Speaking at a press conference following an invitation-only meeting of key U.S. senators, Dennis Slater, president of the Association of Equipment Manufacturers (AEM), forcibly relayed the direct connection between infrastructure investment and job creation for the construction industry and entire manufacturing sector. The meeting and conference were held to highlight the importance of infrastructure investment to putting Americans back to work. Slater was selected to attend as the sole representative of the manufacturing sector, in recognition of AEM’s leadership role in support of critical infrastructure investment and the Start Us Up USA campaign, which advocates timely passage of multi-year transportation legislation. AEM also is active in advocating for adequate water infrastructure investment. “The single best way to bring back hundreds of thousands of good-paying, sustainable manufacturing jobs in the U.S. is to pass major long-term investments in our critical national infrastructure,” Slater noted. Senators at the meeting are working on a new “jobs creation” package of legislation, and they recognize that a central piece of that effort will be rebuilding America’s infrastructure to create jobs, grow the economy and maintain and improve our nation’s safety, environment and international competitiveness, Slater noted. The meeting in the U.S. Senate was cochaired by Senate Majority Leader Harry Reid (D-NV); Senator Debbie Stabenow (D-MI), chair of the Senate Democratic Steering and Outreach Committee; and Senator Patty Murray (D-WA), chair of the Transportation Appropriations Subcommittee. In addition, 19 Senators attended, including — in addition to Reid, Stabenow and Murray — Senator Barbara Boxer (D-CA), chair of the Senate Environment and Public Works Committee, which has jurisdiction over the federal surface transportation and

Masahiro Sakane, chairman of Komatsu Ltd., the parent company of Komatsu America Corp., was named one of the best-performing CEOs in the world, according to a recent Harvard Business Review article. CEOs on the list were selected from nearly 2,000 CEOs of large public companies worldwide, and were ranked based on the performance of their companies over their entire time in office — or, for those still in the job, up until Sept. 30, 2009. Sakane served as president and CEO of Komatsu Ltd. from June 2001 to June 2007. The article commented that the rankings “highlight the great extent to which CEOs account for variations in company performance, beyond those due to industry, country, and economic swings.� The article goes on to discern the importance of objective, long-term measures to assess CEO performance. To be considered for the list, a CEO had to have assumed the job of CEO no earlier than January 1995 and no later than December 2007. CEOs of all publicly traded companies that had made Standard & Poor’s Global 1200 or BRIC 40 lists since 1997 were identified and considered, producing a pool of 1,999 CEOs from 1,205 companies. Three metrics were used in determining the success of the CEOs: country-adjusted total shareholder return, industryadjusted shareholder return, and the change in equity market capitalization for the CEO’s entire tenure. The group of CEOs included for consideration, came from companies based in 33 countries and represented 48 nationalities. Sakane ranked seventeenth among his world-wide peers and was the top-rated CEO from a Japanese company.

San Antonio Hosts Annual AED Convention, CONDEX
T
he Associated Equipment Distributors (AED) held its annual convention and CONDEX in San Antonio Jan. 20 to 22. Attendees enjoyed the hospitality of the San Antonio Marriott Rivercenter Hotel for accommodations, open suites for use during the event and social events. The Henry B. González Convention Center hosted CONDEX as well as a number of conferences, meetings and catered meals for attendees. Michael Marks, moderator of AED Summit 2010, was the event’s host, presiding over all the convention activities throughout the three days. In an effort to draw Congress’s attention to the economic consequences that failure to renew the federal highway program will cause for Texas as well as the rest of the United States, a rally was held on the first day of the convention. “Start Us Up USA!” was sponsored jointly by AED and the Association of Equipment Manufacturers. The rally was followed by a caravan of Pat Hicks of Ritchie Bros. Auctioneers starts the trucks carrying unused construction equipment draped bidding for the Ritchie Bros.’ “Blue Moon Auction.” in banners winding its way through the streets of San Antonio, representing the large amount of jobs lost and equipment left idle by the industry depression.

