The Louisiana Department of Transportation and Development (La DOTD) is working on the sixth of eight projects to widen Interstate 10 through Jefferson Parish east from Kenner to New Orleans. The sixth stage of the project
includes two phases to improve the efficiency of a heavily traveled interchange in Metairie, a city just west of New Orleans. Both phases entail construction of five ramps, noted Rick Skoien, project engineer. The Interchange serves two major routes: Causeway Boulevard, a key north-south route see CAUSEWAY page 52
Both phases of the causeway project call for new on and off ramps to alleviate congestion and provide a safer route for travelers.

Visitors from across the world made ConExpoCon/AGG 2011 a tremendous success.
he mood was overwhelmingly positive at the ConExpoCon/AGG and IFPE 2011 expositions held March 22-26 in Las Vegas. Despite continued uncertainty in U.S. construction markets and the overall economy, industry professionals expressed hopeful optimism for a sustained U.S. upturn in the coming months, while global sales continue to be strong. ConExpo-Con/AGG and IFPE 2011 attracted nearly 120,000 registered atten-
dees; the shows were the global industry gathering place for the year and the largest gathering in North America since 2008 for the construction, construction materials and fluid power/power transmission/motion control industries. The shows were held at the Las Vegas Convention Center. Attendees said they were at the shows to examine the newest equipment and product technologies and innovations to see CONEXPO page 8

help them prepare for future business; exhibitors cited the high quality of customers and reported strong purchases and sales leads to new as well as existing customers. “The construction industry has been through some very tough times, with record unemployment, since the last ConExpo-Con/AGG and IFPE in March 2008. With these positive numbers and the industry support of the shows, we’re optimistic about the future and looking forward to seeing these new sales orders fulfilled,” said Megan Tanel, AEM vice president of exhibitions and events. “There was such a tremendous upbeat feeling at the shows; it was really great to see our industry looking ahead with some enthusiasm after the recession,” said Mike Haberman, chairman of the ConExpo-Con/AGG 2011 management committee and president of Gradall Industries. A record number of more than 860 co-located events, educational programs and pre-planned meetings were held with the shows, plus dozens more meetings scheduled onsite. Co-locations included ICON Expo for the concrete products industry and several annual conferences of national industry associations. Quality Attendance, International Scope International registrations accounted for a record 24 percent of the total, representing more than 150 countries. ConExpoCon/AGG 2011 and IFPE 2011 were among a select group invited to participate in the U.S. Department of Commerce International Buyer Program, which facilitates the participation of international visitors. The shows hosted 42 official international customer delegations from 37 countries, organized by the U.S. Department of Commerce as well as in-country associations and related groups. The majority of show attendees were key company decision-makers, including 44 percent with the top titles of president/owner and see CONEXPO page 20

STOCKHOLM (AP) Swedish truck maker AB Volvo has named Olof Persson as its new CEO, replacing outgoing Leif Johansson who is retiring and has been nominated to take the chairmanship of wireless equipment group L.M. Ericsson. Persson, currently the president of the company’s Volvo Construction Equipment unit will assume the post on Sept. 1, when Johansson leaves. He will work as a deputy CEO, alongside Johansson, as of May 1. An economist, Persson has previously held executive posts at AdTranz and Bombardier, and was appointed president of Volvo Aero in 2006. Volvo’s Chairman Louis Schweitzer said that Persson “has gained the right experience and demonstrated the characteristics that make him highly suited to take over.”

