Something might be gaining on you.” For the construction industry, that something is many billions of dollars in overdue highway, bridge and transit funding, and an approaching deadline, which is critical for continued activity. Congress is now two years behind in reauthorizing a new six-year highway and surface transportation bill to replace the $286-billion SAFETEA-LU act, which expired Sept. 30, 2009. It also must reauthorize the federal gasoline tax, which supports the Highway Trust Fund (HTF), the main federal funding source for highway and bridge construction. This tax, last authorized in 2005, also expires Sept. 30. Without it, highway, bridge and surface transportation work would be largely unfunded, with much work grinding to a halt and more construction jobs lost. President Obama began his “national crisis” jobs speech to a joint session of Congress on Sept. 8 by spotlighting the critical situation, saying his $447-billion jobs bill “will provide new jobs for construction workers … and provide a jolt to an economy in trouble.” “Everyone here knows we have badly decaying highways and bridges all over the country,” he said, asking: “How can we expect our kids to do their part in a country which is falling apart?”

A massive 582-megawatt power plant under construction about 20 mi. (32 kW) north of Meridian, Miss., will use a combination of intense heat and high pressure to convert locally abundant lignite coal into a cleaner-burning gas that is then used to produce energy.

Loss of Fly Ash Could Increase Building Costs The cost to build roads, runways and bridges would increase by an estimated $104.6 billion over the next 20 years if coal fly ash is no longer available as a transportation construction building material, according to a new study by the American Road & Transportation Builders Association’s Transportation Development
Foundation (ARTBA-TDF). Fly ash is a byproduct of coal combustion for electricity generation. It is widely used as a supplementary cementitious material in the production of concrete. Fly ash concrete is a mixture of choice for many state and local transportation departments and transportation engineers
because of its performance enhancing and costsaving benefits. It also has been praised for its environmental benefits as a “green” building material — putting to use an energy production byproduct that reduces demand for carbonintensive portland cement, requires less water in see ASH page 44

Strong Farm Equipment Sales Drive Up Deere 3Q Profit By Josh Funk AP BUSINESS WRITER
Strong sales of Deere & Co.’s farm equipment pushed up the company’s third-quarter net income by 15 percent, and it boosted its 2011 outlook after beating Wall Street expectations for both quarterly revenue and profit, but none of that appeared to satisfy investors Aug. 17. Analysts raised concerns about how much cost increases were hurting Deere’s margins, and the company’s outlook for the year represented only a modest improvement from conservative earlier predictions. Deere said it benefited from strong sales, the weak dollar and price increases. Equipment sales outside the United States and Canada grew 49 percent. They rose 10 percent in the United States and Canada. Deere’s net income was $712.3 million, or $1.69 per share, in the quarter that ended July 31. That’s up from $617 million, or $1.44 per share, in the same period last year. The company, based in Moline, Ill., said its quarterly revenue grew 22 percent to $8.4 billion from $6.84 billion. Analysts surveyed by FactSet on average expected earnings per share of $1.67 on
$7.52 billion revenue. Edward Jones analyst Jeff Windau said investors may have been expecting still more because of recent strength in the agriculture sector. “There’s just some concern about profitability,’’ Windau said. Deere said its costs increased 23 percent to $7.29 billion in the quarter from last year’s $5.92 billion as raw materials and research and development grew more expensive. Deere is rolling out new products to comply with new EPA air pollution regulations so its R&D costs have risen considerably. Another reason for the share drop might be that Japan’s earthquake and tsunami proved to be a much smaller drag on earnings than expected, said Credit Suisse analyst Jamie Cook. Deere predicted earlier this year that the Japanese disaster would cut its sales by $300 million, but the actual impact was about $70 million. Cook said that lesser impact bumped up Deere’s third-quarter earnings about 9 cents per share and helped Deere beat Wall Street expectations. Deere expects its 2011 equipment sales to grow 25 percent to $29.47 billion. That’s up
from a previous forecast for 20 percent growth. Analysts were expecting 2011 sales of $29.05 billion, according to FactSet. The company also slightly lifted its profit forecast, from $2.65 billion to $2.7 billion, or about $6.40 per share. Jefferies & Co. analyst Stephen Volkmann told clients Aug. 17 that Deere’s quarterly results were good but not great and its forecast for 2011 profit suggests a disappointing fourth quarter. Deere’s 2011 net income forecast is in line with Wall Street expectations, but that would mean fourth quarter results of about $1.39 per share that would fall about 5 cents per share short of expectations, Volkmann said. Still, Chairman and CEO Samuel Allen said global trends in food, as well as demand for shelter and infrastructure, have provided positive signals going forward. “We remain confident that these positive macroeconomic trends have staying power and should prove rewarding to the company and its stakeholders in the years ahead,’’ Allen said. Allen said the recent turmoil in financial markets and concerns about the health of the global economy have added some uncertainty to Deere’s short-term outlook.
