The population of Meridian, Idaho, grew 96 percent between 2000 and 2009. The nearby towns of Nampa and Caldwell grew 57 and 67 percent, respectively, in the same time frame. It's no wonder that the region's highway system was due for improvement. Most of the area’s freeways and bridges were built in the 1960s, said Idaho Transportation Department spokesperson Reed Hollinshead. “Population growth and growth in traffic over the last 40-plus years has outstripped the ability of that system to continue to serve it [the area] efficiently,” said Hollinshead. Interstate 84, the main connector between Caldwell and Meridian, sees the highest traffic volume in the region. To accommodate growth, ITD has identified nine projects along the I-84 corridor between Caldwell and Meridian; several sections of interstate

The market for exports of U.S.-made construction machinery closed out 2010 with a gain of more than 28 percent compared to the previous year, for a total of $16.4 billion dollars’ worth of equipment sold worldwide, according to the Association of Equipment Manufacturers (AEM). The AEM North American-based international trade group consolidates U.S. Commerce Department data with other sources into a quarterly export trends report. “Global trade is extremely important to our industry and export sales continue to sustain many companies as we still face a fragile domestic upturn,” said AEM Senior Vice President Al Cervero. “While these numbers are positive we have to remember they follow a 2009 decline of more than 38 percent.” “It’s important to pass the pending free-trade
agreements with Colombia, Korea and Panama to help manufacturers create more U.S. jobs by selling their products to international buyers,” he added. Export business to Europe gained 23 percent for a total $1.88 billion, and exports to Asia grew 10 percent and totaled $2.2 billion. Construction machinery exports to South America increased 31 percent in 2010 for a total $3.1 billion; and exports to Central America came in at $1.6 billion, a 24-percent increase. The largest gain was to Australia/Oceania with a 66-percent increase for a total $1.6 billion. The only decline was to Africa with a 5percent drop for $934 million worth of purchases. Construction machinery exports to Canada gained 39 percent and totaled $5.1 bil-
lion. The top countries buying the most U.S.made construction machinery in 2010 were: (1) Canada — $5.1 billion, up 39 percent; (2) Australia — $1.5 billion, up 62 percent; (3) Mexico — $1.2 billion, up 25 percent; (4) Chile — $920 million, up 21 percent; (5) Brazil — $758 million, up 48 percent; (6) Colombia — $588 million, up 50 percent; (7) China — $499 million, up 2 percent; (8) Peru — $437 million, up 37 percent; (9) Belgium — $399 million, up 11 percent; (10) South Africa — $396 million, up 12 percent; (11) Russia — $333 million — up 60 percent; (12) Singapore — $299 million, up 40 percent; (13) Saudi Arabia — $227 million, down 4 percent; (14) Arab Emirates — $197 million, up 38 percent; (15) Germany — $197 million, up 34 percent.

CASPER, Wyo. (AP) Scooting closer to the door frame, Chris Cochran turned on the saw and slowly moved the blade into the wood. Cochran, 19, had to move the doorway one and one-half inches from where it had been constructed. As the saw cut through the wood, approaching the floor, the blade bent a little. Then it bent a lot. A 3-in. piece of wood flew nearly 4 ft. away, landing next to a bag of sunflower seeds and a small radio. “Warpage,” Cochran said. “Another blade gone.” Within minutes, a classmate approached with a new blade. The two worked together to unjam the old blade, without success. They handed off the project to Rob Hill, who puts his years of construction experience to work by teaching high school students the ins and outs of the construction business. The core construction class meets daily for four hours, often working on various construction projects in the community or schools. Students earn one half-credit every three weeks, making the class one of the quickest way for students to earn lost credit. This year, students have the opportunity to learn how to build a house from the ground up. A small, one-bedroom cabin is being constructed on the Casper College campus in conjunction with several college classes. The project is funded with an $18,000 grant from the Natrona County Board of Cooperative Educational Services and community donations.