Topcon Companies Team to Respond to Japan Disaster Topcon Positioning Systems (TPS) is working closely with Topcon Corporation in Tokyo and supporting efforts of all Topcon subsidiaries in response to the major earthquake and ensuing tsunami that hit Japan on March 11. In an official statement from Topcon Corporation on March 17, it was stated: “Topcon Corporation and its group companies express our heartfelt sympathy to the victims and their families who suffered and are still suffering from the major earthquake and tsunami. We sincerely hope for safety and swift recovery of the people and areas affected by this disaster.” The company said the entire Topcon group is “committed to support recovery of these areas as much as possible.” Takashi Yokokura, CEO and president of Topcon Corporation, said, “I am working diligently with my staff to overcome this tough time. Topcon’s domestic manufacturing facilities including Topcon Headquarters, Topcon Yamagata Co. Ltd. [Yamagata, Yamagata Prefecture], OPTONEXUS Co., Ltd. [Tamura, Fukushima Prefecture], and Fukushima Sokkia Co. Ltd [Nishishirakawa, Fukushima Prefecture], Matsuda factory have recovered from the initial shock inflicted by the earthquake and tsunami. All of them are already in operation. Thus far, our factories are not affected by the problem related to the nuclear power plant. “There might be some rumors in the market. However, please feel steady. Topcon’s operation never stops. “In the meantime, I would like to inform you that Topcon already has started to provide support to the area in which the earthquake and tsunami hit hardest. It may take a long time but Japan will recover,” he said. Topcon Corporation pledged approximately $650,000, which includes a cash donation, as well as GPS-based and conventional surveying equipment to relief agencies. In addition, TPS and Sokkia, along with other Topcon America companies, have pledged a substantial amount of products to significantly assist in the recovery, clean-up and rebuilding efforts, and are exploring other ways we can assist the Japanese people. Ray O’Connor, TPS president and CEO, said, “‘How can I help?’ is a question we hear daily from our employees. In times of crisis, the human spirit shines through and today is no different.
“The Topcon family is committed to helping the people in Japan. In a show of support, Topcon America and its subsidiaries have made plans for employees to assist in this effort.” The employees of TPS and Sokkia are joining other Topcon America employees in a company-wide donation system where they can contribute directly by check, or by payroll deduction over several weeks. The company will make additional donations to the program to match the total value donated by the employees.

CPCC, Carolina CAT Create Service Technician Program The heavy equipment industry is anticipating significant growth over the next few years. To meet the expected demand for these high-tech and hands-on careers, Central Piedmont Community College’s (CPCC) Heavy Equipment and Transport Technology (HEATT) Department is partnering with Carolina Tractor, the Caterpillar dealer for western North Carolina, to establish the Carolina CAT Service Technician Program at the College’s North Campus in Huntersville, N.C. To show its support of the program, Carolina CAT presented CPCC with a check for $20,000 to provide student scholarships for the program. “This new 12-month program will blend Carolina Tractor’s industry techniques with CPCC’s state-of-the-art facilities to create a unique learning experience for students,” said Tony Zeiss, president of CPCC, at the joint press conference event. “Upon completion of the program, students will earn a curriculum diploma and be prepared to enter the workforce as an entry-level service technician in just 12 months.” Program features include: • courses focused on heavy equipment sold and serviced by Carolina Tractor. • hands-on activities, including training on Caterpillar and allied equipment. • classes led by CPCC’s quality faculty and Caterpillar technical trainers. • an eight-week Cooperative Education Experience with Ed Weisiger Jr. noted that the program was respond- Carolina CAT. • a convenient location (classes will be offered at CPCC’s ing to the expected demand in the coming years for more diesel engine technicians. The U.S. economy is slowly improving and we have a ways to go, especially in construction, but after 18 to 24 months there is more pent-up demand for equipment to be ready for the upturn,” Tanel said. “IFPE-related markets have fared somewhat better than construction and there definitely was a lot of positive momentum and interaction on the show floor. At both
shows, attendees told us this was the place they needed to be to check out what’s new and get up to speed on the latest industry trends,” said Melissa Magestro, IFPE show director. On the Show Floor Altogether on the show floor there were more than 2,400 exhibitors taking more than 2.34 million net sq. ft. of exhibit space. IFPE was the largest ever, and ConExpo-Con/AGG’s exhibit space was the second largest in the show’s history. Reinforcing the global scope of the shows were 10 international exhibit pavilions — IFPE with pavilions from China,

