The State Route 85 safety and enhancement project in Gila Bend, Ariz., consists of demolishing the SR-85 and Business Route 8 (B-8) interchange in front of the ADOT yard, constructing a new elevated intersection at State Route 85 (Pima Street) and Business 8, and constructing a wider bridge over the Union Pacific Railroad. This $13.5 million state and federally- funded project is just over one mile long. The project is scheduled to be completed by late 2012. The project is headed up by Haydon Building Corp of Phoenix. Haydon is performing earthwork, grading, structural concrete work, bridge work and the construction of six box culverts. “We’re running on schedule with no delays,” said Scott Jones, Haydon project manager. Jones noted that during the first few months of work, a little over five acres of land was roped off to separate the work zone from an archeological site until all artifacts were collected and mapped. The area is now clear for construction activities. Logan Simpson Design Inc. of Tempe was contracted to survey the area. Their process included the writing and see INTERCHANGE page 27

Eco-Friendly LiuGong Reports Increased Codes Split Earnings for First Quarter ’11 Home Builders LiuGong Machinery Corp. announced first quarter earnings, reporting $93.35 million in net profit on $905.58 million total sales revenue. This represents nearly a 72 percent increase in revenue from the same period the previous year. After posting record profits for 2010, LiuGong shows no slowdown of its pace of sales as it enters 2011. LiuGong executives noted total 2011 first quarter profits were $111.15 million. The company reported $.12 in earnings per share. Company performance outstripped first

quarter 2010’s reported figures by a huge margin. During the same time last year, LiuGong had reported $507.02 million in total sales revenue. Company Vice Chairman and President Zeng Guang’an said LiuGong’s careful study and implementation of global best practices in management is paying off. “We work on meeting our strategic plans, and our many years of pursuing Six Sigma quality processes are reaping dividends for LiuGong. Complex Highway Loop Benefits From Calculated Risk By Jeff Winke SPECIAL TO CEG

There’s an old idiom that goes “What’s good for the goose is good for the gander,” which most folks take to mean that what’s good for one is good for another. Rod Evans, office engineer/project manager of Sherwood Construction, Wichita, Kan., applied similar logic when looking at an expensive, once very valuable machine sitting idle in his equipment yard for several years. “We’ve been using dual GPS machine control since late 2006 and understand the productivity edge the technology provides,” Evans said. “That got me thinking, why couldn’t the Trimble system work on the trimmer I have sitting here?” He was referring to the Terex CMI TR4503 trimmer-reclaimer that his company owns. “We have a very large project where I wanted to try the concept out,” Evans said. “The Interdispersal Loop is a $70 million stimulus project involving the rebuilding of a major square-shaped highway loop around downtown Tulsa, Okla. There are interstate and highway interchanges at each of the corners and we’re working on three of the interchanges and all the paving in between.” The Oklahoma Department of Transportation (ODOT) Interdispersal Loop project is massive. There are approximately 160 bridge deck spans that are being removed as part of this project. “Our company’s job is to demolish all of

the existing roadway and safety devices, and rebuild the subbase and base, and do all the concrete paving,” Evans said. “All the surfaces on the two sides of the interchange will be completely redone with new parapet barrier safety walls to replace old guardrails.” Sherwood Construction is responsible for starting from scratch and then putting the network of roads, interchanges and bridges back together. Essentially, Sherwood completed all of the grading and paving, accommodating for elevation, grade and superrotation throughout, while another contractor is completing the bridgework. The trimmer was instrumental from the start. Once the old road surface’s 9 in. (22.8 cm) of concrete and a hot-sand asphalt subbase of 4 in. (10 cm) were removed, the trimmer was used to cut an additional 5 in. (12.7 cm) to achieve the new finished subgrade for the thicker pavement section. The materials coming off the machine were loaded onto a 60-ft. (18 m) conveyor belt that can be swung to either side, so that the dirt can be loaded right into a dump truck. “We had equipped the trimmer with the Trimble GCS900 Grade Control System, which we had acquired from Foley Equipment. This meant it could run off the 3D digital model. This ensured incredible accuracy and consistency as it trimmed through all the superelevation‐rotations in the curves,” Evans said. “As far as I know, we are the first contractor to try a dual-mast GPS system on a trimmer — and, I’m happy to say that it works just as I thought it would.”

