SHANGHAI (AP) China’s biggest heavy machinery maker wrapped up work on the new, tougher east span of the San Francisco Bay Bridge on July 11, hoping success with the $6.3 billion project will help it clinch more overseas contracts. California’s Department of Transportation chose Shanghai Zhenhua Heavy Industries Co. to fabricate the steel girders and tower meant to improve the earthquake resistance of the bridge linking San Francisco and Oakland after the 1989 Loma Prieta quake collapsed part of the bridge. see BRIDGE page 31

In a landmark case that has major implications for certification organizations nationwide, the National Commission for the Certification of Crane Operators (NCCCO) recently prevailed in a lawsuit brought against it in California Superior Court by California Crane School (CCS) and its owner, John Nypl. After deliberating for less than one day, a 12-member jury returned a complete defense verdict for NCCCO, awarding CCS and Nypl nothing. In the suit, Nypl claimed that NCCCO and its testing services provider, International Assessment Institute (IAI), intentionally interfered with certain business relationships of CCS and Nypl, with the intention of causing them harm. Nypl sought more than $5 million in damages. “NCCCO vigorously defended this action in the firm knowledge and belief that its treatment of CCS and Mr. Nypl has been fair and appropriate,” said NCCCO President John M. Kennedy. “The decision of the jury in favor of NCCCO is a vindication of the steps NCCCO
was obliged to take to prevent damage to the quality and integrity that has become a hallmark of CCO certification over the past fifteen years.” CCS and Nypl originally demanded more than $30 million from NCCCO. The plaintiffs filed their initial complaints in Oakland and Nevada City, Calif., but NCCCO filed successful motions to transfer the litigation to Sonora. The original case also asserted claims for alleged violations of California’s antitrust and unfair competition laws, but those claims were thrown out before trial. Eventually, the case went to trial only on two surviving claims for alleged business interference. “Whenever there is evidence of inappropriate conduct by firms or individuals who desire to participate in CCO certification programs, NCCCO has an obligation to ensure they comply with all prevailing policies and procedures,” said NCCCO Executive Director Graham Brent. “To do otherwise could undermine the integrity of CCO certification and put at risk those who see DISPUTE page 10
Sales Grow PEORIA, Ill. (AP) Caterpillar reported another strong month of global sales growth in May when sales improved 52 percent over last year, but the results were slightly weaker than the recent months. Sales in May were strongest in the region of Europe, Africa and the Middle East where sales grew 65 percent. Caterpillar’s Asian region posted the weakest results, but sales there were still up 38 percent. Caterpillar’s sales figures are considered an indicator of the health of the economy, so they are watched closely. Before May, Caterpillar reported annual sales growth of 66 percent in April, 61 percent in March and 59 percent in February.

WASHINGTON (AP) The congressional gridlock that has tied up federal highway programs for years is loosening — a little. Rep. John Mica of Florida, the Republican chairman of the House Transportation and Infrastructure Committee, out-
lined to reporters on July 6 a $230 billion, six-year highway, transit and rail construction bill he plans to introduce in July. In the Senate, a key committee chairwoman, Democrat Barbara Boxer of California, said she is pursuing a two-year, $109 billion bill. Transportation construction programs have limped along under eight temporary funding
extensions since 2009, when the last long-term funding bill expired. Two commissions studying transportation have warned that if the United States doesn't sharply increase spending to repair and improve its infrastructure, the nation faces a future of nightmarish congestion. The current highway program authority expires Sept. 30.

