and southern abutment walls are continuous between the two bridge structures, to allow for the future addition of a HOV lane in each direction, if necessary. “All we’ll have to do is bring in box girders and we’ll be good to go,” said Washington State Department of Transportation Project Engineer Brenden Clarke. The decision to move the high-traffic highway instead of the road seemed counterintuitive to the public, according to Clarke, but it made sense from an engineering standpoint because of Burley Olalla Road’s steep grade. “In addition, the soil on the downhill side is very poor and soggy, so it would have been very difficult to have built a structure — the footing would have had to be very deep to overcome the poor soil,” explained Clarke. A structure carrying Burley Olalla Road over SR 16 would have been much longer than the final span of less than 150 ft. (45.7 m). “It was much cheaper to build up dirt on either
MINNEAPOLIS (AP) The U.S. State Department issued a permit Aug. 20 allowing construction of a pipeline that will bring crude oil to the U.S. from Canada’s oil sands, where environmental groups say extraction and refinement methods are contributing to global warming. With the permit in hand, Enbridge Inc. plans to start construction work on the Alberta Clipper pipeline, which will run through Minnesota and the northeastern corner of North Dakota from Superior, Wis., to Hardisty, Alberta. In a statement announcing the permit, the State Department called Canada a “stable and reliable ally” and said increasing capacity for Canadian crude oil to reach the U.S. will “advance a number of strategic interests of the United States.” Environmental groups had urged Secretary of State Hillary Clinton to reject the permit, saying extracting and refining crude from Canada’s oil sands emits high amounts of greenhouse gases and threatens the water and air. A coalition of environmental and Native American organizations vowed to challenge the permit in court, expressing disappointment with President Barack Obama’s administration. “Both Obama and Hillary Clinton who had to sign off on this permit campaigned on reducing our reliance on oil and moving to a cleaner and greener energy system. This will be a step backward,” said Chuck Laszewski, spokesman for the Minnesota
It used to be that drivers traveling between Tacoma or Gig Harbor and Port Orchard along Washington’s SR 16 had to be especially alert as they approached the community of Burley. The intersection of SR 16 and Burley Olalla Road was this section of highway’s last remaining atgrade intersection, and as such, had a high incidence of severe accidents. So when Tacoma-based contractor Ceccanti Inc. began construction on a grade-separated tight-diamond interchange at SR 16 and Burley Olalla Road, local emergency service workers and the public breathed a collective sigh of relief. Thirteen months later, the $16.3-million contract is 80 to 85 percent complete. Final grading is under way and paving is scheduled for the second week of September. The bulk of the project consisted of building two concrete box girder bridges to carry SR 16 traffic over Burley Olalla Road. The northern

Environmentalists say crude extracted from oil sands produces more greenhouse gases than other sources, partly because it requires a more intensive refining process before it can be used. In Canada, extracting the oil leaves behind toxic residue and damaged lands, said Sarah Burt, an attorney for Earthjustice based in Oakland, Calif. “We are committing to import huge amounts of this oil. It’s the most toxic type of oil that there is,” Burt said. The State Department said it considered environmental concerns — including greenhouse gas emissions — in its review, but said emissions reductions are best addressed through domestic policies in each country and a strong international agreement. The department also pointed out the construction jobs that will be created along the
1,000-mi. (1,600 km) pipeline, saying the permit “sends a positive economic signal” in troubling times. Equipment and construction crews are in place to begin work within the next few days, said Enbridge spokeswoman Denise Hamsher. At its peak, construction of the Alberta Clipper along with work on another pipeline between Superior, Wis., and Clearbrook, Minn., will create 3,000 U.S. jobs, Hamsher said. The number of jobs will be close to 4,000 including the workers needed at the pipeline’s terminals, she said. While the project still needs local permits and agreements with landowners at some points along the line, Hamsher said the company is pleased with the permit. The pipeline will begin receiving its first crude oil in mid2010. “This is obviously a milestone,” Hamsher said. “This project will secure a growing and reliable supply from our friendly neighbor.”