But Deere officials still feel good about the outlook for farming worldwide, which should translate into strong demand for the company’s tractors, combines and other equipment. “The global ag fundamentals are still extremely strong. I can’t emphasize enough that [the] USDA report was very positive for global agriculture,’’ said Marie Ziegler, Deere’s treasurer. The company is now predicting U.S. farmers will get cash receipts of about $377 billion in 2011, up from $325 million last year. In another important market, Deere trimmed its prediction for Brazilian farm income to $20.2 billion from an earlier forecast of $26.1 billion. But that result would still be better than last year’s $15.4 billion farm income in Brazil. Deere’s results offer an indication of how well farmers worldwide are doing. In addition to agricultural equipment, Deere makes construction and forestry equipment, such as backhoes, excavators, riding mowers and leaf blowers. But construction and forestry sales represent a small portion of Deere’s business compared to its agricultural equipment.
SANY America Opens Corporate HQ in Peachtree City, Ga. SANY America is opening its new corporate headquarters in Peachtree City, Ga. On Aug. 26, SANY America began transitioning its assets to the new 400,000 sq. ft. office and manufacturing facility and employees began reporting to the location Aug. 29. “For the last fourteen months we have pursued an aggressive construction schedule to complete our new manufacturing facility and corporate headquarters,” said SANY America President Jack Tang. “Over the weekend, we moved our company into the new office space, and all of our departments are now under a single roof,” he added. While SANY is a newcomer to the North American heavy equipment market, the company is well-established in Asia’s booming construction sector. This year, SANY Heavy Industry joined the Financial Times Global 500 list and the Forbes World’s Most Innovative Companies list. “We are looking forward to ramping up production in our manufacturing area,” Tang said. “By the end of this year, we should have our first concrete pump trucks roll off of our assembly line, and then it will only be a short time before we are producing our cranes and hydraulic excavators as well,” he included. The facility in Peachtree City, Ga., features a 400,000 sq. ft. manufacturing and assembly area. To date, SANY has invested $60 million in the site.

One of the principal strengths of the system was the construction from DOMEX steel versus the conventional grade 50 steel that had been previously used. “DOMEX steel is much stronger and lighter steel than what’s been used previously in comparable systems. The DOMEX steel translates to increased strength and decreased weight by 30 percent,” said Rudy Gauthier, one of the lead engineers CTS retains. Coble Trench Safety has added significant staff to help support the new endeavor. EPA Withdraws Its Decision to Limit Dirt in Stormwater Runoff The chief executive officer of the Associated General Contractors of America, Stephen E. Sandherr, issued the following statement in response to the decision by the U.S. Environmental Protection Agency (EPA) to withdraw proposed “numeric limits” on the amount of dirt the agency will allow in stormwater from construction sites: “The fact that the EPA recognizes the serious flaws in the data supporting its efforts to impose a rigid, one-size-fits all, limit on the amount of dirt in rainwater leaving construction sites is encouraging. Indeed, contractors are already required to take significant measures to ensure that dirt — clean, uncontaminated dirt — does not escape from project sites. Setting a specific limit on how much dirt should be in rainwater will only force contractors to spend billions more on new dirt-busting measures that may not work, expose firms to costly lawsuits from outside groups and put them at risk of receiving tens of thousands in daily fines. “Unfortunately, the EPA is only seeking to delay imposing its new mud rule, instead of abandoning the idea all together. In other words, this administration remains committed to the idea that protecting the Earth from dirt is more important than protecting the economy from costly, prescriptive and questionable new regulatory measures.”