AEM Leader Urges U.S. Senate to Invest in Infrastructure AEM from page 1

Also attending were leaders of business and labor organizations, local and state government officials, and representatives of the rural, education and minority business communities. At the press conference, Slater spoke alongside Senators Boxer and Bob Casey (D-PA) and two representatives of national labor organizations. Slater stated, “What we heard today was not only a commitment to a near-term jobs creation package, but a commitment from Senator Boxer to write a multi-year highway bill this year, and to start that process in March. We fully support this commitment and look forward to working with Senator Boxer and her colleagues as they write this critical legislation.” He added, “We know many thorny policy issues have to be resolved before the House and Senate can come to agreement on a new multi-year highway bill, and that in the meantime — right now — Congress needs to pass some measures that can help to create jobs for Americans in the nearer term. We respect and support this. But as soon as that work is done, we hope that our lawmakers will turn to our nation’s long-term infrastructure investment needs. We must have a multi-year funding commitment to provide market certainty, so planners can plan, and business can invest. This is how the private sector creates jobs.”
A Hard Number Look at the Need for Infrastructure Investment Dennis Slater, president of the Association of Equipment Manufacturers recently spoke before a meeting of senators about the state of the construction industry. He had the following to report: • 1.25 million. That’s how many jobs the construction equipment industry supported in 2008. • 550,000. That’s how many jobs the construction equipment industry has lost in this recession. • 50 percent. That’s how much employment in the construction equipment manufacturing sector alone has declined since 2006. • 22,000 deaths annually are related to deficient roadway conditions. • Commuters in major urban areas waste 4.2 billion hours every year stuck in traffic — costing another $87 billion to the economy in lost productivity and wasted fuel. • At least 33 percent of our nation’s major roads are in poor or mediocre condition and 26 percent of bridges are structurally deficient or functionally obsolete. • $225 billion. According to the Surface Transportation Policy and Revenue Study Commission, the U.S. needs to spend $225 billion annually for the next 50 years to upgrade our surface transportation system. We are spending less than 40 percent of this amount today. • $350. That’s how much wealth is returned to the economy for every $100 invested in infrastructure, according to a University of Maryland study. • 35,000. According to the Department of Labor, 35,000 jobs are created for every $1 billion spent on infrastructure.
Transportation Secretary Announces $94M for Federal Lands Road Projects Sixty-eight road projects in 31 states will receive $93.9 million in Public Lands Highways grant funds to improve access to public lands, U.S. Secretary of Transportation Ray LaHood announced Jan. 13. “The roads that carry America to and through its national parks, tribal lands or any of the other federal lands need help, just like the rest of the national highway system,” said LaHood. “These funds will help protect the roads for the many who depend on them and improve the quality of life for communities served by these unique places.” The funds will improve and increase accessibility on the lands of 15 Native American tribes, 11 military bases, 19 national park units, 10 national forests and four national wildlife refuges. Unlike most of the nation’s public roads, which are managed by state
departments of transportation, federal lands roads are maintained by various tribal and federal agencies. Funds from the Public Lands Highways grant program supplement their existing infrastructure programs. They also can be used for cities and counties that are responsible for the roads providing access to federal and tribal lands. Examples of this year’s grant recipients include: • More than $4 million will be used to help improve road access to the Flight 93 National Memorial in Stonycreek Township, Pa. • Nearly $3 million will be used for road improvements near the forthcoming American Veterans Disabled For Life Memorial in Washington, D.C., between I-395 and the U.S. Capitol. The memorial is anticipated to be completed by 2012. • Nearly $2 million will be used to make tribal road improvements on the
Standing Rock Sioux reservation in North Dakota. • Nearly $1 million will be used for alternative transportation improvements around the Fort Baker area in the Golden Gate National Recreation Area in California. This work includes pedestrian connection improvements, upgrades to National Park Service shuttle buses, planning for bio-diesel refueling capacity, and installation of signs, bicycle racks, benches and other related equipment. • More than $1 million will be used to complete construction of the SR 101/t3ba’das Parkway on the Skokomish Indian Reservation, Washington. This is the largest amount of grant funding awarded to public lands roads since 2002, and the second largest in the 79-year history of the Federal Highway Administration’s Public Lands Highways program.

Jim never felt he needed a consultant. Until now. His gracious neighbor Ken offered Jim two hours of his time gratis to share the “Top 10 Survival Tactics in a Tough Economy”: • Cash flow is king As a small business owner, you must know how your cash flows. This isn’t fancy accounting; it’s simply tracking how cash comes in versus how it goes out. Take two hours, and use your QuickBooks or check register to get a grasp of this monetary movement. • Trim the fat Many small businesses experienced a tremendous run in the last 10 to 15 years. Since they had good cash flow coming in the door, they allowed fat to accumulate in the things going out the door. Now is the time to look at where your money is going, and eliminate unnecessary items. This includes the business Hummer, that expensive copier lease and the T1 connection instead of basic cable modem. You may need to make some tough decisions about eliminating employees. It’s critical that you get your cash outflows to a manageable level ASAP.

• Show your banker a plan Your banker is probably as scared as you are. Show him a concrete plan for getting cash flows back in shape. Ask your CPA to help you format it. Once it’s complete, communicate to your banker clearly, and ask him to help you implement it. If you’re working with a quality financial institution, he’ll want to see you make it, and help you any way he can. • Know who lays the golden eggs Don’t forget who’s paying your bills right now — your customers. Although you want new business, it’s imperative that you keep your existing customers. Your competition is desperate, and they may try anything to get your customers. Call your clients yourself, ask them how they’re doing, and if there’s anything you can do to help them out. Ask if they’re happy with your service, and what can you do to provide them with an even better experience going forward.
Entrepreneurs have a sink-or-swim, do-or-die mentality. Focus on the right things, and you’ll get through this.
• Look into the future When clients and projects were rolling, most entrepreneurs believed that new business would materialize whenever things temporarily slowed down. Those times are gone. Analyze what money is coming in during the next three months, specifically from where, and when. Compare this to the new cash outflows that you assessed in the step above. If things are tight, that’s fine; if more is going out than coming in, trim more and find additional income. Do this exercise each month, always looking at least three months out. • Get back to basics When you first went into business, you may have had to fight and claw to make ends meet. Make a list of the things you did back then to bring in revenue. You probably moved away from many of those strategies when business improved. This is the time to aggressively return to them.
• Avoid the temptation of debt It’s tempting to use debt and credit cards to borrow your way through slow times. Since no one knows how long this slump will last, borrowing may result in the demise of your business. Say “No” to using credit cards, the equity in your home, or any other borrowing. Resolve that you’re going to scratch and claw your way through this using the cash flows of the business. You’ll come out stronger in the end. • Be ready for an emergency You absolutely must have cash reserves, just in case. If you have any money right now, create an emergency fund that equals one, two or three months of your cash outflows. Put this in an account, and don’t use it unless it’s life-or-death
• Work on the important things Many business owners are in the same predicament as you. The ones who survive will do so because they’ll do the things above ASAP and get their ship righted. You must make time to work on your cash flows, and improve the customers’ experience now. Set aside a full day within the next week to work on the items above, without interruptions and excuses. • Reduce stress The difference between the businesses that will get through this slowdown, and those that won’t, has a lot to do with the quality of decisions. To make great ones, you must think clearly. When you’re stressed, it’s nearly impossible to make big decisions and show the leadership that’s needed to survive. Some suggestions to lower your stress level include: a daily 10-minute relaxation CD that walks you through deep breathing and stretching; yoga; exercise; and outdoor activities with your family. Anything that allows you to get your mind off things and relax is good. Entrepreneurs have a sink-or-swim, do-or-die mentality. Focus on the right things, and you’ll get through this. Hyundai Adds R27Z-9toZero Tail Precision Excavators Hyundai’s 6,349 lb. (2,880 kg) R27Z-9 is the first addition to Hyundai’s family of zero tail precision excavators. Features including a fully adjustable seat, adjustable arm rests, large foot pedals, ergonomic joysticks prewired for auxiliary hydraulic functions and 360 degree visibility all add to the R27Z-9’s operator friendly cab. The cab is equipped with a left console that raises to an upright position for easy access and exit from the cab. A large capacity air conditioner, improved ventilation system, CD player/radio and water and dustproofing seals further add to the overall comfort of the cab. The R27Z-9’s Mitsubishi S3L2 engine, generates 23.1 net hp (17.2 kW) at 2,300 rpm. This engine features heavy-duty rings, pistons and bearings all built with highstrength alloys. Hyundai’s CAPO system provides computerized control of all the R27Z-9’s electricpowered functions, including engine speed, variable pump flow, boom priority function, power boost, auto and one touch deceleration functions, auto engine warm-up, engine overheat prevention, travel speed control, anti re-start function and
self diagnostic features. The R27Z-9 also boasts an advanced hydraulic system designed for smooth-precise control. This system has been optimized to improve joystick to attachment response time. Additionally, energy saving features such as the arm-in/boom-down hydraulic flow regeneration system improves speed at those functions without requiring more engine power, according to the manufacturer. Komatsu Unveils Hybrid PC200LC-8 Excavator to U.S. Market Komatsu America Corp. has introduced the hybrid PC200LC-8 excavator into the North American market. Komatsu’s goal is to meet increasing global environmental concerns through the development of equipment designed to reduce environmental impact, including CO2 reduction. By developing a successful hybrid excavator in the largest construction machine segment (20 to 22 ton), Komatsu’s green technology will have a substantial impact on saving fuel and reducing green house emissions. “Komatsu’s decision to apply its engineering excellence to the largest construction machine segment, clearly signals our commitment to developing environment-friendly equip-
ment,” said Dave Grzelak, CEO and chairman of Komatsu America Corp. “Since the company’s inception, Komatsu has been setting the global standard for technology and engineering excellence and today that tradition continues with the introduction of the Hybrid PC200LC-8 excavator.” Powered by the Komatsu Hybrid System, the hybrid PC200LC-8 uses a newly developed electric swing motor, power generator motor, capacitor and diesel engine. Komatsu developed its hybrid system to work on the principle of swing energy regeneration and energy storage using the Komatsu ultra capacitor system. Komatsu’s ultra capacitors provide fast energy storage and instantaneous power