The high school students switch days, working together for big tasks such as raising the walls or putting on the roof. College students were involved in the drafting and estimating process, Hill said. Licensed electricians and plumbers handle specialty work. Once complete, the cabin will be sold to the highest bidder and the money will fund another project next year, Hill said. “It’s a slice of the real world, I guess,” Hill said. Hill focuses on communication and teamwork. The class teaches all aspects of construction, from filling out forms to measuring and cutting wallboard to the economics behind construction projects. The cabin uses new green-building materials such as blown insulation and windows that block summer heat. College Credit Several college classes have their hands in the project, said instructor Jim Sears. The cabin was planned by a construction management class and an estimating class. The construction technology class works on the cabin twice a week. Marketing students from the business school will sell the cabin when it’s finished. The project operates like a real house construction project, with office and site personnel working together. “Most have done some kind of subcontract work in the summer, but they haven’t worked beginning to end,” Sears said. High school students also can earn college credit. Most students probably didn’t consider attending college before enrolling in the class.

WASHINGTON (AP) Federal and state officials recently threw their support behind the construction of two underground tunnels as the best option for restoring California’s freshwater delta and meeting the needs of farmers and Southern California cities. The diversion of water from the Sacramento-San Joaquin Delta to croplands and urban areas has furthered the decline of the largest estuary in the West. Officials are trying to find a solution that would reduce the ecological stress on the delta without harming the state’s agricultural economy. Under the plan, two tunnels that are 33-ft. (10 m) in diameter and 150 ft. (45.7 m) below the surface would deliver water from north of the delta to the south. Water users would pay the tab, an estimated $13 billion. The tunnels would take about 10 years to construct. The plan drew immediate protests from environmental groups, who said it doesn’t include specific goals that would measure success in protecting salmon and other endangered species. They also said it failed to contain measures that would lead people to conserve water. The delta, where the state’s major rivers drain from the northern and central Sierra Nevada, is the hub of California’s water supply. Both the state and federal government run massive pumps that siphon drinking and irrigation water to more than 25 million Californians and the Central Valley farms that grow much of the nation’s fruits and vegetables. The Bay Delta Conservation Plan is a federal and state initiative that would determine a framework for dealing with the declining health of the delta, as well as the increasing demand for its water. One of the leading players in the nego-
tiations, the Westlands Water District, pulled out of negotiations a few weeks ago. The announcement seemed designed to give stakeholders and the public a sense of progress. “The status quo is not acceptable. The status quo will only result in a continuing and endless cycle of conflict, litigation and paralysis,” Secretary of Interior Ken Salazar said during a conference call summarizing the plan to reporters. Salazar and other officials also said they still considered Westlands a part of the planning process. “This is the only game in town, and we’re hopeful they’ll be full and robust participants as we move forward,” Salazar said. Officials said the key elements to the plan were restoring tens of thousands of acres of marshland and floodplains, and developing a new system of moving water around the delta. In recent years, court decisions aimed at protecting endangered fish have restricted water deliveries from the delta and have spelled major losses for growers in the state’s farm belt who rely on the delta’s water to irrigate their crops. The Kern County Water Agency called the plan an important development in coming up with a strategy for restoring the delta. Agency officials, however, said they were concerned that the proposal leaves open the amount of water supply that the tunnels could provide. State officials only said that modeling suggests that annual water exports would be more reliable and greater than current exports.