Neither the Senate nor House of Representatives have introduced legislation to reauthorize a new six-year bill. Industry sources doubt that Congress can reauthorize a multi-year highway bill this September after it returns from its August recess. Instead, they expect another in a series of short-term extensions that have funded the program since 2009. “Sen. Barbara Boxer (D., Calif.) is pushing a four-month extension at current levels until January 30, which could get past the debt ceiling super committee and past expiration of the appropriations bill at the end of September,” said Christian Klein, vice president of government affairs in Washington, D.C., of the Associated Equipment Distributors (AED). “It would also get us through the construction season and give us enough time to hopefully agree on a longerterm bill.” Boxer is chairman of the Senate Environment and Public Works Committee. Action on Gas Tax Imperative The gas tax extension will be included in the same bill that extends the spending authority, Klein said, adding, “Obviously, we’d prefer to see that tax extended for a much longer term, but in the current environment a parallel four-month extension is the more likely scenario.” Commented Brian Turmail, senior director of public affairs for the Associated General Contractors of America (AGC) in Arlington, Va.: “The federal government is obligated to reimburse states for transportation projects. Without the gas tax, it would have to pay out of the general fund as opposed to the Highway Trust Fund. If you are interested in reducing the deficit, that would be the exact wrong thing to do. We support doubling the gas tax. The purchasing power of the tax, based on the producer price index for construction services, has actually come down from when the 18.4-cents-pergallon tax began in 1993. If you want to get back to where we were in 1993, you have to double it.” The stakes, in terms of the U.S. economy, are staggering. “What’s at stake is $100-million a day in revenues from the gas tax for a program which is already in dire economic straits,” Klein said. “Since about 6.4 cents on each dollar spent on roads makes its way into the hands of equipment distributors, this means losing $6.4-million a day in equipment market opportunities.” In recent years, annual federal highway appropriations have exceeded highway user fee revenues in the HTF. As a result, $35 billion was transferred from the general fund to the HTF over the life of SAFETEA-LU. Republican leaders want to limit annual
highway spending to the level that the HTF can support. A budget resolution passed by the House mandates that the transportation program cannot spend more than what comes into the HTF. This would reduce the highway program from the present $41 billion per year to $27 billion next year. Democrats, on the other hand, say the House plan would result in the loss of 500,000 jobs in the highway program in fiscal year 2012. Almost all construction industry organizations support raising the gas tax. Proposals also call for toll charges on all interstate highways. Proposed Bills Sen. Boxer and Sen. James Inhofe (R., Okla.) have proposed a two-year $109-billion reauthorization bill, which would maintain existing funding levels on transportation projects, and would also target $12 billion in additional revenue for the HTF. Republicans in the House of Representatives, meanwhile, have proposed a six-year $230-billion highway and mass transit bill that would rely entirely on funds generated by the gasoline tax, which provides about $34 billion a year for infrastructure projects. The Senate bill would continue transportation funding at about current levels. The House proposal, relying solely on gas tax revenues, would cut funding by about one third. Alison Black, vice president of policy and senior economist of the American Road & Transportation Builders Association (ARTBA) in Washington, D.C., told CEG that both proposals fail to fully address needs, which means, ”we will continue to face our current problems in terms of congestion and the conditions of roads and bridges.” “We actually need a $500-billion bill over six years,” said AGC’s Turmail. “We support the 2008 Department of Transportation report, which called for doubling the local and federal investment in transportation infrastructure. One of the big problems is that we have an East-West interstate system, which was designed when the concerns were moving people, arms and materials from one coast to the other. Now we have an enormous amount of North-South traffic due to The North American Free Trade Agreement (NAFTA), growing needs between ports, and a pretty mature highway system, which needs a lot of maintenance and repairs.” “Reauthorizing the highway and gas tax programs is a vital piece of legislation because the state of our infrastructure is crucial to our economic vitality as a nation,” Turmail added. “Our highway system allows U.S. businesses to redefine their business models through hyper-efficient transportation. If you’re building motorcycles in Wisconsin, or Caterpillar tractors in