Fourteen Student Teams Win Big at AEM’s Annual Construction Challenge Fourteen student teams from the United States and Canada have won the 2011 edition of the annual AEM Construction Challenge presented by Volvo Construction Equipment. The annual challenge is held at the Global Finals of Destination ImagiNation (DI). The 2011 event took place May 25 to 28 at the University of Tennessee in Knoxville. AEM along with DI developed the Construction Challenge to engage students through a hands-on, educational experience that introduces them to construction careers such as engineers, equipment technicians and manufacturing professionals. In addition to the annual challenge, AEM also conducts a challenge program at the triennial ConExpo-Con/AGG and IFPE international trade exhibitions. This year’s AEM Construction Challenge at DI Global Finals in Knoxville was titled “Unidentified Moving Object” and teams had to design and build equipment that moved various materials to and from towering heights; start and end their presentations with the equipment contained in a storage box; create and present a sales promotion highlighting features of the equipment — and complete all of these tasks with no AC electrical power. “What an amazing experience; it was like a call went out for hard-working, innovative problem-solvers who could work well together and then they made an 8,000-person allstar team. According to NCCCO, in the first suit, brought by NCCCO against Nypl and California Crane School in federal court in 2005, NCCCO asserted that Nypl paid an examiner to obtain copies of questions from NCCCO’s confidential written examinations, and that CCS used the confidential information in its test preparation materials. NCCCO discovered that its examinations had been misappropriated when a whistle-blower, who worked for CCS, turned over
various materials to NCCCO. The materials included NCCCO’s confidential exam questions and answers, as well as some of CCS’s training materials that incorporated NCCCO’s confidential information (even down to typographical errors). As a result, NCCCO filed the first lawsuit in 2005 with legal claims including copyright infringement, unfair competition, and misappropriation of trade secrets. Nypl and CCS quickly agreed to settle the lawsuit and to accept entry of a Stipulated Permanent Injunction against them. As part of the Settlement Agreement, Nypl and CCS agreed to return the examination materials to NCCCO and to pay $25,000 to NCCCO. Bobcatâ&#x20AC;&#x2122;s Planer Attachments Offer Increased Torque Bobcat 18- and 24-in. (45 and 61 cm) wide planer attachments offer increased torque and horsepower for improved performance compared with the models they replace. The new planers are compatible with all current high flow Bobcat loaders, including the new S850 skid steer and T870 compact track loaders. The cutting drums on Bobcat planers can be unlocked to allow oscillation up to 15 degrees in either direction. As a result, surface tracking is optimized even when the loader is operating on a rutted or potholed surface. This feature is unique to Bobcat planers and provides continuous cutting depth without constant operator input, according to the manufacturer. New on the 18- and 24-in. planers is increased down force to help keep the drum in the cut during operation. In addition, units have been redesigned so that the left ski is now visible to the operator. This allows the planer to be kept closer to the center of the carrier, which makes it easier to control the path of the machine. The back frame is now stronger and more durable in order to handle higher-horsepower carriers. At the same time, the rear opening has been enlarged so that more material passes
through without being re-milled, resulting in increased productivity. Hydraulic side shift on both planer models has been increased from 26 to 29.8 in. (66 to 75.7 cm) so that they can be used on the larger S850 and T870 loaders. Side shifting permits milling outside the width of the carrier so it is possible to work close to walls and curbs. The right ski and end plate may be removed for milling flush against walls with no further clean-up work required. Cab-controlled hydraulic cylinders raise and lower the independently adjustable skis. Cutting depth can be adjusted from 0 to 6 in. (0 to 15 cm). Depth and oscillation gauges allow the operator to confirm the correct cutting depth and angle of the planer without having to move from the seat. Special side cutting bits reduce binding and provide a vertical edge for improved