SECTION Road Machinery Holds Paving Seminar in Gilbert, Ariz. Pages 17-22
Road Machinery hosted an educational paving seminar Feb. 10 at its Gilbert, Ariz., branch. The presentation was to promote the “Best Practices” for paving and compaction. More than 110 people attended including representatives from 16 paving contractors (owners and operators), four counties, 11 cities, ADOT and the Federal Highway Department. The free seminar centered around principles and fundamentals for paving and compaction in a generalized form so that no matter what brand of equipment was being used by the participants, everyone could add the valuable information to their knowledge banks. A Wirtgen dealer based in Phoenix, Ariz., Road Machinery had Hamm smooth drum and rubber tired rollers and the Vögele Vision 5200-2 10-foot and Vögele Vision 5100-2 8-foot pavers on display for up close inspection. Richard Evans, vice president of Hamm Compaction Sales conducted the compaction seminar and discussed how to look for and overcome obstacles in multiple paving projects. CON-E-CO Announces New Ready-Mix Concrete Batch Plant CON-E-CO, an Oshkosh Corporation company, introduced the LO-PRO 250 mobile ready-mix concrete batch plant. This is the smallest and least expensive LO-PRO batch plant, and it was designed with input from ready-mix concrete producers from across the country. “The LO-PRO 250 was engineered with ready-mix producers in mind,” said Neil Smith, CON-E-CO general manager. “The plant has excellent capabilities, yet it has a smaller footprint and is ideal for use as a mobile satellite plant. For the producer that demands flexibility and an excellent value, the LO-PRO 250 demands closer inspection.” The LO-PRO 250 features a 250-barrel in-truss cement storage bin that is expandable to 550 barrels as output requirements increase. To help meet air quality standards, an overhead truck dust collection system recycles material directly back into the
cement batcher. The LO-PRO 250 batch plant also offers an additional 400- or 565-barrel capacity cement storage component that mounts directly on the plant. It also features a “blending” cement batcher, as well as a “live bottom” aggregate batcher for ready-mix quality. As with all LO-PRO models, the 250 allows for easy, 180-degree mixer truck charging access. “In today’s economy, smaller and more nimble can sometimes be the best solution. That’s what the LO-PRO 250 is all about,” Smith added. Bobcat Debuts Its First Machine in 700 Platform — the T770 The T770 joins the Bobcat M-Series loader line, which includes the T630, T650 and T870 compact track loaders and the S630, S650 and S850 skid steer loaders. The T770 has vertical-lift-path arms and a height-to-hinge pin measurement of 132 in. (335 cm) — 3.5 in. (8.9 cm) higher than the K-Series loaders. Additionally, the machines feature 23 gal. (87 L) per minute standard hydraulic flow — 11 percent more than the K-Series. With an operating weight of 10,887 lbs. (4,938 kg), the T770 replaces the current K-Series T320 compact track loader. It has a rated operating capacity of 3,100 lbs. (1,406 kg) is powered by a 92-hp (68.5 kW) water-cooled diesel engine. Production Is Key The T770 compact track loader has the same increased hydraulic performance as the other M-Series loader models, enabling it to efficiently accomplish more work. The hydraulic systems on M-Series loaders have been engineered for higher standard flow and pressure that give attachments more power to work more quickly. New job-enhancing features were added to the optional deluxe instrumentation panel. Available only on M-Series machines, the panel intelligently monitors key loader func-
tions, and the keyless start helps prevent theft. The new 5-in., full-color LCD screen offers better readability and interaction. Increased Uptime The loaders are designed to work long hours on demanding job sites, and operators want to spend minimal time on routine maintenance to start the workday earlier. Simple checks and enhanced design make it easier to perform maintenance correctly at the proper intervals. The auxiliary hydraulic quick couplers are mounted directly to the front plate of the lift arm to provide a solid mounting and hoses are routed through the loader arms for better protection. A guard bar extends in front of the coupler for security. Keeping the loader cool when working long hours is important in prolonging the service life of the machine. That is why Bobcat redesigned the cooling system on the M-Series for increased efficiency and higher performance. The new design also makes it easier to clean out the cooling system, with an oil cooler that swings up, allowing the operator to clean the area between the oil cooler and the radiator. Improved Visibility The T770 features a cab-forward design