Minnesota, the components arrive the morning you use them. When you allow highways to deteriorate physically, or become congested, you undermine the efficiency, which U.S. businesses have built into their systems over the past 50 years. Construction is particularly sensitive to highway infrastructure.” ARTBA President Pete Ruane told the Mobility 21 transportation conference on Sept. 6 that both the House and Senate reauthorization proposals need a “significant boost” in their investment levels to address the nation’s transportation challenges. Ruane said the 2009 Recovery Act road and bridge initiative was a setback to the long-term movement because it allowed leaders to “take a pass” on surface transportation legislation, which is now two years overdue. He also said the “shovel-ready” description of this stimulus “misplaced the focus of these investments on temporary results instead of long-term value.” Ruane declared that political dysfunction and intractable views of government spending of any kind are major obstacles impeding passage of a “long-term, robust” highway and transit bill. “We commend President Obama for underscoring the urgent need to improve the nation’s transportation network to boost long-term economic competitiveness and create new jobs,” he said. “Most immediately, Congress should pass robust, multi-year highway, transit, and aviation reauthorization investment bills that have been languishing for years.” The Road Information Program (TRIP), a national transportation research group in Washington, D.C. , said 32 percent of major roads in the United States are in poor or mediocre condition, 24 percent of bridges are structurally deficient or functionally obsolete, and 44 percent of major urban highways are congested, with an estimated cost to motorists of $67 billion per year. The congressionally mandated DOT report in 2008 called for investments of at least $225 billion annually over the next 50 years at all levels of government to bring existing transportation infrastructure to a good state of repair. The United States currently spends approximately 2 percent of gross domestic product on infrastructure. Uncertainty Hangs Over Market Failure to pass a six-year reauthorization has hurt construction. “It’s a frustrating mess,” Klein said. “Our members are facing historic uncertainty when it comes to what the bills will look like, what regulatory environment they will work in, and the overall economic situation they will deal with. Congress makes it worse by adding all this uncertainty about the infrastructure program. It’s not the highway program, but also areas like water infrastructure.
Congress is failing to act and dealers and contractors therefore can’t plan. From the standpoint of the health of infrastructure programs, things have never been this bad before. There has never been so much uncertainty. We have to grow ourselves out of our $14.3-trillion debt. We can’t do that without a sound infrastructure.” Klein said the uncertainty “has depressed new equipment sales because contractors have no idea how much work they will have.” ARTBA’s Alison Black said the value of highways and bridges completed in 2011 could fall 10 to 12 percent this year because of the delay in reauthorization while stimulus money has run out and state and local governments have cut spending. She agreed that contractors are holding up projects until they know the six-year funding levels. Jobs, Jobs, Jobs Unemployment in general construction was more than 20 percent, higher than any other sector of the economy, in 2010, though it improved significantly to 13.5 percent this August. The AED Web site said that the industry “remains mired in a depression.” According to the Bureau of Labor Statistics (BLS), construction employment totaled 5,524,000 in August. This was 2.2 million (29 percent) below the peak set in April 2006. The number of unemployed workers who previously worked in construction, meanwhile, shrank by 329,000. AGC’s monthly Data Digest said this drop “suggests they are leaving the industry, perhaps permanently, making future expansion harder to achieve.” BLS said public construction slumped 8.8 percent compared with August 2010, with decreases in the four largest public segments: highways and streets (minus 3.8 percent), educational (minus 13 percent), transportation (minus 13 percent), and sewage and waste disposal (minus 14 percent). A Federal Highway Administration study said each $1 billion of federal spending on highway construction generates 30,000 jobs, including 10,300 in the construction sector, 4,675 in industries supporting construction, and about 15,000 other jobs in non-construction sectors of the economy. President Obama said on Aug. 30 that 4,000 workers would be immediately furloughed without pay and one million workers would be out of a job over the next year if the Surface Transportation Bill is not extended. “It’s inexcusable to put more jobs at risk in an industry that is one of the hardest hit over the last decade,” he said. Brendan Buck, a spokesperson of House Majority Leader John Boehner (R., Ohio), countered: “Aside from the President today, no one has suggested the highway bill would be allowed to expire. Nortrax broke ground Aug. 31 on its new 25,000-sq.