When the Trimble field engineer first arrived to do the system install on the trimmer, he was expecting a single antenna mast that would work off a robotic total station. The technician was surprised to see that Evans had installed mounting bases for two

masts, one on each side of the machine, in relation to the cutting edge. It was to be set up like a motorgrader. “My logic was that if the Trimble GPS system works on a blade, it’ll work on either end of this trimmer head,” said Evans. “It functions the same controlling hydraulics to raise, lower, and tilt a cutting blade — I was just sure that it would work.” The trimmer uses two Trimble Smart GNSS antennae and a Trimble CB430 control box installed in the machine control station. “I admit, we were kind of working in the dark as to whether this would work,” Evans said. “Our local dealer, Foley Equipment, and Trimble installed the system on the trimmer; tested it in our yard for a couple of days; and it worked just like I thought.” The Terex CMI TR-4503 trimmerreclaimer equipped with the Trimble GCS900 is achieving finish grade within a quarter inch to three-eighths inch. (.6 to .9 cm) Accuracy requirements on the Tulsa Interdispersal Loop project are tight given the density of bridges and complex geometrics. Las Vegas Stadium Bill Backers Stare Down Deadline By Michelle Rindels ASSOCIATED PRESS

CARSON CITY, Nev. (AP) Talks over a bill authorizing financing for a Las Vegas professional sports stadium wore on for the third day as three competing developers piled on proposed changes late in the legislative game. A Nevada Assembly panel on June 4 considered a bill allowing Clark and Washoe counties to set up special taxing districts and use some of the revenue to finance a stadium. But with two days left in the session, questions lingered about the risks of the bond financing, and lawyers specializing in the topic had yet to show up to testify. “That puts a real damper on the bill,� said Assembly Taxation Committee Chairwoman Marilyn Kirkpatrick, D-North Las Vegas, who threatened not to bring it up for another hearing if the questions remain unanswered. Local jurisdictions could pledge a portion of certain future tax revenues within the district to finance construction bonds, while tax revenue for schools would remain

untouched. Debate June 4 centered on how long the proposed tax funding structure should remain in place. The current version of the bill calls for a review of the financing after 25 years, but some developers say bond investors would prefer the funding structure be locked in for 30 or even 40 years. Various groups offered amendments to the bill. Caesars Entertainment Corp. — which is proposing its own 20,000-seat basketball arena on the Strip — wants the bill’s 35,000-seat minimum requirement changed so its project would be eligible for the funding mechanism. Opponents of that idea argue there are already smaller arenas in Las Vegas, and the new project should be substantially bigger to win public financing. Businesses near the site of the city of Las Vegas’ proposed arena protested a portion of the bill that would levy a $1,000 fee for every parking space within 3,000 ft. of the events center. And developer Chris Milam is asking that the mandatory construction timeline within the bill be shortened. Milam’s group said at a June 3 hearing that it could start construc-

tion on its project within six months, while representatives of a competing plan by the University of Nevada, Las Vegas, said two years would be more realistic. The three plans on the table all are centered in Las Vegas, although the bill would authorize a stadium project in any county with a population greater than 100,000. That means Washoe County also would be eligible. One plan from the city of Las Vegas and the Cordish Co. development group proposes a $420 million pro basketball arena and a shopping center styled after Los Angeles’ LA Live concept. It would be constructed on 13 acres between Symphony Park and downtown Las Vegas. Another is a three-venue Las Vegas National Sports Center proposal from developer Chris Milam’s company, International Development Management. The $2 billion complex behind the Mandalay Bay hotelcasino would have a Triple-A ballpark, an arena for hockey and basketball, and a stadium for Major League Soccer or football. The third proposal calls for a $1.6 billion project on UNLV property, including a cov-

ered stadium, student dorms and 600,000 sq. ft. of retail space. Proponents earlier presented ambitious plans they said would transform Las Vegas and lock in the city’s competitive advantage as a tourist destination. Developers said partial public financing is the best way to jump start such massive projects and the building phase would put thousands of unemployed construction workers back on the job. Skeptics of the plan warn that taxpayers will be liable if the tax revenues needed to pay off bond debt don’t meet expectations. They referred to STAR bonds, a similar funding mechanism the Legislature passed in 2005 that was used to build shopping centers in Washoe County anchored by Scheel’s and Cabela’s sporting goods stores. STAR bond projects have been criticized for bringing in far less money than predicted, and lawmakers are doubtful the developments are attracting the tourists they promised. The stadium bill is sponsored by the finance committee chaired by Senate Majority Leader Steven Horsford, D-Las Vegas.

