitting is still functioning the way a moratorium would, holding things up,” said Reid Porter, media relations representative of the American Petroleum Institute (API) in Washington, D.C. Eric Milito, API’s group director for upstream and industry operations, said in a Washington teleconference: “We have seen dozens of exploration projects get recycled [in the regulatory and permitting process] on an average of four to five times … Oil and natural gas development on U.S. public lands and federal offshore waters remains on a very slow track … What the industry needs is not a checklist, but clarity on the level of information that is required to meet the expectations of the regulator and to ultimately gain approval. The checklist still does not address the continued ping-ponging that occurs with plans and permits … The approval process has taken more than six months, in many cases close to a year.” The Obama Administration has given oil and gas companies an extra year to apply for extensions of deep water leases expiring before 2015. New leases are not happening, according to critics who say 2011 may be the first year without a Gulf lease sale since 1969 and the first year without a federal offshore lease sale since 1957. Despite the go-ahead in the Gulf, an estimated 85 percent of potential offshore drilling sites remains off limits. Industry is not allowed access to many sites in the outer continental shelf, including many in the Atlantic Ocean off Virginia, North Carolina and Florida. (The moratorium after the Deepwater Horizon accident cost an estimated 19,000 jobs worth $1.1 billion in lost wages, according to a Louisiana State University study. It also cost BP more than $40 billion.) Boosts Economies of States Milito told Construction Equipment Guide that offshore drilling strongly impacts the economies, including construction, in states that are far away from the Gulf. “Look at the industries, like construction, that support offshore drilling,” he said. “The amount spent [on related activities] in places like Illinois and Pennsylvania is in the hundreds of millions of dollars. Gulf production and exploration provides jobs across the country in industries like construction. Providing access in areas, which we have been unable to reach and produce resources, has the potential, over the next 20 to 30 years, to create hundreds of thousands of additional jobs as well as significant government revenues and domestic production. Ultimately, oil and natural gas generates revenues, GDP, everything that the country sorely needs.” Polls indicate that 69 percent of U.S. citi-
zens favor more offshore drilling. New Keystone XL Pipeline API Chief Executive Officer Jack Gerard recently said that the Keystone XL Pipeline — a proposed expanded “bullet” pipeline between the United States and Canada, which has been under review for 35 months — “is the largest shovel-ready job-creating program on the books; over time it will create over 465,000 jobs; it is huge.” API’s Milito commented: “We believe that opening up public lands and federal offshore areas to oil and natural gas development, and approving the Keystone XL Pipeline, could provide secure liquid fuel supplies for 92 percent of the nation’s consumption in 2035.” The proposed Keystone Gulf Coast Expansion Project is a 1,661-mi. (2,673 km) crude oil pipeline that would begin at Hardisty, Alberta, and extend southeast through Saskatchewan, Montana, South Dakota and Nebraska. It would incorporate a portion of the Keystone Pipeline (Phase 2) through Nebraska and Kansas to serve markets at Cushing, Okla., before delivering product near existing terminals in Nederland, Texas, serving the Port Arthur, Texas, marketplace. The $13-billion Keystone pipeline system would significantly improve the efficiency and security of access to Canadian oil. The most technologically advanced pipeline in the world, it would be lined with hundreds of advanced sensors to instantly detect malfunctions. Total Number of Rigs Increasing Despite obstacles, the number of active drilling rigs in the U.S. increased from 1539 on June 17, 2010 to 1860 on June 17, 2011, including an increase in the number of oil rigs from 574 to 984. Though the number of natural gas rigs decreased from 953 to 870, this is attributed to pricing and profit margin factors and the lack of full information in the rush to develop new sites in areas like the Marcellus Shale. (The current 2011 figure also includes six “miscellaneous” sites.) “From last year to this year, there has been a tremendous increase in the number of active [oil] rigs; in the Gulf of Mexico, the number jumped from 17 to 35,” said Raghavan Narayan, API’s senior economic analyst. “Things are coming back. The industry wants to produce more domestically so there has been an increased push. The top oil and gas producing states are New Mexico, North Dakota, Oklahoma, Pennsylvania, Texas and Wyoming.” The rig count peaked at 4,530 in 1981 because of the oil crisis at that time. A low of 488 was recorded in 1999. The number of natural gas rigs could increase dramatically if Congress passes a new Alternative Transportation bill which would increase tax credits for companies converting heavy trucks and refueling stops from diesel to domestic natural gas. Conversion cost estimates are $100,000 per refueling station and $64,000 for an 18-