transmission. The kinetic energy generated during the swing braking phase is converted to electricity, which is sent through an inverter and then captured by the ultra capacitor. This captured energy is then discharged very quickly for upper structure rotation and to assist the engine as commanded by the hybrid controller when accelerating under work load conditions. In tests comparing the standard PC200LC-8 hydraulic excavator to the hybrid PC200LC-8, the hybrid model reduced fuel consumption by approximately 25 to 40 percent, depending on the application, according to the manufacturer.

With an operating weight of 43,643 to 47,260 lbs. (19,796 to 21,437 kg), the hybrid PC200LC-8 has a bucket capacity of 0.66 to 1.57 cu. yds. (.5 to 1.2 cu m). The hybrid PC200LC-8 has the same vigorous working forces and performance levels of the conventional PC200LC-8. The cab design assures operator comfort because the viscous cab damper mounts reduce vibration. A7 in. LCD monitor provides easy-to-read gauges and onboard diagnostics as well as displaying the rear-view monitoring system for viewing the work area to rear of the machine. KOMTRAX on Board The hybrid PC200LC-8 also is equipped with the latest KOMTRAX technology, which sends machine operating information to a secure Web site utilizing wireless technology. Data such as operating hours, fuel consumption, machine location and machine utilization are relayed to the web application for analysis. The KOMTRAX fleet monitoring system increases machine availability, reduces the risk of machine theft and provides a wealth of other information to drive business efficiency. The hybrid PC200LC-8 excavator was introduced to the Japanese market in June 2008 and has been successful in reducing fuel consumption. Fundamental Fixes Equal Less Spending, Longer Tool Life Today’s economic realities now demand using every trick of the trade in order to make equipment last longer while squeezing every excess expense – including constantly purchasing new tools – out of the balance sheet. Jerry R. Fifer, technical support manager southeast of Tramac said maintenance gaffes that cost companies both in tool wear and big money for replacements come down to four basics: • All grease is the same, right? The Fault: Breaker tools or points become extremely hot (as high as 400 F or more) when in use. At those tempera-
tures, standard lube grease will liquefy and run off the tool or actually burn up entirely, leaving a shorter lifespan for tools’ bushings and broken tools. The Fix: Good grease. Breaker grease should be, at minimum, No. 2 lithium-based grease containing 3 percent molybdenum. It should be rated to work at temperatures of at least 500 F or more). Why is the molybdenum a “must have”? It helps the grease stick to the tool and not run off. • Where do I grease it? The Fault: Failing to put enough grease on and applying it in the wrong way can be just as bad as using low-

quality product. The Fix: Start with a quick examination. When the breaker is raised vertically off the ground, the tool will drop down and expose the portion that is in contact with the lower tool bushing. The condition of this exposed portion is indicative of the condition of the upper, unexposed sections. The exposed portion should be thoroughly covered with grease. But how to apply it? Use an automatic greaser (if available) and set it to apply grease only when the breaker is operating. If the automatic greaser runs while the breaker tool has dropped down (see above) grease will be deposited on the top of the tool. Then the next time the breaker is used the grease (now trapped between the top of the breaker tool and the bottom of the strike piston) will be forced through the lower piston seals and damage them. If applying lubricant manually, the tool must be pushed upward into the breaker before greasing. This is easy to do by lowering the breaker vertically and pressing the tool against the ground. The bottom line: using the proper amount of high-quality grease and putting it on in the right way greatly reduces the friction wear on the tool and tool bushings. • When is it time to inspect? The Fault: Tool tops not checked regularly lead to more damage overall. The Fix: The top of the tool takes a tremendous beating from the strike piston. Eventually, the tool top’s surface will mushroom just like the top of a mechanic’s cold chisel or punch. It is important that the mushrooming areas be filed off before they become so large that they break off. Broken pieces of the tool can get trapped between the tool and the strike piston, resulting in piston damage. Also be sure to check for damage on the areas of the tool that strike the tool retainers. Any mushrooming or other faults must be filed off at regularly. An important reminder: different types of breaker applications will result in more or less tool damage. Inspect and service the tool once a week until experience teaches you how long your service intervals can be. • When do I replace the bushings? The Fault: Wear limits on bushings are routinely misjudged, resulting in piston damage and shortened lifespan on other parts. The Fix: All breaker tool bushings have a specified inner diameter wear limit. When this limit is reached, most bushings appear to have plenty of material left to wear off and are usually not replaced as recommended. But the key is to remember that the wear limit is not based on how much material is left but on the possible angle of engagement between the tool and strike piston. The lower bushing will be the first to wear out. If it is allowed to wear past the limit, the tool can be at such an angle to the piston that the piston only hits the tool on the edge of the strike surface. Continuing to operate the breaker in this way will damage the strike piston. In addition, wear on the upper bushing is accelerated when the lower bushing is worn out. The lifespan of the upper bushing can be extended by replacing the lower bushing when the wear limit is reached.