-ft. branch in Miami. The event marked the beginning of a 12-month process to build a modern facility adjacent to the current facility at 4343 N.W. 77th Ave., Miami. The current Miami branch will subsequently be demolished, officials said. In its place, an equipment display area will showcase the newest equipment from John Deere, Hitachi, Bomag and other manufacturer lines. The $7-million project is scheduled to be complete in Summer 2012. Nortrax officials, including CEO Tim Murphy, attended the ground breaking at 9 a.m. on Aug. 31. In discussing the new Miami facility Murphy stated, “John Deere’s philosophy of Innovation, Quality and Commitment is shown in our commitment to our customers, our employees and the community in the Miami area with this new facility. This is our sixth new facility in the last five years during a difficult economy. It shows our commitment to continue the growth of our company.” The new building will feature eight service bays and a track press area. tactics are irresponsible, transparently political, and needlessly add uncertainty to our economy.” ARTBA Chairman William Cox, president of Corman Construction in AnnapolisJunction, Md., said: “We share President Obama’s view that members of Congress should pass a clean extension of the highway and transit programs and we urge them to do so well in advance of the September 30 expiration date. Taking such action will allow them to focus on the real issue at hand: passage of the nearly two-yeardelayed (multi-year) highway and transit reauthorization bill.” In his Sept. 6 speech, ARTBA’s Pete Ruane said the $27.5-billion road and bridge stimulus was only 3.5 percent of total Recovery Act outlays, and was “more of a job saver than creator,” but was not wasted. “At peak spending in 2010, about 320,000 American jobs throughout the economy — 108,000 on construction sites —
were fully supported by the initiative,” he said, adding that the Recovery Act did not create significant new jobs as hoped because it did not result in significant market growth as many states, reeling from the recession, simply substituted the federal stimulus dollars for their own investments. “Unlike short-term stimulus, the multi-year federal surface transportation program requires states to provide matching funds in order to use federal dollars and helps drive investment in their own infrastructure,” Ruane said. The unemployment rate at the end of August remained at 9.1 percent. The private sector added 17,000 jobs. This was offset by a loss of 17,000 government jobs, for a net job change of zero. There were about 14 million unemployed. Jobless rates in the overall economy increased in 28 states and the District of Columbia in July. Nevada had the highest rate: 12.9 percent, almost four points above the national rate of 9.1 percent.
California’s rate increased 0.2 percent, to 12 percent. North Dakota had the lowest rate, 3.3 percent, followed by Nebraska at 4.1 percent. Joblessness rose by 0.4 percentage points in Illinois, Michigan, Minnesota, South Carolina and the District of Columbia, while the rate rose 0.2 points in Maryland, Ohio, Pennsylvania and Texas. Sen. Boxer said the budget blueprint laid out by Congressman Paul Ryan, chairman of the House Budget Committee, would cut highway funding by 36 percent, with “overwhelming job losses.” The largest job losses, she said, would be in California (43,489), Texas (36,051), Florida (21,352), New York (20,384), Pennsylvania (19,738), Illinois (16,738), Ohio (15,409), Georgia (14,707), Michigan (12,537), New Jersey (11,841) and Virginia (11,636). Rep. John Mica (R., FL), chairman of the House Transportation Committee, who is drafting the House bill, said his top priority is passing a six-year bill. He has stressed fiscal responsibility, con-
tinuing critical infrastructure work without increasing the deficit. Financing Proposals Both the Democrat and Republican proposals would expand funding of the Transportation Infrastructure and Innovative Finance Act (TIFIA) tenfold to $1 billion per year. This act provides low-cost loans and loan guarantees to states, cities, regional transit agencies and private companies to carry out infrastructure projects. A White House source said the Obama Administration views the TIFIA program as a bridge to national infrastructure banks, which would pool tax dollars with private investment from institutional investors to fund highway and other infrastructure projects. Under some proposals the banks would be part of the U.S. Treasury. Critics of the infrastructure bank approach say it would take several years to begin financing projects while a road construction bill would create jobs sooner. “An infrastructure bank as men-
tioned by the President is a critical tool to advance large-scale intermodal projects, and is certainly part of the solution,” he said, “but it will take many months to establish and have little instant impact of job creation or in fixing crumbling roads, bridges and transit systems.” President Obama reportedly now backs fast action on the Highway Bill as a priority over the infrastructure bank. His jobs bill reportedly proposes $50 billion for road and bridge projects. Both the Senate and House proposals would consolidate highway programs to save money. The House measure also would cut the operating subsidy for Amtrak by 25 percent in 2012 and 2013. The Federal Transit Administration estimated last year that it would take $77.7 billion to bring U.S. transit systems into a state of good repair. Titan Live Floor Trailer Adds Capacity for Hauling Aggregates The newest aluminum smoothside hauler from Titan Trailers is a streamlined walking floor model designed to reduce weight and increase payloads by up to 2,000 lbs. (907 kg). The new thinwall aggregates trailer features a narrower body with lower sidewalls which, along with Titan’s aluminum body construction, achieves significant reductions in tare weight compared to similarly sized belt-out trailers. The thinwall body features the same double-walled, doubledwelded construction for outstanding durability in extreme hauling applications such as CD waste and scrap metal, according to the manufacturer. The trailer’s 102 in. (259 cm) frame mounts a narrow 68 in. (173 cm) wide body, which reduces the overall weight while providing aggregate haulers with ample room to load maximum weights. Crushing, Screening & Recycling Section Johnson Concrete Finds New Ways to Use Old Materials By Mary Reed CEG CORRESPONDENT