NTEA’s 47th Annual Convention, Work Truck Show Draws Crowds
T
he 47th Annual National Truck Equipment Association (NTEA) Convention in conjunction with the Work Truck Show was held March 8 to 10 at the Indiana Convention Center in Indianapolis. Billed as North America’s largest work truck show, the event drew more than 10,000 attendees, spanned 500,000 sq. ft. of exhibit space and featured more than 500 exhibitors. Among the highlights of the event were more than 80 new product launches focusing on vocational trucks and transportation equipment from Classes 1 to 8, including chassis, bodies, components and accessories. Norco Attachments Acquires Rights to Market Baird Norco Attachments will begin marketing the coupler and attachments operations recently launched by Randy Baird of Ohio, through the Norco Attachments network. Baird, one of the industry’s early leading innovators in the development and application of wheel loader quick attach couplers and

Educational Opportunities Industry-focused education was an important component of the show experience, and there were a record number of education, training and certification programs offered. ConExpo-Con/AGG’s education program featured a record 126 sessions across nine tracks, with sessions emphasizing industry issues and trends, management and applied technology, and numerous industry training and certification programs also were held. New for 2011 were a Crane and Rigging Conference and the Green Roads Summit. At IFPE 2011, the 52nd National Conference on Fluid Power featured a record 114 presentations, and the Innovations Theater offered 14 sessions developed from abstract submissions for the conference. New for 2011 were national conference keynote presentations from leading industry and university researchers, and sessions from the Center for Compact and Efficient Fluid Power. IFPE also offered new college-level courses. More than 80 allied associations and groups were official show supporting organizations, coming from the United States, Canada and more than a dozen countries worldwide. They promoted the shows’ value and brought qualified buyer groups to the events, and many helped develop direction and content of the shows’ education programs to ensure they met industry needs. Safety, Training, Workforce Initiatives A Lift Safety Zone focused on cranes and other aerial lift equipment and ensuring adequate ground support for the machine and load carried. In conjunction with the Crane and Rigging Conference, a Crane Rodeo promoted education and safety at the same time as providing a hands-on operational experience. These and the many certification and training programs held at the shows helped ensure a properly trained workforce of equipment operators and other jobsite personnel. see CONEXPO page 44