The $2.4 million contract was awarded to Structures Inc. (Approximately 60 percent of the Denver-based company’s work volume, which totals about $20 million per year, consists of projects for CDOT.) of January, the project was approximately 40 percent finished, and has a scheduled completion date of mid-June or earlier. To date, the project has gone smoothly. “So far, so good,” said Bullard. “Over the last couple of months, weather has been a little bit of an issue, but now that things are starting to warm up a little we hope to get things to accelerate.” Tony Bruski, project manager at Structures Inc., agrees that working through the winter has its challenges. Another object to overcome was Structures Inc. having to re-phase the project at least three times in order to
keep working while waiting for the utilities to be relocated. All together, utility relocation was delayed by nearly four months. Now, crews are finally finishing up underground utility work. They also are excavating under the bridge, in order to gain the 20 ft. (6 m) needed for the expansion of the new westbound through lane. Structures Inc. used the Bobcat 442 with a 1,500 lbs. (680 kg) hammer to demolish 80 percent of the original retaining wall, which was 220 ft. (67 m) long and 12 ft. (3.7 m) tall, on average. Once down to the wall’s foundation, they were able to bring in a 320 excavator, with a rented 2,500 lbs.
(1,134 kg) hammer, to complete the demolition. “We were using such a small piece of equipment [for the first phase of demolition] due to the horizontal clearance between the traffic and the wall; there was eight feet between the traffic and the wall,” said Bruski. The new retaining wall is a soil nail wall with a 7-in. (17.8 cm) concrete fascia for decorative purposes. After it is finished, the contractor will be able to add the new through lane. To create the eastbound through lane, crews are taking out the median between two existing ramp lanes and doing some repaving to turn one ramp lane into a through lane. “That one we can do without having to move too much dirt,” said Bullard. Subcontractors are local companies such as American Infrastructure Inc. (underground utility installation), Standard Electric Co. and Taylor’s Landscaping LLC. The improvements to the Arapahoe Road/I-25 interchange are funded by money remaining from the Southeast Corridor Transportation Expansion Project (T-REX), the largest transportation contract in Colorado history. The $1.16-billion T-REX project took place from 2001 to 2006.

HADCO Construction Tapped for Mountain View Corridor The Utah Department of Transportation has selected HADCO Construction of Lehi to build the Utah County segment of the Mountain View Corridor. The 3 mi. (4.8 km) construction area on 2100 North from Redwood Road to I-15 in Lehi, Utah, consists of constructing a frontage road system of two lanes in each direction with signalized intersections, building four new bridges spanning the Jordan River, and site preparation for a future FrontRunner rail line. The project is slated for completion in the fall of 2011. HADCO has commenced site-clearing work and will close 2100 North from Pointe Meadow Drive to Thanksgiving Way. Crews will begin installing a storm drain line along the north edge of the project area between the railroad and the Jordan River. It also will begin placing fill material near the Jordan River in preparation for the new bridges. According to UDOT, future expansion of the corridor will occur over time by adding more lanes when it is needed to meet traffic demands and as funding is available. The phased approach is to address short-term regional transportation needs while provid-
ing for a long-term solution for the future. The Mountain View Corridor is a planned freeway, transit and trail system in western Salt Lake and northwestern Utah counties, servicing 13 municipalities in the project area. To meet projected transportation demands in the year 2030, the full build-out includes a freeway that connects with Interstate 80 at 5800 West in Salt Lake City in the north and Interstate 15 at 2100 North in Lehi in the south. The transit component of the project is a high-capacity service line on 5600 West in Salt Lake County that connects with both the planned Airport Extension at the International Center and Mid-Jordan Line in South Jordan. U.S. Transportation Deputy Secretary John Porcari joined state and local officials to kick-off construction on a project that will give drivers using the Caldecott Tunnel near Oakland and San Francisco two additional lanes to alleviate congestion in this highlytrafficked route. The $420 million project, which will create a new, fourth tunnel, will use $197.5 million from the American Recovery and Reinvestment Act (ARRA), making it the nation’s single largest investment of ARRA transportation funds to date. “Embarking on a major project that will tunnel through the Berkeley Hills will not only create good paying jobs for workers, but it also will greatly improve the quality of life for East Bay residents and thousands of daily commuters,” said Porcari. The existing three tunnels on SR 24, which give drivers a total of six lanes, are inadequate for the heavy volume of Bay Area traffic each day. The route serves an estimated 160,000 drivers daily. When completed in 2013, the new 3,389-ft. (1,033 m)long tunnel will have 12-ft. (3.6 m) lanes, a
10-ft. (3 m) north shoulder, a 2-ft. (.6 m) south shoulder, a 2-ft. north emergency walkway and a 3-ft. (.9 m) south emergency walkway. Work crews will advance from both the east and west sides of the tunnel, excavating and stabilizing small segments as they go, at a rate of about one to two yards a day. Situated less than half a mile from the Hayward fault, the tunnel will be built to withstand an earthquake and will include seven emergency escape passages to the adjacent tunnel and other safety features. Of the $26.6 billion available for highway projects through the Recovery Act, $23.2 billion has been obligated to more than 10,600 projects nationwide — of which 6,584 are under way. California, which has $2.54 billion in highway funds available, has obligated $2.3 billion toward 809 projects, 368 of which are under way. Recovery funds have employed tens of thousands of men and women across the country and significantly improved nearly 24,000 mi. of infrastructure.