The Johnson Concrete Company was formed in 1947 with the opening of a single plant manufacturing concrete pipe and blocks in Salisbury, N.C. Its founder was Allen Starling Johnson Jr., whom football enthusiasts will recall as an All-American guard on Duke University’s legendary 1938 team. Graduating in 1939 with an economics degree, he was barred from wartime military service by high blood pressure, so instead worked for his father’s lumber business for the duration of the conflict. During the post-war construction period Johnson realized local residents were making their own blocks with cinders and as a result decided to produce lighter, cleaner blocks, founding the Salisbury company to do so. Johnson’s business continued to expand over the following decades and now, well over 60 years later, Johnson Concrete has gone green by crushing and reclaiming concrete waste. According to the Construction Materials Recycling Association (CMRA) 140 million tons of concrete are recycled annually in the United States. Over the past ten years, Johnson Concrete has crushed more than 30,000 tons of it. The User Guidelines for Waste and Byproduct Materials in Pavement Construction handbook issued by the Federal Highway Administration (FHWA) notes the use of reclaimed concrete is “well established” as a substitute for aggregate in the construction of pavements. Other applications for this material include utilization for fill, drainage, embankments and noise barriers, with correspondingly lesser amounts of new aggravates needed for a given project. Reclaimed material comes from various sources, Corporate Sales Manager Starling Johnson explained. “Johnson Concrete makes custom architectural blocks as specified for individual projects. Any leftover blocks are sold to the public for odd jobs, or crushed and recycled. Johnson Concrete contracts the crushing to
Hedrick Industries,” she said. “Getting the water content correct in a block mix design is critical for achieving the desired strength and texture and the amount of water required varies according to ambient heat and humidity,” she went on. “We’ll crush and reclaim substandard blocks that are created while we’re tweaking the water levels. Similarly, we create some waste when changing molds and the height of the machine to manufacture different shapes and sizes of blocks.” Masonry waste is created with any block project as a result of cutting the blocks to make space

Johnson Concrete keeps a pile of waste material blocks which will be crushed and recycled. The waste materials come from extra custom blocks left over after a project, substandard blocks that are produced when trying to get the mix just right and odd bits left from masonry jobs.

The crushed reclaim is then added to Johnson Concrete’s block mix designs. Its standard gray block is a lightweight product manufactured using expanded slate from its sister company Carolina Stalite. the setting process, and would otherwise wind up in a landfill. Despite its many documented advantages and widespread use, new proposed disposal regulations may limit or eliminate its availability. The ARTBA-TDF study was conducted to forecast the potential economic impacts of the loss of fly ash availability in just one U.S. construction market — transportation infrastructure. Alison Premo Black, ARTBA senior economist and the report’s author, said the excess $5.23 billion annual direct cost includes a $2.5 billion increase in the price of materials and an additional $2.73 billion in pavement and bridge repair work due to the shorter pavement and service life of other portland cement blends. To put the $5.23 billion figure in perspective, it is almost $2 billion per year more than the federal government currently invests in the Airport Improvement Program and about 13 percent of the federal government’s annual total annual aid to the states for highway and bridge work. According to Black: “Without the availability of fly ash, American taxpayers would ultimately bear the burden, either