Historic Plane Makes Its Way to Aviation Museum in N.C. Brenda Ruggiero CEG CORRESPONDENT

A piece of history recently made its way down the east coast from Harrison, N.J., to its final resting place at the Carolinas Aviation Museum in Charlotte, N.C. The cargo was Flight 1549, the A-320 Airbus that was safely landed by Captain “Sully” Sullenberger in the Hudson River on Jan. 15, 2009. The transport was handled by J. Supor & Son Trucking & Rigging Co. Inc. of Kearny, N.J., which is the same company that originally pulled the plane from the Hudson.

“This has truly been a miracle from start to finish,” said Joseph Supor III, president of J. Supor & Son. “I am ecstatic that my company was afforded the privilege to transport ‘The Miracle on the Hudson’ to the Carolinas Aviation Museum.” Supor offered thanks to all the state’s DOT’s and engineers, each police department, state trooper, county official, and all the town mayors who helped in navigating the truck through the permitted route. “If not for the combined effort of all, this move could not have been accomplished,” Supor said. “The outpouring of support throughout the country has been over-

whelming and I’m reminded again why I’m so proud to be an American.” Doug Filos, operations and logistics coordinator of J. Supor & Son, reported that the transport was done with a Kenworth T800 four-axle truck and a 65-ton (59 t) perimeter six-axle steerable trailer, resulting in a total of 10 axles. The plane was loaded onto the trailer by two hydraulic cranes owned by J. Supor with the assistance of Kevlar straps in the storage facility in Harrison. The wings, which are still in storage, will be transported with stretch flatbed trailers at a later date. According to Filos, the most challenging

part of the move was “finding the most advantageous route that would keep the amount of turns down to a minimum due to the length and height of the load.” The journey, which took a total of seven days, involved one tractor, one steerman, a high pole and a project supervisor. Despite the challenges, the outcome was a success. “Actually, it was seamless and safe,” Filos said. Meanwhile, Kim Shanahan, executive officer of the Santa Fe Area Home Builders Association, said changing the rules now would only require more stringent measures as a catch-up down the road. “The business-friendly perspective,’’ Shanahan said, is to continue moving toward a long-term goal of increasing energy efficiency by 30 percent. And Santa Fe builder Eduardo Ramirez was applauded after testifying that builders around the state have embraced the new codes so “New Mexico should be allowed to continue as a model state in the union for energy conservation.’’ It’s a debate that is likely to be played out around the state over the next year as Martinez, a Republican who took office in January, moves to undo several rules and regulations placed on everything from energy to health care during the eight years that Democrat Bill Richardson governed the state. “We can look for nothing but this kind of pressure from the Martinez Administration,” said Dan Lorimer, lobbyist of the Rio Grande Chapter of the Sierra Club. “We elected this person to be our governor and we can expect that she is going to fulfill her platform. ... This is all part of her trying to relax regula-

tion to encourage the economy. Whether that is a realistic paradigm or not has some very deep questions attached to it.” Richardson’s green-friendly policies face particular scrutiny under Martinez. Her Small Business Friendly-Task Force has moved to undo a number of environmental initiatives the former governor considered cornerstones of his environmental agenda. The small business task force recommended the repeal of the building codes, which were the subject of hearings June 2 in Albuquerque, Las Cruces, Farmington and Roswell. Richardson’s administration worked more than a year to implement the new codes, which were touted at the time as among the most stringent in the nation. The Martinez administration said the current codes are too costly for property owners and developers to implement, and that the new rules would bring the codes more in line with national standards. “The governor doesn’t want it to cost more to create jobs in New Mexico than it does in our neighboring states,” said her spokesman, Scott Darnell. “She supports ensuring that our building codes are in line with national standards and that steps aren’t taken to make it harder to create jobs and put New Mexicans back to work.” Also June 2, the state Environmental Improvement Board wrapped up two days of public hearings with a vote to recommend