Major Renovation of San Ysidro Port of Entry Under Way By Erik Pisor CEG CORRESPONDENT
Serving an estimated 50,000 northbound vehicles and 25,000 northbound pedestrians a day, the San Ysidro Land Port of Entry is considered the busiest land port of entry in the world. Located between San Diego and Tijuana, the port currently supports 24 northbound vehicle lanes into the United States and six southbound lanes into Mexico. However the 30-year-old facility is aging and unable to handle future increases in vehicle and pedestrian traffic. Recognizing the need for a complete renovation of the San Ysidro port, the U.S. General Services Administration (GSA) — along with a handful of other partners — began an estimated $577 million expansion project in December 2009. “GSA has been hard at work for years planning for the San Ysidro Land Port of Entry. It is without a doubt GSA’s largest border project,” said Gene Gibson, regional public affairs officer of GSA. “This project will ensure that U.S. Customers and Border Protection can more efficiently handle the nation’s busiest cross-border traffic, while at the same time heightening the security at the facility.” The expansion and renovation project will be managed in three phases, which includes the demolition of the existing port of entry; the widening of the northbound inspection area; and the installation of up to 60 new primary inspection booths. The project also involves the construction of a number of new structures and buildings, including primary and secondary inspection
facilities, an administration building, a headhouse, a pedestrian inspection facility, several pedestrian bridges and a southbound inspection facility. “It is a massive project with so many moving parts,” Gibson said. The first portion of phase One construction, which began in late 2009, includes the demolition of the old pedestrian bridge; and the construction of a new East/West pedestrian bridge and five level employee parking structure. Construction of the $11.5 million pedestrian bridge was awarded to the Costa Mesa, Calif.-based Clark Construction Group, who began work in December 2009. see RENOVATION page 40

When completed, the pedestrian bridge will cross over Interstate 5 and the port of entry, between the San Ysidro Intermodal Transportation Center and Camino de la Plaza, and connect to Camino de la Plaza from a bridge landing, which will include a pedestrian ramp. A staircase also will be constructed at the eastern end of the bridge, connecting to the San Ysidro Intermodal Transit Center, and a pedestrian walkway will be built, according to a GSA project summary contained within the Environmental Impact Report (EIR) statement. The existing pedestrian bridge will remain accessible to pedestrians during construction, but will be demolished after completion of the new bridge. To the west of southbound Interstate 5, a 300-parking space, five-story employee parking structure will be constructed, along with a staff pedestrian bridge that will connect the parking structure to the operations center. Construction of the staff bridge will require the demolition of the former U.S. Border Patrol (USBP) building and the reconfiguration of the Camiones Way turn-around. Following construction of the staff bridge, the existing parking lot bridge will be demolished. According to Gibson the remaining portions of phase one construction will begin in the summer
of 2010. These portions include constructing six new northbound primary vehicle inspection lanes; demolishing the existing northbound secondary inspection area; and building a new secondary inspection and operations center island. The new secondary inspection area would contain up to 35 inspection spaces and up to 19 inspection booths. North of the secondary inspection area, an approximately 2,700 sq. ft. auto seizure building and impound facility would be constructed. A new, 50,000 sq. ft. operations center building and 24,000 sq. ft. central plant also will be constructed immediately east of the secondary inspection area. The existing central plant, which houses electrical and mechanical equipment, will be demolished following construction of the new plant. Completion of all phase one work currently is planned for mid2015, due to the delay in procuring the remaining construction funds for phase two and three, Gibson said, adding GSA is looking at overlapping construction phases to allow earlier project completion. As of fiscal year 2009, $293 million in funding had been approved for the project. Phase

two of the port expansion project is slated to include the demolition of the existing pedestrian building and the construction of a new administration and pedestrian building. The new structure will encompass approximately 100,000 sq. ft. and include an approximately 20,000 sq. ft. underground detention facility. Additionally, a new
North/South pedestrian ramp will be constructed. During phase three construction will focus on reconfiguring the southbound facilities so that they connect with Mexico’s planned El Chaparral facility. Proposed portions of the reconfiguration include: the construction of new secondary inspection areas lanes; the renovation of the existing primary southbound inspection area; the construction a new southbound roadway, at the terminus of
southbound I-5; and the construction of a new southbound pedestrian crossing facility. A number of existing structures also are slated to be demolished. The U.S. Customs and Border Protection, U.S. Border Patrol, Federal Highway Administration, California Department of Transportation, the nation of Mexico, the City of San Diego, and the City of Tijuana are all project partners who will work with GSA throughout the project. SECTION Micro Surfacing Overcomes Road Failure Challenges For the past few years, the Utah Department of Transportation (UDOT) was regularly forced to patch and repair a 9-mi. (14.5 km) section of I-80 — going east and west — that begins at the top of the Wasatch Mountain summit and extends to Salt Lake City, Utah. This section is commonly used while traveling through the tourist attraction of Parley’s Canyon, and to the popular resort town of Park City. It also was a highly used route to the 2002 Winter Olympic Games, held in and around Salt Lake City. Previously, the state used an open graded surface course (OGSC) that was made up of a thin layer of hot-mix asphalt, comprised of .5 in. (1.3 cm) aggregate, and provided a smooth and attractive ride for motorists. An OGSC surface treatment is designed to have very small voids so precipitation seeps through it and drains off the side of the road. This process often works well, but not in this part of Utah. Extremely cold temperatures prevented the treatment from bonding correctly to the existing asphalt overlay. Each winter, precipitation froze before getting the chance to drain and then created major potholes upon thawing. So, the UDOT looked at other surface options. “The OGSC lasted only two years and it was failing,” said Deryl Mayhew, UDOT resident engineer and overseer of the project. “We were patching potholes constantly because the surface was cracking severely. We have many freeze and thaw cycles here because it might be in the 20s in the morning and then up into the 50s by the afternoon. The OGSC really takes a beating during these cycles, so we decided to see if micro surfacing could do better because of its history of being a
good product.” Utah-based Intermountain Slurry Seal won the Parley’s Canyon I-80 micro surfacing bid. It consisted of six total lanes — three going east and three going west — over a stretch of 9 mi. Intermountain Slurry Seal milled the previous surface and then used Bergkamp Inc.’s M1 full-size continuous micro surfacing paver to apply two layers, or a total of 1.2 million sq. yds. (1 million sq m), of Type III micro surfacing treatment. Mayhew said the results have been favorable. “Last winter we only observed about seven total potholes going both east and west,” said Mayhew. “And honestly, those had more to The micro surfacing mix included a polymer-modified emulsion to force moisture out of the treatment so traffic could resume on the road in less than an hour.