wheeler. The bill also would encourage the domestic production and purchase of vehicles fueled by natural gas and looks towards saving 2.5-million barrels of oil per day. Natural Gas Shale gas resources in the United States are far larger than oil resources, and a major impetus to drilling and construction. Drillers have unlocked decades worth of natural gas — a huge supply that may keep prices low for years. U.S. shale oil, on the other hand, would only be expected to supply one to two percent of world consumption by 2015, with a minimal effect on prices. In 2010, oil and natural gas companies created 57,000 new jobs in Pennsylvania and West Virginia through natural gas development in the Marcellus Shale formation. Expansion of such drilling in the Northeast would create an estimated 280,000 new jobs by 2020. Natural gas accounts for almost one quarter of all energy used in the United States. This is expected to grow, impacting construction, as the country builds toward a renewable energy future and looks to cleanburning fuels. The United States consumes about 13 percent more of this gas than it produces, so there’s a big need for more drilling, with expanded equipment expenditures. The Marcellus Shale The Marcellus Shale formation is causing a “Gold Rush” as one of the world’s largest natural gas areas. It covers a 600-mi. (966 km) area in the Northeast — mostly in Pennsylvania but also in New York, Ohio and West Virginia. Estimates say its shale deposits hold about 500-trillion cu. ft. of natural gas. This Appalachian formation is greatly accelerating new drilling activity and is creating numerous jobs, contributing to state economies. As drilling expands, new pipelines will have to be laid. Related construction also includes wastewater plants, expansion of landfills, stormwater runoffs and environmental mitigation. Hosts of drilling companies have been acquiring mineral rights contracts to explore potential drilling areas. The drilling technique is called hydraulic fracturing (hydrofracing) — first drilling straight down and then horizontally. Other major natural gas fields in the United States also are accelerating construction. The Haynesville Shale, in particular, is another ‘Gold Rush’ formation and a top producing area. It underlies much of the Gulf Coast, including northwestern Louisiana, southwestern Arkansas and eastern Texas. The Barnett Shale of Texas, where the hydraulic fracturing technique was first mastered, is also an important field, as is the Fayetteville Shale in northern Arkansas. Association officials noted, however, that the gains were tempered by sluggish homebuilding and declining levels of public investment in construction. “Overall economic conditions seem better than they have been for several years, which normally leads to wellrounded construction growth,” said Ken Simonson, the association’s chief economist. “But these figures may be deceptively positive, masking weakening public sector demand and stillweak demand for residential construction.” Simonson noted that the April results were boosted by a modest half-percent rise in private nonresidential construction and a deceptively large 3.1 percent leap in private residential spending. However, the residential growth was attributable to a 7.6 percent jump in the “improvements” category, a number the Census Bureau frequently revises
down in later months, as it did in March. The economist cautioned that the figures from more reliable residential categories — new single- and multi-family construction — declined by 1.0 percent and 0.1 percent, respectively. Simonson noted that private nonresidential spending also was uneven. The largest category, power construction, grew 3.2 percent, and there were increases of 4.7 percent for communication construction and 0.8 percent for private health care construction. But there were decreases of 1.3 percent in commercial construction (retail, warehouse and farm), 1.0 percent in manufacturing construction, and 3.2 percent in private office construction. The economist said the steep drop in public construction, which fell for the seventh straight month in April — by 1.9 percent — and shrank to a fouryear low, was cause for concern. “It appears that federal stimulus and military base realignment work are
tapering off, while state and local budgets for infrastructure have been shrinking for some time,” he said. The four largest public categories, accounting for three-fourths of public construction spending, all declined in April: highway and street construction, minus 1.6 percent; educational, minus 2.7 percent; transportation facilities, minus 3.8 percent; and sewage and waste disposal, minus 2.5 percent. Association officials said the mixed results show the importance of enacting long-term infrastructure funding bills for transportation, wastewater and drinking water, as well as having a tax and regulatory environment that encourages private investment in structures. “Economic recovery will remain sluggish and uneven unless construction and the sectors that depend on it share in growth,” said Stephen E. Sandherr, the association’s chief executive officer.