that not only makes the loaders look different, but also moves the operator closer to the attachment and provides added visibility in all directions. Visibility is provided to the cutting edge of the bucket or the corners of an attachment because the cab door is so large. The cab door threshold has been lowered and the overall surface of the door has increased more than 40 percent to provide improved visibility. Windows on the sides and rear of the cab also have been increased in size to provide more visibility to the tires and to the rear. The larger top window makes it easier and more comfortable for the operator to see the attachment with the lift arms raised, an advantage when loading trucks or performing other tasks, according to the manufacturer. Cab Comfort Bobcat increased the size of the M-series cab by 10 percent, redesigned the interior to allow operators to adjust the environment to their individual preferences and improved
cab pressurization. Bobcat M-Series loaders have a one-piece seal that goes all the way around the door and fits into a special curved pocket. This minimizes the amount of dirt and dust that might enter the cab, creating more enjoyable working conditions and making it easier to clean the cab. Noise is another factor affecting operator comfort, and Bobcat reduced the sound level of M-Series loaders by more than 60 percent. New engine mounts improve isolation to decrease vibration and reduce sound levels. The control levers on the optional selectable joystick controls (SJC) move up and down in conjunction with the seat to reduce arm movement and fatigue as the operator controls the machine. (AP) The Hoover Dam bypass bridge in northwest Arizona carries a lot of traffic from Phoenix to Las Vegas but there are three smaller spans nearby and the only traffic they carry is the four-legged kind. The state Game and Fish Department said keeping bighorn sheep moving is critical in order to keep the population healthy and growing. “You get only one shot at this,” said Bob Posey, supervisor of the Kingman office of the Arizona Game and Fish Department, in an interview with The Arizona Republic. “This was an opportunity to make a bad situation better.” The sheep bridges look much like any highway overpass. steep inclines, but some sheep stopped and turned around. The fragmented habitat made it difficult for the sheep herd to recover from drought or disease and to breed properly. When the Arizona Department of Transportation decided to widen U.S. 93 to four lanes and add medians and fencing as part of the bridge bypass project, wildlife officials saw it as an opportunity. The project initially called for wildlife underpasses, which have been built for deer and elk in other parts of Arizona, but the Game and Fish Department wasn’t sure that was the right way to move bighorn sheep. “Bighorn sheep are very visual,” said Zen Mocarski, education manager of the Game and Fish Kingman region. “They can see movement up to a mile away. Their eyesight is one of their primary defenses, so asking them to go underground, in a dark and dank tunnel, might not work.” Mocarski said he knows some people will ask why the government went to so much expense for a few hundred sheep. “We’ve already interfered with them,” he said. “We’ve built roads and fences, we drive cars. Now the goal is to manage wildlife.”

Strong Global Participation at Ritchie Bros. Orlando Sale
M
ore than 7,700 people from over 77 countries registered to bid on $172 million of used and unused equipment and trucks sold at an unreserved public auction conducted by Ritchie Bros. Auctioneers in Orlando, Fla., from Feb. 15 to 19. Confidence showed up in the thousands, as a record number of bidders (7,739) and consignors (692) came together at the company’s permanent auction site in Orlando to buy and sell heavy equipment assets. Thousands of people visited the 200-plus acre site to inspect more than 8,000 heavy equipment items and bid in person; thousands more participated online at www.rbauction.com. Bidders from outside Florida purchased $145 million of equipment (84 percent), including $79 million purchased by out-of-country bidders (46 percent). “This Orlando auction had something for everyone and certainly kick-started our 2011 auction calendar on the right note,” said Steve Kriebel, regional manager, Ritchie Bros. “There were large numbers of bidders both onsite and online, which resulted in great returns for our consignors. It appears the market conditions of 2010 are starting to rebound — we are very excited about the year that lies ahead.” Online participation records also were broken during the five-day public auction in Orlando. A record 3,300 online bidders registered for the auctions. From these bidders, a record 616 buyers purchased more than $35 million (21 percent) of used and unused equipment and trucks. Ritchie Bros. sold equipment and trucks on behalf of close to 700 consignors, including Ocala, Fla.-based Brown Equipment Co. The company has been purchasing equipment at Ritchie Bros. auctions since the 1980s and selling equipment as a Ritchie Bros. consignor since 1995. This year, Brown Equipment Co. consigned close to 300 heavy equipment pieces in Orlando, including a large selection of motor graders, hydraulic excavators, wheel loaders, loader backhoes and more. “This year I consigned equipment in nearly every equipment category and received great returns; I was amazed at how strong the prices were,” said Lee Brown, owner of Brown Equipment. “I was on site at the auction while my equipment was selling and the atmosphere in the auction theater was great. There was also a lot of online participation. By reaching the world market Ritchie Bros. was able to exceed my expectations.”