joint bonding between new and existing asphalt. Replaceable ski wear pads provide consistent depth control by penetrating through debris in the path of travel. In addition, steel wheels on the rear frame provide solid support and reduce tire bounce while planing. A priority valve diverts hydraulic oil flow to depth functions without causing a loss of power to the planer drum, allowing the operator to make adjustments on-the-go without affecting performance. A top access panel saves time by permitting the operator to inspect or replace cutting bits without raising the planer from the surface or removing the drum. The 18- and 24-in. planers may be equipped with smooth or fast cut all-purpose drums or with smaller all-purpose or slot cut drums. Drums are easily changed by removing the right side ski and access panel, much like removing the wheel on a vehicle. Carbide cutting bits are secured with expansion rings instead of C-clips for fast and easy replacement. Field installed accessories include a guide rod kit to help the operator follow a previous cut or line; a planer wheel kit (in lieu of skis); and a water and nozzle kit for dust control. A 14-in. (35.5 cm) cutting width planer is available for Bobcat loaders with standard flow hydraulics. It features manual depth control from 0 to 6 in., 29.8-in. hydraulic sideshift and an all-purpose drum. It also may be equipped with additional drums of varying widths. Drums are easily changed by removing the right side ski and access panel. A 40-in. (101.6 cm) high flow planer also is available. It features hydraulic depth adjustment from 0 to 5 in. (0 to 12.7 cm). Skis are independently adjustable and the depth gauge and oscillation gauge are visible from the operatorâ&#x20AC;&#x2122;s seat. A diverter valve allows the operator to switch from hydraulic side-shift to hydraulic oscillation. Oscillation is +/- 8 degrees. Owners and operators who wish to monitor operating hours and maintenance intervals on their 18-, 24- and 40-in. planers may do so using the new deluxe instrument panel available on Bobcat M-Series loaders. The deluxe instrument panel will track cumulative operating hours and also offers two resettable clocks that can be used to monitor items like time on the job, cutting bit life or hours between drive motor oil maintenance. A Bobcat loader and planer attachment are ideal for milling potholes, alligator cracks and frost heaves; creating cuts for recessed lane markers; milling around manholes; matching uneven pavement surfaces; cutting drainage in parking lots; and tapering the edges of roadways. They also are ideal for cleaning up around larger milling machines and working in places where size and weight do not allow dedicated planers to work, such as on bridges and walkways. Highway 101 Project in Redwood Grove Stirs Debate By Jason Dearen ASSOCIATED PRESS
SAN FRANCISCO (AP) A scenic stretch of Highway 101 that wends through a majestic stand of ancient redwoods in Richardson Grove State Park is called the gateway to Humboldt County — but officials and local businesses say this narrow roadway is actually a barrier to the region’s economic growth. To remove this barrier, the California Department of Transportation in January plans to remove dozens of trees and realign a section of the highway so it can be added to a national system of roads that cater to large, so-called Surface Transportation Assistance Act, or STAA, trucks which now cannot legally use the road. This one-mile stretch is the only part of Highway 101 from San Francisco to the Oregon border where the large semi-trucks used to ferry goods around the nation aren’t permitted, except by a special exemption. But a vocal group of North Coast residents on June 30 asked a federal judge in San Francisco to stop Caltrans in the latest shot fired in the battle over the grove project. The group said the road work will damage the root systems of the area’s towering, ancient redwoods — including the world’s ninth tallest — and open up the area to more semi-truck traffic, pollution and development. However, they see the fight as not just about trees, but about preservation of one of the California coast’s last undeveloped areas where a small town vibe persists. “Not everybody goes crazy for the trees, but it’s more than that, [Caltrans and county officials] are not considering the overall aspect of what’s being contemplated here,” said Barbara Kennedy, an activist who has helped organize opposition. Kennedy argues that investment in diesel trucking is an old way of thinking in an era when fuel prices are climbing. “It is time to begin the end of our dependence on diesel trucking and begin to divert our resources to other modes of goods movement that will be more economical and less damaging to the environment,” she said. When Humboldt County economic development coordinator Jacqueline Debets talks to local businesses — artisan cheese-makers, microbrewers, machine parts manufacturers — concern No. 1 was shipping costs. The North Coast has no major shipping port, no major rail lines and a small airport. Truck transport is the only way to get large quantities of