The hydraulically powered Mini-Grundotugger splits .5- to .75-in. (1.3 to 2 cm) copper and .5- to 2-in. (1.3 to 5 cm) PE and PVC house connections up to 100 ft. (30.5 m) in length with minimal disruption. The Mini-Grundotugger can be operated by a one- or two-person crew and pulling times can average up to 15 ft. (4.6 m) per minute (dependent on soil conditions). Two Mini-Grundotugger models are available. One model offers 9,000 lbs. (4,082 kg) of pullback while the other offers 12,000 lbs. (5,443 kg) of pullback. The unit’s specially designed splitting head and expander splits the host pipe and pulls in the new pipe directly behind the expander. More Than 1,500 Bidders Participate in Ritchie Atlanta Sale

itchie Bros. Auctioneers’ held a multi-million dollar auction June 9 in Atlanta, Ga.
In total, more than 1,500 bidders from 41 countries, including 47 U.S. states and nine Canadian provinces, registered to participate in the auction either onsite or online. More than 80 percent of the equipment was purchased by out-of-state buyers from as far away as United Arab Emirates, Chile, Malaysia, Nigeria and Thailand. Approximately 32 percent of the equipment was sold to online buyers. Protecting Wetlands Dictates Length of New Bridge BRIDGES from page 1
A $136 million bridge and road building project is under way that will make this stretch safer. “Dating back to 1955, the current bridge, though a straight span crossing the river, lies between two curves that were not designed for the heavy traffic that uses the road today,” explained Adam Mathews, project manager of Flatiron-Lane, the main contractor on the job. “The curves on either side of the river are fairly sharp and the span is only two lanes on each side of the interstate. When completed, the three miles of highway will have four lanes on each span and the approaches will be much less problematic. The new bridges will start about 500 feet east of the current location.” Two of the cranes used for the project are owned by FlatironLane, and were brought onto the site from various parts of the country and the world. They are currently using seven track-mounted cranes: four Manitowoc 888’s, two Manitowoc 4100’s and one Manitowoc 555. The 4100s have yellow drill attachments on them. These Manitowoc cranes are of various ages. The tallest has a height of about 180 ft. (54.8 m). Some of the cranes have attachments for drilling and drilling has been done down to the bedrock, some 70 to 80 ft. (21 to 24 m). Three cranes are involved in that. The shafts being drilled on the land side are actually deeper than those in the riverbed, as on the land there is more soil before the rock is reached. In the riverbed more erosion of the soil has taken place and the bedrock is closer to the surface. Another crane is at the lay down yard where the rebar cages are located. Each crane has its own operator and around all these cranes some 50 to 60 people are typically busy at work. There are two 888 Manitowoc cranes and many workers assembling the trestle ahead of the bridgework. Most of the crane work is on schedule. Though it was a rough winter, it hasn’t really been too bad for getting the work done, according to Mathews. At one point work had to shut down due to too much
rain and the soil being unable to dry out. Protecting the wetlands here also has been something of a challenge. “North Carolina is a very environmentally conscious state,” said Mathews. “There were also a couple of days when we had to take cranes down due to the high winds, but that is also nothing out of the ordinary on such projects as this.” Darin Waller, resident engineer with North Carolina Department of Transportation (NCDOT) has been involved in administering projects to make sure they are built to the standards and the specifications, to keep track of any material testing on the site and sampling the concrete and the soils. “NCDOT has about ten people on the Yadkin River highway job. Once the construction season gets ready to start ramping up, we’ll probably have 20 to 25 people out here,” Waller said. A temporary bridge is being built so that they can access it to build the two permanent bridges over the Yadkin River. The main bridges are almost 3,000 feet in length. “A long bridge is necessary because basically we’re in an environmentally sensitive area, spanning the wetlands, and