A 17-mi. (27 km) section of I-10 in Cochise County, Ariz., is undergoing a 9-month repaving project. In the center of the project is the town of Bowie, famous for the historical site, Fort Bowie. For more than 30 years, Fort Bowie and Apache Pass were the focal point of military operations eventually culminating in the surrender of Geronimo in 1886 and the banishment of the Chiricahuas to Florida and Alabama. The project consists of milling and replacement of the existing asphaltic concrete in both lanes for eastbound and westbound I-10 from milepost 367.67 to milepost 385.03, and for eastbound I-10 from milepost 356.5 to milepost 357.7. The ramps at the East San Simon Traffic Interchange also will be replaced. Bridge rails will be updated on the San Simon River Bridge (eastbound and westbound), Cochise Avenue (eastbound and westbound), and Luzena Road (eastbound) structures. Additional work consists of removal and replacement of guardrail, placing millings at specified crossovers, new striping and other related work. The project runs from January to September 2011, and encompasses 17 mi. (27.4 km) or 68 lane mi. (109.4 km) see PAVING page 24

AED Chairman to Congress: Mike Rowe Speaks Give Us a Highway Bill Now to Congress About A new multiyear highway bill must be a top legislative priority Associated Equipment Distributors’ (AED) 2011 Chairman Dennis Kruepke told a crowd gathered for the Rally for Roads May 25 on the National Mall in front of the U.S. Capitol building. “A new highway program is about America’s future,” said Kruepke, who is president and CEO of McCann Industries, the Case equipment dealership serving the Chicago metropolitan area with seven branch locations. “It’s about having the roads and bridges we need to compete in the 21st Century. It’s about getting traffic moving again, reducing the costs of congestion, and wasting less time and less gas sitting in traffic. It’s about a better environment.

It’s about having roads that get our families home safely. “We need a road bill that builds a solid foundation for America’s future economic leadership. And we need it now,” Kruepke told rally attendees. Held in conjunction with the Transportation Construction Coalition’s (TCC) 2011 Washington Fly-In and spearheaded by the National Stone, Sand & Gravel Association and the National Ready-Mixed Concrete Association, the Rally for Roads brought together construction industry leaders and senior members of Congress involved in transportation policy. Manufacturing Jobs Mike Rowe, host of the Discovery Channel’s TV program Dirty Jobs with Mike Rowe, testified before the Senate Commerce, Science and Transportation Committee’s hearing on “Manufacturing Our Way to a Stronger Economy” in support of U.S. manufacturing jobs and the Association of Equipment Manufacturers’ (AEM) I Make America campaign. In his testimony, Rowe described his experiences working with manufacturers and skilled laborers across America, his personal initiatives in support of jobs creation and the importance of paved roads and reliable bridges. In his written testimony, Rowe said, “I am ready, able and eager to partner with the federal government to help reconnect our country to the importance of manufacturing and skilled labor.” see JOBS page 10

Wacker Neuson Offers New Fast-Growing Community in Articulated Wheel Loader Anchorage May Need New Road Wacker Neuson’s model WL 37 articulated wheel loader offers high flow auxiliary hydraulics for enhanced attachment performance. This 4 ton (3.7 t) unit offers a straight load capacity of 5,926 lbs. (2,688 kg) and fully articulated tipping capacity of 4,912 lbs. (2,228 kg) using a standard 0.78 cu. yd. (.6 cu m) bucket. Power comes from a 4-cylinder, 77.8 hp (58 kW) turbo charged Deutz diesel engine. Performance The WL 37 is available with 17-gpm (64 L) auxiliary hydraulics or a true high flow option of 33-gpm (125 L). ANCHORAGE, Alaska (AP) A new road is being proposed for an area of Anchorage that is home to two universities and two hospitals, but many community councils are opposed to the plan. The area, known as U-Med, accounts for 11 percent of the city’s jobs — an estimated 16,000 in all. That means a lot of traffic coming and going, every day. The Anchorage Daily News reported May 20 that between 150 and 200 people attended a meeting to talk about putting in a new road on undeveloped university land to connect the schools more directly to a major boulevard. Community Councils in the area appear to be against the idea of a new road, but also realize that something will have to be done to handle increased traffic. Ed Leach, president of the Russian Jack Community Council, said in an interview with the Daily News that he personally thinks rising hospital traffic will demand a new road, but the community council has voted to oppose it. Some other surrounding community councils have also voted against building a road that slices through University of Alaska