goods and services in and out of a very remote area, and the three main roadways into the area had stretches too narrow for STAA trucks, which move much of the nation’s goods. Currently a few STAA trucks have exemptions, but Caltrans said two travelling in opposite directions cannot make it safely through. “These are the same size trucks that run all over the country delivering goods, and they can’t come here,” said Debets. “It puts us at a severe competitive disadvantage and it costs more to import products.” As Caltrans moves forward with its plans, the protests have become more raucous and vocal — during one protest in February outside the Caltrans office in Eureka, an officer had hot coffee thrown on him and another was hit by a metal mug, police said. Twelve protesters were arrested. Dozens of protesters recently marched on the Caltrans offices in Sacramento, delivering a petition signed by 11,000 citizens opposed to the project. Much of the furor over the Richardson Grove project has
revolved around the construction’s effects on the ancient redwoods. Caltrans said it will remove 54 trees, with only six redwoods. The agency had originally said it would need to cut down 87 trees, but revised that after public outcry. “We had a lot of public comment from people saying ‘We love the grove, we love the trees,’ and we really worked to bring those numbers down in this final environmental document,” said Julie East, a Caltrans public information officer in Eureka, Calif. Still, critics contend the trees targeted for removal are not the problem and that the construction itself will damage the fragile root systems of the ancient redwoods nearby. Caltrans said it is using an air-powered excavator to remove dirt from areas where the new roadway or shoulder will be, and will only cut roots two inches or less in size to minimize damage. Joe McBride, a University of California, Berkeley forestry professor who studied the site and Caltrans’ plans, said in a court document filed in support of the project’s opponents that Caltrans’ arborists had not accurately stated the project’s potential effects on the old-growth redwoods. McBride’s analysis concluded that dozens more trees would die as a result of the work, and that the root systems of seven ancient redwoods would be negatively impacted. “Substantial irreparable damage would occur to the trees in the project area as a result of the proposed project ... [which] would, in turn, cause negative impacts to the overall health of the forest in the vicinity of the project area,” McBride wrote. U.S. District Court Judge William Alsup listened to arguments from both sides on June 30 in San Francisco, and appeared skeptical that damage to one segment of the trees’ roots would kill them. “I don’t buy the idea that if you take one tiny little root [out] it’s going to hurt the whole tree,” Alsup said. Plaintiffs’ attorney Philip Gregory, holding a clump of tiny redwood tree roots in his hand, told the judge that redwoods have a complex, shallow root system the tall trees need to feed and anchor into the ground. He said damage to a section of these roots can affect the entire system. As for fears that once the road is realigned, a convoy of massive trucks and developers will descend on this remote area of California, Humboldt County’s Debets said the concerns are overblown. “I’m a fifth generation Humboldt County native, I love that it’s small here,” she said. “And I also know that after this project’s done no one’s going to notice a change.
Caterpillar Announces Big Expansion Plans for Victoria, Texas Caterpillar Inc. announced plans June 17 to significantly increase its manufacturing capabilities and capacity for hydraulic excavators that will be produced at a facility now under construction in Victoria, Texas. In August of 2010, Caterpillar announced that it would build the excavator plant in Victoria, investing about $130 million to open the 850,000 sq. ft. operation. Work is under way at the Victoria site, and the announcement includes plans for an additional $70 million investment in the Victoria area that will include another 200,000 sq. ft. under roof. The added investment in Victoria