Case Construction Equipment has named Michael O’Keefe Ltd., Windsor, Ontario, as the first monthly winner of the Case Community Challenge. The Case program honors construction contractors who support their local communities with significant community service projects. O’Keefe has played a key role in developing Canada’s first Miracle League baseball field for special-needs athletes in the southern Ontario town of Amherstburg. The new “field of dreams” is part of the Amherstburg Sports Complex that includes a variety of other handicapped-accessible facilities for indoor and outdoor sports. O’Keefe used a fleet of Case excavators, crawler dozers and backhoe/loaders to provide drainage, sub-base, base and final grading for 25 acres of the site. As a monthly winner, Michael O’Keefe Ltd. receives a $1,000 CNH parts and service reward card, and the charity that the project supported will receive a $1,000 donation from Case. In addition, Michael O’Keefe Ltd. qualifies as a semifinalist that may win one year’s free use of a new Case N Series backhoe/loader. In addition, Case will donate $5,000 to the winner’s charitable organization. “It’s an honor for us to be involved in the construction of this very special facility,” said Shawn O’Keefe, project manager of Michael O’Keefe Ltd. “We’re happy the Miracle League project will receive a $1,000 cash prize from Case.” The complex includes 135,000 sq. ft. of indoor facilities featuring two ice rinks, a mini practice rink, a soccer field with walking track, community room, concessions and sports retailing. Outdoor facilities include the Miracle League baseball diamond and a professional size soccer/football field.
Amherstburg expects visitors from all over North America at the new complex. In addition to hosting the local schedule of Miracle League baseball games, the field will be the site of frequent regional tournaments. Local officials predict the complex will accommodate up to 100,000 people annually. Case to Donate $5,000 to Grand Prize Winner’s Charitable Cause For each of the first 10 months of 2011, the Case Community Challenge will recognize a contractor whose work on a charitable project makes a positive, lasting contribution to the local community. In November, a panel of industry leaders will select a winner from the semifinalists, who will receive one year’s free use of a new Case N Series backhoe/loader. In addition, Case will donate $5,000 to the winner’s charitable organization. Deere Power Systems Earns EPA Cert for PowerTech 13.5L John Deere Power Systems’s (JDPS) PowerTech PSX 13.5L diesel engine has been certified as compliant with Environmental Protection Agency (EPA) Interim Tier IV, European Union (EU) Stage III B and California Air Resources Board (CARB) emissions regulations. The PowerTech PSX 13.5L engine joins the previously certified 6.8L and 9.0L engine models. John Deere’s PowerTech PSX 9.0L, PVX 9.0L, PSX 6.8L and PVX 6.8L above 174 hp (130 kW) engines received EPA Interim Tier IV, EU Stage III B and CARB certification in 2010. “The certification of our 13.5L engine means that the complete lineup of JDPS engines above 174 hp has achieved regulatory approval,” said Doug Laudick, product planning manager for JDPS. “By becoming one of the first off-highway diesel engine manufacturers to certify all of their engines in the power range, we demonstrated our market leadership and commitment to the environment. Not only does our certified Interim Tier IV engine lineup offer OEMs the right emissions-reduction technology right now, it also delivers our customary performance, reliability, durability and low operating costs.” Interim Tier IV/Stage III B emissions regulations began Jan. 1, 2011, for 174 hp and above engines and require a 90 percent reduction in diesel particulate matter (PM) and a 50 percent reduction in nitrogen oxide (NOx) from previous Tier III/Stage III A requirements. John Deere met the challenge of Interim Tier IV/Stage III B regulations by starting with its proven PowerTech Plus Tier III/Stage III A engine platform — which includes cooled exhaust gas recirculation (EGR) for NOx control — T:7”
and adding an exhaust filter for reducing PM. The PowerTech PSX 13.5L engine will feature full-authority electronic controls, a 4valve cylinder head, a high-pressure fuel system, series turbocharging and an air-to-air aftercooling system. “Certification of our Interim Tier IV/Stage III B engines above 174 hp is a testament to the quality of our field and lab testing processes,” Laudick said. “JDPS accumulated an immense number of testing hours to ensure that the final products would meet the unique demands of off-highway applications as well as challenging emissions regulations.” In choosing a solution for Interim Tier IV/Stage III B, John Deere elected not to use selective catalytic reduction (SCR). that leads to the Lake Pontchartain Causeway Bridge, and Veterans Boulevard, the main street in Metairie, which runs parallel to I10. Congestion occurs where Veterans traffic and Causeway traffic merge together as they enter and exit I-10, leading to delays on I-10 and backups along the ramps. “By providing dedicated ramps to separate Veteran’s Parkway and Causeway traffic, the new interchange will improve traffic flow and reduce commute times by as much as 15 to 20 minutes a day during rush hour,” Skoien predicted, “While also eliminating the dangerous back-up of the exit ramps onto I-10. Westbound I-10 had to join the Causeway to go north. When we’re finished, traffic won’t have to stop because the ramp becomes a lane.” Phase I The $35.6 million contract for Phase I was awarded to James Construction Group LLC of Lafayette, La. Skoien indicates that 80 percent of the funds came from federal sources, with the remaining 20 percent from state sources. Work includes construction of five dedicated ramps at the busy I10/Causeway Boulevard interchange used by approximately 178,000 drivers each day. New ramps built as part of the project include an elevated onramp from northbound Causeway to I-10 westbound, a ground level on-ramp from northbound Causeway to I-10 eastbound, an off-ramp from I-10 westbound to ground-level North Causeway and Veterans Boulevard, an elevated off-ramp from I-10 westbound to northbound Causeway for drivers traveling to North Metairie and the North Shore and an off-ramp from northbound Causeway to Veterans Boulevard. The existing ground-level northbound Causeway will be reconstructed and widened to make room for the new ramps. Drainage, sewer, water, phone and electrical lines will be relocated during this portion of the project. Work began in April 2009 and is scheduled to be completed in April 2011. The new I-10 West to North Causeway ramp, which spans over Veterans was opened to traffic in December 2010. The ground level