that the EPA scale back its proposed pollution control improvements at the Public Service Company of New Mexico’s coalfired San Juan Generating Station near Farmington. The plan was approved unanimously June 2 by the board — whose members were replaced after Martinez took office and fired the previous board for being too closely aligned with environmentalists. While supporters of repealing the building codes for the most part stopped short of saying the Richardson administration regulations were unnecessary, some argued they

should be delayed to allow the construction industry to recover. Peter Merrill, president and COE of Construction Dispute Resolution Services in Santa Fe and the New Mexico representative to the National Home Builders Association, cited numbers from the association that show permits for new houses in New Mexico dropped from 3,352 in 2006 to 1,022 last year. “I think it is a wonderful code,” Merrill said, “but to me now is not the time. I think we should put it off.”

BSA 120-D Trailer Pump Helps Construct Golf Cart Path To avoid closing a premier golf course during reconstruction of its half-mile long cart path, a high pressure Putzmeister BSA 120-D trailer-mounted pump placed concrete long distances up to 1,180 ft. (360 m), quickly and without disrupting golfers at Butte Creek Country Club (BCCC). Founded in 1962, BCCC in Chico, Calif., is recognized as one of the finest private clubs in northern California. Its pristine 18-hole championship golf course is long, open and well-maintained by mature trees and various displays of nature. Golf memberships are limited to 400 to ensure golfers can play when they want. Therefore, when closing the ninth hole was proposed in order to remove an old asphalt cart path and replace it with a new concrete one, the country club’s board of directors voiced concern. Concrete contractor, Cedar Valley Concrete (CVC) in Sacramento, Calif., addressed the situation. “We needed a strategic plan to complete the job in four days, without major interference with the golf course’s normal operating schedule and keep the area extremely clean throughout the construction process,” said Dave Carrick, CVC’s regional vice president. A Challenging Course BCCC’s course is rated at a high degree of difficulty; and pumping the project would be no different. The 2,500-ft. (762 m) golf cart path was long with sharp winding curves; plus, no access to the course was available for equipment setup. Therefore, at a planning meeting, it was decided to remove asphalt one day and pump concrete from two staging areas the next two days. From the first staging area, concrete would travel through a delivery line system at a distance of 1,060 ft. (323 m), with the remainder of the concrete path poured the following day, from the second staging area. Bob Bauman, owner of Bob’s Concrete Pumping Inc. in Chico, Calif., was contacted late one afternoon, inquiring if he had the right equipment to pump concrete through a system that stretched almost a quarter mile, and if he could do it the very next day. He did. The machine selected to handle the job’s complexities was the Putzmeister BSA 120-D trailer-mounted concrete pump, which debuted at the World of Concrete 2009. “Since taking delivery in March 2009, the pump has performed well; but it had not been put to any real test prior to this job. Finally, we would see if this pump model matched the manufacturer’s high performance specs on paper,” Bauman said. see PUMP page 16

These specifications include high pressures up to 1,030 psi (71 bar), high outputs up to 114 cu. yds. per hour (87 cu m per hour), and a powerful 197 hp (147 kW) Deutz diesel engine. The machine also features free flow hydraulic system for a smooth, controllable concrete flow. Unique Foursome Specifying a mix design was extremely important to effectively pump concrete the far distances required without plug-ups, yet still attain a set time requirement of 3,000 psi (20.7 MPa) in 28 days. To meet these mix specifications, Vice President Craig Zelie of Orland, Calif.-based Western Ready Mix Concrete Co. was called upon for his recommendation; it resulted in a special mix containing four major ingredients. This included 1,529 lbs. (694 kg) of 1 in. (2.5 cm) rock, 1,484 lbs. (673 kg) of sand and six sacks of cement. Plus, 16 oz. (454 g) per cubic yard of VMAR 3, a new generation liquid admixture designed to increase the cohesion and stability of extremely high workability concrete, also was added. V-MAR was used in con-

junction with a powerful superplasticiser, ADVA Flow 300, to produce self-compacting concrete, which maintains self-compacting properties while preventing segregation. To prime the system, Western used 1 cu. yd. (0.76 cu m) of four-sack sand slurry to additionally help prevent plugging the system. Ground Under Repair As the cart path was not a straight line, the delivery line system had to curve with the direction of the meandering pour. Consequently, the crew connected 180 ft. (54.86 m) of 4 in. (10 cm) pipe, 680 ft. (207 m) of 4 in. hose and 200 ft. (61 m) of 3 in. (7.6 cm) hose for delivering concrete during the first pour. Ready mix trucks were preCrews quickly placed 286 cu. yds. (219 cu m) of concrete, while ensuring minimal disruption to golfers and keeping the course immaculate during construction.