will increase excavator capacity beyond the original plans and will include the addition of selected fabrication manufacturing for excavator production. This expansion of investment in Victoria also helps set the stage for potential future phases of growth. “Based on our analysis of where customer demand is moving for excavators in the years ahead, it makes sense to increase capacity in Victoria now, so that we can better serve our customers,” said Gary Stampanato, Caterpillar vice president with responsibility for hydraulic excavators. “In addition, we have also determined Victoria is
the right location to produce selected fabrications for the excavators that will be assembled in this new facility.” Excavator production in Victoria is expected to begin in mid-2012. Once fully operational, the new facility will more than triple the current capacity of hydraulic excavators produced by the company in the United States and would more than double the number of Caterpillar employees in the United States making excavators. Currently in the United States, Caterpillar produces two excavator models at a facility in Aurora, Ill., where it also produces wheel loaders,
soil and landfill compactors, wheel dozers and components. Once fully operational, the Victoria facility would produce a total of seven excavator models. “We continue to aggressively increase our excavator manufacturing footprint with investments like this as part of Caterpillar’s long-term strategic initiative to remain the global leader in this industry,” said Rich Lavin, Caterpillar group president with responsibility for construction industries. Telsmith Inc.’s, hydra-jaw H3244 is the newest and largest model in the hydra-jaw product line. Offering a 32 in. (81.3 cm) gape and 44 in. (111.8 cm) width, the H3244 is designed to accept larger feed and yield higher production than current 30 by 42 in. (76 by 106 cm) models. Incorporating the hydra-jaw toggle, the H3244 features hydraulic tramp iron relief, chamber clearing and setting adjustment. This new technology allows operators to clear the chamber or adjust the setting, from a control house or remote location, using push button controls. Hydraulic tramp iron relief automatically protects the crusher from damage when an overload occurs and resets after the tramp iron clears the chamber. By
incorporating these features into jaw crushers, the hydra-jaw provides safer crusher operation with reduced parts consumption and downtime, according to the manufacturer. Designed to perform in hard rock quarry or S&G operations, the H3244 also is flexible in how it is applied. Built using the Telsmith sculpted, low profile main frame concept, the H3244 is available installed on a complete modular primary structure or as a road portable primary plant. Construction of a $27-million runway project for Spaceport America is on track for completion nearly two months ahead of schedule, due to machine control technology from Leica Geosystems. The Spaceport project, located in a remote area 35 mi. southwest of Truth or Consequences, N.M., will make space tourism a reality. The state of New Mexico and two local counties are putting up $198 million for this unique project. Construction is being greatly accelerated with the aid of GPS and robotic total station machine control from Leica Geosystems, said David Guerra, superintendent of David Montoya Construction, the project’s contractor. “We should be finished with the runway by the third week in July — almost two months ahead of our sched-
uled date of September 16,” he said. “And the Leica Geosystems machine control equipment is the reason we’re going to be early.” After rapid preparation of the subgrade with the Leica PowerGrade 3D GPS-equipped dozers and motorgraders, a GOMACO 9500 Series finegrade trimmer equipped with Leica PaveSmart 3D takes over to get the subgrade to ± 1/100th foot. “Using PaveSmart 3D to control the trimmer alone cuts fine grading time to a third of what it takes with a motorgrader,” said Guerra. Use of the Leica Geosystems 3Dequipped trimmer also should deliver improvements in concrete yields for the paving phase, compared with traditional techniques, according to the manufacturer. Montoya is now gearing up for
paving the 10,000-ft. (3,048 m) long runway with its Guntert & Zimmerman S850 slipform paver. The paver will make six passes, each 33.3 ft. (10 m) wide, to cover the 200-ft. (61 m) runway width. Using high precision Leica robotic total stations, PaveSmart 3D will regulate steer, grade, draft and crossfall of the slipform paver in realtime. Leica Geosystems Machine control eliminates the labor costs for detailed surveying for the runway, stakeout of hubs, setting bluetops and set up of traditional stringlines used with slipform paving plus data handling between all machines on site becomes easier throughout the entire project. Zhenhua Sees Bridge as Breakthrough Into U.S. Market BRIDGE from page 1