do with the underlying asphalt surface that failed than the micro surfacing. With the OGSC, we had more than 700 potholes per year for the last two years. The micro surfacing treatment has held up well and doesn’t have the cracking that we saw with the previous treatment.” Intermountain Slurry Seal took on many challenges when they executed this high-profile job: Challenge 1: The Existing Surface. Micro surfacing is ideal for protecting roads in the early stage of deterioration and serves as a surface treatment that extends the life of the existing asphalt. It doesn’t provide structural stability to the road. With the previous surface in such bad shape, Intermountain Slurry Seal performed a 1.5 in. (3.8 cm) mill to remove the unstable OGSC layers before applying the micro surface. A fine head mandrel with milling tools, or teeth, only .25 in. (.6 cm) apart was used to
create a smooth milling surface that appeased ongoing traffic and provided a better bond between the existing asphalt and the new micro surfacing treatment. Challenge 2: UDOT Restrictions. With an average traffic volume of 51,000 vehicles going in each direction per day, the UDOT and Intermountain Slurry Seal set up general guidelines to keep traffic moving as efficiently as possible. During rush hours, the contractor was allowed only a single-lane closure, while off hours allowed for a double-lane closure to do the necessary milling and surfacing. Failure to comply with any of these lane closure limitations would result in a penalty of $1,500 for every 15-minute violation. “We did all of the milling work at night due to traffic restrictions,” said Rusty Price, general manager of the Utah-based Intermountain see UDOT page 46

Slurry Seal branch. “We cut the road the full width every night so it would be ready for motorists the next day. That meant backing up the mills and doing smaller stretches than normal. On an average night, we would cut between 4,500 to 5,000 feet.” Challenge 3: Proper Bonding. Due to temperature fluctuations and the considerable amount of snow the Parley’s Canyon area receives, proper bonding of the new micro surface to the existing asphalt was crucial. Intermountain Slurry Seal thoroughly cleaned the surface so the pavement would adhere directly to the new treatment. Nearly all of the micro surfacing was done during the day because it adheres better in warmer temperatures, so the contractor was forced to keep a concise schedule. Challenge 4: Environmental Concerns. Half of the job included work around the water shed reservoir that supplies drinking water to area residents. All mill tailings had to be cleaned from the road each day to prevent water contamination. Micro surfacing is a green product and is environmentally safe, but letting it get into the area drinking water was not an option. Parley’s Canyon draws a lot of pop-up rain showers, so the crew watched the weather constantly to ensure the rain didn’t wash anything into the reservoir. In addition, as a highly travelled road, the crew
made sure everything looked professional to the public so they knew the drinking water would be kept safe.

Preserving I-80 for the Long Haul The Parley’s Canyon section of I-80 is steep with eight percent grades, windy and has limited visibility at night. The project also was unique because the micro surfacing treatment was put on top of a milled asphalt surface. In most cases, it is laid over the existing asphalt. Micro surfacing mixtures use four main ingredients, including a polymer-modified emulsion that produces a chemical reaction to force the moisture out and allows it to set in less than an hour — so traffic can return quickly. In total, Intermountain Slurry Seal used approximately: • 16,000 tons (14,515 t) of Type III aggregate • 1,850 tons (1,678 t) of polymer-modified emulsion • 80 tons (72.6 t) of Portland cement • 300,000 gal. (1,135 L) of water Due to the environmental restrictions, all of the materials had to be stored at one end of the job. Each day, Bergkamp’s M1 was first loaded with all of the necessary materials at the stockpile site. Then four Bergkamp mobile support units and three Flow Boy support units were loaded with material and stationed at specific inter-
vals in front of the continuous paver. As the paver ran out of material, a support unit slowly backed up to the paver, connected and transferred materials so it could keep running. Those support units then went back to stockpile and refilled. “This process reduces the number of construction joints, or bumps, in the final surface,” said Price. “We also used Bergkamp’s variable width spreader box to adjust to varying pavement widths and prevent overlap and gaps. Combined with a continuous paver, this makes the road smooth and consistent for easy driving.” To ensure a smooth and longlasting surface, Intermountain Slurry Seal put the micro surfacing treatment down in two layers. The first layer was used as a scratch coat to smooth and level the milled road. It was applied thicker at about 27 pounds per square yard. The second coat was applied as the final driving finish to provide improved skid resistance and protection against the extreme weather conditions. It was applied at 25 pounds per square yard. “When micro surfacing east, we had a traffic control plan where the heavier trucks ran on the right shoulder and the other vehicles ran in the normal right lane,” said
Price. “This allowed us to work in two lanes at one time and still meet the UDOT’s requirements. When going west, there wasn’t enough room to do this so we had to perform most of the micro surfacing in one-lane increments and the center lane at night. With this micro surfacing treatment, I am confident it will hold up better and won’t delaminate from the pavement because it keeps precipitation out.” New Technology Aids Intermountain’s Future Intermountain Slurry Seal is a wholly owned subsidiary of Granite Construction Company, one of the nation’s largest heavy civil contractors and construction materials producers. With a specialty in various pavement preservation methods, Intermountain Slurry Seal’s three branches in Utah, Nevada and California work together and cover most of the western United States. The company added Bergkamp’s new M1E continuous paver to its arsenal and used it to help complement the original M1 unit’s preservation of I-80. The difference between the two units is that the M1E uses the EMCAD (Electronic Mix Control And Diagnostic) System to simplify maintenance and calibration and
help the owner or operator better monitor production rates and costs. “We still like our other units, but we felt this was the direction that the industry was going,” said Price. “This machine doesn’t have any chains or sprockets because it is all hydraulically driven and it has cut our calibration time in half. And with this new technology’s computerized monitoring system, we know the percentage of each micro surfacing mix ingredient that goes onto the roadway at all times. At anytime during or after the job, the owner or contractor can request a print out of the system to determine whether the contractor is meeting the required specifications. These pavers last a long time, so if we didn’t move toward this new technology now it would probably be at least another ten years.” This was the sixth job that Intermountain Slurry Seal used the new paver on, doing other micro surfacing jobs in Utah, Wyoming and Idaho. “The EMCAD System technology has proven to help reduce calibration by up to two-thirds,” said Bill Cooper, Bergkamp’s sales and marketing director. “Through automation, owners and operators see UDOT page 48