we had to keep from damaging those and trying to have as minimal an impact on that area as possible. In this project not only do we have the environmental concerns that we’ve got to address, but we also have to cross the railroad twice,” said Waller. One of those crossings is spur line and the other is a mainline track for North Carolina Railroad and Norfolk Southern, the operating railroads on that line. This is a fairly busy track, according to Waller, because several miles just north of the track is one of their switching yards. West of this work, upstream of the project, stands a historic concrete arch bridge called the Wilcox Bridge. Repair work is being done to that structure and when they are done with that bridge, there won’t be any permanent traffic on that span. It will be turned over to Davidson County for use as a walking bridge for pedestrian traffic. Paralleling the Wilcox Bridge is

the US 29/70 bridge which also is going to be replaced during the Yadkin River project. FlatironLane will be building the U.S. 29/70 northbound bridge using each completed section of the bridge as the work platform for the next section; eliminating the need for a temporary work bridge and reducing the impact to the environment. NCDOT has three bridges all within a short distance of each other that it also is working on at the same time in this corridor. Work on the Yadkin River project started in October 2010. The plan is to have traffic on the first northbound bridge of I-85 by March 2012 and all traffic off of the old bridges by May 2012, and by January of 2013 Flatiron-Lane will have the entire project completed. “That is a very fast pace to build a project of this size in two and a half years,” said Waller. This is a design build project, in which teams of designers and contractors work simultaneously to design and construct a project to speed up completion. This approach helps avoid cost inflation on longer projects and allows the contractor to make innovations that save taxpayer dollars, according to Waller. Flatiron-Lane is a joint venture of Flatiron Constructors Inc., based in Longmont, Colo., and The Lane Construction Corp., Cheshire, Conn. The partnership submitted a bid far less than the anticipated $180 million cost for the construction. STV is doing the design work of the bridge. Another section just north of this one is getting ready to start up. That work will go from the end of this project up to the point where Business I-85 splits in Linwood, N.C. “Once that project is done it will pretty much complete this corridor in this area, involving the widening,” added Waller. Besides environmentally sensitive areas, there are historic lands in the immediate vicinity as well. An old trading ford is in the area where the river was once crossed, perhaps by ferry. York Hill, a battleground, is located near the historic bridge. see BRIDGES page 61

“A wide variety of agencies had to be met with in our efforts to get a design of the bridge that everyone could be happy with, another challenge going into this project and letting it get under way,” said Waller. “We wanted to make sure our design and everything we do satisfied everybody.” In addition to replacing the I-85 bridges spanning the Yadkin, the U.S. 29/70 bridge and the parallel bridges that cross over the North Carolina Railroad tracks north of the river, phase one plans also include: replacing the parallel bridges over the Duke Power Industrial Rail Spur south of river; reconstructing the interchange of I-85 at N.C. 150; removing the interchange of I-85 at Clark Road and the construction of noise walls. Work is being done 24 hours a day. Flatiron-Lane is making a concerted effort to minimize disruption to I-85 traffic, improve safety when hauling materials and equipment to the construction sites; and constructing a single temporary work bridge instead of two separate temporary work bridges when replacing the I-85 bridge over the Yadkin River. Doing so is more environmentally friendly and will accelerate the work schedule. Flatiron-Lane also is providing a fiveyear warranty on the project. The new bridge has spurred interest from all around the state, where it’s considered the number one project right now, according to Mathews. “The governor and the Secretary of Transportation have both visited the project, as have quite a few others.