Zhenhua, which until recently focused mainly on manufacturing cranes, is hoping the project will seal its reputation as a top-notch builder able to meet the most stringent safety and quality specifications. Its parent company, China Communications Construction Co., has built some of China’s biggest bridges but made little progress in breaking into big-league projects in the United States and Europe. So far, most big overseas building projects undertaken by Chinese companies have been in developing regions, where political and economic risk are highest. The Bay Bridge project reflects their eagerness to take on landmark projects in the west. “The U.S. is the world’s most advanced country, and the San Francisco Bay Bridge will be a bridge of the highest quality,” Zhou Jichang, chairman of Zhenhua and its parent company, China Communications Construction Co., told The Associated Press in an interview. “We believe this bridge is very important. When people see it, they will ask, ‘Who built it’” he said. “This will really raise our brand image.” Five years after work started, the last four pieces —which will anchor the bridge’s lifeline suspension cables and took 3 million hours of labor to build — are awaiting shipment to San Francisco. “The new bridge will reflect the character of those who built it,” said Tony Anziano, manager of the toll bridge program at the California Department of Transportation. “The work is done. Thank you. Thank you. Thank you.” Still, two more years of work lie ahead before the new
self-anchored suspension bridge’s expected Sept. 2, 2013, opening. “First and foremost, the new span is a safety project,” said Steve Heminger, executive director of San Francisco’s Metropolitan Transportation Commission. “Success will only be achieved when we remove travelers from the seismic risk of traveling on the existing bridge,” he said. The decision to save some $400 million by outsourcing the fabrication of the main sections of the bridge to Zhenhua reflected global realities, especially of the aging American steel industry, he said. The Chinese company has gargantuan facilities, some 35,000 workers and the ability to make and deliver the huge crane needed to lift the new sections of the bridge into place. In a shipside ceremony July 11, the American contractors building the new span of the bridge, American Bridge Co. and joint venture partner Fluor Enterprises Inc. repeatedly praised the 2,000 Chinese who worked on the project for their diligence and professionalism. “For the stakeholders, failure was never an option,” said Michael Flowers, CEO of American Bridge. The first shipment of segments of the bridge’s deck was delayed by a few weeks two years ago due to welding problems that were soon resolved. Zhenhua had strong incentive to meet its deadlines, Zhou noted: delays would cost it $350,000 a day. The U.S. side dispatched dozens of experts to Shanghai to help ensure the work would meet the exacting specifications required to make the bridge “the world’s toughest,” as the magazine Popular Mechanics quipped.
The help brought welcome improvements in Zhenhua’s expertise and technology, said Zhou. “This project was of enormous benefit to us from a technical point of view,” he said. Zhenhua’s parent company, China Communications Construction Co., or CCCC, has built many of China’s biggest bridges and other major structures. But Zhou conceded that meeting San Francisco’s stringent specifications was a challenge. The bridge must handle an average of 300,000 vehicles a day and be strong enough to withstand any quake. “In general, if a bridge is able to withstand an earthquake without collapsing or breaking, that is good enough,” Zhou said. “But this requirement was that it be usable right after a quake.” “CCCC has made such bridges but there is a big gap in terms of the standards required,” he said. Zhou shrugged off California’s chronic budget troubles, saying they were not an issue given China’s huge holdings of U.S. Treasury bonds. “We never questioned that we would get our money,” he said. “We trust the Americans, the people and their government.” “We look at it this way. The Statue of Liberty is an excellent symbol for America. We are hoping the new San Francisco Bay Bridge, after it is built, will also become a symbolic project. We expect it to have a great impact on our future development.”