cisely scheduled 15 minutes apart, as any delays with this length of system could cause havoc. “This was a private, upscale golf course; and making a mess was not an option,” said Justin Gray, the trailer pump operator who worked with five other Bob’s employees at the job site. “We knew this was not your typical job, so it was important that we worked as a team to ensure everything went as planned.” Unfamiliar with the trailer pump’s maximum performance capabilities and with no mulligans in pumping, the crew was in uncharted territory. “Watching concrete come out of the end of 1,060 feet of system was a sigh of relief to everyone, especially CVC’s foreman Arturo Gonzalec,” noted Gray. “The pump performed without any hesitation and exceeded our expectations, as it had plenty of power to spare.” Concrete was placed at a maximum 5 in. (12.7 cm) slump. The BSA trailer pump, averaging 32 cu. yds. per hour (24 cu m per hour) while operating at a 3,700-psi (255 bar) hydraulic pressure, rapidly placed 130 cu. yds. (99 cu m) of concrete in about four hours for the first pour, which was much faster than planned; and more importantly, it was accomplished without closing the ninth

hole. “A concrete pumping company is only as good as its employees, and employees only look good when a pump performs,” said Jerry Henderson, Bob’s general manager. “We have been building our reliable reputation with Putzmeister pumps since 1992.” Away With the first pour making a long successful drive, it was time to test the trailer pump’s ability to pump concrete an even farther distance the following day. Adding 120 ft. (36.58 m) of 3 in. hose to a similar setup as the day before, the trailer pump placed 156 cu. yds. (119 cu m) of concrete at a maximum distance of 1,180 ft. (360 m). “It was quite a sight to look back from the second staging area to where the cart path started,” said Greg Jurgenson, Western’s field manager. “You needed binoculars.” Follow Through “I’ve been in the concrete pumping business more than 30 years, and this pour went smoother than I could have ever imagined,” said Bauman. “The BSA’s long-distance pumping capabilities meant we could quickly and cost-effectively place all the concrete in two days instead of three.” The fourth day was reserved for form removal and final cleanup. As scheduled, the project was completed quickly with minimal disruption to golfers, and the ninth hole was closed only one of the four days. This was due to tee boxes located right next to the second pour, which caused safety concerns. Plus, the course was left in immaculate condition, with only a new, long-lasting concrete golf cart path as a reminder that construction ever occurred.

Case Construction Equipment’s PT240 pneumatic tire compactor is an eight-wheeled machine designed for rolling hot mix asphalt surface treatments like chip and seal, as well as soil stabilization applications. As the first pneumatic tire compactor offered by Case, the PT240 represents a major expansion of the Case compaction product line. Separately, Case introduced three new doubledrum vibratory compactor models, designed for production asphalt paving projects. “The Case PT240 meets a variety of job requirements in surface compaction,” said Woody Ferrell, Case global product marketing manager. “With a pneumatic tire unit, plus our full line of vibratory models, Case now offers a significantly expanded line of compactors.” With a turbocharged engine rated at 99 hp (74 kW), the Case PT240 pneumatic tire compactor has power for operating on grades up to 25 degrees and on materials with higher rolling resistance. The compactor features standard hydrostatic steering, independent axles and a four-plus-four tire configuration with two-inch tire overlap. The machine also offers automotive style controls with left- and right-side operating positions for optimal operator sight lines and control.