As pavement preservation’s popularity increases globally, this technology is an excellent way to enhance performance and minimize job costs.” Pavement Preservation On the Rise in Utah With the instability of the economy today, many states are turning to pavement preservation to keep their roads safe. In Utah a slurry seal costs about $1.30 per square yard, a chip seal with a fog seal flush is about $1.75, an OGSC treatment is about $5.00 and micro surfacing treatment is about $2.50 to $3.00. The section of I-80 in Parley’s Canyon was $4.50 per square yard when combined with the asphalt mill. “The future for micro surfacing in Utah is very promising,” said Mayhew. “I like the product because the texture performs very well, it provides great skid resistance, is very durable and goes down fast. In Utah, it is not uncommon for the elevation to rise 3,000 feet above sea level in a 10mile stretch, so the cold weather takes a beating on the roads. The micro surfacing

treatment has proven to work very well in both the low and high altitudes. For that reason, our use of micro surfacing has grown tremendously in the last year or two. I now have a micro surfacing treatment on almost every project that has a hot-mix asphalt component to it.” When used as part of an ongoing surface treatment program, contractors can avoid doing a complete mill and overlay for many years. While a mill and 4-in. (10 cm) asphalt overlay provides structural stability to the road, it also costs approximately
$20.00 per square yard. “If you want roads to last for 20 or more years, it’s important to have a consistent plan of how to treat them,” said Price. “Slurry seal is definitely the most economical surface treatment for residential streets as far as costs go. Micro surfacing is ideal for higher travelled roads and will generally last about seven to eight years. Asphalt overlays have their place, but I think significant money can be saved by keeping those structurally sound roads preserved as long as possible.” The American Recovery and Reinvestment Act (ARRA) is having a positive effect on pavement preservation contractors as well. Each state is handling its money differently. While some governments are using the money to do new asphalt overlays, a lot of the money also is going toward preservation. “Looking at the past ten years, I fully expect pavement preservation to continue to grow,” said Price. “Whether it’s directly or indirectly related to the stimulus, people have definitely caught on to its benefits. The wheeled Vision 5103-2 asphalt paver, similarly equipped with E-Z IV screed, is 19 ft. 9-in. (6 m) long, at a weight of 32,849 lb. (14,900 kg). Either configuration gives contractors the ability to tackle large highway jobs, suburban streets, and heavy commercial projects with optimum smoothness, productivity and economy. “‘Quiet, cool and full of fuel’, was our operating mantra in designing the 5100-2 and 5103-2,” said Brodie Hutchins, general manager, Vögele America Inc., Chambersburg, Pa. “It sums up what the 8foot machines needed to be. We kept them quiet, with cooler operating temperatures, but with a large fuel capacity, because most 8-foot machines don’t carry enough fuel to go through an entire day of paving.” “Bigger is better” was not the case here, Hutchins said.