The facility at 4380 Donovan Way is situated on the property directly adjacent to the company’s former corporate headquarters location on Craig Road. The new 8,000-sq.-ft. rental store offers equipment rentals of all sizes, as well as the convenience of a local parts pick-up location for customers in the northern Las Vegas Valley area. Residing on nearly four acres, Cashman’s newest facility features an equipment yard full of rental options like skid steer and multi terrain loaders, JLG aerial lifts, backhoes, excavators, water trucks, small generators, and more. Clean Diesel Technologies, Eaton Corp. Enter Into Non-Exclusive Agreement Clean Diesel Technologies Inc., the clean technology emissions reduction company, and Eaton Corporation have entered into a global non-exclusive licensing agreement. Under the agreement, Eaton will use Clean Diesel’s Advanced Reagent Injector System (ARIS) technology for injection of hydrocarbon fuel in emissions reduction applications, including Eaton’s Aftertreatment System. This technology also can be applied to regeneration of diesel particulate filters and lean NOx traps in various global applications. Both Eaton’s Aftertreatment and fuel dosing systems have worldwide application for reducing NOx and particulate matter (PM) emissions from diesel engines. Eaton is targeting NOx and PM control technologies for production in 2011 and beyond in various applications. NOx and PM are a significant health hazard and are estimated by the Environmental Protection Agency (EPA) to cause 20,000 premature deaths annually in America. Children, the elderly and those with pre-existing health conditions, such as asthma are especially at risk. These systems can be used for on-road, off-road and stationary applications, with a combined global market size of new medium-duty and higher engines exceeding 7 million per year. Eaton’s Aftertreatment System does not require the use of additional urea for NOx reduction. It is an integrated system that effectively meets the EPA and international regulation requirements without the on-vehicle storage, replenishment and infrastructure a urea-based system requires. For example, EPA regulations require that all new 2010 on-road engines comply with increasingly strict NOx and PM standards. Clean Diesel’s ARIS technology is designed for use in all types of combustion engines. Its key advantages include the use of a single emissions reduction fluid to provide injector cooling and the fact that it is easier to manufacture, install and operate than compressed air systems. Dimitri Kazarinoff, general manager of Emerging Technologies and Business Development at Eaton, said: “We are excited to enter this licensing agreement with Clean Diesel. It provides access to a key technology, which helps us provide system based solutions to reduce NOx and PM, hence making significant contributions toward emissions reduction and sustainability. We are working with numerous global OEMs to provide them with NOx and PM emission reduction solutions.” Bernhard Steiner, chief executive officer of Clean Diesel, said: “We are delighted with the use of our ARIS airless return-flow technology in this application. ARIS technology is more commonly associated with selective catalytic reduction [SCR] systems based on urea injection; Eaton’s use of hydrocarbon injection underscores the broad applicability of our ARIS technology. “Eaton has taken two NOx-reducing technologies and packaged them into a system where they can work together, taking advantage of several catalytic reactions to reduce harmful emissions,” Steiner added. “We are pleased to provide a key technology that will help reduce global emissions and that supports Eaton’s commitment to environmental sustainability.”
Vishal Singh, manager of Eaton’s Aftertreatment business unit, said: “Eaton’s versatile solution makes use of diesel or fuels from renewable resources to meet emission standards without the logistical and cost-related issues associated with on-board urea storage and wide-scale urea distribution. Clean Diesel’s patented technology, when combined with our own in this unique way, will enable our customers to benefit from an aftertreatment system that is simple yet effective in significantly reducing PM and NOx emissions. This technology license strengthens our portfolio and combined with our own technology provides our global customers with more technical solutions to meet the strict upcoming diesel engine emissions standards worldwide.” Hydrocarbon injection is an important and growing technology for diesel particulate filter regeneration applications, as well as for NOx absorbers and NOx conversion catalysts. More than 2,700 on-site and online bidders from 44 countries registered to bid at the unreserved equipment auction Ritchie Bros. sold almost 3,000 items from the construction, transportation, pipeline and other industries over two days, generating gross auction proceeds in excess of $36 million. Bidders from outside Texas purchased more than $20 million of equipment (56 percent of the total). Out-of-country bidders purchased more than $9 million (26 percent). Approximately 1,500 people registered to bid in person at the Houston auction site; the other 1,200 registered to bid online in real time. Online bidders purchased more than $9 million of equipment and trucks (25 percent of the total). “We had another excellent sale at our new permanent auction site in Houston,” said Alan McVicker, Ritchie Bros.
Regional Manager. “The large selection of good quality equipment and trucks — and the knowledge that every item would be sold to the highest bidder on auction day in a fair, transparent manner — attracted thousands of bidders to Houston. There is so much doom and gloom out there but, thanks to the participation of a large global bidding audience, prices were strong across the board at our Houston auction. Pipeline equipment and cranes sold particularly well.” Among the equipment sold at the Houston auction: 30 cranes, over 30 crawler pipelayers, almost 50 wheel loaders, over 80 crawler tractors, over 70 hydraulic excavators, more than 60 loader backhoes, more than 70 skid steer loaders and more than 120 truck tractors. Ritchie Bros. will conduct the next unreserved public auction at its Houston auction site from Nov. 17 to 19.