The Case PT240 has a compaction width of 78 in. (198 cm), suitable for production asphalt paving projects. A standard air-on-the-run central tire inflation system ensures proper tire inflation at all times and optimizes rolling performance to job requirements. Floating and oscillating front axles are designed for compaction of uneven surfaces. The ability to adjust ballasted operating weight enables the PT240 compactor to adapt to varying soil and asphalt requirements. The fully ballasted operating weight is 52,910 lb. (24,000 kg) and the un-ballasted operating weight is 20,525 lb. (9,310 kg). Un-ballasted ground clearance is 13.4 in (34 cm). Ground clearance is 10.2 in. (26 cm) with ballast boxes under the machine. The maximum operating weight is 52,910 lb. The PT240 compactor includes highcapacity water and fuel tanks to stay on the job for long work days. MAG is conducting 23 such assessments, including four in Buckeye and one each in Avondale and Litchfield Park. Avondale officials hope a road safety examination at Dysart and McDowell roads will show additional ways to improve the intersection. “We track our collision information on a regular basis and that intersection consistently comes up as one of the highest in Avondale,” city assistant traffic engineer Margaret BoonePixley told The Arizona Republic. A team of traffic engineers, law enforcement officials, roadway design experts, city officials and experts in predicting people’s reactions will examine safety at the intersections and recommend improvements, said Sarath Joshua, MAG safety program manager. Such suggestions could be adding a left-turn arrow, adjusting signal timing or increasing lane-marking visibility. MAG will begin the assessments in the fall and expects to complete them by June 2012, he said. It has nearly $400,000 available to conduct them and will work with the Arizona Department of Transportation, which has done similar intersection safety examinations. MAG analyzed ADOT crash data from 2006 through 2008 and ranked more than 17,000 regional intersections based on crash frequency, severity, types and rate, Joshua

The operator can work in a comfortable upright position significantly reducing back and overall body strain. “Contractors across the country are finding the DF 16 to be a real back saver,” said Bob Motl, concrete product manager of Wacker Neuson. “Users appreciate the great speed and ease in which the DF 16 can complete the tying task, but mostly they like the fact that they no longer have to bend over, greatly reducing body strain.” Besides relieving back strain, the DF 16 eliminates the turning/twisting motion of the wrist when using pliers, which can cause carpal tunnel syndrome. To tie rebar, the operator places the DF 16 on the reinforcing steel and uses one hand to press it down. This releases a tie wire from the cartridge and wraps it around the rebar or pipe for tying. The loops at each end of the wire automatically interlock and are twisted when the device is withdrawn. No special training or experience is necessary. Wacker Neuson’s rebar tier creates a tighter knot and each tie is secured without cutting, so there is no waste or costly site clean up required, according to the manufacturer. Cities already are making improvements to the top 100 intersections in MAG’s ranking, but the group decided to conduct the road safety assessments to address issues at intersections. “We are trying to improve safety at these intersections where we have seen a large number of crashes,”‘ Joshua said. The intersections chosen for the road safety assessments are not the top 23 intersections in MAG’s ranking, but rather the intersections cities asked the group to examine. Boone-Pixley said Avondale is developing construction plans to improve safety at the Dysart and McDowell intersection, including dual left-turn lanes and extending the medians, but the city asked MAG to do its own assessment of the intersection to get fresh input, she said. “We track collision data, and we know what we see at the intersection. But sometimes it’s good to get a group of professionals and law enforcement to come out and take a look to see if there’s something new that they see that we’re not looking at,” Boone-Pixley said. She said they will incorporate the assessment recommendations into their construction plans. The city plans to begin the design process in 2013 and start construction July 2014.

HELENA, Mont. (AP) Gov. Brian Schweitzer told Exxon Mobil officials on June 24 that the company should manufacture some of its oversized oil refinery equipment in Montana in the future as a way of reducing criticism against “megaload” shipments. More than 200 of the oversized rigs are slated to travel through Idaho and Montana over the next year to the Kearl Oil Fields in Alberta, Canada. But the shipments, being handled by a subsidiary called Imperial Oil, have been mired in legal and political disputes. Critics argue the loads will tie up traffic and damage roads in pristine areas. The loads are also criticized by conservationists who oppose developing Canada’s oil sands. Schweitzer had no such issues. But he advised the company in a June 24 meeting that a portion of future loads could be made in Montana to create jobs and make it easier to overcome objections. Schweitzer, a Democrat, said he supports “conflict-free” oil from Canada as a better alternative to oil from the Middle East that he believes is at the heart of much of the U.S. military intervention in the region. He argued the total cost to the United States, and the environment, of oil from the Middle East is greater. The governor said some of the resistance comes from people who wonder why Exxon Mobil Corp. is manufacturing the big industrial parts in Asia and shipping them through Montana to Canada. “I would like you to look at Montana as a potential site for at least a portion of this manufacturing,” Schweitzer told Jeff Woodbury, an executive with the company. “Take this up the corporate ladder and say, ‘You want to make them happy in Montana? Put them to work.”’ Woodbury said the company is supportive of the idea of using resources in the United States and would consider the idea. Kyla Wiens of the Montana Environmental Information Center, which opposes the shipments, said the largest concern is building a corridor for huge shipments that could be used for decades to support the booming Canadian oil fields. Wiens said the rigs will cause traffic safety issues, long delays, damage roads that taxpayers will have to pay for, and create recreation difficulties along the Blackfoot River corridor and the scenic rocky Mountain Front. “The size of the loads are unprecedented,” she said. Necessary highway upgrades for the transport of the oversized oil field equipment to Canada have been halted by a judge reviewing a complaint from conservation groups and Missoula County. That case is still unfolding. Schweitzer told Exxon Mobil the state will adhere to the legal process and any permits it gets — or doesn’t get — will be as a result of the process and not because “we either love you or fear you.”