$130M Spent on Columbia River Bridge Previous Rulings PORTLAND, Ore. (AP) As it stands, groundbreaking for a new Columbia River bridge between Oregon and Washington is not set to begin for another 18 months. But six years since the project began, both states have already spent $130 million without picking up a shovel. The Oregonian reported that sub-contractors and consultants have billed the protracted project millions of dollars. The project spends about $60,000 a day. One example was German engineer Seigfreid Hopf, who received along with two colleagues $83,000 for the equivalent of two months of work. The German engineer provided instrumental analysis of initial bridge designs. He traveled from Stuttgart to Portland three times at $7,000 a trip. Hopf was one of more than dozen engineers already on the panel overseeing the project. Nancy Boyd, the project’s newly named director, said the project's spending is well within reasonable ranges. She added that engineers are looking for ways to reduce construction costs to partially offset the unexpected $100 million price
jump. “Early project development is messy, even more so on a large, complex project like this one,” Boyd said. That being said, “I don't see any red flags on what's been spent.” The project is a 50-50 venture between Oregon and Washington. The money comes from state and federal grants. The two DOTs had for years studied what to do with the border crossing. Chronic traffic congestion has become a safety issue and an impediment to both land and marine freight traffic, not to mention a daily nightmare for commuters. In February 2005, the two DOTs issued a request for a prime contractor to lead the project through completion of engineering, preliminary design and the environmental impact statement. Only one company responded: Portland engineering firm David Evans & Associates. David Evans brought in Parsons Brinckerhoff (PB) of New York City, and Englewood, Colo.-based CH2M Hill to help with the engineering. It hired Parametrix, of Auburn, Wash., to lead the all-important environmental impact
statement. These firms have been the big eaters at the CRC trough. As of March 31, David Evans had billed just more than $30.2 million; PB and its subsidiary, more than $18.1 million; Parametrix, $12.1 million; and CH2M Hill, $2.4 million. Omaha, Neb.-based HDR Engineering, brought in later to take over much of the bridge engineering from PB, has been paid $5.7 million. Neither David Evans nor any of its chief subcontractors on the project participated in a traditional public bidding process. Federally funded projects require contracting based on qualifications rather than low-bid. The Washington State Department of Transportation, which from the beginning dominated the management of the project, had its internal auditing office determine the “reasonableness” of suggested hourly pay rates submitted by the dozens of contractors, said Kyle McKeon, who oversees WSDOT’s architectural and engineering procurement. Implicit in the rate review is that consultants are entitled to a 30 percent profit on their work.

Later, NCCCO discovered that Nypl and CCS had continued to use the “CCO” acronym in at least 14 domain names, some of which were also set up to redirect Internet users to CCS’ main website. In the second suit, filed in 2008, the same federal judge from the first suit found that Nypl and CCS had breached the previous Settlement Agreement and violated the Stipulated Permanent Injunction. Among other things, the judge ordered them to pay nearly $300,000 to NCCCO as a penalty for their contempt of court, and the judge entered a final judgment that NCCCO was the prevailing party. So far, Nypl and CCS have refused to pay that penalty and are appealing the judgment. In the third suit, brought this time in state court by Nypl and CCS, a 12-member jury found in favor of NCCCO after a four-week trial in Sonora, Calif. In the Sonora case several claims made by CCS, including claims under the Cartwright Act, were dismissed by the judge at an earlier stage of the case, and then the jury decided the remaining claims in favor of NCCCO.

Chicago Pneumatic Offers Full Line of Compaction Equipment A full line of small-size soil and asphalt light compaction equipment is available from Chicago Pneumatic. Included in the category is a range of forward soil and asphalt plates, high-speed asphalt plates, forward and reversible plates, a walk behind double drum roller, tampers and a vibratory trench compactor. The products are designed to meet the variety of needs that contractors and rental companies face. Forward Soil and Asphalt Plates There are six models of Chicago Pneumatic forward soil and asphalt plates available. They range from operating weights of 113- to 275-lbs. (51 to 125 kg) and plate widths of 13- to 20-in. (33 to 51 cm). Centrifugal force ranges from 1,888 - to 4,800-lbs. All are powered by Honda engines. High-Speed Asphalt Plates The MV90 and MV100 are equipped with a large water tank and a stainless-steel sprinkler system designed for compacting asphalt quickly and without interruption. The machines are designed to be easy to turn and maneuver. Classified as light machines the MV90 weighs 189 lbs. (85.7 kg), while the MV100 weighs 205 lbs. (93 kg).