paying more for the same level of transportation improvements, or dealing with the consequences of a scaled back improvement program." “The study’s findings should be a real eye-opener for members of Congress and other federal policymakers,” said Bill Gehrmann, president of Headwaters Resources Inc., whose group commissioned the report. “Without coal ash, concrete will become more expensive and the environmental footprint of the transportation sector will only increase. There is nothing ‘green’ or sustainable in such a scenario.” The ARTBA Foundation study also explored how states would have to forego the potential additional benefits and savings derived from using fly ash in new, high performance concrete pavements. Fly ash is a key component of high performance concrete pavement designed for a lifespan of 30 to 60 years for concrete roads, compared to the current average of 20 to 25 years. According to Black’s findings, the estimated savings from the increased durability of various fly ash concrete life spans would be: • $25 billion over 20 years ($1.2 billion per year average) if all concrete roadways were designed with fly ash concrete materials to last 35 years, compared to the current national

Case Triple Threat Rodeos Boost Habitat for Humanity; $35K So Far Through mid-July, Case Triple Threat Rodeo events held at Case Construction Equipment North American dealerships have raised almost $35,000 in support of local Habitat for Humanity affiliates. The skills competition program will continue through Oct. 14. With 35 of the 60 scheduled events completed, the Triple Threat Rodeo program has attracted nearly 5,000 visitors to Case dealerships to watch a total of more than 900 competitors demonstrate their accuracy and speed in completing three diverse skills tests. sedimentation ponds — are complete. Timber removal and clearing/grubbing also have been completed, as has the majority of earthwork on the site. Phase I and II of mass earthwork have been completed. Phase I alone entailed moving 2.5 million cu. yds. (1.9 million cu m) of dirt. Phase III is under way with a total of 799,703 cu. yds. (611,416 cu m) hauled to date for the reservoir area. The total plant site has about 4.5 million cu. yds. (3.4 million cu m)of dirt that need to be moved by mid-2012, Empfield said. It will be a balanced cut and fill for the site. In some areas of the site, they have to cut 30 to 35 ft. (9 to 10.6 m) in depth, while in others they have to fill more than 50 ft. (15.2 m), Empfield said. Concrete and underground work is now under way. Auger-cast piling installation is 26 percent complete, and caisson installation is 48 percent complete. Concrete work is proceeding, with 13,055 cu. yds. (9,981 cu m) of foundations poured. Underground piping and electrical utility installation is in progress, with underground piping 21 percent complete. More than 500 craft workers are currently on the job, with about four times that many expected at the peak of construction, the company said. A second shift will be used through the remainder of the project as required to support the schedule for activities that are considered critical. The plant is expected to provide about 300 permanent jobs once construction is complete, Mississippi Power said. An army of heavy equipment — including bulldozers, track hoes, scrapers, cranes and dump trucks that are mostly being provided by the contractors — has been working on the project. Various types of structures, including warehouses, maintenance shops, electrical buildings and administration/control buildings, as well as a network of access roads will be built on the site.

Work will continue on deep foundations, concrete foundations and underground utility activities through the remainder of 2011, the company said. Additionally, structural steel erection is scheduled to begin early in the last quarter of this year. The plant is being built on Hwy. 493 near DeKalb, Miss. It’s a rural area without much traffic. Still, project coordinators have gone to great lengths to have the least impact possible on the surrounding community. All lignite will be transported internally on the coal mine and plant site by trucks and conveyors that will not cross public roads. Natural gas will be routed to the site from the Tennessee Gas pipeline, which already exists near the property boundary. “Safety at the site is a top priority. Our goal is for everyone to go home as healthy as the day they get here,” Empfield said. STEP, (Safety Through Everyone’s Participation) a behavior-based safety program, has been adopted by Mississippi Power Co.’s parent company, Southern Company, to help eliminate unsafe work habits and hazards on the job with the goal of preventing injuries before they happen. “The process begins with Southern Company construction management personnel and contractor supervision observing craft labor work habits and providing feedback to craftsmen on safe and at-risk behaviors,” Southern Company’s policy said. “Data is collected using checklists or mobile devices, input and analyzed to develop trends … that can be corrected before an incident may happen.” The company’s target is no incidents, with a Recordable Incident Rate goal of 0.5 for