Anchorage and Alaska Pacific University lands, said Peter Mjos, who works at a Providence Alaska Medical Center clinic and is former Rogers Park Community Council president. This is not the first time a new road proposal has been made, he said. “This is deja vu all over again and again and again,” Mjos said. According to consultants Dowl HKM, who have been studying the issue for the state Department of Transportation, something needs to be done because the area — which has two universities, Providence Alaska Medical Center and Alaska Native Medical Center and related office buildings — has been building up fast and there is no direct route into the campuses from the north and east sides. Dowl has recommended studying five possible routes. It also recommends looking at creating a huge park-and-ride lot at the corner of Bragaw and Northern Lights, and coupling it with a shuttle service to ferry people to their U-Med destinations. Dowl is accepting public comment through June. Its report will be completed by mid-July.

DENVER (AP) Researchers are in a race against time as they dig up ice age era fossils in western Colorado. The Denver Museum of Nature & Science has 40 days to excavate a site near Aspen where more than 100 bones have been unearthed, including mastodon skulls and pelvises and mammoth tusks. The excavation site is in the middle of an active construction zone for a reservoir, and the project must be wrapped up by July 1 because of an agreement with the water and sanitation district in Snowmass Village, according to research officials. A bulldozer operator found the first fossil at the site at Ziegler Reservoir in October. Since then, two skulls, vertebrae, ribs, wrist and ankles bones from mastodons have been found along with three mammoth tusks, a deer pelvis and a bison wrist bone. Overall, more than 100 ice age bones have been discovered. Snow has been falling nonstop in Colorado’s mountains, making the dig a challenge. Kirk Johnson, the leader of the museum’s excavation team, said the site is so rich with bones it’s off the charts in terms of ice age fossil sites. “I’m looking at 40 figures working with shovels, moving through soft dirt. I can see a tusk, a skull and a culvert at the surface. It’s an amazingly rich site,” Johnson said. Mastodons are relatives of mammoths and elephants, according to the project’s Web site, but Johnson said mastodons are usually found in the eastern part of the country while mammoth finds have been more common in the west. What’s so unusual about the excavation site at Snowmass Village is there had previously only been two or three partial mastodon finds in Colorado. “Colorado only had a couple of records of mastodons before this site. And now we have the parts of at least 10 mastodons,” Johnson said. Johnson said the finds don’t just open up a window into the little-known life of the mastodon — they also bring some clarity to the time frame of the ice age and how it impacted the high elevations of the Rockies. “High elevation sites are very poorly known. We’ve been able to use this section to construct a climate history for the Rockies during the ice age and what happened to the Rockies as the ice age came and went,” Johnson said. Officials said May 25 they received a $100,000 donation from the owners of the Aspen Skiing Company. George Sparks, president and CEO at the museum said they have raised $460,000 toward their $1 million fundraising goal.

FNF Construction of Tempe was named prime contractor with a contract of $9.48 million. FNF recently worked on another section of this highway, where it built a new traffic interchange at I-10 and Marsh Station Rd. FNF is being assisted by Arizona Highway Safety Specialists Inc. (AHSS) of Chino Valley, who was subcontracted for the bridge barrier and guardrail work. AHSS is nearly finished with its portion of the project, as outlined in its $400,000 contract. Valentine Surfacing Company of Vancouver, Wash., is performing the milling work with a Roadtec milling machine. “Generally, the wearable teeth on the milling machine are replaced every three to four hours,” said Clint Amator, project manager of FNF. “Because some sections of asphalt were harder than usual, Valentine had to replace the teeth every hour and a half.” Amator said that the hardened asphalt will not be a hindrance in finishing the project on schedule. SAKAI Adds New Road Planer, Stabilizer SAKAI has added two road rehab products to its line.