Phase II The $51 million contract for Phase II also was awarded to James Construction Group, with 100 percent federal funds provided by the American Recovery and Reinvestment Act of 2009. Designed by Burke Kleinpeter and Assoc., the final plans for phase II were prepared quickly because it was included in the ARRA funding. Because the contract was written while Phase I was underway, Skoien explained, it was written with the intention of building both as one project. “Both phases are building bridges over Veterans,” he elaborated, “so we had to coordinate closures. Having the same contractor makes it more convenient to coordinate.” Work began in November 2009 and is expected to be completed in summer 2012. Next, a small amount of demolition was necessary where the south ramps will change from bridge tie-ins to two ramps. Once work got underway, most of it was conducted during the daytime, to minimize traffic congestion. Only single-lane closures were allowed between 9 am and 3 pm, Skoien noted. “All multi-lane and complete

ramp closures [are] done at night. In addition, I-10 lane closures are done only at night and are limited to steel girder crossings for the three ramps that cross I-10. The substructure for the I-10 crossings was constructed under previous I10 widening projects, he added. It was important for the La DOTD to maintain all traffic movement, even when they had to reroute traffic through ground level detours through Veterans. “We used the old I-10 ramp as a temporary road to join up,” Skoien said. “Nevertheless, it remained a challenge to maintain the heavy vehicular and pedestrian traffic, as well as provide access to local businesses.” To ease the situation, crews constructed temporary on/off ramps, a temporary entrance to I-10 west-
bound just west of the project and incorporated several traffic shifts and temporary detour roads through the work zone. “There was very limited space for construction operation,” Skoien noted. Their careful planning paid off when the project received a “work zone excellence award” at the 2011 LA Transportation Conference. The award was based on inspections of the temporary traffic control implemented on the project. What It Takes to Get the Job Done Equipment on the job includes the “typical cranes, excavators and paving equipment,” Skoien said. “No significant specialty equipment or methods [were] used.” But a great deal of material was, including: 16,600 cu. yds. (12,691 cu m) of structural concrete, 20,300 linear ft. (6,187 m) of concrete girders, 5,300 tons (4,808 t) of structural steel (girders make up 90 percent of that), 102,000 linear ft. (31,089 m) of concrete piles, 13,600 tons (12,337 t) of basalt and 14,600 sq. yds. (12,207 sq m) of concrete roadway and paving. Skoien detailed the paving and roadway work as a “ground level 3-foot sand embankment with an 11-inch stone base, 10-inch concrete [layer] and some asphalt.” Pointing out that two asphalt plants serve nearby New Orleans, he said there was no need for an on-site plant. There were plenty of workers on site, though. “Manpower varies by operation,” Skoien qualified his estimate, “but averages about 150 workers a day.” Major subcontractors on the project include: C.E.C — steel girder erection; Barriere Construction — asphalt paving; Subterranean —drainage, sewer and water; Traffic Solutions — temporary signage and barricades, guard rails and permanent signs; Pavement Markings Inc. & Southern Senergy — pavement striping; Walter Barnes & Jack Harper Contractors — electrical and traffic signals; QPL and DeBar — steel reinforcing. More Than 100 Runners Participate in Volvo-Sponsored 5K Run in Vegas More than 100 people gathered to participate in the AEM Education Foundation 5K run in Las Vegas. The race, which took place on the Wednesday morning of ConExpo 2011, saw runners competing along the strip to raise money for young people in the construction industry. The race was sponsored by Volvo Construction Equipment to raise money for the AEM Education Foundation — an organization run by the AEM (Association of Equipment Manufacturers) one of the sponsors of ConExpo 2011 — which inspires young people to explore careers in the construction industry. The foundation partners with schools and youth organizations in the United States to connect students, teachers and parents with educational materials that raise awareness about different careers they can pursue in the industry. Guy Ramsey, president of Maximum Capacity Media — publisher of Crane Hot Line and Lift and Access magazines, which hosted the event — said: “The construction challenge is part of an overall program that the AEM foundation funds to get young people involved in the construction trade. We’ve had a great turnout this year and it’s been a real success.” One of the runners, Soeren Schraman, product manager of Loadrite said: “It was really nice to break-up the show with a race like this. The weather is great, I ran a good time and most importantly I helped to raise money for a good cause.”