“Our objective was to figure out how to put all the technology improvements of the 10-foot machine into an 8-foot, smaller package for the customer,” he said. “We designed in ErgoPlus technology, with its ease of operation and integrated leveling system. It’s exactly the same system as with the 10-foot [Vision 5200-2 and 5203-2] pavers. Many of the maintenance-free features of the
10-foot machines have been brought over to the 8-foot machines. Most important, we kept all of the operator comfort features. For example, the operator’s station can extend out beyond the edge of the machine, so they get the same visibility they do on the 10-foot machines.” In addition, fuel tank capacities are larger for greater daily productivity.
“For the 10-foot machines, it’s 106 gallons, and for the 8-foot machines it’s 60 gallons,” Hutchins said. “That will be enough to take a customer through a 10-hour shift. Also, noise levels, operating temperatures and fuel capacities all are major issues for the 8-foot paver market, and we’ve solved those problems with the 5100-2 and 5103-2 pavers.” The Vision 5100-2’s independent auger and conveyor drive are equipped with four sensors. The outer center conveyor drive has narrow center chain guards. There is better feeding under the auger box for reduced center line segregation, and the pavers have standard hopper wall thicknesses and functional hydraulic apron. Both 8-ft. machines are powered by a Cummins 170 hp (127 kW) Tier III emissions-controlled engine. On the 8-ft. machines, there was not the option of placing the fan for exhaust or fumes extraction as was done for the 5200-2 models, so the exhaust stack is placed differently than with the 10-ft. machines. New Name, Structure Places 2 FP in Stronger Advocacy Role The former Foundation for Pavement Preservation has undergone a legal restructuring that will enable it to take advocacy positions for pavement preservation. The foundation now is known simply as FP2 Inc., and is actively advocating in favor of pavement preservation in the ongoing federal surface transportation reauthorization “inside the Beltway” in 2010. “With this year’s transition of the former Foundation for Pavement Preservation, a charitable organization, to FP2 Inc., with a mission of promotion of pavement preservation, we are embarking on a fresh start,” said J. Baxter Burns II, 2010 president of FP2, and executive vice president, Ergon Asphalt & Emulsions, Jackson, Miss. Last year the existing FP2 board determined that the foundation’s status as a public charity would not permit it to promote pavement preservation with the U.S. Congress as reauthorization loomed. Its response was the formation of a new entity, FP2 Inc., a nonprofit trade organization that allows advocacy. “FP2 Inc., will now have the ability to deliver far more to its supporters, without the restrictions of being a charity,” Burns said. “Our mission now is to advocate national policies, and support promotional activities
and research programs that advance pavement preservation.” Promotional efforts will get strong attention from the new FP2. “We’ll define a beneficial pavement preservation policy and advocate its adoption at all levels of government,” Burns said. “We’ll prepare and distribute new promotional information, and create national, unified messages, all to support our new advocacy role in pavement preservation.” In addition, FP2 will continue to be very visible at all national and regional trade shows and conferences, and will continue its financial support of the National Center for Pavement Preservation (NCPP). To this end, FP2 publishes a flagship quarterly publication, Pavement Preservation Journal, and has extensively revised its Web site, fp2.org. Cat Releases CB54, CB54 XW, CB64 Asphalt Compactors The CB64, with 84 in. (213 cm) wide drums, is designed for wide width paving and provides a maximum weight of 30,291 lb. (13,740 kg).
Caterpillar has released the CB54, CB54XW and CB64 asphalt compactors. The CB54, with 67 in. (170 cm) wide drums, provides a high static force and competes in the 8.8 to 12.4 ton (8 to 11.3 t) class of asphalt compactors at 23,818 lb. (10,804 kg). The CB54 XW, with 79 in. (200 cm) wide drums, is designed for wider lane paving and also competes in the 8.8 to 12.4 ton class of asphalt compactors at 26,230 lb. (11,898 kg). The CB64, with 84 in. (213 cm) wide drums, is designed for wide width paving and provides a maximum weight of 30,291 lb. (13,740 kg). Cat asphalt compactors feature versatile vibratory systems, a powerful Cat C4.4 engine with ACERT technology, a reliable water spray system, and service features that offer easy access and quick reference. These machines can be used on all phases of asphalt compaction, reducing the need for a variety of rollers. They work well as a breakdown or intermediate roller because of their high compactive forces. And, due to the high pounds per linear inch (PLI) exerted by these machines, they also provide excellent results when working in the finish posi-
tion, according to the manufacturer. Typical applications include highways, city streets, county roads, lane additions, industrial sites, overlays, airport runways and other production-sized paving jobs. The new frame design provides a clear view to the drum surfaces and spray bars, allowing the operator to easily monitor water spray performance. The water spray system features a single tank, dual pumps, dual spray bars and triple filtration that provides redundancy in the system and ensures reliable performance to keep the machine on the mat. Customers will appreciate the dual spray bar performance on polymer-modified mix designs, rubberized asphalt and other mixes that have a tendency to stick to the drums, according to the manufacturer. Depending on operating conditions, the operator can now choose between single or dual spray bar operation. The CB54 XW and CB64 models are equipped with 18 spray nozzles mounted over each drum, while the CB54 utilizes 14 nozzles. Caterpillar offers versatile vibratory systems that are designed to meet density require-
ments in the fewest number of passes while keeping pace with the paver. Thick lifts and mix designs that consist of large aggregate, and low levels of filler and binder are normally tough to compact. The five amplitude vibratory system offers a wide range of amplitudes that apply extensive amounts of force for enhanced performance on thick lifts and tough mix designs. Versa Vibe is a multi-purpose, vibratory system that can handle a variety of mix designs. This system provides two, high amplitude/low frequency settings for tough superpave mix designs, and two, high frequency/low amplitude settings to match higher paving speeds. The dual amplitude/dual frequency vibratory system is similar to Versa Vibe, however, the dual amplitude/dual frequency system only utilizes a single amplitude with each frequency. The C4.4 engine with ACERT technology provides a gross power of 137 hp (102 kW) and meets U.S. EPATier III engine emissions requirements. The engine is equipped with an ECM that optimizes performance on inclines and thick lifts when rolling resistance is amplified. The centered articulation hitch allows the drums to
track in the same path when turning. This feature allows the operator to stay focused on the front drum when working close to obstacles, while knowing the rear drum will follow. An optional offset hitch provides up to 6.65 in. (16.9 cm) of drum offset to either side for more coverage. The centralized station optimizes visibility to drum surfaces, drum edges, and both sides of the machine. Multi-position seating provides plenty of adjustments that help the operator stay focused and in control. An impact spacing/speed control dial used in conjunction with the propel lever provides a cruise control type feature that allows the operator to meet the required impact spacing to keep pace with the paver. Moving the propel lever to full forward or to full reverse allows the machine to travel at the speed determined by the adjustable dial. An adjustable auto-vibe function allows the operator to determine when the vibratory system should engage upon starting out or when changing direction. Since each job site requires its own rolling pattern, the adjustable dial on the console can easily be tailored to match compaction requirements.
Adjustable mirrors (optional on CB54) mounted on the vertical drum supports greatly enhance visibility to the drum edges and job site in general. They are especially effective on the CB54 XW and CB64 models, due to their wider drums. The engine and machine ECMs are compatible with Cat Electronic Technician, providing quick resolution to any issues that may arise. The hydraulic system contains grouped pressure test ports and oil sampling ports that simplify diagnostics; there is no need to break into the circuit and risk contamination. The filters for engine oil, hydraulic oil, fuel and air, are all easily accessible, while the drain ports utilize remote lines that make collection clean and easy. New features, such as the selfadjusting serpentine belt, the electrically actuated Prime Time fuel pump, and the quick-connect jump start post, limit service requirements. The standard 500-hour engine oil change and the 3 year or 3,000 hour vibratory bearing oil change intervals keep service costs low. Extended service intervals have a positive impact on the bottom line by maximizing uptime and minimizing oil and filter replacement costs.