SAKAI has added two road rehab products to its line. The ER552F is a high-speed pneumatic tire road planer designed for cost-effective milling of asphalt materials. The main feature of this machine is its 81 in. (205 cm) wide cutter drum assembly that cuts down to 9” (230 mm) deep in one pass. This same unit also shifts laterally 18 in. (45 cm) to either side of the machine for flush cutting up tight to curbs, jersey barriers, footings and other obstacles. The lateral shift feature also enables the cutter location to adjust side to side for quick cutting around manholes and drainage inlets without stopping the machine or employing costly “dental” planers or other equipment. Unlike other planers or profilers in this size range, this flexible cut feature enables the ER552F to work on city street projects alone, with a minimal need to invest in other accessory equipment. And the lateral shift feature enables work close up to soft shoulders — an extra safety advantage, according to the manufacturer. The ER552F’s motorgrader-like bogey suspension system enables a high quality milled surface ready for overlay. For extremely stable operation, it employs a 62,170 lb. (28,200 kg) operating weight propelled by a powerful 561 hp (418 kW) Tier III diesel engine. The PM550 road stabilizer provides soil stabilization and full-depth reclamation to repair failed HMA pavements quickly and cost effectively.

The PM550 is an alternative for low volume roads and low budget programs, saving up to 40 percent on cold in-place reclamation projects with shorter construction times and more profit for the contractor. It leaves a stabilized road base, ready for HMA overlay. This machine features a high torque, two-speed (100 rpm/1.7 Hz and 130 rpm/2.2 Hz) rotor with lateral shift capabilities like the ER552F, that enable the operator to avoid street iron while working up close to obstacles with enhanced visibility of the cutting and mixing operation. Four-wheel drive keeps the entire system moving consistently and positively across the site, regardless of conditions, at a top working speed of 57 feet per minute (48 m), according to the manufacturer. The machine is powered by a six-cylinder 496 hp (370 kW) Komatsu Tier III Diesel Engine. An optional auto-spray emulsion system provides uniform mixing over the length and width of the job. Roadtec Introduces ‘E’ Series Shuttle Buggy MTV The Roadtec Shuttle Buggy asphalt remixing device is being offered in an upgraded version. The new generation E-series Shuttle Buggy material transfer vehicle has enhanced conveyor wear resistance, which will lower contractors’ operating costs. A new adjustable width front hopper allows the E-series to work with trucks of widths commonly used in countries outside the United States. The dual operator stations of the machine have been enhanced and can now slide sideways past the outer edge of the main frame, which improves visibility. The mix storage functionality of the SB-2500E Shuttle Buggy MTV has been improved with the addition of bindicators, devices which show the paving crew exactly how much mix remains in the hopper, according to the manufacturer.

The E-series Shuttle Buggy MTV features CAT C27 ACERT, 950 hp (2,100 kW) Tier IV diesel engine and will be available in a Tier III version for certain international markets. An optional side-shift operator platform is available. Pavement lifespan tests as they relate to temperature segregation during the paving process have shown that a temperature differential of less than seven degrees Celsius in the mat behind the paver are key to even compaction and therefore pavement durability. Infrared imaging behind the Shuttle Buggy MTV has shown in tests conducted in the United States as well as in Europe that the machine easily and consistently remixes to achieve temperature differential below the seven degree threshold.

The specially designed shockmount system offers a virtually vibration free guide handle for increased operator comfort and reduced operator fatigue. Wacker Neuson’s small reversible plates are practical for the compaction of interlocking paving stones, sidewalks, foot paths, retaining walls, plus the overall compact design and forward/reverse operation makes for productive trench compaction, according to the manufacturer.

ARTBA Lauds Women Leaders in Design, Construction The American Road & Transportation Builders Association (ARTBA) is launching a new awards program to honor “extraordinary efforts of individuals, companies and public agencies that have demonstrated leadership and dedication to innovation in the transportation construction field as well as the promotion of women leaders within the industry.” The 2011 “Women Leaders in Transportation Design & Construction Awards Program” includes three categories: • The Ethel S. Birchland Lifetime Achievement Award: Named after ARTBA’s executive director from the mid-1920s, it is given to at least two women who have demonstrated outstanding leadership and long-term service in the industry’s public or private sectors. • The Glass Hammer Award: It honors three companies in the transportation construction industry that have innovative programs and activities directed at successfully promoting women leaders within their organization.

• Future Industry Spotlight Award: It recognizes two women students enrolled in undergraduate or graduate studies at a U.S. college or university who have achieved an outstanding academic record and demonstrated extraordinary leadership skills within and outside the academic environment. ARTBA membership is not required. Nominations, available at www.artba.org/womenleaders must be received by close of business July 29. Winners will be recognized at a gala dinner on September 7 during ARTBA’s “TransOvation 2011 Workshop,” held at the Landsdowne Conference Center near Dulles Airport in Virginia.