Ritchie Sets Multiple Records at Ocaña, Spain, Auction Ritchie Bros. Auctioneers conducted a record-breaking $47 million two-day unreserved public equipment auction at its permanent auction site in Ocaña (Madrid), Spain March 17 and 18, 2011. The auction set a new company record for largest Spain auction to date — the previous record of $43 million was set in March 2009 at the company’s Moncofa site. The auction also set new site records for registered bidders and number of lots sold — more than 1,500 people competed on site and online at www.rbauction.com for the 2,300 plus equipment items and trucks featured in the record-breaking auction. “Last week’s Ocaña auction was our biggest auction in Spain to date, breaking previous records for number of lots sold, registered bidders and gross auction proceeds,” said Guylain Turgeon, senior vice president and managing director EMEA, Ritchie Bros. Auctioneers. “The large international crowd that attended the Ocaña auction actively bid in person and online, which resulted in strong prices across all equipment categories. The certainty of exposing surplus equipment to a worldwide audience of bidders and then selling everything on auction
day without minimum bids or reserve prices has demonstrated its value in a still uncertain Spanish market.” Bidders from 55 countries competed for the more than 2,300 construction, mining and transportation equipment items sold in the auction. More than 80 percent, or $38 million, of the equipment sold in the Ocaña auction was purchased by out-of-country buyers from as far away as Australia, Belgium, Morocco, the Netherlands, the United States and Canada. More than 400 bidders participating in the auction registered to bid online, purchasing $5.4 million, or 12 percent of the equipment. This record-breaking Ocaña auction featured a large selection of mining, crushing and aggregate equipment, including 43 Caterpillar 777F rock trucks — several of which were late model. “Selling this large selection of late-model rock trucks was extremely exciting,” said Turgeon. “On-site and online bidders were eagerly competing for the trucks they needed, with successful bidders coming from Australia, Germany, Switzerland, Finland, Venezuela and the United States.”

An IAAP company has posted a new MSHA citation on the MSHA Enforcement Alerts website at www.mshaenforcementalerts.com maintained in partnership by the IAAP and other Midwest Aggregate Associations. This citation concerned the company because the inspector believed miners were stepping over the motor, but just as in a lot of other cases, this practice was acceptable during previous inspections by this same inspector and also during a CAV that was completed on these screens just 2 1/2 years ago. Katrina-Damaged Bridges May Become Part of Fishing Reef BILOXI, Miss. (AP) Removing two Hurricane Katrina damaged fishing bridges in Biloxi has turned into a battle between economics and the environment. The city accepted a $9 million bid to demolish the bridges, but the job does not include hauling the debris out to the Katrina Reef near Deer Island. A state senator and other agencies want to find a way to get that debris added to the reef. The old Back Bay fishing bridge and the Point Cadet fishing bridge are longstanding signs of Katrina’s power and devastation. Biloxi spokesman Vincent Creel told WLOX-TV that the city had asked contractors to bid on two options — remove the concrete and recycle it, or to move it south of Deer Island and put it on the Katrina Reef. He said FEMA requires the city to accept the lowest bid, which came from W.C. Fore to grind the concrete debris and sell it. Sen. Tommy Gollott, R-Biloxi, and others
want city leaders to consider a higher bid that would pay to move the debris to the Katrina Reef. In a letter, Gollott said adding the debris to the reef would ensure future generations will have outstanding fishing opportunities in Biloxi. It also will provide additional hurricane protection for Deer Island. The difference between taking the debris to Deer Island and allowing the contractor to grind it is more than $271,000. Creel said the city is waiting to hear whether the state will provide the extra money to move the debris to the reef. Once the debris is gone, Creel said the city will rebuild a fishing bridge at Point Cadet. The new fishing pier will be close to 4,700 ft. long, with two vehicle lanes, lights and be ADA accessible. He said construction should begin by the end of the year.