temperatures and high pressure to force a chemical reaction that creates a synthesis gas. The cleaner “syngas” is then used in a gas turbine to generate power with fewer emissions than traditional coal plants. Unique to the TRIG process is a high-efficiency design that sends coal that is not converted to gas in the initial process back for a second round of gasification. A multi-step process removes 90 percent of mercury, 99 percent of sulfur dioxide and 99 percent of particulate from the gas before it gets to the power generation phase. The IGCC technology also captures 65 percent of carbon dioxide, which is equal to similarly sized natural gas combined cycle plants. The company has touted the plant as using “clean coal technology,” leading the way to lower-carbon electricity production by being one of the first in the country to provide carbon capture. The plant will be a zero-discharge facility, meaning no processed water from it will be discharged into rivers, creeks or streams, according to the company. Still, the plant hasn’t been applauded by environmentalists. Portable Signals Aid Hurricane-Hit Areas in S. Florida Hurricanes ravage the shores and winds damage countless traffic signals throughout south Florida and other hurricane prone regions. After hurricanes Wilma and Katrina, several cities, including Coral Springs, Fla., purchased battery operated, portable traffic signals from IST International. The system is easily transportable and shipped by standard carrier. It can be deployed from a vehicle or in a charging trailer and last for two days with a 1-2 12Vdc battery, or indefinitely with solar power. Once an intersection is fixed and power is restored, the solar traffic signals will then be moved to another intersection in need. Coral Springs had 72 intersections that had no power. Before the purchase, Coral Springs had been using police officers to direct traffic. However, they were putting their lives in danger, especially at night, because of the dimly lit intersections and reports of close calls and some hits. “We were really happy with their performance,” Duncan Foster, police chief, city of Coral Springs, said of the portable traffic signals. “The biggest things we saw were that the traffic signals allowed us to put our resources elsewhere and to deploy our officers where they were most needed, and they allowed us to remove our officers from the intersections at night where they were at risk of being injured,” said Foster. The city will be filing a claim for reimbursement from the Federal Emergency Management Agency. When FEMA honors the claim, the city’s actual out-of-pocket cost would be as small as approximately $1,200 a unit, Foster said. “We quickly made up this cost in the first weeks of flawless 24/7 operation. We believe they have proved themselves beyond a doubt and are worth their weight in gold,” he said. As far as city police are concerned, the signals are a genuine lifesaver. “They work perfectly and look just like regular traffic signals,” said police spokesman Sgt. Rich Nicorvo. Sheldon Armstrong, owner of IST International in Cincinnati, said the systems range from basic ($5,000) to all options ($10,000) with four left turn arrows and 85watt solar/battery power. “This is like $5.95/hour for the five weeks we used the systems,” Foster said. “It’s a win-win because this is the safest most reliable and affordable solution. Our officers are then able to concentrate on hurricane management and the problems associated with the emergency response and rebuilding.” Although the traffic signals can be used on a permanent basis and even programmed to operate through the county’s computerized traffic system, Armstrong said his signals are best suited to emergency situations. “They are not hurricane-proof. They are best used when power is out at an intersection or when an intersection is damaged,” he said. It also gives a city the ability to use these portable systems over and over, move up and down the coast and possibly extend a hand in surrounding areas if a similar need arises. fter 42 years in the construction business industry, Frank Horne Construction Inc. decided to retire. Up for auction was everything from earthmoving equipment and heavy-duty trucks to support equipment. Also on the block were two residential properties and one commercial property.
Daryl Bowen (R) called to get a few last minute details about the machines he was interested in bidding on while Tyler Hains (L) and Bill Dolbier, both of Gregory Poole Equipment Company, offered their assistance on the Cat machines.
Wendell Cain, Cain & Todd Equipment, traveled from Atlanta to bid on a few of the excavators. He checked them out along with the loaders and found some that met his criteria. The crowd gathered and made bids on the Trail King 35 ton trailer. The machine was sold to a contractor in Kings Mountain, N.C.

The AGC of ST. Louis is excited to announce a new award to recognize excellence among the Specialty Contractor members of the AGC of St. Louis. Through a secret ballot process, AGC General Contractors will vote for FIRST PLACE specialty contractor in ten separate categories: Concrete/Paving Earthwork & Utilities Electrical Environmental Remediation & Demolition Finishes, Openings & Fixtures Masonry Mechanical Structural & Finish Carpentry Structural & Finish Metals Thermal & Moisture Protection Each first place contractor will be recognized with a FIRST PLACE award in the specified category. The Specialty Contractor receiving the highest number of votes overall will also be awarded the distinction of Specialty Contractor of the Year by the AGC of St. Louis. This award allows the General Contractors to publicly acknowledge those best practices. To be eligible, a Specialty Contractor must be a member of the AGC of St. Louis. The Specialty Contractor award recipients will be named and presented their awards at the AGC of St. Louis Awards Gala featuring the Keystone Awards & the Specialty Contractor of the Year on Thursday, November 3, 2011 at the Millennium Hotel in downtown St. Louis.