Forward and Reversible Plates Intended for more demanding jobs, the range of seven models of Chicago Pneumatic forward and reversible plates offer operating weights ranging from 344- to 1,111-lbs. (156 to 504 kg) and centrifugal force of 7,875- to 13,488-lbs. The heaviest model, the MV480, features an electric start. All Chicago Pneumatic forward and reversible plate machines are available in a choice of gas-powered Honda engines or Hatz diesel engines, which are housed within a heavy-duty frame. The bottom plates are constructed from Hardox 400 steel with a hardness of 400 HBW. Walk Behind Double Drum Roller The MR7000 is a fully hydraulic, compact, walk-behind roller with stepless forward/backward control and ergonomic handles that fold-up for storage and transporting. Equipped with a Hatz engine with a power reserve feature and a 19-gal. (72 L) water tank that’s positioned to protect the hydraulic components, the MR7000 is intended for compacting thin layers on granular soils and asphalt. The machine features an oil-cooling system designed to reduce unplanned stops and increase the working life.
Tampers Chicago Pneumatic’s four models of tampers are designed to be well-balanced for ease of use. Operating weights range from 137- to 185-lbs. (62 to 84 kg) and provide centrifugal force from 2,985 to 4,800-lbs. The interchangeable bottom plates are 9-in. (23 cm) wide on the smallest unit and 11-in. (28 cm) on the other three models. The 4stroke engine has an efficient carburator and a high capacity air filter — which means lower fuel consumption and lower exhaust emissions, according to the manufacturer. Vibratory Trench Compactor The Bluetooth radio-controlled LP8500 trench compactor is designed for cohesive soil, both in confined areas (such as trenches, construction back-fills) and on roads. Fully hydraulic, the LP8500 is powered by a 17 hp at 2,400 rpm Hatz diesel engine. The machine is equipped with an emergency manually controlled system which includes an emergency push-stop bar and a safety push-stop button. The operating weight is 3,683 lbs. (1,670 kg) and centrifugal force of 16,500 lbs. The Chicago Pneumatic vibratory trench compactor features 24- or 33-in. (61 or 84 cm) high profile drums as standard. Hi-Way Equipment Holds Two Case Triple Threat Rodeos Hi-Way Equipment held Case Triple Threat Rodeo events — one each at its facilities in Euless and North Houston, Texas, on May 14 and May 21 respectively. Across the United States and Canada, Case dealerships are hosting local Triple Threat Rodeo from April through October 2011. One winner from each local rodeo and five wildcard competitors will advance to the North American Championship Event to be held at the World of Concrete Show in Las Vegas in January 2012. A champion will be crowned at the show and will receive a 2011 Dodge Ram 2500HD pickup truck and a 2011 Case Construction TR270 compact track loader as First prize. The second place winner will receive a CNH Capital Card with a$5,000.00 value and third place will receive a CNH Capital Card worth $2,500.00. The winning competitor at each local even earned a trip for two to the North American Triple Rodeo Championship in Las Vegas, $500.00 and a commemorative Triple Threat Rodeo belt buckle. Local second and third place finishers received $250.00 and $100.00, respectively; a commemorative Triple Threat Rodeo belt buckle and a chance to become one of five Wildcard entries. Case’s Triple Threat Rodeo events consist of three events using the Case N Series loader/backhoe, the F Series wheel loader
and the Alpha Series skid steer loader: • Backhoe Bronc Buster —the N Series backhoe was used in a series of obstacles including the use of soccer and tennis balls. • Wheel Loader Roundup — contestants used the F Series wheel loader to pick up various transport bars off their bases and carry and place them on three different receptacles without dropping them. • Skid Steer Showdown — a bar was attached to the bucket with two upright holders. The contestant had to carry two soccer balls on the holders and one floating soccer ball in the bucket while maneuvering around cones and through F-assemblies to the final destination and then attempt to tilt the bucket and drop the balls into two receptacles. More than 200 customers and their families attended the two events. Youngsters were treated to face painting, bowling, an inflatable bouncing house and balloon animals. A barbecue and hotdog lunch was served and there was fun for all. In a community support effort, the local Habitat for Humanity chapters received $500 each plus additional donations.