The Toro hydraulic breaker attachment, for use with Dingo compact utility loaders, simplifies the tough job of breaking concrete, asphalt, rock or brick. The Toro hydraulic breaker uses 175 ft.-lbs. of force and delivers 1,200 blows per minute to break materials to a depth of 11 in. (28 cm). cy through its four survey crews each equipped with a R8 Trimble GPS system and S6 Trimble robotic total station. The S6 robotic total station is accurate to one arc second in the vertical and horizontal angles, making it ideal for the Tulsa project. “That’s really my job—making sure all this paving, every edge, every elevation that is provided to the field is accurate,” Evans said. “It is a lot of work. We had some 7am to midnight days for about 30 days because we had to wait until they got the bridge decks off, and then we had to fit all the alignments and vertical control—what we call the hunch grades—to make sure the bridge approach matches up with the bridges.” Sherwood hustled because the firm faced $20,000 a day liquidated damages. Considering the massive size of the project, the excavation was pretty modest. “There’s approximately 13,800 cu. yds. of excavation, which isn’t that much,” said Evans. “We were lowering this pavement four or five inches.” There is approximately 100,000 sq. yds. (83,612 sq m) of concrete pavement over the whole project, which includes approximately 160 bridge decks that will be removed and replaced. The bridge spans are anywhere from 80‐ to 100‐ft. (24 to 30.5 m) in size. Most of these bridges were challenging because of the complex alignment geometry and unique super elevation rotations. Additionally, there is 20,000 to 25,000 linear ft. (6,096 to 7,620 m) of high‐depth parapet wall, which is the concrete barrier wall that will be seen along the road. “The trimmer is enabling us to achieve incredible accuracy,” Evans said. “We’re checking with a robotic total station and it’s confirming that the trimmer is cutting grade with one pass. Without the Trimble system you may have to make two or three passes.” Evans knows that the finished paved surface will be accurate and smooth. “When paving is applied to this surface it’s going on top of a surface that’s already been generated by a precision 3D model and the trimmer has finished to these specs rather than finishing between blue tops that are set 50‐foot apart. We’re just getting a lot better results and a lot better results with minimal to no yield loss on the concrete.” Considering the challenges that Sherwood Construction faced on this complex project Evan concludes: “When we had removed the old roads and bridge surfaces, our biggest concern was the question ‘how are we going to put this back together geometrically?’ We had to accomplish everything within demanding parameters that call for redesigning and reestablishing all these grades on new elevations, and everything had to be completed within deadlines that accommodate three demo crews, two subgrade prep crews, four bridge crews and a paving crew. This is an arduous task that we were able to accomplish with some intelligent risk taking, like using the Trimble dual GPS system on the trimmer.”

Manitowoc Cranes and Groves Equipment Rental Company celebrated the sale of Grove’s newest rough-terrain crane to the Texas-based customer. They purchased the crane from Manitowoc dealer H&E Equipment in Houston, Texas. The RT9150E, launched last year, is currently the biggest rough-terrain crane in production both in terms of its 150 ton (136 t) capacity and in terms of its 197 ft. (60 m) main boom length. Steven McReynolds, president of Groves Equipment, said the RT9150 was purchased

for a long-term rental to a chemical company and will give the customer new lifting opportunities because of its reach. “The thing that’s spectacular about the crane is its ability to reach so high,” McReynolds said.
